IF you would allow me some liberties, I would restate the title of this talk as "Scientific Research, Our Greatest Resource," because that title would represent more clearly a present-day conception of the metals and minerals situation. It is a subject worthy of careful consideration. Canada and the United States are so similar and interdependent in their national economies that, in the following discussion, examples of conditions in the United States may be interpreted to apply to Canada as well. Moreover, it is a striking fact that the per capita value of mineral production in Canada and the United States in 1940 was almost the same. Therefore, in the consideration of this subject, I have made no attempt to differentiate between the two countries. Consumption of the world's mineral resources in the last few decades. and particularly during World War II, has been so enormous as to require some form of magic to ensure the continued progress of civilization in the face of a diminishing supply of these resources which are so critically essential. Good times make for happy miners. And the past few years have seen a lot of smiling mining engineers, geologists, metallurgists, corporate executives, analysts, investment bankers and shareholders. And nowhere was that more evident than at the 74th Prospectors and Developers Association of Canada’s (PDAC) annual meeting. The meeting, held in Toronto March 5-8, attracted a record 14,500 people. Of those, the PDAC said attendees came from an estimated 100 countries. And about 40 countries sent national delegations to the meeting. Argentina, for example, sent nearly 100 people. The PDAC meeting has always been a event where companies and individuals can get a look at numerous properties in all parts of the world that could potentially become major mines. And through the many receptions, hospitality suites and just sitting in the local restaurants and taverns, deals are usually made.

Since 1882, world zinc production has increased. In contrast, United States zinc production rose until about 1915, but since then has remained nearly constant, with a slight tendency to decrease. Production from the Tri-State district, the largest early source of zinc in the United States, has gone down steadily; this decline has been balanced by a growth in the rate of other districts. These changes in United States production are due to economic, not geological, factors. Recent exploration has located large mineable ore bodies; additional deposits will undoubtedly be found in the strata-bound carbonate rock and volcanogenic environments. A statistical analysis of the exploration effort in the Middle Tennessee district indicates that new discoveries can be expected there. Thus, the United States is in an early stage of the production cycle for zinc. Of major mining districts in the United States, only the Tri-State is exhausted under current economic conditions; large zinc resources of low-grade material, which would repay mining at higher prices or improved technology, are known to exist in that district.

Effective project management is an excellent technique for meeting a goal through set, well-defined objectives. Even though project management is successfully used throughout the world in various construction projects, underground mining has unique characteristics that require approaches that vary from classical project management theory. Typically, a project includes four main stages: definition, planning, implementation and control. Definition and planning are often the most overlooked stages, but are arguably the most important. This paper addresses practical techniques for the definition and planning of projects for underground construction.

Synthetic fibers have been used for many years to attend the demands required by the technologica lfields. However, the use of them has been questioned due to the impact on the environment. In this way, the natural fibers have received extensive attention, in particular hybrid fabrics of natural fibers to reinforce environmentally friendly polymer matrix composites. Thus, the present work has the objective of evaluating and comparing the mechanical properties of composites formed by hybrid fabric with 70% Malva—30% Jute in epoxy polymer matrix. The tests carried out are the Charpy and Izod Impact Tests, with specimens of 10, 20 and 30% in volume of hybrid fabric environmentally friendly into polymer matrix composites at room temperature. The 30% samples had the best results, functioning as an efficient reinforcement.

Owing to the growth of alloy steel production and its influence on tramp element levels when recycled, foundries have expressed concern regarding the quality of scrap used to prepare iron castings. Reliable and current information was unavailable on the amount of tramp elements contained in iron castings over time. Accordingly, the U.S. Bureau of Mines, in cooperation with the American Foundrymen's Society (AFS), analyzed cast iron samples from participating foundries throughout the United States on a quarterly basis to ascertain possible trends. Each sample was analyzed for 28 elements to determine if changes had occurred as a function of several input variables. This bulletin describes the research and presents analytical results and evaluations over a 5-3/4-year period from January 1981 to September 1986. Results show that iron casting compositions are changing with respect to a few tramp elements such as arsenic, cobalt, chromium, tin, and zinc over the period. Changes in charge compositions probably are responsible. Significant variations between zones also were observed with aluminum, arsenic, cobalt, chromium, copper, and manganese.

This paper talks about the experiences of groups we have worked with over the last few years in the Asia-Pacific region (Australia, Canada, New Zealand and Papua New Guinea) and the ways that they have worked to bridge the divide between traditional and introduced structures, governance at a regional level and the introduction of traditional values into monitoring and evaluation practices. In doing this these groups have created structures and processes which have helped them engage both more effectively with external stakeholders while maintaining the legitimacy of their own operations with their own constituents. These are important ideas for those involved in the mining industry that could provide a number of very tangible benefits to mining firms and their engagement with these kinds of groups.

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each projectÆs feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

Electrical ad thermal-conductivity measurements have been made on titanium and 6 titanium alloys. The following expression was derived for calculating thermal conductivity from electrical conductivity: K = 0.626 s T x 10-8 + 0.00497 where K = thermal conductivity, cal sec-1 cm-2 cm0C-1 s = electrical conductivity, ohm-]cm-1 T = temperature, deg Kelvin This expression gives calculated thermal conductivities that are not in error by more than 10 pct from the experimental values for A-55 titanium and the 6 alloys measured; namely, A-110AT, C-110M, C-130AM, Ti-6A1-4V, Ti-140A, and Ti-155A, which are representative of the presently available commercial a and a-ß titanium alloys. THERMAL conduction in a gas, liquid, or amorphous solid is accomplished by energy diffusion from molecule to molecule, a relatively slow process. For this reason, such materials have a low thermal conductivity. When a material is crystalline, there is in addition a heat transfer by a vibratory motion of the crystal lattice. It is the contribution of this lattice conduction that makes a crystal a much better conductor than a gas, liquid, or amorphous solid. Lattice conduction, however, does not account for the relatively enormous thermal conductivity of a metal. This is explained by the freedom of movement of valence electrons. These valence electrons drift in a metal in a direction toward a drop in electrical potential and, to a lesser degree, in the direction of a temperature drop in the metal. Since both the electrical and thermal conductivities of a metal depend upon the presence of free electrons, there should be some relatively simple relation between the two. Wiedemann and Franz in 1653 first discovered an approximate empirical relation between the electrical and thermal conductivities of metals at the same temperature. This ratio varies appreciably with temperature, and Lorenz later showed that by adding a temperature factor to the Wiedemann-Franz ratio the value of K/(s T) is constant, where K is the thermal conductivity, a the electrical conductivity, and T the absolute temperature. This Lorenz constant shows a greater variation for alloys than it does for pure metals, the ratio increasing slightly as the proportion of alloying elements increases. It has been found that a closer correlation between electrical conductivity and thermal conductivity can be obtained by means of an equation of the form K - A s T + B [1] where A and B are constants. In this equation the term AsT is the contribution of electronic conduction and B is the contribution of lattice conduction to the total thermal conductivity. EXPERIMENTAL MEASUREMENTS Electrical-resistivity and thermal-conductivity measurements on titanium and 6 titanium alloys serve as the basis for determining an equation of the K = AsT + B type for titanium alloys. Specimens—Table I shows nominal compositions of the 7 metals on which electrical and thermal conductivities were measured. The electrical and thermal-conductivity specimens for each alloy were taken from stock of the same heat and usually from adjacent sections of the same bar. Mr. B. Neilly: A week or so ago the Secretary was good enough to forward me an advance copy of this paper by Mr. Logan and it was suggested that I comment on it at this meeting. At that time I was not very certain that I would be here, so I committed my thoughts to paper. As a matter of courtesy to Mr. Logan, I sent him a copy of my proposed remarks and I would like to give you just what I sent to him. Appreciating fully Mr. Logan's ability and many sources of information, one naturally hesitates to question anything seriously set forth as his considered opinion. Neither does one of my political stripe like to accuse him of being too 'conservative.? However, in places his paper reminds me of another general manager of a Canadian bank. While I was still Secretary of the Ontario Mining Association, this general manager wrote asking for our forecast on the current year's mineral production, stating that he proposed to refer to such production figures in his annual address to his shareholders. The request was considered very complimentary to the Ontario Mining Association and, in my opinion, justified a great deal of serious study and effort. Finally, the estimate was prepared and forwarded, showing a modest increase over the previous year's total. Picture our surprise and chagrin on reading his address to find that he predicted not an increase but, if you please, a decline of over $10,000,000. Before I cooled off I wrote asking the basis of such a prediction and got a reply to the effect that men in his position had to be ultra conservative in picturing the future.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

IN the treatment of complex ores by flotation, one of the most important steps is conditioning the feed. Conditioning primarily consists of the addition, in the grinding circuit, of an alkaline reagent, for example sodium carbonate, which neutralizes any acidity of ore and mill water, counteracts the effect of 'harmful soluble salts, disperses colloids, and provides the necessary alkalinity for the best metallurgical results. The several minerals of the ore should be put in such condition that they may be floated or rejected as desired, through the action of further reagents thereafter used.

"THE OPERATION of the Potash Company of America, Ltd., at its plant near Saskatoon, Saskatchewan, is the result of many years of exploratory and development work, culminating in the construction of a shaft, milling, concentrating and other facilities necessary to the production of potash in a marketable form.The possibility that potash existed in •commercial quantities in Saskatchewan was first indicated in 1943, although it was not until mid-1946, when Bata Petroleums penetrated a potash bed at its Verbata No. 2 well near Unity that substantial in-ter.est was developed in the possible exploitation of this important mineral product.The Potash Company of America, which is the largest producer of pot-ash in the Carlsbad, New Mexico area, a district that has been sup-plying about 90 per cent of the North American potash demand, be-came interested in the Saskatchewan deposits •at an early stage. Its engineers made an intensive study of the western Saskatchewan area in 1947 and continued their review of operating problems throughout the next three years.""Potash"" is the commonly used general term applied to the minerals of potassium, of which there are several. The most common mineral forms in which it is produced are potassium chloride and potassium sulphate. The potash content of potassium compounds is ordinarily ex-pressed in terms of potassium oxide (K20) equivalent."

Collins Radio Company, through this contract with the Bureau of Mines, has conducted a System Study of Coal Mine Communi¬cations. The program was a three phase program to establish a data base, perform communication system analysis and optimi¬zation, and prepare equipment specifications to be included in this final report. At the start of establishing a data base both a knowledge of mine communication and coal mines in general was obtained. Communication system requirements and constraints were determined along with a survey of current and potential mine communication equipment. An investigation was completed concerning theoretical LF and VLF propagation characteristics, and UHF propagation tests were conducted in a working coal mine. Different mines were contacted and on-site surveys completed with respect to coal mine communication requirements.

This paper analysis the medium and long-term perspectives, framework and considered possibilities of sustainable development of RTB "Bor" (Copper mines in East Serbia) after consolidation in the period of transition. The copper mine was opened in 1903. and today is the best quality copper producer on Balcan. This paper are elaborates the problems of privatization, debt, investment, growth of copper production from own mines (and imported raw), opening of new mines, economical efficiency of production, markets, environmental problems and impacts of the recent industry consolidation. The RTB "Bor" is a serious hot spot in Serbia. Unsustainable trends and processes are identified, as follows: open-pit waste dumps, flotation tailings, mining and processing waste waters, air pollution; no efficiency (excessive) using nonrenewal resource in the copper production; inefficiency in the use of energy, water and other inputs in copper complex; transboundary character of emissions of dust; environmental degradation and quality of wide area and ecologically highly risk, etc. Analysing some trends and planning-developmental perspectives and development strategies of company, it might be assumed that in the forth coming period, in parts of the Serbia, the borders areas of Bulgaria and Romania, there is an anticipated increase of ecological risk.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge. Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

"Once a health based guidance limits for exposure to diesel exhaust have been established, and as part of a multi-disciplinary team, the program for exposure reduction should incorporate the plan-do-check-adjust cycle. Setting a suitably protective (health based) occupational exposure limit (OEL) for diesel particulate matter (DPM) and nitrogen dioxide is a key driver to reduce exposure. It is important to go beyond regulations and reduce exposure to diesel exhaust, DPM, as low as reasonably achievable (ALARA) such as that prescribed under the Australia, Queensland Mining and Quarrying Safety and Health Regulation 2017 where under section 135 Limiting workers exposure, the workers exposure must not exceed the exposure limit applying to the worker for the hazard; and is ALARA. It appears that previously acceptable OELs are no longer safe. Therefore it is important that the internal responsibility system be implemented and the precautionary principle approach be followed, especially as it may be some time before a suitably protective OEL specifically for DPM is in place. One leading multi-national mining company BHP Billiton has acknowledged a significant lag that exists between regulatory action and the level of science that informs health risk. This company is managing exposure to diesel exhaust to as low as technically feasible. This same company that has set an interim target for managing diesel exhaust to 0.03 mg/m3 is achieving these levels which paves the way for other mining companies and general industry including construction. The Occupational Cancer Research Centre 2017 recommends reducing personal exposure to within 0.02 mg/m3 (EC) for underground mining and 0.005 mg/m3 for other workplaces. Controlling DPM is important to prevent cancer however it is also important that that nitrogen dioxide (NO2) be reduced (ALARA) and that careful selection of control technology be considered such as the proper selection of a diesel oxidation catalyst so that the level of NO2 does not in fact increase. The example from BHP Billiton provides a leading practice including using a multi-disciplinary approach and the importance of controlling emission at source and having an auditable diesel emissions based monitoring program in place."
