Discussion R. E. Rarnes (Member): The original concepts and the pioneering work now brought to the practical test stage by the Mining Research Laboratory team deserve our highest praise. The authors of this comprehensive paper rightly stress the urgency of establishing the extent to which the apparent potential can profitably be realised in practice. It is to be hoped that adequate funds will be made available by individual mining companies, the Chamber of Mines and manufacturers to attract the necessary staff and maintain the high rate of achievement of the last two years. From the Seventy-Eighth Annual Report of the Chamber of Mines and its members we see that, in 1967, with a Working Revenue of R759.8 million from gold and R54.6 million pit mouth coal sales and with profits from gold and uranium and pyrite of R307.9 million, only R1.9 million was spent by the Chamber on all forms of Research. It is considered unlikely that the associated mining companies and manufacturers exceeded this investment expenditure. Assuming a total of R4 million spent by the industry on Research and Development, this is less than half of 1 per cent of sales of gold and coal. This percentage, so low in comparison to North America and Europe, is no worse than that of Exploration expenditure which, in 1967, with South Africa's total mineral production of R1,287 million, was estimated to have been R6 million (Pretorius 1968). In a primary industry with ever present depletion of ore deposits and with cost escalation, expenditure on Exploration and on Research and Development is not a risky luxury but a tactical obligation. The potential rate of return on research expenditure into rock breaking is high. Stores consumed by gold and coal mines, members of the Chamber of Mines, totalled R316.2 million in 1967. Except for purchased power costing R42.2 million the highest cost group was explosives, drills and drill steel totalling R33.8 million or 10.7 per cent of the total stores consumed. In the paper under discussion it is claimed that the low 'effective stoping width' should greatly reduce the likelihood of rock falls or rock bursts to the extent that permanent support can be dispensed with. Insofar as this narrow cut is only 12 in. in advance of the working area which, with a 10 in. channel, is unlikely to be much reduced in width from that achieved by current methods, this claim is not readily understandable. Were it to have been based upon the regional support gained from packed waste it would have been more acceptable. Pre-developed stope drives may give serious trouble at depth and for this reason it is questioned whether a stoping area can avoid periodic sub-development blasting-the spoil and fumes from which will interfere with the rock flow and continuous mining of the rock-cutter. If, in the mining method proposed by the authors, stope drives are cut as small as possible (6 ft by 6 ft) then 25 per cent of the total tons handled (excluding resued waste) and 5 per cent of the gold will be blasted conventionally in the stope. At this stage one cannot envisage tunnelling machines economically or practically capable of such work. The various methods described by the authors and subsequent contributors for breaking waste are most interesting. It was noted that the 'bull wedge' and 'explosives' in Fig. 1 of the paper were no further from the ideal point 'A' than was 'cutting'. The writer considers that the bold and imaginative steps taken by the Mining Research Laboratory Team, the mining companies and the manufacturers concerned will eventually lead to a successful rock cutting machine with universal application largely independent of rock type. This may take many years. In the meantime other methods of improving productivity of saleable metal by rock breaking teams should be investigated even if such methods have local applications only. In 1955 the writer conducted tests with a wire saw similar to those used in quarries in the Northern Transvaal and elsewhere. Jeppestown shale, the immediate footwall of much of the East Rand gold field, was cut at the rate of 6 in. per hour using sand, water and a special endless rope driven by a low h.p. motor. A hypothesis on its application was submitted to the Office of the Government Mining Engineer in 1955 and to other mining institutions in 1966 after the writer returned to South Africa. By inference, rope sawing was classed as less promising than other methods tested in the Orange Free State Goldfields (Parker 1969). With highly resilicified hanging and footwall quartzites this was not surprising and confirmed the writers findings when testing hanging wall quartzite from the East Rand in 1955. The relatively uniform conditions, the low strength, hardness, and silica content of the Merensky Reef platinum deposits (Gray and von Bardeleben 1969) and in particular, the existence of overlying Merensky pyroxenite (Cousins 1964) make this and the East Rand attractive areas for larger scale testing of wire saws. It is envisaged that in suitable rock types the 5/8 in. slot would be advanced down dip or down a minor dip. In undisturbed areas 'faces' of up to 200 ft in length could be cut several feet in advance of breaking which could then consist of light blasting to the second free face or some of the methods now being tested for breaking waste in rock-cutting operations. A wire saw is an inexpensive and simple machine which, in some areas, could make significant and early gains in rock breaking efficiency as well as in ground and stoping width control.

The Mission mine, located in southern Arizona near Tucson, is a recently developed open pit which produces 15,000 tons per day of copper ore. The mine lies on a wide and gently sloping bajada sweeping northeasterly from the Sierrita mountains. It derives its name from the nearby Mission San Xavier del Bac, built circa 1700. The ore body is everywhere covered by about 200 feet of alluvium, as are the adjacent Pima and Palo Verde mines. The geology of the Mission deposit is known principally through the study of diamond drill holes spaced 150 to 300 feet apart. The open pit is in an infant stage and has not yet revealed much of the deposit, although information obtained there by the operating staff, and from a few thousand feet of exploratory underground workings, has added significantly to the general fund of knowledge. Permission to publish was granted by the American Smelting and Refining Company. I am indebted to Kenyon Richard and J. H. Courtright for criticism of this paper and for their direction during the several years in which I studied the Mission deposit. Acknowledgment is given to consultant in petrography, Robert L. The growing national concern over energy has aroused a great deal of interest in the most efficient and least costly way to use our remaining fossil fuel reserves. A number of studies have been published which compare the overall thermal efficiency and cost of gas and electric energy. These studies have been carried out by a wide variety of organizations including Oak Ridge National Laboratory, The Rand Corporation, The Stanford Research Institute, and The Institute of Gas Technology. This paper is an attempt, by PGandE, a large combined gas and electric utility serving most of the northern and parts of central California, to compare the cost and efficiency of gas and electric energy for certain residential appliances using actual operating data and financial statistics for the year 1974, and thereby develop some guidelines for future energy developments utilizing these limited fossil resources. The appliances chosen for the study were kitchen ranges, clothes dryers, hot water and space heaters. These appliances were selected because they can be served with either gas or electricity and they account for approximately one-third of PGandE's total residential electric sales and nearly all of PGandE's residential gas sales.

IN beginning my remarks, may I make it entirely clear that since January 4, 1947, I have not been a member of the United States Delegation to-the United Nations Atomic Energy Commission I am speaking, therefore, in purely a personal capacity. Because of the interest of the engineering profession with reference to uranium, and because of the title assigned me for this talk, I am going to assume that you know what the United States Plan is for the control of atomic energy. At best, in the limited time, I could only summarize, at the risk of giving undue emphasis to the items mentioned, and at the risk of omitting many important parts of what seems so far to be a complete and well-rounded Plan for meeting the problem. I will aim to comment upon those aspects of the Plan that continue as problems and involve apparent, or obvious, misunderstandings and contrary views The control of atomic energy represents not only a problem but a challenge-both faced by- all the peoples of the world It involves a new approach to the problems of the kinds that arise between nations, problems that have not ever been solved even by international treaties in their efforts to outlaw weapons of war. These efforts range from the Kellogg-Briand treaty to outlaw war, and its obvious failure to prevent World War II, to the interdiction by the Pope of the use of the crossbow in the days of the Crusades. Modern high capacity underground mining machinery is a complex of mechanical, electrical and hydraulic components which have greatly increased capability over similar components of mining machinery of ten and. even five years ago. Looking into the future I feel certain in stating that there will be changes equally great in the coming five and ten year periods. With this premise in mind, I should like to bring to your attention some of the things that do and will have a continued major impact on the industry, particularly as they relate to the maintenance and operation of these machines of increasing capability. In underground mining today, nearly every individual plays a key role. A machine operator's importance in his work is comparable with that of the pilot of an airplane, a railroad engineman, a bus driver, a skilled machinist, a bulldozer operator and many others whose assignment is one of doing, by himself, with his hands and his brains all that the specially designed machine has been created to do. These machine operators are supported by a staff of skilled engineers, maintenance personnel, supervision, etc., but objectives are realized only when the operator maintains his schedule. What is being done and what can be done to make it easier for the operator to maintain his schedule which, as with the airplane, is constantly being improved? This question can be answered best, perhaps, by dividing the subject into four general categories - (A) Power Supply. (B) Control and Protective Devices. (C) Hydraulic Component Design. (D) Mechanical Design.

A micropyrometer known as the De Graaf apparatus has several advantages over the gas-furnace method for determining ash fusibility. When the De Graaf apparatus is operated by a modified method of procedure, the results closely check those of the gas-furnace method. This is indicated by tests on 27 samples of coal ash, with an extreme variation in fusibility values of 654" F. However, most of the ashes fused at temperatures between 2300º and 2500º. This, presumably, is the temperature interval within which the micropyrometer gives the best results. Additional comparisons are desirable. DISCUSSION (Thomas G. Fear presiding) A. C. (written discussion‡).-—The Pittsburgh Experiment Station of the Bureau of Mines has made two investigations1 of the micropyrometer for determining the fusibility of coal ash. These studies were undertaken with a view to adopting the micropyrometer method us a substitute or alternate to the present standard gas-furnace method, in view of the obvious advantages of greater speed, smaller ash sample, smaller laboratory space requirements, less equipment and greater comfort to the operator. However, the investigation showed that the micropyrometer type of furnace as then operated in five laboratories having this equipment could not be accepted as an alternate to the standard gas furnace, which is capable of close duplication in different laboratories, as shown in a recent colmparison between the Pittsburgh Experiment Station of the United States Bureau of Mines and the Fuel Research Station of Great Britain.2 The algebraic meau

Significant developments in future mining systems, technology and best practices are emerging that are driven by issues relating to human resources, competitiveness, environmental and social responsibility, within the dynamics of globalisation. It is proposed that the definition of the role and attributes of the mining engineer in the mine life cycle needs to be viewed more holistically in the face of increasingly more diverse and complex responsibilities. These developments are motivating the need to consider a fresh approach to mining education and training at all levels for industry. A growing diversity and complexity of professional responsibilities is extending the mining engineerÆs broadly based skill set and reinforcing the need to play a central role within increasingly interdisciplinary teams. On the other hand, the imminent new technologies that will transform the mining process are prompting the assumption that more focused and specialised skill sets will be needed. A way forward is suggested that would first define a blueprint for the future mine, as an attempt to characterise the systems architecture, processes and organisation of the next generation mine. This can be the basis for assessing the nature of the workforce and distribution of responsibilities, from which can be inferred the skills and training requirements. In the context of the mining engineer, the paper explores how understanding such future requirements will enable more proactive development of a strategy for educational development. The paper then concludes by considering issues and lessons learned from some recent mining educational development initiatives underway in Australia and Canada that are shaping significant change.

Froth flotation has been described by several authors" as being analogous to a first-order rate process. Although a few investigators"," have found orders other than one fit their data best, the rate is described most often by the first-order equation, [ ] where r is rate of disappearance of floatable mineral by flotation, C(t) is concentration of floatable mineral in the cell, t is time, and k is first-order flotation rate constant. One of the difficulties in using this rate equation to develop a mathematical description of an actual flotation process is the determination of a suitable value of the constant k. The value of k, which reflects the floatability of the floatable mineral, is dependent on the hydrodynamic conditions in the cell, type and concentration of flotation reagents used, pulp density, and pH, method of froth removal, aeration rate, particle characteristics, and many other factors. Therefore, it is reasonable to expect that each particle of floatable material has a distinct value of k and that a unique distribution of k values exists for given feed and cell conditions. This has been observed and discussed by several investigators, and mathematical descriptions of the batch cell and steady-state continuous cell with distributed flotation rate constant have been developed." The mathematical description in the form of a transfer function of the continuous or flow cell under unsteady-state conditions with a distributed flotation rate constant has not been presented in the literature. IN SUBSTANCE, the international aspects of the petroleum industry, as these relate to the United States, are as follows: The domestic production is not keeping pace with the domestic demands; our best engineering talent warns us of the imminence of a decreased production by our oil wells, although more oil is needed; and the only practical source whence this increasing demand can be supplied for some time to come will be the foreign fields. Other nations have given thought to the future and, in recent years, have shown a tendency to adopt strong nationalistic policies regarding their petroleum resources, policies that hinder or prevent the exploitation of these resources by other nationals. In consequence, we find that, facing a probable shortage of the domestic supply, our nationals are excluded from foreign fields; and this in spite of the fact that foreign nationals have been permitted to enter into and exploit, our own oil resources on an equality with American citizens and without hindrance or restrictions. This country: has supplied the larger part of the petroleum consumed by the world and yet, with a failing supply imminent, it finds that those countries that have been drawing upon our resources to supply their needs are showing a tendency to exclude us from their resources. In this way we shall be transferred from a position of dominence to one of dependence; and only by sufferance of those countries that are now seeking financial or political control of petroleum supplies, shall we be able to obtain the oil we will need.

The first national survey covering sales of fuel oil by States and principal uses was made in 1926 by E. B. Swanson of the Bureau of Mines (then under the U. S. Department of Commerce) under a cooperative agreement with the American Petroleum Institute. This annual study, covering the market for fuel oil, was made through 1930 with the financial help of the institute bat has since been continued by the Bureau up to the present time. The scope and coverage of the survey have gradually changed over the years as new uses for fuel oil have been found and new products have come into importance resulting in market expansion. Range oil (No. 1 fuel oil or kerosine) came into use for cooking and space-heating daring the depression era in New England, and it was first reported as a total in the 1931 survey. In 1934 the sales were compiled on a State basis. State totals for distillate fuel oil, Diesel fuel, and residual fuel-oil sales were first shown for 1934 and by principal uses and States in 1937. Kerosine deliveries by States and main uses were also released for the first time in 1937.

Magnetic separation has long been used to upgrade and beneficiate a wide variety of industrial minerals. Advances in both wet and dry magnetic separators over the years has broadened their use, and questions are often raised about which separation technique or equipment type is most appropriate for a particular operation. This paper will provide a brief look at existing magnetic separation technologies, and discuss their potential advantages and disadvantages when applied to heavy mineral applications. Relevant case studies for the separation of ilmenite and chromite are then presented. The process development efforts undertaken for each case are described, and the rationale for selecting appropriate magnetic separation technology is explained. The nature of the material being treated must clearly be understood, knowledge and access to testing the best separation technologies is required, and careful process development and economic evaluations are a must. As is shown in the case study discussions, it is imperative that these principles drive the separation technology selection and placement, rather than looking at typical or existing similar flowsheets as rules. As examples, the ilmenite tailings case study presented in this paper shows how advances in technology have allowed for increased recovery of -45 µm ilmenite by utilizing a multi-stage SLon® wet magnetic separator circuit equating to an additional 30 000 tons of ilmenite produced per year. The virgin chromite case study presented shows that through careful testing and circuit design efforts using RED technology, a 20% increase in overall chromite recovery was achieved over previous demonstration work.

"INTRODUCTION The BeVan quartz crystal prospect in the Indian Creek mining district of Lemhi County, west-central Idaho, was examined by an engineer of the Bureau of Mines 3/ on July 9, 1943. As quartz crystals possessing peizoelectric properties were on the critical list of strategic war minerals, further exploration of the deposit was recommended. The Bureau of Mines exploration began in December 1943 and continued through January 1944. Additional trenching was completed during May and June 1944. This report presents the data obtained by this exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. "Mineral exploration is an expensive speculative venture and calls for optimization of sampling. Exploration is generally planned in grid pattern to be conducted in phased manner. The objective of any such campaign is to assess the quality, quantity and its reliability. The traditional estimation methods are unable to provide a means of calculating the degree of reliability. Application of mathematical models can quantify the precision of estimation and bring forth decision-making criteria at any stage.In this paper three statistical and geostatistical models, viz., Frequency, Probability, and Semi-variogram, have been employed to evaluate sequential exploration data of RampuraAgucha zinc-lead deposit. The optimization in exploration for a specific objective has been highlighted.IntroductionAny exploration campaign demands heavy resource investment starting from the collection of the first sample to the production of the first ton of ore. The best estimation would be if the entire orebody is taken out and sampled. However, this is neither possible, nor desirable. Drilling is the primary tool of geological sampling. It shares the major portion of the investment and, thereby, warrants critical analysis at every stage during the ongoing exploration projects.The exploration program should be conducted as a well planned scheme based on a sequential evaluation approach in a phased way to achieve a specific objective. It would then be possible to evaluate exploration data at the completion of each phase by employing computer-based mathematical techniques to quantify the precision of the estimate for fulfillment of objectives. The subsequent drilling program should be modified accordingly."

MY FIRST paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896-30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening;" hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, discusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allotropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it has been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. The New York Trap Rock Corporation has four plants located along the Hudson River, all within 70 miles of New York City. The company produces crushed stone for use as construction aggregate, with a total annual production amounting to 6 million tons. The crushed stone is moved to markets in metropolitan New York, New Jersey and Long island areas by water transportation. There are daily deliveries of approximately 35 scowloads to the market area. Its customers are contractors with ready-mixed concrete and asphalt plants located on the water, where the aggregate is unloaded for its ultimate use. For a number of years capital equipment was replaced only when the current operating machinery was no longer serviceable, or when' a need was apparent for a different type of equipment. There was no particular regard for efficiency or for operating and maintenance costs. Such lack of system often resulted in the emergency purchase of equipment which was later found to be unsuitable for the job. A few years ago it became apparent that a systematic procedure was necessary. After evaluation of several systems, an individualized plan was evolved from the basic pattern developed by the Machinery and Allied Products Institute. The system adopted by New York Trap Rock has proved wholly satisfactory.

The water treatment industry has historically been involved with reducing or inhibiting the inherant scale forming or fouling tendencies of natural waters associated with large industrial cooling water systems. Fouling is an extremely complex phenomenon. From a fundamental point of view, it may be characterized as a combined momentum, heat, and mass transfer problem. Chemical reaction kinetics is involved, as well as the solubility characteristics of salts in water and corrosion technology. It is a routine practice to over size pumps, piping and heat exchangers to compensate for fouling.

THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

"The New Brunswick gypsum and an-hydrite deposits make up part of the Windsor group in the Upper Mississippian. The present deposits were formed by surface hydration of the underlying anhydrite beds. The sub-hydrate, hydrate, and di-hydrate stages of gypsum are formed from the anhydrite by this hydration. The anhydrite was precipitated from sea water in embayments that were separated from the sea by a reef or bay-mouth bar. The anhydrite is the original form of the calcium sulphate precipitate.One gypsum deposit near Plaster Rock in northern New Brunswick was precipitated from sea water directly as gypsum, which is its present form."
