The Australasian Institute of Mining and Metallurgy (AusIMM) is a professional society for all those associated with the activities of the mineral industry. Differences of opinion exist within the membership of the AusIMM on the role it should play in the future as a professional society in a changing industry and world environment. This same dilemma is concerning other professional societies of which the author is a member. Some of the activities and priorities of the AusIMM are reviewed in order to clarify a frequently expressed opinion that it identifies with and supports industry at the expense of representing the interests of its individual members. By definition and by action this is certainly not the case and it is concluded that all activities whether seen to be industry or member orientated serve to benefit both. The AusIMM plays a most important role in integrating and promoting the interests of all sections of the mineral industry whether corporate or individual and the Presidential activities in education this year provide an excellent example of this.

Powder River Basin (PRB) mines were originally built to serve power plants designed specifically for their coal. Sulfur was the major concern, with BTU and sodium limiting the market for some. The Clean Air Act has extended the PRB market into plants converting from other coals. These new customers are more sensitive to constituents affecting boiler and precipitator performance. At the same time, the prospect of deregulation is forcing power companies to control cost more stringently than ever. Jacobs Ranch Mine has responded to the changing marketplace with an expanded coal quality and customer service program.

"The Blind shaft boring method is a mechanised process of excavating large diameter vertical shafts downward from the surface. It is a rotary drilling technique eliminating any requirement for personnel to enter the shaft or access underground workings during drilling and lining phases. Excavated material is delivered to surface carried by a flow of circulating fluid through the centre of drill rods. The drill assembly is suspended from a large A-frame rig and powerful winch at ground level providing vertical thrust to a hard rock cutter head. INTRODUCTION The Southern Coalfields Ventilation Shaft was constructed at a mine, 45 km north-west of Wollongong. The 5 m finished diameter (6.2 m drilled) shaft reaches a final drilled depth of 517 m, the deepest, fully lined blind bored vent shaft to date in Australia. Operated by a mining company in the Southern Coalfields, the expanding mine required a new ventilation shaft and associated surface infrastructure to service future operations. An assessment of future ventilation requirements for the coal seam operations identified a need to improve the capacity and reliability of the existing underground ventilation system in order to ensure a safe and efficient underground working environment. Installation of the new upcast ventilation shaft was determined to be the most cost effective and reliable solution to provide adequate ventilation for underground operations. The completed shaft is smooth and fully lined with steel/concrete composite liners that are hydrostatically sealed. The shaft lining is designed to meet the mine ventilation requirements for a service life of 20 years. The shaft intersects the top of the working section of the coal seam at approximately 513 m of depth. This includes the shaft collar depth and shaft bottom profiled intake section.PROJECT METHODOLOGY AND INDUSTRY BEST PRACTICE The shaft was drilled using the blind bore method, an innovative construction technique and an alternative to the traditional methods of sinking deep and large diameter shafts, such as raise boring and conventional drill and blast shaft sinking. The blind bore method allows the shaft to be drilled from the surface down without anyone having to enter the shaft or the mine during the construction process. This is by far the safest method of shaft construction and is especially suitable for difficult ground conditions where there may be unstable or water-charged strata. As this method involves drilling from the surface downward, shafts can be completed ahead of the underground mine development. Thus, allowing underground operations to focus on development and production without the conflicts of managing ventilation priority for underground contractors and mucking out spoil from excavation workings."

"At the regrind or secondary grinding stages of metal ores, usually the concern about the energy efficiency is extremely important. In general, the specific energy consumption at this stage is higher than in the primary stages of grinding. In addition, it has been observed a tendency of finer grinding in the new projects of metallic ores, due to the finer mineral liberation, which leads to an increasing capital and operational costs. In Brazil, during the last 10 years, regrind P80 sizes of approximately 40 to 20 ?m have been necessary in all new iron and copper plants. The use of conventional ball mills, adequate for primary grinding, can result in low energy efficiency with products below a P80 of 50 ?m. This paper presents an overview of the regrind circuits in Brazil that operate with vertical mills and the results of industrial surveys at selected vertical mill circuits. Where possible, comparison is made between the plant results and the design criteria and laboratory regrind tests used for the mill sizing."

MR. C. R. WHITTEMORE: It is interesting to note that the mining industry is making increased use of alloy steels for drilling. They will undoubtedly lead to greater footage at lesser cost. Mr. Kemsley states that, for use in hard ground, the shanks are brought to a hardness of 435 to 440 Brinell by heating them to approximately l,800°F. It seems to me that this temperature is excessively high-it is considerably above the critical point of the steel. The only effect of such a high temperature is to lessen considerably the impact resistance of the steel. The possibilities of an oil quench, followed by a tempering draw which does not lessen the hardness of the steel too much but increases its toughness, might well repay further study; also the temperature control, a factor which depends on the composition of the steel. However, service results are undoubtedly the best criterion of practice. MR. KEMSLEY: I would like to point out that the steel is not quenched at 1,800°F. After heating to this temperature, it is laid aside to cool gradually; this high temperature is necessary to produce the required hardness by simple normalizing-cooling in still air. We all know that ideal conditions for hardening steel demand salt baths and furnaces with automatic temperature control, but for most companies the cost of such equipment having sufficient output capacity is prohibitive. The end we are trying to attain is to make good drills at a cost that will be within the means of any mine.

This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. INTRODUCTION AND SPECIFIC OBJECTIVES An area in the midwest overlying abandoned room-and-pillar mine workings at, shallow depth has been experiencing subsidence movements with associated damage to surface structures. Other coal companies in the area have also been having similar experience. A 16 - month cooperative study between a mining company and the Department of Mining Engineering at SIUC was developed with the following objectives. 1) Determine the extent to which surface and subsurface movements were complete in the area, 2) Identify the mechanism(s) of subsidence in the area, 3) Determine the influence of geology and hydrology of the area on subsidence movements, 4) Observe the conditions of abandoned underground workings with a borehole TV camera, 5) Characterize the extent of damage and monitor possible progressive damage to selected surface structures, and 6) Make recommendations to a) minimize further damage to surface structures in the area, b) identify future areas that may be affected by these movements and c) modify mining systems to minimize these movements.

(New Haven Meeting, February, 1909.) This paper deals specifically with heading-driving as distinguished from the broader term tunnel-driving. A heading is a pilot or path-finder for the main tunnel. Some headings are complete tunnels in themselves; that is, conditions at times warrant driving a heading the full diameter of the proposed tunnel. A tunnel 10 ft. in diameter might be driven to advantage through a single heading, provided the nature of the material admits, but it usually pays to drive rock tunnels of large diameter through the heading-and-bench system. Much de-pends upon the material, as in soft ground tunnels of much larger diameter are driven in a single heading. In mines, the tunnels, drifts, cross-cuts, adits, etc., are usually of small diameter, hence the driving of headings applies to completed tunnels in minim-work, except, of course, in cases like drainage-tunnels and main entries leading into coal-mines, where conditions call for tunnels of large diameter, approximating those driven for railway-service. In building aqueducts the tunnels are driven from 6 to 8 ft. in diameter up to 15 or 20 ft., while in railway-service the dimensions vary from 18 to 30 ft. in diameter. There is no department of rock-excavation so difficult as that of heading-driving. This work. also belongs to the most expensive class in rock-excavation. A heading is driven .directly in the solid. There are no lines of lesser resistance towards which to direct the energy of the blast, but. the material must be blown out by main force. The completion of the heading simplifies all the rest of the work of excavation. It is easy, for instance, to enlarge a heading either from above, below or oil the sides, by breaking towards the open face through holes approximately at right angles to the axis of the heading; or the enlargement sometimes takes place by holes driven outside

The Reeder No. 1 well was drilled by the Bureau of Mines in cooperation with the Geological Survey as agents for the Defense Plant Corporation. The well is south of Crescent Junction near Thompson, Grand County, Utah. It was started May 5, 1942, and completed August 3, 1942, for the purpose of con-firming the presence of magnesium salts in a deeply buried bed. Drilling was done under contract by the Mack Drilling Co. This report contains an outline of the physical features of the well, a brief history of drilling, and a description of the deposits and occurrences of oil and gas encountered in the drill hole. The work performed by the Bureau of Mines is described in considerable detail, with particular emphasis on drilling procedure and sampling. The report is concluded with a brief description of core-sample preparation for analyses. Appendix A comprises a log of the drill hole, and appendix B is a tabulation of analyses of cores.

Computer-aided control of a mining machine places its operator in a safe, remote location, thus reducing health and safety risks. Sensing systems that provide machine position (xy coordinates) and heading (yaw) are extremely useful in aiding remote positioning of mining machines. The US Bureau of Mines (Bureau) developed two sensing systems for position and heading information: a scanning laser system based on the Lasernet sensor and a mechanical position and heading system based on linear-position transducers. The Bureau is also investigating a system from Honeywell, the modular azimuth and positioning system (MAPS), that employs ring-laser gyroscopes (RLGs). This paper presents a brief background and status of these sensing systems as applied to a continuous mining machine (CM). Included are field test results off each system operating in a room-and-pillar research section at a cooperating West Virginia mine.

There are huge benefits for mining operations that have a well-defined maintenance program that is understood and followed across the total operation. But for operations lacking a quality maintenance program, there is equal assurance that nearly every major maintenance problem can be traced to this omission. Few problems will be permanently corrected until such a program is implemented. Definition The maintenance program re-quires the interaction of all mine departments. Initially, the production department will request work and the maintenance department will identify work, principally through preventive maintenance inspection and testing efforts. Maintenance will then classify the new work to determine the best way to respond. Maintenance will plan selected major jobs to enable its crews to carry them out more effectively. Maintenance will schedule the planned work with operations. Supervisors will assign all types of work to their crews then, control the work through effective supervision. As work is completed, maintenance will measure the work using an accurate information system. Next, it will assess overall accomplishments against goals such as performance standards or budgets. In addition, the pro-gram would prescribe a means to evaluate every aspect of the operation as it affects maintenance so that necessary improvements or changes can be identified, prioritized and acted on. Such evaluations should be part of a mine-wide continuous improvement effort. A well-defined maintenance program is one of the best investments a mining operation can make to assure its profitability. Educating the total operation on the pro-gram assures long-term dividends from the investment.

In cooperation with the Edison Electric Illuminating Co. of Boston, Mass., and the Boston Consolidated Gas Co., a survey has been conducted continuously since 1929 by the Bureau of Mines to determine the general hazards of combustible gases and vapors in manholes of the Edison Electric Illuminating Co. The New England Telephone & Telegraph Co. also has cooperated in the investigation, and tests have been made in its manholes since May 1, 1933. Yearly reports6/ on the results obtained since the beginning of the survey have been published. The method and procedure of conducting the survey in 1936 were the same as heretofore.

Deep open pit optimization supposes very long and sedious calculations in order to assign the best shape of the pit and the best bottom level, which will give the biggest profit. Computers give the possibility to make these calculations. More over, they allow to multiply trial calculations so that it is possible to obtain more reliable results. The paper does not expose the computer program but only the way in which mining engineers can use it.

"In the spring of 2005 Schnabel Foundation Company completed a $15.2 million Design/Build subcontract to underpin 11 structures, and provide 202,800 square feet of earth retention for the Reno Transportation Rail Access Corridor (ReTRAC) project in Reno, Nevada. Schnabel’s work was part of a Design/Build contract to depress a railroad alignment through downtown Reno. The depressed section was 2.2 miles long, 54 ft wide, and up to 35 ft deep (3.5 km long, 16.5m wide and up to 10.7m deep). The trench structure was required to be watertight. SUBCONTRACT WORK OVERVIEWEleven buildings along the track alignment required underpinning. Three types of underpinning were used, designated Type 1, Type 2 and Type 3.At four buildings the trench retaining walls were to be located directly under the exterior footings. This alignment eliminated traditional underpinning and cut-off wall techniques that could normally be used to support structures. Type 1 underpinning was used at these buildings. This underpinning system consisted of a combination of permeation grouting, hand-dug piers, and permanent tiebacks. This underpinning system became the new watertight trench walls.Five buildings were located a few feet behind the trench walls, and their exterior walls were supported by continuous footings. Type 2 micropile/pile cap underpinning (patent pending) was used to support these buildings.The remaining two buildings were also located a few feet behind the trench walls, but they had column footings along the exterior walls. At these structures traditional micropile underpinning was provided through the existing footings. This is described as Type 3 underpinning.Temporary earth retention was required on both sides of the trench along most of the alignment. This shoring supported frontage roads, private property and surcharge from the temporary railroad shoofly running parallel to one side of the trench.SUBSURFACE CONDITIONSThe soil along the trench alignment consisted of river outwash deposits. The top 2 to 18 feet (0.6m to 5.5m) generally consisted of flood plain silt and sand deposits, or fine-grained fills. These fine-grained soils are underlain by the Tahoe Outwash Formation which consists of interbedded layers of sand; sand and gravel; and sand, gravel, cobbles and boulders. Some of these layers encountered during construction consisted of 30 to 50 percent cobbles and boulders, with some boulders up to eight feet in diameter.A major challenge to the design and construction of the trench structures and the underpinning was the ground water table which was 10 feet (3m) above subgrade in the deepest portions of the trench. Based on specification restrictions, temporary and permanent dewatering was not feasible. As a result, the selected design and construction methods had to consider three water conditions: the anticipated groundwater level during construction (CGW), the groundwater level for permanent design (DGW), and an additional special design condition with water at street grade."

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. "The dangerous nature of explosives makes them a potential hazard wherever they are used, but they are likely to exercise their greatest harmfulness under conditions inherent in coal mining. The ease with which explosives can be detonated and the suddenness and violence with which they detonate require great care in their handling and use, if acci-dents are to be avoided. Campaigns have been waged by the manufacturers, the Federal Bureau of Mines, coal-mining companies, and other agencies to educate users of explosives in their dangers and in their proper use and care.Probably 95 percent of the explosives accidents can be attributed to poor judgment, carelessness, negligence, or chance taking. In many explosives accidents it is difficult to determine the cause definitely, as the evidence of the origin is destroyed by the blast and frequently those involved have been killed. Survivors of the accident often are of little help in determining the cause, as the accident occurs so suddenly they cannot tell what happened or prefer not to divulge the information they have because it may point to their own carelessness.A survey has indicated that about 10 percent of all fatalities in coal mines were caused by explosives accidents (excluding gas and dust explosions initiated by explosives). A list of explosives accidents by States, from 1925 to 1932, classified according to the severity of the accidents, indicated that Kentucky and Wyoming had the greatest number of fatalities resulting from explosives accidents. Records of the Bureau of Mines show that 14 coal-mine explosions occurred from January 1 to June 1, 1943. Explosives were involved in four of these explosions. Black powder caused two of the accidents and permissible explosives used in a nonpermissible manner the other two. These statistics are mentioned to show that explosives are still causing severe accidents.Elimination of the hazards associated with explosives begins on the surface. Storage magazines should have no opening, except for entrance and ventilation; ventilators should be screened effectively to prevent the admittance of sparks as well as to prevent unauthorized entrance. The interior should be kept clean and dry, and the floor should be of nonsparking material with no metal exposed. The surrounding area should be kept free of combustible material for not less than 25 feet (and preferably 50 feet) in all directions. Storage magazines should be fire-resistant and reasonably bulletproof."

INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. Strategic and tactical planning are both required in the mining industry but have completely different objectives and require different environments. If these are not fully understood, then the best value for a mining operation may not be realized. This paper examines the differences in these approaches and how they interface in the mining environment. The objectives, content, skills required and the implied management issues for these two components are examined with the hope that this will assist management and the planning teams in defining their respective roles and expectations. The opinions are those of the author based on his experience on several mining operations and projects.
