This report describes the preparation characteristics of the more significant coalbeds in Butler County, Pa. It is one of a series planned to determine which coals are suitable for producing metallurgical coke, either as mined or after beneficiation. More than 2 million tons of coal was produced in Butler County in 1958, of which about 25 percent was cleaned mechanically in four cleaning plants. Updating the 1942 coal-reserve estimates made by Ashley to December 31, 1958, more than 1,266 million tons of recoverable coal reserves remain in the county in beds that arc 24 inches or more thick. The Upper and Lower Freeport, Upper, Middle, and Lower Kittanning, Clarion, and Brookville beds were selected on the basis of production and estimated minable reserves. Sample locations were chosen after a study of the literature, conferences with mining engineers and mining company officials in the field, and examination of the available sites. Four samples each were collected from the Upper Freeport and Middle Kittanning beds, three samples from the Brookville bed, two, samples from the Upper Kittanning bed, and one sample each from the Lower Freeport, Lower Kittanning, and Clarion beds.

The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States. Experimental study on the strength and deformation characteristics of coal under cyclic loading provides guidance for designing coal pillar which is subjected to repeated mining influence during mining. This paper studies the strength, deformation and fatigue process of No.3 coal from Xinhe Colliery under cyclic loading by the MTS815.03 servo-controlled rock mechanics test system. The results indicate that coal is more susceptible to fatigue damage than other hard rocks. Under uniaxial cyclic loading, the fatigue failure ?threshold value? of coal is smaller than 78% of its uniaxial strength, and there is also some fatigue damage when cyclic loading and unloading experiment is carried out below the fatigue failure ?threshold value?. Axial deformation can be divided into three stages: Initial deformation, steady-state deformation and accelerating deformation. Transverse deformation can be divided into two stages: Stable deformation and accelerating deformation. When the transverse deformation begins to increase rapidly and the deformation recovers only slightly upon unloading, it?s a precursor to failure of coal. Under cyclic loading, fatigue failure develops through a process of compaction, strain hardening, and strain softening.

Le drainage minier acide (DMA) provenant de la circulation des eaux à travers les rejets miniers sulfureux est sans doute le principal problème environnemental auquel est confrontée l?industrie minière. Afin de prévenir les problèmes environnementaux reliés au DMA, on doit restreindre la présence de l?une et/ou de l?autre des principales composantes menant à la production d?acide, soit l?eau, l?air et les sulfures. Pour ce faire, différentes techniques ont été proposées au cours des dernières années, dont la désulfuration environnementale et les couvertures avec effets de barrière capillaire (CEBC). Dans ce papier, on propose d?utiliser ces deux techniques en combinaison. Ainsi, on produirait un rejet désulfuré à l?usine de traitement qui pourrait, par la suite, être utilisé comme matériau pour la couche de rétention d?eau de la CEBC. Dans un premier temps, on présente les résultats d?une étude de laboratoire qui montre qu?il est possible de désulfurer les rejets de concentrateur à l?aide de la flottation non sélective jusqu?à l?obtention d?un résidu non générateur d?acide. Par la suite, des essais en colonne ont permis de démontrer qu?il est possible de limiter la production de DMA d?un résidu sulfureux à l?aide d?une CEBC dont la couche fine est constituée de résidus désulfurés. Des prédictions théoriques estiment même que la présence de sulfures résiduels dans la fraction désulfurée utilisée comme matériau pour la rétention d?eau peut avoir un effet bénéfique en réduisant la migration d?oxygène. En effet, les sulfures contenus dans la couche de rétention d?eau peuvent consommer l?oxygène qui tente de migrer vers le bas et, ainsi, réduire les flux d?oxygène qui atteignent les rejets réactifs.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. The evaluation and development of the Eastern North Carolina phosphate deposit resulted in one of the world's largest and most modern phosphate mines and fertilizer complexes at an investment in excess of $90,000,000. The resulting ore beneficiation process showed excellent correlation with pilot plant data. A number of variations from current industrial practices were introduced and projected from bench scale tests through pilot plant to production. Principal among these variations were the following: 1) removal of magnesium by classification, 2) simultaneous flotation of coarse and fine phosphate, 3) the use of saponified fatty acid, 4) utilization of filter wash water for deoiling, 5) utilization of a rougher concentrate for acidulation, 6) calcination of flotation concentrates, and 7) elimination of grinding prior to the manufacture of phosphoric acid.

Doe Run's Buick Smelter was converted from a primary lead smelter to a secondary lead smelter in 1991. The recycling facility was designed to produce 60,000 tons of refined lead per year from 110,000 tons of spent starting-lighting-ignition (SLI) batteries and 10,000 tons of lead contained in drosses and scrap. Since commissioning, Buick's refined lead output has steadily increased to exceed 120,000 tons for 1999. The production gains have been the result of continuous process improvements, empowerment of the workforee, and development of additional scrap lead streams. The production gains were accomplished while setting industry standards for employee safety, reducing plant environmental emissions and employee blood leads, achieving ISO 9002 certification, and expanding product lines to meet customer requirements. This paper highlights Buick's major accomplishments through the 1990's.

"Engineering and technical services are supplied by the Engineering Department, located at Thetford Mines, Quebec, approximately 60 miles southwest of Quebec City. The department serves the three operating mines in the Thetford area, the Asbestos Hill mine at Putuniq, Nouveau Quebec, and the Nordenham plant at Nordenham, West Germany. The Engineering Department is responsible for supplying the following services. 1. Administration and coordination of capital projects. 2. Engineering, design and drafting services for in-plant changes or improvements. 3. Preparation of geological plans for mine planning and ore reserves determinations. 4. Short-, medium- and long-term mining plans. 5. Rock mechanics studies and monitoring. 6. Grade control monitoring. 7. Environmental control engineering and construction. Details of the organization and services rendered will be the basis of the paper."

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o'clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

The 19th National First-Aid and Mine Rescue Contest was held in the Civic Center, Charleston, w. Va., on October 2, 3, and 4, 1961. The meet was sponsored by the Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other groups interested in safety. The Arrangements Committee, as authorized by the General Committee, made the necessary arrangements for conducting the 1961 contest. Members of the Arrangements Committee were: George Trevorrow (chairman), Bituminous Coal Operators' Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; Harry Gandy, Jr., National Coal Association; and James Westfield, Bureau of Mines.

"The ongoing expansion of the Oak Creek Power Plant in Oak Creek, Wisc., includes a tunnel bored in rock that connects to four vertical intake shafts approximately 1.5 miles (2.4 km) offshore in Lake Michigan. In 2004, Case Foundation Company was awarded a lump sum contract to install these intake shafts. In spite of delays that shortened the May to September construction season by up to 50%, four shafts and liner assemblies were drilled in 2005 and 2006. The shafts were connected to the tunnel in 2007 by mining upward to reach the lower portion of each liner and then removing its internal bulkheads so that lake water fl owed into the tunnel. The project is one of the largest private construction projects ever undertaken in Wisconsin. The expansion adds 1,230 megawatts of generation. In addition to the tunnel and offshore work, there will be 16 miles (26 km) of railroad track and 6 million cubic yards (4,600,000 m3) of earth work. The 27 ft (8.2 m) diameter tunnel, drilled some 150 ft (46 m) below the surface of Lake Michigan, originates onshore at a pump house. A structural slurry wall was constructed as the foundation for the pump house. The tunnel passes to the south near the current water intake before bearing east toward the new offshore intake shafts, which are 12 ft (3.6 m) diameter by 108 ft (33 m) long steel liner assemblies. These were grouted in place from approximately 3 ft (1 m) above the crown of the intake tunnel and then to 20 ft (6 m) below the lake bottom.Site GeologyOffshore. The plant site is north of the Racine-Milwaukee county line in an area affected by glacial activity. The soil conditions encountered at each shaft location were consistent, with noticeable variations occurring in the top of rock elevations that sloped downward from the innermost to the outermost shaft."

Despite the uncertain political situation in Katanga, copper and cobalt mining and metallurgical operations of Union Miniere du Haut-Katanga were normal at the time of this writing. In fact operations continued normal after Congo independence on June 30, 1960, with copper and zinc production for that year being slightly higher than in 1959. United Nations military operations from September to December 1961 resulted in death, shutdowns and damage to company persons and installations. Nevertheless, results for that year were only slightly off normal production. Moise Tshombe delared Katanga a separate state after Congo independence. Although there has been tribal unrest, the new State has enjoyed relative calm and normal industry by comparison with other parts of the Congo as a result of the firm hand of Moise Tshombe's government and the continued presence of Belgian officials and technicians.

The barite industry has made notable progress since the days when barite was used only as an adulterant in white-lead paints and the only method of mining it was with pick and shovel. The following chronological record may serve to show how this heavy white mineral has grown in importance in the national exonomy and at the same time to indicate development of methods for obtaining it. 1845. - Barite first, mined in Fauquier County, Va., for use as an adulterant in white-lead paints. 1850 (approx.). - French settlers 60 miles southwest of St Louis, Mo., discovered barite; called it "'tiff;' meaning white. It was mined and shipped to St. Louis for use in paint.

To finalize the three years granted for the study of miners physiological responses to emergency situations, all the data obtained, were summarized into the following relevant sections; A.. Information on elements of the Man Test required under Subpart 4, Part 2, Title 30 in the Code of Federal Regulation (see Table M-T and Ref. I., Section A). B. Investigation on possible emergency activities, its simulation in the laboratory and the physiologic data obtained on miners performing them This included some studies under cool ambient conditions, expected to prevail in coal mines. C. While in section B the steady state responses have been obtained, time was devoted to establish a unit that will allow data gathering for non-steady state, i.e., transient responses to rapidly changing activities. Section B and C contained elements that were relevant to section A; the Man Test. Therefore some of the information described under section A Man Test, were actually measured during the battery of tests in either section B or in section C.

This paper describing the inclined cut-and-fill, and the semishrinkage methods of mining at the Campbell mine of the Calumet and Arizona Mining Co. at Warren, Ariz., is one of a series being prepared by the United States Bureau of fines on mining methods, practices and costs in the various mining districts in the United States. The major portion of the production from the Bisbee mines of the company is mined by these methods. The total average yearly production for the last two years has been 493,612 tons of 5 per cent copper ore. The average employment in the mining department eras 940 men. With the exception of a small tonnage mined for the high iron and sulphur content, the ore is direct-smelting and is mined for its copper con¬tent and associated gold and silver values.

Visit to the Datsun Nissan Company's body pressing and assembly plant at Rosslyn, Pretoria, and the Claremont-Danville Tunnel on 27th February, 1970. The excursion arranged for the 27th February to the Datsun Nissan motor car assembly plant at Rosslyn, near Pretoria, in the morning and the Claremont-Danville tunnel in the afternoon was well supported by some 43 members. The visitors were met at the factory by Mr Rademeyer, the Industrial Relations Manager, and members of his staff and were taken to the artisan training centre for light refreshments. There is a well-equipped training section with an air-conditioned lecture hall; we were told that such training facilities were important because of the cosmopolitan nature of the artisan staff. The visitors were divided into small parties and taken to the tool die and jig-making section, which is perhaps the key department for a factory of this nature. There the many dies for the presses in the body pressing section, as well as the complicated jigs for body welding are made. The technique for making the castings for the dies is interesting. A polystyrene model of the casting is embedded in moulding sand. In a neighbouring foundry molten metal is pressed into the headers and burns away the polystyrene, which leaves no residue, and this exactly fills the space occupied by the model. This rough casting is then machined in large copying machines (costing as much as Rl80 000). An exact plastic model of the surface of the pressing required, set up in juxtaposition to this casting is traversed by a master stylus which operates the slave milling cutter, thereby machining the surface to close tolerances. The machined casting is cleaned up by hand and finally finished in large spotting machines, using a blue dye to show up high spots, to the fine degree of accuracy required. The body pressing section was next visited. There the large number of pressed parts which make up a vehicle body are pressed out of special deep drawing steel plate. Some of the largest presses were capable of applying a pressure of 1 200 tons and cost as much as Rl85 000 each. The visitors then followed through to the assembly section where jigs are used to hold together the many pressings, which are then spot welded into body frames. The frames go to an assembly line where they are finished to the stage for painting. The continuous crawl painting assembly line carries the frames through all the stages of prime coating with zinc phosphate sprayed on in a tunnel, followed by immersion of the lower parts in a priming bath, then drying and spray painting and baking in tunnels. The body frames, after painting, join another assembly line, where the doors, upholstery and many fittings are attached. After this stage the completed bodies are lowered onto and attached to the chassis units which are largely assembled from imported parts (engines, transmission units, etc.). From the end of the line the completed cars are driven off to the trial track and then pass through a tunnel with powerful water sprays to detect leaks in the body work. The proportion of locally made parts is just on 45 per cent. An interesting aspect of the assembly organization is that, of the 140 or 160 cars completed each day there may be included some of each of the Datsun model as well as some Renault and Alfa Romeo models models which are assembled by this company. The change from one model to another several times a day does not present any difficulty to the organization. Each section of the assembly plant 'buys' the units from the preceeding section and 'sells' to the succeeding section. This means that the responsibility of each section ends when the unit is sold to the next section. The cost of repairing any faults found subsequently is charged to the section where it is found, which puts a powerful emphasis on meticulous inspections between sections to safeguard their costs. After the tour the parties assembled at the lecture hall where a lavish cold buffet luncheon was provided by the company. After luncheon Mr A. R. C. Fowler, on behalf of the Institute, thanked the Managing Director, Mr W. J. Wilson and his staff for this most interesting and well organized visit. The party then left for the Claremont-Danville tunnel. The tunnel is being driven by General Mining Federale Kontrakteurs through the Daspoort Range, Pretoria, to link the suburbs of Danville, near Iscor, and Claremont, which at present can only be reached by a nine mile detour. It is estimated that some 6000 vehicles per day will use the tunnel. Before entering the tunnel a short talk was given by Mr Ross who is in charge of operations. The La Choya mine is located 55 km south of Sonoyta in northwestern Sonora, Mexico. Mineralization is controlled by a 40 meter thick thrust fault zone which created a permeable host for the metal-bearing hydrothermal solutions. The ore body is mined by open pit using wheel loaders and truck haulage. Gold and silver are recovered from low grade ore by heap leaching followed by carbon adsorption.
