Written contribution E. Wroth* (Visitor): The technical aspects of the assistance scheme which IS provided for in the Gold Mines Assistance Act, 1968, and certain consequential amendments to the Income Tax Act, 1962, are explained by Dr Krige. The object of this contribution is to explain the working of the Gold Mines Assistance Act (hereafter referred to as the 'Assistance Act') for the benefit of those concerned with the tax and assistance assessments of gold mining companies. The views expressed do not necessarily reflect the Revenue Department's interpretation of the legal provisions involved. 1. MINES WHICH QUALIFY FOR ASSISTANCE 1.1 The assistance scheme is applied on a selective basis. Mines which qualify for assistance are defined in the Assistance Act as 'assisted gold mines'. The requirements for classification as an assisted gold mine are that: (i) the mine be a producing gold mine; (ii) it would be likely to close down within eight years if not assisted; and (iii) with State assistance its life would be appreciably prolonged and there would be a significant increase in production of gold or uranium, or of both gold and uranium. 1.2 A mine is only considered for classification as an assisted gold mine on application. Such applications must be made to the Mining Leases Board through the Government Mining Engineer. Classification of a mine as an assisted gold mine is at the discretion of the Minister of Mines who acts in consultation with the Minister of Finance and has regard to the recommendations of the Mining Leases Board. 1.3 The Minister of Mines will impose conditions subject to which a mine is to be classified as an assisted gold mine. The most important will be that the mine must immediately lower its operating pay limit, as normally calculated, by a percentage fixed by the Mining Leases Board and conduct its future mining operations in accordance with the average grade of its ore reserves determined on the basis of such lower pay limit. l.4 The Minister will fix the date as from which classification as an assisted gold mine is to be effective. So long as the mine has operated on the basis of the lowered pay limit for at least three months during the particular year of assessment, he would normally fix the effective date as the first day of the year of assessment.

Utah statute defines sovereign lands as "those lands lying below the ordinary high water mark of navigable bodies of water at the date of statehood, and owned by the state by virtue of its sovereignty." The lands within the bed of Great Salt Lake (GSL) are, by this definition, sovereign lands, acquired at statehood in 1896 in accordance with the "equal footing" doctrine, granting each state control and ownership of navigable waters and the lands underneath those waters within its borders. Under public trust doctrine, the state, as trustee for the people, bears responsibility for preserving and protecting the right of the public to use of the waters for navigation, commerce, fishing, recreation, and wildlife habitat. Also by statute, sovereign lands are defined as "state lands," to be managed by "multiple use sustained-yield principles." The Division of Forestry, Fire and State Lands is given management authority for sovereign lands and, as manager, has responsibility to prepare comprehensive plans, initiate studies of the lake and its resources, implement comprehensive plans through state and local entities, and coordinate the activities of various divisions within the Department of Natural Resources (DNR). The Division of Forestry, Fire and State Lands also has responsibility for management of mineral leasing on sovereign lands. The many resources on the lake--water, minerals, wildlife, recreation, archeological and historical values--are managed by as many state agencies which occasionally creates conflicts. The brines of GSL contain several ions that crystalize into valuable minerals during evaporation. The major ions in the lake are, in order of relative abundance, chloride, sodium, sulfate, magnesium, and potassium. Mineral products which are currently extracted from lake brines are sodium chloride, magnesium chloride brine which can be sold as flake magnesium chloride or further processed into magnesium and chlorine gas, and potassium sulfate. Mineral products which have potential for extraction include gypsum, sodium sulfate, and trace amounts of lithium, boron, and bromine. The GSL contained an estimated 4.3 billion short tons (st) (3.9 billion metric tons [mt]) of dissolved salts in 1998. Utah Geological Survey (UGS) estimates of the dissolved salt content in GSL have fluctuated from 4.0 to 5.5 billion st (3.6 to 5.0 billion mt) due to the dynamic conditions in the lake as salts are precipitated and redissolved, and due to the diversion of brines from GSL, such as the West Desert Pumping Project. The lake has four areas of varying salinity, separated by dikes or other man-made structures: north arm and Stansbury Bay brines at near saturation (25 to 27 percent total dissolved solids [TDS]); the main body of the south arm with concentrations ranging from 7 to 15 percent TDS as lake elevations fluctuate; the waters in Farmington Bay at approximately 3 to 5 percent TDS; and Bear River Bay at <1 to 7 percent TDS. The percent TDS in Bear River Bay fluctuates with lake level, and changes in Bear River inflow. The transfer of salts from the south arm to the north arm has raised questions about the viability of the mineral and brine shrimp industries. The UGS and the U.S. Geological Survey (USGS) continue to monitor salinities at designated sites on the lake to document changing lake salinity. A recurrent theme is that placement of dikes and diversions can have significant and rapid impacts on various conditions in the lake. Hydrocarbon resources on the lake are significant, but presently undeveloped. The hydrocarbons are low gravity (4 to 9 degree API) and tar-like, contain high nitrogen concentrations, and up to 12 percent sulfur. The unusual characteristics of the oil have been the subject of studies by chemists at Weber State University and University Louis Pasteur de Strasbourg. However, these resources are difficult, and at present, uneconomic to extract using current technology because of the nature of the hydrocarbons, and production in "an offshore, highly saline environment." Oolitic sand deposits make up many of the beaches and shorelines around the lake. Because of their high calcium carbonate content, oolites have been used by Magnesium Corporation of America (MagCorp) and its predecessors for acid neutralization and dike construction. Oolites are also used in very minor amounts in flower drying. The Utah Division of Oil, Gas and Mining reports up to 130,000 st (118,000 mt) mined annually by MagCorp from U.S. Bureau of Land Management (BLM) lands adjacent to GSL. Currently, there are twelve producing mineral leases which generated slightly more than $1,000,000 in royalties during calendar year 1998. IMC Kalium Ogden Corp. (IMC Kalium) produces potassium sulfate and magnesium chloride from brines concentrated through solar evaporation in Bear River Bay and Clyman Bay. By-product sodium chloride is transferred to IMC Salt, which packages and sells the salt. MagCorp produces magnesium metal from brines concentrated in Stansbury Bay. Cargill Salt produces sodium chloride from brines provided by MagCorp under a lease agreement. Morton Salt produces salt at the southeast end of Stansbury Island. Lastly, North Shore Limited produces cocentrated brines for use in dietary and mineral/vitamin supplements near Spring Bay in the north arm of the lake. Producers of magnesium, potash, and salt from GSL contribute significantly to the value of metals and industrial minerals in Utah. Together these companies contribute approximately $240 million in gross value, or 18 percent of the value of the state&apos;s nonfuel mineral production. Most of this production is exported.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc.* When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Dorr and H. A. Guess. George D. Barron will succeed Mr. Guess as trustee at the end of this year. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn. The Engineering Foundation The Engnieering Foundation was established in 1814 as a result of a gift of $200,000 made by Ambrose Swasey. It is intended not only "for the Furtherance of research" along broad lines but also "for the advancement of" a wide variety of other activities of benefit to engineering as need arises. The endowment fund, which now amounts to $630,000, is administered by the United Engineering Trustees, Inc. Through The Engineering Foundation board, on which the Institute is now represented by J. V. N. Dorr, John M. Callow and Galen H. Clevenger, the income of the endowment, approximately $28,000 a year, and funds contributed for special projects are appropriated for the purposes intended. H. C. Bellinger will succeed Mr. Callow on the board at the end of this year. Alfred D. Flinn is Secretary- and Director. Researches of wide interest in many lines have been aided by Engineering Foundation. . A grant from it to the Mining Methods Committee assisted in the preparation of Volume 72 of the Transactions. For several years the Foundation has aided in support of the study of Blast-furnacc Slags by R. 8. McCaffery at the University of Wisconsin, sponsored by the Institute. The Foundation has raised over $230,000 to support the Alloys of Iron Research endorsed by the Institute and George B. Water-house is serving as Chairman and Director of the Iron Alloys Committee which has been brought together to direct this work. The Foundation has also on recommendation of the Institute made a grant in aid of the studies of Mining and Strata being conducted at Columbia University by P. B. Bucky, which promise information of great usefulness relative to mine subsidence and support of ground. John Fritz Medal Board of Award The medal was established in 1902 and lias since, been awarded not oftener than annually by a hoard of sixteen members, four representatives each from the American Societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers.

Henderson Mine’s primary production transitioned from the main portion of the 7700 level to the 7210 main panel in 2005. On the 7700 level, the southwest (SW) panel was brought into production in 2014 and produced through 2020. A-Panel was brought online in 2019 and took over primary production in 2020. The 7210 north panel is under development with production expected to commence in 2025. The 7700 northwest panel is expected to be the mine’s last production panel.

The material that forms the basis of this paper was collected in the spring of 1922, during a ten-day visit to Ducktown by the writer in the company of Prof. L. C. Graton. The time available for the work was far too short to allow anything like a thorough study of the deposits, and structural and stratigraphic questions, though they have an important bearing on the origin of the primary ores, were necessarily left untouched. Attention was focussed on the zone of oxidation and enrichment; and by devoting most of our time to the upper levels, open pits, and old workings, and examining the deeper levels only thoroughly enough to obtain a fair idea of the nature of the primary sulfide ore, we were able to make a reasonably complete survey of the various orebodies. With this field work for a background, the writer later made a study, in the Harvard laboratories, of the specimens obtained during the visit. As some of the facts brought to light by this study appear to be new, it seems worth while to set forth the outstanding features and a proposed explanation of them. Much of the Ducktown material that is obviously of greatest significance, as regards oxidation and enrichment, is soft and crumbly. Notwithstanding the desirability of gaining from such material all possible information as to its mineral composition and textural relationships, but little has heretofore been learned regarding it; but, by suitable preparation of this material in connection with the present study, it has been possible to examine it under the microscope without any disturbance of its texture and about as satisfactorily as if it were hard, fresh ore. The information thus gained has contributed measurably to the results set forth in this paper.

THE objective of the iron smelter is naturally the production of high quality iron at the lowest practicable cost. To enable this, large tonnages are put through the blast furnace, and, at the same time, the quality of the iron must be under definite control.The modern blast furnace enables these objectives to be attained. The description whieh follows sets out the general details of construction of such furnaces, and the operation at thc Broken Hill Proprietary Company&apos;s blast furnaces at Newcastle, New South Wales.The occurence of iron in many forms is so well known as to need no description. Modern civilisation may be said to be built on a foundation of iron, and, today, the production of iron and steel has beeome one of the world&apos;s industries.A short historical introduction will serve to show the evolution of the processes and apparatus since iron production assumed importance.There is no definite date fixed as to when iron was first made, or by what means it was first discovered. Perhaps prehistoric man threw iron bearing stone on to his fire, and these became reduced, Ieaving a soft metal behind, or more probably the first iron was of meteoric origin.There is evidence, however, to prove that it has been known for a period of 6000 years. Iron has been found in the Pyramids and its use was known to the early Eqyptians and later to the Hebrews, Assyrians, Greeks and Chinese. Following the Greeks, the Romans excelled in its extraction and uses in the manufacture of their instruments of war, and to this fact can largely be attributed the success of their many wars of conquest. The challenges of noise emission in the mining industry are well known. These challenges are exacerbated by the increasing trend towards mechanized mining, and there is general consensus that an effective industry-wide Buy Quiet initiative (BQI) will significantly assist in reducing noise-induced hearing loss by minimizing noise at its source. In its endeavours to improve the health of workers, the MOSH Noise Team has facilitated development of a proposed strategy and structure for a BQI. Extensive consultation with stakeholders resulted in support for the initiative. The MOSH Noise Team was advised to solicit the contributions of consulting mechanical and electrical engineers (CM&EEs), whose support is viewed as critical for realization of the initiative, since elimination of noise at source is an engineering challenge, and most procurement standards and specifications are set and managed by engineers. A workshop with CM&EEs and their representatives, as well as group environmental engineers (GEEs), confirmed the urgent need for the initiative and provided valuable insights. The workshop used obstacle based planning techniques to identify the factors on which the success of this BQI will depend. Most potential obstacles to the implementation revolved around proper scoping, leadership commitment, and companies? adherence to the initiative. Lack of involvement by the relevant stakeholders and economic issues were also identified as potential obstacles. Delegates at the workshop felt that the successful implementation of the industry-wide BQI, will depend on the mining industry addressing the specific obstacles. The most critical and urgent issue was identified as the formation of a properly constituted industry-wide BQI task team that includes representatives from critical stakeholder groups and which is mandated and empowered to drive the initiative.

There also has been extensive attention given in recent decades on developing a more fundamental understanding of the breakage processes involved, especially in ball mills. These studies have mostly emphasized the use of size-mass balance or population balance approaches for quantifying the analysis and design of size reduction circuits, ego Austin, et al (1984).

"MiMeR, the Minerals and Metals Recycling Research Centre at Luleå University of Technology, Sweden, started industry-related research work to stabilize an EAF slag from Höganäs AB with of CaO/SiO2 values near to 3.2. The intention was to determine the suitability of the EAF slag as construction material after stabilization. Some of the stabilizers effective for preventing disintegration of AOD slag were examined in laboratory tests for stabilization of the EAF slag. The EAF slag samples were mixed together with stabilizers for melting at 1600ºC and then cooling in a crucible system. With a laboratory granulation system, the liquid EAF slag was cooled rapidly using air. Samples from the tests were characterized by different techniques, including XRD and SEM. Some of the results from the work may be useful for preventing slag disintegration and, thus, enhancing utilization of the EAF slag as construction material, thereby saving valuable natural resources.IntroductionAt steel plants of some MiMeR member companies, steel grades with low carbon contents were produced in Electric Arc Furnaces (EAF). EAF slag was tapped out of the furnace to slag pots for transport to slag yards, where the slag was poured on the ground. Very often, the EAF slag disintegrated during cooling on the ground. Fines from the slag disintegration were often difficult to handle and use as material for road construction [1, 2]. The EAF slag disintegration was rather similar to the disintegration occurring in the slag tapped from some AOD (Argon Oxygen Decarburization) converter heats.Literature studies show that formation of dicalcium silicate (C2S) is the main reason for the disintegration or dusting of AOD slag from production of stainless steel [1-4]. The C2S can form while the content ratio of CaO to SiO2 of the slag, CaO/SiO2, exceeds 1.4 [1]. Values of CaO/SiO2 for the AOD slag are often near to 2.0, making the C2S a predominant slag component. The ß phase of C2S, ß-C2S, transforms into its low temperature ? form in the temperature range of 400-500°C, inducing a volume expansion of nearly 12% [1-4]. The volume expansion disintegrates the AOD slag."

Ross The first meeting of the Columbia Section was held on March 24, as a part of the 1916 Northwest Mining Convention which was held under the -auspices of the Spokane Mining Men&apos;s Club assisted by the Spokane Chamber of Commerce, the technical program being in charge of the Spokane Engineering and Technical Association assisted by the local sections of the A. I. E. E., A. S. C. E., and A. I. M. E. The program of the successive sessions was carefully arranged with view to its application to mining, and in addition to the technical program there were exhibits of ores, minerals, devices, etc., of interest to the delegates, who numbered over 500. A portion of the program was also arranged with special reference to the requirements of the prospector and miner. A reception, a banquet, a complimentary luncheon, a regular daily call&apos; of the Stock Exchange, a visit to the High Schools and to one of the substations of the Washington Water Power Company and to the Union Iron Works kept the visitors entertained, the ladies being looked after by a special committee of ladies who held open house during the entire week. Several important resolutions were passed by the Convention and one by the Columbia Section, A. 1. M. E. With Stanly A. Easton, chairman, presiding, the Columbia Section, American Institute of Mining Engineers, occupied the time between 2.00 and 5.30 p.m., March 24th, the Moorish room of the Spokane hotel being filled with members and their guests. "The Apex Law and the Mineral Surveyor" was a paper presented by F. W. Callaway and generally dis-cussed because of its local application in the Coeur d&apos;Alenes, the conclusions being reached after expensive litigation between two of the large mining operators in that district.

This study was undertaken primarily to determine the reasons for certain varia-tions in the soundness of gravel aggregate taken from a number of widely separated points on the Tennessee River. Under laboratory tests, concrete made with these various aggregates it some cases exhibited marked differences in specific gravity, crushing strength and durability. Gravel was studied in detail from Chattanooga to the mouth of the river and to a lesser extent from Chattanooga to Knoxville. The causes of variation were determined, and variational curves were constructed, which accurately predict the composition of aggregate at any point on the river and therefore its relative suitability for use in concrete. The aggregate at any point is suited for making sound concrete; the variance of suitability is due to varying percentages of sandstone and weathered material, which are less sound than other constituents. INTRODUCTION When it is stated that the aggregate from one point is inferior to that from another, it must not be construed to mean that the gravel is unfit for use. The classification upon which such aggregate ratings are based is largely arbitrary, thus inferiority or superiority is merely relative. Samples of gravel were selected from stockpiles at the dams of the Tennessee Valley Authority under construction, from the stockpiles of private companies along the river, and from samples taken by the gravel-exploration barge of the T. V. A. One hundred or more gravels of each size studied were selected at random by taking small handfulls while walking around the piles. These were separated according to the differ-ent mineral or rock constituents present, and the percentage of each constituent was obtained by counting. At least three such samples were taken from each size, and all checked with one another within a few per cent. The results were then averaged. In order to check on the accu-racy of such sampling, a whole sample was taken from one point after the gravel was thoroughly mixed. The two methods gave approximately identical results.

The Lupin mine consists of a gold mining, milling, and refining complex located 400 km (250 miles) northeast of Yellowknife and 100 km (60 miles) south of the Arctic Circle on the southwest shore of Contwoyto Lake in Canada&apos;s Northwest Territories. (Fig.1). The mine was commissioned in 1982 and is presently producing 6 t/a (193,000 oz per year) of gold from 612 kt (675,000 st) of ore. The success of this operation is due to such factors as the continuity and grade of the ore body, the competency of the host rock, low mining costs, efficient milling, the transportation of people and materials to and from the mine site, and the unique work schedule resulting in a stable workforce. Echo Bay Mines operated a silver mine at Port Radium on Great Bear Lake, Northwest Territories, from 1965 to 1982. The company first obtained an option on the Lupin property from Inco in February 1979 and completed an underground exploration program in 1979-1980. Topographic relief is low and vegetation is sparse in the continental subarctic climatic zone, consisting mainly of moss and lichens. Temperature extremes are from 24°C to - 45°C (+75°F to -49°F) with an annual mean of -12°C (+54°F). Permafrost extends from near surface to 500 m (1640 ft) in the ore zone. Its remote location and harsh climate presented some challenging design and logistical problems. Construction began at the Lupin mine site in 1980. Before construction, a 1.5-km (5000-ft) gravel landing strip was prepared, suitable for landing a C 130 Hercules. The entire Lupin project took 20 months to build. All of the men and materials were transported to the site with some 1100 Hercules flights and several hundred Convair 640 flights. The Convairs transported construction crews, which numbered 400 at their peak, and also carried 3.2 kt (3535 st) of supplies during construction. The facilities were constructed and commissioned for a total cost of C$135 million. The operation was originally designed to throughput 860 t/d (950 stpd). Expansion in 1983, circuit refinements, and some capital projects brought the daily throughput to 1.7 kt/d (1850 stpd). The underground mine delivers 612 kt/a (675,000 stpy) of ore to the mill at an average head grade of 8.46 g/t (0.3 oz per st). The ore is nonrefractory and is processed in a conventional cyanide leach using the Merrill Crowe process. Gold recovery is about 95.0%. The average production cost is $US5.85/g ($US 182 per oz) based on 1987 figures. Mining at Lupin – Geology The Lupin deposit occurs in amphibolite grade iron formation overlain by mudstones (phyllites) and underlain by graywacke (quartzites). Contacts between the wallrock units and the iron formation are well defined. It has been folded and tilted into a megascopic antiform-synform-antiform structure (Fig. 2). Gold occurs primarily within the sulfide rich iron formation, with some minor occurrences in sulfide poor iron formation. The distinction between sulfide rich and sulfide poor iron formation is based on a visual cutoff of 5% total sulfide content. Mining widths are determined by an assay cutoff of 4.2 g/t (0.15 oz per st) gold. There are few tons between 1.7 and 4.2 g/t (0.06 and 0.15 oz per st). The amphibolitic iron formation at the mine ranges from 1.5 to 20 m (5 to 65 ft) wide and has been followed over a strike length exceeding 1.7 km (5600 ft). The wider portions of the ore body tend to occur at its north extent and south nose. The gold-bearing iron formation appears on plan as a Z-shaped structure made up of three zones: the West, Center, and East. The West and Center zones dip steeply to the East (75° to 90°). Each of the ore zones plunge at an angle of about 65°. Total strike length of the three zones is more than 610 m (2000 ft). The zones are confirmed at a depth of 650 m (2130 ft) below surface. The Center zone is the widest and varies from 4.5 to 20 m (15 to 65 ft) while the West is the narrowest, averaging 1.5 m ( 5 ft). The footwall is comprised of quartzites that are strongly jointed and locally grades into phyllite, which comprises the hanging wall. The hanging wall and footwall are reversed in the West zone. Mineralogy of the ore at Lupin consists of amphibole minerals (hornblende, cummingtonite, and grunerite), feldspars, quartz, occasionally garnet, pyrrhotite, arsenopyrite, minor pyrite, and trace chalcopyrite. A review of Jones & Laughlin&apos;s Vesta coal preparation plant flowsheet in 1959 indicated that, of the three sizes making up the company&apos;s metallurgical product, the -48-mesh fraction offered the greatest potential for improvement. Efforts to improve quality and yield were directed toward the use of froth flotation. After laboratory and plant tests were completed, it was decided that treatment of the entire -@-mesh fraction of the coal mix by flotation was a significant step forward in providing better coal quality and recovery. Reduction of ash in the metallurgical coal from 6.75 to 6.25% provided material savings at the coal washer, coke plant and blast furnace. The Vesta preparation plant of the Jones & Laughlin Steel Corp. is located on the Monongahela River, eight miles south of Brownsville, Pa. This plant is capable of cleaning 2400 tph of a mixture of Pittsburgh seam high volatile coals from the Vesta and Shannopin mines to produce a metallurgical coal of 6.75% ash and a steam coal containing 14% ash. Heavy media vessels are utilized to upgrade the coarse coal while launders and tables handle the -1/4-in. fraction of the raw coal feed. Cleaned -1/4-in. coal goes to boot classifiers where the 48 mesh material settles and is removed by bucket elevators. This 1/4x48 mesh material is then sent to centrifugal dryers for dewatering. As designed, the -48 mesh fraction overflows the boot as a 7 to 8% solids slurry and is recovered by cyclones and a thickener and then dewatered by filtration. The products of the heavy media circuit, the launder-table-boot-dryer circuit and the cyclone-thickener-filter circuit, are combined to constitute the shipped metallurgical coal. The Vesta-Shannopin mix is combined at Jones & Laughlin&apos;s Pittsburgh and Aliquippa Works with purchased low and medium volatile coals for the production of metallurgical coke. A review of the preparation plant flowsheet in 1959 indicated that of the three sizes making up the metallurgical product, the -48-mesh fraction, containing 16.7% ash, offered the greatest potential for improvement of coal quality. This fraction was considered low, averaging 55%, while the rejects averaged only 33% ash. It was evident that while the boot overflow fraction represented only 6% of the product mix, a reduction in ash to 6 or 7% would reduce the ash of the metallurgical coal by 0.5%. The original plant flowsheet handling the boot overflow (Fig. 1) consisted of ten 14-in. cyclones treating 70% of the overflow and producing a 48x150-mesh underflow and a -150-mesh overflow. The cyclone overflow was combined with the remaining 30% of the boot overflow to constitute the feed to a 150-ft thickener. The cyclone underflow and the 48x325-mesh thickener underflow were fed to vacuum disk filters for dewatering prior to combination with the coarse metallurgical coal. The thickener overflow stream containing the -325-mesh material was split, 40% being recycled directly to the plant water system and 60% being flocculated and clarified in an 85-ft thickener. The underflow of this thickener was pumped to waste. Efforts to improve quality and yield on the -48-mesh coal were directed toward the use of froth flotation early in the investigation. A review of the fine coal flowsheet indicated that three streams should be considered for treatment by froth flotation. These were the -325-mesh thickener overflow, the -150-mesh cyclone overflow and the -48-mesh boot overflow. Flotation of the thickener overflow was considered basically to improve recovery by upgrading the reject stream so that it could be fed to the filters along with the thickener and cyclone underflows. The overflow from the thickener contained 3.7% solids and had an ash analysis of 33%. Flotation of the cyclone overflow and boot overflow were considered to upgrade coal quality as well as yield. Treatment of the cyclone overflow, a 5.4% solids slurry averaging 27% ash, would eliminate the coal thickener and provide a feed of flotation concentrate and cyclone underflow to the filters. Copper slag is mainly used in cutting tools, abrasives, asphalt pavement, road construction, and in the production of concrete as an alternative to sand and cement [1]. As a renewable resource, only about 15-20 percent of the slag is used for these applications, and the dumping or disposal of surplus unused slag results in waste of a certain amount of usable metal in the feedstock [2]. In this work, the oxidation behavior of copper smelting slag under nonisothermal condition is studied using data obtained by the thermogravimetric (TG) method, and the kinetics parameters and reaction mechanism of oxidation are determined. It provides a theoretical basis for the comprehensive recovery of iron resources in slag and the selection of reasonable slag-making conditions.

"The requirements for a metallurgical acid plant treating smelter gases are both unique and demanding in terms of sulphur dioxide treatment and emission control. Since start up in 1981, the copper smelter at the Kidd Creek Division of Falconbridge Limited has undergone several major expansions. The expansion and modification of the acid plant has been an integral part of this process. Both production demands and government regulations dictate that this metallurgical acid plant be unique in terms of operating flexibility. The variable capacity to treat a wide range of sulphur dioxide concentrations, and the operating flexibility to control emissions are the topics of this paper.INTRODUCTIONThe Kidd Creek Division of Falconbridge Limitied is a base metal mining and metallurgical complex located in Timmins, Ontario. The discovery of the original copper-zinc-silver orebody was announced in April, 1964. Mining operations began in 1966 with a 9000 tonne per day concentrator coming on stream in November of that year. In April 1972, a 108 000 tonne per year zinc plant was commissioned. Over the years the facilities have been expanded, such that the concentrator now has the capacity to process 13 000 tonnes of ore per day . To expand zinc production, the world&apos;s second installation of the Cominco/Sherritt pressure leaching facility was completed in 1983 to bring total zinc production capacity to 125 000 tonnes per year. In 1973, serious planning for a smelter operation began. In early 1975, after studying both continuous smelting and flash smelting processes, a decision was made to proceed with the technology offered by Mitsubishi Metal Corporation of Japan. The Mitsubishi Continuous Smelting Process was to be used for the smelter and the Onahama No.3 tankhouse technology for the copper refinery.The smelter, which uses the Mitsubishi Continuous Smelting Process for the continuous production of blister copper from concentrate, went on line in June 1981. It has been expanded from its original capacity of 60 000 tonnes to 100 000 tonnes per year of copper.From the very early design stages for the metallurgical complex, the company had adopted a policy of constructing and operating modern plants which would meet existing and anticipated environmental standards. With this in mind, the decision was made to utilize the proven technology of fixing sulphur dioxide emissions, in the form of sulphuric acid. A 636 tonne per day single absorption contact acid plant was built to serve the zinc plant in 1972. In 1981, an 883 tonne per day double absorption contact plant was built to serve the needs of the copper smelter. The copper smelter acid plant has since been expanded to a design capacity of 1692 tonnes per day and it is the main focus of this paper."

WHAT IS AI? It&apos;s very hard to say. Most researchers and practitioners disagree with nearly any attempted definition, but most would agree that A1 does deal with the development of computer-related methods o f problem-solving. Artificial intelligence is a discipline which seeks to emulate human anatomy and/or thought processes by applying computer science, electronics, and mechanical engineering to the development of natural language processing, machine vision, robotics, and knowledge-based expert systems. Integration of these four fields will someday produce the robots of today&apos;s science fiction. A1 addresses problems of structuring large amounts of knowledge and representing relationships with rules and semantic frameworks rather than with mathematical equations. A1 is convergent rather than divergent - - conventional conputer applications use relatively small quantities of input to generate large output, but A1 generally reduces large amounts of information to establish a few major conclusions. The development of A1 has prompted greatly increased efforts on the part of scientists and engineers to understand just how humans think, organize information, approach problem-solving, and form conclusions. Some of the more exciting and possibly far-reaching advances in A1 are coming in this more-or-less soft-science area. Thirty years of A1 research (dating from a 1956 conference at Dartmouth College at which the term A1 was coined) has already spawned many widespread, almost ordinary, products: window graphics, hand-held controllers (mouse). function menus, etc., all in an attempt to make computers and people more compatible. WHAT IS AN ES? A1 can be used to develop EXPERT SYSTEMS, which are computer programs or systems which contain knowledge and rules by which problems can be solved. or at least by which possible solutions can be suggested for very complex problems. A1 can be used to better define problems so that solutions can be found. An ES is designed not to process numbers, but to process information according to rules and logic derived from actual practice and experience. WHY AI? WHY ES? Companies are increasingly aware of the value of accumulated knowledge and experience in designing, building, operating, and maintaining the increasingly complex or expensive physical plants in any business. As knowledge branches out and becomes more specialized, the accumulated learning of a veteran operator or manager or engineer becomes a scarce resource well worth preserving. EXPERT SYSTEMS offer a means of doing that, reinforcing, not replacing, human capabilities.

A NATIVE son of Salt Lake City. David Douglas Moffat has contributed greatly to both the mineral industries and civic progress in the State of Utah. He was born in 1880 and his whole life bas been intimately associated with mining and milling. His father, one of Utah&apos;s pioneer mining men, was superintendent of a mill at Park City. When Moffat was only 18 years of age he went to Philipsburg Mont., where he spent several years as a machinist, and later as master mechanic for the Granite Bi-Metallic Mining Co. He returned to Park City in 1903 as master mechanic and night mill foreman for the Ontario Silver Mining Co. After a few years of varied experience he became, in 1910. general foreman of the Boston Consolidated Will at Garfield, Utah.

One of the primary responsibilities of the International Seabed Authority?s Secretariat (the Secretariat) is to assess the quantities of metals present in seabed polymetallic nodules in the International Seabed Area under the Authority?s jurisdiction. To carry out this responsibility, the Secretariat periodically undertakes an assessment of the reserved areas in the Clarion-Clipperton region of the northeastern Pacific (CCZ) using the data submitted by the registered Contractors and maintained in the Authority?s POLYDAT database. The results of its most recent assessment demonstrated that the information submitted by the Contractors, though satisfactory for some purposes, does not permit the in situ quantities of metals in these areas to be estimated with a degree of confidence that is comparable to many land-based mineral resource estimates. Our strategy is to divide the work into two distinct but closely related efforts; one to draft a Prospector?s Guide that provides a narrative description of the key geological and oceanographic data that may be related to deposit abundance and metal content, and another that we call the Geological Model, that summarizes and documents the quantitative resource assessments accomplished in the project.

INTRODUCTION From the lender&apos;s point of view, the greatest period of risk in a project financing occurs during the construction phase. Therefore, most projects are supported during this phase by completion guarantees supplied by some credit-worthy entity; for example, the project sponsors in the case of a joint venture, such as that of W.R. Grace, Hanna Mining, and Liberty Capital; or by a strong contract with a utility or foreign importer/investor, such as the way North American Coal Corporation has structured many of its transactions. THE PROJECT LOAN REQUEST A project financing is a more complex form of term loan than one using an ongoing corporation&apos;s balance sheet as a credit base and, therefore, a potential lender will subject the loan request to a more rigorous analysis. To support this effort, the financial institution will require a more detailed information memorandum to evaluate the credit and technical risks of a project - especially since much of the necessary information is not otherwise available. (See also Gibbs and Sroka paper above in this Chapter) A well-prepared information memorandum will impress prospective lenders with the planning ability and general competence of management. Also, the process of preparing the memorandum will help management understand the true extent of the opportunities and limitations of its venture. Appendix A outlines the topics which comprise a complete information memorandum for a loan request. Of some interest to those seeking to sell a currently-operating mining venture, a similar information memorandum should be prepared i.e., covering the same topics discussed here, for the investment banker to use with potential purchasers. For that purpose, though, one might not want to prepare quite as much detail as for a lender. Appendix B outlines the elements of a reserve evaluation and feasibility study, often called the "Bankable Document." Usually, these studies are prepared by independent engineering consultants for use by potential borrowers and sellers. (Potential purchasers will often contract for a similar study for their use in evaluating an acquisition.) ELEMENTS OF A LOAN INFORMATION MEMORANDUM 1. Outline: The information memorandum should begin with a one-page outline covering such topics as: a. The borrower&apos;s name, address, and phone number. b. Principal contact at the borrower. c. Amount of the proposed financing. d. Desired pricing and structure of the proposed financing. This should include a description of the amount and source of equity in the proposed financing. e. Use of the proceeds and timing. 2. Summary: The most important information contained in the memorandum should be summarized in two pages. Note - If the borrower is a recently-formed single-purpose company, then elements 3, 4, and 5 will apply to the guarantors of completion and to the project sponsors. 3. The Borrower: This section is a brief biography of the borrower including such topics as date and state of incorporation, founder(s), lines of business, etc. 4. Capitalization: The borrower&apos;s current debt and equity position, including leases and trade debt, with amounts, terms, names, and addresses enumerated. Equity owners, and percentage ownership, should be identified. 5. Historical Financial Statements: If available, a minimum of five year&apos;s worth of complete historical financial statements
