"Introduction This paper will discuss the current operations of Westar Mining Ltd. and give a brief history of the company and of the Crowsnest Pass area. Westar is an integrated company involved in mining, processing and marketing coal from its mines in southeastern British Columbia and shipping coal from Westshore Terminals at Roberts Bank, located just south of Vancouver, B.C. It is two-thirds owned by the B.C. Resources Investment Corporation and one-third owned by the Mitsubishi Corporation of Japan and a consortium of Japanese coal consumers. Operations in southeast British Columbia consist of four coal mines and two processing facilities (Fig. 1). The Elkview Coal Processing Plant near Sparwood, B.C. receives its raw coal from Balmer operations (Harmer open pit), Balmer South (Panel 6) an underground hydraulic mine, and Balmer North an underground room-and-pillar mine. The fourth mine, Greenhills, an open-pit operation, is located near Elkford, B.C. and has its own processing plant. The Balmer mining and processing complex is the largest metallurgical coal facility in Canada producing up to 7 .5 million tonnes of clean coal per year. The Greenhills operation, completed in mid-1983, has a capacity of 2.8 million tonnes. The high-grade metallurgical and thermal coal produced is primarily for export markets. The major customers are Japan, Korea, Brazil, Pakistan, Chile and Taiwan.Our coal and that produced by other mines in Alberta and British Columbia is shipped to the international markets through Westshore Terminals Ltd., a wholly-owned subsidiary. Westshore will have an annual capacity of 22 million tonnes of coal and accommodate ships of up to 250,000 dead weight tonnes by 1984 when its current expansion program is completed."

The electrical conductivity of rutile was optimised as a function of time, temperature and gas composition. These optimised conditions were used to treat rutile/zircon feed prep concentrate samples from a South African heavy minerals producer, prior to electrostatic separation. Enhanced separation between rutile and zircon was obtained when compared to untreated samples. Samples treated in a hydrogen atmosphere and cooled in nitrogen showed the best separation when passed through a high tension electrostatic separator using conditions of high sample temperature and high relative humidity.

We have searched and analyzed several modern technologies aiming at the best applications of environmental management, the studying of quarrying ? mining as well as the excavation sites ? utilization ? rehabilitation. We have used long-range reflectorless laser surveying systems, so as to achieve the fastest and most accurate surveying of the extractive work sites. We also used them, in order to collect field data, measure distances, surveying monitoring stations and environmental parameters ? data. Furthermore these systems can make the field work quite faster, more reliable and credible and have low cost in collecting data even in dangerous and non-approachable areas. We have used and processed on the field data in G.I.S. applications, in order to create 2-D and 3-D digital ground models. These G.I.S. applications present the existing relief and the management of the final stage of the area. The suggested techniques and works needed, for reclamation and utilization of the areas, could be tried, evaluated and well presented. The evolution and utilization of these ?smart? modern tools for the effective environmental management of quarrying ? mining ? extractive activity sites, will be presented by using case histories from the Hellenic territory.

Two major grounding topics are covered: mine ground systems and ground-check monitors. Performance characteristics of ground-check monitors for high-voltage surface mine distribution cables and low-voltage underground mine trailing cables are evaluated. Over 20 commercially available monitors are studied to determine their utility. Several monitoring concepts are incorporated into an unusual monitor design, the prototype of which is described in detail. A comparative study of the effectiveness of several alternate methods of grounding surface mine equipment supports the system currently proposed by MSHA. An instrument design to measure earth voltage gradients is described, as well as an instrument design for measuring the effectiveness of dc haulage current return systems. An extreme analysis is made of techniques for measuring earth resistivity and resistance of safety ground beds. Electrolytic corrosion studies of earth electrodes are reported extensively also.

"Mine-derived sedimentation in rivers can have significant impacts on the processes and features of the receiving environment and impact on communities reliant on this environment. However, identifying and quantifying the contribution of mine-derived sediment to the receiving environment can be complex. This is particularly the case in remote environments and where little/no baseline assessments have been undertaken. One approach that can be used involves sediment fingerprinting, whereby a unique tracer is identified within the mine-derived sediment to discriminate between mine- and non-mine derived sediment sources downstream. The technique typically involves sampling of sediment at upstream, control and impact sites and sites within the mine deposit. Laboratory analyses are run on all the samples to determine whether the chemical signature (eg presence/concentration of specific metals) differs between each group of samples. In complex environments where the mine-derived signature may be difficult to detect from a basic review of the data, or where sampling constraints may limit the number of samples for analyses, statistical methods can be used to help identify sediment groups. The East Kootenay coal-field, situated close to the boundary between the provinces of Alberta and British Columbia, is composed of four small areas locally called the Crow's Nest Pass, the Upper Elk, the Flathead and Crown Mountain, and comprises an area of about 3 78 square miles. From eleven to twenty-five seams have been exposed of two feet and over in thickness, with a total thickness of about 200 feet of coal, and reckoning about one hundred feet to be workable, gives an estimate of coal available of about thirty-seven billion tons. The coal is a high-grade bituminous, occasionally tending towards anthracite, and the majority of the seams furnish a. very good quality of coking coal as well as an excellent steam coal. The coal-field is found in the mountain ranges in long narrow strips. The age of the fonnation and the thickness of the covering beds have had considerable influence on the character of the coal, and lateral pressure and disturbances in the process of mountain-building have wrought great changes. With such an abundance of coal, it has been a disappointment that the East Kootenay field has not figured larger industrially. So far only one portion of the coal-field has been utilized. This is the Crow's Nest, where, in 1898, the Crow's Nest Pass Coal Company commenced development. Access to the coal seams was easily obtained, the mountain creeks having eroded away the covering, and mines were driven into the coal seams. In that year about ten thousand tons of coal were produced from the mine at Coal Creek.

Seawater has become a viable alternative for different uses in copper hydrometallurgy. In this paper we review the main physical and chemical characteristics of seawater and how these influence copper production. Reliable data on the use of continental water are reported, and the current use and consumption of seawater in the Chilean mining industry is analysed, indicating the main areas of use and the main problems encountered. Additionally, the influence of the elements in seawaterthat have the most influence on the extractive metallurgy of copper are considered. The Chilean copper mining industry currently consumes approximately 4.1 m3/s of seawater, which corresponds to 25% of the total water used. The use of seawater for the leaching of copper sulphide minerals, such as chalcopyrite, is beneficial because it provides 20 g/L of chloride, thereby improving copper dissolution kinetics.

Keywords: Kyoto Protocol, carbon credits, global warming, energy, auditing Climate change is nowadays being taken increasingly seriously, and the link between global warming and the carbon dioxide released in the generation of energy is coming under increasing scrutiny. The Kyoto Protocol was signed in 1997, after five years of negotiation. So far, about 84 countries have ratified this agreement, under which terms developed countries have strict targets linked to their 1990 level of emissions. However, ?greenhouse gas? (such as carbon dioxide) emissions continue to rise alarmingly. According to the World Resources Institute, greenhouse gas emissions in the USA increased 13% from 1990-2002, while Australia recorded a 22% increase. In contrast, the European Union, a Kyoto signatory, has seen a small decline in its emissions during the same period. This is led by the UK and Germany, who reduced their emissions by 15% and 19% respectively. The concept of ?carbon credits? provides a funding mechanism for companies in the developed world to compensate for some of their CO2 emissions by paying companies (trading credits) elsewhere in the world to undertake projects to bring about reductions in emissions. In the southern African mining industry, it will be possible to get refunded for undertaking voluntary emission-reduction projects. Concern about the environment is creating business opportunities. A preliminary calculation has shown that various projects in South Africa (those in the pipeline, with quite a high likelihood of coming off) could earn a combined total of about R2.5-billion, under the initial phase of the Kyoto Protocol's carbon-credit scheme, which allows developed-country companies to trade credits with developing countries. A number of local companies are planning projects that could comply with the Clean Development Mechanism (CDM), in which they will implement techniques to achieve certified emission reductions (CERs) of greenhouse gases. In order to prevent abuse of such a system involving vast sums of money, vigorous audits need to be carried out. A company has to prove it has made real changes and is not simply conducting business as usual under a cloak of claimed environmental improvements. PricewaterhouseCoopers has applied to become one of only a few international agencies that will be accredited to conduct validation and verification of the credits, by auditing what is called the ?designated operational entity?. An independent validator needs to confirm that the project meets the strict requirements of the Kyoto Protocol. The company has to demonstrate that it?s not business as usual. So, if you refurbished every five years, the next refurbishment is not a good CDM project, unless you can demonstrate that you will do something beyond the maintenance - that is what can be registered. So, Kyoto intends to get additional projects going, and the money for that is actually quite good - prices of 14 euros per ton of carbon dioxide not emitted have been seen. The price depends on who takes the risk for non-delivery if a project doesn?t deliver the emission reductions on time. The highly energy-intensive South African mining industry is heavily dependent on coal. There should be many opportunities for the pyrometallurgical industry to come up with creative ideas to reduce emissions, and there is now an additional financial incentive to encourage this. Companies can actually get money in return for doing these types of projects, in addition to the contribution to corporate social responsibility.

Since 1865 when Congress moved to create a Federal Mining Bureau, successive legislations have given rise to the current '!Federal Coal Mine Health and Safety Act, 1969. Coal beds from 22 feet to 20 feet thick are mined under covers from 50 to 2800 feet with full and partial pillar recovery equally popular and accounting for a total of 54% of the mines. Pillar recovery and roof support practices vary, and each operator must submit an overall roof control plan (within specific guidelines) for approval before undertaking any development. The guidelines relate to dimensions of openings, details of support, sequence of extraction, limits of extraction and caving details. Experienced and professional staff of M.E.S.A. provide roof control plans and make inspections and grant-approvals of principles of support and minimum support in pillar extraction, with provision for modifications with time. Guidance is given with training programmes and standards of supervision. All of these aspects are approached in the spirit of the Congress declaration that the first priority and concern must be the health and safety of the miner.

Reduced clearance is one of the most important characteristics of encumbered space in underground coal mining. Another key variable is the maximum velocity at which a piece of mobile mining equipment can operate in this limited space. Typical velocity- clearance curves for different mine transportation systems are developed and characterized. Applications of the relationships are examined, emphasizing their significance in the design and control of mine materials handling systems.

Radon emanation coefficients of 0.02 to 0.55 were measured at moisture contents ranging from dry to saturation in eighteen different ores. The emanation coefficients rose from a minimum when dry to a plateau usually starting at 5-20 percent of saturation. A model, using measured pore-size distributions, suggested that the radium mineralization may be confined to annular layers about 0.02 micrometers thick around pores. Radon's diffusion coefficient was determined as a function of moisture. The techniques involved comparing a disc's exhalation as a function of time whether or not the disc had a distributed source. The model was free of approximations and included the effects of porosity and adsorption. An increase of diffusion coefficient with moisture for one or two ores was explained in terms of a model's equation for the diffusion coefficient in terms of both volume and surface diffusion. Radon's adsorption coefficient was determined on a uranium ore.

"Fatigue and corrosion fatigue measurements were carried out on five commercially available metals -four steels and an aluminum alloy -which are used as structural materials in mine shaft conveyances. In the corrosion fatigue measurements, drain waters collected in the shafts of three different Canadian mines were used as corrodents. The mine waters had been selected on the basis of their relatively large differences in acidity and/ or composition.It was found that the corrosion fatigue strengths of the four steels were similar, despite their differences in tensile properties, and that the type of water used in the tests had little effect on the results. Mild steel showed the highest and most consistent values of the damage ratio (ratio between the corrosion fatigue and the plain fatigue strengths at 107 cycles). The corrosion fatigue behaviour of the aluminum alloy (ASTM Type 6061-T6) was found to differ markedly in the three mine waters. A high damage ratio (i.e., superior performance) was shown in a mine water in which the corrosion attack was uniform; much lower damage ratios were shown in waters which produced localized corrosion attack. Corrosion rates were too low to be deter-mined conveniently by conventional weight-loss methods, but calculations from polarization curves provided a rapid demonstration that corrosion rates were distinctly lower in the mine water which produced high damage ratios."

AZ31 magnesium plate of 300mm in width and 40mm in thickness was produced by horizontal continuous casting machine, and its microstructures were analyzed on the surface and in the plate interior. The defect formation on the surface and subsurface, such as side cracks, buckling, pores and segregation, was very sensitive to the casting condition and processing parameters. Especially, casting speed and secondary cooling were the most dominant parameters to control the solidification behavior of magnesium melt, for example the position and shape of the solid/liquid interface in the mould. The cyclic marks on the surface were obvious because the plate were drawn by 4-step cycle and can not be removed. The average grain size of as cast plate measured as 50-65µm at the near surface and 300-400µm in the center of the plate was relatively small because secondary cooling water was applied to control the surface quality resulting in rapid solidification of the melt in the mould.

The implementation of autonomous technologies for production in surface mines demands changes in the existing monitoring and control systems. The present study deals with the concepts involved in the development of a decision support system (DSS) for the supervision of a combined fleet of manned and unmanned equipment operating in a surface mine. The project was carried out as part of an autonomous mining program that lasted from early 2006 until the end of 2008. The objective of the DSS was to achieve short-term planning goals while maintaining safe working conditions. Supervisory tasks become more complex when several autonomous vehicles operate simultaneously alongside manned equipment. The operation center where the DSS was installed allowed autonomous vehicle operations to be controlled while tracking technology reliability experiments performed on control display interfaces and interaction provided design parameters for more complex supervisory systems for autonomous mines. "Due diligence reviews are an essential part of mineral property acquisitions. One of the primary reasons to complete an environmental review prior to exploration property acquisition is to assess the potential environmental liability. It is critical to identify the potential reclamation costs or existing environmental liability associated with the exploration property. A review of the existing condition of the property and its history can allow prioritization of exploration targets and ease future expenditures for historic damages. IntroductionIn Canada and some other jurisdictions, the purchaser of a property is assumed to know, and is (in the absence of deceit or fraud) financially responsible for, what is purchased. A plea of ignorance, at least from the perspective of environmental liability, is not an acceptable excuse to avoid responsibility (Nelson, 1994). Therefore, if an exploration company (for the purposes of this paper, any organization conducting exploration work) purchases a property that has environmental contamination, the new owner is liable for the cost to reclaim the site to an acceptable level. The cost to reclaim the site is the environmental liability. The new owner is responsible for existing environmental liability of the property, even if the exploration company’s personnel were not aware of the problem. In simplest terms, buyers beware. Therefore, in order to protect the exploration company’s interests, the exploration manager should determine the characteristics of the property of interest prior to purchase or other involvement, and exercise due diligence.The term “due diligence” is often used in the mining industry. To ensure clarity, in this paper’s context, the author has chosen to use the following meaning: “… due diligence is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money” (Smith, 1997).Directors of the exploration company are held liable for the decisions made, unless they have relied in good faith on,“…a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person” (OBCA, 1994)."

Summary Statement The following notes on the geology of the Grand Lake coalfield are intended to be introductory to a second paper being read at this meeting, which paper will describe the earlier and the more modern mining methods. The coal industry of the Grand Lake coalfield is centred chiefly within a three-mile radius of Minto, but minor operations are dotted over an area of approximately 50 square miles extending easterly to the vicinity of Chipman and Coal Creek (see Figure 1). The coal comes from one seam of Pennsylvanian age. The seam varies in thickness from 16 to 30 inches and lies almost horizontal at depths of 0 to 125 feet. It has been mined and prospected over an area of approximately 150 square miles, but in a portion of this area the commercial possibilities have been destroyed by erosion. The industry is the oldest of its kind in North America, but it did not at tract particular publicity until about 1914. Since that date, mining methods have improved and the output has rapidly increased until, in 1934, it amounted to 271,335 long tons, and furnished employment for about 1,000 men (1). Approximately 73 percent of this amount was produced by the Minto Coal Company, the Miramichi Lumber Company, the Avon Coal Company, and Welton and Henderson, and 25 per cent by the Rothwell Coal Company, Harvey Welton Limited, G. H. King, the Reade Construction Company, and the Newcastle Coal Company. The remainder was produced by J. W. Carter, G. D. Crossman, T. H. Swift, C. S. Yeamans, and several other small operators. The coal is won by underground mining, except in the case of the Reade Construction Company, and a minor operation by Ashfield and Pieton, who have employed open stripping. It is mined only as required to fill definite orders, and is loaded directly into cars for shipment. In 1934, the larger mines did not operate full time, and the production could easily have been increased if markets had been available. The coal is sold in four grades: screened or lump, run of mine, slack, and stripping. The chief market is with the railways and commercial plants, with a fair amount for domestic purposes.

Brownfield project portfolios are notoriously hard to manage. Day to day there is a constant stream of changes and challenges within projects and across the whole program. When the budget year is over, we?re often left wondering: did the facilities get what they really needed? Did we get value for the capital that was spent? Did we get all the project control and process improvement that we paid for? Great work has been done over the years by the Project Management Institute, Construction Industry Institute and Independent Project Analysis to identify what leads to project success, develop project delivery systems and equip project leaders to perform better. But is attention to individual projects all we need when the job is to deliver a portfolio of many projects? Let?s work with an analogy for a moment, and say a project is like a car, and a project manager the driver. Why can?t all the projects in the portfolio get home in time for dinner? The answer, of course, is that the commute home is about traffic, not just about cars. The road, the signals and the actions of other drivers affect us in our individual cars. Optimizing traffic flow is not about managing individual cars, it is about creating the conditions that allow all traffic to move as smoothly as possible. When we?re stuck in traffic, it doesn?t really matter that we are skilled drivers who know our exact location and our engine?s vital signs. Success with a brownfield portfolio requires more than the equivalent of driver training and a good GPS in every vehicle. Managing the annual budget requires more than tight management of each project. This is not a suggestion to abandon project management in the brownfield multi-projects world; the idea is to find and apply the right tools for delivering a portfolio. Remember, we want confidence in 3 areas: 1. that the facility is getting what it really needs, when it needs it 2. that we are getting value for money invested in facility modifications and improvements, and 3. that our controls are adding value by guiding our improvement What are those portfolio tools? The job they have to do is distinct from project-level thinking: ? Create a clear and balanced business pull for project ideas ? Maintain a respectable plan for fiscal, resource and business control ? Organize the work into a steady flow ? Manage the nature and timing of value-driven project substitutions and priority changes ? Focus on overall business value added and best use of resources ? Repurpose the projects organization into being the way the facility gets improved

Environmental information is an essential part of successful mine design and approval. In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. Principal aspects of this methodology are the scope, timing and management of the environmental studies within the overall project planning framework.
