In 1989, William A. Vogely created the Mineral Economics and Management Society (MEMS). He did this after SME disbanded the Minerals Resource Management Committee, a group dedicated to technical programming of minerals economics and management issues. A few years later, SME reinstated this committee. MEMS held its fourth annual conference "Mineral resources: Managing dilemmas and opportunities," in Boulder, CO March 9-11, 1995. Some of the MEMS programs are similar to the Minerals Resource Management Committee programs. However, MEMS conferences cover more diverse issues. These include minerals policy, environmental legislation impacts on the minerals industry and minerals economics issues. The 1995 MEMS conference included six sessions and three distinguished speaker addresses. Papers topics included US and Canadian mineral policy, financial strategies for managing mining companies, Latin American mineral investment opportunities, quantitative economic modeling and the impact of environmental interest groups on the minerals sector in the United States and Canada. One session was dedicated to students who competed for $1900 in prizes for outstanding papers.

Whilst the prices of metals in nominal terms have largely remained static over the past forty years, in real terms, the primary metals industry receives very much less today for its products than in the past. Yet, it has largely managed to remain competitive, despite the fact that ore reserves are not only diminishing, but are of lower grade and higher complexity, and that there are much greater pressures on companies to be good environmental stewards. This paper examines how hydrometallurgical processing has shown itself to be highly innovative in order to remain viable both economically and environmentally. Aspects of process chemistry are discussed, and the lessons to be learned from having a good understanding of this chemistry are highlighted with reference to a number of case histories such as HPAL for nickel laterites, the Avmin/Chambishi Cosac Project, use of chloride chemistry for titanium extraction, and plant effluent treatment and recycle.

For decontamination of SO2 containing waste gases from industries such as ferrous and non-ferrous metal companies, desulfurization with hydrogen production by the reaction of Br2 and SO2 was proposed as bromine-sulfur (BS) process. In this process, SO2 is fixed as H2SO4 in the presence of Br2 and H2O forming H2SO4 and HBr. Then hydrogen is produced by the decomposition of HBr and Br2 as byproduct is recycled. The reaction of Br2, SO2 and H2O was found not to occur in liquid phase but to occur in vapor one. The production ratios of H2SO4 and HBr showed a maximum at temperatures around 60 oC. The highest production ratio was obtained at 70 oC with a mixing ratio of Br2:SO2:H2O=1:1:10. The experimental results were discussed with thermodynamic consideration.

PowerAN is a tradename of Atlas Powder Company for a new line of explosive products comprising blends of emulsion and ANFO in a variety of bulk and packaged grades. The bulk PowerAN grades are either augered or pumped depending upon emulsion content. Augered PowerAN blends contain up to 60% emulsion. Pumped PowerAN grades have an emulsion content of 75% or higher. The blending of PowerAN is usually accomplished at the borehole to satisfy specific borehole conditions. Packaged PowerAN grades are produced in several types of mix plants in diameters of 4" and greater. PowerAN 300 (30% emulsion) and PowerAN 500 (50% emulsion) are the two most popular grades and their chief application is as an economical, high energy replacement for ANFO HD in wet holes. PowerAN combines the cost effectiveness of ANFO with the high performance of emulsions, permitting the blasting engineer to strike an optimum balance between drill pattern expansion and increased productivity according to need.

"The Langmuir Mine is located seventeen miles south-east of South Porcupine in Langmuir Township.The property was developed as a Joint Venture between Noranda Mines Limited and the International Nickel Company of Canada with Noranda responsible for the operation of the property.The Mine came into production in June 1973 at a rate of 700 tons per day of nickel ore.MINING The mining method selected for the Langmuir Project was a sub-level retreat method. This consisted of driving sub-levels longitudinally in the ore body at 35 foot, intervals with the sub-levels being connected by a ramp from each main level for the use of trackless mining equipment.GENERAL GEOLOGY OF THE LANGMUIR MINE The deposit is situated about 1,000 feet west of the shore of Carmen Bay at the south of Nighthawk Lake in Langmuir Township. The area is underlain by andesite and rhyolite flows with iron formations which are intruded by gabbro, diorite, peridotite and late precambrian diabase dikes."

A company tax rate based on profitability return, or as more commonly expressed, a resource rent taxation scheme has been intro- duced at various stages in the past by both Australian state and commonwealth governments. At present a number of overseas countries are applying this form of legislation to the taxing of sections of their mining industries. Within this study, ways in which this type of tax has been used are examined. The form in which the tax can be applied varies. 1. It can be selectively or universally applied. 2. The base on which economic return is calculated can be selected in a number of ways. 3. It can start operating only when high profit levels exist, or alternatively be the basis of a total taxation scheme. The implication for the Australian mining industry of the introduction of different types of resource rent taxation schemes is assessed within the context of previously enacted systems.

Selective flocculation was used to produce a superclean zinc concentrate by minimizing silica contamination. Research was carried out on a flotation concentrate from the Jersey Miniere Zinc Company (JMZ) in Gordonsville, TN. The material was first dispersed with sodium silicate and then causticized tapioca starch was used to selectively flocculate the sphalerite, leaving the silica in suspension. This technique has been applied commercially to iron ore beneficiation but never to zinc processing. The feed material assayed 0.45% SiO2. The use of 0.56 kg/ t (1.13 lb/st) sodium silicate and 0.070 kg/t (0.141 lb/st) causticized tapioca starch resulted in a 98.2% zinc recovery and produced a purified zinc concentrate assaying 66.0% Zn and 0.24% silica. The target level for silica contamination in JMZ zinc concentrates is currently 0.30% Si02. This work demonstrated that selective flocculation is a potential method for cleaning flotation concentrates, particularly where low silica products are required.

AUTOMATIC grinding control for ball mills in closed circuit with cyclones was developed for the concentrator of the Marmoraton Mining Co., a subsidiary company of Bethlehem Steel Corp. The concentrator, located at Marmora, Ont., Canada, treats an ore that analyzes 35 to 40 pct magnetic iron. Magnetite, the recoverable iron mineral, is concentrated by fine grinding and magnetic separation. The mesh of grind obtained in the plant is not determined by the point at which liberation is sufficient to yield a satisfactory grade of concentrate, but by the physical requirements of the downstream pelletizing operation. This is considerably finer than is metallurgically necessary. The concentrator has two identical units, each consisting of a rod mill in open circuit, followed by a ball mill in closed circuit with a cyclone and two rougher magnetic separators. The cyclone was chosen as a classifier because of its high efficiency on heavy gravity, magnetically flocculated material.

Electrostatic separation of ores in its present form is generally known as the Huff process, from the name of Charles H. Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead & Smelting Go., in Platterille, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. Provide sound battery safety guidelines for mine workers who maintain mobile surface mining equipment. Approach Battery-related accidents account for about 5 percent of all nonfatal disabling injuries in coal and metal nonmetal surface mines. These accidents occur despite the fact that appropriate battery safety technology (maintenance-free batteries, cable removers, fault detectors, hot-jumping systems, etc.) exists. Mine operators are not always aware of the safety measures that could be taken because this safety information is widely scattered in numerous unrelated technical reports, vendor brochures, and journal articles. A literature search of these reports and a review of relevant industry standards, handbooks, and references on battery safety, followed by discussions with mining company and MSHA personnel, provided the Bureau of Mines with the background necessary to develop procedures for proper and safe battery usage. These procedures were condensed and written in nontechnical language to serve as guidelines in assuring battery safety during maintenance of mining equipment.

The Fox Pit at EKATI Diamond Mine reached a depth of approximately 150 m as of September 2005. The pit is designed with 11 m wide benches excavated using a double benching technique leaving 30 m high bench faces. A series of blasting tests were conducted to improve catch bench reliability and increase the percentage of benches that meet an 11 m catch width. The design changes focussed on reducing damage to the bench crest because maintaining the bench crests is the most important factor in achieving good bench reliability. The most significant improvement was obtained by raising the bottoms of the lower trim blastholes by 0.5 m. This change decreases the depth of broken rock below the final bench elevation, and consequently reduces damage to rock that forms the bench crest below. Another improvement was the use of smaller diameter (165 mm vs. 270 mm) blastholes in the A and B rows for the upper trim blast. This change reduces the charge per delay during detonation, reduces the powder factor slightly, and reduces the energy affecting the final pit wall and crest. As mining and the blast testing progressed, the portion of the bench with crest achievements (>11 m) increased from 57% to 75%.

Research and Development, once considered a luxury item only for well-heeled companies, has in the last two decades come into its own as a vital contributor to the fortunes of electronic, automotive, chemical and aerospace firms. In terms of money and talent poured into research, the mining industry is still far behind those industries. Although the U.S. Bureau of Mines, plus various mining and manufacturing firms and universities have made notable contributions to mining technology, the historical pattern of mining R&D shows a heavy reliance on the results of research in other industries. It is difficult to tell whether this pattern will change significantly in the future, but there is evidence of a growing awareness by mining officials that greater R&D efforts are going to be required not only to meet the nebulous demands of tomorrow's world but to meet the ever-present, mounting pressures being generated by "intra-metals" and "inter-materials" competition.

The dewatering of coal, and particularly fine coal, continues to challenge coal prepatration engineers to find a cost-effective solution. With known world oil reserves being depleted daily, it is envisaged that the future price of coal may justify the use of thermal drying to achieve lower coal product moisture levels. The effect of exposure of the coal to elevated toemperatures on the mechanical strength of the coal was investigated. It was found that temperature does not play a major role in determining the volume breakage of a particle and that other variables such as orientation during impact has a much greater influence. A double breakage mechanism was reported during the grindability tests. Surface, as well as volume breakage, occurs for the first 4 minutes while only surface breakage takes place thereafter. Due to this double breakage action, it was found that exposure to temperature does play a role in the amount of breakage and breakage rates during grindability tests. It was also concluded that a particle will break to an optimum size due to impact, after which only its surface will grind away as it is subjected to breakage forces.

Using 5-p Ni powder and 0.018 ,u A1203, oxide dispersion strengthened nickel alloys were prepared by mechanical mixing of powders, followed by compaction, sintering and extrusion. Processing variables such as cooling of the powder during mixing, electrostatic discharging, mixing time, amount of oxide, and so forth, were studied to determine the effects on room-temperature tensile and high-temperature creep-rupture properties and on the reproducibility of alloys. MECHANICAL mixing of metal and metal oxide powders provides one of the simplest and most inexpensive methods for preparing dispersion strengthened metal-metal oxide alloys;" however, because of large differences in specific gravity, powder particle diameters and other variables, difficulties have been encountered in reproducing alloys and alloy properties. Using 5-p Ni powder and 0.018 p A1203, the following variables were investigated: a) Blending techniques b) Blending time c) Volume fraction of oxide for the selected pow- ders d) Sintering of compacts before extrusion Cooling of Powders During Blending— Cremens and Grant had indicated that dry ball milling of the powder mixture gave superior results over other procedures. When ultra-fine metal and oxide powders became available and comminution was unnecessary or offered little gain, the use of dry mixing in a Waring Blendor gave optimum results.' In the current study, observations of the powder mixtures indicated that considerable heat was generated due to the high speed of the Waring Blendor (15,000 rpm). This heating appeared to produce some degree of clustering and pelletizing. To minimize such agglomeration, a Pyrex cooling coil was installed in the mixing vessel. A double coil, water cooled, proved to be quite satisfactory, providing a fair degree of cooling along with good erosion resistance. Discharge of Electrostatic Charge—Electron-microscopy showed that agglomeration was minimized by the cooling procedure but was not entirely eliminated. It appeared that some of the ag- glomeration had to be explained on the basis of an electrostatic attraction due to the high-speed blending operation. These charges had the effect of promoting the growth of alumina clusters. At the end of the blending procedure such clusters had an effective size which was as much as 50 times that of the individual powder particles and were very tightly bunched. Several methods were utilized to try to discharge the electrostatic forces to minimize the clustering. One successful method, utilized in alloy 17, involved continuous exposure during blending to a radium source of 50 millicuries at a distance of 1.5 ft from the container. A number of other methods were noted to work equally well. Fig. 1 shows the more open oxide structure which results from such a treatment, permitting the matrix metal to penetrate into the cluster more effectively. The combination of powder cooling and discharging led to noticeably improved structures. One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications system which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a rela- tively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurements of ambient surface electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal-to-noise ratio at the surface. Numerous C.W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surface magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null in the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof, and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests (laboratory and in situ) and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the structural parameters, as they become available through future analysis and experimentation. Analysis of the published test data suggests that pillar compressive strength (per unit of area) is proportional to the cube root of the pillar width, and that the height effect can be described as the superimposing of a variable size effect (characteristic of the material) on the constant width effect.

FaulIing west of the Mount Isa mine is described and is shown to be related to three groups of folds that have been recognized in the area. The first period of faulting postdates the first generation folding; these faulIs are regional faults (tectonic discontinuities) which are folded by second generation folds. The faulting accompanying the second generation folding divides the area west of the Mount Isa mine into four structurally and metamorphically identifiable blocks. The most prominent of these second generation faults is the Mount Isa Fault, which is characterized by a number of distinct zones of intense second generation folding and the presence of localized layers of mylonite. Only limited evidence for brittle deformation has been observed and the major movement appears to be associated with the plastic deformation of the rocks. Confined to the areas of second generation folding in the Mount Isa Fault are numerous third generation kink folds. A detailed description of the Mount Isa and other faulIs is presented together with evidence for their existence. The displacement accompanying this faulting cannot be established because of the complexity of the structure.Postdating these faults and all the folding of the area are minor cross faults.

A new class of thionocarbamates, O-alkyl-N-allyl thionocarbamate (III), has been found to give better metallurgy than 0-isopropyl-N-ethyl thionocarbamate (I) for a number of sulfide ores containing copper, lead, and zinc. Data on the results of flotation tests with several such ores are presented. The improved metallurgy is believed to be due to the participation of the allyl double bond in the complex formation of the thionocarbamate on the surface of the mineral.
