The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

"Income tax legislation is not keeping pace with federal and provincial environmental legislation. There is a vast array of new environmental regulations at various stages of implementation across the country. Unfortunately, there are serious concerns about the deductibility of significant payments which mining companies will be required to make under these new rules, and the Department of Finance seems to be reluctant to act on these concerns. IntroductionWhile the federal and provincial governments are racing ahead with obvious fervour to introduce new envirorunental laws, the tax rules relating to envirorunental costs are being allowed to lag far behind. In a nutshell, the tax treatment of envirorunental costs is not keeping pace with the new envirorunental legislation.One of the most serious concerns of the mining industry is the deductibility of mine reclamation or closing costs. The producing provinces are well advanced down the road toward mandating upfront deposits, bonds, or similar financial guarantees to protect the envirorunent from the operation and eventual closure of a mine. These requirements are not small. In some instances, they can amount to tens of millions of dollars. And, if there is no tax deduction for these sums when they are set aside by the mining company, then the costs have to be paid out of the company's after-tax earnings."

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. Good operation of Soderberg electrodes is dependent upon high quality electrode paste coupled with better electrode management procedures. Without having a good electrode operation, it is not possible to obtain the best outcome from the furnace. In other words that is a good way to say how important the proper electrode operation is. Good electrode performance depends on the slipping rate and current levels, which decides the shape of the baking curve at the level of just below the contact clamps. Negative curvature of baking zone in the central part is considered dangerous because shrinkage takes place outwardly creating abnormal stresses in the electrode. Soft breakages occur when the baking zone comes below the clamps and the casing cannot take the current. This paper deals with various factors affecting baking characteristics leading to soft breakages and also presents case studies in a closed 48MVA furnace with smelting for charge chrome. In case studies in a closed furnace, it has happened that the energy for baking at the low current operation before breakage has been lower than the actual slipping has demanded. At low current there should not be problem, but a problem can occur when the current for some period is raised above the current carrying capacity of the casing. So data for electrode operation in actual period was studied and presented in this paper.

THE .following developments in the zinc field during 1935 are listed in the order of their importance. Each will he amplified in later paragraphs. In the field o f Metallic Zinc: (1) Construction of further continuous vertical retort smelting capacity in the United States and Germany. (2) Expansion of fractional distillation capacity in the United States. (3) Great expansion in the zinc-base die-casting industry in the United States and abroad. (4) Wide acceptance of heavy galvanizing by the steel industry. (5) Construction of the first commercial wire electroplating plant for putting on heavy coats of pure zinc. (6) Firm establishment and appreciable expansion of the practice of using zinc dust as a reducing agent in the organic chemical industry.

The Process Fuel Equivalent (PFE) for nine different flowsheets for production of anode copper from sulfide concentrates has been evaluated and compared for a set of uniform conditions and a "standard" concentrate analysis. The processes considered are: reverberatory smelting, (wet-charge and hot-calcine charge), electric furnace smelting, Outokumpu flash smelting (2 versions), mom flash smelting, Noranda Continuous Process (2 versions), and the Mitsubishi Continuous Process. The energy required for the numerous processes auxiliary to the principal smelting processes-¬roasting, drying, air compression, gas handling, dust collection, slag cleaning, acid manufacture, etc.--are separately evaluated and incor¬porated into the process comparisons. The factors in process design that lead to important energy savings are: use of fuel rather than electric energy; use of oil or coal rather than natural gas; maximum use of oxygen enrichment of the process air; drying of charge before smelting, or, even better, drying and preheating of charge by partial roasting in a fluid-bed; recovery of waste heat from all major hot process gases.

"INTRODUCTION The technical studies conducted by the Explosives Division of the Bureau of Mines have been summarized in a series of publications issued annually for the past 10 years. 3/ The following account covers studies undertaken from July 1, 1944 to June 30, 1945. The work is set forth under a number of main headings to correspond to the organizational structure of the division, the various activities being under the immediate direction of unit chiefs, who report to the author. Specific credit it due to the unit leader and his assistants.Determination of Ignition TemperaturesThe ignition temperature of mixtures of isobutane and air were determined by the static method using a 131-cc. quartz bull. 5/ The results obtained follow: Prevention of Benzene-Air Explosions by Addition of Nitrogen and Carbon Dioxide The elimination or mitigation of the explosion hazards of combustible gases is a part of the work undertaken by the Bureau of Mines in promoting safety. Explosions can be prevented by the maintenance of concentrations that lie outside the inflammable limits. A procedure has been developed whereby the inflammable limits of many complex gaseous mixtures may be calculated in a rather simple manner without requiring toilsome laboratory experiments. This procedure has been outlined in a number of previous publications. 6./ During the fiscal year under review, essential data required for the calculations of complex combustible gas mixtures containing varying percentages of benzene were obtained. Benzene vapor is a normal constituent of many manufactured gases and is widely used in the solvent industry and in the manufacture of high explosives."

The SART (sulfidisation, acidification, recycle, and thickening) process is an effective way to separate copper and cyanide from each other in the waste stream of gold processing plants using cyanidation. Factorial experimentation has been conducted to create models of copper recovery, cyanide recovery, acid addition, and oxidation I reduction potential during SART. Economic analysis of the resultant models showed that SART is best operated with a sulfide to copper molar ratio of around 0.56, a pH of 4, and a minimised cyanide to copper molar ratio. The experiments also showed that thickening time may have drastic impacts on SART performance.

This paper outlines the journey from the concept to current findings of the Bankable Feasibility Study in developing Sattankulam Heavy Mineral Sands Deposits in the State of Tamil Nadu, India by Tata Steel.

The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

"Recoverable mineral resources assessment has become a standard geostatistical application in the mining industry, with various geostatistical techniques currently available. This investigation aimed to improve the prediction at the Sungun deposit and to obtain mineral resource models capable of handling (i) the change of support from drill-hole composites to selective mining units (SMUs), (ii) the multivariate nature of the ore control selection criteria that involves both copper and molybdenum grades; and (iii) the local uncertainty on the true (unknown) grades. The solution presented in this paper is to use direct block-support sequential cosimulation in order to construct a set of alternative outcomes of the copper and molybdenum grades on block support over the deposit, with no need for storing point-support values, hence with a considerable gain in memory management and CPU time. The grade realizations so obtained are then processed to calculate the uncertainty in the mineral resources that can be recovered above given cut-off grades, both globally and on a blockby- block basis. IntroductionGeostatistical methods are widely used by mining companies to determine a resource model of the tonnage and head grade of a potential orebody, which is one of the first and most critical inputs underpinning any mining project. The prediction of the grade, tonnage, and recoverable metal for a particular mining plan and the corresponding financial forecast constitute the main technical risks in mineral resource evaluation. The conventional approach to this problem is to predict the mineral grade for constant volumes relevant to the mining plan and to base the recoverable mineral resource calculations on those predictions. Alternatively, one can directly predict the local variability in the mining block grades based on a spatial distribution model (David 1988; Rossi and Deutsch 2014). Multiple realizations can also be constructed by conditional simulation, providing a more complete representation of block grade uncertainty, as well as the uncertainty over multiple blocks. Simulation methods allow quantification of the uncertainty of the mineral resource prediction risks in downstream studies such as mine design, mine planning, or operational optimization studies; the risk assessment is achieved after applying transfer functions to the conditional simulation models (Dimitrakopoulos 2012; Rossi and Deutsch 2014)."

Since 1973 when the first edition of the SME Mining Engineering Handbook was published, many significant changes have occurred in the US mining industry. The industry went through a fairly prosperous period immediately after 1973, but then many economic pressures came to bear on mining companies, particularly in the metal and coal branches of the industry. These pressures changed both the mining methods used and the general economics of the mining methods. As a result, the industry today is different in many ways titan it was in 1973. A general summary of some of the more important changes that have come about will be provided here as well as some assessment of the effects of these changes on the choices of mining methods. In the metal mining industry, the most significant trends were increased surface mining, the use of larger and more efficient equipment, and increased technology and automation. The primary impetus for these changes was unprecedented competition from foreign producers. In many cases, this competition came about because of the nationalization of foreign mines and the tendency for these mines to become a source of foreign exchange. Keywords: Pyrometallurgy, furnace, calcium carbide, acetylene, Newcastle The manufacture of calcium carbide in Newcastle, South Africa, was started in the late 1950s by a company called South African Carbide, at the Ballengeich site. In 1978, this operation was bought by the forerunner to the present AECI Ltd, a large producer of commodity chemicals at the time. Production continued at this site until 1992. In the meantime, Karbochem, an operating division of Sentrachem Ltd, was also manufacturing carbide in Newcastle, as a building block for the manufacture of synthetic rubber. In 1990, the Karbochem calcium carbide operation was closed down. In 1992, the AECI carbide business and the Karbochem production facility were amalgamated, and production continued under the Karbochem name. In 1997, the Dow Chemical Company bought the holding company of Karbochem, and the carbide business continued operations until 2003. In June 2003, the business was sold to a management consortium as SA Calcium Carbide (Pty) Ltd. Later, in October 2004, 100% of the shares were acquired by the Andina Group. Today, the Andina Group, consisting of SACC from South Africa, CIL from UK, and ANDINA from Argentina, has become a global leader in the manufacture and supply of calcium carbide and calcium silicon, ferro silicon 75% and derivatives, recarburizers with low nitrogen content, acetylene, carbon black, micro-silica, and silicon metal. The production facilities at Newcastle comprise a 52 MVA submerged arc furnace of a closed design, carbon monoxide gas recovery, recovery of fine raw materials via a hollow electrode system, and an extensive computer-controlled process. These all enable an efficient state-of-the-art operation. The downstream processing facilities consist of screening and drumming facilities, milling facilities, an acetylene generation plant, and an acetylene carbon black plant. Clearly, SA Calcium Carbide (Pty) Ltd has a long history of supplying quality calcium carbide to the industries that it proudly serves.

The U.S. Bureau of Mines conducted Cu exchange tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the Cu exchange capacity as a function of Cu concentration, pH, and temperature. Using these equations, an analysis was made of the impact each clay could have on overall Cu recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of Cu from in situ leaching solutions.

This paper presents a procedure to prepare input for the computerized pit design system at Iron Ore Company of Canada. The procedure is simple and requires very little training. Also, it is general enough to accept both bench (horizontal cross section) maps and section (vertical cross section) maps. The output of this procedure is data which represent blocks of ore and waste with dollar values based on mineral content. The ultimate pit design is presented in printer-generated graphs, with numbers indicating the depths of pit bottom walls. Roads are added manually by the engineer with the aid of other computer programs. Section maps and bench maps are also printed as part of the output of the ultimate pit design.

Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

A table concentrate obtained experimentally by the New Occidental Gold Mines N.L. has unusual interest on account of the presence in it of abundant coated or "black" gold. The concentrate was obtained from ore from the New Cobar mine, Cobar, New South Wales, by feeding the oversize product from a "Dorr Bowl classifier to a Card table.Its assay value was 129 oz. of gold and 52 oz. of silver per ton, yet practically no free gold could be seen on panning.When, however, the concentrate was digested in hydrochloric acid fine rusty gold could be obtained by panning.The following chemical analysis was carried out by the mining company on a similar sample of concentrate.
