"Late in 1981, a six-rope friction hoist was installed in the Number 2 shaft at Les Mines Seleine Inc. on the Madeleine Islands in Quebec. This paper deals with the reasoning behind the selection of hoisting equipment from the economical point of view, safety point of view, future needs point of view, etc.After establishing the basic parameters for the hoisting system, features of the most common types of hoists (i.e. single-drum hoist, double-drum hoist, Koepe hoist) are briefly laid out. The reasons for selecting a friction (Koepe) hoist are summarized. However, why go for a six-rope hoist rather than the (in North America) more common four-rope hoist? As the subject hoist is the first six-rope hoist in Canada, this question is studied in more detail, covering initial cost, maintenance cost, etc., as well as practical aspects, such as safety, physical dimensions, etc.In summary, experiences from other multi-rope hoist installations world-wide are presented.BackgroundIn 1980, Seleine Mines Inc. was established as a subsidiary of SOQUEM. The new mining company was to develop and operate a salt mine and associated harbour on the Madeleine Islands in the Gulf of St. Lawrence. The Madeleine Islands form part of the Province of Quebec. The mine has a planned annual output of 1.2 million metric tonnes of salt, with reserves in sight for over 20 years. Mining will be by room and pillar, with an underground primary crusher and treatment plant. From the underground treatment plant, the salt will be transferred via conveyors to a 5.5-metre-diameter circular shaft and hoisted to the surface. Surface transportation to the warehouse will again be via conveyor, and a conveyor will also transport the salt from the warehouse to the point of shiploading."

Fox several years the Fansteel Products Co. has been engaged in the production and development of various of the rarer metals. It is at present engaged in the commercial production of tantalum, tungsten, and molybdenum in a very high state of purity. The information contained in this paper is partly a general compilation from various sources and partly information obtained as a result of recent years of work in the laboratory of this company. Tantalum, tungsten, and molybdenum form a group peculiar to themselves among the commercially available metals. Their very high melting points (tantalum 2770° C., tungsten 3350° C., and molybdenum 2550° C.) set them apart so far as the metallurgical processes for their production are concerned. Further, when properly prepared and treated they will stand a somewhat unusual degree of cold work, that is work below the temperature at which marked crystal growth takes place. Such cold-worked metal may show a high tensile strength; tantalum to 130,000 lb. per sq. in., tungsten to 490,000 lb., and molybdenum to 260,000 lb., in the form of fine wire. In physical appearance, these metals are not unlike some steels; they may be better described by saying that polished tantalum some¬what resembles lead; polished tungsten, iron; and polished molybdenum, nickel. The polished surfaces of all three remain untarnished in ordinary air. Air containing corrosion-producing impurities will, in general, show molybdenum the least resistant to corrosion and tantalum the most resistant. Molybdenum has, however, a high degree of resistance to corrosion by hydrochloric acid, a property that should render it of commercial interest. On the other hand, it is markedly attacked by some of the weaker organic acids.

Although the shooting of oil wells for the purpose of increasing production has been practiced since 1866, present-day shooting technique has been arrived at almost wholly by a process of trial and error. The difficulties attending either a theoretical analysis of the problem or an experimental attack become apparent when one actually embarks on a theoretical investigation or attempts to formulate an intelligent experimental program. The literature on the subject consists mainly of descriptions of current practice, scattered eye-witness accounts of events following the shooting of a well, and vague speculations on the mechanical processes involved. In contrast to quarry blasting, the results of oil-well shooting cannot be determined by means of visual inspection, and it is perhaps for this reason that only one attempt at what approaches a direct experimental attack has been reported in the literature.' In these experiments, charges of liquid nitroglycerin were exploded in holes drilled in a sandstone outcrop. In order to observe the character and extent of the resulting fractures, the rock was blasted away so as to expose the original shot holes. After all this had been done it was found impossible to distinguish the fracturing due to the original shots from that due to the subsequent blasting. The enlargement of the holes due to the pulverizing action of the shots was measured and an attempt was made to determine the effectiveness if sand tamping. Only five shots were made and few definite conclusions could be drawn. Some small-scale experiments to deter-mine the effect of tamping were performed by Snelling and IIalL2 Small charges (zo grams) of dynamite were detonated at the bottom of a cylindrical hole in a lead block and the resulting enlargement of the hole was taken as a measure of the effectiveness of the explosion. It was found that when the shot was tamped with a sufficient amount of sand or clay, the volume enlargement was approximately double that found when no stemming had been used. The properties of the explosives have been the subject of much study by the manufacturers, the U. S. Bureau of Mines, and various other agencies. For example, velocities of detonation for many commercial explosives are to be found in the Blasters' Handbook, issued by the Du Pont company. Many other properties are given in a treatise on the subject by Naoum.~ The shock wave that accompanies the detonation of high explosives has been studied photographically by Payman4 and others. The hydrodynamical theory of the shock wave has received much attention, and an extended theoretical treatment is given by Bateman.6 Two aspects of the well-shooting problem will be considered in this paper; namely, the fracturing of subsurface strata, and possible damage to casing. With respect to the former of these, several calculations have been made giving the stresses in the rocks surrounding the shot. A new rapid spectroscopic core and chip logging and imaging system developed by CSIRO was evaluated by PIRSA and GA on a wide variety of mineralised properties in South Australia, including the Emmie Bluff, iron oxide copper-gold-style prospect on the Stuart Shelf. During a three-month campaign in South Australia in 2003 the system logged over 50 000 metres of core from the State Core Library, company prospects and mines. The new system uses automated core tray handling, continuous visible and infrared spectroscopy, and digital imaging, to characterise and identify dominant mineral species on core, chips and pulps, at spatial resolutions of ~1 cm (spectral data) and ~0.1 mm (image data). The system can log up to 1000 m of core per day and several thousand metres of drill chips. Mineralogy is pre-interpreted using specialised identification software trained on a selected suite of minerals showing characteristic absorption features within the measured spectral range. On core from the Emmie Bluff iron oxide copper-gold prospect, 470 km NW of Adelaide and 80 km SSE of the Olympic Dam Cu-U-Au deposit, the spectral mapping system was able to characterise a number of alteration zones enveloping the sub-economic Cu-Au mineralisation. These consist of distal white mica phases showing decreasing Al content towards mineralisation, a zone of increased iron oxide content in the hangingwall to mineralisation, and a zone proximal and coincident to Cu-Au mineralisation that is enriched in chlorite with variable Mg/Fe chemistry. Additionally the results show background spectral characteristics that mimic the magnetite distribution.

The important literature concerning zirconium in magnesium-base alloys is predominantly contained in patent references. Sauerwald, Eisenreich, and Holubl-4 discovered the profound grain-refining influence of small amounts of zirconium on cast magnesium and the attendant increases in strength and ductility. They extended their work to reveal that limited amounts of certain other elements, including zinc, could be added for further improvement in strength and hardness. British Patent 5111375 relates to the parent discoveries of Sauerwald, Eisenreich, and Holub. All of these references deal primarily with casting characteristics and properties in the cast state. Minor mention is made of desirable tensile strength, ductility, and toughness of wrought Mg-Zr alloys* modified by one or more additional elements. No extensive reference in the literature5. has been found to the particular characteristics of wrought blg-Zn-Zr alloys, with which the present paper is concerned. The work to be discussed represents essentially an extrusion study of the blg-Zn-Zr alloys and indicates that this system is highly interesting in the wrought state both academically and commercially. Accordingly, an important aim of this paper is to describe the hot-workability, tension and compression properties, metallography, and toughness of these alloys. Compositional variations are limited to the ranges 0 to 7 per cent Zn and 0 to I per cent Zr. Experimental Procedure Alloying and Casting Alloying ingredients were cell magnesium, commercial zinc (intermediate grade), and a chloride salt containing approximately 50 per cent ZrCl² and 50 per cent alkali chlorides. This salt is produced by Titanium Alloy Manufacturing Company. Melting, alloying, and pouring procedure essentially followed the crucible process as described by Nelson.6 The magnesium was melted using Dow No. 310 flux, and the temperature raised to 1350° to 1400°F for the alloying operations. After alloying of the zinc, the zirconium containing salt was added in small portions with vigorous stirring. This is an adaptation of the method described in British Patent 533264.7 The alloying efficiency of zirconium was approximately 30 per cent. During the alloying of zirconium, fluorspar was added in amount required as a flux-inspissating agent. Next the melt was refined with Dow No. 310 flux and held quietly for 15 min. Finally billets were cast in a book-type permanent mold

This report summarizes the results of several field tests conducted by Collins for the Bureau of Mines under contract SO122076 and contract H0232056. The field projects represent a part of Collins continuing effort on a broad study of coal mine communications. These experiments analyze the propagation characteristics of radio signals in a working coal mine environment. The intent of the program is to provide basic propagation loss characteristics by which we may evaluate various approaches to an integrated mine communications system. The goal of such a system is to satisfy both operational and emergency communications needs in the mine. Field testing was conducted during the last week of November 1972, at a coal mine operated by Inland Steel Company, near Sesser, Ill, and in the Robena No. 1 Mine, Waynesburg, Pa, on 12 March 1974. The tests included uhf propagation losses and noise (200 MHz to 1 GHz) in the Sesser, I11 mine location and vlf propagation loss and noise (1 to 200 kHz) in both of the above locations. The basic experimental parameters were frequency, polarization, antenna type/orientation, and distance. The following reports treat the various aspects of the test programs in detail. Since different antenna configurations were used in the two mines, each report contains its own experimental predictions drawn from its corresponding test activities. A test equipment list and block diagrams of typical experimental setups for the tests of section 2 are contained in appendix A.

The Hemersley Ranges are located in the North West Division of Western Australia and extend, approximately, from latitudes 21¦ 30! to 23¦S and longitudes 117¦ to 120¦E. Their mean height above sea level is'. 2,000 feet, and they rise from 600 to 800 feet. above the gen- eral level of the tableland which extends south-east from the coastal town of Roebourne.. Mt. Bruce, the highest peak, is 4,024 feet above sea level. The ranges are intersected by numerous north-flowing streams, dry during the greater part of the year, which have carved deep gorges, and it is in these that the principal deposits of orocidolite outcrop. The presence -of the mineral was first recorded in 1917., but the deposits remained untouched until 1937 when reports of a strong market demand for-croeido lice resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Daleis Gorges. . It was established also that the blue asbestos belt extended from Willi- Wolli Springs north-west to Millstream Station, i.e.,-over a.:length of 180 miles and a width of 20 to 30 miles. A number of attempts were made to develop aid treat the Yampire and Wittenoom'Gorge deposits from 1938 onwards, but, for a ,variety of reasons, none of these-proved successful. Current production,. is wholly by Australian Blue Asbestos Pty. Limited at Wittenoom Gorge. This company commenced operations at the Wittenoom Mine in 1946, with an output of 601.8 long tons of- fibre,. and later transferred tb the Colonial Mine about one mile to the north-west. Output has been increased steadily to an' average of 12,000 to 14.,000.. long tons; per annum over the past six years. The total Western Australian output to the end of 1962 is reported by the Mines Department as 110,013 long tons valued at úAl2,403,728..

Tries article summarizes the successful incorporation of a flash-flooding stream into the tailing-disposal system at the St. Joseph Lead Company's Federal Division mill, in St. Francois County, Missouri. The mill was built in 1906, by the Federal Lead Co., as its No. 3 mill for the concentration of southeastern Missouri lead ores, and damming Davis Creek was first considered in 1908. Plans were made also in 1925 and in 1937. Dam layouts varied from a reinforced concrete structure to a barrier built of tailings alone. All were abandoned because of liability that would be incurred by flashflood rupturing of an incompleted dam. By 1942 mill capacity had reached 12,000 tons daily and increasing tailing-disposal costs again focused attention on the Davis Creek basin. This time the problem of riskless dam building was solved. Moreover, most of the items that appeared in the answer were materials that normally required wasting and the major portion of labor involved performed functions that it would normally have done, without constructive benefit, elsewhere. The new layout also made possible advantageous changes in mill-water supply pumping; static head being reduced from 514 ft to 95 ft, friction head from 4900 ft to 2860 ft, and pumping can be done now at periods of low power demand. The following facts about the Davis Creek watershed explain the 36-year reluctance to reach these, and other, benefits. Size: 3600 acres. Outline: roughly pear-shaped, 2 1/2 by 3 miles at the largest dimensions. Topography: mostly hill land with steep valleys. Relief : 760 minimum to 1153 maximum. Maximum rainfall: 3.36 in. per hour. Permanent water: none natural. Now 2200 gpm discharged through 16-in. drill hole from mine pumps underground. Geology: the 17 acres near dam centerline is Bonne Terre dolomite covered with sand and gravel eroded from Pleistocene beds that cap some of the hills. The remainder of the pond basin is on Davis shale. Soil cover: mostly second-growth timber with some abandoned fields; all subject to careless burning, which reduces water-retaining ability. Flood history: flash-flooding that had taken at least one life. Downstream values: two railroad bridges before creek intersection with Flat River. Immediately below confluence, a highway bridge, a low-water crossing, a few business establishments and several blocks of residences. In July 1942 the following segments of an ingenious plan were put into operation. A ditch 270 ft long, 16 ft wide and 5 1/2 ft deep was excavated to bedrock in the gravelly soil along the proposed dam's centerline. This excavation, which exposed many gravel-filled channels, was run full of slimes drawn from a riser set in the top of an adjacent tailings-disposal

Owens Lake is at present a source of important nonmetallic minerals, sodium carbonate (soda ash, Na2CO3); sodium sesquicarbonate (trona, Na2CO3.NaHCO3.-2H2O) and borax, (Na2B4O7.10H2O). Owens Lake is a closed basin in the southern part of Inyo County, California, at the southern end of Owens Valley, east of the Sierra Nevada Mountains and west of the Coso and Inyo Mountains. Broadly considered, it is in the Great Basin area, but at no time was it a part of Lake Lahontan. Closed Basins Closed basins are phenomena of arid or semiarid regions where outflow is considerably less than inflow and where accordingly soluble salts concentrate in residual liquid. When inflowing waters originate in areas where the rocks are predominantly marine sediments, the residual basin liquid is primarily a chloride, brine; if the rocks are largely igneous, the residual brine tends to be alkaline containing carbonates, and sometimes borates as well. Since normally, both types of rocks occur in regions contiguous to closed basins, residual liquids do not often fit into the two broad divisions mentioned. No two residual brines are exactly alike, just as no two ore deposits are exactly alike. Even out of the same closed basin, it is possible to get widely different analyses of liquids since underground and surface flows, as well as local evaporation rates and other conditions might have a marked influence on residual-liquid compositions. At Searles Lake, The American Potash and Chemical Corporation is building a plant to process a lower-level brine which is considerably higher in sodium carbonate and borax, and lower in potassium chloride, than that company has processed for many years. F. W. Clarke1 has classified waters of closed basins as follows: I. Chloride type; largely sodium chloride (NaC1) and of oceanic type, such as Great Salt Lake. Related is -the Dead Sea, a bittern residue of magnesium, potassium and sodium chlorides. a. Sulphate type; largely sodium sulphate (Na2SO4) with considerable sodium chloride such as Sevier Lake, Utah; Laramie Lakes, Wyoming; Dale Lake, California. 3. Carbonate type; high in carbonates and fairly high in sulphates, such as Moses Lake, Eastern Washington; and the Nebraska Potash Lakes. 4. Carbonate—chloride type; lower in carbonates than type 3 and about equally rich in sulphates, such as Pyramid Lake, Nevada. 5. Sulphate—Carbonate type; quite high in sulphates and carbonates, such as Pelican Lake, Oregon. 6. Triple type; considerable quantities of carbonates, sulphates and chlorides

Stripping is the name given to the process of removing clay, rock, or other cover from deposits of coal or ore. In this paper it is intended to cover the methods used in carrying on this operation in the anthracite coal regions of Pennsylvania. In doing this, attention will be chiefly devoted to those methods wherein practice in different sections of the region differs, or is susceptible to change or improvement, though it is intended to give as complete data as possible concerning all stages of the operation. The data from which this paper has been prepared have been collected and submitted by a committee† representing the larger users of stripping methods, of which committee the writer has acted as chairman. Data and assistance have also been obtained from various mining men, engineers, contractors and manufacturers of stripping equipment, to all of whom our appreciation is due. Early History and Statistics The earliest mining operation on a commercial scale in the anthracite region was a stripping operation. This was the famous Quarry mine at Summit Hill, where this method was used only because no other method of mining a deposit of the nature found there seemed feasible to the early operators. A description of this stripping from a report published in 1821 is as follows: "The coal mine at present worked by the company lies on the top of a mountain, and appears to extend over some hundred acres of land covered by about 12 ft,. of loose black dirt resembling moist gunpowder, which can be removed by cattle with scrapers, and thrown into the valley below so as never to impede the work. The thickness of the coal is not known, but a shaft has been sunk in it 35 ft. without penetrating through. More than an acre of mine has been uncovered and presents a huge rock of coal, which is easily quarried without blasting."

W-hile the litle of this paper embraces the entire West Coast, the author, in the interest of simplification, has confined the discussion to California—particularly the central section. California's population has risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations of three of its large systems and is given in Table 1. New Capacity Steam Driven In meeting these additional electric loads there has been a substantial increase in generation from fuel burning plants as shown by the published energy statistics given in Table 2. Increased Fuel Oil Consumption A study of construction plans of the three electric utility systems named in Table 2 clearly shows that expected new electric loads are to be met, to a large extent, by new steam generating capacity as shown by Table 3. D. D. Smalley, Vice President of the Pacific Gas and Electric Co., in an address before the Pacific Coast Electrical Association in June 1948, stated that California utilities plan to meet new electric loads through greater use of steal11 plank and that in 1951 approximately 45 pct of the area's electric production would be by steam as compared to 33.6 pct in 1946. He stated that if load growth develops as expected and if the year 1952 is dry, thereby requiring high load factor steam operation, the Pacific Gas and Electric Co. would need the equivalent of nearly 25 million barrels of fuel oil. Federal Power Commission reports show that the energy input to the Pacific Gas and Electric Co. system was approximately one billion kilowatt-hours greater in 1947 than in 1946. They also show that the steam plant operating capacity factor in 1946 was approximately 35 pct; in 1947 it, was 72 pct due, probably, to the extreme drought. able 3 shows that Pacific Gas and Electric Co. now has under construction 327,000 kw of hydro capacity which, by 1950, will bring its total hydro generating capacity to 1,313,899 kw. In addition to hydro capacity under construction that company also has 975,000 kw of steam generating capacity under construction, which by 1951 will bring its total steam capacity to 1,560,834 kw. If it is assumed that this total steam electric capacity is operated at a capacity factor of 45 pct, in 1951, over 6 billion kilowatt-hours would be generated. If the load growth on the Pacific Gas and Electric system continues at the current rate of approximately one billion kilowatt-hours per year and if it is assumed that 70 pct of this increase would be generated by steam (30 pct assumed to be generated by hydro facilities with average water conditions), the steam electric production in 1960 would amount to 12 billion kilowatt-hours, which would require fuel the equivalent of 24 million barrels of oil or 6 million tons of coal. Government Projects Inadequate Much has been written with respecl to the plans of the Department of Interior in regard to the installation of hydroelectric plants as a part of multipurpose dams relating to reclamation. flood control, and power generation. An examination of the effect of such plans on the power supply for central and northern California is of interest. The Depart,ment of Interior now has five 73,000 kw units at its Shasta hydro plant on the Sacramento River. It now appears that its three 25,000 kw unit Keswick hydro plant on the same river will be available during the winter of 1949 to 1950. Its estimates show that in a dry year there is sufficient water for operation of Shasta units at an average load factor of 36 pct and Keswick units at a load factor of 41 pct. It is also giving consideration to the development of the Pine Flat and Haas hydroelectric plants on Kings River for generating capacities of 45,000 kw each. DESCRIPTION OF ORE The Climax ore-bearing rock is essentially an altered and highly silicified granite, fully half of the gangue being quartz. Molybdenite is the only mineral of economic consequence and most of it is intimately associated with quartz in the form of fine veinlets and stringers. Other minerals are molybdite, pyrite, and chalcopyrite. While the molybdite may be readily extracted by hydrometallurgical methods, its content is too low to make such operations profitable. The pyrite content ranges from 2 to 5 per cent and that of the chalcopyrite from 0.03 to 0.05 per cent. There is not enough copper to make its recovery attractive and one of the metallurgical problems is the elimination of it and the pyrite from the product. On account of the dose association of the molybdenite with the quartz and the necessity of eliminating the pyrite and chalcopyrite from the final product, fine grinding followed by flotation is the only feasible method of concentration. HISTORY Construction of the first milling unit was started in 1917 and it was operated during parts of 1918 and 1919. In the postwar years, there was almost no demand for the product and production was at a standstill until 1924. The Company's research campaign to develop the use of the metal began to show results in that year. From 1926 to 1932 production ranged from 500 to 1200 tons per day. In 1931 an additional mill section was built and production was gradually increased until in 1934 and' 1935 about 3000 to 4000 tons was milled per day. This tonnage overtaxed the milling facilities, and as the demand for molybdenum was growing constantly, additional milling equipment was needed. In 1936 and 1937 another crushing plant, six additional mill sections and the necessary auxiliary plants were constructed and brought into operation. This plant was designed to mill 10,000 tons per day, but it was not long before 12,500 tons was being treated during periods of peak demands. During the summer of 1941, to meet defense needs, the mill has been required to treat 15,500 tons per day. This has been accomplished with little plant expansion and at no loss in recovery, as will be described later. To increase capacity still further, one more primary section is now being built. This will bring capacity to 18,000 tons per day, which can be stretched to 20,000 tons at a small sacrifice in recovery. CRUSHING There are two crushing plants: No. I, of 5000 tons capacity (flowsheet in Fig. 1) and No. 2, of 15,000 tons capacity (Fig. 2).

Anthracite, as sent to market, comes under three general terms of description: characteristics, source and size. Anthracite is generally classified as white ash, red ash, or Lykens Valley. The white ash coals are sometimes further described as "hard" or "free-burning." Lehigh white ash would come under the former description and Shamokin white ash under the latter. As a rule, it may be said that the nearer the origin of the coal to the western extremity of the anthracite region, the softer and more free-burning it is. Indeed, for many years the coal from Trevorton, at the western tip of the Middle Western field, was classified as "semianthracite" in the shipment reports. Lykens Valley coal is always a red ash coal, with a higher volatile content than the general run of anthracite, and consequently free-burning. The name does not exclusively indicate the neighborhood in which the coal is dug, but rather refers to the beds from which it is obtained. These beds lie, not above the Pottsville conglomerate, as is the rule, but encased in it. The extreme eastern limit of the Lykens Valley beds would seem to be about Tremont, in Schuylkill County, and the Natalie mine, near Mount Carmel. There are, of course, traces of these beds farther to the east, but they do not seem to be workable. There are as many as six of the Lykens Valley measures found in the conglomerate at some points, but to a large extent they are unworkable. Whether this coal is obtained in the Lykens Valley proper, where the beds were first identified, or from the Shamokin Valley, it is always Lykens Valley coal, and it has long been considered a premium coal, especially desirable for domestic use, particularly when a quick, hot kitchen fire is desired. Coals are, of course, frequently marketed under special names—Jeddo, Scranton, Kingston, Old Company Lehigh, Famous Reading, Lacka-wanna, etc.—which, of course, have the trade significance which their producers and vendors have built up. The following notes are descriptive of a country as yet in its infancy as regards the advancement made in mining operations. Its inaccessibility and other militating circumstances have retarded progress in that direction. With the completion of the railroad, now under construction, having the city of Cali as its objective point, with the concomitant civilizing and developing consequences, it is certain that the slopes of the Cordilleras will prove to be a South American Eldorado. Deposits of coal, copper, and minerals other than those of the precious metals are known to exist in quantities which, under more favorable conditions of accessibility, etc., could be profitably mined. The Government of the United States of Colombia, I think, is disposed to encourage and foster mining enterprises. Articles designed for mining are admitted free of duty; the permanency of the government is, at least, as well assured as that of Mexico (which is not noted for its immutability), and a more sincerely friendly sentitment towards Americans prevails in the United States of Colombia than in Mexico. This paper is confined to a description of the property of the Cauca company's mines, and is intended rather as a preliminary notice than as an exhaustive report. The Cauca mining district is reached by the following route: New York to Aspinwall; to Panama; to Buenaventura, a port on the west coast of the United States of Colombia, distant thirty-six hours from Panama by steamer; to Cali in the State of Cauca. The State of Cauca is bounded on the north by the Atlantic Ocean, on the northwest by the State of Panama, on the northeast by the States of Bolivar and Antioquia, on the east by Brazil and Venzuela, on the south by the Republic of Ecuador, and on the west by the Pacific. Ocean. It has a territory of 41,443 square miles, which is about one-tenth of the entire territory of the United States of Colombia. Its population, including the 50,000 savage Indians of the Caqueta (some of whom are cannibals), is nearly 450,000 souls, or about one-sixth of the population of the Colombian republic. The subject of my few remarks addressed to the Rocky Mountain Coal Mining Institute, "Guessing or Knowing! Which," may perhaps suggest but little to you here today. However, I am sure you will all agree with me when I say that in the conduct of a coal mining operation there should be no choice between guessing and knowing. The value of, and the results to be obtained from this Institute, its meetings and printed transactions, as well as those of other similar educational organizations, depend very largely on the mental attitude of those who constitute, through their pronouncements, the more active portion of the membership. Perhaps the most apt criticism that is now being made of the coal industry is that, to an extent possibly exceeding any other industry of similar magnitude and importance, it depends for its conduct altogether too much on "rule of thumb" and "tradition," rather than on proven practice and actual fact. The records of our coal mining association meetings bear expression of many conflicting opinions, the majority of which are sincerely put forth by those expressing same as representing the facts; the extremes expressed, however, frequently fix the question raised as one yet located in "no man's land." There are yet too many chances taken we are still "weighing pounds on railroad track scales" and measuring yards with the proverbial "bit of string." The actual expense of conducting any one of the several operations incident to the production of coal is rarely determined, and in many instances the general cost figures, prepared some weeks after the work is complete, are of that sweeping character that very little can be abstracted therefrom. Many coal companies are now making a daily cost sheet, showing the cost of labor and material in detail, as used in the several related operations,, and such is decidedly helpful, particularly to the mine superintendent and his foreman, who, without such, sail an uncharted sea; the auditor's belated monthly summary rarely ever seen by these men who are held responsible for the labor and material used. I have made reference to this situation as an accentuation of the fact that the coal industry contains more "serious minded, conscientious guessers" than does any other similar industry, although the annual cost of our product runs up well beyond the billion dollar mark, and what is more important, our industry is one that still continues to exact a heavy toll of human life. Now this brings me to the question of safety, the one question that should be, and which is, I know, uppermost in your minds. The coal mining world, engineering and operating, is now well sold on at least two things the theory of using permissible explosives and the elimination of the open light. Furthermore, the industry, particularly that portion which is located in Great Britain and the United States and Canada, are now planning vast extensions of the use of "rock" or "shale dust," both in the form of "dust barriers" and in "direct application" to entries and cross-cuts. This is well; however,, my study of past mine explosions has convinced me that the great majority of such had their very beginning in gas accumulations; frequently originating in restricted areas at the working face, in abandoned worked-out areas, or in some other certain place where ventilation is not, maintained as it should be; and that again leads me to the point where it can again be well said, that there is too much "rule of thumb," too much guessing now being done in regard to the volume of air required, and continuously furnished, in a given entry,, panel, room or area. Just to emphasize this situation, is it not a fact that the majority of mine inspectors express the ventilation conditions as measured by them, in terms of cubic feet per man employed, in each certain split, and does not the mining laws of many states yet demand a minimum of "100 or 150 cubic feet
