Despite low commodity prices and mining industry cutbacks throughout the world, Peru remains one of the industry’s bright spots. The country’s remarkable economic turnaround during the 1990s remains a model for other developing nations to follow. And the Peruvian government has not forgotten the industry that was instrumental in that turnaround. True, the country has not been spared the effects of the mining industry’s retrenchment that has occurred in other parts of the world. However, foreign mining companies remain committed to doing business in Peru. And the government remains committed to attracting foreign investment and maintaining a strong mining industry. This commitment was evident in September 1999during the 24th Convention of the Institutos de Ingenieros de Minas del Peru in Arequipa, Peru. More than 3,000 mining industry professionals from around the world attended the convention. And Extemin, the accompanying exhibit, featured more than 450 companies, many from the United States, Canada, Australia, South Africa and other countries.

In the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed, and who has performed the research have all changed significantly over these decades. Although there are a lot of subjective ideas concerning these changes, and there is a fair amount of anecdotal "analysis," there has been no actual study of these trends to verify the facts. WHEN Mr. Cameron, the President of the Santa Cruz Portland Cement Co., returned from Europe in 1929, he brought first-hand infor-mation about a very versatile type of hydraulic cement. It was not a new cement, many articles having been written about it in foreign journals, but in this country the record of this type of cement had been either neglected or minimized. Using local materials, and applying the information brought back by Mr. Cameron together with many data in numerous publications, the Santa Cruz Portland Cement Co. developed the Santa Cruz high-silica cement. This cement is manufactured by grinding with portland cement clinker a properly calcined mixture of siliceous material and lime. It has all the utility of portland cement, together with an increased resistance to the destructive action of many aggressive solutions. To explain the necessity for the development of a cement having these characteristics, the history of hydraulic binding materials may be reviewed briefly. The materials used as binding media by primitive people were mud, lime, gypsum and bitumin. Due to its utility, ease of preparation, and its common occurrence, lime was the most widely used. Fat lime, when used by itself or with an inert sand, hardened only on the outside surface, where the carbonate was formed by absorption of carbon dioxide from the air, while, the interior of the mortar remained soft. It was quite early discovered that the incorporation of proper siliceous material with the lime increased its ability to harden, and for this purpose various natural siliceous powders were used, such as puzzo-lana in Italy, trass in what is now Germany, and santorin in Greece. These powders reacted with the lime forming a permanent cement and rendered unnecessary the access of carbon dioxide to the mortar.

Changes in our energy, national security, and commerce needs have necessitated identification of new sources of minerals, such as rare earths, lithium, copper, silver, aluminum, titanium, and the minerals on the U.S. Geological Survey’s (USGS) list of critical minerals (USGS, 2022). With the need to domestically produce these minerals, more mining will be required within the U.S. Some of these critical minerals deposit with naturally occurring radioactive materials (NORM), therefore, mining these minerals may concentrate NORM to the point that some states may require licensing and radiation protection programs. NORM is not regulated by the Federal government; it is regulated by the individual states. Consequently, overall national state of NORM regulation is chaotic with each individual state either choosing to regulate or not regulate NORM, and, if a state chooses to regulate NORM, then that state develops its own unique regulations. Further complicating the regulatory environment, states utilize a wide variety of strategies for regulating NORM, which sometimes results in inappropriate regulations, inconsistencies with specific radionuclides that are regulated, and inconsistencies with specific NORM types that are regulated. This paper will review the nature of NORM regulations, identify regulatory traps, and provide general guidance for identifying NORM and potentially avoiding regulatory jeopardy. Because of the chaotic nature of NORM regulations nationally, seeking guidance from qualified professionals with relevant expertise is recommended. Also, contacting the appropriate regulatory agency to gain a complete understanding of the NORM regulatory environment is useful for maintaining compliance.

Les ressources naturelles ont en général été le moteur du développement économique et social des nations. Les pays aujourd?hui développés sont pour la plupart d?anciens eldorado, charbonniers ou pétroliers. D?autres le sont toujours. L?Afrique fait cependant figure d?exception : même en étant comblé de ressources naturelles exceptionnelles, les pays de ce continent croulent sous le poids de la pauvreté et de ses acabits que sont les maladies, la famine, la guerre et l?insurrection sociale. On reconnaît néanmoins qu?il y a des cas particuliers comme le Botswana, la Namibie, l?Afrique du Sud. Face à cette situation, beaucoup de scénarii ont été proposés sans pour autant porté les fruits espérés. Le rapport Brundtland suggère que le développement durable est la clé du succès car elle veille à la prospérité économique, à l?équité dans la société et à la pérennité dans l?environnement. Pour l?Afrique, beaucoup de facteurs doivent être considérés et les solutions se doivent d?être pratiques et éthiques. Le futur ingénieur des mines qui a écrit ce rapport, apporte sa vision de la situation non sans avoir auparavant analysé les faits. Cette démarche, qui se veut avant tout éthique, inclut les aspects sociaux, économiques et politiques. Introduction In the 40s, 50s and the 60s, many economists, among which Harold Hotelling from South Carolina University, thought that developing countries could reach socio-economical success by extracting their natural resources such as oil and minerals. The current economical disaster seems to have contradicted that belief and critics like Davis Graham (Colorado School of Mines) and Michael Ross (University of California at Los Angeles) even suggested that extractive activities stop in Africa. But the experts of the World Bank (Mining Department) and some mining and oil companies are committed to reverse the tendency by implementing a new approach. Considering the principles of sustainable development defined in the Brundtland report (1987), we decided to analyze the possibility of giving the extractive industry a catalytic role in creating a socially, economically and environmentally development in Africa. In other words, can we continue to mine and extract oil in Africa for its blossoming future under the ruling of the sustainable development? In the following, we start by explaining the African socio-economic and political context. After a brief definition of the sustainable development, we explain why, for Africa, some believe in the extractive industry and some don?t. In the end, we draw out conciliatory arguments.

The lanthanon compounds are becoming increasingly more important for ceramic and allied applications. As the supply increases and the cost decreases, further development of these interesting materials will undoubtedly lead to new applications and an increased demand. Recent improvements in separation processes have lead to high purity in the individual lanthanon oxides. This report includes short discussions on the mineralogy of the ores as raw materials, and on the separation processes required to produce the pure individual lanthanon oxides in useful quantities. To discuss the presently known applications of lanthanon oxides, this general review is divided into the following categories: A. Glasses, Glazes, and Porcelain Enamels. B. Refractories and Abrasives. C. Electronic Ceramics. D. Nuclear Ceramics.

The influence of partially replacing cement with marble waste on the workability and compressive strength of concrete bricks was investigated. Three replacement percentages, 10%, 20% and 30% weight marble waste, were used with different curing times of 7, 14 and 28 days. Two specimens were prepared for each percentage and curing time. For this study, marble powder from the Mining House Company in Saudi Arabia was used. It was observed that the replacement of cement in Concrete brick with marble waste enhanced the loading strength and the workability of the prepared concrete bricks. It was also observed that 20% replacement of cement with marble waste was the best replacement percentage compared to the other replacement percentages tested. Marble waste from manufacturing companies, either in powder, sludge or slab form, has negative impacts on the environment. In contrast, reusing marble waste has both economic benefits (i.e., selling the marble waste) and lessening the need for raw resources.

OF the new alloys achieving commercial prominence during the year, an aluminum-silicon magnesium casting alloy, which is similar in many respects to the 4 per cent copper alloy, developed about 1921, which has attained such a wide field of service, may be mentioned. The new alloy, like the old, is a heat-treatable type and develops about the same physical properties. The alloy casts easily and is relatively insensitive to high pouring temperatures. Its ability to produce substantially leak- proof castings is noteworthy. A second casting alloy development is the new Aluminum Co. of America No. 132, "Lo-Ex" piston alloy, a result of nearly eight years of research. The alloy contains about 14 per cent silicon and varying amounts of nickel, copper, and magnesium. It exhibits a low coefficient of expansion and thus permits small piston clearances. Its lower specific gravity is a further advantage.

For several years prior to about the middle of 1928 both the number and capacity of natural-gasoline plants showed a steady increase; this resulted from a material gain in the supply of casinghead has due to the discovery of a number of flush fields with relatively high gas-oil ratios. From 1928 to date some form of proration has been continually in force, with a consequent curtailment in the supply of wet gas. This decline in available gas and a severe decrease in prices, due largely to the increasing competition of light refinery products, has eliminated virtually all of the weaker units during the last 5 years, with the result that the number of plants declined from 1,155 on January 1, 1928 to 19035 on January 1, 1930, to 909 on January 1, 1932, and then to 859 on January 1, 1934, The struggle of the small high-cost producers to exist is illustrated further by the trend in the number of shut-down plants, which has increased from 36 on January 1, 1930 to 100 on January 1, 1932 and to 128 on January 1, 1934. The increase in the number of plants prior to 1929 resulted in a material gain in the total capacity, but the decline in number between 1929 and 1932 was not followed by a corresponding decrease in capacity, as gains resulting from the construction of a few very large plants overbalanced the loss due to the dismantling of a large number of small ones. However, the low prices of 1932 and 1933 supplied little incentive for new construction, and the total capacity declined in approximately the same ratio as the number. Thus the total capacity declined from 11,387,000 gallons daily on January 1, 1932 to 13,060,000 gallons daily on January 1, 1934, Of the latter 9,181,000 gallons (91 percent) represented the capacity of the operating plants and 679,000 gallons (9 percent) the capacity of the idle plants.

The increasing availability of marker data in sublevel caving operations is changing the way draw can be managed to achieve positive recovery outcomes in these mines. This paper describes how marker data has been incorporated into flow simulations to help calibrate full mine ore recovery simulations for the forecasting and optimisation of recovery.Some flow modelling techniques do not use marker data, relying instead on the outcomes of physical and numerical experiments to guide assumptions about an idealised recovery flow shape. Other mines have access to marker trial data, but find it difficult to specifically link this marker trial information to their recovery models. This can make it difficult to create a link between the marker trial information and recovery forecasting and limits the potential value of the marker trials at the mine.In the simulations shown here, the marker rings are fully incorporated into the flow model, and can be tracked in the model. The model is compared against the real underground marker recovery information to give the user an indication of how accurately the flow settings in the model are reflecting the conditions in the experimental marker rings. THE H. C. Frick Coke Co. has used belt conveyers for handling coal for the last eighteen years but, until recently, only for small tonnage and over short distances. The first installations were outside the mines for distributing coal to various parts of plants. A belt conveyer was put in service at Colonial No. 4 Mine in November, 1906, to carry coal from the main hoisting shaft to a storage bin serving two blocks of beehive ovens on the other side of the valley; it was in constant service until the Colonial No. 4 ovens were abandoned less than a year ago. This conveyor was in an overhead gallery that spanned our sidings and yard tracks and the main line of the Pennsylvania Railroad. It was a crude installation, from the viewpoint of present conveyor engineering practice. It had no mechanical feeding device, the coal simply ran through a gate in the side of a bin on to the belt; but one belt on this conveyor lasted eleven years. This conveyor is about 300 ft. long center, to center of pulleys. It operated at a speed of 250 ft. per min. and carried about 400 tons per day. On this basis, the belt life of eleven years means that not over a million and a quarter tons were carried by the belt. While this is not a large tonnage, the cost per ton was much less than by any previous method in use for supplying coal to ovens located at a distance from the main shaft. The next belt conveyor was installed at Bridgeport Mine in 1907. It carried about the same daily tonnage as the first, delivering from the hoisting shaft to a coke-oven bin. Very few data were kept on this conveyor. It also operated until the coke ovens at the plant were put out of blast and the coal taken to the Clairton byproduct plant by river. In 1916, work was started to equip the Bridgeport, Palmer, Gates, and Ronco mines to load their entire output on, the river for transportation to the Clairton byproduct plant, which was then being built. These mines were all operating at that time and had a large area of coal available for river shipment. The Monongahela Railroad was located between the hoisting shaft and the river at each of these plants and,, therefore, had to be crossed at each location to deliver coal to the river.

IN 1950 Kaiser Steel Corp. acquired control of the Utah Fuel Co., a pioneer Utah coal concern owning large reserves of high volatile coking coal near Sunnyside, Utah, and large reserves of coal elsewhere in Utah and Colorado. Kaiser Steel later disposed of the noncoking quality reserves included in the property and over the past six years has developed a group of three fully modernized mines and a central preparation plant at Sunnyside. This plant is geared to furnish 1.6 million tons per year of low ash coking coal to the byproduct coke ovens at its steel plant at Fontana, Calif., and to its beehive oven coking plant at Sunnyside. General Problems: Topographic and physical conditions under which Utah coals are found differ from those in most bituminous coal districts of the eastern and central states. Utah coal seams lie under deeper cover, generally at steeper pitches; consider- able distances are burned along the outcrop and back from the surface of the outcrop. Usually the coal seams lie high up on escarpments, accessible only through deep narrow canyons or long rock tunnels and tramways. The topography at Sunnyside is particularly rough, with great changes in cover over the coal in relatively short horizontal distances. This is due to the cliff-making sandstones of the cretaceous Mesa Verde group, the coal-bearing measures being in the Blackhawk formation. The thick massive Castle Gate sandstone of the Prince River formation overlies the coal-bearing rocks and is suspected to be the chief cause of roof control problems.

Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This Bureau of Mines publication provides information to assist in selecting a lixiviant (leach solution) for in situ uranium leaching. The cost, advantages, and disadvantages of lixiviants currently used and proposed are presented. Laboratory and field tests are described, and applications of geochemical models are discussed. Environmental, economic, and technical factors should all be considered. Satisfying environmental regulations on restoring groundwater quality is becoming an overriding factor, favoring sodium bicarbonate or dissolved carbon dioxide over ammonium carbonate. The cheapest lixiviant is dissolved carbon dioxide, but it is not effective in all deposits. Technical factors include clay swelling by sodium, acid consumption by calcite, and the low solubility of oxygen in shallow deposits. Laboratory leaching tests can provide useful data. However, they can be misleading if, for example, the ore is allowed to oxidize before testing or if distilled water instead of formation water is used for making solutions for permeability tests. Geochemical models presently are more useful for indicating trends in solubility than in reliably predicting concentrations.

This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

In general, most of the training and information available for human resources personnel prepares the specialist for handling various aspects of labour relations, recruitment and hiring, benefits administration, employee relocation, etc. This is usually done in a Canadian context. Only recently, has more specialized training been developed to prepare human resources practitioners for the complex issues related to expatriate employees and dealing with human resources issues in other countries.

An avalanche is a snow slide. A simple explanation is that the snow on a slope will slide (avalanche) when the snow strength can no longer support its own weight. Snow avalanches happen when the load from snowfall or ram on a snow slope increases faster than the stre n g t h of the bonds between snow crystals. Avalanches can also happen when the strength of a buried layer decre a s e s . Active avalanche control is the intentional triggering of slides. Washington State Department of Tr a n s p o r t a t i o n (WSDOT), does avalanche control to minimize the chance of natural avalanches into traffic. Avalanche control work is done all over the world by: highway departments, ski resorts, railroads, mining operations, utility companies, and other activities threatened by avalanches. The majority of active avalanche control is done with skis, by explosives, or exploding projectiles. Blasting techniques and practices have evolved to fit the specific needs of avalanche contro l . Passive avalanche control is the use of engineered s t r u c t u res such as snow sheds, bridges, or snow supporting devices, to permanently protect a specific location from avalanches. The problem is that these struct u res are extremely expensive. There are a variety of passive avalanche control measures as well as the active m e a s u res used to protect the highway over Snoqualmie Pass. As traffic volume and use expectations incre a s e , m o re extensive passive measures will be needed to keep avalanches from affecting the highway.

The kinetics on the growth of Thiobacillus ferrooxidans was studied by use of series piezoelectric quartz crystal ( SPQC ). Arsenic ioninhibits the growth of Thiobacillus ferrooxidans, which is consistent with the previous results by other measuring method. This further demonstrates that the SPQC can monitor the chemical activity of the growth of Thiobacillus ferrooxidans. Cupric ion accelerates the growth of Thiobacillus ferrooxidans. The mechanism was discussed, it was considered that copper promotes the protein enzyme of Thiobacillus ferrooxidans, rustic yanin, to form over the range of cupric ion concentration studied. There action order of cupric ion in accelerating the bacterial growth is 0.067. The growth of Thiobacillus ferrooxidans is dependent on temperature, the apparent reaction activation energy decreases from25.56 kJ / mol to 18.32 kJ / mol because of the addition of 10 mg / L Cu(II) to the bacterial growth solution of pH 2.0 at initial inoculum of 10%.

The title of this address was selected before I had an opportunity to consider in detail the matters that I would like to discuss. Accordingly, I chose a very broad subject-so broad indeed that it would be foolhardy for me to attempt to deal with more than a few aspects of it. I do not propose to touch. at all on the developments to date of our mining and metallurgical enterprises, beyond paying a sincere tribute'to the skill and enterprise of those who have established an international reputation for Australian mining and metallurgy. I would rather look ahead and discuss certain factors that will play a decisive part in the future development of our mineral resources. I do this in no dogmatic spirit, and I hope that my remarks may lead to discussions which will stimulate action where it is needed.In recent years my colleagues and I have been forced by circumstances to give consideration to problems in the fields of mining and geology, and in process metallurgy, which lie outside the scope of our own research work. People come to us with metallurgical problems because they know of no more appropriate place to go, and it is distressing to have to inform them that it is nobody's job to offer them advice and assistance. I want to suggest to your Institute that it should press strongly for the provision of properresearch facilities for the mining and metallurgical industries, such as aready exist in most enlightened countries. In such countries, those connected with the development of mineral resources are able to obtain information and advice from Geological Surveys, Mines Departments or Bureaux of Mines, which offer far more comprehensive services than are available in this country.Before discussing specific technical problems of the mining and minerals industries, I shall enunciate certain general principles that I believe should be followed in respect to the technical side of the development of all Australian industries. The problem can, I suggest, be considered in three parts-technical education production, and research. I shall confine my remarks mostly to the research aspect, for it is with this that I am most familiar.For the efficient development of any industry in Australia, it is essential firstly that We should learn what is going on abroad, and secondly that we should simultaneously conduct independent research. In the latter sphere the Governmeht'departments and the private companies' or groups of companies should have complementary functions, the former concentrating on problems common to a number of companies or industries, and the latter on their oWn individual problems. "This paper presents the results of the eleventh yearly accident-prevention contest, the National Safety Competition of 1935, conducted by the United States Bureau of Mines. Participating in the competition were 336 mines and Quarries in 37 States. Five mining or quarrying companies, each the leader in its group for having established the best safety record during the year, were awarded the national safety trophies 'Sentinels of Safety.Since these annual contests were begun 11 years ago the scope of the competition has been broadened materially, both as to the number of plants participating and as to the number of man-hours of exposure to accident hazards. Moreover, marked progress in the pre¬vention of accidents has been achieved, as is indicated by an almost constant downward course in the accident-frequency rates for the contest group as a whole during the past 11 years. On the other hand, the accident-severity rates for the group showed an upward trend during the first part of the period and a downward trend during the latter part, except in 1930 and 1934, when two disastrous explosions occurred with heavy loss of life, and in 1935, when there was an increase in the number of fatalities although no major disasters occurred. The accident rate for 1935, both as to frequency and severity, was higher than for 1934.The National Safety Competition is conducted by the Bureau of Mines in the interest of safety in the mining and quarrying industries. This object is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive well-merited and national recognition for their achievement. Indirectly the purpose of the contest is accomplished through studies by the Bureau of Mines of the fasts contained in the accident reports which the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics that constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting from industrial accidents."
