It is generally accepted that South African coal mines have gone through the mechanization of most of its underground mines, and while there certainly were a lot of productivity improvements, the lack of visibility on these machines operating underground still leave vast areas for improvement. The average actual cutting time still remains very low, in the 30 per cent area, which leaves significant improvement possible. Currently all analysis is carried out using hand-written reports. Unfortunately this is subjective and often inaccurate because of human interpretation. In addition in order to avoid costly component failure, a monitoring system is required to warn of eminent failures and condition monitoring. The challenge faced was to supply and install a system that was ‘Open’ and could be retrofitted to existing machines in operation because of the current standard of communication links to the underground sections. In addition it was intended to use, existing ‘off the shelf’ software and hardware and adapting this for the harsh underground mining conditions wherever possible in order to reduce costs. As development occurred, as with all technology, doors opened to other opportunities such as, remote access data logging and Internet based reporting. We focused on the Voest Alpine Bergtechnik (VA) range of continuous miners, as need arose to achieve the desired cost improvements because of the strategy of service contracts the subsidiary company, Voest Alpine Mining & Tunnelling (VAMT) offer the mining industry in South Africa. This paper describes a data logging system that has been installed on various continuous miners that provides data in real time, on line, and that could be expanded to any electrically supplied underground mobile or stationary mining machine.

Through a joint development program between Bougainville Copper Ltd. and Nordberg, the MP1000 cone crusher was developed and tested during the period between 1982 and 1987. Following the successful prototype work, Bougainville Copper purchased an additional three units. A second prototype was installed at Codelco's El Teniente three-stage crushing installation in 1987. This unit has also completed its test period successfully. Three additional units have been sold, making a total of eight, to date. Two will be installed as secondary crushers in two separate large aggregate plants. The first unit installed in the United States was placed in operation at Vulcan Materials Company's plant in Manassas, Virginia in early May 1990. Another unit is being installed in Asarco's Ray Mines expansion. The Asarco installation will be a SAG MILL pebble crusher producing approximately 600 STPH of nominal 1/2" product. Application Objective The objective was to design a crusher that would fit on an existing 7' foundation with minimum modification and yet be capable of twice the production of a 7' cone crusher. In meeting this objective, the power rating was increased to 1000 HP, the maximum design crushing force was increased and the crusher was designed to operate at higher speeds than an equivalent size Symons cone crusher. The MP1000 was also designed to operate with a head throw that can be greater than the equivalent Symons design. Technology development has played a crucial role in the minerals industry throughout history. The development of new technology allows mankind to produce metals and minerals at progressively lower cost of production in real terms, and therefore at progressively lower prices, improving their availability, accessibility and utilization worldwide. However, the developers of such technology are not guaranteed to reap the benefits from this effort: There is an expectation that technology developers will gain an advantage over their competitors. Is this a short-term benefit that results from a temporary cost or efficiency improvement, or is it a sustainable longer term "edge" that prevails even after metal or mineral price has been eroded by the implementation of a major step change technology? This issue is examined by reference to several case study examples in the copper industry. BACKGROUND The development and adoption of new technology has played a crucial role in the commodity minerals industry throughout history. As new, cost-efficient technologies are commercialized, the cost of production decreases, and this enables lower grade ore to be processed profitably. This in turn increases the availability and supply of the metal or mineral of interest, and ultimately (in a free market environment where the supply- demand balance determines price) inevitably decreases the metal or mineral price. This leads to the question: Why should mining companies invest in (new) technology development if the result is a decrease in the product price? IN 1920, for the first time, the U. S. Geological Survey employed aerial photography in constructing planimetric maps. Contours were added by aerial photography and cultural details corrected. From 1925 to 1929 photogrammetric plotting machines and instruments of foreign design appeared in America for use in constructing complete topographic maps. During this period the only American technique developed was the Brock process, carried out with great success by Aero Service Corp. of Philadelphia, a pioneer in the field of photogrammetry. Between the first and second world wars the Multiplex projector, the Aerocartigraph, and the Stereoplanigraph appeared. The Multiplex projector, most popular of the three, determines three-dimensional values with very high accuracy. Many refinements have been added year by year, and it is now possible to photograph vast areas in a very short time and produce planimetric, topographic, and geologic maps of great value at very low cost per acre as compared with all methods previously known and in use. Both on the ground and in the air, however, accurate results can be produced only with highly skilled personnel and costly scientific instruments and machines. As early as 1928 the writer collected from the U. S. Army Engineers all available formulas and data on photogrammetry and personally contracted a local project of 2800 acres to be surveyed from the air. From the 10,000-ft altitude required for scale the cameras, each equipped with 4-K filters, pierced a ground haze of about 5000 ft, achieving clear, de- finable photography. The result was so gratifying, and the continuing progress in this method of surveying and mapping so great, that in the matter of economy it can hardly be surpassed. Pocahontas Land Corp., for example, constantly refers to its complete file of aero prints, covering its entire ownership in West Virginia, Virginia, and Kentucky. Photostats are enlarged or reduced from these prints to match the scale of company maps, to which various features are then added.

GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda's present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. MINING, which is at least twenty centuries old, was at first, and long, wholly a practical art. Little more than two centuries have elapsed since the inception of the idea that general education and a knowledge of natural science would be of advantage to those engaged in the mining industry. Though schools of mining began to develop in Europe early in the eighteenth century the concept of educational preparation for technical conduct of the industry was slow in winning general acceptance in the industry itself. John Hays Hammond, in his autobiography,1 recalls that when he sought employment with a mining company after he had graduated from Yale and Freiberg he had to assure its executive, before being even considered for employment, that he did not consider that he had learned anything about mining. This was as late as 1880. Existence in the industry of a prejudice against education of the academic type is perhaps an explanation why inadequate provision has been made by the mining industry for the continuing education of technical employees after they enter employment, although engineering education prior to engaging in industry has now won general acceptance. I am familiar with the existence of "loop" courses for engineering graduates in metallurgical plants, of schemes for giving mining graduates "practical experience," and of the interest in vocational courses for workmen which sprang up in the period of labor shortage during and immediately following World War I (but which quickly died when the depression of 1921 again made experienced workmen available in sufficient supply), having been chairman of a committee appointed by the Mineral Industry Education Division to make a survey of existing provisions for post-employment training for engineers in our industry. The results of that survey, reported elsewhere, clearly indicate that it is inadequate as to amount; the aim of this paper is to present evidence for belief that it is also inadequate in quality. To avoid becoming too involved, no reference will be made here to post-employment vocational training for workmen, which is a subject differing so much from post-employment education for engineers as to require separate treatment. Neither will postgraduate education for metallurgical engineers be discussed, because a distinction must then be made between training for research work and for plant operation, whereas mining engineers engage almost exclusively in operations. Since the situation in the coal-mining industry has been discussed at several recent meetings, that also will be passed over, and what follows should be taken as a discussion applying exclusively to the metal-mining industry. PROFESSIONAL DEVELOPMENT In the operations field (both in mining and metallurgy) the work to which a beginner is assigned is seldom closely related to previous academic education. Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. The industry is becoming concentrated in the hands of several large companies, mainly four large cement com-

THE area in which spodumene-bearing pegmatites occur extends from Gaffney, S. C., in a northerly direction to Lincolnton, N. C., a distance of about 16 miles. The zone averages 2 miles in width. Interest in this area was first aroused by the discovery of small amounts of cassiterite in the peg-matites and in greissen which occurs on the walls of some of the pegmatites. Attempts were made from 1880 into the 1920's to mine and concentrate cas-siterite, but there were no successful operations. In 1935 L. M. Williams became interested in the area and began prospecting by trenching and sinking several small shafts. He gradually gained control of a considerable acreage south of the city of Kings Mountain, N. C. Mr. Williams states that he produced some ore from a shaft which he shipped to the Maywood Chemical Co. in the late 1930's. In 1937 G. H. Chambers of the Foote Mineral Co. visited the area and examined several properties, but the lithium market was too small to support the necessary concentrating plant. Early in World War II the Solvay Process Co., encouraged by various federal agencies, acquired the Williams properties and leases and started a drilling program to develop reserves for spodumene mining. A study of this area was also made under T. L. Kesler by the U. S. Department of the Interior Geological Survey. Starting in 1942 a concentrating plant, water supply dams, and shops and other buildings were constructed. The Superior Stone Co., a neighboring crushed stone operator, was awarded a contract to mine and crush the pegmatite ore. Late in 1943 the plant started operations, which were continued until February 1946. A drop in demand for lithium chemicals forced it to close and remain closed for several years. In 1948 the Foote Mineral Co. became interested in assuring itself a source of lithium ore on the North American continent, to be used in the production of lithium ore chemicals, and inspected properties in Canada, South Dakota, and North Carolina. The North Carolina deposits were the most promising. In the fall of 1950 the company leased the Solvay interests with option to buy and acquired additional properties. Renovation of the mill and preparation of the quarry for mining was begun in earnest in January 1951. A new crushing plant was built and construction started in July 1951. The flotation process used was developed in the North Carolina State Minerals Research Laboratory located at Asheville, N. C. Foote is now in the process of expanding its production. The crushing plant is being revamped and much of the old milling equipment purchased from Solvay will be replaced by new. Mining equipment of suitable capacity has been received and is in use. The frontispiece is a general view of the mill. The orebodies consist of pegmatite dikes composed of fine-grained albite and quartz, with varying amounts of mica and spodumene. The latter may amount to as much as 50 pct of the rock, but the overall average is about 15 to 20 pct. Tin, columbite-tantalite, beryl, and other valuable minerals are present in varying small amounts. These dikes, which intruded into the Roan Gneiss underlying most of the Piedmont area, strike approximately N 30 E and dip about 85" to the west. The gneiss has the same strike but dips about 70" west. The dikes lie in a belt extending from Lin-colnton, N. C., to Gaffney, S. C., and passing through

Igneous rock exposures occupy only a minor portion of surface area (<18 mi2) in Arkansas, and are divided into two major groups: nepheline syenite (7 mi2) and syenite complexes (8 mi2), with various dikes and sills representing the remaining surface exposures. The syenite complexes have been the sites of major vanadium and minor titanium production during the past 50 years. Nepheline syenite exposures were important in the early production of locally used building stone; however, aggregate and roofing granules have now become the principal market for the production of nepheline syenite in Arkansas. Nepheline syenite intruded into a sequence of Paleozoic sedimentary rocks in Arkansas and is exposed in two areas: in Saline County near the town of Bauxite, and in Pulaski County at Granite Mountain, just southeast of Little Rock. Although the central Arkansas region had been investigated thoroughly for bauxite by the early 1950s, the nepheline syenite resources of the region have yet to be evaluated systematically by the state. Arkansas nepheline syenite was evaluated for its ceramic uses in 1952. Some recent industry interest has revolved around its potential use as a sand-blast abrasive. The largest exposed areas of nepheline syenite, located at Granite Mountain, currently are being mined by the Minnesota Mining & Manufacturing Company (3M) and McGeorge Contracting (Granite Mountain Quarry). 3M has been in operation since 1947 and mainly produces roofing granules. A fine powder produced by 3M during crushing that is marketed under the name Donnafill? recently has seen use as filler in self-compacting confined construction and as an additive (frit) in common brick. Since the early 1960s, Granite Mountain Quarries has produced a variety of aggregates, ranging from riprap to industrial sand, and recently constructed a computerized hot-mix-asphalt production facility. Approximately 4.5 million tons and 1.2 million tons of syenite were produced from Granite Mountain and 3M, respectively, during 1979. No production values are available after this date; however, combined production from both quarries is estimated to be at least 6 million tons annually.

HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

Approximately 5000 tons of zinc ore a day was mined during 1943 in the Mascot-Jefferson City district in East Tennessee. This ore came from the Kingsport formation, a part of the Knox dolomite, of Ordovician age. The Kings-port is composed of 350 to 400 ft. of limestone and dolomite. Thin cherts, sandy layers and shales are numerous. Frequently, the limestones are altered to crystalline dolomite. The Kingsport is divisible into four main lithologic zones. These divisions are illustrated in an accompanying table, which gives detailed sections of the ore-bearing beds as found in the mines and shows the exact positions of the various ore zones within the formation. Key beds are described and the practical applications of stratigraphy in mapping, prospecting and mining are discussed. Introduction The Mascot-Jefferson City zinc district is in Knox and Jefferson Counties, in the Great Valley of East Tennessee. It extends from Mascot, I3 miles northeast of Knoxville, to Jefferson City, about 30 miles northeast of that city. The American Zinc Company of Tennessee is producing from five mines in the district, in which it has operated for more than 30 years. The only other important producer is the Universal Exploration Co. The approximate daily production of the district in 1943 was 5000 tons of sulphide ore, grading from 2.5 to 6 per cent zinc. Small amounts of oxidized ore are mined intermittently. The Knox dolomite has been described by various geologists,&apos;-&apos; but no detailed descriptions of the rock sections revealed by mining have been published. Rock units are not conspicuously different and careful study is required to distinguish them. Nevertheless, familiarity with the stratigraphy of the mineralized zones is essential to successful exploration and extraction of the ores; therefore the purpose of this paper is to give detailed stratigraphic sections as measured in the mines, to discuss their important features and to show their relationship to the stratigraphy of the district. Generalized Section Table I gives the most characteristic general features of the major stratigraphic units. The formation names given in parenthesis are locally and widely used terms, the correlations of which are not necessarily established. For this reason they are put in quotation marks and are replaced by more restricted terms. The names "Mascot" and "Kingsport" were adopted from local towns. They were chosen jointly by Josiah Bridge, of the Federal Geological Survey, and the senior author for use in their separate unpublished manuscripts describing the Knox dolomite in East Tennessee. Descriptions of the type sections may soon be published. The name "Longview" was first applied by Butts6 in Alabama.

It is almost eight years to the day when we launched the original SAMREC Code in March 2000. Since that date I think the SA minerals industry has matured beyond recognition in its approach to reserve and resource reporting, and I believe we can be justifiably proud of that progress. Many of those companies that have led the way in reporting standards are listed on our sponsors list. We thank them for their sponsorship but even more for their considerable support in all aspects of the SAMCODE organization. Matt Mullins, my co-speaker here today, has been instrumental in the revision of the SAMREC Code over a long period of time and also took up the reigns with the SAMVAL Code after the retirement of Rob Croll. I would like to formally thank Matt for his immense contribution in producing the two Codes; he can take great pride in the final product and fully deserves the many accolades that we have already received from our international counterparts. He has done all this whilst still maintaining a very demanding day job at BHPBilliton. Global practice in copper solvent extraction is reviewed, based on individual plant operating data for 2018. The survey respondents account for almost 40% of global copper cathode production by solvent extraction and electrowinning. Regional trends in operating conditions, as related to the prevailing ore mineralogy, leaching processes, and life of mine are evaluated. The adoption and expansion of this technology in the African Copperbelt and Asia are assessed, together with the associated challenges of specific orebody characteristics. Trends in feed and electrolyte compositions and flow rates, and extractant and diluent selection, together with their impact on copper recovery are reviewed. The evolution of equipment design and associated ancillary processes are discussed, and new projects identified. INTRODUCTION Continuing from similar surveys carried out in 1997, 1999, 2003, 2007, and 2013 (Robinson, Davenport, & Jenkins, 1997; Jenkins, Davenport, Kennedy, & Robinson, 1999; Robinson, Sandoval, & Cook, 2003; Robinson, Moats, Davenport, Karcas, Demetrio, & Domic, 2007; Sole, Zarate, Steeples, Tinkler, & Robinson, 2013), global operating practice in copper solvent extraction (SX) in 2018 is reviewed. Contributing operations include established sites in the USA (8), Chile (9), Peru (2), Spain (1), Mexico (2), and Australia (2), as well as newer operations in Africa (7) and Asia (3). This survey represents 2018 copper cathode production of 1.91 Mt, or about 43% of world production by solvent extraction combined with electrowinning (SX–EW). Trends in operating conditions and performance, as well as equipment design and process technology choices are analysed. The significant expansion in production in the African Copper Belt is also discussed. There are currently about 130 operations worldwide producing some 4.6 Mt copper by SX–EW; of these, about half produced more than 10 000 t/a. Figure 1 shows global copper production by country. As it has for several decades, Chile remains dominant, with 36% of global production of cathode copper. Since 2005, the Democratic Republic of Congo (DRC) has increased production year on year, and now represents 23% of the global total (International Copper Study Group, 2017; Statistica, 2018). Copper production in Asia has grown significantly in the past decade, particularly since the ramp-up of Wanbao in Myanmar. There used to be numerous small copper SX plants in China (Schlesinger, King, Sole, & Davenport, 2011), although most of these have now shut down and Chinese production is lower than it was five years ago. The most important trend, however, is the rise of Chinese-owned mining companies, particularly in Central Africa, but also around the world more generally.

The Mine.-For some years attention has been drawn to the copper deposits of the Appalachian range of mountains, and especially to those in that portion crossing the corners of Virginia, North Carolina, and Tennessee. Certain it is that in many places in this locality available deposits of copper await the miner, and one after another are being opened and worked. The parts of these three States alluded to are but sparsely settled, and communications are insufficient to meet the demand for transportation. Railroads are wanted, as the existing wagon roads are unfitted for heavy hauling; these circumstances increase very much the difficulties in the way of mining enterprises. Notwithstanding this, the success of some of the mines of this section is an established fact, and Ducktown has for some years held a high rank among the copper-producing localities of the United States. Of all these deposits, however, none is more interesting or more deserving of attention than the one now under consideration. The works of the Ore Knob Copper Company have been energetically pushed forward, since the reopening of the mine, in the spring of 1873, by Mr. J. E. Clayton, the superintendent and one of the chief owners of the property, and if one thing more than another can insure success it is the combination in this gentleman of rare business capabilities with the deepest personal interest in the pros¬perity of the undertaking. The copper vein -at Ore Knob* is a clearly defined fissure traversing the gneissic rocks of Pre-silurian age in a direction 61° east of north. * The reader is referred to a paper by Dr. T. Throughout the world, sedimentary basins are exploited for many different minerals. Frequently, the extractive methods conflict with one another. A case in point is the proximity of oil and gas operations and the mining of coal. Generally, the interference between the two industries lies in the fact that the reserves over- lie or underlie one another. Mining of coal generally is developed on a rectangular pattern in a horizontal mode while oil and gas drilling is developed on a radial pattern in a vertical mode. Coal mining has exhausted vast acreages in various basins with many of those basins being drilled for oil and gas. Those existing wells create problems by requiring the unrecoverable coal pillars to support the well bore, or to make special provisions in order to mine through an existing well. The system works ... more or less; but there are little or no provisions made for additional drilling unless the vast majority of those new wells are drilled through mined-out sections (gob) of those mines. Many states have rules and regulations governing the drilling of oil and gas wells through gob; but, some companies and some regulatory agencies or personnel have deemed such drilling as a hazard to the mining operations. This paper explores the history, technical standards, and safety aspects of drilling oil and gas wells though the gob of worked-out and active mines. It is the opinion of the author that such drilling can be conducted safely while eliminating the re- quired changes in mine projections and the loss of recoverable coal in the form of well pillars.

The Red Dog zinc-lead deposit, said to be the world&apos;s second largest, is located inside the Arctic Circle in northwestern Alaska - a location too harsh and remote for some mining companies but just right for Cominco Ltd. The complex has been in operation since November 1989 and is producing 508 kt/a (560,000 stpy) of zinc concentrate, 109 kt/a (120,000 stpy) of leadconcentrate and 45 kt/a (50,000 stpy) of an Imperial Smelter Feed, a combined zinc-lead mixture that is too small to separate. All of this concentrate production derives from a relatively modest mine production of 5.4 kt/ad (6000 stpd) extracted from a surface pit. Despite being a high-grade zinc-lead deposit, Red Dog&apos;s metallurgy is complex, requiring a very fine grind and use of column cells for flotation. The Red Dog complex is located in the DeLong Mountains. They are characterized by eight stack and folded thrust blocks that contain sedimentary and igneous rocks. The Red Dog deposit is located in the second lowest thrust and ist hosted by late Mississippian to Permian age black shale, the Ikalukrok member of the Kuna formation. The Red Dog mining complex is operated by Cominco Alaska, Inc., a wholly owned subsidiary of Cominco American, Inc, which, in turn, is owned by Cominco Ltd. In 1980, the deposit region was acquired by NANA Corp. as part of the Native American Claims Act Settlement of 1971. NANA is one of 12 such Native Corporations in Alaska. In 1982, NANA and Cominco American signed a develop¬ment agreement and formed Cominco Alaska to manage the project.

Proration in the petroleum industry has come to mean a method for curtailing the production of crude petroleum by artificial effort, and it is in this sense that the term is employed throughout this paper. Although a contrived curb on supply has been invoked at various times in the past in particular fields and to meet specific situations, it is not until the past few years that this procedure has become general and assumed a dominant role in the oil business. In the sense that we now understand it, proration had its inception in the Seminole area of Oklahoma in 1927, from which time and place the practice spread to include practically all the flush oil fields of the country, especially those of California, Kansas, Oklahoma and Texas. At present there is perhaps no phase of the oil business that commands more attention than proration, nor one that engages more time and effort on the part of executives in the business. The practice of proration, indeed, has not only become an integral part of the policy of most companies and operators, but it has also taken on the aspects of a "movement" involving two schools of thought with considerable feeling, and at times some bitterness, on both sides. In this atmosphere it is difficult to find calm, dispassionate consideration of proration, for most discussions are either vigorous exhortations by its proponents, or else sharp condemnations by its opponents; although it appears that the majority of the industry is clearly "in favor of" proration. It is hoped that this analysis will be taken as an attempt to appraise the movement as an economic force, without bias and without regard to the incidence of the conclusions upon any preconceptions that the industry may entertain. IT has always been understood, in northern West Virginia where both the Pittsburgh and Sewickley seams are mined, that pillaring or splitting in the lower Pittsburgh seam could break the interval strata and make mining in the overlying Sewickley difficult or impossible. In some instances, however, mining methods practiced in the overlying Sewickley have reversed the problem, resulting in a shifting of the intermediate layer and destroying valuable acreages of the Pittsburgh seam below. The Pittsburgh seam in this area is, on the average, 102 in. thick. About 18 in. of low-quality head coal are left for roof protection as it is mined. Immediately over the coal are two draw slates, two rider &apos;seams, and a good hard black shale, locally called black rock, which serves as a permanent roof where draw slates and riders are taken down on certain main haulroads. In most areas mined in this seam in the past the bottom has been satisfactory but soft. However, in areas now being mined by the Christopher Coal Co. in Monongalia County the bottom is very hard and unyielding. The Sewickley seam, lying 85 ft above the Pittsburgh, will average nearly 70 in. in thickness and is overlain by massive shales and sandstones. Much of the seam is mined only down to the "sheep skin," a hard band about 4 in. above the bottom, which is composed of relatively hard shale. Fig. 1 shows a typical cross-section through the Pittsburgh and Sewickley seams in the area being discussed. The thin Redstone seam is not deep-mined but is stripped in some locations where it outcrops. Most of the Sewickley seam in the Morgantown areas has been mined out from 10 to 30 years. There are at present only two large mines and five or six others of small production operating in that seam. Mining systems in the past were generally of the room and pillar type with some full pillar extraction. This seam in the Scott&apos;s Run area was operated by as many as thirty or forty different companies at one time, during an era beset with strikes, market failures, and depressions. Most of the barrier pillars along the many main haulroads were abandoned, and blocks of Sewickley coal that would be fully recovered with today&apos;s machinery were left unmined when conditions became anything less than favorable. Consequently the mined-out Sewickley is spotted throughout with solid blocks varying in size from 100x100 ft to 200x400 ft and larger. It is these unmined Sewickley blocks surrounded by worked-out portions that have caused transmissions of roof stresses to underlying Pittsburgh mining areas, see Fig. 2, resulting in untold difficulty. As the Christopher Coal Co. operates both the Pittsburgh and Sewickley seams, accurate maps of workings in both seams are readily available and are regularly consulted. The first Pittsburgh squeeze attributed to overlying Sewickley blocks occurred in the Arkwright mine, where a shuttle car crew was developing a section consisting of seven panel headings. These entries were being driven in solid coal 3400 ft from the nearest worked-out Pittsburgh area. As mining advanced it was noticed that certain ribs began to slough and certain areas to show signs
