"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants indicated having processes in place for what should be done once an imminent danger situation is identified. Critically, however, they report having no systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. While this is important for all imminent danger situations (e.g., failure to lockout/tagout), it is especially important for those situations that are not immediately recognizable as imminent danger. In this paper, we identify and describe, three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication, and specialized training to increase awareness of imminent danger situations. INTRODUCTION In recent years, the metal and nonmetal (M/NM) mining sector, as categorized by MSHA, experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured; that is twice the number of fatalities that occurred in each of the previous two years (MSHA, 2015a). As a way to address this increase, the Mine Safety and Health Administration (MSHA) issued a program policy letter (P15-IV-01) suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners (MSHA 2015b).” The goal of workplace examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

Among engineers engaged in mining coal for river transportation, probably no other subject of equal importance has received so little attention as the methods of transferring into barges and other craft. The liability of all our streams to sodden freshets and their attendant drift and ice-gorges, seems to have had little effect upon the design and construction of what are commonly known as rivertipples, beyond the building of breakwaters, and other similar devices, to guard expensive structures from damage. The first method adopted for such transfer was a simple incline, with a movable cradle, which could be raised or lowered to suit the different stages of water. This system, though limited to a small capacity, and to cars not larger than those commonly used underground, possessed two advantages. The first cost was comparatively small; and, since the structure did not obstruct the channel, there was little risk from freshets, the utmost damage from which could be repaired at small expense. Its disadvantages, however, were many, the principal among them being the breakage of the coal by reason of the necessarily high dump; the damage to barges from the same cause; and the difficulties of screening and distributing the different sizes into separate barges. That system has been almost wholly abandoned of late, in favor of the basket-arrangement, lowering vertically into the barge, with the aid of counter-weights, which return the empty basket; while pipes or chutes convey the small coals into other barges, from a complete set of screens, which this method will readily accommodate. THE advance made in recent times in this branch of metallurgy is indicated y the attention the subject is receiving from important American copper-producing companies. Reference to the files of publications devoted to the mining industry discloses that some 20 American companies are actively investigating the amenability of their ore, or other material, to leaching methods, and that plants of varying capacities up, to 10,000 tons per day are under construction or are projected. Several leaching works are in commercial operation. It has been frequently pointed out that no method of leaching is universally applicable, for the reason that each ore differs in some particular from apparently similar ore found elsewhere, and also because local conditions are rarely the same even where the ore closely approximates in character that being worked at some other point. For this reason the older companies are approaching the matter in a conservative manner, experimentally determining for themselves the salient features in each instance. In considering a leaching proposition three factors at once fix the attention: (1) disengaging the metal from mineralized forms in Which it is found in nature; (2) recovering the metal in a commercial state after it has been dissolved; (3) the apparatus best adapted to carrying out the several operations.

This paper discusses the background, requirements, need and content of plans for management of drinking water self-supplied to mining-related operations, including construction camps, especially in remote areas of Western Australia. The paper discusses the importance of cooperation between regulators, the mine site operator and the consultant in preparing a plan fully compliant with the Australian Drinking Water Guidelines to protect the quality and safety of drinking water supplied to mine sites. The paper outlines some of the issues that need to be addressed in preparing a drinking water quality management plan, such as hazard identification, risk assessment, the multiple-barrier approach and the concept of critical control points. "Early in 1947 the Bureau of Mines became interested in adapting suspension roof support to coal mining 5/ as a possible means of reducing the high rate of accidents from falls of roof. For a time the program made little progress be¬cause of the shortage of steel products after the end of World War II, but during the past 8 months this restriction has eased, and as of May 1, 1949, 114 mines had either started experimental work or had ordered materials and equip¬ment in anticipation of trial installations. It is estimated that 30 linear miles of roof in underground passageways have been secured by this method in recent months, and no lost-time roof-fall accident has been reported in these areas up to that date.Many coal-mining companies in widely separated localities have cooperated in making experimental installations. In very few instances are these companies entirely satisfied that they have arrived at the best solution in determining the most efficient adaptation to suit their particular conditions. Moreover, new ideas and modifications of the basic principle are constantly being brought to light and are being tested. Available test data is far from complete, and it is conceivable that some new idea will be developed to alter the present concept of proper technique; therefore, this progress report does not attempt to answer all questions that might arise in connection with this method of roof support; it simply recounts the experience acquired to date. Consequently, few references to costs are made. "A practical picture of the effects of stress and of the structural environment in an extraction area in a bedded deposit is described, and the main factors of ground control where principles of rock mechanics can be applied are discussed. Reference is made to early work in Europe, where systematic rock mechanics studies started in coal mines, as well as to the early work in the Canadian coal mines.During the past two decades, considerable theoretical and experimental knowledge, pursued both in the laboratory and in the field, has accumulated throughout the world, but the state of the science still does not permit application of substantiated theory such as is found in the design of above-ground structures, largely because of the complexity of the rocks. The mining engineer, as oppm1ed to the civil engineer, is constantly faced by exposures of new ground that is often subject to unpredictable discontinuities. However, the rationale already developed by rock mechanics principles and experimentation provides concepts and information that may be useful in selecting mining layouts. These concepts and existing measuring techniques can also assist ground control as mining progresses.Many of the bedded deposits, much as coals and evaporites, have pronounced deformation properties, and there are limitations in making stress measurements within short distances of mine openings or extraction areas. On the other hand, the measurement of movement of the hanging wall (roof) and footwall (floor) of roadways and extraction faces, as well as the sides of pillars, provides a most useful tool in assessing ground stability.This paper is to be regarded as a brief progress report with particular reference to Canadian applications of rock mechanics to bedded deposits."

Coal sorting with an x-ray-transmission (XRT) sensor has experienced a lot of development since first described by Jekinson et.al. in 1974. Powerful computers and increasingly sensitive X-ray scintillation counters enabled the development of high-performance sensor-based sorting machines. The first industrial installation of a belt-type XRT-sorting for coal is in operation since 2004. It is upgrading high quality coal from 1% ash to 0.7% ash for cathode production. In comparison to the high quality coal which is treated with a belt-type sorter, the chute type sorter has been successfully optimized for high volume coal treatment of lower quality coals. This project was funded by the German Environmental Fund (Project Nr.244444). In cooperation with the RWTH Aachen University and Isambane Processing, CommodasUltrasort(now Tomra Sorting Solutions) conducted extensive pilot test work under production conditions in 2010 for the destoning of power station coal at Arnot Power Station in South Africa. The experience gained during this pilot test phase led to an optimized, redesigned PRO Secondary XRT Chute sorter which is now in operation at a South African coal mine. This flexible semi-mobile modular destoning plant is treating a size range of -120 mm +30 mm at a throughput of 150 tph. The implementation of this plant not only reduces the ash content, abrasiveness index and sulfur content significantly, but also reduces royalties, water treatment and transport costs.

Having worked as a consultant for most of his 40-year working life, mostly as a mineral property valuer, the author has seen many poor valuations. Most were valuations of exploration tenements where the selection of the rather subjective, but necessary, geological inputs raised the main concerns. Those valuations involving iron ore prospects raise particular problems due to the special characteristics of such deposits. Iron ore is more like an industrial mineral rather than precious or base metals and Reserves are determined not by a traditional cut-off grade but by customer specifications. This is intended to be an overview/keynote paper on the current state of the growing (yet consolidating) Australian Iron Ore industry. It has now moved beyond Western AustraliaÆs æPilbara Big TwoÆ of Rio/BHPB (with the emergence of the irrepressible FMG and Hancock Prospecting) to include the YilgarnÆs æMidwest ManyÆ (including US re-entrant Cleveland Cliffs through Portman) and projects in other States. Ore types have moved from haematite Brockman to martite-goethite Marra Mamba (including the RobeÆs mesas and below water table Yandicoogina CIDs) and magnetite ore types. There are DSOs and secondary process feed. Mineral valuers have to reflect today upon these and many other determinants of value when choosing the most appropriate methodologies to adopt when technically assessing and valuing exploration tenements containing iron ore. Set against a frame work of the JORC Code (2004) and VALMIN Code (2005), the general valuation issues involved in using the cost methods (eg multiple of exploration expenditure), market methods (eg comparable sales, rules-of-thumb and joint venture terms) and income methods (eg synthetic discounted cash flow (DCF)/net present value (NPV) modelling) are discussed. Relevant factors when valuing iron ore properties are discussed, eg ore type, lump/fines ratio, stripping ratio, water table, impurities and grade, particularly the JORC confidence category of the identified mineralisation. Remoteness and access to existing rail infrastructure is a key consideration.

This report presents a representative cross section of methods success- fully used to ventilate continuous-miner places as well as various factors that should be considered when selecting auxiliary ventilating equipment. Line brattice can direct fresh air to the active face reasonably well, provided that adequate area for installation is available. Continuous mining equipment, however, often restricts clearances to such an extent that proper installation of line brattice is impossible. Consequently, in many instances face ventilation is inadequate; therefore, many methods of auxiliary ventilation for continuous-mining equipment have been developed and have been discussed in this study.

THE nature of the decomposition reactions producing hardening in aluminum-rich A1-Ag alloys is now fairly well understood. The silver is not uniformly dispersed even at temperatures above the solvus line: rather, it is clustered into zones and associated with dislocations.' During quenching, nearly all of the silver segregates into zones' and some is attracted to dislocations, producing stacking faults. Growth of these faults produces the semicoherent y precipitate.1 During aging, the larger zones and the y precipitates grow at the expense of the smaller zones. The large zones persist up to about 350°C; where they redissolve in favor of the y' and y precipitates.' The equilibrium hcp y precipitate occurs both by a cellular reaction at the grain boundaries1 and by growth of the Y' plates to a critical size where incoherency results. Damask and Nowick 4 observed an internal friction peak in an A1-6 at. pct Ag alloy at about 140°C (0.25 cps). The peak was found to exhibit a systematic instability. After aging at successively higher temperatures between 155' and 23Z°C, the peak first migrated to higher temperatures while increasing in height, then returned to lower temperatures and decreased in height. After aging at temperatures above about 200°C, the peak position remained constant while the height decreased very slowly. In quenched specimens, elastic after-effect measurements inhcated a rapid initial transient in peak position from low temperatures up to 155°C. The authors concluded that a stress induced growth and resolution of the clusters and the 7' was the most reasonable mechanism to account for the behavior. It would seem, however, very unlikely that both the clusters and the y' precipitate would provide damping contributions whose relaxation time and activation energies were identical, which is required for them to produce the same internal friction peak. The present investigation was motivated by this apparent anomaly and the development of a very low thermal inertia torsion pendulum5 capable of monitoring transient behavior. Low frequency internal friction measurements were made on four binary A1-Ag alloys nominally containing 5, 10: 15, and 20 at. pct Ag. The results of measurements made on a 10 at. pct Ag alloy in the quenched condition are shown in Fig. 1. There are two peaks apparent in the spectrum, one centered at about 160°C, the second at about 210°C. The two peak spectrum was observed in each alloy, but it was best resolved in the 10 pct Ag specimens. Because of the instability in the internal friction, 4 it seemed possible that the second peak was not a peak at all, but simply a manifestation of a single, sharply transient, peak. Gold at the Harbour Lights Mine (HLM), WA occurs principally in pyrite (Py) and arsenopyrite (AsPy) minerals rendering it inaccessible to direct cyanidation. Froth flotation produces a concentrate with low mass recovery and with high recoveries of sulfides. After investigating several alternatives, a novel flotation process has been developed to separate the concentrate into pyrite and arsenopyrite rich fractions. The pyrite fraction is finely ground and cyanide leached, while the arsenopyrite is treated off-site. This paper describes the separation process from laboratory bench scale through to commercial operation at the HLM gold plant.

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown's modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers' Z, measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

Molybdenum alloys with good strength properties at elevated temperatures were produced by the powder metallurgical internal oxidation method previously applied to tungsten and known as oxyreaction strengthening. Commercial molybdenum powders were blended with 0 to 10 pet of a reactive powder, ZrMo2. The effects of composition, blending procedure, and sintering conditions on strength properties at elevated temperatures were studied. Strengthening was attributed to zirconium in solid solution with molybdenum and to the presence of submicrometer particles of Zr02. Several alloys had tensile strength and stress-rupture properties com-parable with those of the best commercial alloys. The maximum tensile strengths obtained were 92 kpsi at 1,200° C and 53 kpsi at 1,316° C. The maximum stress-rupture life at 30 kpsi and 1,200° C was 145 hours.

The literature of milling is replete with papers devoted to the subject of ball milling, all of which no doubt have contributed in one way or another to progress in that art. In this paper reference will be made to only a few of the many authors, but the value of the contributions of all who have written on that subject is hereby acknowledged. With a few exceptions the efforts of most students of the subject have been devoted to laboratory investigations of principles. Davis1 was one of the first to report on plant-scale investigations and to present to mill men certain criteria for the guidance of ball-milling practices. His conclusions with respect to the significance of sizing analyses of classifier sands in their relation to the factors of mill speed and ball sizing are particularly referred to. Those conclusions were: 1. If the balls are large or the speed of the mill is high, crowding will appear at the finer sizes in the classifier sands. 2. If the balls are small or the speed is low, crowding will appear at the coarser sizes in the classifier sands. 3. The indications are that best efficiency is obtained when the screen analysis of the sands show a minimum crowding at any size. The last conclusion was qualified by the statement that it had not been proved conclusively. It is surprising, however, that the litera- ture of later years reveals little evidence that millmen have made any serious attempt to apply those criteria. This may, perhaps, be explained by the fact that the average plant-scale ball-milling problem presents so many variables that an investigation of any one of them encounters the problem of control of the others—a problem that often is unsurmountable in a small plant. In a large plant, in which there is a duplication of grinding units in parallel operation, opportunity may be afforded for determining the value of such criteria. Nevertheless, a study of published data from grinding circuits of both large and small plants suggests that either Davis' criteria have been tried and found inapplicable or have never been given consideration. For the purpose of testing Davis' conclusions and with improvement of ball-milling efficiency as the final objective, a test program was initiated in the concentrator of the New Cornelia branch of the Phelps Dodge Corporation early in 1938. The practices of that plant have already been described.2 The fine-grinding units are arranged so that any one of eight units may be operated as a test unit and its results compared with those of the remaining units. All units receive similar feed from a common storage bin, in which the product of the fine-crushing plant is bedded by traveling tripper. The ball mills are all similar in size and operated at the same speeds, and are individually metered. The feeder conveyors of each unit are equipped with Merrick weightometers. The report describes the development of preliminary requirement specifications for standardized operating controls for roof bolting machines used in underground coal mining. According to recent statistics, roof bolting continues to be one of the most hazardous occupations in underground coal mining. The two principal hazards to the roof bolter operator are the machine itself and roof falls during the bolting cycle. The lack of standardization of machine controls is a major contributor to this hazardous situation. Observations of roof bolting operations and discussions with roof bolter manufacturers coupled with detailed analyses of roof bolter control design specifications were performed during this study. Detailed roof bolter operator task analyses, commonality of control analyses, and classical link analyses were also performed. The results of these analyses were then used to produce preliminary requirement specifications for standardized controls.

Dense-medium beneficiation of fine (minus 0.5 mm) coal is not a new concept and has been used in South Africa previously. The dense-medium fine coal plant at Greenside Colliery operated for almost 18 years and, despite proving a difficult plant to operate, did succeed in producing a fine coal product with a low ash content of 7%. No other beneficiation process available could achieve this. Dense-medium beneficiation of fine coal was also used in other countries, of which the plants at Homer City in the USA and Curragh in Australia were the best known. The first application of dense-medium cleaning of fine coal was, however, at the Tertre plant in Belgium1. This plant was built in 1957. About nine years later, a second fine coal dense-medium plant was built at the Winterslag Mine, also in Belgium. According to reports, this plant operated satisfactorily for a period of some 17 years.

What is a conflict, as it is understood by men of the extractive industries? And what are the circumstances out of which these conflicts arise? A start can be made with the notion of economic conflict, which can be defined as rivalry over the use of economic resources. Such rivalry is a central part of all economizing activity. It is present within the individual, within the family, and within the business firm. In each of these units there are multiple goals competing for use of a limited income. And economic rivalry is present among individuals and firms who are competing with one another for use of the limited quantity of economic resources available to us as a society.
