Accidents in open pit mining have a high cost in lost time of person- nel, damage to equipment and installations, and lost production. The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Newer management approaches are proving effective in reducing the Total Cost of Risk through a strucured Occupational Health and Safety Programme exhibiting the following features: ò Formal Company Policy ò Accountability for OH&S performance clearly designated to each level of management and supervision ò Effective utilisation of a Mine Occupational Health and Safety Co- Ordinator and a Mine Occupational Health and Safety Adviser ò Development of realistic OH&S Objectives ò Training of Management, Supervision and Workforce in Occupa- tional Health and Safety ò Development and adoption of Safe Work Practices and Procedures ò Effective employee selection procedures, control of Contractors ò Monitoring of the health of the workforce ò Collection, recording and distributing information on all Mine inci- dents, accidents, injuries and damage ò Ensuring that the Mine environment is healthy and safe ò Effective Emergency Procedures to deal with injury, fire, rescue and other situations of risk ò Controlling those Mine hazards which cannot be removed ò Adopting a high standard of Occupational Rehabilitation ò On-going visible Management participation in the programme to ensure that momentum is developed and maintained. This approach requires that Occupational Health and Safety be given equal status with product quality, maintenance of plant and output per- formance; its implementation is rewarded with improved morale and major cost reductions.

The following outline has been prepared by request with the help of leading professors, business men, and social workers. It is arranged to cover 64 or preferably 96 class periods-four to eight month's work at the rate of two or three periods a week. More time would be desirable, but less time would be better than nothing. Certain topics must be omitted, especially if the assigned number of periods are lessened, where time is lacking. Many subjects are suggested in order to permit of choice and adaptation to local conditions; this is merely a suggestive outline. The course should be supplemented y engineering trips to study certain industrial conditions and the betterment work of selected companies-and social agencies. It should also be accompanied by brief surveys and practical service by students along the lines indicated. Reports and essays should be written. This is not a regular course in sociology and economics. It is a course in "human engineering" and should probably be directed by an engineering professor of large practical experience. Other members of the faculty, sociologists, economists, selected engineers, employers, labor leaders or others may be requested to lead certain periods, as desired. Care has been taken to avoid biased judgment in selection of topics and references.* * The authors of this outline have compiled an exhaustive list of references to books and periodicals relating to each group of topics. IN OPENING the symposium under the auspices of the Petroleum and Gas Committee of the American Institute of Mining and Metallurgical Engineers, I wish to call to your attention the following, among other subjects, which it is hoped may receive proper attention: 1. The recording of as accurate an appraisal of the oil possibilities of the various countries as is possible, with information as to the immediate availability of their supply. 2. The development of further support for the move-ment to bring about active cooperation among Ameri-can oil companies in their foreign exploration and development work. 3. The furtherance of the efforts of the industry in securing governmental assistance in foreign oil develop-ment: (a) along the lines of a modification of our domestic oil policy, so that we can go to foreign coun-tries and consistently ask fair treatment as to royalties and bonuses; (b) by a closer cooperation between the State and Commerce Departments and the oil industry. 4. The calling of attention to the unjustifiably drastic action of the price-fixing group of the oil industry during the last year or so, with the hope that it will use gentler methods in the future. None of these subjects are new, and some of them have been discussed before various organizations for years. Our justification for again bringing them forward is the hope that by everlastingly harping on them the industry, the Government, and the people who shape the destinies of this country may some time, some how, realize their importance and take effective constructive action.

Introduction. WALTER RENTON INGALLS recently gave a very interesting talk before the student mining society of the Massachusetts Institute of Technology. In it he showed the present status of mining as he sees it. In the talk he explained that, while discoveries of great mining districts are still possible, they are being made less and less often; that the great mining companies, although there are large numbers of mines offered for sale, are finding it less and less possible to find new mines that are up to the standard of richness that they wish for purchase. The natural conclusion is that better, cheaper, and more efficient methods of mining, concentrating, and smelting are needed if the lower-grade mines are to be worked at a profit. This is true also if the high-grade mines are to yield their greatest profit. This paper deals only with the concentrating or ore-dressing problem, and gives some thoughts which point towards greater profit. In a paper on The Development of Hindered-Settling Apparatus the writer showed that there were two main lines of work that would lead to greater saving, lower tailing assay, and, therefore, greater profit. The first is the recrushing of middling or tailing products for the saving of the contained values. This is well understood and largely carried out in existing mills. The second is the saving of fine free mineral at the first opportunity. This is a matter less well understood in the mills, and to dwell upon this the present paper is written.

Drill-hole contamination has been a problem for many years. Contamination of rotary drilling has been well documented. More recently contamination in wet reverse circulation drilling has been noted by Echo Bay and others at the 1991 AIME annual meeting. Mine Development Associates (MDA) has worked on a number of projects at which contamination of drill-hole samples has occurred. Properties are commonly acquired with drilling accomplished by other companies and at times the only records of the drilling program are the drill-hole logs and assays themselves. Identification of contaminated zones is sometimes difficult to determine. Most geologists and engineers in the industry are aware of the magnitude of the problem, as contamination is a relatively common problem with wet reverse circulation drilling. MDA has developed a computer program to help determine if contamination has occurred when using reverse circulation drilling, based on cumulative distribution curves and by a process we call decay analysis. Most deposits are not homogeneous throughout the deposit, but exhibit a characteristic drop-off or decay of assay values around higher-grade drill-hole intercepts. Using graphs of this characteristic decay and cumulative frequency distribution, we can use the program to help determine contamination in several ways. This paper will discuss the use of decay analysis at three gold deposits where contamination is known to have occurred. In one of the deposits decay analysis was used, successfully to determine if contamination had occurred, while in the other two the decay analysis was used to verify our decay analysis procedure.

AN extended program devoted to the development of a matrix for holding diamonds of a size and. kind not heretofore generally used is being carried on by the Carboloy Company, and this paper describes the part of the development that affects mining and its allied industries. Labora-tory and field work so far has indicated the following: 1. Tungsten carbide and cobalt form the most desirable known matrix material for the holding of diamonds for drilling work. 2. Industrial bort diamonds in sizes and of a class not generally heretofore acceptable and therefore less expensive can be successfully held in this cemented carbide matrix. 3. In exploratory drilling, the combination of bort diamonds, impreg-nated throughout a matrix of tungsten carbide and cobalt, when fabri-cated onto drilling crowns, is an indicated economic substitute for drilling crowns in which the diamonds are set by hand, mechanically or by casting. 4. This impregnated type of drilling crown or bit has definite possi-bilites of revolutionizing the drilling of blast holes, particularly in the harder formations. This will be brought about by the development of high-speed light-weight rotary equipment using an impregnated diamond bit to replace the percussion drill now in general use. (The development of this rotary equipment is well past the laboratory stage at this time.) 5. That the use of a rotary bit is a preventive measure in the fight against silicosis. The development of this product was started by G. F. Taylor at the Research Laboratories of the General Electric Co. It was early recog-nized that it had possibilities in the drilling field and the present product is the result of considerable experimental work with other powdered metals as well as with tungsten carbide and cobalt.

Analyze variably saturated flow in mining and other environmentally sensitive settings through the use of personal computer (PC) based software. The Problem There is an increasing need for mining companies to quantify water contaminants and their migration in the unsaturated zone. New and innovative computer models are therefore necessary to more accurately assess the potential impact of mining activities on groundwater resources and the environment. Applications for unsaturated flow modeling include (1) assessment of the impact of surface or underground extraction mining on flow conditions; (2) assessment of various hydrologic designs for resource recovery, such as in heap leaching or in situ leach mining; (3) assessment of the transport of conservative nonrcactive constituents in response to migration from spoil piles, or acid mine drainage; and (4) assessment of any combination of the above to facilitate expeditious permitting for mining operations. Since the mid 1970's there has been a proliferation of mathematical models and procedures for solving unsaturated now problems; however, few of these approaches have been integrated into software for public use. Commercially available unsaturated flow software models typically are limited to a single application and have restricted approaches. For example, computer codes that solve the unsaturated flow problem based on an analytic expression arc restricted to a simple geometric shape, homogeneous and isotropic materials, and provide only information regarding pressure and flow conditions in specified wells. The variably saturated computer codes that take advantage of the finite difference or finite element approach arc often restricted to either steady state or transient solutions; utilize one specific moisture-retention relationship and moisture-dependent permeability function; do not account for hysteresis; and are used with specific hardware such as a mainframe or work station. This restricts their use because they arc hard to interface, and arc often poorly documented, support dependent, and expensive. The mining community needs a flexible, more broadly based, variably saturated fluid flow simulator for the PC-platform to more accurately predict fluid movement in the mining environment.

Glenrock, WY is underlain by two abondoned coal mines. Subsidence events have been recorded over the years, with the frequency increasing in recent years. As part of Wyoming's Abondoned Wins Lands Program, investigations including mining history/methods/mappings, subsurface drilling and material site searches were performed. Portions of the mines less than eighty feet from the surface, were identified as probable for subsidence. Subsidence control by hydraulic backfill was selected. Design included search and injection boreholes, water supply from the mines and the slurry mixing, transport and injection system. Injection system performance and backfill success is king monitored during construction.

INTRODUCTION Landowners in Texas for many years have freely granted, reserved and leased "oil, gas and other minerals" or interests therein. In recent years we have witnessed much litigation concerning what sub- stances should be included as "other minerals" within the phrase "oil, gas and other minerals," and this question has received the attention of numerous legal scholars. At the South Texas Uranium Seminar held in Corpus Christi, Texas, in September, 1978, Mr. William R. Dodson presented a paper dealing with this very subject and entitled "Uranium - Mineral or Surface? Who Owns It?" In his paper, Mr. Dodson reported on two recent Texas Supreme Court decisions, Acker v. a, 464 S.W.2d 348 (Tex. 1971) and Reed v. Wylie, 554 S.W.2d 169 (Tex. 1977). which held that the particular substance in question in each case is not a mineral within the phrase "oil, gas and other minerals" if substantial quantities of the substance lie so near the surface that production will entail the stripping away and substantial destruction of the surface. Since that time another chapter has been written in the Texas saga of "When is a Mineral not a Mineral?" and it is the intent of this paper to present an update of the Texas law. A review of the early Texas cases so ably covered by Mr. Dodson in his paper will not be repeated, except as is necessary to illustrate the evolution of the legal doc- trine which has been so aptly named "The Surface Destruction Test". BACKGROUND In order to appreciate the genesis of the problem, one must consider that oil and gas production commenced in Texas many years ago, Spindletop came in in 1901. As oil and gas became more valuable, land- owners with considerable frequency sold interest in the oil, gas and mineral estates in their lands, and reserved interest in the oil, gas and mineral estates in their lands when they disposed of their property. Due to the oil and gas background, and perhaps be- cause oil and gas was paramount in the minds of the parties, the traditional language employed in these grants and reservations was "oil, gas and other minerals" or variations thereof. There are literally hundreds of instruments employing this language constituting a link in the chains of title to thous- ands of acres of Texas land. In addition, there are thousands of acres of Texas land held by oil, gas and mineral leases, the primary terms of which have been perpetuated by production, containing similar language in their granting clauses. The severance of the mineral estate from the surface estate results in two separate and distinct estates, each having all of the incidents and attributes of an estate in land. with the surface estate being the serviant estate, and the mineral estate being the dominant estate and having certain easements in the surface estate to explore. produce and remove the minerals. Harris v. Currie. 176 S.W.2d 302, 305 (Tex. 1943). As observed by the court in the Harris case, this is because a grant or reservation of minerals would be wholly worthless if the grantee or reservor co~lld rwt enter upon the land in order to explore for and extract the minerals granted or reserved. Although the Texas law has recognized that an oil and gas lessee has the right to use so much of the surface as is reasonably necessary to produce the minerals. Warren Petroleum Corporation v. Monzingo, 304 S.W.2d 362, 363 (Tex. 1957), recent decisions of the Court have qualified this doctrine. In Getty Oil Company v. Jones. 470 S.W.2d 618 (Tex. 1971). Getty's pumpine, units were interfering with ones self-propelled sprinkler system utilized for irrigating the premises, and Jones sought to require Getty to install the-pumping units in cellars so that the sprinkler system could pass over them. In an effort to accommodate both the surface estate and the mineral estate, the court held (page 622) "...where there is an existing use by the surface owner which would otherwise be precluded or impaired, and where under the established practices in the industry there are alternatives available to the lessee whereby the minerals can be recovered, the rules of reasonable usage of the surface may require the adoption of an alternative by the lessee". Bearing in mind that the "reasonable use doctrine" grew up in the oil and gas industry involving sub- stances which can be produced by methods that do not destroy or deplete the surface estate, the question presented is whether the Texas courts will extend this doctrine to situations where claimants of "other minerals" seek to produce shallow deposits of iron ore, coal, lignite and uranium by surface mining methods which do destroy or deplete the surface estate? The surface destruction test has answered this question in the negative, at least as to iron. coal and lignite. However, the multitude of mineral estates in Texas which have been created by a grant. reservation or lease of "oil, gas and other minerals" will, doubtlessly, continue to fuel the fires of litigation. ABSTRACT RECENT discovery at Mount Isa of copper mineralization in commercial amount at a depth of 1000 ft., coinciding with downward termination of ore at about the same depth within the larger silver-lead-zinc lenses that have been the standby of Mount Isa's production to date, has been cited as an example in support of mineral zoning. A previous paper by the author and Graham Hall1 furnished a detailed description of the geology of the ore at Mount Isa as exposed up to that time, but necessarily dealt mainly with the silver-lead-zinc mineralization. Most of the geologic facts that constitute the first half of the present paper were set forth in the previous one in much greater detail, with full supporting evidence for the facts cited. The large amount of underground development (approximately 20 miles) and the extensive exploration carried out by diamond drilling (100,000 ft.) at Mount Isa, added to extensive microscope work conducted over a period of years, both by the company's staff and by others, had made possible the calculation within fairly close limits of mineralogical composition of the principal mineralized block of ground down to 1000-ft. depth, and had established closely the mineral succession, with reasons for deposition of the various minerals in the patterns now occupied by them. The geologic facts as outlined in the previous paper remain as stated; but because substantial development within the new copper ore body and further exploratory diamond drilling within the new silver-lead-zinc area (Race-course) have taken place since that paper was written, statements and figures relating to those two areas in the present paper supersede those furnished in the previous one. The recent work likewise has established more clearly the paragenetic relationship between the chalcopyrite and galena. Evidence confirming the relationship is furnished in the present paper. The anomalous condition at Mount Isa, both as to the unorthodox mineral succession and the largely unorthodox pattern of mineral distribution, is explained in the present paper,

Four coals were treated in the Humphreys spiral concentrator, and the products were examined by float-and-sink and screen-sizing tests to determine fundamental performance characteristics. The efficiency of the separation between coal and impurity was shown to be influenced greatly by particle size. FOUR coals exhibiting different washability characteristics were washed in the Humphreys spiral concentrator and the products examined by float-and-sink and screen-sizing tests to determine the mechanics of the separation between coal and impurity. With one coal, each 1/2-in. increment of the full width of the stream in the spiral was examined separately to determine where each size and specific-gravity fraction of the feed was stratified. The basic performance characteristics of the spiral were found to be the same for all of these coals. The coarsest fraction of heavy impurity stratified so far out in the stream that it could not be removed through the refuse ports and thus either entered a middling product or contaminated the washed coal in the case of a two-product separation. Impurity particles finer than about 100-mesh also were carried out in the main body of the stream and therefore were not removed in the refuse product. Little loss of clean coal in the refuse occurred in sizes coarser than 28-mesh or finer than 100-mesh, but considerable coal of intermediate size stratified in the stream that was drawn off through the refuse ports. Because of this modifying influence of particle size, the spiral is unable to make an efficient two-product separation between coal and impurity without some retreatment. Recirculation of a middling product through the same spiral as a means of obtaining more efficient operation was not attempted in this investigation. The size and specific-gravity composition of the middling product are, however, such as to render it amenable to simple hydraulic classification for recovery of coal. Retreatment of a middling product would improve the efficiency of the spiral, but even when making a substantial amount of middling, considerable clean coal enters the refuse product. Consequently, retreatment of a combined refuse-middling product would appear to offer greater promise for providing maximum efficiency. Because of the sizing characteristics of the spiral, a classified feed can be treated with higher efficiency than is possible on a natural raw coal. For this reason, semiclassified feeds, such as silt-bank or classifier-underflow materials, can doubtless be treated with higher efficiencies than those shown for raw coals in this report. Performance is, of course, only one of many factors that enter into the choice of cleaning equipment. The fact that the one company now using the spiral for cleaning coal has built a second spiral plant is ample evidence that the inherently low efficiency of this unit may be overshadowed by the low operating costs afforded by its extreme simplicity. Introduction A number of factors enter into the selection of coal-cleaning equipment, and most of them bear directly on the final cost of prepared coal. One of these factors is performance of the cleaning unit in terms of the efficiency of the separation it effects between clean coal and refuse. The importance of performance in the selection of a coal-cleaning unit varies with the difficulty of the cleaning problem. Obviously, if the character of the coal is such that only certain types of cleaning units are capable of yielding a clean product meeting market requirements, performance is of prime importance. If, on the other hand, the cleaning problem is so simple that any type of cleaner will provide coal of suitable quality, performance is important only insofar as it affects costs by determining the amount of salable coal lost in the washery refuse. A comparison is made between the amount of interstitial water found by analysis in cores and that estimated from the resistivity curve of the electric log for the corresponding strata of producing reservoirs. It is shown that while the determined and the estimated water saturations are in good agreement in some cases, this agreement may be due to a fortuitous compensation of errors. Estimates of water saturations made from the electric 1og by use of existing relations should, therefore, be employed with caution. Also presented are data on the variation of salinity of interstitial waters in reservoir sands, and on the effect of variation of salinity and porosity on the validity of estimates of water content made from the electric log. INTRODUCTION Throughout the history of electric logging there have been recurrent cycles of optimism and pessimism as to the value of the electric log in the quantitative estimation of reservoir fluid content. The very early days of electric logging were an optimistic period, in which there was widespread faith in the ability of the resistivity curve to reflect fluid content, and in the ability of the potential curve to indicate textural characteristics. In time the accumulation of exceptions to this idealistic behavior brought about a general disillusionment, and caused the more pessimistic of those dealing with electric logs to believe that the sole importance of the log lay in stratigraphic correlation. Within the last several years optimism as to the quantitative use of the electric log has been revived, primarily as the result of the stimulating work of C. E. Archie' on the estimation of interstitial water in sands from resistivity data. Even though the general trend of thought on the quantitative value of the electric log reflects optimism, it is inevitable that there are some widely divergent opinions of the validity of quantitative estimates based on the electric log. A valid method of estimation of fluid content by means of the electric log and a general knowledge of the textural character of the reservoir rock would be of signal importance, not only in that it would save time and money in securing information on reservoirs now being drilled, but also because it would permit the evaluation of reserves in many fields drilled without adequate core data subsequent to the advent of electric logging. Because of this importance, Humble's Production Research Division, in cooperation with various other company divisions, initiated several years ago series of tests designed to evaluate the reliability of estimates of fluid content made from the electric log. The investigation was limited at the outset to sand reservoirs, since it was felt that the inclusion of limestone reservoirs would entail needless complications. In devising these tests it was immediately apparent that the chief difficulty in evaluating the worth of any method of estimation lay in establishing the true value of fluid content. The results of direct analyses of cores cut with ordinary mud were not sufficient, because of the probability of contamination of the fluids by filtrate from the drilling mud; the results of restored state tests on cores were deemed unsuitable because these results can hardly be said to furnish a primary standard. The method adopted was the direct analysis of cores cut with an oil-base drilling fluid. Such cores, when properly handled, are believed to afford the most precise determination of water content available at the present, and, in addition, lend themselves readily to the determination of various other properties which are pertinent to the estimation of fluid content from the electric log. Since it was desired to compare the fluid contents estimated from the electric log run in ordinary mud with cores cut in the same hole, the use of oil-base fluid necessitated the changing over, after all cores were cut, to a conventional mud. This procedure presented several advantages, one of which was that the use of oil-base fluid permitted

I met Austin Taylor in Vancouver on my way home from my first Pioneer examination. He asked me to examine the unsuccessful old Lorne mine, adjoining and west of the Pioneer. I had no idea that this meeting would lead to one of the outstanding successes and pleasant associations of my career. I knew nothing of Taylor, except that Gen. McRae and associates said that he had been engaged in lumbering and was interested in an oil and gasoline marketing company called Home Oil. But even if the Lorne examination would be only a small one, in the depths of the Depression in 1931, I was glad to have a chance to look at another gold property, so I agreed to visit the Lorne early in August. The start of the trip was not auspicious. I had been working hard on an unproductive study, and was greatly worried by my father's hopeless illness with tuberculosis. To get a little rest on my way north I had arranged to go from Seattle to Vancouver on the night boat that connected with my train. To my surprise, Bill Boultbee, an associate of Taylor, met me at the train in Seattle at 9:30. He said he would drive me to Vancouver, arriving at one In the morning. I was so tired that I begged off and let him take the drive alone Boultbee was most understanding and friendly, but I knew how I would have felt if I had been kind enough to take the long drive to help a stranger and then had been forced to make the return midnight drive alone. I was lucky they did not call off the examination at once. I got a good sleep on the Vancouver boat and Austin Taylor met me at the Hotel Vancouver for breakfast. After a brief talk he took me to the small steamer that made the 4-hr sail up Howe Sound to the village of Squamish. This was the end of the Province-owned Pacific Great Eastern Railway that was eventually to be a shortcut from Vancouver to the Canadian National main line at Prince George. Because

INTRODUCTION The art of placer gold mine evaluation and mining has had an interesting evolution beginning in earliest times. DE RE METALLICA (c.1556), documents the use of rockers, circular sieves(jigs) and riff lest for classifying, concentrating and recovering placer gold, respectively. During the late 1800's in the heat of the international gold rush, a bucket ladder mining dredge containing its own processing plant was developed that enabled digging of placers to bedrock that were inaccessible to the hand miner. The power driven churn drill was developed at about the same tie that facilitated more rapid and larger scale sampling of placers to bedrock. The mineral jig was applied in the early part of the 1900,s to begin the replacement of riffles on placer dredges. Mining dredges proliferated in California and New Zealand to mine the deeper placers and spread throughout the world. The companies that were leaders in dredge mining technology conducted experimental work that advanced the state of the art by processing of gravels with jigs and amalgam systems to recover gold on board dredges in a continuous process. This paper will synthesize the technology of placer gold exploration, mine development and operation into guidelines for evaluation and development of small-scale prospects. Prospect Reconnaissance The location of a prospect usual1 y results from some physical evidence of the presence of gold and/or past mining activity. Any earlier activity that may have produced gold from the prospect, should be investigated before making the trip. The initial reconnaissance should attempt to verify a near-surface presence and then make observations concerning the geomorphic characteristics that relate to placer gold accumulation. Estimates of the probable depth, breadth and length of mineable gravels can be made from the surf ace by the experienced placer mining engineer. With this information, he can speculate on whether there is a viable prospect to be pursued. The placer mining engineer should be experienced in panning samples found in shallow diggings or from existing pits. This will give him immediate indications of gold presence without fear of "salting" by an over-ambitious promoter of the project. The same capability of panning is important during the other sampling phases. A thorough knowledge of logging and calculating the results is essential to proper evaluation of the deposit' s tenor. Evaluation Methods Depending upon the character of the prospect such as river, benches, terraces, jungle, the type of equipment to conduct sampling of the deposit must be determined. In most cases, the drill has replaced bulk sampling. The churn drill has had the greatest amount of accumulated experience but is slow. The reverse circulation drill (RC), is limited by its lack of verification in subsequent mining in order to prove its reliability. However, in the hands of knowledgeable placer mining engineers experienced with its use and calibration, it may be used. The RC Hammer drill (such as the Becker), can be as much as ten times faster than the churn drill and compress the time necessary to prove a prospect, or, to disprove it. All costs in balance, it is often cost effective over the churn drill.

Near Miami in the Globe-Miami district the Amico Mining Corp. drilled four holes by combined churn and rotary drilling methods, the total amounting to 13,879 ft, of which 2256 ft were drilled with a portable rotary rig. In the same district, besides doing a large amount of shallow prospect drilling, the Miami Copper Co. drilled two holes of 2560 and 3787 ft, respectively, which were completed by churn drilling methods. The rocks encountered in drilling at San Manuel and Tiger are described by Steele and Rubly in their paper on the San Manuel Prospect' and by Chapman in a report on the San Manuel Copper Deposit.' The rocks are well-consolidated Gila conglomerate, quartz monzonite, and monzonite porphyry. In some places these formations stand very well while being drilled, and three holes were drilled without casing, the deepest of which was 2200 ft. In other holes faulted and fractured ground made drilling difficult. The eastern section of the Park City district is drained to an elevation of 6300 ft, by means of the Ontario drain tunnel owned and maintained by Park Utah Consolidated Mines Co. This elevation represents a depth of 920 ft, in Park City Consolidated Mines Company's property. When development below the 900-ft. level was commenced, sinking was attempted through an incline winze in the fissure. The intensely fractured quartzite forming the walls of the vein could not be held after water was encountered, so it was decided that further sinking should be done in a vertical winze far enough in the foot-wall to be in the more solid quartzite outside the fractured zone containing the vein. Progress was good until a depth of 200 ft. below water table was reached, where the flow of water became serious. Sinking progressed 300 ft., to the 1200-ft. level, and there approximately 750 gal. of water per minute was being pumped. The last 20 ft. of sinking cost more than $200 per foot direct charges, whereas the over-all cost for the 300 ft. was $100 per foot. This high last cost was caused by excessive lost time in pumping. Crosscutting to the vein disclosed the fact that the 1050-ft. level had been developed only after drainage had been effected from the 1200-ft. level, but that the 1200-ft. level could not be opened because of the great amount of water encountered when the fractured zone was intersected. The ground in the fractured zone is so finely crushed that it precludes any possibility of economic support when it is wet. Furthermore, mining costs were found to be prohibitive after caving of vein walls had taken place as a result of an attempt to drive drifts before complete drainage had been effected. More than 3000 gal. per minute was pumped from the 1200-ft. level and the water table remained 75 ft. above this plane even after five crosscuts were driven to the fractured zone at 50-ft. intervals along the strike of the fissure from a footwall drainage drift. It was evident, therefore, that complete drainage must be effected before the fractured zone could be opened in any future development. After extensive investigations in this connection, a well-drilling campaign was decided upon to effect drainage of the fissure in advance of sinking and level development, so that all mining operations would be carried on in dry ground. Drilling Procedure A crosscut was driven through the hanging wall of the fissure on the 1050-ft. level, which was the deepest dry level at the time, to a predetermined location from which a vertical hole should reach the fractured zone at about 400 ft. below this level.
