The profeseional career of Thomas Septimus Austin, who died at El Paso, Tex., Aug. 23, 1906, was contemporaneous with the growth of the silver-lead smelting-industry of the Far West, to which his talents and zeal contributed in no small degree. Born at Stratford, Conn., Dec. 7, 1853, he was the seventh son in a family of thirteen. His parents were well-to-do; and he received a thorough preliminary training at the Hopkins Grammar School, New Haven, Colin., passing thence to the Columbia School of Mines, in New York, where he was graduated in 1876. His first professional work was that of analytical chemist with a Cuban sugar company. In this position he spent a year, and, whatever else of benefit he may have acquired during that year in Cuba, he gained a facility of speech in the Spanish language which was of inestimable value in his subsequent work in Mexico and the southwestern United States. In 1877, he went to the Rocky Mountains, and, under the firm name of Murphy & Austin, opened an assay-ofice in Lead-ville, Colo., which was just then coming into public notice as a rich silver-lead camp. The next year, however, he entered the service of the Germania Smelting & Refining Co. at Salt Lake City, Utah, where he remained until 1882, first as assayer and chemist, and later as Assistant Superintendent. The Germa-nia bears the honorable distinction of being one of the first of the large " custom" lead-smelters erected in the West. Its founders may be called the pioneers of the modern lead-smeltr ing practice, and the Germania served, to a large extent, as a model for the many plants that sprang into existence during the next few years in Utah, southern Idaho, Colorado and other lead-producing districts. George Edward WebbeR, a member of the Institute since 1906, died in San Francisco, May 29,1922. Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm's most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.

In the hope that a brief description of the conditions that are favorable or unfavorable to success in the practical treatment of titaniferous ores in the blast-furnace may not be without interest to the members of the Institute, the present paper is submitted. The class of ores of which I speak may be described as magnetites, with a gangue of siliceous matter, in which a portion of the silica is replaced by titanic acid. Professor Dana, in his System of Mineralogy, gives a long list of representative analyses of titanic iron ore in which the percentage of titanic acid varies from 59 down to 34. If the percentage is below the latter figure, the ore is no longer recognized as a "titanic ore;" although, according to my experience, titanic acid is present, in small quantities, in almost all ores. In the methods followed in ordinary analysis it is usually included with the "insoluble matter," unless special search is made for it. In the ores usually regarded as "titanic "the proportion of titanic acid frequently assumes quasi definite percentages, such as from 4 to 5, 8 to 9,12 to 13, and so on, in an ascending scale to those higher percentages that do not at present concern us. The proportions quoted characterize large masses of ore that are now accessible to market and are lying idle only on account of the titanic stigma. My experience with titanic acid in the furnace began in England, fourteen years ago, with my being employed as chemist by the manager of the Norwegian Titanic Iron Company, which was at that time smelting, without mixture, ilmenite from Norway in a furnace 16' X 50'. The process, regarded as a process, was a perfect success; but the enormous quantity of fuel required, the small quantity of iron in the ore, and the cost and uncertainty of importation militated seriously against its commercial success, and a few years saw the attempt abandoned. Although every mill-man of even limited experience in the amalgamation of gold-ores is probably aware that copper plates will in time become coated by the accumulation of gold-amalgam, it may be that many do not know to what extent this accumulation occurs in the treatment of ores dissimilar to those with which they are familiar, and under conditions foreign to those with which they have to contend in any given locality. The writer, therefore, feels relieved from the necessity of offering an apology for dealing with such an elementary subject, believing that certain facts in reference thereto, which have recently come under his personal observation, will be interesting to many, and possibly instructive to some persons engaged in the amalgamation of gold-ores. The facts hereinafter stated were observed in the 50-stamp "combination"-mill, owned by the Montana Mining Company, Limited, of England, operating the Drum Lummon mine, situated at Marysville, Montana. The material treated in this mill consists of quartz and ores of somewhat variable character, containing gold and silver in native form, as well as in chemical union with the sulphides of iron and copper. There is also present a little lead, some arsenic and antimony, and a little zinc. The last fair minerals, however, are of irregular occurrence, and but sparingly distributed throughout the ore, and yield only a trace in the analysis of the average material in this mill. The free gold, which is in a condition of fine division, and rarely visible to the naked eye, carries silver as an alloy; and the native silver, which is only occasionally observed, is present in the richer ores in wireand in leaf-form. Of the two precious metals, the ore worked during the past three years and ten months, the period under review, contained about 1/2-ounce of gold, and from 7 to 12 ounces of silver, per ton of 2000 pounds.

The Gulf Coast area of Texas and Louisiana produced a total of 47,070,650 bbl. of oil during 1928, a decrease of 7,401,173 bbl. from the previous year. Of this amount Texas produced 39,353,950 bbl., or a decrease of 9,689,296 bbl. from the 1927 output. The Louisiana Gulf Coast produced 7,716,700 bbl., which is an increase of 2,288,123 bbl. over 1927. The decrease in the Texas Coastal area is due principally to the decline at Spindletop. Production at the beginning of the year in this field averaged 53,400 bbl. daily. At the end it had declined to 35,850 bbl. The increase in Louisiana was due to development in new fields at Kelso Bayou (East Hackberry), Sulphur, Sweet Lake, Bayou Boullion and Sorrento. This production was maintained by the drilling of 984 wells. Of this number 736 were located in Texas and 248 in Louisiana. Of the 984 wells drilled, 571 were reported as producers. Distribution of the various completions is listed in the accompanying tables compiled by Oil Weekly. New Developments New developments of particular importance in Texas were the finding of a 5000-bbl. well in formations of Cook Mountain age in the Clay Creek field located in northern Washington County by the Sun Oil Co. ; the discovery of oil at Dewalt in Fort Bend County by the Humble Oil & Refining Co.; the development of commercial production at Raccoon Bend in Austin County by the same company; and the finding of oil in formations of Oligocene age in the Refugio gas field of Refugio County. The most important development in Louisiana was the finding of oil at Sorrento, east of the Mississippi River, by the Gulf Production Co. The importance connected with these finds is not so great in that they opened up new fields, but in the new territories which they open as possibly productive of oil. Eastern Louisiana has been looked upon with considerable doubt on account of the theory which has prevailed among most geologists that the nature of the formations was not such as to produce oil. In a former paper laid before the Institute, entitled Lead and Silver Smelting in Chicago, I endeavored to give a description of the manner in which argentiferous lead ores from the far West were treated in that city, and also described the method employed in the desilverization of the silver-lead produced from the ores. It will perhaps be remembered, that very siliceous ores, principally from the Emma mine, Utah, containing over 40 per cent. of silicic acid, were then being treated at the works of the Chicago Silver Smelting and Refining Company in the reverberatory furnace, with the use of metallic iron, in the form of borings, as a precipitating medium for the lead ; and that the extraction of the silver from the resulting bullion was effected by the Balbach process. The Swansea Works, also the works at Brighton, just outside of this city, and those of S. P. Lunt, were at that time treating ore of a similar character by the same method. The inadequacy of the process for the ores then under treatment was, in a manner, pointed out by me in the paper above referred to. Since the time of its writing, many and important improvements have been made in the metallurgical treatment of western ores in Chicago. Most ores are now roasted previous to reduction, and the latter operation is conducted in the shaftfurnace instead of the reverberatory. Such is the fact at least at the Swansea Works, the largest in the city, and here it was where the first steps were taken in this direction. In selecting these works as the subject of this paper, I am in hopes that the description given of the varions metallurgical operations, as they are there now conducted, will serve to give an idea of the improvements introduced

INTRODUCTION The Cyprus Pima Mine is located 20 miles southwest of Tucson, Arizona and about fifty miles north of the Mexican border. The Cyprus Pima orebody was discovered in 1950. Feasibility studies were begun in 1952 employing underground development. Economic studies showed open pit operations to be feasible and stripping of overburden was begun in late 1955. The first ore was reached in October of 1956. A 3,000 tpd (tons per day) concentrator was completed and began operation January 1, 1957. From these beginnings, Cyprus Pima Mining Company has expanded into a plant processing approximately 54,000 to 56,000 tpd. Four expansions were required to bring the plant up to its present capacity. Each expansion incorporated what had been learned in previous operation of the plant. The first expansion was completed in August of 1963 doubling design capacity to 6,000 tpd. In reality, because of softer than average ore, capacity was closer to 8,000 tpd. Expansion I1 was completed in July 1966 bringing design capacity to 18,000 tpd. Expansion I11 followed immediately. Completed in the summer of 1967, this expansion increased the design capacity to 30,000 tpd. The actual dry tonnage of this portion of the operation in 1974 averaged 38,400 tpd, again, primarily as the result of treating softer than average ore. The latest expansion (Expansion IV), completed in December 1971 and utilizing a semi-autogenous grinding circuit, is located in a separate building (Mill 11) approximately 200 yards southeast of the original mill (Mill I). Expansion IV was designed for 14,000 tpd, but after circuit modifications, averaged 16,500 tpd in 1974.

THE knowledge of the existence of petroleum in Southern California dates back to the days of the missions. The presence of asphaltum and semisolid bitumen was reported at Santa Barbara in 1792, but no serious attempt was made to develop oil until Professor Silliman's optimistic report in 1865 started California's first oil boom. Wells were drilled in many counties of the State, but the equipment was unsuitable and the drilling difficult and no production was obtained except in Ventura County. Even there the production was of little importance commercially, and not until the early '80s did it become sufficient to again attract attention. In 1888 the production for the State had reached a total of about 700,000 bbl. per year, practically all light oil produced in Ventura County, Pico Canyon, Los Angeles County and in the Puente Hills. The production of petroleum attained the dignity of an industry in 1895 when the Los Angeles City and Coalinga fields were discovered. The subsequent development has been remarkable, and in 20 years the production has increased from 1,000,000 to 100,000,000 bbl. per year. The refining industry has kept pace with the production of oil. The Pacific Coast Oil Co., the predecessor of the Standard Oil Co. of California, was the virtual pioneer refining company of the State, having built a refinery at Alameda about 1880. When purchased by the Standard, about 1902, it was dismantled and the refinery at Point Richmond was built. The Richmond refinery is now one of the largest in the world, having a capacity in excess of 60,000 bbl. per day. A small refinery was built by the Union Oil Co. at Santa Paula in the early days of the industry and later many asphalt refineries were in operation in Southern California. The Pacific Coast Oil Co. was then, as has been its successor, the Standard Oil Co. of California, the principal refiner and marketer of light products, the most valuable of which was kerosene.

THE United States Bureau of Mines established at Bruceton, Pa., in 1909, an experimental mine, for the purpose of testing the means of preventing and limiting mine explosions. During the last ten years numerous explosions have been caused to originate in .this mine for investigative purposes and the rate of propagation of the explosion wave, the pressure developed per unit of area by the explosions, and, the general results of the explosions have been carefully recorded and. studied. Means of preventing mine explosions or of limiting them to the areas in which they originate have been developed. A great deal of valuable information has been derived from the work in this mine and much more useful and valuable information will be obtained in. the future. The writer would plead, not for the opening of experimental mines in all the important coal-producing fields in the United States, but for the opening of demonstration mines, or mines in which experiments could be made with the various details of coal mining. The United States Department of Agriculture has established, in nearly every state, stations that undertake experimental work for the benefit of the agricultural interests. In addition, small demonstration plats are set aside, in suitable locations in the farming districts, where various crops are grown under scientific direction, so that the farmers in the neighborhood can note the results obtained and profit thereby. Something like this should be done for the coal-mining industry. If experimental or demonstration mines were established, methods of working adapted to local conditions could be worked out. Owing to competition in the same markets, small capitalization, or low profits, it may be an utter impossibility for any one company to try a new method of mining. Labor conditions may prevent the trial of a new method of working. It may be impossible or inadvisable to disturb existing working conditions for fear of causing trouble among the miners through real or fancied changes in the scale of wages.

JOHN.B. HASTINGS, Los Angeles, Cal. (written discussion).-This paper reminds me that when I had an option on a Nevada mine, where the only orebodies assayed $4 gold, I went to San Francisco to learn the cost of putting broken ore in a 25-ft, vein on the mine cars, and sought Mr. Alfred Wartenweiler, who said "There is not a mine in California that can tell what it costs to move ore in the stopes." When building small mills in the mountains, and with only 30 or 40 employees, by entering in a log at night the work performed by each man, I have been able to plot the costs with the accuracy shown in this paper, and very good discipline it is. Cost of new construction and repairs is carefully kept by most companies, and is compiled after completion; probably the outlay of labor and material in pieces of work sufficiently important to call for blueprints is estimated beforehand, but numberless odd jobs of construction and repairs are so itemized. . Might it not be worth while, at a large plant, to have these smaller daily tasks described in advance in a central repair office, and then let inspectors look over the job, report time and material needed, and enter it in sufficient detail in proper ledgers, the men then being sent to accomplish it, and reporting when finished? The forecasts would soon be made quickly and correctly and would give the head mechanic, carpenter, and electrician easy supervision of their men, and the results could be seen at a glance by the managers.

In the course of an examination of some of the California hydraulic mines in November last, I visited the property of the Gold Run Ditch and Mining Company, near Dutch Flat, Placer County. This is one of the most important and extensively worked mines in the district. The gold occurs in the characteristic blue gravel, which averages 175 feet in thickness, the lower 40-60 feet being made rip of cement gravel, which resists the action of water, and can only he loosened by blasting. The specimen which I have the pleasure of laying before the members was presented to me by Mr. I. L. Gould, the intelligent superintendent of the mines, who informs me that he found it in the old river channel, about twelve feet above the bedrock. The flattened water-worn nugget of gold, about the size of a kidney-bean, is imbedded in blue cement gravel, around which quartz has crystallized. When found the projecting portion of the nugget was enveloped in quartz, the core of gravel and gold having only been discovered after breaking the lump of quartz. On the quartz there is a shell of cement. The specimen is a remarkable confirmation of the theory of the deposition of quartz from solution. DISCUSSION. Dr. T. THE increase in the production of iron has been accompanied by a growing demand for an improved quality, and more especially at the present time, in the manufacture of Bessemer steel, which is rapidly becoming an important branch of industry. This has led the makers of pig iron to a careful investigation of the composition of the materials from which their metal is produced, the inquiry being greatly assisted by a cordial alliance of science and practice. Formerly, chemical science was held in abeyance, or admitted in a hesitating experimental way ; but now it is received as a valuable auxiliary, and its decisions are accepted as final and conclusive. It is called on to assist the iron-maker in determining the quality of his stock, and to detect the presence of injurious elements in his fuel, ores, flux, or iron. The object of this paper is to submit the method now in use at the furnaces of the Kemble Coal and Iron Company in the Broad Top coal and iron region, for removing, by a process of crushing and washing, slate and other impurities from coal, designed, when coked, for furnace fuel. It is not contemplated to claim very advanced progress in this work, believing that it is susceptible of improvement, but to show that some progress has been made in a comparatively new field, and it is hoped in the right direction, since coke is probably destined to become the principal fuel in the metallurgy of iron. The Broad Top coal region occupies an isolated geographical position, standing 25 miles east from the Alleghany field. It is associated with the latter by the structure of its coal, and more closely with the Cumberland field by a similarity in the quality of coal.

"In Antioquia region of Colombia – South America most of extractive activity is developed as artisanal and small-scale level, exploiting different types of minerals resources but predominantly gold. This is not only an ancestral livelihood of hundreds of families in this region, but also their unique way of subsistence. However, that situation has not had a positive effect in the sustainable development of this territory because of several unsustainability factors mainly related to mercury use for gold extraction, the incorrect management of tailings and the informal way in which miners perform their activity. In 2010 Antioquia was the place with the highest contamination by mercury in the world with serious effects in ecosystems and health of habitants of this region (Veiga 2010) This paper presents a Socio-Technical Model focused on strengthening capabilities and social capital of artisanal and small-scale miners and its surrounding communities in Antioquia region. This is based on processes of evaluation, design and implementation of appropriate technologies to obtain “clean minerals” without using mercury and with a right management of tailings. In gold extraction it is about gravitational methods of concentration, which take advantage of high density of this element. These methods not only are cleaner but more profitable for miners. Notwithstanding its technical origins, the current model proposes a holistic framework that manages the elimination of mercury in mining not only as a technology transfer matter. Thus, more than formalization the strengthening process seeks to promote a business vision in miners and to develop productive chains in surrounding communities, this means to improve the skills of artisanal and small-scale miners to organize in a corporative way and to help surrounding communities to provide support and supply services to mining and even to other companies. Besides, the articulation with local institutions drives to reinforce their functions of control and accompaniment. In shorthand, this effort aims to empower local institutions, miners and surrounding communities in such a way they are able to face together their own development challenges in a sustainable way."

Alaska Native corporations, as representatives of the aboriginal inhabitants of Alaska, control the mineral rights to 18 million hectares of Alaska, approximately 12% of the state. These corporations were established through legislation passed by the United States Congress in 1971 designed to settle the land claims of the Native peoples of Alaska. Twelve corporations, each representative of a specific geographic and cultural region, were established and granted the mineral rights to most Native lands in their respective regions. Since that time the Native corporations have taken an active role in mineral development in the state. Generally through agreements with established mining companies, Native corporations encourage balanced exploration and development of their lands. Substantial mineral potential has been recognized on Native corporation land, which includes holdings in many historic mining districts of Alaska. Several world class deposits have been discovered on Native corporation land, including the Red Dog zinc-lead deposit, which began production in late 1989. The experience of Alaska Native corporations demonstrates that aboriginal peoples can be very positive forces in resource development.Alaska, although remotely located in the Northeast corner of the Pacific Basin, is playing an increasing role as a supplier of natural resources to the region and the world. Most of Alaska's privately held natural resources are owned by the aboriginal inhabitants of the state. These aboriginal inhabitants, now collectively referred to as Alaska Natives, have emerged in the last two decades as having a major international impact in mineral resource exploration, development, and production.

The subject article appears in the February, 1978, edition of Mining Engineering, and on page 190 carries the statement, "As most operators know, in a Water-Only cyclone, ability to adjust the vortex finder is quite important due to the sensitivity of this type of operations to variance in feed conditions and having to take them apart to make this adjustment is always a nuisance." Our experience as a manufacturer and supplier of Water Only cyclones does not agree with the above statement, and we offer the following brief discussion. Our company finds that the sensitivity of the Water-Only cyclone is a function of the fineness of the coal being washed, with the sensitivity to vortex finder length being greatest for coals coarser than 3/4-in. and virtually insensitive to raw coal finer than 1 mm. For coals finer than 1 mm, we find that we can use the shortest standard vortex finder in either our 10- or 15- in. Water Only cyclone without exception. For coals 5/8-in. x 1 mm ceramic vortex finders of fixed length have been satisfactory in all cases following an initial testing period in which the length was determined. Coals coarser that 5/8-in. are more sensitive to the vortex finder length, and two installations handling coals coarser than 1-in. continued to experiment with vortex finders of various lengths long after the initial startup period. For coals of all sizes, final adjustment of product quality has been achieved by determining the optimum size of apex orifice, which is accessible and readily changed, if necessary. Comments above assume no unusual change in the coal being washed or the required quality of clean coal.

Arthur Yates, lecturer in the mining department of the Royal School of Mines, London, died at Blackpool, on Feb. 14, 1923, at the age of 47 years. My first acquaintance with him was made in 1902, when taking over the management of the Redjang Lebong gold mines in Sumatra, of which he was the responsible metallurgical officer. For that position he was well qualified by reason of his previous experience with the Rand Central Ore Reduction Co., in South Africa, and particularly by his early training with the Cassel Gold Extracting Co., owners of the MacArthur-Forrest patents, and the first commercial company formed to work the then recently discovered cyanide process; in this connection, Mr. Yates had the advantage of working under J. S. MacArthur himself. Our association in Sumatra was maintained for six years, when I left. Mr. Yates remained and was eventually promoted to the management of the neighboring Soelit mine. During those six years and in the close association inseparable from life in an isolated mining camp, the sterling qualities which made him so good a man were unmistakable: industry and interest in his work, patience with everybody, a quiet and unassuming demeanor. On the exhaustion of the mine to which he had been promoted, he returned to England in 1913. In 1914, the Mining Department of the Imperial College was fortunate in securing his services. Hardly, however, had he settled down when the war broke out and he spent some years in the Cleveland District promoting the efforts of the Government toward greater output. Returning to college in 1919, Mr. Yates met the full flood of Service students. The qualities which made him a man amongst men in the world made him a man among students in the college; a senior student if you like. But, unsuspected, a dread disease had fastened itself upon him, making itself felt for the first time during the summer course he was conducting in the South Wales coal field, in 1922. Against its relentless onset he opposed the bravest optimism, and when at last he realized that he was going under, and was in fact dying, his pronounced regret was that he was leaving the boys. In his death, at the age of forty-seven, staff and students in the Mining Department have experienced a great loss, that of a reliable friend, and their deepest sympathy goes out to the young widow and son in their irreparable loss.
