Coal Company, Denver, Colorado, opened the third session of. the Sixtieth Regular Meeting of the Rocky Mountain Coal Mining Institute at 8:30 a.m., and introduced the first speaker of the morning with the following remarks: It is a pleasure to welcome you here this morning. We are indeed fortunate to have such excellent speakers this morning, some of the outstanding people in the mining industry. I know I express the feelings of the entire RMCMI when I say thanks to these excellent speakers for all of the time and trouble they have taken to prepare such talks and come here to give these presentations of some of the more modern developments with which we in the coal mining industry are concerned. The first speaker this morning is going to give a paper on a subject which has only recently caused one or two of unfortunate accidents. It hadn't, prior to this, been considered such a serious problem. However, the. Bureau of Mines is hot on the trail to insure there will be answers to this previously somewhat unrecognized difficulty.

The new, internationally-owned Savage River Mines iron ore mining, concentrating and pelletizing project, built and operated by Pickands Mather & Co. International, was dedicated March 6 at Port Latta, Tasmania, Australia. Construction of the $79 million project began in 1965 and involved an open pit mine and concentrating plant plus a complete town for about 350 employees at Savage River; a 53-mile pipeline to transport the concentrates; a pelletizing plant and shipping facilities at Port Latta, which is on Bass Strait separating Tasmania from the Australian mainland. The project has a rated capacity of 2.25 million Ltpy of high-grade magnetite pellets, which will be sold to five Japanese steel companies under 20-year contracts. The open pit mine is located in the central portion of the Savage River deposits. Mining equipment, capable of moving 10 million tpy of ore and overburden, consists of four 6-cu yd electric shovels and 12 50-ton trucks. The concentrating plant, with a design capacity of 5 million tpy of ore, will use magnetic separators to upgrade the ore, which averages 38% iron, to a concentrate averaging 67% iron.

THE ease and promptness with which the public as a whole becomes accustomed to and takes advantage of the work of the engineer, using the term in a broad sense, is almost startling. Surprise at, and fear of radical innovations in transportation and private service quickly give way to blasé indifference, followed instantly by all manner of criticism that these things are not better constructed and managed. Does the street car stop a few minutes on a switch?-summon the State Commission. Is the Overland Express fifteen minutes late on a three thousand mile run?-Congress is memorialized to make the great railroad companies attend to their business. Does central not respond instantly when we take down the telephone receiver?-anathema!! Do the electric lights go out for a minute or so?-the darkness is illuminated by caustic sarcasm and other kinds of spoken English consigning all engineering and engineers to perdition; everyone apparently forgetting how steep the hills were before the days of street cars, how far away San Francisco was before the days of the locomotive, the telegraph and telephone, and how difficult it must have been to study by the light of a tallow candle.

Ocean miners seem prepared to commit upwards of $50 million, spread over the next 10 years, to develop a deep ocean capability. More and more large companies, Kennecott, Inco and Tenneco, to name a few, singly or through consortia, are spending money, often big money, to obtain a viable and profitable marine mining industry. Much of the current involvement of the mining industry in the oceans is concerned with either exploration for or engineering studies of manganese nodule deposits and most of it is considered highly proprietary. Thus, the scope of the total effort can only be surmised. The following provide a good indication as to the magnitude of the over-all effort: (1) Hughes Tool Co., Oil Tool Division, announced last March it has been performing engineering studies and ocean surveys (in collaboration with Global Marine, a subsidiary of Tenneco Oil) for the purpose of developing deep ocean mining equipment and techniques. As a result of these studies, Global Marine will build a 35,000-ton prototype deep sea mining ship for Hughes. Shotcrete drift linings at the Climax Mine of the Climax Molybdenum Company have undergone four years of extensive evaluations as a replacement for thick poured-in-place concrete linings. Any drift lining at Climax must be able to withstand the rigors of undercut and secondary blasting, weight problems induced by panel caving, and the abrasion of slusher mining. Examined here are the conclusions reached so far on shotcrete drift linings which have not yet completed the approximately six-year cycle from development to ore exhaustion. Properly applied shotcrete is an adequate drift lining for all phases of the Climax panel caving system of mining. Undercut blasting will damage shotcrete unless blasts are correctly timed. Weight problems will destroy shotcrete drift linings as efficiently as it will destroy concrete or steel support systems. Abrasion and secondary blasting results are inconclusive as the shotcrete lined slusher drifts have not entered the ore production stage of the mining cycle. In addition to drift linings, Climax has found shotcrete to be invaluable for lining large underground shops, for temporary support systems, for permanent ventilation bulkheads and for the repair of abraded or weight damage concrete lined slusher and haulage drifts.

Beginning in 1991, scientists at the Pittsburgh Research Laboratory recorded interviews with individuals who are recognized as experts in mine emergency response. These 30 veterans related stories and observations from events experienced during as many as 47 years of response activities. Overall, the response veterans averaged 29 years of mine emergency response experience and 35 years of mining experience. Interviewees included representatives from mining companies, the United Mine Workers of America, and State and Federal agencies. Most of their comments dealt not so much with technical aspects of particular mine emergency responses, but rather the human side of more general topics, including preparedness, experience, people on-site, mine rescue teams, and decision-making. An analysis of their interviews provides an overview of lessons learned on-site at some of the largest mine disasters since the mid-1940s. This knowledge was gathered so that it could be provided to today's miners and to tomorrow's emergency response personnel. It is expected that the collective wisdom obtained can be used to help train new responders and guide those decisions that will have to be made on the scenes of future events.

SINCE many accounts of Silver Islet Mine, in Lake Superior, have already been published, it is supposed that the members of the Institute are familiar with the location and character of the mine. To many, however, a more detailed account of the ore and manner of treatment will, perhaps, not be without interest. The extraordinary richness of Silver Islet ores, and the difficulty of obtaining correct assays, induced the company to erect smelting works of its own. Accordingly, ground was broken at Wyandotte, Mich., early in the spring of 1871, and the work was pressed on with indomitable energy by Captain E. B. Ward of Detroit, as president, and Mr. Thomas MacFarlane, the discoverer of Silver Islet, as superintendent of the works, so that by July 1st the works were so far completed that smelting could be commenced. The intention was to work Western ores with those from Lake Superior, since the latter contain but a small amount of lead. Hence the capacity of the works is much larger than is needed for the present yield of the mine. The planned process for treatment was smelt-

After months of negotiations, the U. S. has agreed to buy between 6000 and 7000 long tons of Bolivian tin now stockpiled at Peruvian and Chilean ports, at $1.175 per lb, f.o.b. South American Ports. Harry A. McDonald of the Reconstruction Finance Corp. signed the contract with Victor Andrade, Bolivian ambassador. The Mercantile Metals and Ore Corp., of New York City, acted as the agent of Bolivia's Banco Minero in negotiating the deal. The contract is a short term one. Throughout the talks, the U. S. refused to make a long term agreement because of the possibility that Bolivia will soon nationalize its mines. The Bolivians desired to sell the U. S. 18,000 tons during a one-year pact. The price agreed upon is roughly the same as with Malayan producers. In the meantime, American Smelting & Refining Co., signed over control of its operations to the Bolivian Government. The formal act of leasing the mines to the Bolivian Government follows the announcement last July by the company that it was closing operations because of high costs. Contract terms were not disclosed.

Present capacity for molten iron production at Port Kembla is an average of 13 000 t/day from five blast furnaces. The most recently installed blast furnace, No.5, was commissioned in March 1972 with a design capacity of 4 500 t/day. For the first reline currently scheduled for 1977, plans are being finalized.for significant modifications and uprating of capacity. Achievement of the initial design capacity from No.5 blast furnace on a sustained basis was not realised until the third year of operation. Although the furnace is only 42% larger than No.4 blast furnace on an inner volume basis, the more stringent raw materials, operation and maintenance requirements of the larger furnace and more complex equipment have been found to be much more critical than anticipated in the planning stages. These problems have also been experienced by many other companies who have recently installed large new blast furnaces. Some of the principal problem areas are described together with measures taken to over- come the difficulties. Replacement of the Monroe Street Viaduct in southwest Baltimore City, Maryland included transforming 240 feet of the south approach from a pile-supported multi-span bridge to a mechanically stabilized earth (MSE) embankment supported by vibro-concrete columns (VCCs) and a load transfer platform. The project area was underlain with highly compressible soils which would have resulted in up to 18 inches of settlement under the proposed embankment load. Adjacent structures and critical underground utilities would have been impacteded or damaged by this settlement. Various load transfer alternatives were evaluated to mitigate the anticipated settlement by supporting the embankment on a deeper, more competent stratum. The alternatives considered included compaction grout columns, stone columns, deep soil mixing, and VCCs. Deep soil mixing was eventually selected for design, however, as part of a value engineering proposal, the general contractor Joseph B. Fay Company, with assistance from Hayward Baker and the Collin Group, prepared and submitted an alternative consisting of VCCs. This paper presents the details of the value load transfer platform and VCC design. Loading tests were utilized to confirm the VCC capacity and field changes were implemented based on the test results.

Bethlehem Steel Co. has just brought an all-new iron ore mine into production at Marmora, Canada, about 120 miles east of Toronto. High grade pellets produced at the mine from open-pit magnetite ore travel 64 miles by rail to the port at Picton, then go by Lake boat to help supply Bethlehem's Lackawanna, N. Y., plant. At full production about half a million tons of pellets a year will be shipped, and mining will be at a scale of more than a million tons per year of ore. Aeromagnetic surveys carried out in 1949 by the Ontario Dept. of Mines and the Canadian Geological Survey revealed an anomaly that interested Bethlehem geologists. By 1951 the company had put down some 40 diamond drillholes ranging from 460 to 1800 ft to block out the magnetite replacement deposit which lies in pre-Cambrian limestone below about 130 ft of Paleozoic limestone. The orebody, roughly 2100 ft long and up to 400 ft wide, averages about 37 pct iron, too low for direct shipment. Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a mine slope entry, the problem becomes more complicated because a slope transverses through many different types of strata. Mine slope ground control has traditionally been practiced based on trial and error and prior experience. There is currently no well-accepted slope and support design methodology available for an economical and technically sound ground control plan. Over the last few years, Keystone Mining Services, LLC (KMS), the engineering affiliate company of Jennmar Cooperation, has developed a ground support design methodology called the ?Stress, Geologic, and Support design system? (SGSSM). This patent pending method enables accurate analysis of actual geo-technical conditions and stress; identifies strong, fair, and weak sections along the slope; formulates primary and supplemental roof bolting systems, designs optimal long-term steel structure support; and verifies the adequacy of the developed support. The method has been successfully utilized on various new slope projects and has been well received by state and federal regulatory agencies during the approval process. This paper details the concepts of the methodology using an actual case study of a slope project in the Midwest.

"A short description of the chamber lift method for producing oil wells is followed by some comments on compressor requirements and gas utilization. A quantitative analysis of the process is presented and, based on this analysis, criteria are suggested for selecting wells for which this type of lift might be suitable. The analysis leads to the conclusions that chamber lift is an efficient producing mechanism for wells having very low productivity indices (say about 0.05 bbl/d/ p.s.i. or less), but that for such wells optimum utilization of injection gas cannot be attained. It is suggested that the gas injection time per cycle should be kept as low as possible, compatible with a small oil fallback volume, and that the cycle frequency should be in the range of 20-40 cycles/ day. For wells with productivity indices of 0.2 bbl/d/p.s.i. or higher, chamber lift is relatively inefficient; how-ever, if well allowables are low it may offer an attractive, low cost, alternative to gas lift or pumping."

Humankind's interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic. Human Strength Before describing the different types of strength measurement, we must define the term "strength" and explain the concept of strength measurement. Strength is defined as the capacity to produce force or torque with voluntary muscle contraction. Maximum strength is defined as the capacity to produce force or torque with a maximum voluntary muscle contraction.(1,2) These definitions include some key words that must be explained. A voluntary muscle contraction is "voluntary." When a person's physical strength is measured, only the effort the person willingly puts forth at the time is measured. Thus, when we test a person's "maximum strength," we are not measuring his or her actual maximum, but some lesser value representing what he or she is comfortable expressing at the time with the existing equipment and environmental conditions. Interestingly, when researchers startled persons being tested (e.g., by setting off a starter's pistol behind them), they have found significant increases in measured strength.(3) It has been hypothesized that the lower strength displayed during normal testing provides a margin of safety against overloading and damaging muscle tissue. The test equipment and the tested person's familiarity with the process also influence the "voluntary" strength output. The interface between the tested person and the test equipment is particularly important. A poorly designed interface induces localized tissue pressures that vary from uncomfortable to painful. In this situation, testers are measuring voluntary discomfort tolerance - not strength. It is important for strength researchers to keep the "voluntary" nature of their data in mind when they are designing their equipment and protocols.

Lead concentrates from Kuroko (black ore) mines, which contain Cu 4 ? 7%, Pb 55%, Zn 3 - 7%, As 0.5 - 0.9% are treated by hydrometallurgical process in order to smelt the product by electric furnace smelting together with other lead resouces from Kuroko. The hydrometallurgical pretreatment involves sulfuric acid leaching at first stage, ferric leaching at second stage. This paper describes the short history of lead recovery from Kuroko and the performance of laboratory test, pilot plant and commercial operation.

An ethanolamine purification unit for removing carbon dioxide and hydrogen sulfide from Firscher-Tropsch synthesis gas was installed at the Bureau of Mines synthetic liquid fuels demonstration plant at Louisiana, Mo. The unit was a surplus Radford Girbotol unit from the Missouri Ordnance Works modified for a capacity of 90,000 std. cu. ft per hour of synthesis gas at 450 p.s.i.g., operating pressure. The hydrogen sulfide loading of the feed gas was specified at 500 grains per 100 cu. Ft. The unit was designed by the Girdler Corp. and installed by the Koppers Co. Initial operations were conducted far 11 days in May 1951. Thereafter 7 additional runs were made, varying lo duration from 8 to 54 days. The last run was terminated on May 29, 1953, the total time the Plant wars in operation being 219 days.

"Neill and Gunter Limited (NGL) has prepared a preliminary design and a cost estimate for a ferric chloride leach plant to recover copper, lead, zinc, and silver from a typical complex sulphide ore. This plant design is specifically intended to treat unconcentrated ground ore (flotation feed), but can be readily adapted to treat bulk concentrates. Samples of ground ore and bulk concentrate were obtained from Heath Steele Mines, Miramichi, New Brunswick, laboratory testing, and preliminary process flow sheet preparation was carried out by the Research and Productivity Council in Fredericton, New Brunswick. Approximately thirty drawings have been produced, including process and equipment flowsheets, process piping and instrumentation drawings, and preliminary general arrangements. Preliminary capital and operating cost estimates were prepared for a plant that would treat 1000 t/d of crushed and ground ore to produce about 30 000 tpy of zinc. Capital and operating cost estimates were also projected for plants up to 4000 t/d of processed ore. Recoveries of 99% for zinc, 98% for lead, and 96% for copper were achieved in laboratory tests on unconcentrated ore. These recoveries were higher than the overall recoveries obtained from bulk concentrate, yielding approximately 10% more revenue.A 1000 tonne per day plant was determined to have a low return on investment, however, depending on the size and type of mining operations employed and the FCL plant throughput. DCF-ROI projections of 20% to over 30% were calculated for 100% equity financed “green field” mine, mill and FCL plant operations of 2000 t/d and higher"

This study compared particle size distribution and density distribution of crushed products for waste printed circuit boards (WPCBs) before and after heat treatment. The crushing process for heat-treated WPCBs is a selective crushing process; more metal is concentrated in the coarse particle range of 1.0–0.5 mm and high density range of 2.8–2.96 g/cm3. WPCBs were separated using the Falcon separator to recycle useful metals. The Box-Behnken module of Design-Expert was used to obtain optimal separation parameters, namely, rotational frequency of 25 Hz, recoil water pressure of 0.025 Mpa and feed speed of 34 ml/s. On this basis, the separation indexes for WPCBs with and without heat treatment were compared. Experimental results show that the recovery effect is better for heat-treatedWPCBs than for thosewithout heat treatment. Comparedwith the non-heattreatedWPCBs, the product grade of heat-treated WPCBs is 1.95% higher, and its recovery is improved by about 14%. Finally, characteristics ofWPCBs before and after heat treatment were analyzed on the basis of stress experiments and scanning electron microscopy (SEM), respectively. Results of mechanical characterization indicate that the stress experiment for non-heat-treated WPCBs has a maximumpressure load of 212 N and displacement of 20mm, but heat-treatedWPCBs only need 140 N stress and 14 mm displacement. SEM shows that copper foil and fiberglass cloth are deformed in different directions and sizes after heat treatment to form gaps, which promote liberation of copper foil and fiberglass cloth.

Experiments were made in a semicontinuous unit to provide engineering data for designing experimental continuous systems . These systems would be used to study the hydrogasification of hvab coal and char (from lowtemperature carbonization ) to high - Btu gas . In experiments at 800 ° C and with a coal residence time of several seconds , yields of hydrocarbon gases increased from about 2,000 scf / ton of maf coal at 250 psig to 7,000 scf at 1,000 psig . With 15 minutes residence time , yields increased from 8,000 scf/ton of maf coal at 250 psig to 17,500 cubic feet at 1,000 psig . In all cases , small quantities of heavy oils were produced along with the gaseous hydrocarbons . Production of oils could be minimized with a corresponding increase in gaseous hydrocarbons by increasing the retention time of the volatiles within the hot zone . Yields of gaseous hydrocarbons from char were slightly greater than from coal under similar conditions . Although the hydrogasification reaction is very pressure dependent , substantial quantities of coal (40 to 60 percent ) could be reacted to gaseous hydrocarbons at pressures as low as 50 psig provided reaction temperatures were increased to 1,200 ° C. It was also demonstrated that a hvab coal could be hydrogasified continuously without incurring agglomeration . This was achieved by dispersing coal in a relatively large reactor with concurrent flow of hydrogen . At 1,000 psig and 800 ° C , it was possible to react about 35 percent of the coal and to produce a gas containing up to 52 percent methane .
