Any mining engineer with a desire to operate independently, with some financial backing, and with no fear of heavy responsibility and long hours, should be able to make a comfortable living in Mexico. Barring a few inconveniences such as a lack of satisfactory liability or accident insurance, the difficulty of obtaining repair parts or vehicles, and the length of time required to receive returns from shipments, the operation of small mine is not at all difficult. It is, in fact, a little easier to find a good prospect in Mexico than in the U.S.

It would be extremely difficult and unfair to compare the United States to Australia when wondering about which of the two countries offers the best opportunities for running a mining operation. However, if somebody would ask "Where is the best place to mine outside the US?"-I'd answer without reservations: Australia. Some of my Australian mining friends will disagree with me for my giving their country such a high rating. And they'll probably accuse me of being an optimist by telling me, as one of them did, that "the difference between an optimist and a pessimist is that the pessimist is better informed."

Introduction Tin continues to be as much a strategic metal as it was during the war. This situation is due to the fact that the tin mines in the major producing areas of Malaya and the Netherlands East Indies have not yet reached their pre-war production. Moreover, the world requirements for tin in certain fields, particularly in the food pack industries, are steadily increasing. At present, tin is still under International allocation by the Combined Tin Committee, of which Canada is a member nation. This Committee reviews periodically the availability of refined tin for export from the producing countries and makes allocations of tin to ensure equitable distribution to the consumer countries. In 1947, availability permitted an allocation of only 70 per cent of stated requirements. From 1935 to 1938 the price of tin in New York averaged 49 cents a pound and during the war the price in Canada was controlled under a subsidy programme at levels from 60 to 70 cents per pound. Just recently, this price has been raised to 96 cents. The value of the Canadian production amounts to about half a million dollars annually and the whole of this is obtained as a by-product of the lead-zinc-silver ores of the Sullivan mine in British Columbia. In 1947 Canada's imports of tin were 3,961 long tons valued at over $6,000,000. In addition, tin plate to a value of $8,000,000 was imported from the United States; the tin content of this is estimated to be from 650 to 700 long tons. An increase in domestic production would, therefore, be of great national importance, and the present high price may make the search for and development of tin deposits more attractive than it has been in the past. Although no one can foretell what future prices will be, there is reason to believe that, unless there is a drastic downward revision of production costs, the price will be maintained at present levels for some years. A number of tin occurrences are known in Canada, but none of these have been developed for their tin content alone.

INTRODUCTION Exxon's Highland Uranium Operations in eastern Wyoming consists of an open pit, an underground mine and a mill complex. The geology of the deposit is reviewed in this paper, and an overview of the mining operations at both the surface and underground mines is presented. Topics discussed include geology, stripping of overburden and mining of ore in the open pit, and underground development and stoping methods. GEOLOGY The Highland uranium deposit was discovered in 1968 by Exxon Minerals Company, U.S.A., in Converse County, Wyoming, 35 miles north of Douglas. The mine is located at an elevation of about 5,200 ft in a high-plains, sagebrush-covered prairie typical of eastern Wyoming. The deposit is near the southern edge of the Powder River Basin in the Paleocene Fort Union Formation. The Fort Union Formation consists of 1,900 to 3,200 ft of sandstone, siltstone, mudstone, claystone and coal beds. Siltstone, mudstone and claystone are collectively referred to as "shale" at Highland. There are many alternating layers of shale and sandstone in the Fort Union Formation; but in the Highland area, there are only three principal sandstones, known as the Highland Sand Group, which host the uranium. The combined sand thickness is about 150 ft.

I am' not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, I will make an effort to say a few words in behalf of the Rocky Mountain Coal- Mining Institute, which we are about to organize. As I understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking, we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south, and Utah on the west. So we expect this tree to bear fruit over a vast area. .We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad teritory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among, men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond.' I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ourselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think I can safely say that not over 5 per cent of them are in any way familiar with the statutes

This paper deals with the large iron ore concentrating plant owned by the Iron Ore Company of Canada. The plant is part of the Carol Project, which is being developed in the Wabush area of western Labrador. The mining and milling operations were officially opened in July of this year. The handling of fine material has always been considered a serious operational problem. The crushing, grinding and sizing of 50,000 tons of iron ore per day, in a dry state, could present sizeable problems in maintenance and orderliness. The operation, as a whole, embraces many recent developments in the iron ore industry. Mining operations include the latest techniques of jet piercing and blasting. Primary crushing involves a single crusher, which handles the complete production. Grinding of the ore includes the latest concepts of dry autogenous grinding in air-swept mills. The actual concentration of the ore is per-formed, in the wet state, by the use of spiral concentrators, with provision for possible flotation or magnetic separation, if required. The upgraded concentrates are either stored or pelletized, prior to shipment by rail to Seven Islands.

The investigation shows that there are 2 coal beds of major importance in Letcher County from the standpoint of present production - Upper Elkhorn No, 3 and Fire Clay - and 5 beds of minor importance - Whitesburg, Flag, Haddix, Elkhorn Leader, and Amburgy, The Upper Elkhorn No. 3 and Fire Clay beds contain the largest remaining known reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on 1,600 tons per acre-foot of coal in place, are estimated at 1,353 million short tons as of January 1, 1952. Of this total, 1,056 million short tons ere in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bad characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

The aim of this study was to investigate the possibility of leaching zinc from the tailing (-2 mm) of Angouran flotation plant using sulphuric acid. The tails were first calcined at 800¦C for one hour. The effect of factors such as stirring rate, temperature, initial acid concentration and solid/liquid ratio, on zinc extraction were studied. The results obtained show that at the best conditions, about 91 per cent of zinc were leached using a stirring rate of 800 rpm, a reaction temperature of 50¦C, a 30 minute reaction time, a 100 g/L initial sulphuric acid concentration and solid:liquid ratio 1:6 g/ml. The P85 of the feed material was about 150 ¦m and acid consumption was 600 kg/t.

On January I, 1988, Chino Mines Company initiated the use of a system of economic splits for all materials encountered in mining. All mined material is evaluated as mill ore, solvent extraction-electrowinning plant feed and non-ore material to determine its disposition. Post-implementation studies indicate that a significant increase in financial returns on material mined was realized when compared with the copper cut-off grade previously in use.

There are significant Mineral Resource and Reserve reporting challenges facing a mining company operating in the global arena. This paper specifically examines the Mineral Resource and Reserve reporting challenge facing BHP Billiton. The changing regulatory environment creates a significant challenge for global mining companies when reporting Mineral Resources and Reserves. The development and implementation of internal policies and standards for collecting and collating resource and reserve information is required for corporate governance, however the challenge is then to report this information publicly in such a way as to comply with the various codes and requirements in the many jurisdictions in which the company is required to report. The move to an International Code is not only desirable but is an essential requirement in todayÆs global market. The agreement to report using a single code internationally is however only the first step. A truly practical international reporting system must have common definitions and guidelines for interpretation as well as an international approach to the definition of a Competent Person, and even more importantly a common acceptance of that code by the relevant investment regulatory bodies. Without the universal acceptance of the concept of an international reporting code by the major regulatory bodies, implementation of such a code will be limited. With the major global mining companies seeking to raise capital in the USA, the worldÆs largest capital market, the Securities and Exchange Commission (SEC) and its approach to reserve reporting is becoming increasingly important. The development and implementation of an International Code must gain the support and acceptance of the SEC if it is to be successful.

Mineral commodity prices are subject to volatility over both the short and longer run – driving fluctuating operating margins for mining companies over time. Such market dynamics influence mine operating decisions depending on the interplay of company-specific and mineral market factors. The company factors include corporate financial strength and price-risk management strategy, as well as mining practices and methods at the operation level. The critical mineral market factor is the price of the ex-mine product. This results from underlying microeconomic and macroeconomic root-causes pertaining to mineral supply and demand, in addition to the activities of financial participants within commodity markets.Significant changes in commodity prices of an extended duration, either up or down, remain the principal influence upon mine economics – and therefore on mining practices too. Accurate and precise forecasting of commodity prices (and of relevant exchange rates) continues to prove elusive both to mineral economists and market analysts. Thus, at any given point in time, there are often widely differing price forecasts available for both the relevant commodity and currency. Companies as a result are unclear how to respond in practical operating terms to such price-side uncertainty – other than to manage incremental capital and operating expenditure. Typical company – and industry financier – responses to the difficulty in predicting future mineral commodity prices are to take measures to manage uncertainties in mining project revenues and costs. These operating practices are prudent – yet come at an economic cost: that is, lost revenue and margin opportunity is inevitable in any such system not easily capable of responding to price volatility in the market. The mine of the future will seek to capture this lost economic opportunity. Those involved in the mining and minerals industry really are an optimistic bunch. Faced with an economic downturn that has spread across the globe ? one, some say, that crept up on everyone ? mining professionals remain hopeful that the industry will return. An example of that optimism is the attendance at two of the industry?s key conferences and exhibitions. In February, more than 4,200 people attended the SME Annual Meeting and Exhibit in Denver, CO. And a week later, in Toronto, Ontario, more than 18,000 were on hand for the Prospectors and Developers Association of Canada?s (PDAC) meeting. Both are respectable numbers and run contrary to meeting attendance figures during previous downturns when attendance and the numbers of exhibitors fell off significantly. Like other downturns, this most recent one has resulted in massive layoffs, curtailments of production and outright closures. Exploration has been hard hit and many junior mining and exploration companies will either disappear or be swallowed up by others. Gold is its usual self The PDAC generally attracts the gold mining and exploration sectors. So that might explain some of the optimism at the meeting. Unlike base metals and construction materials, gold, not surprisingly, is doing well. And most of the companies in the Investors Exchange at PDAC were involved with gold. While the balance sheets for most base metals companies look bad, gold companies appear to be not as hard hit. Gold is doing what it usually does during a downturn ? act as a safe haven while the value of other assets collapse worldwide. Governments around the world are preparing to pour trillions of dollars in an attempt to resuscitate their economies. This will likely lead to inflation, some experts at the PDAC convention said, which will be good for gold. And gold mining companies are also benefiting from lower production costs. The result is that some gold watchers believe gold could reach $64/g ($2,000/oz) at some point.

A Norbridge review of 25 top mining companies highlighted financial problems for many firms. To better understand these results, Norbridge benchmarked 17 mining companies to understand the problems that companies face, the methods being used to improve performance, and the results that have been achieved. The study indicates that many mining companies in three sectors-coal metals, and non- metallic minerals-have implemented new strategies to improve performance. Many of these strategies supplement traditional initiatives with two types of process improvement efforts, facility-specific and company-wide, to help generate performance gains. The study compares the results of these strategies in each sector. INTRODUCTION imes are tough in the mining industry. Norbridge reviewed financial results of 25 top mining companies for the past 2 years-seven coal companies, twelve metals companies, and six non-metallic minerals firms.*The study found that 40% lost money in 2002, and * Coal companies include Alliance Resource Partners, Arch Coal, Consol Energy, Massey Energy, North American Coal, Peabody Energy and Westmoreland. Metals producers include Barrick Gold, Cleveland-Cliffs, Coeur d'Alene, Falconbridge, Freeport McMoran, Grupo Mexico, Inco, Newmont Mining, Noranda, Phelps Dodge, Placer Dome, and Teck Corninco. Non-metallic firms include Florida Rock, IMC Global, Martin Marietta Materials, Oglebay Norton, PotashCorp and Vulcan Materials. "One of the most important wartime activities of the Bureau of Mines was the search for new sources of mineral necessary to the prosecution of the war. Part of that effort was in the form of metallurgical service extended to other government agencies engaged in purchasing and stock piling some of the more critical and strategic materials.Fluorite was one of the materials stock piled by the Metals Reserve Company. The fluorite was usually in the form of coarse metallurgical con¬centrate purchased in the United States and abroad. The material was stock¬piled to insure an adequate reserve of fluorite for the metallurgical industries. The domestic production of metallurgical fluorite containing a minimum effective calcium fluoride content of 55 percent,4/ however, gradually increased until production was at least equal to consumption. The stock-piled metallurgical fluorite, therefore, soon became a surplus commodity.On the other hand, the supply of acid-grade fluorite, containing a minimum of 97.5 percent calcium fluoride and n maximum of 1.5 percent silica,5/ was never entirely adequate. Increased consumption of acid-grade material in the aluminum, petroleum, and chemical industries kept that material on the critical list during the war.Under the circumstances, it was felt that a study of the possibility of producing acid-grade fluorite from the metallurgical stock piles would be of some benefit to the war effort. Consequently, samples of fluorite from several of the Metals Reserve Company stock piles were tested by the Bureau of Mines at the request of the War Production Board.Two groups of samples were submitted for testing. One consisted of metallurgical fluorite purchased from Mexico and stock-piled in the El Paso and Laredo, Texas, stock piles of the Metals Reserve Company. The second group of samples was from the stock piles at Gila, N. Mex.The sample submitted from the El Paso stock pile consisted of about 5,000 pounds of minus 4-inch material. Mineralogically, the sample consisted of fluorite contaminated by calcite, chert, quartz, and small amounts of iron and alumina. Although some of the fluorite was reasonably free from gangue at minus 1-inch, much of it remained locked in sizes as fine as 65-mesh.The Laredo sample was about 5,000 pounds of material from five different piles. The samples from each stock pile, A to E, inclusive, were analyzed separately to determine whether the grade of the material in the piles varied markedly. As there was little difference in the analyses, the samples were combined in proportion to the tonnage represented to make a composite sample for testing. The composite sample consisted of fluorite with small amounts of quartz, calcite, and barite. Most of the fluorite was the dark-colored, opaque variety. A small amount of iron-oxide staining was present, and traces of muscovite, clay, pyrite, and tourmaline were noted. The quartz was present as crystals in vugs, and as finely disseminated grains in the fluorite. The druzy quartz and the calcite were free at minus 10-mesh, but the disseminated grains, some of which were 1 to 15 microns in size, were not entirely free at minus 270-mesh. A petrographic estimate indicated that 65 percent of the silica was locked in the 150- to 200-mesh."

Investment decision for large mining projects imply an enormous financial risk and therefore, require a more complex risk evaluation methodology taking into account all sources of uncertainty from each process in the project value chain. Generally, the main sources of risk are those related to uncertainty on grade and other techical variables of the orebody. In this study, conditional simulation is applied to develop a risk management model to quantify and to manage financial risk associated to uncertainty on the grade of the orebody. The model was validated in case study on a real porphyry copper orebody in Chile.

"The paper formulates an evaluation procedure for examining the effects of location on the economics of developing mineral deposits. This methodology is applied to assess locational aspects of Nova Scotia's competitive position f or mine development relative to other Canadian regions and provinces. The appraisal concerns two representative mine development opportunities, a medium-size open-pit tungsten deposit, and a small underground gold deposit. The influence of regional economic conditions is initially assessed. Then, the consequences of taxation are isolated. Finally, the combined impact of regional and taxation conditions is examined. SettingThe economic potential of mining may be assessed in a number of ways. One approach, increasingly used for both corporate planning and government policy purposes, is to evaluate the competitive position of an actual or potential mineral producer in the international marketplace relative to other suppliers.Such examinations of competitive position vary from cost league comparisons of breakeven costs for operating mines, through the assessment of medium-term costs associated with developing new mine capacity, to long-term evaluations of the economics of mineral supply from the start of exploration. The complexity of the analysis increase s with the scope and timeframe of interest. Many factors are involved. One component of competitive position is the quality of the mineral resources available. Other key factors include existing technology, wage and salary rates, labour productivity, the cost of capital, infra structure requirements, distances from sources of materials supply an d to mineral markets, management attributes, organizational efficiency, government mineral policies (particularly taxation), and inflation and exchange rates. The paper fits within this competitive position framework.The variable economic conditions which exist within Canada have a direct bearing on the viability of mine development and, thereby, on mineral exploration potential. The paper examines locational aspects of Nova Scotia 's competitive position."

The mineral aggregate industry is the world's largest mining and processing endeavor, yet it is graced with little of the romance or public awareness that accompanies mention of gold, silver, iron, copper, uranium, or aluminum mining efforts. Much of this reaction is undoubtedly due to the fact that the uses to which crushed stone and sand and gravel are normally put are not fully recognized or appreciated by the general public. Few individuals ever have occasion to purchase mineral aggregates for anything other than use for decorative shrubbery beds or walkways. They may, however, buy ready-mix concrete for a new patio, bituminous concrete for a new driveway, concrete blocks, or other building materials for a new room and never realize that the primary ingredients of their purchases are either direct or indirect products of the mineral aggregate industry. The average person driving past an operating crushed stone quarry or an active sand and gravel pit rarely realizes the economic impact the industry, represented by that operation, exercises on the general economy. He is not aware, nor does he really care, that elements of the modern comfortable environment to which he has grown accustomed rely to a great extent on the products of the crushed stone and sand and gravel industries Iron and steel, glass, cement, agriculture, and highway and building construction are but a few of the major industries to whom the products of the mineral aggregate industry are basic. Without these industries or without the stone, sand, and gravel basic to them, most of the major elements of our modern day civilization would be non-existent.

Foreword Following the explosion in the Hillcrest mine, which occurred in the evening of Sunday, September 19th, 1926, and in which two men lost their lives, the writer was invited by the Hon. J.E. Brownlee, Premier of Alberta, to conduct an investigation into the causes of the disaster, and to make such recommendations as seemed advisable with a view to minimizing as far as possible the chance of future explosions in this and similar Alberta coal mines. Accordingly, the mine was visited, and extensive investigations were made underground on October 21st, 2.2.nd, and 25th, in company with Mr. John T. Stirling, Chief Inspector of Mines for Alberta, Mr. Moses Johnson, District Inspector for the Crowsnest Pass District, Mr. J as. A. Richards, Inspector of Mines, Edmonton, and also Mr. Thomas Davies, manager, and other officials of the Hillcrest mine. Hearings of the coroner's inquest were also attended on October 20th and 23rd, when testimony regarding the explosion was given by various witnesses. The following paper summarizes my general observations in tracing the place of origin of the explosion, and my efforts to determine the cause of ignition. Certain recommendations arc also made, and the writer invites discussion on these and the other matters dealt with in the paper.

Falconbridge Ltd Raglan Mine has been in production since 1998 and has produced annually some 900 000T of ore grading 3.1% nickel, 0.9% copper and 0.06% cobalt. The mine is located in Nunavik, Northern Quebec. The current mine life is estimated at approximately 20 years. Reserves are composed of numerous small ore bodies situated across a 65 km strike length. Planning the extraction of the ten small mineralized zones represents a great challenge to optimize. The overall objective is to maximize the company?s return on net assets. Actual planning uses computerized technology tools like Automod and Mine2-4D, and a conventional discounted cash flow method (DCF) of calculating net present value (NPV). The complex setting of Raglan could benefit from advance valuation techniques such as the real options method (RO). This paper will present the characteristics if the mines that make it a good candidate to use RO to gain further insight.
