INTRODUCTION The County of Cornwall is situated in the South Western extremity of England, see Fig. 1, and has for hundreds of years been an historical centre of mining activity. In the last century many thousands of Cornish miners emigrated to Canada, U.S.A., Australia and numerous other countries throughout the world to form the nucleii of mining industries in those lands. At present there are four active underground mines within the county, all mining tin, together with a relatively large china clay industry. All the operations are directly or indirectly associated with the three main granite intrusions, namely the Land's End Granite, the Carnmenellis Granite and the Bodmin Moor Granite. The report which follows relates to two mines, owned by the South Crafty Group of Companies, namely the South Crofty Mine itself and its smaller subsidiary, Wheal Pendarves. Both these mines are adjacent to the Carn Brea Granite ridge, see Fig. 2, which is an off-shoot of the main Carnmenellis Granite mass. The Carn Brea Granite has provided one of the most intensive areas of copper and tin mineralisation anywhere in the world. Many of the mines worked during the last two centuries and the early part of this century were situated close to the metamorphic aureole surrounding the granite intrusion. Both South Crofty and Wheal Pendarves have their shafts collared in the overlying slate, locally known as killas, but the major part of their workings are in the granite beneath. The ore bodies, or lodes, of both mines are generally steeply dipping and approximately one to four metres in width. They have been, and continue to be, worked by either back or under-hand stoping with the major level interval being approximately 37 metres. A feature of both stoping systems is that they require no back filling and in many cases the completed working areas have remained open for many years due to the competent wall rock conditions. The stoping operation necessitates having box-holes or draw points at regular intervals along the strike length at 4 to 7 metres centres; thus a stope some 50 metres long may typically have ten box-holes or draw points through which air can percolate into the empty stopes above. The granite country rock contains traces of uranium minerals, namely pitchblende or uraninite, and it is the decay of this uranium mineral which leads to the formation of the mobile radon gas which, together with its short lived daughters, may create a hazard. The presence of uranium minerals has long been known, but the quantities being so minute, it was not appreciated until some ten to fifteen years ago that these might present a hazard. The Mines and Quarries Inspectorate approached Management approximately ten years ago with a view to taking samples in areas of the mine that they felt might contain the highest concentrations of radon. Samples were thus taken in several areas of both mines, normally well away from working areas and where there was no through ventilation. The results of these initial tests were published by the National Radiological Protection Board in a paper entitled "Radon and Its Daughters in Various British Mines". The results of the initial surveys made it apparent that improved ventilation was the most important factor in reducing radon daughter concentrations within the mine atmosphere, with increased flow rates having three beneficial functions, viz. (1) To dilute radon daughter concentrations. (2) To prevent radon and its daughters reaching a state of equilibrium. It is not uncommon for radon and its daughters to have a disequilibrium factor of 1,000 in some uranium mines.

INTRODUCTION This paper is a conceptual resume of engineering studies that have been evaluated by the Mine Department related to production planning over the next twenty-five years. These studies have been required principally because: a) The Rio Blanco Mine, property of CODELCO- CHILE, Andina Division, faces an operational problem due to heavy snowfall in winter which enters the surface subsidence area of the cave; later melts and filters into the broken ore creating a product that is difficult to transfer through the orepasses. The phenomenon is especially serious during the spring and has been increasing over the years. This element that complicates extraction will be controlled with the procedures proposed or others that may be determined in the future. b) The mine will increase production in 1985 by 40% . LOCATION The deposit is located in the central region of the Andes Cordillera, at an altitude of approximately 3,600 m above sea level, 50 km to the northeast of Santiago. The main camp is Saladillo (at 1,300 meters above sea level) located 30 km from the mine. Due to its location, the mine is subject to heavy snow storms during the year. On many occasions the road from Saladillo to the mine is closed because of storms and avalanches. For this reason the company has self-sufficient civil facilities near the mine to cover the needs and welfare of the working force. These housing facilities are connected to the mine by underground passages. For the same weather related reason the primary and secondary crushers, and the entire concentrator complex are located underground. GEOLOGIC CHARACTERISTICS Geology Based on the geologic model developed for the Rio Blanco deposit and comparing it with standard models pertaining to copper porphyries, it can be concluded that this deposit is part of the apical sector of a mega deposit and therefore the projections of the Xio Blanco cop per mine are very favorable, both in lateral area and depth. In order to confirm and evaluate these geo- logic features, an extensive drilling program was started at the Rio Blanco deposit. Diamond drill holes were drilled to depth as well as in the areas named "La Americana", "Don Luis" and "Elguin". The area explored by the drill program is 3 km long in a north-south direction and 1.5 km wide in an east-west direction. In some sections the drilling in depth reached the 2,300 m elevation mark. The lowermost level in the mine is at elevation 3,070 m. These new studies have permitted the recognition of the following lithologic units: Andesite Andesite Breccia Granodiorites, Rio Blanco and Cascada Granodiorite Breccia Quartzmonzonite Porphyry Monzodiorites and Latites Tourmaline Breccia Dacite Pipe and Rhyolite marginal ring. The mineralogical study permits the definition of three stages of hypogene and hydroterma1 alteration of importance with a time-altered sequence. These stages correspond to a late hydrothermal stage. The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. THE Tom Reed Extension and Big Jim mines of United Eastern Mining Co. are situated in the Oatman district, Mohave County, Ariz., about 28 miles southwest of Kingman, the nearest railway point. Articles descriptive of the mine surface plant, mill construction, and plant operations have been written by Otto Wartenweiler1, the designing engineer; Wheeler 0. North,2 when he was assistant general manager for the company, and Earle M. Bagley, mill superintendent.3 The last article covers average costs for the full time the mill was operated. The geology of the mines is described by F. L. Ransome4 of the United States Geological Survey. Production was started in January,. 1917, and the known orebodies were exhausted in May, 1925, showing a life of seven years and five months. On account of the comparatively short life and the fact that stoping operations were confined to two orebodies, little experimenting was done with mining methods. The two orebodies were in what is generally called the Tom Reed-United Eastern vein, which occupies a fault fissure having a normal displacement of several hundred feet. Seven or eight very productive ore shoots were mined along this vein in a distance of 1 ½ miles, the two worked by the United Eastern being 1 mile apart. The maximum dimensions of the Tom Reed Extension ore shoot were height, 750. ft.; length, 950 ft.; thickness, 48 ft. The vein structure varied from a solid quartz-calcite filling to a series of parallel stringers separated by andesite. From this body, 511,976 tons of ore were mined. (Fig. 1.)

Since January 1959 a zinc refiner of novel design has been in operation at Blackwell, Okla., producing 99.995+ zinc from the output of the Blackwell horizontal retort smelter. The refiner is a continuously operated, pyro-metallurgical unit with principal dimensions horizonhl permitting one floor operation. It is very ruggedly constructed. Furthermore it is not subjected to deterioration from high concentrations of iron in the feed metal because the boiling units are separate from the rectification columns and constructed with silicon carbide brick arches through which the heat is transferred radiantly to the zinc. A zinc refiner of novel design has been in operation since January 1959 at the Blackwell, Okla. plant of the Blackwell Zinc Co., Inc., a wholly owned subsidiary of American Metal Climax, Inc. Developed by the company's technical and operating staffs, the new refiner produces special high-grade zinc (nominally 99.995+ pct Zn) from the prime western1 slab output of the Blackwell horizontal retort smelter. The refiner is a continuously operated, pyromet-allurgical, high-capacity unit employing fractional distillation to separate zinc from its impurities, consisting principally of lead, cadmium, and iron. In prime western slab, these elements may vary in concentration from 0.005 to 1.6 pct. Table I shows the impurities usually encountered in the Blackwell prime western metal fed to the refiner together with their boiling points and vapor pressures at 907oC. The commercial pyrometallurgical smelting processes for extracting zinc from ore include distillation from retorts and a limited degree of refining can be accomplished by redistillation in similar retorts. To achieve special high-grade purity, an impractical number of batch redistillations would be required, however, with an accompanying loss of much metal. A continuously operated and integrated unit is required in which fractional vaporization and condensation can take place in a large number of stages. The first commercial continuously operated unit was developed by the New Jersey Zinc Co.4 In the separation of any two substances the degree of separation is limited if a mixture exists having a constant boiling point. The Zn-cd5 and Zn-pb6 systems contain no constant boiling points and hence these metals may be separated to any degree of purity. Basically, the pyrometallurgical refining of zinc involves three steps: a) iron, copper, and other metals having no appreciable vapor pressures at 907ºC concentrate in the bath when the impure zinc is boiled, b) lead, bismuth, antimony, and other metals having boiling points above but closer to that of zinc are selectively condensed from the vapor boiled from the bath, and c) cadmium and other metals having lower boiling points than zinc are fractionally distilled by reboiling and subsequent condensation of the zinc from the vapor. The boiling and condensation of zinc must be conducted in vessels constructed of materials which are refractory at the temperature involved (907 ºC) and it is highly desirable that they also be resistant to attack by the various metals. This requirement dictates construction from relatively small, simply shaped pieces which limits the pressures which may be employed to avoid leakage through the numerous joints. Stresses induced must be limited essentially to compressive ones and suitable provision must be made to permit thermal expansion of the components in order to minimize these stresses. Where heat is to be added for boiling or removed for condensation, refractory material through which the heat flows must have a high thermal conductivity. Silicon carbide is highly conductive but is subject to attack by iron and is expensive compared to other commonly employed refractories. A hard, dense aluminous fireclay is well suited to contain these metals where high thermal conductivity is not required. Zinc will penetrate the pores of fireclay brick but only to a limited depth in an exterior wall and has little effect other than an increase in weight and conductivity. The design objectives of the Amax refiner were: a) to achieve a long life by heavy, rugged construction and by employing silicon carbide refractories only where required for heat conductivity and not in contact with liquids of high iron concentrations, b) to simplify operation, manning and control by essentially horizontal construction, and c) to obtain high capacity in a single unit. DESCRIPTION Flow of metal through the Amax refiner is shown diagrammatically in Fig. 1 and schematically in Fig. 2.

It?s a pleasure to be with you in Vancouver today to reinforce the good work you and your companies do to develop and operationalize new technology as a lever to improve operational performance and reduce our impact on the environment in absolute terms. Although I will use the work we do at Shell to reinforce this perspective, the principles apply to all of us in this industry regardless of whether you are a producer or supplier. I?d like to help demystify the future of Canada?s oil sands based on Shell?s view of global energy developments, including forecasted demand. One of the incontrovertible truths of this era of global energy defines change as an unchangeable law of progress. Another tells us that the art of progress is to preserve order amid change and to preserve change amid order. These axioms help frame the increasingly public debate about the future of Canada?s oil sands. I hope to illustrate how Shell?s commitment and investments create positive progress that embraces change amid order in the oil sands. I?m going to spend a little time today to focus the spotlight on the future of the oil sands to help demystify Canada?s hydrocarbon energy future. To do that, I?ll identify the features of our future energy security, including three hard truths about global energy that drive Shell?s business imperatives. Then, it?s instructive to examine Canadians? current consciousness about oil sands sustainability.

Prospectors and small scale mmmg companies have long expressed the wish for a highly mobile mineral processing plant. This is especially so in the case of gold mining as relatively small deposits can be highly profitable due to the relative ease of producing a marketable product when compared with the refming and marketing costs incurred with base metals. This paper will concentrate on gold ore treatment in fitting with the theme of the 1996 Randol Gold Forum but the principles may also be applied to base metal ores. The development and application of the Atomaer Filblast Gas Shear Reactor as a cyanidation tool has removed the con­straints of plant size in pulp cyanidation applications. KC Dodd and Associates, Consulting Engineers and Australian Mining Advisers, Pty Ltd, have designed a 1,000,000 and a 250,000 tpa fully modularised ore treatment plant. Various module configu­rations can be arranged to treat a wide variety of ores ranging from simple gold ores to gold-copper and base metal ores. This paper will limit the discussion to comparing the capital and operating costs of a conventional and a modularised 1 million tpa gold treatment employing a number ofnovel concepts which complement the compact, high capacity Filblast Cyanidation Process and the AARL pump Cell Adsorbers. The design described in the paper not only reduces equip­ment sizes and allows for rapid deployment of a sizeable capac­ity plant but also offers significant capital and operating cost benefits.

The Yabulu refinery of Queensland Nickel Pty Lld near Townsville now imports more than three million wet tonnes per year of nickel laterite ore from New Caledonia and Indonesia, making it the largest importer of any commodity in Australia. The project has illustrated that importing untreated bulk ore and re-exporting high value products makes good economic sense for the company and the nation.The economics of this exercise were considerably enhanced in 1994 by changing the project's principal product from nickel-oxide sinter to refined high-purity nickel metal. It is one of the few operations in the world where nickel ore is transformed to nickel metal at a single site.Several novel technological processes were developed at Yabulu and incorporated into the refinery to allow this product transition to occur. By utilising internally developed technology the new processes were installed at a capital cost of less than $10 million. It is unique for a large nickel producer to change completely the quality of its entire product range many years after the plant was constructed and considerable attention to marketing the new products has been required.The changes have meant that the project is no longer limited to selling lower-value oxide sinter to a relatively small number of large stainless steel mills. In the past year sales of the new high purity nickel metal products have expanded to include a broad range of international customers in the special alloy, foundry and chemical industries.

The purpose of this paper is to describe a new process for the refining of secondary copper-base metals and a specially designed high-temperature electric-resistor furnace used in the process for the distillation of zinc from these metals. The process was used for the conversion of nickel silver to cupronickel and to recover the zinc content in metallic form. It also proved applicable and economical for the treatment of scrap brass for separating and reclaiming the copper and zinc. The relatively large furnace developed for the distillation of zinc is described in detail, for it made economically possiblc the direct recovery of metallic zinc from scrap brass, which is a new step in the processing of such material. Considerable interest has been shown in the utilization of the distillation furnace for other metallurgical processes, where it is of advantage to operate in a controlled neutral or reducing atmosphere, or to avoid having the processed metal in contact with refractories other than carbon, or to operate at temperatures between 3000 and 4000°F. Purpose of Development It was recognized early in the war effort that nickel would become a critical metal. therefore all nickel stock and alloys containing relatively high percentages of nickel were frozen immediately. Among these alloys were considerable quantities of various grades of nickel silver, an alloy containing copper, nickel, zinc, and in some grades lead, also minor amounts of iron, manganese and other constituents. At the time there was no existing plant or process to eliminate the zinc, lead, and minor constituents so as to convert this metal to cupronickel, one of the important alloys needed by the U. S. Navy for condenser parts. Therefore the Bureau of Industrial Conservation of the War Production Board requested the executives of the leading nonferrous metal companies to have their metallurgical staffs study the problem of converting this metal to cupronickel conforming to U. S. Navy Specification 44T40. The composition specified therein is as follows: nickel, 29 to 32 per cent; zinc, 1.00; iron, 0.00 to 0.60; lead, 0.05; tin, 1.20; manganese, 0.00 to 1.00; total of other elemcnts (maximum). 0.50; copper, remainder. The problem in converting these alloys to cupronickel was the elimination of zinc, lead, iron, manganese, and other elements without appreciable loss of nickel to slags or other by-products. Revere Copper and Brass Incorporated, through its Research and Development Department, undertook to solve this problem. A Government-owned plant was built at Rome, N. Y., and there the conversion was made successfully.

This paper describes the geology of the Kalamazoo copper orebody discovered in the course of an exploration project carried out by Quintana Minerals Corporation under the author's direction in an area immediately southwest of the San Manuel mine, Pinal County, Arizona. In the period 1943-1947, exploration projects were carried out in the San Manuel area by the U.S. Bureau of Mines and Magma Copper Company which resulted in the development of the San Manuel underground block-cave mine which is now in production at a rate of 41, 000 tons per day. Mining claims covering the area immediately west of the San Manuel orebody were staked in 1946 by Frank F. Salas, R. A. Buzan, H. G. Buzan, and W. C. Buzan of Mammoth, Arizona. These claims were optioned to Martha Purcell in 1946, and in the period of 1947-1958 seven churn drill holes ranging in depth from 1,400 to 2,950 feet were drilled by Mrs. Purcell. These holes did not intersect ore and no further deep exploration was attempted prior to the Quintana Minerals project which began in August, 1965, and which is described in this report. The Kalamazoo deposit is in Sections 3, 4, 9, and 10, T 9 S, R 16 E, Pinal County, Arizona, and it is reached by driving seven miles east from Oracle, Arizona (Figure 1) . The writer is indebted to Corbin J. Robertson and Ronald B. Thompson who participated in the exploration planning of this project and to a number of other individuals who contributed to its execution and management. Petrographic work by J. M. InveStIgations into the possibilities of economically mining and concentrating low-grade iron ores of the Lake Superior region are attracting increasing attention. Among the organizations that are carrying on the work are the United States Bureau of Mines, the State of Minnesota (which spends about $80,000 annually on problems of the iron and ferroalloy ores of Minnesota), and the State of Michigan (which spends about $10,000 annually of its iron-ore research). Several of the mining companies are also financing research. Of the states in the Lake Superior district, Minnesota has done most in iron-ore concentration. In 1930, thirty-seven concentrating plants were in operation on the Mesabi Range, beneficiating about one-third of the total ore shipped. About one-half of these plants reduced silica; the others reduced moisture or improved the structure of the ore.' Research into the possibilities of magnetic concentration of the Eastern Mesabi magnetite ores indicates that vast tonnages of that ore may be utilized at a profit in the not distant future. Magnetic concentration has also been tried at Sellwood, Ontario, on the Moose Mountain deposit, and at the Berkshire mine in Wisconsin on the magnetic ores of the Western Gogebic Range. There have been few attempts to concentrate Michigan iron ores. In order to determine the possibilities of such concentration, iron-ore research has been carried on at the Michigan College of Mining and Technology for the past few years. After a general survey of the iron ores of the state, a program of more detailed experimentation was outlined, starting with work on the Ironwood formation of the Gogebic Range. The results of this research led to the belief that gravity methods will produce fairly satisfactory concentrates from the parts of the iron formation that are made up of comparatively thick alternating beds of rather high-grade ore and lean chert. Introduction The large reserve of fine grained oxidized iron-formation at the Tilden mine has been the object of research and development efforts to concentrate the iron oxides as far back as 1949. Due to the nonmagnetic nature of the ore and the fine grinding required to liberate the iron oxide minerals, this crude ore was not amenable to concentration by conventional methods. The iron oxides of the Tilden, ore body have a grain size of less than 25 microns and recovery of the finer, well-liberated iron oxides is essential. Conventional methods of desliming employing cyclones or thickeners were not feasible because of the excessive loss of iron oxides in the finer fractions. Development of selective flocculation-desliming was a key to commercialization of the process. Operations started in late 1974 with Algoma Steel Corp. Ltd., J & L Steel Corp., The Steel Company of Canada Ltd., Wheeling-Pittsburgh Steel Corp., Sharon Steel Corp., and The Cleveland-Cliffs Iron Co. as participants. Cleveland-Cliffs operates and manages the operation. Development of the Tilden Flowsheet The geology and ore reserves of the Tilden mine have been detailed in a paper by Villar and Dawe (1975). A joint program was undertaken in 1961 with the US Bureau of Mines in Minneapolis using the flowsheet developed by the Bureau employing the selective flocculation-desliming and calcium activated anionic silica flotation method (Frommer, et al, 1966; Frommer, 1964; Frommer, Wasson, and Veith, 1973). During this time, parallel testing at Cleveland-Cliffs Research Laboratory and Pilot Plant centered on the same type of desliming but was followed by the cationic flotation of silica with amine collectors (Columbo and Jacobs. 1976). The cationic silica flotation system was eventually chosen for its overall efficiency and simplicity. Regardless of the flotation method chosen, the technique of selective flocculation-desliming prior to flotation is the key to the success of the process. The flowsheet is described in detail by Villar and Dawe (1975). [Figure 1] shows a simplified one-line flowsheet of the Tilden concentrator. A total tailings thickener has been added to the original flowsheet and was placed in operation in 1978. The total-tailings thickener overflow reports to the reuse water pond and the underflow is pumped approximately 8 km (5 miles) to a storage basin. A flowsheet of the reuse water system is shown in [Fig. 2]. Selective Flocculation-Desliming Data have been published on the mechanisms and factors affecting selective flocculation in iron oxide-silica systems. The intent of this paper is not to discuss the theoretical aspects of selective flocculation, but rather to present experience gained from the commercial Tilden operation and from bench and pilot plant testing of fine-grained oxidized iron ores. From the bench and pilot plant testing prior to plant startup, certain reagent combinations and rates for the commercial Tilden plant were established. In the experience gained from three years of plant operation at Tilden, some of these reagent dosage rates have required significant adjustments due to changes in reuse water quality and to meet the requirements of varying ore types. Reuse Water The process water quality is a major concern at the Tilden mine and is constantly being monitored for selected chemical and physical characteristics. This monitoring has continued on a regular basis in order to gain a more thorough understanding of the interactions taking place in a dynamic water system and particularly as water quality is influenced by seasonal variations. Control of the reuse water chemistry is essential to the Tilden process both in the selective flocculation-desliming and flotation stages of concentration. With roughly 75% of the reuse water used in grinding-desliming operations, it is readily apparent that the biggest "reagent" in the selective flocculation-desliming process is water. Not enough can be said about the close control that must be exercised on the overall reuse water system. Control of the chemical treatment of the feed to the total tailings thickener is of utmost importance in order to produce a reuse water for the concentrator that is compatible with all stages of the concentrating process. There are many analyses made which aid in judging the quality of the water. Some of these are shown in [Table 1]. Five are particularly important and are monitored daily so that reagent adjustments can be made as required: suspended solids, calcium hardness, pH, dissolved silica concentration and temperature.

Description of Ore The Climax ore-bearing rock is essentially an altered and highly silicified granite, fully half of the gangue being quartz. Molybdenite is the only mineral of economic consequence and most of it is intimately associated with quartz in the form of fine veinlets and stringers. Other minerals are molybdite, pyrite, and chal-copyrite. While the molybdite may be readily extracted by hydrometallurgical methods, its content is too low to make such operations profitable. The pyrite content ranges from 2 to 5 per cent and that of the chalcopyrite from 0.03 to 0.05 per cent. There is not enough copper to make its recovery attractive and one of the metallurgical problems is the elimination of it and the pyrite from the product. On account of the close association of the molybdenite with the quartz and the necessity of eliminating the pyrite and chalcopyrite from the final product, fine grinding followed by flotation is the only feasible method of concentration. History Construction of the first milling unit was started in 1917 and it was operated during parts of 1918 and 1919. In the postwar years, there was almost no demand for the product and production was at a standstill until 1924. The Company's research campaign to develop the use of the metal began to show results in that year. From r926 to 1932 production ranged from 500 to 1200 tons per day. In 1931 an additional mill section was built and production was gradually increased until in 1934 and 1935 about 3000 to 4000 tons was milled per day. This tonnage overtaxed the milling facilities, and as the demand for inolybdenum was growing constantly, additional milling equipment was needed. In 1936 and 1937 another crushing plant, six additional mill sections and the necessary auxiliary plants were constructed and brought into operation. This plant was designed to mill I0,000 tons per day, but it was not long before 12.500 tons was being treated during periods of peak demands. During the summer of 1941, to meet defense needs, the mill has been required to treat 15,500 tons per day. This has been accomplished with little plant expansion and at no loss in recovery, as will be described later. TO increase capacity still further, one more primary section is now being built. This will bring capacity to 18,000 tons per day, which can be stretched to 20,000 tons at a small sacrifice in recovery. The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. I have been employed in almost the entire range of fields offered to geologists and have studied closely the feeling of people towards geological service. Recently it has been a pleasure to be closely associated with men who were as deeply interested in civic welfare and affairs of state as in the financial success of a large industry developing natural resources. Previously I had seen service in a national survey, a state survey, summer employment by a large mining company exploring new property and detailed geological work for a large corporation. Major responsibility as a college instructor has left me free to view each of these assignments in unprejudiced fashion and at the same time study the relation of government surveys to large natural resource industries, average industrial and construction work and service to nongeologists and laymen. The term oil property, in this discussion, includes any type of easement or grant under which petroleum might be produced; it ranges from the mere right to drill on undeveloped wildcat acreage up to a fully developed oil property. The values of an oil property, as thus defined, vary widely according to the use for which it is intended, whether it is from the viewpoint of the speculator, the fraudulent stock promoter, the refiner and pipe-line owner, or the oil producer. The market value of a property is usually a combination of some two or more of these influences, and occasionally a combination of all of them, but we prefer to treat each viewpoint as distinct from the others, allowing the reader to make his own combination in such proportions as his inclination and property seem to require. This paper will treat the subject from the viewpoint of the oil producer. However, the other influences have such bearing on the cost of property to the producer and on the price he might obtain by its sale as to warrant brief discussion of them. Speculation, particularly lease speculation, is a parasitic growth on the oil industry, healthy enough, but of no economic value. The class of property usually dealt in for this purpose is the undeveloped lease. Its speculative value may have some relation to its probable productive value, but most frequently this value is the product of temporary excitement due to local development. The lease speculator, seeking out the trend of development or securing early information regarding a proposed test or a new discovery, immediately secures leases whose market value will be increased when the existence of such development becomes more widely known. His profits are purely unearned increment. Not proposing to spend money in exploration, he can afford to compete in purchase with the operator, who, in addition to bonus paid, must spend large sums in testing out his own acreage and that of the nearby speculator as well. There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. While our education system is failing the students it is supposed to serve, other countries are doing far better. In a
