Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS (1994 Agreement), but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing (RAND) that has been used in other contexts. The International Seabed Authority (ISA) or another entity will need to coordinate and promote this licensing regime through governance of intellectual property (IP) derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

"Introduction0N MAY 2th, 1953, Socony Seaboard Pembina No. 1 well, located 70 miles west-southwest of Edmonton, was completed as a producer of high-gravity oil from the Cretaceous Cardinm sand. This event is possibly the most significant in the development of the oil industry in Western Canada since the Devonian discovery at Leduc in 1947. The result of the Pembina discovery and the follow-up drilling has been a tremendous increase in interest in the Cardium formation.Descriptions of the Cardium formation, as it occurs in the 'Central Foothills' and in the 'Southern British Columbia Foothills' have been presented by R. E. Folinsbee (9)-and C. R. Stelck (21), respectively. The purpose of this paper is to discuss the more regional aspects of the subject.The name Cardium was first used .as a stratigraphic term in 1863. Dr. James Hector ( l2), geologist attached to Captain John Palliser's exploratory expedition, gave the name 'Cardium to the whole section of marine Cretaceous beds exposed along the Bow river west of Calgary."

Dynamic measurements of Young's modulus have been made for poly crystalline Ni-W alloys from room temperature to 800°C. The alloys studied range in composition from pure nickel to Ni-10 at. pct W. The results indicate that Young's modulus decreases linearly with temperature above the Curie temperature. The rate of change of Young's Modulus with temperature mas found to range from 104 psi per "C for pure nickel to 0.82 x 104 psi per °C for Mi-10 pct W. At all temperatures the elastic modulus decreases with increcrsing tungsten content up to 1 at. pct W, and increases as the tungsten content is increased above that level. Young's modulus decreases slightly as the carbon content is increased from 0.002 to 0.09 wt pct C THE knowledge of the elastic modulus of metals and alloys is important for a number of reasons. The first and most obvious reason comes from the need to predict elastic deflections under given loading conditions. A second and somewhat more subtle reason comes from the fact that the elastic properties of an alloy must be known before a proper account of the mechanisms of plastic deformation can be made. This is especially true for high-temperature creep of crystalline solids. Sherby and his coworkers have shown that the high-temperature steady-state creep rates of crystalline solids are inversely related to the elastic modulus1,2 and that the temperature dependence of the elastic modulus must be taken into account if reliable determinations of the activation energy for creep are to be made. In addition, measurements of the elastic constants of solid solutions are needed to allow one to assess the modulus interaction contribution to solid-solution Strengthening.3-5 Pelloux and Grant6 have demonstrated that substantial solid-solution strengthening at room temperature and elevated temperatures occurs when refractory metal solute atoms are added to nickel. While the high-temperature elastic properties of pure nickel have been measured by a number of authors,7-10 the elastic properties of nickel-based refractory metal alloys have not been determined. The purpose of this paper is to report on measurements of Young's modulus of polycrystalline Ni-W alloys at elevated temperatures. It is expected that these measurements will be valuable to studies of the mechanical properties of nickel-based refractory metal solid solutions. I) EXPERIMENTAL Young's moduli of polycrystalline samples were determined by a dynamic method in order to reduce high- temperature anelastic and plastic relaxations. The samples were forced in transverse free-free vibration; that is, both ends of the sample were unrestrained and the vibration was transverse to the long axis. The fundamental resonant frequency was determined by the Forster method.11 The analysis of this type of vibration which was formulated by Rayleigh,12 Timo-chenko,13 and pickett,14 and reviewed by Fine," leads where fn is the resonant frequency of the nth mode, r is the radius of the circular cross section. L is the specimen length, ßn is 1.5056 for free-free vibration in the fundamental mode of vibration, 6 is the mass density, and E is Young's modulus in the axial direction. This equation can be transformed into: E = 9.17605 x 10-6(L/D)E/Lf2 [2] where E is Young's modulus in psi, L is the length in inches, d is the diameter in inches, W is the weight in grams, and f is the resonance frequency in cps. Eq. [2] was further modified in order to take account of the thermal expansion of the samples. The resulting correct term is: where the thermal expansion coefficients for nickel and tungsten, respectively. Xw is the atom fraction of tungsten in the sample and T is the temperature in "C. The treatment of the thermal expansion coefficient as a linear function of composition seems sufficiently accurate since an error of 25 pct in the expansion coefficient will result in only a 0.3 pct error in the modulus at 1000°C. A) Apparatus. The equipment for this investigation has been described by Lytton et al.16 Several modifications of the equipment have been made. The most significant change involved replacing the detector crystal transducer with a magnetic transducer. A phonographic magnetic transducer was employed as a sensing device since the contact pressure necessary to produce a stable signal is much less than that for a crystal transducer. This magnetic transducer is also not affected by conditions of high temperature and vacuum which are present in these experiments. The vacuum was 10-5 torr at room temperature and about 5 x 10-4 torr at 900°C. This was sufficient to prevent surface contamination of the samples during the tests. Since 1992 the Grasberg Mine, located in the remote regions of Indonesia, has utilized the Modular Mining System. Over the last several years, major steps have been taken to maximize this productivity enhancement system. These steps include; the Automated Lineup, the Linear Program upgrade, tracking of Mean Time Between Failure, a MEDS system interface, a VMIS system interface, and implementation of the new Graphical Operator Interface Console with Global Positioning, This application of new technology and innovation has lead to improved performance, understanding and reporting, as well as the quality of the Indonesian Engineers. These efforts have contributed 10 Grasberg achieving one of the lowest mining costs in the copper industry.

The effect of various N-substituents on the performance of amide-containing tertiary amine compounds in the extraction of Rh(III) from HCl solutions was investigated to optimize the structure of these compounds for industrial use. It was found that N-2-ethylhexyl-bis(N-di-2-ethylhexyl-ethylamide)amine and tris(N-di-2-ethylhexyl-ethylamide)amine, which have long, branched alkyl chains, were suitable for Rh extraction, because they were soluble in a practical diluent (80 vol% n-dodecane?20 vol% 2-ethylhexanol) and stable against highly concentrated HCl/Rh solutions, and showed high selectivity for Rh(III) over Pd(II) and Pt(IV).

A lightweight fiberglass feed leg for hand-held pneumatic percussion rock drills has been fabricated and tested by the Bureau of Mines. Its lighter weight facilitates easier handling of the rock drill apparatus, thereby reducing the potential for back injury to the driller and in- creasing drilling productivity. Current hand-held feed leg drills of the same class are 50 pct heavier than the Bureau-devised feed leg drill, which is comprised of a reduced-noise drill and the fiberglass feed leg. In-mine tests of the fiberglass leg showed that its performance and cost are comparable to those of standard aluminum feed legs.

In Union Minière's Hoboken smelter and refinery for complex non-ferrous materials, the treatment of recycling products, containing precious metals, occupies a dominant place. For all feed materials, the first step, prior to their treatment, is to classify them in order toselect an accurate and economical procedure for sampling as well as to dispatch them to the optimal process scheme. More than 150 different procedures for sampling are commonly used. The most important ones are briefly discussed in the paper. Precious metals bearing recycling materials vary widely with respect to their physical aspect, their chemical composition and the value of their precious metal content. All these parameters are taken into consideration to select the most appropriate process among the multiple possibilities of Union Minière's flexible integrated flow-sheet. Different stages of the operations as well as the main flow-sheets are described.

Specially, it?s critical important for a successful intelligent system to extract the minerals? feature accurately and sufficiently. Reflection index, as the crucial feature of mineral, is calculated by the theoretical calculating model of index based on the principle of imaging color models. In gray histogram of minerals? micrograph, the peaks? positions represent the information about mineral categories and contents. The relationships of different minerals? peak-positions in curve of gray histogram were got by using the peak-find model of gray histogram and calculating model of reflection index. These two models which can be regard as the method of feature extraction for minerals? photomicrograph also lay a good foundation for the artificial intelligent system of recognition and processing in sinter ore.

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen- bowl centrifuge for the dewatering and reconstitution of column flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine-clean-coal slurry from the column flotation concentrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free-flowing granular form, while the untreated products were wet, sticky, and difficult to handle. Specifically, test results indicated that the average moisture contents of the dewatered coal were 35.7, 35.5, 32.6, 29.9, and 26.5 wt% with Orimulsion additions of 0,0.7,3.2,4.8, and 6.4 wt%, respectively. The handleability and dust reduction of the dewatered coal product were also vastly improved.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent in improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silver- bearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores that because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

The Direct-Connected Electric Hoist In the latter part of 1931 a new electric hoist was installed at the Lake Shore mine. A number of interesting features were incorporated in this machine, which is the first direct-connected, direct-current-operated hoist to be placed in service in the Kirkland Lake district. Many factors requiring care and study enter into the selection of hoisting-engine drive. In this instance, conditions warranted the selection of the generator voltage control system (Ward-Leonard), utilizing a direct-current driving motor and a separate motor generator unit. It was further deter-mined that additional economies could be secured by the selection of a motor generator unit with a flywheel, and consequently the Ilgner-Ward Leonard flywheel set was adopted. Some of the advantages of this system are: 1) Greater accuracy of control, resulting in increased flexibility in hand-ling with increased precision and safety; especially desirable in large, important installations where the rope-speed is high or where frequent shifting is necessary. (2) Reduced energy consumption. (3) Feasibility of load equalization, without which, in some cases, the power system would be unable to carry the fluctuating load imposed on it by the operation of the hoist. ( 4) Elimination of reduction gearing in the construction of the hoist. The hoist is located on the surface and is used for skip operation at the main shaft, hoisting ore from a present maximum depth of 4,200 feet.

"The Rexspar uranium deposits are located near Birch Island in central British Columbia. The property lies within the Omineca crystalline belt of the Cordilleran Orogen. Gneiss, schist, tuffaceous and porphyritic trachyte are the main rock types encountered on the property. These rocks are of pre-Late Triassic or probable Mississippian age.Lenticular bodies of mica and pyrite-rich rock are the host of three closely spaced uranium deposits and are found close to a fluorite deposit. The altered trachytic rock as well as the fluorite and uranium deposits are found in the upper part of the trachyte unit. The latest tonnage estimates are 1,441,820 tonnes averaging 23.46% CaF, for the fluorite deposit, 490,966 tonnes of 0.084% U10afor the 'W' deposit, 164,290 tonnes of 0.074% UP8 for the ""B"" deposit and 459,124 tonnes of 0. 071 o/o UP8 for the ""BD"" deposit.A hydrothermal replacement origin was first proposed for the fluorite and uranium deposits. The mineralizing and altering solutions would have been genetically related to a felsic batholith outcropping a few kilometres south of the property. Another hypothesis has been proposed more recently. A volcanic centre has been tentatively identified in the upper part of the trachyte unit, close to the mineral deposits. The fluorite and uranium deposits could possibly be volcanogenic, rather than related to the Cretaceous felsic batholith.IntroductionFluorite and uranium mineralization occur on the property of Consolidated Rexspar Minerals and Chemicals Ltd. in central British Columbia. The exploration and development works executed over the years are summarized in this paper. The deposits and their geological environment are described but the origin of the mineralization has not been definitely established."

WHEN I was a boy I walked into Fairbanks in 1905. I was but a soft chechako, and arrived with blisters covering my feet, as a result of "mushing" the 400-mile trail on foot. Because of them, the display windows of the trading posts were first to catch my eye-dog and horse collars, harness and sled parts! And because of my enthusiasm for things adventurous, I looked long upon the prospectors' gold pans, shovels, rifles, camp equipment, and what not. Today those windows are filled with motor car accessories, tires and repair parts; yes, even thermos bottles and vacuum cleaners! There were many chance meetings with little parties of prospectors in my youth, and it always set my blood to tingling. Sometimes it was a 70-year-old sun-baked son of the Arizona desert, wrangling his stubborn, faithful jenny away from some outfitting store, at others a shovel-ended poling b0at in northern Canada, \vith the partners and the dogs towing upstream along the bank, or an old sourdough, with tug-rope around neck and hand on the spruce sapling gee-pole, mushing along behind his two or three old, plodding malamutes, dragging a little Yukon sled piled high with rusty sheet-iron stove, pick and shovel, cross-cut saw and axe, rifle, bales of dog salmon, and other paraphernalia. These meetings envisioned the panning of old creek beds and draws in the search for as yet undiscovered pay-channels; they meant the toughest kind of work sinking a hole to bedrock in some far-away valley of promise; they suggested wood fires to thaw the frozen muck and gravel and crude windlass and hand-made tub to hoist the water and the mud; but loudest of all they spoke of Adventure.

Mineral processing technologies are being used in the environmental arena for remediation and secondary recovery. Comminution and/or scrubbing for liberation, coupled with separation of the liberated particles, is known as soil washing. Other metallurgical unit operations have found application in remediation and recycling: size classification, gravity concentration, flotation, magnetic and electrostatic separation, eddy current separation, and liquid/solid separation. This paper presents specific examples of the use of these technologies to clean up contaminated soils and plant residues, and to recycle valuable materials from waste streams.

With the demand for weight reduction in vehicles and airplanes, researchers have shown great interested in casting wrought aluminum alloy 7075 because of its potential advantages such as high strength-to-density ratio and stress-reduction capabilities. It is therefore essential to conduct a fundamental investigation on solidification behavior and grain microstructure of alloy 7075. In this study, a commercially-available wrought aluminum alloy 7075 was used to study the solidification behavior of alloy 7075. A thermal analysis was performed based on the cooling curve and its corresponding first and second derivative curves. The nucleation of the primary a-Al phase and eutectic phases were analyzed. The comparison between the microstructures of the wrought and cast 7075 alloys shows that coarse microstructure and porosity are present in the cast alloy. The techniques for grain refinement in casting, such as the addition of the nucleating particles and applied pressure, should be employed to reduce the dendrite arm spacing and the porosity.

The purpose of the experiment was to determine detonation characteristics of various improvised explosives. The test consisted of detonating a pipe filled with an explosive compound inside of a plywood arena. The pipe will be located in the center of the arena to ensure even distribution on the witness panels. Details on pipe dimensions, weights of the pipe and explosive, and the density were recorded prior to testing for use in the model calculations. The same size pipes were used throughout to minimize the variables inherent in testing. The plywood witness panels will capture the fragments so that penetration data was obtained, primarily the surface area of impact and depth of penetration. Through the use of the penetration data in conjunction with a mathematical model the original fragment velocity was determined. The mathematical model was developed to measure lethality of fragments from explosives and was modified to determine the original fragment velocity instead. From this model other variables such as the Gurney velocity were calculated. This test was done with an explosive compound that was commonly found, and numerous improvised compounds. In order to guarantee accurate data all of the explosives used for testing were cap sensitive, to eliminate the need for a booster charge which would introduce many unknown variables. The one common explosive compound that was used was C-4 which has known data in order to show accuracy of the model and calculations. The other 5 compounds chosen will not have this data as they will primarily be improvised mixtures.

The development of microcomputer software that provides an analysis of pit-specific accident and production data for the mining industry is seen as a vital component in a total loss-control system. The Mine Injury Reporting System (MIRS) allows users to access accident and production data prepared by the Health and Safety Technology Center of the Mine Safety and Health Administration of the United States Department of Labor for any particular state and to generate a simple, yet informative, report.

The equipment and general smelter layout for the Mount Isa Copper Smelter were designed by engineers associated with the American Smelting and Refining Company and by Mount Isa staff engineers. The final notice of site was dictated by the need for 'building the smelter near the existing Mount Isa power house to enable full use to be made of the steam from the waste heat boilers. Although much excavation work was necessary before concrete foundations could be poured, the location lends itself to further expansion should it become necessary. The plant is designed and constructed to involve straight line smelting operations which include the following major steps in the overall scheme.1. Charge make-up.2. Roasthig.3. Reverberatory smelting.4. Converting.5. Refining.6. Casting.CHARGE MAKE-UPA system of proportioning bins is provided for preparing the feed mixture for the roasters, Sulphide concentrate containing 24% copper wiil be delivered by belt conveyor from the filter plant to the smelter storage patio. This is a large roofed concrete floor that provides a maximum storage capacity of 8,000 tons of concentrate. Eight proportioning bins located below but adjacent to the south end of the patio will be used for actual charge make-up from which concentrate, ore and flux will be proportioned to the feed belt and conveyed to the roaster feed hoppers. SUCCESSFUL development of a new process for heat hardening of pellets made from taconite concentrates was announced by Arthur G. McKee & CO., steel plant engineering and construction firm of Cleveland, and Allis-Chalmers Mfg. Co. An order for the design, engineering, and materials for a plant incorporating the process, has been received by the McKee Co. from the Reserve Mining Co. for its new E. W. Davis Works at Silver Bay, Minn. It is estimated that this plant will cost around $19 million and when in full operation, will turn out 12,000 tons of pellets per day.
