WHEN we consider the efforts made in Europe to promote the physical and moral well-being of the working classes, the question is suggested whether in this country, where, theoretically, every man is peculiarly the arbiter of his own destiny, we may not be too prone to expect every man to take care of himself, and neglect to make those provisions for the welfare of the employed, demanded alike by enlightened economy and humanity. In the older countries, where the disproportion between capital and labor is greater, and the working classes are more dependent, their welfare largely occupies the attention of employers. The subject is involved in the problem of the just relations of capital and labor, and we are rapidly approaching the time, if we have not already reached it, when a generous paternal interest in the welfare of the employed should be more generally manifested. It is a subject which is of special importance to mine-owners and engineers in this country, especially to those located in the coal regions. My own attention has been particularly directed to it by a visit made to the Hassard collieries, a few miles from Liege, Belgium, under the direction of M. Andrimont. This celebrated engineer has established a comfortable home for the miners near the mouth of the shaft of the mine. It has been highly successful and beneficent in its results, and may to a great degree be regarded as a, model for such undertakings. It is known as "Hotel Louise," this being the name of Madame d'Andrimont, who laid the corner-stone of the building April 4th, 1871. The structure is of brick, upon three sides of a square, and

Project financing challenges caused by declining commodity prices have heightened the need to improve project metrics such as minimising capital payback and maximising net present value (NPV). Khnaiguiyah Mining Company (KMC) recognised the need to improve early cash flows at their Khnaiguiyah zinc-copper project after initial studies showed the project could not provide the desired financial outcomes necessary to compete for investment dollars in the current market.A significant improvement to the project cash flow in early years was realised through simultaneous optimisation of cut-off grade, mining sequence and strategic stockpiling. This improvement was achieved by accelerating mining in the pits, stockpiling lower value material and feeding higher value material directly to the plant. The schedule required higher mining and stockpile capacities than the sequential mine plan although minimal change occurred in the definition of ore and waste as measured by tonnes and grade. The practicality of the strategic schedule was demonstrated by implementation in the production plan with excellent conformance.CITATION:Thobaven, D J, 2014. In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

Since human daily demands for fresh water have been increased significantly, the supply of fresh water for the mining industry, especially froth flotation, should be considerably reduced. In addition, stricter environmental standards have been implemented in many countries to reduce the risks due to the disposal of wastewater, many flotation operators have to seek more efficient ways to utilize the limited fresh water sources. Recycling water with high concentrations of impurities is a normal strategy for most of the mineral processing plants; however, water quality should be carefully considered to guarantee a smooth flotation process. Recently, the application of seawater in flotation has attracted much attention due to its availability and abundance rather than fresh water. However, the influencing mechanisms due to the application of seawater in flotation have not been fully understood especially the reactions between mineral particles and bubbles in the presence of high concentrations of cations and anions. This would impede the application of alternatives to fresh water in the flotation. Therefore, this paper reviews the current water sources and the technologies for water recycling in the flotation process. Specifically, the life cycle of water in flotation was proposed. In addition, the strategies including high pulp density flotation as well as the most promising alternatives to fresh water have been discussed in details, with the related mechanisms being demonstrated.

This paper stems from recent multidisciplinary research between mining engineering and health researchers at the University of British Columbia and the University of Victoria, Canada. It considers the implications of a future state of sustainable mining development that places more emphasis on consideration of mine community health and sustainability within the definition of mine planning best practice. It reviews recently completed research studies on mining and other resource communities in British Columbia, Canada and a process undertaken by the research team to share research findings. It then examines the outcomes of this knowledge sharing process placing emphasis on the development of a more collaborative and enhanced mine planning process that integrates community- level indicators of health and sustainability to more effectively address mine impact-benefits. The paper concludes by discussing current initiatives that aim to benefit the mining industry, communities, and governments as they plan future mineral development projects.

This paper discusses the challenges, solutions and lessons learnt as tunnelling work continues on the Melbourne Main Sewer Replacement (MMSR) project.The MMSR project is a $220 million dollar project for the Melbourne Water Corporation. It involves the construction of approximately 4.2 km of new sewer from the southern fringe of the CBD through the inner metropolitan suburbs of Port Melbourne and South Melbourne.Of the 4.2 km of sewer currently in construction approximately 2.2 km will be constructed using a 2.95 m diameter Lovat EPB tunnel boring machine (TBM) with approximately 1.9 km of small diameter (300 to 600 mm) reticulation sewers constructed using trenchless techniques.These sewers are being constructed in a dense urban environment, which means that the tunnels and shafts are often in close proximity to buildings and structures. The underground constructionof the sewer is further complicated by the variable geology of the ancient Yarra River delta which includes weathered basalts, the infamous Coode island silt formation and fine loose sands.Some of the key challenges and lessons learnt so far during construction include:· steering and alignment control of the TBM through very soft silt with little residual strength,· development and refinement of a monitoring and alarm system for leaving the machine dormant on a day works only project,· control and measurement of tunnel lining defl ection during ring build and grouting,· prediction and monitoring of surface settlements during tunnel excavation,· improved understanding of the geology and hydrogeology at this previously unchartered area of Melbourne,· consolidation settlement due to dewatering at shafts required careful construction controls, and· ground support and excavation in close proximity to the existing 110 year old sewer which requiredvery detailed risk control measures.

This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries . This interpretation of the laws of El Salvador has been prepared from the best available information in Washington , but is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State . Under the terms of the Code of Commerce ( arts . 12ff . ) , foreigners living in El Salvador can engage in business on the same terms as nationals . This involves ( = $434.00 ) - except for those with a working capital , of less than a thousand pesos inscription in the merchants ' register , which can be refused only in case of manifest disability of a permanent nature .

"The mines in the Bancroft area of southeastern Ontario, a few kilometres west of the town of Bancroft, are in Faraday and Cardiff Townships. Three companies, known as Canadian Dyno Mines Limited, Macassa Gold Mines Limited (Bicroft Division) and Madawaska Mines Limited (formerly Faraday Uranium Mines Limited), with plants capable of handling a total of 4,()()() tons (3,629 tonnes) of ore a day, were at one time in production. A fourth company, Greyhawk Uranium Mines Limited, operated a small mine whose ore was shipped for custom treatment to the nearby Faraday mill. Canadian Dyno Mines Limited ceased operations in June 1960. In June 1963 the Bicroft Mine was closed and a year later Faraday closed because of contract completion. But in 1975, Faraday (now called Madawaska) was re-opened but closed again in 1982. During 1959, the peak year, these four mines produced an estimated 1,100 tons (998 tonnes) of uranium precipitates, which represented nearly 7 per cent of Canada's output for that year(Fig. 1).The deposits occur in pegmatitic granite dykes in a region of high-grade metamorphic and metasomatic rocks. Uranium distribution is usually controlled by the distribution of mafic minerals, particularly hematite and magnetite, and by late fractures. The best visual indicators for uranium concentration are hematite staining in the pegmatite, followed by the amount of mafic inclusions or crystals. The Bancroft area orebodies are the only known deposits of the general pegmatitic class in Canada that contained economic deposits of uranium. The principal radioactive minerals are uraninite and uranothorite. By comparison with many other pegmatitic occurrences, some of the ore bodies are unusually large, persistent in depth and relatively rich in uranium minerals. At the end of 1981, total ore reserves were estimated at 1,500,00 short tons (1,360, 000 tonnes) averaging 0.11 % U3O8."

WHAT American can enter this Western empire without his imagination being stirred by the stories of its past-yes, and even more by visions of its future! Whether we travel by rail or by auto, our pathway has its traditions of exploration and its records of early settlement. The mountain passes and the routes used by today's commerce are lasting memorials of the pathfinders whose unconquerable purpose was to search out a way-Lewis and Clark, Bonneville, Pike, Long, FrBmont, their names still live in your rivers and lakes and peaks. It was the glory of these adventurers that they spied out the land so that others might follow that long pro- cession of pioneers who occupied the new country- fur traders, gold miners, cattlemen, and homesteaders. Each of these pioneers attacked the problem of transportation in his own way, and each sought by his own method to win the resources whose richness had been reported by the pen of the Government explorer or by the swift rumor of the unnamed and unfamed adventurer. Trails were worn deep by these home or fortune seekers as they passed through the mountain barriers in successive waves-and these were waves that did not ebb, for this was an army of occupation. Along these main pathways of the West, as one historian has pointed out, the figure of chief interest was the sad- faced woman sitting on the front of the covered wagon.

After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. "Porosity neutron deflection scales can be derived more easily by cumulative correlation than by the conventional method of plotting corresponding points on a graph. The micro-log can be used as a porosity datum for the neutron log by transforming the permeability cut-off it shows to a porosity cut-off by a permeability-porosity function obtained from core analysis. Porosity footage values calculated in this manner from the neutron log are within 20 per cent of core analysis values."

It is almost exactly two hundred years since the foundations of the mining and metallurgical industries in Canada were laid. There '."'as nothing spectacular about this early start. It had to do with the most basic phases of these industries-the mining of coal and iron ore, and the manufacture of cast and wrought iron. At several points along the coast of Cape Breton island, coal seams may be seen outcropping quite conspicuously, and it is probable that they had been observed, and possibly worked in a small way, in very early times. However that may be, these coal seams have the distinction of being the first in North America of which there is any printed record, reference to them appearing in a volume by Nicolas Denys which was published in Paris in 1672. Regular coal mining in the district did not commence until about fifty years later, however. The metallurgists started their operations along the north shore of the St. Lawrence river. Here, at many points between Montreal and Quebec, are to be found deposits of bog iron ore, and in 1 730 a furnace for smelting such ore was established on the St. Maurice river. The St. Maurice forges continued in operation until 1880, and throughout that long period they were famed for the fine quality of castings produced, and also for a-superior wrought iron.

"SUMMARY Investigations from tunnel face are part of risk mitigation measures during the excavation works. With the tunnel equipment, percussion drillings of up to 30-40m can be achieved. Core drillings are state of art method for investigation exceeding 50m. At Koralm base tunnel, up to 270m deep percussion drillings were performed with drilling rigs and accompanied by an intensive investigation program. These investigations consisted of monitoring during the drilling, field tests (with packer, using the preventer, borehole imaging) and in laboratory. Percussion drillings are cheaper and save time of interruption of the excavation progress. INTRODUCTION As part of a proper risk management, horizontal advance drillings during excavation of underground works can be seen as state of art and meet wide acceptance. Core drillings, deep and shallow percussion drillings can be differed. The selection of the type of drilling, meanwhile, causes intensive discussions. On the one hand, only a core drilling allows a direct investigation of the rock mass expected during later excavation works. On the other hand core drillings are expensive in both cost and time – if there is no excavation progress during the investigation measures – in construction time. Percussion drillings can be performed as rapid investigation measure with the excavation equipment (“Jumbo”) allowing two dimensional image of the ground around the cross section. There is some limitation concerning a reasonable depth of approximately 30m and a borehole diameter of 76mm. The applications of preventer, packer or borehole imaging are hardly applicable. By use of a drilling rig depths of percussion drillings of several hundred meters can be achieved relative easily and there is less limitation of the borehole diameter. Installation of a preventer is possible, as well as packer tests and borehole measurements (imaging, gyroscope, borehole geophysics). The gap of information between core and percussion drilling cannot be closed completely, but it can be reduced substantially and sufficiently by combination of an intensive program of measurements and analysis accompanying the investigation works."

The Deep Leg Flotation Cell was developed to solve a problem which confronted the Smith-Douglass Company on moving from one mining area to another. Poor recovery and, to some extent, inferior concentrate grade were encountered in the silica flota¬tion circuit. This was believed due to the softness of the phosphate which caused it to form slime. In view of the urgency of the matter, the problem was attacked from two angles. The first involved the development of a flotation cell which would not create slime and the second, a new or improved reagent for floating silica from phosphate rock which would be less sensitive to slime than reagents currently in use.

The materials used for pump construction vary according to the nature of the solution handled. The pump materials in use are the result of extended experiment and are all giving satisfactory results. Research is still in progress, particularly with stainless steel and rubber lining, both of which show considerable promise. Following are the materials used: For tank-room acid, carrying about 100 grams per liter free sulphuric acid, hard lead is used. Stainless steel is under investigation. Duriron is satisfactory, but requires very careful handling to prevent mechanical breakage. For pulps containing low acid (10 grams per liter), abrasive solids, ferric iron, copper, etc. pumps are made of hard lead. Stainless steel is satisfactory. For pulps containing no acid but carrying abrasive materials and copper, bronze is used. Pulps containing acid (10 grams per liter), copper, iron and nonabra-sive solids require lead pumps. Rubber linings are under investigation. Clear neutral solutions containing copper are handled in bronze pumps; neutral solutions free of copper, acid, abrasive material, etc., in iron or bronze. The hard lead used contains 13 per cent antimony. The stainless steel has the following analysis: Cr, 20.0 per cent; Ni, 7.0; C, 0.25; W, 4.0; Cu, 2.0.

The quantity of data available and the rate at which we access such data are rapidly increasing. Electronic data capture systems, fleet management systems and a host of other technological advancements have created a constant stream of real-time, tactical data. However, are we taking advantage of this data? Are we converting data into useful information to aid in efficient decision-making? Mining operations are struggling with ?information overload?, finding it difficult to extract the benefits from vast stores of data. Without the necessary tools to facilitate a data filtering and information reporting process, most operations revert to old practises such as re-entering data into multiple spreadsheet reports. As a result, the ability to make effective use of data still eludes many mining operations. Some operations have taken audacious steps to rectify this situation. The De Beers Venetia mine in South Africa has implemented an integrated mining information technology solution that transforms their data into practical, usable information allowing staff and management to make decisions that improve efficiencies and reduce costs. In the absence of quantitative justification or ROI, De Beers took a risk in implementing change. Today, they are realising the benefits. This paper will unearth the information technology issues that surfaced during the Venetia implementation, then identify the benefits De Beers has obtained from deploying an integrated mining information technology solution at the Venetia mine.

Mining has been around for a long time, and new deposits are being discovered continually but are becoming more complex for processing and typically sulfide in nature. Most of the large easy deposits with simplified and cheaper to process oxide material have been mined or the deposits are locked up with legal or social issues and may never be mined. It is common to see the mines today being evaluated to mine have little in oxides and have a sulfide component to the deposit. This creates a problem with explosives being selected for the mine because ANFO could cause a reactive ground issue. When evaluating the cost component of mining for future mines, ANFO is the go-to selected bulk explosive because of the cost and effectiveness. More work needs to be done by projects evaluating costs by properly testing the ground and water conditions to match the correct bulk explosive for the ground conditions of the mine. This will prevent a possible safety hazard and the best result for the mine.

This paper presents the results of the geotechnical investigation for the repair of the Fashion Island Boulevard Bridge, Bridge No. 350160, in San Mateo, California. The concrete, precast girder bridge suffered considerable damage during the Loma Prieta earthquake. The existing 36-inch, precast, prestressed concrete piles cracked and spalled at their tops. Based on analyses performed by Biggs Cardosa Associates, structural engineers, the piles did not have sufficient strength and ductility to resist the dead plus seismic loads specified in the Caltrans "Bridge Design Specifications". Additional support for the bridge was needed and the repair strategy consisted of installing large diameter pipe piles at the existing bent and abutment locations. This paper describes the geotechnical engineering analysis and design decisions for the large diameter pile design.

The development of welded pipe has paralleled the general industrial development and, in particular, that of the petroleum industry. The petroleum industry's need for high-grade, economical pipeline material to make many 'of its projects feasible has been a significant factor in the development of light-wall, high-grade welded pipe. The modern welding processes, such as high-frequency, electric resistance, flash, submerged arc, etc., have some basically different characteristics. The modern high-frequency weld mill is a complex of specialized equipment that is integrated into a production unit. Each component in the unit performs a specific function in the production process. Quality control must be built into the process on an operating basis and, to maintain the quality required for pipeline standards, must be more than a policing operation. The further development of the welded pipe industry will be determined by changing and increasing demands. The technical and economic views and requirements that will influence the development have to be resolved.
