Contracts between The Anaconda Co. and its miners at Butte, Mont., are not contracts in the true sense of the word. They are weekly verbal agreements which tacitly admit that the company, on the one hand, will supply the place, the tools, the material, and the opportunity and that the miners, on the other hand, will supply such effective labor that both parties will profit from the arrangement. Prices are seldom discussed at the time of hiring. The miner, in effect, is hired for a definite working place, as a contract miner, and if satisfied, tries to earn as much as he can. If he is not satisfied three courses are open to him: he can quit, he can ask for a change, or he can discuss prices or improved working conditions with the mine superintendent. This rather informal arrangement is due to conditions that are particular to Butte

Q.A.L. operates as a co-operative -- the partners do not draw profits from the venture. Instead, each member of the consortium draws alumina in proportion to his share of the ownership. The method of disposal of this alumina is for the partner to decide.

The Bohai Oil Company has applied all together 11 jack-up oil drilling rigs (movable platforms) (1) which can be classified in terms of their forms of foundations into two types: the integ­ral mat and the column legged, as demonstrated in figure 1. Figure 1 a) indicates the entire structure of the sunk cushion type, i.e. the one with a box-like sunk cushion serving as its foundation by directly sitting on the sea bed. The length, width and height of the outer sides for the sunk cushion stand at 45.8 x 38.0 x 3.3m ( for Rig Bohai No.2 ) and 50.6 x 33.2 x 4.88m ( for Rig Bohai No.6 ), the relative areas of theirs being 1475m2 and 2008m2 respectively and both bigger than the plane areas of the rigs. With a view to realize a convenient drainage of mud while sinking, two holes of 14 x 14m and 32 x 18m in size are constructed in the center part of the sunk cushion. When work sets off, the underside of the sunk cushion operates as a foundation, the sunk cushion being connected to the platform by hull columns which transmit the load of the platform down­wards to the sunk cushion that passes it further onto the subgrade. [ ] Column legs for rigs may also be grouped into two categories considering their features: columns with and without boots. The bodies of boot columns are made up of trusses, whose bottoms, are boot-shaped with a big diameter. The diameter of boot columns of the rigs applied by the Bohai Oil Company shows bigger and it may reach 12 or 18m. In the boot columns, the transmission of the platform's weight into soil is done by the underside areas of boots. While in the case of the vertical columns, which are of cylinder columns of steel with sealed bottom ends shaped inverted arch, the entire drilling platform is supported by the carrying force delivered by the bottoms of these steel cylinders and the frictional force rendered by their outside walls. Such a type of columns is featured by a small diameter, 3m in general. Figure 2 exhibits the schematic diagram of sections regarding the two types of column legs.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The ventilation of metal mines is becoming more of a fundamental requirement than it was 10 or even 5 years ago. There are many reasons for this, and in general they are based on economy or efficiency rather than health or safety, yet the latter enters into the picture in at least some instances. One Montana metal mine which had installed mine fans and a general ventilating system shut down the fan when there was a period of cessation of work; within a few weeks it was found that the underground timbers were becoming so covered with fungus that the fans were put into operation and thereafter continued in operation whether the mine was worked or not. The fungus soon disappeared and the cost of operating the fans was held to be far less than would be the numerous losses from timber decay which quickly started when cessation of air flow was encountered. A large iron ore mine in Michigan had much difficulty in holding men in a slicing region due to foul air under certain surface conditions as to direction of wind. Upon the placing of a moderate sized fan on the surface with some doors, stoppings and regulators underground, not only was the bad air condition removed but there was found to be a decided increase of tonnage per man per shift and timber decay was retarded to a very considerable extent. This particular mining company was rather inclined to be angry when I called attention to some of the what I considered very bad working conditions underground, and the mine superintendent for about a year and a half was on anything but friendly terms with me. Later on when the effect of the placing of the fan was found (the fan had been placed over his protest), that, man came through very nicely with a letter and congratulated me on the recommendation made and congratulated himself and the company on the conditions obtained after the installation of the fan. This paper builds on presentations made at the Conference of Metallurgists (COM) 2015, COM 2017 and Extraction 2018 and associated papers published in the respective conference proceedings. Based on the classic Brundtland Commission definition of sustainable development as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs,” the paper describes how metal mining can be compatible with sustainable development and how sustainability considerations have been applied in the primary copper industry, using several examples of sustainable mining practices from ASARCO LLC operations. Finally, the paper discusses how these considerations might be used in the future by discussing the need for developing a sustainable development strategy and how this strategy can be aligned with the United Nations Sustainable Development Goals. INTRODUCTION The primary copper industry comprises: mining (also referred to as “extraction”); mineral processing (also referred to as “beneficiation, “milling” or “concentration,”) which includes leaching, solvent extraction (SX), crushing, grinding, froth and flotation operations; and metallurgical processing which includes smelting and converting; refining, which includes fire-refining or anode refining and electro-refining; and electrowinning (EW). There are two routes for producing refined copper: hydrometallurgical and pyrometallurgical. The hydrometallurgical route comprises mining (open-pit and underground), mineral processing (crushing and grinding — for heap leaching only; leaching and SX) and metallurgical processing (EW). The pyrometallurgical route involves mining, mineral processing (crushing, grinding and froth flotation) and metallurgical processing (smelting, fire refining and electro- refining). The primary copper industry is capital, water, resource and energy intensive with the potential for significant environmental impacts, if the environmental aspects are not properly managed. ASARCO LLC (Asarco) was organized in 1899 as the American Smelting And Refining Company. Originally a consolidation of several lead-silver smelting companies, it evolved over the years into an integrated producer of primary non-ferrous metals, including copper, lead and zinc and associated co-products. Grupo México, S.A.B. de C.V (Grupo México) acquired Asarco in 1999. Today, Asarco is a vertically integrated producer of primary refined copper and associated co-products such as gold, silver, selenium and tellurium. Asarco operates three open-pit mines and mills, two leach, SX-EW plants, a copper smelter in Arizona and a copper electrolytic refinery in Texas.

The Chelopech Copper/Gold Mine, located in west-central Bulgaria, has been in operation since 1953 producing a low-grade copper/gold concentrate containing up to six percent arsenic by weight. The penalties and restrictions imposed on smelting this concentrate, have seen the past operators of the mine strive to find a balance between achieving acceptable metal returns from the smelters and installing novel or unproven technologies in the face of changing political and economic climates. This paper documents the colourful history of the concentrate processing alternatives that have been investigated and implemented over the 45 year life of the Chelopech Mine, culminating in the high pressure oxidation option that is now the focus of a Definitive Feasibility Study (DFS) presently being undertaken by GRD Minproc Limited. The fundamental chemistry of the preceding alternatives is outlined followed by a discussion as to why each was ultimately not employed. A detailed description of the technology proposed in the DFS is given including: pressure oxidation, arsenic fixation, SX/EW copper recovery, CIL gold recovery and AVR/SART cyanide/copper recovery processes. Our study focuses on the geology, hydrology, and geochemistry of a variety of molybdenum (Mo) porphyry systems. The systems are either high fluorine, granite, Climax-type, systems (e.g. Mount Emmons/Redwell Mo deposit, Colorado and Questa Mo deposit, New Mexico) or low fluorine granodiorite systems (e.g. Buckingham Stockwork Mo deposit, Battle Mountain, Nevada and Cannivan Gulch Mo deposit, Montana). The water quality of streams, natural springs, mine discharge, and ground water from drill holes were assessed in the region of these deposits. The ultimate goal of our study is to understand the environ-mental behavior of these Mo porphyry systems in the context of geologic setting, hydrologic regime, and climate.

THE Disco* process for the production of low temperature coke and its immediate predecessor, the Wisner or Carbocite process have been described in the voluminous literature of low temperature carbonization.1 This paper will describe the development of the process from the first attempt at commercial operation by the American Gas and Electric Co. at Philo, Ohio, Yn the 1920's to the successful operation in 1949 by the Disco Co., a division of the Pittsburgh Consolidation Coal Co., of the 1000-ton per day Disco plant near Pittsburgh, see Figs. 1-2. In the 1924 coal industry depression following the hectic post World War I expansion, the northern Appalachian, unionized bituminous coal fields were affected first and foremost, and Western Pennsylvania as hard as any. Competitive market pressure was heaviest on the lower grades of steam coals, notably the from the Panhandle district where ash and sulphur are inherently higher than in the same Pittsburgh coal bed to the east along the rivers. The firm structure of Panhandle coal while favoring the prepared sizes, depressed the usefulness and value of the finer sizes. Panhandle slack and nut slack were marketed with difficulty at consistent, and at times considerable, loss. Many solutions were suggested, and the Pittsburgh Coal Co. investigated all. Lower delivered prices through lower mine costs and more advantageous freight rates were obvious goals, but equally obvious were the difficulties of self attainment of either in any substantial measure. Selling Btu's in pipes was abandoned as an idea after a thorough study of the economics of distribution of what was then, and is even now, the only developed continuous process of complete gasification of bituminous coal-producer gas. Although the coal company purchased huge blocks of electric power, it sold not a car of coal to the central power stations. Public utilities controlled the markets for electric current, and it was found that no matter at how low a cost current might be put on the bus bars by the coal company, distribution to its widely scattered coal mines made such an enterprise practically impossible. Consolidation of underground operations and a huge modernization program of mining operations in the 1920's were but preparation for the introduction of mechanical cleaning of the coal for market, particularly the smaller sizes of steam, gas, and by-

"This paper looks at what has happened in the past decade in the rare earth industry, particularly for those companies outside China trying to develop alternative projects to the Chinese dominated supply chain. The rare earth industry has gone through a metamorphosis over the past decade. The industry was basically unknown outside China until overnight it became the next hot topic on the financial streets of Canada and Australia. Suddenly various junior miners shifted from uranium and other out-of-favor commodities to rare earths as funds were easy to access from an investment community that did not understand the complexities of the space. The initial funding was done on traditional junior mining metrics of grade and deposit size. This has morphed over time to:1) Lights versus heavies2) Making a concentrate3) The importance of separation4) Off-take agreementsAt the peak of the market frenzy certain flagship operations were built using the “Not Made in China” moniker. Unfortunately certain errors were made during implementation, which are finally coming to the surface and making the rest of the pack wondering what will happen next. A review and update of some of the mistakes made and lessons learned will be discussed.BACKGROUNDAbout ten years ago awareness started to form around the rare earth industry and various groups recognized that because of the closure of Molycorp, Mountain Pass, and the dominance of China, there was a risk of uncertainty of reliable supply. This was not news for those active in the industry like Rhodia (now Solvay), the Japanese, South Koreans and other key consumers but to others it was like a light went on and rare earths became the new “.com” trend for investment banks, investors and some mining companies looking for the next hot topic.In the late 1990’s Molycorp accounted for around 20-25% of the world’s supply of rare earths, mostly lights (La, Ce, Pr and Nd), with small amounts of heavies from other sources. Then environmental issues forced the closure of the operation at Mountain Pass. Within six months China had increased production to plug the gap in supply. Around that time China was developing a strategy to leverage their position in rare earths and implemented a series of regulations to increase the value added component of rare earths inside China."

Alumina hydroxides such as gibbsite (Al(OH)3) and boehmite (AlOOH) are precursors of many types of alumina that find important industrial applications. The thermal decomposition of AlOOH, which is a more energy saving precursor compared to gibbsite, gives rise to the formation of ?-, d-, ?- and a-aluminas that are used for the production of catalysts. The applications of the aluminas are governed by their properties that are a function of the precursor material and its microstructure. The microstructure in turn is a factor of the method and conditions applied, as well as, in the case of soft chemical processes, on the anions present. Towards these ends, this study was focused on the effect of different anions on the physicochemical characteristics of the alumina hydroxides precipitated in the first 5 minutes after the perturbation of the stability of a supersaturated sodium aluminate solution (Bayer liquor).

A considerable quantity of experimental data is available on the effect of time, temperature, work-hardening and composition on the mechanical properties and corrosion resistance of aluminum alloys. There is, however, little unity of purpose or generality in most of the studies and, because the number of variables is large, the results often are not applicable to the problems that arise in practice. Furthermore, the customary expression of the effect of different variables as separate curves or as three-dimensional diagrams with time, temperature and the dependent variables as coordinates, renders the task of selecting the optimum time and temperature of precipitation treatment, with respect to their simultaneous but unequal etfect on the various properties, exceedingly difficult. The introduction of precipitation treatments to raise the yield strength of 24s-type alloys has created a need for a method of correlating and summarizing the effect of time and temperature on the mechanical properties and susceptibility to inter-crystalline corrosion. Correlation is particularly desirable because the choice of time and temperature is of necessity a compromise to achieve the best possible combination of properties, and the optimum conditions cannot he accurately specified unless the data are in a form in which the alternatives can be readily compared. Therefore, the work described here was undertaken to find a common relationship that would be capable of expressing the effect of precipitation time and temperature on the various properties and by means of which the relative effects could be correlated and their interpretation facilitated. Review of Previous Work In connection with an investigation of the interrelation of age-hardening and creep performance of nickel-silicon-copper alloys, Jenkins and Bucknalll demonstrated that the time required to attain maximum hardness and tensile strength could be expressed by a relationship of the form: t = K • io"^ (i) where t is the time in hours and T the temperature of aging, expressed in degrees absolute, and m and K are constants. They also pointed out that this expression is analogous to that which describes the change of the diffusion coefficient D with temperature; namely, D = Ae-~/m (2) Later, Cohen used this relationship in studies of the mechanism of age-hardening of a silver.rich copper alloyZ and of duralumin.3

The remarkable men who conceived the thought of transporting petroleum by pipe line, conserving the by-products of the commodity, and conducting extended investigation and research whereby the flash point of the oil was raised, its cost reduced and its Supply assured, are deserving of the gratitude of this nation. It was primarily the success attained by Captain Lucas, after his comprehensive search for oil in Texas and Louisiana, that was the impelling cause. which 'prompted the Navy Department to conduct the extensive series of liquid fuel-oil tests that were made from 1901 to 1903. The sensational discovery of oil at Spindle Top made a deep impression upon Rear Admiral George W. Melville, then Engineer-in-Chief of the Navy, and the discovery of the vast oil field in Texas convinced him that, within a generation, if not within a decade, crude petroleum was going to play a very important part in warfare, and that the commodity might possibly develop into a necessary munition of war. The United States' Commanding Position as a Petroleum Producer.¬ In the study of the various problems relating to the world's production of crude petroleum, the position of the United States is one of commanding importance, whether viewed from the industrial or the military aspect. The present yield of this country is practically double that of the rest of the world, and, in view of the productive and prospective fields possessed by various countries, together with the comprehensive and exhaustive search that has been made throughout the world for petroleum, it is extremely probable that this lead will be maintained for the next decade. As regards the character of the crude-oil yield of different countries, America possesses the greater part of the supply that contains a paraffine base, and therefore a considerable portion at least of the American product produces the best illuminant. Of all the crude-oil distillates, kerosene is in many respects the most important, and the Appalachian product for this purpose is favored, particularly in the Far East, above that of any other petroleum yield of the world.

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel was all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance.. Some treated their steel with considerable refinement, while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations? Current mine ventilation systems have evolved from simple, limited energy, series or multi split layouts motivated by low suction, slow running, surface fans. Concentration of coal production from fewer working places and ventilation splits, and varying needs, hazards and challenges, however, have led to substan- tial changes. Modern ventilation systems, therefore, are more complex, sometimes more interdependent on others, more energy intensive, and are founded on the use of multiple airways and greater suction, higher speed surface ventilators and often booster fans. Intensi- fication of output has resulted also in higher gas emission rates, the wide adoption of fire- damp drainage, and sometimes in particular problems such as spontaneous firedamp emissions. Some coal mines are subject to spontaneous outbursts of coal and firedamp. These and related matters and current practices and developments are leading to discernible trends, potential advances, and further changes in Practice.

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). Bureau of Mines Technical Paper 172, by S. H. Katz and H. C. Porter, entitled "Effects of Moisture on the Spontaneous Heating of Stored Coal", says at the outset, "Spontaneous fires in storage piles of bituminous coal' have been the source of trouble and loss since the industrial utilization of coal began. In Europe the idea arose that spontaneous combustion is more liable to happen during wet weather than during dry. Statements favoring or opposing this idea have crept into the literature. Conflicting conclusions, based on experiment as well as opinions based on observations of various degrees of reliability, are given in most of the recorded discussions of the subject. "Because of the uncertainty of the effect of moisture and its seeming importance among the conditions that affect spontaneous combustion in stored coal, the work described in this paper was undertaken by the Bureau of Mines. The experiments showed that a coal from Illinois oxidized faster when dry, whereas a sample of Pittsburgh coal oxidized faster when moist. These discordant results and similarly inconsistent results from the observations of different investigators may be coupled with the fact that under actual conditions of, storing, both coal and air always contain a considerable amount of moisture." The foregoing report of the investigations of the Bureau demonstrates that the mystery of spontaneous combustion has not yet been solved. This fact adds to the fascination of the subject. I became interested in the matter about ten years ago in observing what was probably one of the best exhibitions of this phenomenon. The old dump at Castle Gate No. 1 Mine contained boney coal and track cleanings generally. In winter when snow fell upon this old dump, the snow was soon melted by the heat of the dump which was comparatively warm at all times. Within 48 hours afterward little blue flames were in evidence on the surface of the pile. Few of the gas feeders were sufficiently constant to maintain a steady flame at any given point, but shifting emissions of gas were ignited one by another, resulting in a continuous popping and apparent running about of the flames. Another interesting exhibition of spontaneous heating was to be seen a few years ago in the storage coal piles of the local sugar factories. This coal was piled in concrete lined pits and the latter were filled with water. However, or this occasion the coal extended above the surface of the water. At every plant where this condition existed the coal was affected heating, and in each case the affected area was in a plane horizontal to and from 8 to 1.4 inches above the water level. The height of the hot area above the surface of the water appeared to be affected by the fineness of the coal. It is well known that oily rags have a tendency to heat when allowed to accumulate in some location protected from free air circulation. For some reason, as yet unknown, this does not apply to petroleum or its derivatives. Now, the most common explanation of spontaneous combustion is that the combustible material oxidizes by being brought into contact with air in the presence of moisture, the theory being that the moisture acts as a catalytic agent. My theory is that spontaneous combustion is due to oxidation of combustible matter by free oxygen carried in solution by a liquid, the oxidation taking place only as, when, and at the place where this oxygen is released from solution by the evaporation of the liquid. Also, this oxidation takes place to some degree regardless of the condition of the combustible-whether it be lump coal, coal dust, straw, wheat flour, coke, or any other combustible but, as the speed of oxidation is directly influenced by temperature, it follows that spontaneous combustion only becomes noticeable or serious in cases where the resulting heat' cannot escape as fast as it is generated.
