It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. The Fence Lake Project is located in the Salt Lake coal field, an extension of the San Juan Basin. Geologic formations exposed in the Project area range in age from late Cretaceous to Quaternary. Coal is encountered in the Moreno Hill Formation (upper Cretaceous). Salt River Project (SRP) followed the basic textbook approach for the exploration, regional appraisal, detailed reconnaissance, detailed surface appraisal and three dimensional sampling (physical exploration). SRP is exploring this property as a potential fuel source for the Coronado Generating Station. Therefore, for the physical exploration stage, the quality sampling program was designed from a utility company viewpoint to determine possible impacts to the Station. Exploration drilling was completed in spring, 1982; September, 1982, and summer, 1984. Engineering, environmental, and land acquisition studies were added in the Summer, 1984 Program to more closely evaluate the potential Fence Lake Project coal supply option for the Coronado Generating Station. Studies, including drilling, are ongoing-at this time.

This study provides recommendations for improved safety in underground blasting procedures based on in-mine observations of blasting practices in 30 underground metal, non-metal, and coal mines, and the analysis of blasting accidents since 1970 and existing state and federal regulations pertaining to the storage and use of explosives. Results of these analyses and observations indicate that 1) blasting accidents have declined but are an important contributor to the hazards of underground mining; 2) existing regulations are essentially adequate; 3) greater emphases should be placed on human errors and unsafe practices and the enforcement of existing regulations; and 4) future revisions of these regulations and standards should be organized, and their intent coordinated to eliminate ambiguities.

This paper , describing the operation of the Ward Sand and Gravel Co.'s plant at Oxford , Mich . , is one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of mining and preparing sand and gravel throughout the United States . These papers are designed to disseminate technical information regarding the methods used . The cost tabulations represent local operating expenditures only and not total production costs . It is recognized that publication of total costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole . On the other hand , operating costs are essential to the technical discussion and study of the methods employed . The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue . The plant described is a dredging operation with many unique features ; especially noteworthy are the mining of the sand and gravel with hydraulic jets operating on the principle of a water ejector , the unusual construction of the dredge and the self- unloading barges that tend it , the transportation of the sand and gravel to shore in barges instead of in pipe lines , the large storage capacity of the plant , and the fact that all material goes into storage before being shipped .

The paper presents the results of a study which involved collection and analysis of airborne pollutant concentration data in two producing underground room and pillar metal mines which use diesel powered equipment in the area near the face. The results include the concentrations of CO2, CO, NO, NO2 and respirable particulate matter measured with the latest portable instruments, and the carbon and hydrogen contents of the particulate matter samples determined by combusting them in a Elemental Analyzer. The carbon and hydrogen contents are used to estimate the amount of diesel particulate matter in the mine ambient air. The short term grab sample concentration data, although not suitable for determining compliance with ACGIH Threshold Limit Values (TLVs), are related to the TLVs so that they may be compared conveniently. Lognormal frequency distributions and the arithmetic mean of the concentration measurement data are used to compare different mine situations. Conclusions are drawn as to which pollutants are most important to control under actual mine production conditions.

Precision surface mining is increasingly occupying a significant role in open pit mining. Improvements in technology now allow continuous surface mining of material well above 140 MPa (20 300 psi) efficiently and cost effectively when compared to drilling and blasting/primary crushing methods. These include the elimination of the use explosives and primary crushing, the ability to precisely extract the ore from the waste, or separate ores of varying chemistry and mine thin seams and non-homogenous orebodies cost effectively. In addition, precision surface mining extends the useful life of a mine by extending the mine boundaries. It can expand production capacity in existing mines and is particularly cost effective in greenfield start-up mines. Precision mining techniques result in higher percentage recoveries. This paper reviews several of these techniques for the Terrain Leveler« surface excavation machine (SEM), and shows their impact. Vermeer's current approach to precision surface mining is utilisation of the T1255 Terrain Leveler SEM. Several units have been proven in round-the-clock, seven day operations throughout the world. Among other innovations are design simplicity, stability, maneuverability, rear-mounted tilting drum and top-down cutting. The impact of these items are discussed in more detail in the paper. After a detailed analysis of the importance of machine availability on overall mine performance, Vermeer has extended its equipment line to include a direct-drive option for its T1255 Terrain Leveler SEM. In addition, improvements in dust suppression are presented. While the T1255 Terrain Leveler SEM is of optimum size and cost in small and medium sized mines, Vermeer has recognised that larger mines require larger machines with increased capacities. Vermeer will prototype the T1655 Terrain Leveler SEM later this year. Specifications of this machine and up-to-date preliminary results are presented. A discussion of the role of each machine size and driving mechanisms are included. Finally, the next stage in Vermeer's providing solutions to the surface mining community will be described - a continuous loader. The impact on current mine planning is presented using a detailed computer program developed for studying the impact of loading techniques and higher production rates on mine plan optimisation.

The McKinley Mine is located in the northwest New Mexico, in McKinley County, approximately 25 miles from Gallup. The mine is operated by The Pittsburg & Midway Coal Mining Co. (P&M), a wholly owned subsidiary of the Chevron Corporation. P&M is headquartered in Englewood, Colorado. Since the McKinley Mine began operations in 1962 a total of 83,391,000 metric tons of coal have been sold through 1990. The 1991 production was approximately 5.000.000 metric tons. The mine operations are contained on a 109.000 square kilometers lease area of which 44.000 square kilometers are on the Navajo Nation. The present customer base consists of four utilities and one industrial account, all of which are located in Arizona. The utility customers are the Arizona Public Service Co. Cholla Station at Joseph City, The Salt River Project. Coronado Generating Station near Joseph City, and The Tucson Electric Company, Irvington Generating Station in Tucson. The industrial customer is the Stone Container Corporation, Snowflake Paper Mill.

"QIT -Fer et Titane Inc. currently produces and markets four main products: a titania slag named SORELSLAG for the white pigment production, a high purity pig iron known as SOREL-METAL mainly used in the ductile iron casting industry, an ilmenite ore for blast furnace applications called SORELFLUX and high quality steel billets SORELSTEEL employed in the wire rod fabrication. Moreover , QIT also manufactures high quality iron and steel powders labeled ATOMET for the powder metallurgy industry through its wholly owned affiliate. Quebec Metal Powders Limited. The company operates. rock ilmenite mine near Havre St. Pierre and produces its slag and ferrous products from its metallurgical installations located in the Sorel/Tracy region. QIT. born in 1948 from a joint-venture between Kennecott Copper Corporation and New Jersey Zinc Company, was acquired from BP Minerals by RTZ Corporation PLC in 1989 and remains its wholly owned subsidiary ever since.lImenite is a mineral rich in both titanium and iron oxides. QIT's proprietary mineral enrichment and electric smelting processes permit the concentration of the ilmenite ore and the separation of its main constituents to produce a 80% TiO2, slag and a high purity molten iron which is further transformed into iron ingots (pigs), steel billets, iron and steel powders.QIT's ilmenite deposit is located in the Lake TIo-A1Iard area, 43 km inIand from Havre St. Pierre, a community on the north shore of the St. Lawrence River some 960 km from Montreal. The orebody, covering some 542 000 m2, consists primarily of coarse-grained ilmenite (FeO.TiO2) with disseminated fine lenses of hematite (Fe2O3). The worthless mineral (gangue) associated with ilmenite is mainly anorthosite, a complex silicate. QITs mining operations are carried out using conventional open pit methods in a 500 m by 600 m horse-shoe shaped mine with nine benches developed. Primary blasting is performed on a weekly basis during the mining season. Blasted ore is trucked to the crushing station to be broken down to 15 cm and 7.5 cm sizes, respectively, by means of a primary jaw crusher and a secondary cone crusher. Minus 7.S cm ilmenite is then loaded into hopper cars for the 43 km trip to the Havre St. Pierre terminal where it is stockpiled and reclaimed by under-ground conveyor chutes to a ship loading tower at the dock. The crushed ore is shipped to QIT's smelter located in Sorel in 40 000 tonne carriers from April to December."

"This paper describes: how Falconbridge's fire protection system meets the needs of the Lockerby Mine; why the system was chosen over other alternatives; how it is unique, but can be applied to any underground situation; details of the system; how it was installed; the role of a fire protection company; and general considerations when choosing afire-suppresant system.IntroductionIn May 1981, after about three years of searching for the best fire protection system for the re-opened Lockerby nickel mine at Whitefish, near Sudbury, Ontario, Falconbridge Nickel Mines Ltd. installed an AFFF type of fire suppression system. It was designed and supplied by the Fire Protection Systems Division of Levitt -Safety Ltd.The system protects against loss of life, equipment and/or production, and it complies with legislation should fire occur in a fuel storage area and/or scooptram garage and service bay at any or all of the three levels near Shaft No.2.About 18 months after Levitt-Safety began working with Falconbridge, the system was designed and installed at a cost considerably less than that which would be incurred if fire damage caused the loss of two days of production.The fire protection system, which overcomes a limited water supply, is a self-contained balanced pressure proportioning system. It senses the flow and automatically determines the correct concentration of foam to water. It is triggered by a release mechanism which operates a bank of nitrogen cylinders, which in turn pressurize a pressure vessel to expel the foam concentrate and water from the tanks. This solution is piped to sprinkler heads in the specific area."

"A ‘geologically constrained’ orebody model has long been hailed as vital for a Mineral Resource statement that is compliant with the South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code). In this paper, the requirements for geological modelling as contained in the outline for the SAMREC Code are considered, and whether the new modelling software available on the market is a ‘black box’ or is better for modelling than traditional methods of wireframe creation.Implicit geological modelling is a technique that uses a radial basis function to establish and update geological models relatively quickly and efficiently from borehole data, outcrop data, manually interpreted vertical or horizontal sections, and structural data. Assays and any coded drill-hole data, such as lithology and alteration, can be interpolated.Leapfrog Geo software is an example of this new approach to geological modelling. A case study of a short training course in geological modelling for non-geologists at the University of Witwatersrand, as part of the Higher Certificate in Mineral Resource Management, is presented. The benefits of this type of geological modelling software are considered for this type of assignment as well as for mining industry applications.The use of geological models in mine planning is reviewed and a case study is presented comparing the variations in mine plan design and financial output of 13 final-year Mine Design projects from the University of the Witwatersrand School of Mining Engineering. These designs were all based on the same geological model created in the traditional way, and yet the resultant mine designs were significantly different, with very different resulting financial outlooks for the project. This raises questions as to how significant a very detailed model in the pre-feasibility and feasibility phases of projects really is, considering the huge costs involved in gathering the required data to build a SAMREC-compliant geological model."

Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California Fn 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemical manufacturing; a shift in requirements from metals to nonmetals, from inorganics to organics, from natural to synthetic materials, and from distant to local sources of supply.

The anodic behavior of AZ31 magnesium alloy in NaOH alkaline solution was investigated in this paper. The effects of anodizing parameters, such as applied current density, concentration of NaOH and temperature of the solution on the formation, structure and surface morphology of the anodic films were also studied. The formation of the anodic film was analyzed by analyzing the anodic polarization curves, the potential-time curves and XRD, SEM graphs of samples obtained at different anodizing time. The results of corrosion resistance tests, XRD and SEM observation showed that the temperature greatly affected the formation and anti-corrosion property of the anodic film, but the concentration of NaOH not. The film with best anti-corrosion resistance was obtained at applied current density of 10mA/cm2, 353k in 1mol/l NaOH solution.

This paper, describing the concentrator practice of the Chief Consolidated Co., is one of a series being prepared by the United States Bureau of Mines. The concentrator adjoins the town of Eureka, Utah, in the Tintic mining district. The Chief Consolidated, Eureka Lilly, Plutus, and Grand Central mines, all of which are owned or controlled by the Chief Consolidated Mining Co., are the principal sources of milling ore. The ore is transported from mines to mill by railroad. Although all the mines are within 3 miles of the mill, the railroad distance varies from 1 mile to 12 miles.

"Geologic structure and properties are the primary influences on ground control at San Juan Mine. Geotechnical properties of the coal seam and near seam strata, the presence of above seam sandstone paleochannels and water, are thought to be the leading contributors to ground control issues. It is the confluence of specific geologic conditions rather than isolated features that most often produce adverse conditions. Altering primary support installation and mining practices are done when unfavorable conditions appear during development. Installation of standing support is most often employed when adverse conditions develop at later dates. REGIONAL GEOLOGIC SETTING San Juan Mine is an underground coal mine located on the western flank of the San Juan Basin in northwest New Mexico. The San Juan Basin is contained within the south eastern region of the Colorado Plateau geographic province. The basin contains multiple coal bearing formations and is also a major producer of coalbed methane gas. San Juan Mine is stratigraphically located within the Fruitland Formation. From a prominent monocline marking the western boundary of the basin, the formation dips gently to the east towards the center of the basin. The primary driver for the deposition of coal bearing formations within the basin was the Cretaceous Inland Seaway. Multiple cycles of transgression and regression driven by sea level rise and tectonic subsidence deposited rock types from marine shale’s to terrestrial sandstones. The Sevier Mountains to the west of the seaway likely provided the sediment supply for the Fruitland Formation. During a major cycle of seaward regression, the Pictured Cliffs Sandstone Formation prograded over the marine Lewis Shale. The coal bearing Fruitland Formation followed, being deposited over the Pictured Cliffs. The Fruitland Formation contains numerous coal seams and is approximately 400 ft. thick at San Juan Mine. Fruitland Formation coal seams are numbered in order of superposition. San Juan mines the Fruitland number 8 seam. Dating has placed the age of the seam at approximately 73 to 75 million years [1]. LOCAL GEOLOGIC SETTING The Fruitland 8 coal seam dips approximately 1-3 degrees towards the E-NE. At San Juan Mine, the seam displays a mild plunging, synclinal structure, the axis roughly bisecting the mine from west to east. The number 8 seam consists of five coal benches and four volcanic ash band partings labeled sequentially based on superposition. The lowest portion of the seam is the 8-1 bench, the 8-2 through 8-5 benches following sequentially to the top of the minable seam. Ash band partings are labelled P1 through P4 from bottom to top respectively. The presence of distinctive partings and benches allows for seam definition and aids in identifying mining horizons."

The present paper consists of a survey of the literature on the problems of abrasion and wear of metals and materials by suspended matter. This problem is a very general one in industry, and is especially notice-able in the operation of cyclones and other types of dust collectors. The problem of abrasive dust in corrosive gas environments, such as commonly encountered in metallurgical industries, is particularly severe. Very little work has been done in the study of this type of abrasive wear, especially at high temperatures. However, a general review is presented here of all the work published on related subjects, such as that involving sand erosion in turbines and water wheels and the effect of temperature on friction wear. Topics in this paper include: blasting wear by sand, quartz, limestone, silicon carbide and other refractory particles; methods of investigation; effects of velocity, temperature and *Canadian Armament Research and Development Establishment, Valcarter, P.Q. angle of attack; correlation between indentation hardness, scratch hard-ness and resistance to abrasion; the effect of protective coatings; resistance of various metals; etc.

Recent recommendations of the Bureau of Mines regarding, rock dusting to prevent dust explosions in coal mines have been issued as Mine Safety Board Decision 32 and printed as Information Circular 7109.5/ The last paragraph on page 2 of I. C. 7109 states: After a mine or any part of a mine has been rock-dusted, samples of dust for analysis should be taken from the floor, ribs, roof, and timbers at such intervals of time as will give apple warning of need far redusting in order to maintain the required minimum percentage of incombustible in the mine dust. Details of the methods of sampling and analysis are given in Bureau of Mines Information Circular 7113.

"1. Reserve estimates have been made for eight coal beds in Monongalia County, W.Va., but only the Pittsburgh, Sewickley, and Upper Freeport beds are important at this time. The Pittsburgh, Sewickley, Waynesburg, and Upper Freeport beds contain the largest recoverable reserves.2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 3,526 million tons as of January 1, 1954. Of this total, 3,294 mil¬lion tons is in beds 28 inches and more thick. Areas in each bed except the Pittsburgh were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.3. Recoverable reserves of coal have been estimated in beds 28 inches and more thick. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian region. The weighted average recovery for all beds in Monongalia County, as determined by this investigation, is 47.9 percent. This percentage is based on the total thickness of coal (less partings three-eighths inch thick or more) in the bed rather than on the thickness of the coal mined. Based on the weighted average percentage of recovery for all beds in Monongalia County, the recoverable reserves are estimated at 1,577 million tons as of January 1, 1954.4. Monongalia County coals of the major producing beds are of high-volatile a bituminous rank.5. The Pittsburgh and Lower Freeport beds in this county yield coal that can be used as metallurgical coal, especially when blended with low-volatile coals.
