IN many of the old placer-mining districts are still to be found large tracts of gold-bearing gravel not suitable to be worked with a dredge, because the bed is too shallow- or the gulch too narrow. Frequently there is not enough grade to handle the gravel successfully by ground-sluicing or a bedrock flume, or it contains too many boulders to be worked successfully with the ordinary pipe or tube hydraulic elevator. In southwestern Oregon, two practical placer-miners named Ruble, after working for years trying to make money out of placer-ground containing many large boulders, invented and patented a hydraulic elevator of an entirely new type, and one . that has been found to work very successfully in flat' ground and in gravel containing many large boulders. It is a very simple contrivance. A few years ago I acquired the property near Pierce City, Idaho, known as the American placer-mine. Various attempts .bad been made to work this ground. A bed-rock flume had been installed by one company, an Evans elevator by another, and still other methods were tried on a smaller scale. All were unsuccessful. I installed a Ruble elevator, and it has proved very satisfactory. Working under 100-ft. (pipe) head, the 'ground has been handled at a cost of a little less than 8 cents per cubic yard. The conditions at the American mine are exceptionally hard, the boulders being large, heavy, and numerous. Basalt-boulders, up to a size of 16 by 18 by 32 in., have been elevated to a height of 16 or 17 ft., with a 4-in. nozzle-stream, under 100-ft. head. Boulders larger than this size are blasted. At the American mine, a foreman, two pipemen, and two laborers are-required per day of 24 hr. to operate the elevator. ONE of the events of note in mineral industry education circles during the year was the summer school for engineering teachers, devoted to mining and metallurgical engineering, which was conducted by the Society for the Promotion of Engineering Education in co¬operation with the University of Wisconsin. It was in charge of Prof. Harry P. Hammond, director of the summer school, and Prof. Richard S. McCaffery of the University of Wisconsin. It was attended by 63 people, and practically every educational institution offering mineral industry courses had representatives present. The session was successful and those in attendance spoke highly of the pro¬gram and results obtained. The Mineral Industry Education Division cooperated with the S.P.E.E. in this project. Prof. Hammond will discuss the purpose and results of this session at the February meeting.

THe present methods of unloading ore and coarse-crushing at the Magna plant of the Utah Copper Co. are the developments of the pas five years. Hand dumping and breaking have given way to the rotary car dump and large gyratory; and the bucket elevators and stationary screens have been replaced by conveyors and shaking screens. The coarse-crushing plant may be broadly divided into two units the primary crushing and the secondary crushing, or primary roll, unit The former was erected in 1923; with the exception of the excavation the construction was carried on by forces of the company. Excavation was started in the middle of March, the first concrete was poured July 16, erection of the steel building started Oct. 30, and the unit was com pleted and operating Dec. 30. The unit has a capacity of over 24,001 tons of ore per day, and cost more than a million dollars. Remodeling of the primary-roll unit extended over a period of years preceding this some of the work having been done as early as 1918. Delivery of Ore from Mine, Yard Storage, and Handling Ori Cars to and from Primary Crushing Plant The ore is transported, in steel cars of 80 tons capacity, from the min' to the mill, where a reserve tonnage of loaded cars is maintained. Malle locomotives, handling trains of 45 cars, or approximately 3600 tons o ore per train, deliver the trains to a storage yard which contains thre tracks—a passing track and two storage tracks. All of this trackage i equipped with an overhead trolley system, so that electric locomotive can be used in yard switching. The storage tracks have a total length of 4500 ft. and provide storag space for 140 cars. The passing track, besides permitting switchin room for locomotives, is used for storage purposes between train arrivals thus giving intermittently a total storage capacity for the yard of approxi mately 200 cars. A preliminary examination of the Dayton iron deposit was made in 1941 and 1942 by Paul E. Pesonen and O. H. Metzger, engineers of the Bureau of Nines. Trenching and sampling were recommended, to be followed by core drilling if favorable results were obtained. The Bureau of Mines conducted a project at the property from June to December 1942. The deposit is in sec. 6, T. 17 N., R. 23 E.; sec. 31, T. 18 N., R. 23 E.; sec. 36, T. 18 N., R. 22 E.; and sec. 1, T. 17 N., R. 22 E., M. D. B. & M., about 15 miles west of Lahontan Reservoir in Lyon and Storey Counties, Nev. It lies at an altitude of about 4,500 feet north of the Carson Plains, in the foothill section of mountains that rise to about 7,000 feet to the north of the property. The deposit may be reached by driving 12.5 miles northeast of Dayton over U. S. Highway 50, thence northerly 2.7 miles over a dirt road to the property. The climate is hot and dry in summer, with occasional thunderstorms some of cloudburst variety, and frequent high winds. Winters are usually moderate, with light snowfall and some subfreezing temperature.

Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. Park City, Utah, elevation 7200 ft., is on the eastern slope of the Wasatch Mountains about 25 miles southeast of Salt Lake City, elevation 4200 ft. The town and surrounding mining district are served by two railroads: one, 28 miles long, is a branch of the Union Pacific R. R. and joins the main line at Echo; the other, 35 miles long, connects with the main line of the Denver & Rio Grande R. R. at Salt Lake City. The main shaft and important mine buildings, elevation about 8200 ft., of the Silver King Coalition Mines Co. are 11/2 miles by road to the southwest of Park City, and are near the head of Woodside Gulch. The property of this company is a consolidation of several groups of mining claims, and comprises an area that is roughly 4 miles long by 1 mile wide, the long axis of which has a N. 55" E. bearing. Geology A general geologic section through the property shows a basal formation of gray quartzite, called the Weber quartzite, above which seems to lie conformably the Park City formation. Both beds are of Carboniferous age. The Park City strata consist of a number of beds of limestone, with intercalated beds of quartzite, sandstone, and shale. The exact thickness is difficult to determine, but is apparently between 650 and 850 ft. Above the Park City beds and conformable with them lie the Woodside Shales. These thinly bedded fine-grained shales, about 1000 ft. in the thickness, are of no economic importance. They are overlain conformably by the Thaynes formation, which has about the same thickness and is composed of beds of limestone, sandstone, and shale. A thin bed of shale divides the formation into an upper and a lower part; the upper part contains more lime than the lower part. The Woodside shales and the Thaynes formation are of Triassic age. All the beds dip northwest, the dip is usually from 20" to 30°, but may be as great as 40°. In places, intrusions of diorite porphyry have deformed the beds. "The new H-W orebody was evaluated by considering its production at three technically feasible rates. Capital and operating costs were estimated f or each rate and production sequences were established using mining cutoff limits generated by an ore value algorithm. The viability of the project was then examined by conducting economic and financial analyses of each of the three production cases under various world economic scenarios. These analyses employing standard profitability measures demonstrated all three cases would be economically viable; the production case which maximized the Net Present Value of the project was the one selected for development and production.IntroductionWestmin Resources Limited and its predecessor company, Western Mines Ltd., has been continuously carrying out mining operations near Myra Falls in Central Vancouver Island since December 1966. The mining operation, whose current production rate is approximately 830 tonnes / day (t/d), based on ore derived from the Myra and Lynx Mines, produces copper, lead and zinc concentrates which contain significant quantities of gold and silver in addition to the base metals.In the late 1970s, with Lynx and Myra ore reserves slipping to unacceptably low levels, a major increase in mine-site exploration was initiated, with outside geological staff brought in to complement the efforts of the mine's geological staff. By the end of 1979, this program had resulted in the discovery of a significant new orebody on a deeper horizon some 300 metres below the one which hosts the Lynx and Myra deposits. Throughout the period 1980-1982, major drilling was carried out to evaluate the new H-W deposit and by the end of 1982, drill-indicated mineral inventory for the deposit compared with Myra, Lynx and Price ore reserves was as shown in Table I. During this same three-year period, a major development and evaluation program was underway comprising environmental monitoring and control programs, shaft sinking test mining, bulk sampling and mill testing, rock mechanics studies and preparation of the Stage I and II reports for the multidisciplinary Environmental Land Use Committee (ELUC).As a result of the preliminary engineering work and exploration drilling, it became rapidly apparent that the H-W deposit could support a considerably higher production rate than the current one. Accordingly, engineering studies including scheduling of development and production as well as capital and operating cost estimates, were focused on three possible production rates: 1350, 1800 and 2700 t/d. Our task was to select the optimum one of these three rates."

The overburden responses in gently inclined orebody mining are different from those in horizontal orebody affected by the orebody dip angle. In particular, the mining-induced stress presents asymmetrical distribution characteristics spatially, resulting in stress concentration and large-scale pressure relief phenomenon in the surrounding rock. As a result, frequent ground pressure disasters such as roof collapse and barrier splitting occur frequently. Moreover, the ground pressure evolution law and the interaction between stopes in multistope mining are complex. The effective ground pressure control measures cannot be taken due to unclear understanding of the evolution of stress and displacement fields, justifying the investigation of the distribution and evolution of underground pressure for safe and efficient mining.

In the construction field and to a lesser degree in mining, flagman are often necessary to move traffic and or pedestrians through work zones. Everyone readily recognizes that they are essential for the safety of the general public and the employees on the job. What is not often considered is the safety of the flagmen themselves. Actually, let’s call these employees “flaggers” recognizing the fact that there are as many women as men doing this job. The first problem we need to overcome is the misperception that flagging is a low skill function that can be done by any untrained employee. The reality is that the flagger works in a very hazardous position with serious responsibility for the safety of his fellow employees and the public at large. And to do this job properly re q u i re s that the flagger receive sufficient training before being sent out to the highway. It is also necessary to convince the flagger of the value and importance of their job in order to motivate them to do a professional job.testing, documentation of both, and accurate re c o rdkeeping are key aspects of HM126F. Of course, training and documentation requirements will vary depending on the type of operation involved, and there may be some differences in the application of requirements depending on your jursdiction. Nonetheless, failure to train and properly document such training can result in heavy fines and/or penalties.

WTHIN the next month all members of the Institute will be given an opportunity to vote for a new President, two Vice-Presidents, and five Directors. All of the candidates nominated by the official committee are well known to certain groups of the Institute membership but a brief record of their professional lives will be given here for the information of those that will vote. Not since 1927, when Everette DeGolyer guided the destinies of the Institute, has a member of the Petroleum Division been a candidate for President. John Meston Lovejoy has been a Director since 1930, and a Vice-President as well for the last year: In the three years 1932-4 lie was also chairman of the Admissions Committee. Dir. Lovejoy graduated from the Columbia School of Mines in 1911, just before lie was 22 years old, and began his professional career as a copper miner at Chuquicamata. Chile. Silver and gold mining later claimed his % attention, and it was not until 1914 that lie gut into the oil business, as geologist for the Standard Oil Co. of N. Y. This took hint to China and he later worked for the company in Wyoming. In 1917 lie joined the Army where lie rose to be captain of Field Artillery. Upon his return to the United States he went to work for the Amerada Petroleum Co., of which he later became vice-president and general manager, with headquarters in Tulsa. Since coining to New York he has been president of the Petroleum Bond & Share Cu.. and is currently president of the Seaboard Oil Co.

Mine ventilation simulation software has become an essential tool for the mining industry to design and manage mine ventilation operations. Building a well-calibrated mine ventilation network is time consuming, however, and requires great effort. In the last several decades, the mining industry has seen a steady increase in the use of air velocity sensors to monitor airflow and detect unexpected abnormal airflow in some key locations in underground mines. The present research work was carried out to explore the possibility and methodology of calibrating a ventilation network model using atmospheric monitoring system (AMS) data on a routine and ongoing basis.

Flexoid tubing for ventilation and some of the reasons for its use in re-opening old workings at the Union Pacific Coal Company's mines at Cumberland, Wyoming. , These mines are located on a branch line off the Oregon Short Line Railroad, about sixteen miles south of Kemmerer. The seam averages from 16 feet to 20 feet thick and is split about six feet from the bottom with from six inches to four inches of fire, clay; and is covered by a heavy sandstone roof about 45 feet thick and a fire clay floor about 15 feet thick. Pitch of seam 21 degrees. These mines were opened up with 5 openings on the pitch to the west, with main slope, north and south manways and north and south aircourses on 50-foot centers with parallel entries driven north and south at right angles to the slope and rooms turned on 50-foot centers up the pitch ; entries being 350 feet apart and chutes used in the rooms. Several years ago there was a heavy, squeeze came on these mines which necessitated shutting down all of No. I Mine below the third entry, the slope being down to 12 entry; also shutting the lower end of No. 2 Mine down from the twelfth entry to fifteenth entry and from the third entry down to the tenth entry, so as not to work too much territory at the one time. These mines are very gassy and were subject to heavy bumps during the squeeze ; also at the present time. In reopening these slopes, aircourses and entries for the recovery of the pillars, ventilation was quite a problem, as the squeeze had caused them to be practically tight; also the rooms for about 50 feet from the entry and the face of the rooms for about fifty feet. These rooms in the open space being either filled with Methane or depleted air. It was found in opening up these entries that in driving back entries parallel with the top entries for ventilation. which had to be skipped along the barrier pillar left from the face of the rooms of the entry below, that we had more bumps or bounces which made it a dangerous proposition to nine, as it will be noted as stated that the entries, room necks and face of rooms were more or less squeezed tight, showing that all the weight was centered on these points and the more they were disturbed the more it relieved the overlying pressure and something had to give; hence the bumps or bounces which have filled slopes, aircourses, entries and rooms with coal from the ribs and face, for hundreds of feet, throwing cars off the track, both loads and empties, and throwing track up to the roof and discharging timbers. We found it necessary to abandon driving back entries and have used Flexoid tubing with small blower fans to open up these slopes, aircourses and entries which has proved a success. This study was prepared in response to the need for a series of data that reflect the basic flow pattern of energy resources in the United States. To effectively measure and analyze energy,2 it is necessary to prepare balances that reflect both production and consumption, and the various forms energy resources take at different stages of utilization. Before energy can be measured it must also be put into a common unit. In this study the common unit used is the British Thermal Unit (Btu). The ideal point to survey energy is at the stage of final ultimate use, representing the useful work derived from the interaction of energy inputs and the prime mover. Unfortunately this concept of efficient or useful work from energy output cannot readily be measured in the aggregate. With the present available official data, energy measurement can be carried to the point of calculation of net inputs of energy3 into the economy at various stages of utilization. However, preparation of energy balances, on a net basis is hampered by the fact that this can only be done for years when the censuses of Mineral Industries and Manufactures are taken, usually at 5-year interval.

The Track Rock corundum mine was among the numerous corundum deposits investigated during the war by the Bureau of Mines in an effort to develop domestic reserves of that critical mineral. In the investigation of this property 562 feet of trenches were excavated and a l25-foot adit was reopened for the purpose of locating veins to of corundum which had been previously reported to occur in that locality. Only very minor amounts of corundum were disclosed in both the surface workings and the adit. The project was begun in May 1943 and completed in November 1943.

The Mesquite mine is being operated by Gold Fields Operating Co.-Mesquite, a subsidiary of Gold Fields Mining Corp. The mine Is located in southeastern California about 56 km (35 miles) east of the farming community of Brawley, California. The mine has been in commercial production since early 1986 and Is a conventional open pit mine developed on 6.1 m (20 foot) benches. The gold is recovered by heap leach using permanent heaps built in multiple 6.1 m (20 foot) lifts. This year's gold production will be in the range of 5,600 kg (180,000 troy ounces). Current ore production is about 18,140 tonnes (20,000 tons) per day while the total tons mined Is averaging 65,000 tonnes (72,000 tons) per day. The climate at the mine is extremely arid with rainfall of 7.6 cm (3 inches) per year. From early May until late October daytime temperatures generally exceed 37.8 degrees Celsius (100 degrees Fahrenheit) and can be as high as 37.9 degrees Celsius (120 degrees Fahrenheit).

COUNTRY RISK ANALYSIS A company operating in a foreign country assumes all the risks that it would at home. However, beyond these, it assumes risks that arise from the unique political economic, financial conditions of the foreign country which it operates. These risks are known as "country risks". The importance of these risks has grown appreciably in the recent past (particularly in the aftermath of Iran's revolution in the late 1970s and Mexico's debt rescheduling of 1982-83), and as a result, country risk analysis has become an increasingly useful management tool. Country risk analysis seeks to assess the probability that countries will service their aggregate foreign liabilities on time, as well as the probability that country conditions could inhibit the debt service capability of private sector debtors. This involves assessment of both the ability and the willingness of countries to meet their external liabilities in a timely fashion. "Ability" is linked economic and financial variables: principally, a country's economic structure, foreign exchange generating capacity and debt service burden. On the other hand, "willingness" is tied to political factors: mainly the economic/financial orientation of government policy and the stability of economic decision making. Ability: Economic, Financial Conditions and Prospects Judgement of a country's ability to meet foreign financial obligations begins with a detailed study of a country's external balance sheet which compares the country's foreign liabilities and assets. Table 1 below presents country balance sheets for Mexico, Korea and Indonesia. On the other hand, the relationship between Korea's external liabilities and assets ($50.5 billion and $7 billion, respectively), is more favorable and helps explain why Korea has been able to meet debt service payments and maintain its access to the international capital markets. Indonesia has even a more favorable relationship between its foreign assets and liabilities, $31 billion and $9 billion, respectively, and its debt is mostly lower interest rate, non-bank debt, making for a less onerous debt service burden. After the balance sheet, the analysis turns to a comparison of the country's foreign exchange earning capacity and its prospective financing requirements, that is, the country's future earnings stream

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

ERLE VICTOR DAVELER, who in his application for membership in the Institute in 1909 modestly described himself as "millman," was born at Denver in 1885 and graduated from the University of California in 1907. After a few months' work at gold mills in California he went to Tonopah, where for the next two years he had a varied experience working on pumps, convey- ors, tube-mills and filters. For the following two years he was experimental foreman and metallurgical engineer for the Utah Copper Co. at Garfield. He was sent in 1911 to be assistant superintendent of mills at the Ray. From 1913 to 1917 he was mill superintendent at the striking but unsuccessful experiment in large-scale low-grade gold mining of the Alaska Gold Mines Co.

An examination of the draft Exploitation Regulations from an investor’s perspective. We will look at the commercial requirements of the investment community (debt and equity) in order to provide funding to a deepsea mining project, and contrast this with the position put forward in the draft Exploitation Regulations. We will then recommend suggested amendments to the Exploitation Regulations to assist future investment on this growing industry.

T HE Tonopah Extension assay office is a two- story, concrete structure on a solid foundation of andesite, situated about 100 yd. from the company's mill, so that it will not be affected by the stamps or the tube-mills; also it will not be affected by under- ground blasting. On the second floor are the mine superintendent's office and drafting and blueprint rooms. On the ground floor are the assayer's office,' mixing room, furnace room, crusher room, chemical laboratory, parting room, store room, and change and shower room for the mine superintendent, assayers, and engineers. The crusher room is outside of the main building, and has four concrete walls, thus eliminating the jar of the crusher; it is so situated that the least possible amount of dust spreads through the main building. An 8 by 10-in. jaw crusher, which crushes to ¼ in., was made by a local foundry. Attached to the top is a small galvanized-iron hopper covered with a ¼ in. screen, on to which the sample is dumped. The fines-pass through the screen into the hopper, while the oversize is dumped into the crusher. The crushed sample and fines from the screen drop down to a set .of splits suspended from an iron rod below the crusher jaws. The small sample is caught below in a small pulp pan. The rejects drop from the splits through a 2-in. pipe on to a bucket conveyor, which dumps into a galvanized-iron hopper in an upper corner of the room. The rejects drop through a 2-in. pipe to a reject bin outside the build- ing. This bin is constructed high enough for a truck to be loaded from it by means of a chute door on the side.
