Pure gold was deformed by wire drawing at room temperature and 78°K. After deformation at room temperature, the stored energy and the resistivity increment reached nearly constant levels at high strains, whereas the yield stress continued to increase with strain. After deformation at 78K, the stored energy, the reszstivity increment, and the yield stress were larger than after deformation at room temperature mzd increased continuously with strain. Annealing at THE stored energy and the changes in properties resulting from cold working of Au-Ag alloys by various processes have been the subject of a series of investigations in this laboratory.'-' The work reported here room temperature after deformation at 78°K did not affect the yield stress appreciably. THE attention of the members of the Institute of Mining Engineers is asked to a description of the minerals of Southwestern Pennsylvania, as representing the minerals of an enormous area, stretching continuously, with local variations, along the western slopes, and at the base of the Alleghany Mountains, through Western Pennsylvania, West Virginia, and Kentucky, and destined to play no mean part in the future of the iron trade of the country. The particular locality is at and near Dunbar, in Fayette County, where the most careful examinations and extensive developments have been made. The deep gorges cut by the Youghiogheny and Monongahela Rivers, in their passage through the mountains and lower lands, give admirable facilities for observing the measures lying between the sandstones of No. 11 and the upper coal measures. Apart from its varied mineral and agricultural resources this section of country has great historic interest attaching to it. It was down the Monongahela that Braddock led his ill-fated army to its defeat under the walls of Fort Duquesne, and it was up the Youghiogheny River and Dunbar Creek that the shattered remnants hastily fled to gain the camp of Colonel Dunbar, the second in command, who was entrenched upon a high knob, at the head of the creek which bears his name, and which is still known and visited as Dunbar's Camp. Numerous streams, runs, and localities preserve the names of the guides and pioneers who accompanied, in early colonial times, young George Washington, who was pushing his surveys into the trackless and hostile wilderness, and many of them taking up large tracts of

"Zeolites are naturally occurring as hydrated aluminosilicate minerals. They belong to the class of minerals known as “tectosilicates” and are related to the common minerals feldspar and quartz. Seven natural zeolites that occur in large, commercially exploitable deposits, are: clinoptilolite, chabazite, mordenite, phillipsite, erionite, analcite, and ferrierite. Among them, clinoptilolite is the most abundant one and is not the best known, but is one of the more useful natural zeolite. Clinoptilolite [(Na3K3) (Al6Si30O72) 24 H2O] is very closely related to heulandite and is currently being considered for disuse it self as it may just be a variety of heulandite. It differs from heulandite significantly only in its enrichment in potassium and slightly more silica and it is argued that a separate mineral is not needed.There are large zeolite deposits in western part of Turkey. The sample used in this study was taken from the Gördes region of these deposits. Screen, chemical, XRD and mineralogical analyses were used to determine properties of the natural zeolite sample used in this work.According to the size distribution of the sample, it is found that the zeolite sample used in this study is below 1 mm in size and almost 80% of it is below 0.5 mm. X-Ray Diffraction (XRD) and mineralogical analyses show that the natural zeolite is found to be in the forms of clinoptilolite and heulandite. Clinoptilolite forms as a devitrification product of volcanic glass in tuffs. Quartz, clay minerals, orthoclase, plagioclase, biotite, seruzite-muskovite and epidote were observed as impurities. XRD analysis also shows that the sample contains approximately 58-60% clinoptilolite, 5% quartz, 5% feldspar, 10% smectite, 5- 10% illite and mica and remaining volcanic tuffs. Several types of mineral processing methods were performed in order to remove impurities from the natural zeolite sample to produce high purity zeolite. Gravity separation methods such as shaking table and superpanner were carried out for separating heavy minerals, while high intensity dry magnetic separation was used for discarding magnetic minerals."

"Outotec’s TankCell® e500 flotation cell was commissioned during 2014 at the Kevitsa Mine in northern Finland. The TankCell® e500 is the first cell in this size class (500m3) to be run in an operational duty and it has been working as the first rougher in the copper flotation circuit. Treating around 850tph with an average grade of 0.3% Cu the TankCell® e500 has run with an average copper recovery of 71% and an average enrichment ratio of 50. In addition the cell has proved to be very energy efficient, operating with a specific energy of around 0.4kW/m3 under production conditions. This presentation will provide a review of the installation and operation of the TankCell® e500 at Kevitsa and will summarize the results found in the published literature from the various testing campaigns conducted around the cell. INTRODUCTION The TankCell e500 was installed and commissioned at the Kevitsa mine in northern Finland in 2014. Post startup the cell was initially run for testing and optimization with various test campaigns undertaken. but was subsequently taken into a production duty (Mattson et al., 2015a). At Kevitsa the cell is run as the first copper rougher replacing the previous two copper roughers (both 160m3) in this duty. The unit is running at between 38-40% solids at a feed rate of approximately 850tph. Since operational the average copper recovery from this single cell has been around 71% copper. This is typically with an enrichment ratio of around 50 being fed with an average head grade of 0.3% copper. More details on the circuit configuration and production performance of the e500 at Kevitsa can be found in Mattson et al., (2015a) and Murphy et al., (2016). In addition through the optimization program with the use of a variable speed drive controlling rotor speed it was found the the e500 was very energy efficient under production conditions. During this work the cell was found to run at a specific energy of around 0.4kW/m3 which exceeded design expectations (Xia et al., 2015)."

Environmental legislation for the process and manufacturing industries is frequently formulated without considering the fundamental limits of physics, chemistry and thermodynamics within process technology. Recycling of end-of-life goods is used in this paper to show how the limits can be evaluated on the basis of the theory of minerals processing and metallurgical engineering. This theory has been applied on European Union level to re-examine the legislation for automobile recycling in a recent stakeholder discussion involving the automotive industry (http://www.assurre.org). This theory and our models are finding their way into the computer aided design (CAD) tools of the automotive industry, developments that form part of a project to design the super light car of the future (http://www.superlightcar.com). Only such fundamental approaches will in future be able to provide the basis to argue and define realistic and sensible environmental legislation.

This report describes the preparation characteristics of the more significant coalbeds in Monongalia County, W. Va. It is one of a Bureau of Mines series planned to determine coals suitable for producing metallurgical coke, either as mined or after beneficiation. Over 9.5 million tons of coal was produced in Monongalia County in 1957, of which more than 7 million tons was cleaned mechanically in 8 cleaning plants. On January I, 1954 the Bureau of Mines estimated that 1,576 million tons of recoverable coal remained in the county in beds 28 inches or more thick.

Measurements of the temperature dependence of the elastic moduli in single crystals of hep ruthenium, rhenium, cobalt, dysprosium, and erbium were carried out for various temperature ranges so as to investigate the correlation, suggested by prior work, between the shear anisotropy ratio, A = C44/C66, and the occurrence of the hcp — bee phase transformation. These measurements confirm the suggestion that A has a positive temperature dependence in that group of hcp metals that undergo thermally induced transfornzations to the bee structure and a negative or zero temperature dependence in the other hcp metals. It appears, from indirect evidence, that the hcp -fee transformation in cobalt is preceded by a highly negative temperature dependence of A. These results indicate that elastic anisotropy is an important factor in determining the temperatures at which martensitic phase transformations occur. Two possible roles for elastic anisotropy are proposed: 1) the shear-modulus ratio within the habit planes must be nearly similar for the two phases and 2) a large anisotropy decreases the stress necessary for the movement of the transfornzation dislocations. FUCHS' calculations of the elastic moduli in the alkali metals have shown that the high shear-anisotropy ratios, c/c', in certain bee metals and alloys are the result of large negative contributions to c' = (c11 - c12)/2 arising from the nearest-neighbor repulsive forces.' On this basis, and following Zener,2 the association between high c/c' ratios and the martensitic phase transformations that occur upon cooling certain bee metals is explained as a unique characteristic of the bee structure. Recent measurements of the elastic moduli in hcp titanium and zirconium show, however, that a high elastic anisotropy also exists in these hcp structures at the temperatures at which they transform to bee upon heating3. If there exists a direct and consistent correlation between the elastic anisotropy in close-packed structures and the occurrence of transformations to the bee phases then there is evidently a need to re-examine the conclusions of Zener theory. Elastic anisotropy may also be the result of the effects of temperature on the stability of the low-temperature close-packed structures or it may play an important role in the mech- anism of the martensitic transformations. The present measurements were aimed at establishing the phenomenological correlation between elastic shear anisotropy in hcp structures and the thermally induced hcp —bee transformations that occur in the majority of the twenty-three hcp metals, as shown in Table I. Prior to the present work the temperature dependence of the anisotropy ratio, A = c44/c66, was known at various temperatures for nine of the metals listed. The data showed a negative temperature dependence of A for cadmium, zinc, magnesium, and cobalt, which do not transform to bee, and a positive temperature dependence of A for thallium, zirconium, titanium, hafnium, and yttrium. The correlation was, however, ambiguous in that these two groups of metals are also separated with respect to the c/a ratios as noted in Table I. There remained the possibility that the temperature dependence of A is a function of c/a and not consistently associated with the transformation. The measurements of the elastic moduli in rhenium and ruthenium, in which hcp —bee transformations do not occur, were needed to help decide this question. The studies of dysprosium and erbium were undertaken to determine whether the correlation holds for the heavy rare earth metals.

The Bureau of Mines has used various sizes of core barrels above 2 in. and below 10 in. in diameter to core manganese, potash, coal, brown iron ore and bauxite. The paper describes in some detail the methods and types of equipment used to obtain maximum sampling accuracy. Introduction On December 11, 1946, R. D. Longyear, in his capacity as Chairman of the Subcommittee on Exploration Drilling, wrote the author requesting him to prepare a paper presenting the collective ideas of engineers in the Bureau of Mines on the design, standardization and application of core barrels using diamonds or other hard cutting media for drilling holes larger than two inches and less than ten inches in diameter. In subsequent correspondence it was indicated that similar papers covering the experience of other government agencies would be solicited and all such papers received would be combined in a symposium on the subject for discussion at the March 1947 meeting of the Mining Methods Committee AIME. In soliciting such information from other Bureau engineers, it developed that most Bureau experience had been confined to standard core size, two inches or less in diameter, and that larger sizes had been used only for special purposes. It is hoped the data contained herein will be of help to other operators in solving problems encountered in the field. Acknowledgments This paper was made possible by the request of Lowell B. Sec. 1. The membership of the Institute shall comprise six classes, namely: 1. Members; 2. Honorary Members; 3. Senior Members; 4. Associates; 5. Junior Members; 6. Rocky Mountain Members. All shall be equally entitled to the privileges of membership, excepting that no member of any class whom residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall be entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the claw of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. AS shown in previous papers by the authors 9-l7† the resistance of a metal to fracture, like its resistance to plastic deformation, is a function of all three principal stresses.‡ A technical cohesion limit is the technically determined resistance to fracture under a specific stress system. The technical cohesive strength thus comprises an infinite number of technical cohesion limits corresponding to the infinite number of possible combinations of the principal stresses. The technical cohesive strength, therefore, may be represented by a surface in a diagram with the three principal stresses as coordinates. As shown in previous papers, 9-I8 the technical cohesive strength increases with plastic deformation, with decrease in temperature, and with increase in the strain rate. The technical cohesion limit, therefore, is affected by the same factors that affect the flow stress, § namely, the stress system, plastic deformation, temperature, and the strain rate. More- over, the influence of each of these factors on the technical cohesion limit has been shown to be qualitatively similar to the influence of the same factor on the flow stress.9-18 Advance of knowledge about the conditions determining fracture, of metals has been retarded by the reluctance of some investigators to abandon preconceived ideas about how metals "should" behave. The incorrect idea is still prevalent that the conditions determining resistance to fracture are very different from those determining the flow stress. Attempts are still being made to express resistance to fracture in terms of a single parameter, such as a limiting value of the greatest principal stress, the maximum shearing stress, or the volume stress (one-third the algebraic sum of the three principal stresses). In these attempts, a sharp distinction is sometimes made between a ductile or "plastic fracture " and a "brittle fracture." In making this distinction, however, the meaning attached to the term "brittle fracture" sometimes is not made clear. The term could mean fracture after very little plastic deformation or it could be used to designate the type of fracture. An ordinary fracture of a ductile metal at room temperature starts as a cleavage, generally transverse to the direction of the greatest principal stress, but eventually changes to a shearing fracture. In some conditions, however, the metal fractures entirely by cleavage, with no evidence of plastic deformation during the fracture; the surface of such a fracture may have a

Several years prior to 1962, it became obvious that in order to develop ore reserves below the Storke Level, it would be necessary to devise a method to facilitate the ore being lifted three hundred feet to the surface or six hundred feet to the mill. The final plans called for an underground crusher complex with two stages of crushing and a conveyor belt gallery for transport of the ore six hundred feet above, to the third crushing stage. Access into the area was gained in 1962, by sinking Five Shaft approximately one quarter mile southwest of the proposed complex site, and drifting into the area. Collar elevation of Five Shaft is three hundred feet above the 600 Level Crusher Complex. All muck was loaded into ten-ton granby cars, hoisted to the surface and dumped. (See Figure 1 for the relationship between Five Shaft and the Crusher Area) Drifting into the Crusher Area contunued until 1965 at which time the Crusher Room Cutout was started. The Crusher Access Drift (CAD on Figure 2) war driven and mining pm- ceeded according to the description on drawings marked Figure 3a and 3b. After the arch portion of the Cutout was excavated and concreted, removal of the center "pillar" commenced. This muck was removed with an Eimco 123C crawler-mounted front-end loader. (See Figure 4) A total of 576,000 cubic feet of rock was removed from the Crusher Cutout. All sup- port was afforded by grouted roofbolts on a specified pattern, as shown in Figure 3c. Crane support columns were put into place and held by braces welded to roofbolt heads. Sidewalls and endwalls were formed and concreted. (See Figure 5 for the finished product)

SINCE the days of Newcomen and Watt, when men first sought to turn the energy of fuels to useful purposes, coal-generated steam has supplied most of the power needed for both stationary and mobile applications. The low efficiency and large water requirements of the nineteenth century steam-power plant caused many engineers to turn their thoughts toward more direct means of converting heat into power. As far back as 1791, John Barber secured an English patent on a combination' which he might well have called a "gas turbine." He proposed to generate procducer gas from coal or charcoal, to burn it under pressure in air obtained from a reciprocating compressor, and to drive a turbine wheel with the resultant hot combustion products. With the optimism characteristic of the inventor, he hoped that the turbine would not only operate his compressor but also perform useful work. There is no record that Barber ever built his machine, but if he had done so he would have learned that useful power can result from such a combination only when both turbine and compressor are highly efficient and when the temperature of the gas entering the turbine is not far below 1000°F. Hot-air prime movers continued to attract attention, and both Stirling in England and Ericsson in America2 built reciprocating engines that operated with some success upon coal-heated air. The internal-combustion engine, burning liquid fuels, supplanted the hot-air type, and, for the first time, challenged the supremacy of both the steam cycle and its familiar fuel, coal. LIQUID FUELS COMPETE WITH COAL As the increasing use of the automobile multiplied the demand for gasoline, the supply of residual fuel increased rapidly, and heavy oil declined in price to the point where it became competitive with coal. First in the marine field and later in stationary plants in areas adjacent to refineries, oil began to be widely used. Oil's greater convenience and higher heating value per pound of weight or per cubic foot of bunker space have caused it to take over much of the marine field. The introduction of the highly efficient diesel engine, capable of burning a fuel that is cheaper than gasoline, again threatened the position of coal, for the operating costs of the diesel became directly competitive with those of coal- burning equipment. In isolated power plants and smaller marine installations, the diesel provided the medium by which oil again successfully invaded fields formerly dominated by coal. The following is a description of the methods used in rescuing men and extinguishing the underground fire at the Pennsylvania mine, Butte, Mont. , This fire, which cost the lives of 21 men, began about 9 p.m., Feb. 14, 1916, at or near a ventilating fan on the 1,200 air-shaft station. This shaft at that time was downcast, while the main hoisting shaft was upcast. Owing to the proximity of the fire to the air shaft, the air in the latter soon became heated, and as the fan on the level was not running— the power having been cut off shortly after the outbreak of the fire—the air shaft became upcast to the 300 level. At this point a blanket of cold air from the surface caused the smoke and gases to be drawn in on that level and carried down again through the workings to the 1,200. A short time after the discovery of the fire, water was turned down the air shaft through a series of pipes around the collar of the shaft, which caused the smoke to recede below the 300, so that within 2 hr. it was possible to search that level for the missing men. From the above it will be apparent why the air shaft was upcast instead of downcast, as under normal conditions, and why men were suffocated at considerable distances from the seat of the fire. The smoke and gases that came up the main hoisting shaft did not diffuse through the workings to any extent. There are doors on all levels in the connections to the main hoisting and air shafts, but in the confusion and running around many of these doors were left open, and this undoubtedly caused the smoke and gases to spread more rapidly than they would otherwise have done. It was necessary for most of the men on the various levels to pass close to the air shaft in going to the hoisting shaft, and when they encountered the smoke and gases in that vicinity a number turned back and climbed down with the direction of the air currents and were then suffocated, while all those who passed through the pall of smoke to the main shaft were saved. There were 220 men in the mine that night, and all but 25 were hoisted to the surface within 30 min. after the discovery of the fire. Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

INTRODUCTION Mount Isa Mines Limited operates a major mining complex at Mount Isa in northwest Queensland, Australia. The location is arid and remote, some 600 miles distant from the nearest port of Townsville on the eastern coast (Fig. I). Current mine production is 6 million long tons per annum comprising 3.8 million tons of copper ore and 2.2 million tons of silver-lead-zinc ore. Copper ore production is scheduled to increase to 5.8 million long tons per annum by 1973 and a new silver-lead-zinc mine is being developed at Hilton, 13 miles north of Mount Isa. The Mount Isa and Hilton orebodies occur in a single stratigraphic member, termed the Urquhart Shale. This shale is conformable with several other sedimentary formations striking north-south and dipping approximately 65º west. The silver-lead-zinc orebodies occur in bands conformable with the shale bedding and tend to be of tabular shape, varying in width from a few feet to nearly 200 ft. The copper orebodies occur in breccia bodies, locally known as "silica-dolomite", within the Urquhart Shale and tend to be more irregular and massive with widths up to several hundred feet. The detailed geology is described by Bennett (1 2). At present, production comes almost entirely from underground operations with only about 25,000 tons per year of carbonate ore from open pit operations. The mining method used in the copper orebodies is sublevel open stoping with pillar recovery by pillar blast before stope filling or by sublevel caving after stope filling. A large primary sublevel caving operation was also carried out until recently in one of the orebodies. The wider lead orebodies are mined by sublevel open stoping, with or without pillar recovery, while cut and fill stoping is used in the narrower orebodies. Details of the mining methods are given by Davies (3). The company's interest in open pit mining stems from a large open pit which was mined out in 1965 and a further large open pit planned for future production. In addition, the company is currently evaluating several large ore deposits in Australia and New Guinea. All of these orebodies would be mined by open pit methods and rock mechanics studies of slope stability are now a standard feature of all open pit evaluations.
