FMC built its first angle bolter in 1969. This was a single mast unit which could drill holes for conventional bolts or angle holes for installing roof trusses. From this drill we learned very quickie that the mast design was an important factor to the success or failure of any angle bolter. The first mast installed on this machine (EXHIBIT 1) was fixed in length with endless chain and hydraulic motor feed. It took less than a shift underground to determine that the fixed length was not going to work. The undulating top created conditions where the mast was too long to be positioned at a 450 angle. Several mast designs were tried and discarded before we felt we had the answer to our problems. (EXHIBIT 2} We developed a mast that would extend or retract without moving the position of the drill unit. This allowed the operator to "wedge" the mast between the floor and roof before starting his drill feed. This arrangement worked exceptionally well, but unfortunately the demand, as perceived by our Sales Department, for angle bolters did not materialize. This unit became an "orphan" and was used by many coal mines until it died a natural death. FMC did not decide to re-enter this market again until 1979. At this time many coal producers were contacted to determine what features should he incorporated into a dual mast angle bolter. From this information we were able to arrive at three main areas of concern that we should consider when designing a new machine. 1. Eliminate overturning moment on drill unit. 2. Provide some sort of steel support near roof line to aid in starting a 15° hole. 3. Dual mast units need a method of raising center of mast rotation to facilitate various mining heights and still maintain a 45° angle and proper distance from rib. I would now like to discuss each of these individually. EXHIBIT 3 indicates the overturning moment resulting from the feed cylinder thrust and the reaction of the drill hit against the roof. To eliminate this moment a mast was designed using two feed cylinders mounted in the plane of the drill center line, thus removing all overturning moments on the drill unit carriage. This mast has been used extensively in vertical drilling with no downtime attributed to wear on mast guides and drill unit supports. The cylinders are designed to provide uniform thrust and feed speed throughout the total stroke. For manufacturing and economic reasons, the final mast design on the first drill was not used for this new drill. A drill steel support mounted on the mast, and positioned by a hydraulic cylinder provides the needed guidance near the roof for starting a hole at a 45° angle. (EXHIBIT 4) This support does not surround the drill steel but simple cradles the drill steel for "collaring" the hole. Once the hole is started, the support can he lowered. The support plate is hinged to allow the drill mast to pass. The advantage of having vertical motion of the center of rotation on a dual mast drill is shown in EXHIBIT 5. Following the criteria recommended by Birmingham Bolt Company, the truss bolts should he at a 45° angle and one fifth of the width of the entry from the rib. Therefore, in an entry 20 ft. wide, the hole should be drilled 4 ft. from the rib and at the 45° angle previously mentioned. With the limitations inherent to dual boom drills, that is, the masts cannot pass each other nor can one mast pass the center line of the machine even if the other is positioned out of the way, it is impossible to accommodate much variation in seam height and maintain the recommended criteria. As shown in EXHIBIT 5, a center of rotation 17 inches above the floor will start a hole 4 ft. and 45°angle at a height of 67 inches. Any height above 67 inches

ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. THE mining engineer is being more generally called on to examine and report on properties where the introduction of mechanical loaders is proposed, and as the use of these labor-saving devices presents an entirely different problem from that of hand-loading, an outline of procedure is herewith pre¬sented based on five years of intensive field experience in making such studies. It is impossible to outline an examination which will cover every condition but the most important variables are noted and the re¬port may be amplified or abridged to suit individual mine requirements. There are, of course, exceptional cases in which a single minor variable will determine the final conclusion; the result of mechanical loader application can be, estimated within close limits by considering all variables listed and taking into account the sum of all those found to be applicable to the property under examination. It is necessary that a high degree of accuracy be exercised in the analysis of conditions, and that a relatively narrow margin be figured on all estimates of tonnage outputs and costs. In making an examination for this purpose the data as to company name, business address, name of mine, geographical location, rail or water connections, type of mine (whether shaft, slope, or drift), and the name of seam should, of course, be included, to be followed by the minimum, maximum, and average thickness of seam, a brief description of the charac¬teristics of the coal, the impurities contained, location of regular impurities or partings, together with nota¬tion as to quality, uses, and-markets for the coal. It is also necessary to make cross-sections of the seam so that face preparation may be studied in an effort to eliminate all regularly-occurring impurities at the working place. The possibilities for further cost re¬ductions by the removal and gobbling of partings under¬ground before mechanically ? loading out a face are sufficiently great to warrant careful study and analysis. The classification of the mine from the standpoint of gaseous or non-gaseous operation will determine the general type of electrical equipment needed. A notation regarding the power whether generated at the mine or purchased, together with the amount, voltage, and type of current available is necessary since these matters determine the exact type of elec¬trical equipment to be used. A brief description of the ventilating system, giving type of fan, amount. of air delivered, water gage, and whether force or ex¬haust type, will enable the engineer' to figure venti¬lating requirements per man under mechanical loading practices. The pitch of seam in degrees, the pitch of working faces, and a brief description of rolls or horsebacks should be included, as these affect the efficiency of mechanical loading and, therefore, the economic re¬sults obtainable. -Notations should be made as to the amount of water found in working faces, and whether pumping, sprinkling or rock-dusting methods should be considered. As the character of the floor affects the operation of the machine at the face if a cater¬pillar-tread type, its hardness should be determined, and also whether impurities consisting of floor ma¬terial are likely to be loaded with the coal. The char¬acter of the roof and overlying stratification determine the mining system and width of roof span at work¬ing faces. It therefore directly regulates the amount of tonnage to be loaded by machines without a move from one place to another.

For a number of years there has been a very appreciable annual,, increase in the production and recovery of natural gas and natural-gas gasoline2 in the United States the latter product being used largely for blending with gasoline from petroleum in the production of motor fuel. On account of the increased amount of oil cracking in the production of gasoline and the accompanying increased percentage of low-boiling constituents in the resulting product, the specifications for the natural gasoline suitable for blending have been altered, that is, the amounts of propane and butane which it can contain have been limited. The result has been that large quantities of the latter materials are wasted because there has been no ready market for thorn in large quantities. Because of this wasteage and because it is probable that large quantities of there and similar materials will be produced in the near future us a result of the more general use of oil cracking processes, a study was made by the Bureau of Mines, under a cooperative agreement with the assistance of the Phillips Petroleum Company, of the suitability of these materials alone or in mixtures for use as gas enricher in the carburetion of water gas for city distribution. This investigation included: (a) A study of the properties of the low boiling members of the paraffin series including pentane with particular reference to their utilization as gases.

Introduction Although autogenous grinding applications date back to the early years of mineral processing when tumbling-type mills were first used, there has been a renewed interest in this type of grinding over the past few decades. A review of the historical aspects of autogenous grinding is provided which follows the development of the various types of mills and processes. Wet and dry grinding operations using either autogenous or semiautogenous mills, including the Aerofall mill, are described. Em¬phasis has been placed on the test work required to evaluate the feasibility of using autogenous or semiautogenous grinding for a spe¬cific application. The factors which must be considered to establish the appropriate design criteria for these types of grinding circuits are discussed in detail. Successful application of these grinding circuits results from a thorough test program, a careful analysis of the test results, and a practical engineering approach to the design of the process flowsheet and milling equipment. Certain pebble milling applications, where the pebbles consist of the ore or rock itself, can be classified as autogenous pebble mill grinding, or better known as ore-pebble mill grinding. In the generic sense, pebble milling includes those grinding operations using a tum¬bling mill in which the grinding media consists of various types of pebbles, either ore or other pebbles, instead of metal balls. Conse¬quently, this subject is covered separately in Chapter 5, Pebble Mills. Operating data from many of the installations located throughout the world are included in this chapter. Our appreciation is extended to those companies who contributed this important information. History of Autogenous Grinding F. C. BOND Autogenous grinding, the grinding of ore by itself rather than by special metallic or nonmetallic grinding bodies distinct from the ore, has an old and honorable place in the art of mineral processing. It antedates the use of the rod mill and is only a few years younger than the development of the continuously fed rotating tumbling mill in which it is accomplished. Its history71, 72 is inextricably bound up with that of gold mining. Every important early development of autogenous grinding took place on ores of gold, except in one case of silver ore. In common with many other features of modern mineral processing, autogenous grinding would have been greatly retarded if the winning of gold had been so small a part of mining in the past as it is today. Gold unlocked the secrets of rock-on-rock grinding. In years past gold ores were crushed in stamp batteries and then flowed over copper plates covered with mercury which amalgamated the gold. The McArthur Forrest cyanide process for the dissolution of gold in a dilute alkaline cyanide solution appeared in 1890. With finer grinding it recovered more gold than could be won by amalgama¬tion alone. The first response was to stamp in cyanide solution and finer mesh screens guarding the stamp discharge. However, the fine screens greatly restricted the tonnage stamped, and they wore out rapidly. Rotating tumbling mills70, 73 were the obvious choice to grind the coarse product from stamps. Many of these were Gates tube mills; more than 1,000 of these were sold between 1907 and 1913. They were made in 6, 51h, and 5 ft diam, with lengths of 20 and 22 ft. The 5 x 22-ft size was the most popular. The term tube mill did not refer to the mill shape, but included all tumbling mills using grinding pebbles. The flint or chert rocks found along the coasts of Denmark and Normandy are probably the most durable and resistant to abrasive and tumbling wear of any on earth. They were much used in the early tube mills. The early linings were all silex or Danish flint blocks, cemented into place with portland cement. Local hard stones or cast iron blocks were also used later. The cast iron liners carried lifters and were not bolted to the shell, but were held in a tight circle against it by steel wedges hammered home between them. The first ribbed metal liners designed to hold grinding pebbles pounded into them by the mill action were developed at El Oro, Mexico, about 1905. These and the Forbes, Komata, and Tonopah types, as well as the Osborne type developed in South Africa within about five years, were very successful in reducing liner wear. They sometimes lasted two years or more, and equalled or exceeded the life of silex lining at a lower cost. Some of the types were patented. The pioneer name recorded in the history of autogenous grinding is that of Kenneth L. Graham. In 1907 at the Geldenhuis Deep Ltd. mine near Johannesburg, he ran a comparative test on two tube mills. One mill used pieces of the common gold ore, or banket, and the other used the customary imported Danish pebbles as grinding media. He published the first account of autogenous grinding.'' In a test lasting 81 days the ore pebbles showed a definite saving over the Danish pebbles. Graham's historic paper also describes the invention of B. Chew of the Crown Deep Mines of the first trammel to be attached to a grinding mill discharge. The first known account of autogenous grind¬ing printed outside of South Africa was the description of the Graham test in Mining and Scientific Press's The use of grate- vs. overflow¬discharge was also described at this time." The news of this successful test appears to have had immediate effect, for by the end of 1908 the number of tube mills on the Rand had increased from 72 to 120.76 Presumably, most of these mills were now using autogenous grinding. The ore was principally a hard conglomerate of quartz peb¬bles cemented by silica, and was eminently suitable for use as a grind¬ing media. It is unfortunate that in South Africa the new autogenous process continued to be called by its old name of pebble milling, since the name does not distinguish between grinding with ore and grinding with extraneous pebbles. For increased clarity the former is called rock pebble milling. The first historical stage in the development was what is now designated as secondary autogenous grinding, or rock pebble milling. It consists of grinding a feed all passing 'A in. or finer with ore pebbles about 2 to 4 in. in diameter. The next stage to develop was that now called intermediate autogenous grinding, where larger amounts of larger pebbles about 5 in. in size were used to grind ore which had been crushed to about rod mill feed size or somewhat finer. It was developed on the Rand and in other places where coarse stamp screens were used to increase mill tonnage. In many cases the early secondary and intermediate autogenous mills have now been replaced by conventional ball mills and rod mill-ball mill circuits, with the object of further increasing grinding capacity. The third stage to develop is designated as wet primary autogenous grinding, in which run-of-mine ore or a primary crusher product is all fed to the autogenous mill together. It developed many years later indepen¬dently in the United States and in South Africa. The fourth and most recent stage is that of dry primary autogenous grinding, which developed in the United States and Canada. All four stages originated in gold mining. The first use of commercial autogenous grinding outside of the Rand apparently took place five years later in 1912 at the Santa Gertrudis gold mine at Pachuca, 55 miles northeast of Mexico City. As the U.S. coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity. Room-and-pillar mining accounts for approximately 80% of the nation's underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.

The subject of capital and the Canadian mining industry is so broad as to be impossible of comprehensive treatment in brief form. The purpose of the present paper therefore will be only to outline in a meagre and somewhat sketchy way the nature and extent of the mineral industry in Canada and to point out those features which are likely to be of general public interest. Canada's mineral industry has a long and creditable production record. The? value of the output per capita rose from $2.23 in 1886 to a maximum of $26.40 in 1920 and the value of the products from ten million dollars in the former year to almost two hundred and twenty-eight million dollars in 1920. Compared with other primary industries and on the basis of the value of production, mining held third place in Canada in 1920, the premier position going to agriculture and the value of forestry production placing that industry second in the list. In the mineral industry, between six and seven thousand properties are operated annually giving employment to up- wards of sixty thousand employees to whom about seventy-five million dollars is paid in salaries and wages. During 1923, seventeen mineral products reached a production value of one million dollars or over in Canada and in order of the values assigned these were: coal, gold, nickel, cement, cop-per, silver, clay products, lead, asbestos, natural gas, stone, zinc, lime, cobalt, sand and gravel, gypsum and salt.

INTRODUCTION The San Manuel mine of Magmacopper Company is located approximately 72 km northeast of Tucson, Arizona. The mine, concentrator, smelter, electrolytic refinery and continuous rod casting are located on the west side of the San Pedro River valley. Ore Production: 58 1W mtpd Production To Date: Over 340 000 000 mt since 1956. Ore Grade: 0.70% net sulfide cu. As conceived at the present time, the San Manuel ore body is the lower half of what was originally an elliptical (In cross sect ion) cylinder same 2400 m long with major and minor cross sectional axes of 1500 m and 760 m. After emplacement, the cylinder was diagonally sliced along its long dimension by the San Manuel fault, which separated it into halves, moving the upper half same 2500 m down dip and bringing a wedge-shaped blanket of tertiary conglomerate into position over the lower segment of the cylinder. The lower segment is the San Manuel ore body. The upper part, moved down dip, is the Kalamazoo ore body. Originally, these were one ore body. The San Manuel ore body is a structurally weak and highly fractured quartz monzonite, the principal ore minerals being chalcopyrite, with small amounts of molybdenite. The present mining method is full gravity diagonal retreat panel caving by block. This is shown on Figure 2 , (Block Sequence 56, 57, 58, 59 --on the following page.) The ore mined is hoisted to the surface for transportation to the concentrator. BLOCK CAVING MINING SEQUENCE HISTORY The San Manuel mine was planned and developed as a full gravity block caving mine. It continues as a full gravity block caving mine. Since its initial start, the major changes in mining have been in the areas of ground support, rate of draw and undercut sequence. Ground weight resulting from block caving plays a dual role. It can cause extensive damage to ex- traction openings, yet it is necessary to break the ore into easily handled size. The ground- weight problem resolves itself into finding ways to make it manageable. The initial early ground support in the production areas consisted of timber sets and various combinations of steel and timber sets. This sup- port system proved unsatisfactory and a new support system utilizing concrete was developed. Concrete support, 30 cm to 45 cm thick, proved satisfactory. Rates of draw were experimented with. A draw rate of 45 cm to 61 cm (32 to 45 mt) per draw point per day was determined as optimum in con- trolling ground weight. Undercut sequence or mining sequence was recognized as a major contributing factor to ground weight. This is the most difficult factor to change. The lead time from primary development to undercut can be as much as two years. Initial Checkerboard Pattern The initial undercut sequence was in a checker- board pattern (Figure 2). The Aldrich Mining Go. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the east half of Township 12, Range 12 W., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of' the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be canceled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset—namely, that of a first-rate coal for domestic and general uses. THE purpose of this torsion balance survey and the quantitative calculations was to delimit the extension of the cap rock at the Hoskins Mound salt dome. The sulfur ore in the Gulf Coast sulfur-bearing salt domes occurs in the lime rock, which is the outer layer of the cap-rock mass, and also in the underlying gypsum zone. The status of the exploration and exploitation of the Hoskins Mound dome at the date of this survey is shown by Fig. 1. The mound had been covered by the very early prospect wells of the Mound Oil Co., and the later and more numerous prospect wells of The Texas Company. The Freeport Sulphur Co. was producing from the flank wells in the southwest quadrant. The limits of the cap were surmised to lie inside the centers of quad-rangles 4F, 3F, the center of the NE. ¼ of 2E, and the north line of 2D. That surmise was based partly on the data of Fig. 1 and partly on the position of the edge of the topographic mound. The management of the Freeport Sulphur Co. wished to block out the extent of its ore reserves with a minimum of expenditure. The management was informed by the writer that no geophysical method could map the presence or quantity of sulfur directly, or determine the presence and quantity of the lime-rock cap independently of the rest of the cap, but that a reasonable probability existed that the approximate position of the edge, the depth and the thickness of the cap-rock mass as a whole could be determined through quantitative calculations based on the data of a very careful torsion balance survey. Considerable lime rock would probably be present, of course, wherever much cap rock was present. This paper presents the data of the survey, our calculated prediction of the configuration of the cap rock, and the degree of confirmation by the subsequent drilling. The survey was made by the Geophysical Research Corporation, under the direction of the writer. The work of the calculations was done by Andrew Gilmour, then assistant to the writer.

INTRODUCTION In this chapter, the term "down-the-hole drill" (DTH drill) is used as a generic name that encompasses the various trade names and other references such as "downhole drill," "in-the-hole drill," etc. This chapter is limited to a description of DTH drills used in stoping large underground ore bodies. DTH drills differ from conventional drills by virtue of the placement of the drill in the drill string. The DTH drill follows immediately behind the bit into the hole, rather than remaining on the feed as with ordinary drifters. Thus, no energy is dissipated through the steel or couplings, and the penetration rate is nearly constant, regardless of the depth of the hole. Since the drill must operate on compressed air and tolerates only small amounts of water, cuttings are flushed either by air with water-mist injection or by standard mine air with a dust collector at the collar. HISTORICAL DEVELOPMENT Mine managers have long known the economies enjoyed by quarry and open-pit operators in producing large quantities of ore. The savings are due primarily to the availability of massive equipment, capable of drilling large blastholes to reduce the amount of drilling, increase the fragmentation, reduce secondary blasting, and im¬prove the flow of the product. In an attempt to reduce underground mining costs, various methods are used for long-hole drilling, includ¬ing standard pneumatic percussion drifters and diamond drills. These systems have their shortcomings; percus¬sion drills are limited to small hole sizes and they ex¬perience excessive deviation and significant loss of energy with increased depth. The diamond drills provide deeper and straighter holes, but only at high cost. Both systems suffer from high noise levels, low penetration rates, and poor explosives distribution, among other problems. When the mining companies approached the drill manufacturers for a compact and portable large-hole jumbo for underground use, they specified not more than 1 % deviation on 60 m (200 ft) of vertical hole and a penetration rate of 15 m/h (50 fph). On Dec. 23, 1960, a test unit was placed in service in Montana and met the performance criteria. Though lacking the so¬phisticated features available today, the economies of surface blasting were brought underground. Unfortunately, the first system did not gain immedi¬ate acceptance in the industry. Among the factors con¬tributing to its demise were resistance to change, the need to alter development methods for the ore bodies, and a lack of flexibility in moving the rig from setup to setup and from level to level. In 1972, the mining industry again challenged the drill manufacturers to provide a workable jumbo that would combine compactness, ease of maintenance, relia¬bility, and efficiency, all on a self-propelled chassis. The manufacturers responded by providing improved jumbos, which have been accepted with enthusiasm throughout the mining industry. Today's DTH jumbos are capable of drilling from 100 to 200 mm (4 to 8 in.) diam holes that can be reamed to even larger diameters. The holes can be drilled to depths of 150 m (500 ft), depending upon ground conditions and the capability of the jumbo to retrieve the steel and drill. Fig. 1 illustrates a typical DTH jumbo. APPLICATIONS The uses to which DTH drill jumbos have been put are quite numerous, with new uses being found regularly. For convenience, these uses may be classified as primary blastholes and nonblasting holes. Primary Blastholes The original purpose for the development of the DTH jumbo was for drilling primary blastholes that could be mined by open-stope methods. Prior to the advent of the DTH jumbo, extensive development was required before production drilling could begin. Sub¬levels were required to allow access for column-and-arm stopers or ring/fan jumbos, to the extent necessary based on the effective penetration of the chosen machine. With the DTH jumbo, the mine engineer is able to reduce preproduction time and development costs. How¬ever, the most significant saving results from an im¬proved cost per ton of broken ore in the production phase. To utilize a DTH system, only a top heading and drawpoints are necessary. The top heading can be the width of the ore body with a 3.7-m (12-ft) back. A drop-raise pattern is drilled and shot to begin the stoping operation, providing a free face for subsequent blasting. A typical layout is illustrated in Fig. 2. The advantages of this system include: 1) Drilling and blasting are independent operations, and blasting can be performed at a rate congruous with the mine's ton-per-day capacity. 2) The development layout is simplified. 3) Good explosive distribution is achieved, provid¬ing more uniform fragmentation. 4) Environmental conditions for operators are im¬proved, including improved safety with all work directed downward (not overhead), lower noise levels, little fog, and a reduced dust count. 5) Improved production per manshift. 6) Simplified and easier operator work cycles. 7) Reduced cost per ton of product. 8) Fewer holes lost due to ground shifts. Nonblasting Holes With the introduction of the compact DTH jumbos, other practical uses became apparent, including the drilling of: 1) Holes for sand fill, from level to level and from level to stope. 2) Drain and dewatering holes. 3) Power and communications cable holes.

This paper describes several damages of blasting operations on some case studies, analyzes causative factors, and emphasizes preventive measures. Due to several complaints from some host mining communities as a result of blasting operations; two quarries from Nigeria suburbs were visited for study. The blasting design parameters in the mining companies were examined. Also, the history and existing conclusion of the neighboring buildings were studied using structured questionnaire, personal contact and visual examination. From the study carried out, it was discovered that varying negative environmental and socio economic problems resulted from the effects of vibration and flyrock on the nearby agro mining communities. The consequences are not limited to distortion of landscape but also include extinction of some animals, poor agricultural productivity; such as damages to economic trees and reduction in the yield of crops, health problems as a result of shock resulting to psychological disturbances, communal conflicts, blast induced cracks of structures and sometimes total collapse of host agro mining buildings, thus indicating that most mines did not comply with the safety concept of the existing environmental laws and regulations. Based on the results of the study it was recommended that proper blast design of quarries/mines should be conducted and the compulsory use of seismograph will be crucial in developing predictions. Environmental impact assessment should always be conducted before, during and after each blasting operation. TAX TREATMENT OF EXPLORATION AND DEVELOPMENT EXPENSES Exploration Expenditures General Principles. Exploration expenditures are expenses incurred within the United States or the Outer Continental Shelf for the purpose of ascertaining the existence, location, extent or quality of any deposit of ore or other mineral. Section 617 of the Internal Revenue Code permits a taxpayer to elect to deduct these expenditures currently. In default of election, exploration expenditures must be capitalized and included in the basis of the mineral property for purposes of determining cost depletion. Entitlement to Deduction. In order to qualify for current deduction, exploration expenditures must be incurred prior to the commencement of the development stage, i.e., when mineral deposits are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation. Generally, expenditures for geological and geophysical investigations, reconnaissance, surveying, testpitting, trenching, drilling, driving of exploration tunnels and adits and similar types of work constitute exploration expenditures if incurred prior to the commencement of development. However, expenditures to further delineate the extent and location of an existing commercially marketable deposit are not exploration expenditures. Exploration expenditures may be incurred from within a producing mine to ascertain the existence of what appears to be a different ore deposit. Expenditures for property which is subject to an allowance for depreciation are not deductible under §617. However, depreciation properly allowable on assets used in exploration is an exploration expenditure. Election to Deduct Exploration Expenditures. The election to deduct exploration expenditures is made by deducting these expenditures in the return for the first taxable year for which such treatment is desired. The election applies to all properties of the taxpayer. Once the election is made all exploration expenditures, in the year of election and thereafter, must be deducted, unless the election is revoked with the prior consent of the Commissioner. The Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) made substantial changes in the treatment of exploration expenditures. For exploration expenses incurred after 1982 and before 1984 by a corporation, the amount currently deductible is limited to 85% of the expenditure. The remaining 15% must be capitalized and recovered over a five-year period. Although exploration costs capitalized under this provision are not part of the basis of the property for cost depletion purposes, investment credit may be claimed with respect to these expenditures. Further changes have been added by the Tax Reform Act of 1984 with respect to expenditures made after 1984. The Act reduces the amount of otherwise currently deductible costs from 85% to 80%. Additionally, it limits the availability of the investment credit for capitalized mineral exploration costs to deposits located in the United States. TEFRA also allows individuals a special method of recovery under which exploration expenditures may, at the election of the taxpayer, be amortized ratably over a 10-year period beginning with the year in which the costs are paid or incurred. If taxpayer does not use this method, the excess of the exploration expenditures actually deducted over the amount that would have been deducted if 10 year amortization had been elected is an item of tax preference subject to the alternative minimum tax.

Most of the problems have existed for some time and they manifest themselves mainly in two ways. Firstly, the plant results do not agree with the Metallurgical Test work figures and secondly, the Metallurgical Accounting figures do not balance.The plant results not agreeing with testwork figures are mainly due to:a) The testwork samples were not representative of the eventual plantfeed;b) Misinterpretation or misunderstanding of testwork;c) Plant losses;d) Plant design not allowing testwork results to be achieved;e) Operating deficiencies.a} The testwork samples being dissimilar to the plant feed occurs on a very high proportion of projects. The effects of this can beccr.ie exaggerated because the upper levels of the mining company often regard the original testwork figures as sacred and therefore base their judgement of current plant performance on these figures.Frequently the test work samples represent only a minor part of the orebody or alternatively a single composite of the whole ore body is used for the testwork long before it has been determined that all of the potentially different ore zones behave in the same manner. These errors can be compensated for by repeating the ""testwork tests 11 on current plant feed on a routine basis and using these tests to determine whether or not the plant is operating satisfactorily."

INTRODUCTION The after-tax rate of return that properly discounts future cash flows is usually referred to as the "discounted cash flow-rate of return" (DCF-ROR). The method is also referred to as the internal rate of return, true rate of return, and investor's rate of return in some literature. According to Stermole (1974, p. 188) industry polls indicate that the DCF- ROR method is the number one economic evaluation decision method used by more than 90% of the industrial companies that use for- mal economic evaluation procedures. Other economic evaluation methods that have been used in the past, such as payback period, accounting ROR, etc., have largely given way to DCF-ROR analysis because they fail to account properly for the time value of money. DCF-ROR is generally defined as that rate of return that makes the present worth of future generated cash flow over the life of the project (including after tax salvage value) equal to the present worth of all after-tax investments. The "present worthing" of future cash flow involves discounting future cash flow to a present value according to the mathematics of compound interest at some interest rate. The determination of the interest rate that equates the present worth of future after-tax earnings with the present worth of all after-tax investments necessary to create such earnings is properly called the discounted cash flow rate of return analysis. Although present worth calculations are usually used for determining the DCF-ROR, the same results can be obtained by comparing income and costs of any equivalent point in time, i.e., future worth, etc.

"Squall Lake Gold Mines, Limited, owns a group of claims at Squall lake, northern Manitoba, about 75 miles east of Flin Flon and 3 to 4 miles north of the Nor-Acme mine at Snow lake. Gold mineralization was discovered in this locality several years prior to 1944, but it was only in that year that a comprehensive examination of the occurrences was begun. Development work to the end of 1946 has been encouraging and the deposits show interesting relations to rock structure.GEOLOGICAL SETTINGThe gold occurs in a sill of biotite-hornblende diorite at or near its contact with gneisses derived from arkosic sediments . In detail, the contact between the diorite and the arkose to the southeast of it is irregular, with interfingering of the two rock types. On the northwest side of the sill, between it and Squall lake, the rock is staurolite schist (see accompanying sketch-map).Several mineralized shear zones are known, of which those shown are the most important. Within the zones, the diorite is silicified and somewhat carbonatized. Fairly coarse arsenopyrite is the chief sulphide mineral in these zones but, locally, they contain also pyrite and pyrrhotite. Where quartz and chlorite are present, rather coarse gold is associated with them. In that part of the main zone where gold assays have been most consistent, the diorite is rich in albite."

The following notes may serve to bring before your Institute an idea of the iron-ore resources of Pictou County. Enough work has been done to permit an estimate to be formed of their quality and probable extent. As yet the systematic mining and smelting of ironore in Nora Scotia is confined to the operations of the Steel Company of Canada, in Colchester County. Although the locality I am about to describe appears, in many respects, well adapted to iron smelting, etc., no attempts have yet been made to begin work. Nora Scotian capital is more readily turned to lumbering, fishing, and shipping ventures; and such an investment appears equally foreign to the rest of the Dominion. I need not, however, go further into this part of the subject, and can only hope that my notes may prove serviceable as indicating a probable field for future development. The accompanying map shows the position of the harbor of Pictou relative to the coal and iron-ore fields, and to the railways which intersect them. The branch of the Intercolonial Railway, running from Truro to Pictou, forms the western boundary of the iron-ore district, which extends beyond the point where the New Glasgow and Cape Breton Railway crosses the French River. The iron-ore district may be roughly described as a triangle formed by the ore-outcrops and the two railways, the former making the base, and the latter the sides of the triangle, the apex resting on the coal-field at New Glasgow. The drainage of the country is toward the Gulf of St. Lawrence, through the Middle, East, Sutherland's, and French rivers; and the surface is undulatory, seldom exceeding two hundred feet above the sea-level, except in the district lying between Glengarry and the upper waters of the French and Sutherland's rivers, where a maximum height of about five hundred feet is reached at several points. Geologically speaking, the district embraces two divisions, the Carboniferous and the Silurian, the latter resting on strata provisionally considered to be of pre-Cambrian age. As no geological

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

The ninth annual Mine Rescue Evaluation was held in conjunction with the RMCMI 2000 convention at the Sheraton Tamarron Resort, Durango, Colorado June 25 thru 27. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged "disaster" scenarios were [ ] held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz was in charge of coordinating the events. Seven teams consisting of seven to ten members each (totaling 63 members) participated in the two-day event. Each team was required to respond to three different real-life scenarios plus a written general knowledge test daily. This year's four professional evaluators included Art Saenz (Hazardous Materials) of Western Envi¬ronmental Associates; Guy Horton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Ron Lauer (Confined Space) also lassos Western Environmental Associates. They cash prov- [ ] ided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactments, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solvay Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new [ ] friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The teams were asked to evaluate the program and the evaluators. Then responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with plaques. The participating victims and evaluators were also commended for their outstanding efforts. Sponsors for the Mine Rescue program were Big Sky Coal Company, CMC Rescue, Magnum Metals, Inc., and Rocky Mountain Electric. Many hours of volunteer time and effort from various family members of participants helped make the 2000 event a huge success.
