"Without conscious effort and understanding, a number of factors unique to mineral exploration often hinder building sustainability in host communities. These include the episodic and transitory presence of an exploration team in the community and the inherent uncertainty of outcomes— most projects fail from an exploration perspective. Experience in rural communities across Mesoamerica, however, has shown that it is possible to go beyond pragmatic philanthropy and infrastructure improvements to promote positive, sustainable outcomes in communities. Examples are provided of lessons learned and proven practices that improve quality of life and support a strong social license to operate.RÉSUMÉ Sans une compréhension et un effort réfléchis, de nombreux facteurs uniques à l’exploration minérale nuisent souvent à l’établissement d’un développement durable dans les communautés d’accueil. Ces facteurs comprennent la présence épisodique et transitoire d’une équipe d’exploration dans la communauté et l’incertitude inhérente des résultats – la plupart des projets échouent après l’étape de l’exploration. L’expérience dans les communautés rurales à travers la Méso-Amérique a toutefois démontré qu’il est possible de dépasser la philanthropie pragmatique et les améliorations des infrastructures pour promouvoir des résultats positifs et durables dans les communautés. This paper summarises work undertaken to date as part of an investigation into the mineral resources of the proposedNorth West South Island National Park. The area covered by the proposed national park is underlain by many rock types that have undergone a long and complex history of evolution which has endowed it with some of the best potential for a wide range of different minerals in New Zealand. Many of these minerals occur only in this area or in Fiordland National Park.   The first gold-rush in the area occurred in 1856 and followed the discovery of payable gold at Lightbands Gully, south of Collingwood. The miners first focused on the alluvial deposits but soon shifted attention to lode potential. The total historical gold production for the area may be over 400 000 oz (NZ$250 - NZ$295.6 M at 1993 prices).   In addition to gold, a wide range of other minerals have been reported from the area including molybdenum, copper, nickel, zinc, silver, bismuth, stibnite, lead and antimony. The Onekaka iron-ore deposits have produced small tonnages of ochre and iron-ore at various times. Tungsten, platinoids and other metals have been. given only minor attention. The diverse geology of the Northwest Nelson has resulted in the occurrence of many industrial minerals which have been exploited in generally small-scale operations. Aggregate, chrysotile asbestos, clay, dolomite, marble, limestone, dimension stone, rip-rap, talc-magnesite and wollastonite have all been produced.

The paper describes the unique operating features of the Lebanon Concentrator Plant wherein both magnetic concentration and froth flotation are used. Chalcopyrite is selectively floated by the use of dual collectors, Aerofloats and secondary butyl xanthate. Both potassium ethyl xanthate and sodium isopropyl xanthate (dual collectors) are dissolved and emulsified with pine oil for the flotation of the pyrite. Sketches describing the plant operations are presented and plant operating metallurgical results obtained are also given. The optimum production of minerals by the froth flotation process is normally achieved [ ] smooth operating conditions, The process, because of its many variables, becomes an art as well as a science. Therefore, any phase of the operation which will aid the operator in his control of the numerous variables will help produce a smoother operating plant, One of the most important variables which the operator deals with is the addition of reagents, These are usually costly items and should be used discretely with minimum amount of waste, The danger is that ,this emphasis may reduce the reagent amount to a point below that required, or, on the other hand an excessive amount is added, Both conditions usually yield poor results. The drea of the metallurgist is to provide the operator with the tools enabling him to produce a good mineralized froth at all times. Normally the operator has no control concerning the type of reagents which he must use. This has usually been worked out for him in the laboratory and by plant-scale tests. He does have limited authority to control the amounts of the reagents at his disposal. This, I believe, is as it should be. However, the operator should be provided with the best combination of reagents for his particular job. The providing of this combination of reagents for his particular job, The providing of this combination is often difficult, yet it is very important in order to yield good results, With this in mind, the dual collector idea was introduced for the selective flotation of chalcopyrite, and also later for the flotation of pyrite at the Concentrator Plant of the Bethlehem Cornwall Corporation in Lebanon, Pennsylvania, Supplying several types of collectors has given the operator an additional effective tool, even though great variations are encountered in ore tonnage treated and in ore composition, This paper deals with the use of the dual collectors and with the addition of the reagents in the form of a pine oil emulsion, or more accurately, a pine oil suspension. It is hoped that other operators may find the ideas helpful. There does not seem, to me, to be definite scientific fact which would substantiate the necessity for the use of dual collectors. However, in actual operations, the metallurgical results at Lebanon became more uniform with the use of dual collectors, I look upon it as an "insurance policy" which greatly aids the operator during those periods when he is having trouble, One theory has been advanced, i.e. one collector has a greater tendency to float the coarser minerals, whereas the other one may float the finer ones. Consequently, a combination of the two collectors will result in optimum recoveries, There has been some evidence that this is true, but it is not conclusive, on the other hand, the use of a xanthate-pine oil suspension (or emulsion) should speed up the surface reaction of the collector with the sulfide minerals, result¬ing in more uniform flotation, This has definitely happened in our particular case. A more interesting unexplainable observation has also occurred; i.e., the xanthate solution does not appear to lose its strength as rapidly when it is in the form of an emulsion (or suspension), This was first observed when a 50 gallon drum of a 20% ethyl xanthate solution was taken to Wilmington, Delaware, for a laboratory test, using a homogenizer to produce the xanthate-pine oil emulsion. Upon arrival, the drum of xanthate had developed a considerable internal pressure, The relief of this pressure was accompanied by a strong odor, When the emulsion was returned to Lebanon for the plant test orders were issued to release the pressure prior to emptying the emulsion. Nopressure had developed within the drum and there was no unusual odor present, Since this time it has been observed that xanthate pine oil suspensions have greatly decreased the possible decomposition of the xanthate solutions. In fact, suspensions have been exposed for more than a month without apparently effecting their reactions in the flotation plant. On the other hand, we found that the regularly mixed concentrated xanthate solutions, after standing for several days, did not give the same results as the freshly made ones. This effect was greatly reduced by the use of xanthate pine oil suspension (or emulsion)

Electronic detonators have been in commercial use for a decade, with an excellent safety record. This paper lists known incidents involving electronic detonators. Typical standards required by regulatory bodies for static electricity and electromagnetic fields are reviewed. The performance of some detonators is compared to these standards; in general the minimum standards are easily exceeded. The general resistance of electronic detonators to extraneous electrical energy that can be derived from the body of test results is compared to danger levels for exposure of humans to these energies; it is shown that electronic detonators can safely tolerate higher electrical energies than people can. This comparison includes comparable data for electric detonators, which are shown to be more vulnerable to extraneous electrical energy than people are. Electronic detonators also bring significant safety benefits in blasting due to their testability, two-way communications, reliability, programmability and precision. The links between these attributes and enhanced safety are discussed with examples from actual blasting. Although electronic detonators are usually more vulnerable to extraneous electricity than non-electric initiation systems, the paper shows that the net safety benefit in handling and blasting is in favor of electronic detonators, which are the safest initiation system that has ever been offered to the mining industry.

A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish or animal life in field tests or in controlled experiments. Survey: The pebble rock phosphate mining and washing operations in Florida (fig. 1) are along the river basins of the Alafia to the west and the Peace to the east. The elevation of the area varies between 40 and 170 ft above sea level. Effluents from the operations find their way into one of the two river systems (fig. 2), the Peace River which flows into Charlotte Harbor and the Alafia into Tampa Bay, both along the Gulf of Mexico. There are no major industries along these rivers below the phosphate operations. On the Peace River, the town of Arcadia, approximately 50 miles below the phosphate operations, obtains its water from the river. No other communities along the rivers use them as a source of water supply. Small communities, farms, and ranches are located along the rivers and both rivers drain vast swamp areas. Complaints had been received at the office of the Chief Sanitary Engineer, of the Florida State Board of Health,' that both rivers were turbid at various times and that fishing in the Alafia River was "not as good as it used to be." Tests made by another agency on the dissolved oxygen content of the Alafia River revealed that the oxygen content, at times, was comparatively low.= However, it was not shown that the phosphate wastes had any effect upon the oxygen content of the stream. The river waters are normally brown in color due to drainage from vast swamp areas and are very shallow, from 2 to 6 ft in depth. Turbid waters have been noted in streams coming from the present phosphate operations and also from streams along which there are no operations at the present time. It was learned from "old timers" that, when many more companies than at present were operating along both the Alafia and Peace Rivers forty or fifty years ago, no attention was paid to prohibiting the disposal of slimes along the river basins. During dry periods now in some of the river swamps where drainage ditches have been dug, it is indicated clearly that phosphate slimes were disposed of directly into the river swamps for many years past. Places have been observed where there were alternating strata of phosphate mud, leaf mold, and quartz sand. The former practice of indiscriminate disposal of wastes accounts for some turbidity, particularly after heavy rains and washouts and during clearing of land and digging of drainage ditches. During a six months' period in which a large tract of land was being cleared and drainage ditches dug, a small stream (Six Mile Creek), which previously had been clear, showed a turbidity of 600 ppm and remained turbid until the clearing was completed; after which the stream again flowed clear. An interview with the operator of the municipal water plant, which is about 50 miles below the phosphate operations on the Peace River and which used this river as a source of supply, revealed that there had been no taste in the water for the past ten years, other than that occasionally encountered from increased growth of algae. 1. Reserve estimates have been made for eight coal beds in Monongalia County, W. Va., but only the Pittsburgh, Sewickley, and Upper Freeport beds are important at this time. The Pittsburgh, Sewickley, Waynesburg, and Upper Freeport beds contain the largest recoverable reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 3,526 million tons as of January 1, 1954. Of this total, 3,294 mil-lion tons is in beds 28 inches and more thick. Areas in each bed except the Pittsburgh were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

The Electrolytic Refining and Smelting Company of Australia Limited (ER&S) operates a copper smelting and refining plant and is situated close to the heart of the highly industrialised area of Port Kembla. In March, 1982 the Company entered into an undertaking with the State Pollution Control Commission (SPCC) to monitor ambient levels of sulphur dioxide (S02) gases present in the atmosphere in the surrounding urban area. Despite the use of a 200 metre high stack for dispersal of the smelter waste gas stream at ER&S, two local suburbs, Warrawong and Primbee were experiencing on occasions high ambient concentrations of S02 resulting in discomfort to local residents. In late March 1982, ER&S installed a highly advanced S02 monitoring system to continuously monitor the levels at Warrawong. The system was extended to include S02 monitoring at Primbee in November 1982, and further extended in June 1983, to include an input of meteorological data. Initially the system was designed to monitor and react to high concentrations of S02 at either of the two monitoring stations. Currently however, refinement is taking place to allow a predictive nature to be built into the system such that it not only reacts to an adverse situation but can predict weather patterns likely to cause high concentrations and thus avoid these events. The entire system is still undergoing a growth and development period, however the results obtained to date are pleasing to both the Company and the SPCC.

Mr. Chairman, Ladies and Gentlemen, I come to you tonight distinctly as a physicist, not as a geologist or a mining man. My experience in applied geophysics has been short, and I do not doubt that many of you have a much larger acquaintance: with the subject than I have. A little over a year ago, the firm of Alderson, MacKay & Armstrong decided to investigate the possibility of developing a new method of electrical prospecting suitable to our northern Quebec and northern Ontario conditions, and asked me to take up the work. A preliminary survey of existing literature convinced me that the field of induction methods was most promising. I wish to give you some account of the work carried on last summer in the Rouyn district in this connection with the very able assistance of Mr. H. G. I. Watson. Geophysical methods of prospecting can be divided generally into four classes: magnetic, electrical, gravitational, and seismic. Each class depends on the existence of a definite property in which the valuable mineral to be discovered differs materially from the surrounding rocks. In the four classes, the property will be, respectively, magnetic permeability, electrical conductivity, density, and elasticity. By far the largest differences occur in the case of electrical conductivity, where it is not rare to find ratios of the order of several millions, or even billions, between ores, sulphide ores especially, and the surrounding rock. Hence the sensitiveness and delicacy of electrical methods. Of these four classes, only two, the electrical and the magnetic methods, have been put to extensive practical use in the discovery of metallic ores. The other two classes are important mainly in connection with oil detection.

"PURPOSE OF REPORTFatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States or practically one—half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal—mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.The necessity for studying falls of roof and coal becomes apparent by referring to the following data from a table by Adams and Chenoweth:3"

Drilling accuracy is the foundation to any successful blast operation. Even the best blasting practices cannot overcome poor drilling and still obtain desired results. Inaccuracies in boreholes can result in flyrock, increased vibration, uneven floor, and other undesired effects. As depth increases, variation in actual burden and spacing is expected even if collars are located precisely. Problems arise when this deviation reaches a point where it adversely affects the function of the blast design. Not only can unsafe conditions such as insufficient burden at the face develop, but poor fragmentation can compound adverse effects. As with any troubleshooting, problems cannot truly be fixed if they cannot be measured. As a result, significant work has been done in the past on this subject. Currently, there are both cheap and expensive methods used to quantify deviation for a given borehole. However, implementation of these techniques is limited. In general production blasts, little is known about the variance in designed versus true borehole geometry. This is especially true if the blaster does not see telltale signs of drilling deviation. However, losses in blast performance may exist and provide an opportunity to obtain better fragmentation and reduce fines. As drill and blast operations strive for better optimization, greater focus is being placed on drilling accuracy and solutions to this problem. The following paper details the use of several current methods for deviation measurement in order to help prevent compromises of safety and improve overall blast performance.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous since 1924, has made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the Safety in Mines Research Board of the Mines Department for their assistance in arranging visits to several mine safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, Great Britain, for arranging visits to mines in Great Britain, Belgium, Germany, and France. During the summer of 1927 the writer had the privilege of visiting the mine safety testing stations in Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, when installation of electrical equipment is contemplated, each of these countries is confronted with the same safety problem as is the United States - the development of electrical equipment that will not ignite gassy mine atmospheres which might, through neglect or accident surround the equipment. The means used by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers of American coal mines, and it is proposed to give a brief survey for each of the four countries mentioned. This paper presents the second of these surveys, which covers conditions in Belgium.

Brine leaching of a TSL processed zinc-plant residue (ZPR), containing 83.3% anglesite, has been investigated for lead recovery. A prior treatment of ZPR in acid solution did not show any significant effect of acid concentration in zinc dissolution. The study reveals that the solubility limits of PbCl2 is as an important factor with respect to the brine concentration and pulp density in lixiviant. The dissociated sulfate ions hinder the formation of PbCl2 on prolong leaching (above 60 min), while exhibiting the reverse solubility of lead as PbSO4. A 3-step leaching process could yield >92% leaching efficiency when the parameters were maintained as: 10% pulp density in a 250 g/L NaCl solution, 80 °C temperature, and 60 min time. This leaves the insoluble ferrite, sulfides and oxy-sulfates of zinc and lead in the final residue as revealed by the XRD characterization.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.

"Slime coating is a recognized challenge in fine particle flotation, not only in decreasing recovery, but also in reducing the selectivity and hence froth quality. In this presentation, a novel method based on electrophoretic mobility distribution measurement to study slime coatings is described. By measuring electrophoretic mobility distribution of individual minerals and their mixtures, the interactions between these minerals can be evaluated.For illustrative purposes, a model system of fine coals, or oil sands with two different types of fine clays was studied. Flotation tests showed a significant decrease in coal (bitumen) flotation recovery with montmorillonite but not with kaolinite clay addition. When electrophoretic mobility distribution of a fine coal/montmorillonite clay mixture was measured, a single modal zeta potential distribution was obtained, in contrast to a bimodal distribution for fine coalkaolinite clay mixture. This finding suggests a stronger adhesion of montmorillonite than kaolinite clays on fine coal surfaces. In the case of bitumen, the bimodal zeta potential distribution was measured for the mixture of bitumen emulsion and kaolinite or montmorillonite, indicating a weak attraction of the clays by bitumen. In the presence of calcium, however, a single modal zeta potential distribution was obtained in the mixture of bitumen emulsion with montmorillonite but not kaolinite clays. These findings are in excellent agreement with bitumen flotation results, demonstrating that the electrophoretic distribution measurement is a powerful tool to study slime coating phenomenon in a complex fine particle flotation system."

The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

Even in an otherwise care-fully done sampling procedure, reducing subsample weight, or splitting, when the grain size of material is too large commonly generates significant error. Such error can be estimated from the standard deviation of differences between values of PAIRED ASSAYS. Samples from split-ting steps immediately before comminution, and showing a restricted range of grade, generate paired assays. Splitting steps characterized by relative standard deviations exceeding 16% generate nonrepresentative data. Such steps should be redesigned to optimize reliability of assay-dependent studies. A sampling scheme can be graphically characterized, and then redesigned as appropriate, using a SAMPLING NOMOGRAPH. Use of the nomograph avoids continued replication of assays. Generally at a splitting step, excessive error can be reduced by comminuting more material. Unnecessary effort can be mitigated by comminuting less finely and/or by splitting to a smaller weight.

Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

Case histories were used to document and evaluate deficiencies in underground mine closures which have resulted in post-operation problems such as subsidence shaft failures, acid or toxic water drainage and others. Three different underground mining districts in the United States were investigated; 1) an iron mining district in Michigan 2) coal mining districts in eastern Ohio and southern Illinois and 3) three metal mining districts in central Colorado. Previous work in the Michigan district on problems with subsidence and acid water drainage provided the background from which the concept for this project was developed Student investigators working towards their MS degrees in Mining Engineering did the work on the eastern coal and western metal districts. The combined studies show that problems from acid water drainage, subsidence and inadequately protected mine shafts are the most severe and widespread. Suggestions of a technical nature are presented as partial solutions to some of these problems. It was determined that pre-closure evaluations could result in the identification of some potential problems that may occur after the mine is closed. Early recognition of these problems would be an advantage for at this time more options are available to the mine operator to either prevent them or to plan for their occurrence. Mine closure and reclamation should be considered as a part of mining and be incorporated in the mining plan. This would result in reduced environmental impact and would be achieved at a lower overall cost to the mining companies and to society. The role of water in the occurrence of several types of subsidence during mine flooding was significant at some mines in the Michigan district. These mechanisms which involve, friction reduction, gravity loading, overburden transport and hydraulic forces in a flooded mine probably have a broader effect than is currently recognized. Control of these processes may offer some interesting options during mine closure. It is recognized that technical solutions alone cannot provide all of the answers to problems associated with underground mines. Education, modified attitudes on the part of regulators and operators, and a more realistic perception of the importance and value of mining by the general public are also needed.

This report describes the loading and transportation practices employed at the zinc-lead mines of The Eagle-Picher Co., Jo Daviess County, Ill., and Lafayette County, Wis. The report also gives a brief history of the Illinois-Wisconsin zinc-lead district and the operations of the company in the area. The diesel-powered, rubber-tired loading and haulage equipment is described and illustrated from the operational point of view only, and an analysis is made of the materials-handling system without going into health and safety Factors. The costs per ton of the various components of mechanical loading, underground haulage, underground crushing, and hoisting for fiscal year 1960 are tabulated.
