In 2007, a total of 2,030 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Coal mines comprised 13.7% of all mining operations. ? Bituminous mines comprised 92.4% (n=1,875) and anthracite mines 7.6% (n=155) of coal mining operations. ? Approximately 72% of all coal mines were located in three states: Kentucky (28.4%), West Virginia (22.6%), and Pennsylvania (20.5%).

The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

The U. S. Bureau of Mines conducted an investigation to determine the cause of the deterioration of Portland cement during storage and transportation , and to discover a means of preventing it . All available printed sources of information on this subject have been examined and a bibliography has been compiled . The subject has also been discussed with the leaders in the cement industry ; the present report is the result of their cooperation , and is based principally on information thus obtained . Deterioration of Portland cement during storage over any considerable period of time has long been noted ; closely related to it is deterioration of cement during transportation, which involves not only the time factor of storage but also exposure to varied climatic conditions . Deterioration in both cases is due to hydration of the cement by absorption of moisture from a humid atmosphere , or by exposure to actual rain-fall . After hydration cement possesses no cohesive power ; the degree of deterioration is directly proportional to the degree of hydration . The amount of deterioration of Portland cement during storage has been accurately determined in an investigation by the Structural Materials Research Laboratory , in cooperation with the Portland Cement Association . Cement stored in a shed in cloth sacks retained 80 per cent of its original strength after three months storage ; 71 per cent after six months ; 61 per cent after one year ; and 40 per cent after two years . The deterioration of Portland cement during storage and transportation was noted particularly in France during the World War . Information concerning cement used by the American Expeditionary Forces was furnished by Lt. Col. H. S. Spackman and Major E. C. Eckel , U. S. R. , who had charge of practically all matters concerning cement used by the A. E. F. The cement used by the A. E. F. came from the following sources : 42,000 tons was French , Swiss , and Spanish cements ; 120,000 tons was English cement ; 55,000 tons made in plants operated by the A.E.F .; 500 tons ( Not over) from America . On the western continental shelf of southern Africa diamonds derived from onshore sources are concentrated in gravels within drowned terrestrial and marine geomorphological features. First discovered offshore in the late 1950's, they are known to exist for about 1400 km along the Namibian and South African coast in water depths of up to 200 m. Shallow water operations yielded 1.5 Mct during the decade ending 1970 when De Beers acquired a majority of the offshore leases and commenced a 15 year exploration program. Deeper water and the prevailing sea conditions required the development of new, unique, marine mining equipment. The first large scale mining production of 22 kct was achieved by De Beers in 1989 with an output of 22 kct. Annual marine output from all sources now exceeds 0.6 Mct worth some US.$ 170 M, and rising to 0.7-0.8 Mct for 1998. Exploration has also been taking place in the waters of West Africa, Australia, and Indonesia. Exploration is by means of high resolution geophysics followed by sampling using a variety of drills, airlifts and seabed-mounted machines which imitate the eventual mining process. Surveying is now probing depths of 500 m. Smaller scale mining by several junior companies has traditionally involved diving and airlift systems. Increasingly, however, they are adopting different and improved techniques which to date have been employed only by De Beers Marine as contractor to Namdeb. Marine exploration and unit mining costs are high compared to those applicable to alluvial deposits onshore. By 1996 the total development costs incurred by De Beers alone reportedly had exceeded US.$ 500 M. However, the financial rewards are commen-surate because of the higher recovered grades. The operations are not without risk for the total of nearly 10 large and medium scale production vessels deployed by various organisations. The greatest shortfalls are experienced in the estimated throughput, not the grade.

GREAT advances in the preparation of ores for reduction to ferro-alloys have been made, although standard methods of reduction have been continued at most plants. Efficiencies, yields per furnace, and energy requirements per ton are generally better than previously attained. The advantages of sizing and conditioning of ore, fluxing stone, and coke have been realized. Conditioning varies from drying the furnace burden to chemical rearrangements to facilitate reduction reactions and sometimes to furnish some of the energy required for the reaction before the burden reaches the furnace. During the war period it is impossible to discuss in detail many of the advances made. They are subjects for postwar papers. However, the new procedures mentioned in the following paragraphs are indicative of the work already done and in progress.

Phosphate ores are the source of many commodities, such as phosphorus element, P2O5 and fertilizers. Discarding a large percentage of fine phosphate particles produced as slimes during phosphate ore processing represents a severe environmental problem, besides making the beneficiation process uneconomical. The phosphate industry is interested in a process that is efficient, with high grade and high recovery; ensures economical feasibility, with low operating cost; and is environmentally sound, with low toxicity. Numerous investigations have been conducted to try to find better processing techniques and reagents. However, reagent requirements and recovery limitations may be so high that the end does not justify the means. Reagents of biological origin are of special interest because they offer specific interactions with minerals, reduced operating costs, environmental acceptability and flexibility in adaptation. Recently, there has been a growing interest in using microorganisms as flocculants for mineral fines and as flotation collectors.

With the recent demand for increased coal production there has been a corresponding increase in the horsepower of the shearing machines. The resultant increase in the machine haulage pull has heightened the incident of haulage chain breakage resulting in machine downtime, but more seriously the danger to face personnel. This paper discusses the application of chainless haulage to longwall mining and describes the systems currently available.

Within the mining industry, open-pit mining has progressed to a point where a 200-yard walking dragline is as conceivable today as a 35-yard dragline was just a few years ago. This is possible due to the technological advances and efforts of the excavator manufacturers, and the manufacturers of electrical equipment have always stayed abreast with them in meeting their requirements and in making available their experience with the latest control techniques and hardware from various fields for application in the mining industry. An electrician in the coal mines of Pennsylvania who had not heard the word "thyristor" a few years ago now wonders how the old excavators with Rototrols® and magamps could ever work. The thyristors, transistors and operational amplifiers which were considered too fragile and delicate for a rugged and severe application like the mining industry, today constitute the brain of an excavator control taking commands from the operator and giving signals to the muscles of the excavator to move the bucket within a few seconds. A giant 200-yd bucket filled with overburden moves within seconds of the operator's command. Digging cycles for these excavators range from 40 to 60 sec depending on the swing angle. With these tremendous production capabilities of the excavators, the equipment failures and downtime become very expensive, and the loss of return on large capital investment for such machines becomes intolerable. Even though these failures and downtimes cannot be avoided completely, a good preventive maintenance program can help reduce them, thus increasing the machine availability. As we shall see below, the causes for breakdowns and failures of electrical equipment can be analyzed and a good preventive maintenance program can be drawn up to eliminate most of these failures.

A 2-hectare uranium tailings area has been reclaimed. The exposed tailings of 1.4 hectares were capped with glacial till and vegetated with grasses and legumes. The water running through the tailings was diverted around the tailings in a line ditch and treated with sodium hydroxide and barium chloride. Difficulties occurred in placing the till capping because of the low bearing strength and the uneven surface of the tailings. This led to varying thicknesses of till and the need for manual labour in some areas. Total reclamation costs were $32,200, with vegetation establishment costs at $13,700 per hectare. This report provides a record of work for use in assessing the long-term suitability of these treatments.

Environmental issues are having a significant impact on how automobiles are designed and ultimately disposed of at the end of their lives. On one hand, increasing concerns about landfill disposal have resulted in greater attention being focused on recycling materials and components from old junk autos. On the other hand, corporate average fuel economy (CAFE) requirements have led to downsizing, use of coatings, materials substitution and other measures that often make recycling more difficult. Automobile makers have responded to Corporate Average Fuel Economy (CAFE) Standards in a variety of ways such as: Downsizing; Designing of more fuel efficient engines; Reducing aerodynamic drag by sleeker body designs; Redesigning by using thinner gauges of coated steels; and Substituting material such as lightweight plastic or aluminum parts for steel. Other driving forces affecting production techniques, choice of materials and recycling issues include the Clean Air Act and its amendments, RCRA. and other environmental legislation. The variety of materials used in automobiles makes the recycling issue extremely complex. Not only does one have different materials used in different automobiles for making similar parts, but changing designs, evolving environmental issues, landfill closures affecting solid waste disposal, and increasing raw material quality standards have created a complex set of dependencies related to materials use and recycling.

"The study was carried out using process solutions produced during cyanidation of gold-bearing concentrates from a gold-processing plant. It was found that the water contained a significant portion of thiocyanate (7910.0 mg/L), cyanide was virtually not present. The metals occurred primarily as iron (355.0 mg/L) in the form of ferrocyanide. Cyanide recovery was conducted using an ozone treatment process with reactors developed by the Environmental Department of Irgiredmet. The process design ensured complete utilization (100%) of O3, thus equipment operation safety increased.The recovery of free cyanide from thiocyanate was 76.6%, which corresponded to 5.12 kg of NaCN (100%) per 1 m3 of solution. Recovered NaCN can be used for recycling in hydrometallurgical processes.The operating costs estimation showed that the production cost of a tonne of recovered cyanide was US$1288.7, considering the prices of energy and commercial sodium cyanide in Russia in 2017, i.e. recovered cyanide is cheaper than commercial cyanide by 55.8%.INTRODUCTION Depletion of oxidized gold-bearing ores readily amenable to cyanidation has shifted focus to large-scale processing of primary ores with high sulphide content. Primary ores processing flow sheets involve gravitational and/or flotation concentration with subsequent treatment of produced gold-bearing concentrates. Typically, concentrates reporting to cyanidation contain considerable amounts of sulphur that can interact with CN- and further formation of SCN-. The use of refractory gold liberation methods (bacterial liberation, ultra-fine grinding) provides activation of this side reaction up to complete consumption of free cyanide in a short period. This makes water recycling unviable and impractical.The interaction of the sulphur content in concentrates and cyanide contributes substantially to consumption of NaCN required for efficient gold recovery. Inappropriate consumption of the main reagent achieves dozens of kilogram per tonne of material to cyanidation, and reaches approximately 100% when gold is recovered from activated sulphide-containing products (e.g. by ultra-fine grinding)."

Lignite samples were collected so as to be widely representative of the extensive deposits in the western north-central area. These were carbonized at temperatures ranging from 450° to 550° C., according, to a standardized procedure. In general, product yields varied; extremes obtained on selected samples show char recoveries on the moisture- and ash-free basis as 56.7 percent for slack lignite or "leonardite" to 80.8 percent for a concentrate of the fusain component from a typical face sample; normal lignite samples averaged approximately 70 percent. Tar-plus-light-oil yields ranged from 3.3 percent for the fusain concentrate to 11.0 percent for a normal sample, averaging approximately 8 percent; gas recoveries varied more widely both in yield and in composition, ranging, from 10.0 percent to 27.7 percent, the latter being from leonardite and quite high in carbon dioxide. Sampling was conducted with the view of representing, as nearly as possible, all beds delineated by Brant (2);4/ many are necessarily missing since collection was confined largely to worked deposits. Data presented in this report indicate a general uniformity of North-Central lignite in respect to low-temperature carbonization, with a few possible exceptions of a local nature. When processed according to the indicated conditions, maximum tar yield may be realized with minimum loss of recoverable heating value of the original coal. Natural weathering of lignite, however, does affect tar yield adversely and should be held to a practical minimum in any commercial operation.

When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman's standpoint.

AN excerpt from the Alabama State Mining Law, pertaining to, transporting men' into and out of the mines, reads as follows: "A trip of empty cars may be operated for the purpose of taking employees into and out of the mine, where the distance to and from their work exceeds one mile." The State Mining Department of Alabama includes in its inspection the transportation of men into and out of the mines, also studying and noting improvements, or progress made, that would tend to create a greater assurance of safety in this practice. Everyone is familiar with the original safety methods employed in man-trip transportation, such as passing a rope around the trip of cars, or through the cars, fastened in the conventional manner, and with the usual "clog," commonly called a drag, on the rear end. Also there is a more advanced method of transporting men, such as the double-rope system, which is feasible on slopes used exclusively for this purpose, and is very satisfactory. A method of applying ammonium hydroxide to a drill stem containing hydrogen sulphide gas and hydro-gen-sulphide-bearing oil and water so as to remove the hydrogen sulphide as ammonium sulphide is de-scribed. It was concluded that the method allowed trips with drill pipe filled with sour fluids to be made more safely, more rapidly, and more economically. INTRODUCTION THE DANGER of poisoning rig crews during drill stem tests of sour wells by exposing them to hydrogen sulphide gas is well known in Canada. Concentrations of hydro-gen sulphide in sour gases range from 0 to 40 volume percent. There have been numerous casualties from hydrogen sulphide exposure during drill stem testing. Some have resulted in permanent injuries; in some cases the injuries have been fatal. For example, in Alberta in 1957 there were four deaths and 100 exposures which required medical treatment. These fatalities and injuries indicate the need for a more effective way of handling hydrogen sulphide in oilfield operations.

There has been an unprecedented rise in the fatality rate in the Australian mining industry over the last few years. The factors behind this rise are not clear; however, it is noted that the increase in fatalities has occurred during a fall in commodity prices.This paper examines prevention methods and systems to deal with hazards that have the potential to result in either single or multiple fatalities. The fall of rock from strip coal mine highwalls continues to be the largest single source of fatal accidents, so methods to improve highwall stability through improved blasting practices were investigated in the field. This paper covers the results of a project to improve, using existing and proven technology, unstable highwall conditions through better blasting practices in Appalachian strip coal mines. Better borehole blasting agent distribution and optimization of burden, spacing, and delay periods allowing satisfactory breakage with minimal backbreak were the objectives. At a selected field site, geologic conditions were closely examined with regard to joint orientation and spacing, and resulting slope stability considerations. Utilizing surface blasting concepts of trying to achieve flexural failure of the rock mass both horizontally and longitudinally by appropriate relationships between burden, spacing, and hole length, as well as delay time sequence to achieve optimal confinement and breakage, successful results were achieved. A test series of eight blasts was completed and the resultant highwall monitored by repetitive photography. Actual blockfalls could be measured and the stability for each blast design thus quantified. The study of drilling and blasting economics along with equipment performance led to an economic model of blast parameters and the identification of blast design cost benefits. The work demonstrated that small strip mining companies are able to achieve a more stable highwall excavation utilizing presently available technology, equipment, and explosive products at improved operational cost and safety.

THIS announcement of the topics relating to production control, which the Committee hopes to have discussed at the February meeting, supplements the preliminary announcement published in the November number of MINING AND METALLURGY. In the previous article, the writer indicated the kaleide-scopic nature of the questions involved in obtaining better coordination in industry, and that, as a matter of practical expediency, the discussion in February would be limited to the more obvious difficulties in industry which need attention and to those questions which the Committee thinks would be of greatest interest to members of the Institute. But while practical considerations necessitate limiting the program, free discussion of all phases of the subject is urged by 'the Committee. In a preliminary consideration of the production control problem, there loom up two questions which have to be faced: (1) First, there is the question of the extra industrial capacity necessary to meet demand during the ordinary fluctuations of business, commonly characterized as `the "business cycle." Anyone who tries to formulate a program pertaining to productive capacity must decide whether he wishes to discuss the control of business cycles. While this question may eventually lend itself to treatment, the Committee does not feel that it can be considered at present with much profit. (2) The second question arises from the existence of over-stimulated capacity above and beyond peak demands in boom times. Discussion of this topic, it is felt, would be most fruitful.
