This report summarizes the cost of U.S, mining and milling industry compliance with the Environmental Protection Agency (EPA) interim water quality guidelines for waste discharges. Applicable excerpts from Public Law 92-500 are stated and interpreted in conjunction with the guidelines being used for implementation of the law. Over 200 U.S. Army Corps of Engineers applications for discharge permits were used to develop the quality and quantity data base needed to estimate the cost to comply with EPA guidelines, Cost of three basic treatment methods were considered: Aeration, addition of lime, and sedimentation. From the process design, cost-capacity graphs were developed to consider maximum flow rate, maxi lime addition, and average flow rates. The graphical method used in this evaluation should provide a reasonable guide to the effect of waste treatment and, therefore, Public Law 92-500 and corresponding EPA guidelines on the mineral processing industry. The cost of complying with the EPA guidelines will have the effect of prompting the mining industry to minimize the production of waste water and of undertaking some additional treatment, Two case studies are presented to illustrate efforts that might be fruitful for minimizing waste water production and for treatment of combinations of acid mine drainage, mill wastes, and metallurgical process wastes when treatment is deemed necessary.

In addition to volatile commodity prices influencing decision making, in recent years, social and environmental performance have become important decision drivers within the mining industry. There are increased demands from stakeholders, communities, and governments to ensure that raw materials are mined, processed and refined responsibly. The industry also faces the challenge of better managing its waste, which has led to severe consequences when not done properly. The high commodity prices of the late 90s and early 2000s encouraged larger economies of scale and drove mining companies to extract large volumes of rock for separation and concentration at the downstream processes. Over time, as ore grades dropped, the cost of mining escalated and tailings volumes grew. This arduous process also caused strains on recovery cost and performance. Scarcity of water and energy resources coupled with increased production demands and higher operating costs are putting pressure on companies to find innovative ways to increase mining intensities. Hatch’s value chain optimisation methodologies, specifically Grade Engineering® and early waste rejection of the mine, have been of interest to intensify operational performance and minimise waste generation. Enabling preconcentration of the plant throughput, the methodology has significant potential to improve overall metal production and reduce water and energy intensities, whilst minimising wet tailings. Using representative data from real world mines, this paper reports on a case study that evaluates the impact of preconcentration using sensor-based ore sorting on downstream process improvements as well as energy, water and tailings reduction. Financial and economic viability of this technique is presented for both brownfield and greenfield implementation cases. The results show that business case for preconcentration is best when: the distribution of metal in the run of mine ore is negatively skewed and left tailed; mining costs are low; energy, water and tailings management costs are high; and low cost methods of recovering pay metal from low grade material are available.

THE geophysicist is interested greatly in the resistivities of different formations or parts of the earth's crust; sometimes he is interested in a single figure in the nature of an average, or what may be called the effec-tive resistivity, of all the formations or parts of the crust at a given location to a certain depth. Conversely, the engineer whose work is concerned with the coordination of power and communication lines in such a manner as to avoid electrical interference between these two types of facilities is concerned very much with this effective resistivity; to a lesser extent he is interested in the resistivities of individual forma-tions. In connection with his work the coordination engineer often estimates the effective resistivity; of the earth from measurements of the mutual impedances of lines; in other instances he derives front measure-ments of a different type the resistivities of different layers of the crust and synthesizes these to obtain an estimate of the effective resistivity. In connection with problems concerning the coordination of power and telephone lines, measurements from which earth resistivities can be estimated have been made at many points in the United States by the American Telephone and Telegraph Co. and its associated companies, in cooperation with various power companies and with railroad companies having electrified sections of line. Other such measurements have been made by the Joint Subcommittee on Development and Research of the Edison Electric Institute and the Bell Telephone System. A study has been made of the correlation of these data with the ages and types of materials of the strata of the earth's crust at each of the test locations. The purpose of this study has been primarily to provide information to assist in predicting the order of magnitude of effective resistivities to be used in the preliminary consideration of problems con-cerned with the coordination of power and communication lines. To make the results of such a study, most useful, it is essential that the geo-logical data to be secured when such a prediction is wanted be readily obtainable. "Sustainability is a concept that involves several aspects like social, economy and environment. For the concept of sustainable mining is an action that involves to do more in social acceptance, distribution of welfare, an stable economy and the environment. Understanding the mining operation that creates a new state that is necessary to prepare and conduct searching for the best results in sustainability. The results of sustainable mining could be directed to achieve less net environmental impacts, more economic development through the transformation of the natural capital and the social acceptance as the result of good negotiations with the communities in the surroundings. To do that, one option is to create frameworks to planning the regional mining developments that allows the stakeholders to decide and develop different strategies to addresses the sustainability in a mining environment. Strategies based on the understanding of the whole mining business, the environment in which it operates, composed for a natural resources network that interact in a complex system, social system composed by different groups, communities and economies that could be subject to big transformations. INTRODUCTION The mining sector represents one of the most significant challenges for sustainable development, given the magnitude of the impacts that it has on the social and natural systems and the potential to generate welfare associated with its exploitation. Some of the main challenges of mining to contribute to sustainable development are the reduction of the environmental and social impacts of mining operations, to advance in the distribution of benefits in the community and the investing in the development of substitutes. To help in this direction it is necessary to integrate more actors than those who have been considered traditionally in the development of the mining business, and consider the natural environment, communities and the several dynamics generated by the interaction of these elements that contribute to sustainable development. This work provides some useful considerations for sustainable development of mining operations in regions with mining vocation, through the convergence of objectives and the finding of synergies between the existing conditions in the territories and the potential conditions that are generated by new mining developments. A DEFINITION FOR SUSTAINABILITY IN MINING The definition of the Brundtland Commission in 1987 established that sustainable development is ""the ability to ensure that it meets the needs of the present generations without compromising the ability of future generations to meet their own needs""."

The Murray Basin is being heralded as the next major mineral sands province in Australia. Already exploration programs have delineated extensive commercial deposits and several companies are progressing with plans to produce zircon, rutile and ilmenite in the Basin. As these deposits are developed consideration will need to be given to several key issues of the Murray Darling Basin; the availability of fresh water and management of salinity in the area being two of them. In this paper ideas being developed in CSIRO that link the processing of mineral sands with the salinity problem in the Basin are presented. The proposal presented here is to process saline water to produce industrial minerals with large volume applications and to produce value-added products from the mineral sands in the Basin using reagents produced from the saline waters. Processes to produce titania pigment and zirconia consume chlorine, caustic soda, soda ash and hydrochloric acid, all derivatives of salt (sodium chloride). There may be a good economic incentive if these processing plants were located in the close vicinity of each other.

ALTHOUGH Kennecott's orebody has long been outlined, it is still necessary to define further its limits. This mine, long an advocate of churn drill methods, recently supplemented its practice by using a diamond drill. So far, the diamond drill holes have been along the main canyon floor which traverses the mine area. This zone, highly fractured, is cut by numerous friable quartz veinlets encountered within the porphyry. These veinlets, formed by filling contracted porphyry fractures with hot, siliceous, mineral-bearing solutions, are often more highly mineralized than adjacent porphyry. They pulverize on contact, yielding only slight amounts of core. For this reason neither analysis of core recovered (amounting to 37.5 pct of approximately 10,000 ft of hole drilled) nor sludge analysis considered separately would give correct assays. The following equation has been adopted: actual weight theoretical actual weight core — theoretical weight sludge Drilling is done un.der contract. Collection of core and sludge samples together with double-checked assaying is done by the company. Microscopic, specto-graphic, and X-ray examination of rock specimen saved is carried on at the University of Utah. A fund, set up by Kennecott Copper Corp. at the University, has encouraged cooperation in solution of mining research problems. The drill used is a Longyear hydraulic powered by a Waukesha 26-hp gasoline motor. A pump, Bean Royal type, is powered by a 7-hp Briggs-Stratton gasoline motor. Weight of unit is 4000 lb and is placed under tripod of 35-ft wood poles within a 25-ft sq area. The following results have been attained: Avg depth of hole drilled, ft 1215 Avg drilling depth per 8-hr shift, ft 10.11 Core Size, In. Avg depth of NC casing, ft 21 2 11/16 Avg depth of NX casing and size core, ft 178 2Ye Avg depth of BX casing and size core. ft 427 1% Avg depth of AX casing and size core, ft 585 1 5/32 Through the use of metal sludge collection boxes, 12 ft long, 18 in. wide, and varying from 12 to 24 in. in depth, sludge recovery has been maintained above 95 pct. Samples, both core and sludge, are assembled for each sample interval and averaged in 50-ft bench increments. Determinations for mineral values are made at both the mine and mill. Assay results varying in excess of 0.05 of copper assay values are rerun to determine correct assay. The organization chart for the Kennecott Utah copper mine is shown in Fig. 1. The Utah mine requires approximately four men per shovel shift to drill solid rock, properly slope banks, and trim loose material from the top of bench sections in making them safe for men and equipment working below. During recent years, while the mine has been worked day and night, powder crews have worked day shift only. Series of toe holes drilled back of advancing electric shovels comprise approximately 70 pct of all mine drilling. These holes, spaced about 21 ft apart, have a depth of 24 ft. Of the footage drilled, 25 pct is for vertical holes either 24 or 28 ft deep, spaced about 28 ft centers along the top rim of banks. This combination of toe holes, using an Ingersol-Rand DA 35 drifter mounted on a tripod and the vertical holes using an Ingersol-Rand Type X71 wagon drill is standard practice above the pit elevation. These benches are 68 ft high, with a few exceptions, while benches below the pit elevation are 50 ft high and require very little drilling other than toe holes. Five benches, varying in height from 80 to 100 ft, require a combination of toe holes plus vertical holes and bank holes or electric churn drill holes. Bank holes using the DA 35 drifter and electric churn drill using Bucyrus-Erie Model 29T, account for 5 pct of feet drilled. Until the past year, drilling of fill material on upper levels was accomplished by churn drill method. Wagon drills are now used for fills because they can be set up and drill a hole an hour. It is necessary to run an air drill 7 hr for each 8-hr shovel shift. Average drilling rates during the past year were as follows: DA 35 drifter using 2 and 3-man crews — 4.36 ft per man hr X 71 wagon drill using 2-man crews — 6.45 ft per man hr DA 35 drifter bank holes, 3-man crews — 2.53 ft per man hr Bucyrus-Erie churn drill, 2-man crews —1.9 ft per man hr Total mine avg — 4.57 ft per man hr Mine practice assigns powdermen to job locations where they perform all drilling and blasting work within the area. Almost as much labor is consumed in springing and loading holes as in drilling them. Average powder consumption is approximately as follows: Per Electric Shovel Shift, Lb To spring and chamber holes — 50 Blasting — 500 Trim banks — 50 One fifth of all powder used is Hercules hercomite bag powder while four fifths is Hercules gelamite 65 pct strength in 1 Vi in. x 8 in. sticks. Frozen material, overhanging from top banks, creates a winter hazard to shovel operators and equipment. Experiments are being conducted with a high-speed Hercules powder in an effort to eliminate this condition. Banks are trimmed by powdermen who lodge 8 or 10 bundles of powder, containing 15 or 20 sticks each, across the upper surfaces of each working face. To each bundle of powder is attached a primer with 6-ft fuse which is lighted as the powdermen, who have lowered themselves down the bank on ropes, ascend to safety. Three angle dozers, D8 caterpillars, make grades and move supplies for the average 31 drilling machines working daily. Compressed air is furnished by three Ingersol-Rand compressors, each with rated capacity of 3750 cu ft of air per min at 100 lb reservoir pressure.

In order to best-discuss the met spar industry let me take the liberty to review our involvement, that is, my company's. Our organization has been involved in the fluorspar industry for approximately thirty-five years. We started our activity in Western Kentucky as a mining company and a beneficiator of spar, that is, grinding and grading. After a few short years, the mine became contaminated and rather than invest in a flotation plant, the property was sold and our spar activity was moved, primarily to Mexico. It was decided not to establish ourselves as a Mexican corporation, so, it was necessary to take the position of backer-financier of numerous mining operations. We served in this capacity for quite some time. We also built processing plants on the border in Texas, that is, sizing, grading, etc. in order to market into the steel industry. In 1957, generally speaking, fluorspar for the steel industry was purchased as gravel fluorspar with a maximum of 10% -1/16". The price of this material was $23.50 to $24.00 per ton f.o.b. railcar at the Rio Grande Crossings and about $26.00 or $26.25 f.o.b. barge, Brownsville, Texas. Usually the material was purchased on an effective basis. As you know, 2-1/2 times the silica total, subtracted from the total CaF2 gives the effective calcium fluoride. This was normally the extent of the chemical specifications. Consequently, material was shipped with no regard whatever, to anything other than effective units. The variations in material was absolutely unbelievable. In addition to this, quite frequently, cars were shipped, as they say in the industry, topped. This being, good material placed in the top of cars or barges over bad or low grade. The entire shipment may very well have met the effective unit spec, but the complete imbalance of the sub grade vs. the high grade more or less guaranteed that the consumer was probably using a great deal of low grade and therefore, his usage had to be way higher than it should have been. He came to the conclusion, that because of these conditions and the new technology developing in the steel industry, it was just a matter of time that the entire raw material industry would have to improve. Rather than spend our efforts directed to a substitute flux, we put together a sizing and grading plant in order to ship a controlled crude product, with independent laboratory analysis confirming size and quality. The age of control was started. We began shipping 70 to 72-1/2, 80 and 85 effective with sizing 1/2" by 2", 1" by 3", and 2" by 5" with absolute control on the amount of fines. A material with no fines was a premium product. Incidentally it sold for $24.50 -60 effective up to $28.50, $29.50 for 80 effective.

The United States Forest Service, as a land managing agency, is responsible for the surface administration of National Forest lands. The basic objectives of management are protection and utilization of renewable resources such as water, forage, timber, wildlife, recreation, and clean air. Much of the National Forest land in this country is open to mineral prospecting and development. When large de-posits of minerals are extracted from the forest environment, especially by surface methods, there are oftentimes conflicts between accepted mining methods and the objectives of other resource management goals. Such is the situation in Southeast Idaho where several members of the phosphate industry are operating on and adjacent to the Caribou National Forest. In 1966, the phosphate industry and the Caribou National Forest became mutually concerned with the problems of rehabilitating mined areas and minimizing potential damage to adjacent forest areas. A Cooperative Administrative Study was initiated with industry supporting the Forest Service financially and with equipment, material, and manpower, as well as interest and enthusiasm. The objectives of the study are to provide basic, applicable information pertinent to: 1. Protecting the quality of water emanating from mined water-sheds. 2. Providing for soil stabilization on mined areas. 3. Returning mined areas to surface resource production. 4. The feasibility of making mined areas esthetically acceptable. It was concluded that the following separate--yet intergrated--fields should be studied in order to obtain the desired information:

A comprehensive study consisting of stress determinations, core logging, laboratory testing, and numerical analyses was conducted to investigate the cause and potential alternatives to the coal bump conditions that developed in the Second North Panel of the Little Dove mine near Buntington, Utah. Roof rock characteristics were such that a cave did not develop above this 420 ft wide panel. After 700 ft of pillar retreat, severe coal bump conditions developed during pillar mining. The coal bump conditions resulted from excessive pillar stress which was caused by load transfer from the extracted, noncaving, portion of the panel. Site specific data and numerical modeling techniques were used to back-analyze the bump prone condition. This back- analysis lead to the identification of critical stress, closure, and energy release levels. These critical levels were then used to evaluate alternative pillar mining sequences in the hope that the potential for coal bumps could be reduced. It was found that while alternative sequences offered some potential improvement over the pillar mining sequence used in the mine, alternative pillar mining sequences would not significantly reduce the potential for bumps. For the roof characteristics at this mine, coal bumps are best avoided by developing narrow panels or significantly wider panels, which incorporate properly sized barrier pillars. Narrow panels, on the order of 300 ft, would not cave, but panel pillar stresses and the potential for umps would be moderated by the reduced r' panel width. Wider panels, of approximately 650 ft, would allow a cave to develop, also reducing panel pillar stresses and coal bump potential.

The Powder River Basin of northeastern Wyoming and southcentral Montana contains the largest strip minable reserve of compliance coal (0.27 kg or 0.6 or less Ibs of sulfur per million Btu) in the United States. In mining parlance, it is the mother lode. Wyoming&apos;s portion of the Basin is called the Southern Powder River Basin (SPRB). It has been the nation&apos;s top coal producer for the past nine years. And based on 1997 production statistics and estimated strippable compliance coal reserves, Wyoming should remain the nation&apos;s top producer for the next 51 plus years. In August 1994, ME featured 10 articles that covered all aspects of coal production in the SPRB. In this issue, five authors update the 1994 articles and provide a pre- diction of what the Basin will look like at the turn of the century. What is the primary function of an impact assessment? Many people at the International Association of Impact Assessment?s (IAIA) annual conference said that it is time to return to the fundamentals and consider the underlying drivers of impact assessments ? human health, safety and security. This fall, managers struggling with those fundamentals will receive extra support when a new course focusing on health and socially responsible security is launched online and in British Columbia, Canada, home to many of the world?s junior miners. Now in its 33rd year, the IAIA conference recently held in Calgary, Canada, typically brings together a range of professionals who work in the impact assessment field, including academics, as well as people conducting applied disciplines, such as social and environmental performance management. It is a chance for people grappling with how to assess impacts from projects (for example, dams, mining and other extractive projects), to compare notes and to talk about developments in how to measure, track and report on them. The comments about returning to fundamentals rose as participants talked about the ongoing and increasingly recognized divergence between three main impact assessment streams: environmental, social and health (EIA, SIA and HIA, respectively). Discussions in sessions and in the corridors included calls for streamlining, for integration, for improvement and sharing of practice ? particularly in the HIA stream, where those deeply engaged in the health discipline questioned how HIAs and their intended outcome of protecting human health can be better integrated into the EIAs or SIAs that dominate the impact assessment realm. EIAs and SIAs have become the main tool, particularly from a permitting perspective for large-scale mines, but seem to leave projects with little real information about what they need to do. Human health is not the only concern re-emerging. Although not reflected at the conference, there appears to be an emerging understanding of the need to link the determinants of health with socially responsible security practices. Companies conducting independent social performance assessments for international financial institutions based on the International Finance Corporation?s Environmental and Social Performance Standards increasingly wrestle with both community health and security issues as extractive companies encounter challenging social environments around the world. Once again, the intended outcome is to better protect human health, including avoiding health impacts from conflict, abuses and violence.

Problems resulting from underground mines in three inactive mining districts in Colorado were investigated. The purpose was to determine how these problems could be reduced or eliminated in new closings -- essentially by benefitting from lessons of the past. Mines in Leadville, Westcliffe and the Cripple Creek-Victor districts were evaluated. Two basic types of problems were found to exist in the districts: environmental degradation and hazardous conditions. Environmental problems result largely from acid and toxic drainage from the runes and from leaching of surface waste rock piles and mill tailings impoundment. The acid drainage contributes high levels of metals to streams and deposits sediment in the stream bottoms. Erosion of waste piles is a lesser problem. Hazardous conditions from open or improperly sealed mine shafts and adits, mine subsidence pits, and from deteriorating and unsafe surface structures are common to the three districts. These problems become worse with the ravages of time and vandalism. Engineering solutions which would correct or reduce many of these problems are presented. These recommendations should also be applied to new mine closures, however, more basic changes are needed to effectively implement improved mine closures. The changes must take place in the areas of legislation, mining practices and education. Legislated regulations should realistically reflect the needs of both the mine operators, protection of the environment and the best interest of the general public. Benefits should be provided for compliance with regulations instead of penalties being assessed for noncompliance. Hazardous conditions and environmental problems associated with mines can be alleviated through improved mine design and effective cloning procedures. Education should provide an appreciation by the general public of past and present problems facing mine operators. This will result in an improved mining climate which, in turn, will insure a continuing supply of minerals to meet increasing needs.

"In the flotation of ultramafic ores at Thompson mill, Inco Limited, CMC is used as both a floatable rock depressant and electrostatic serpentine slime dispersant. CMC, being a high molecular weight polymer, creates a serious handling problem in its introduction into the flotation processes. Typically, it is added as a 1-3% solution. This requires an enormous handling facility and makes its metallurgical gains uneconomical.Laboratory studies have shown that dry CMC addition as opposed to wet addition is feasible, as long as sufficient conditioning time is provided. Dry CMC addition into the grinding mill is also possible but its effectiveness is slightly reduced as compared to dry addition after grinding mills. Dry CMC addition using a vibratory feeder into the mill discharge is successfully applied in the treatment of ultramafic ores at Thompson mill.INTRODUCTIONManitoba Division MineralogyAt Inco’s Manitoba Division, two distinctly different sulphide ores are processed at the Thompson mill - primarily by froth flotation. The Thompson and Birchtree mines are both located within the Thompson Nickel belt. Sulphide mineralogy is relatively simple and includes both hexagonal and monoclinic pyrrhotite, pentlandite and minor chalcopyrite hosted in metasedimentary and metavolcanic rocks. The significant difference between the two mines is the amount of ultramafic rock associations in the host material. Increasingly, more of the ultramafic associated ores from the Birchtree mine are being processed through the mill with a characteristic poor metallurgy."

Basing on character of fine ores, and employing all the advantage of dissolved-air flotation, the study within the dissertation put forth the methods of superfine metal mineral flotation with dissolved-air flotation equipment, and constructed a full set of laboratory flotation system. Experiments both in water and in slurry were respectively carried out by means of this flotation equipment. Further study was also fulfilled on mechanism of air-dissolved released devices, and the key components of system including ejector, releaser and saturator were designed. Optimizing devices parameters were chosen by taking ideal performance of the devices into consideration, according to orthogonal experiments and tests on bubbles factors, those performance factors were called air release rate, air release efficiency. The results with some minerals are better than JJF flotation machine with 30 litres bulk. The Dissolved-air Flotation(DAF) machine shows great potentiality in treating super-fine metal mineral concentration. The research indicates the Dissolved-air Flotation(DAF) system has superiority over mechanical flotation machine in fine flotation. Air-dissolved released bubbles appear on the surface of hydrophobic minerals in priority, solving collision probability less in the tradition fine mineral separation, such that the metallurgy technology of fine metallic minerals are improved. The exploratory research is a foundation for industrial pilot, commercial test and equipment maturity in the future.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey&apos;s results to characterize the U.S. sand and gravel mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

Rock damage around underground excavations has been an important hazard in mines and tunnels. Rock dilation generates buckling that needs to be contained before it causes damage to equipment or safety concerns to mine workers. In seismically active mines, rockburst occurrence has been widely recognized as one of the most important hazards in deep mines and tunnels. While there is a wide range of cases where rockburst hazard can be mitigated through dedicated excavation sequences, reentry procedures or exclusion zones, there are still many situations where large unexpected rockbursting may occur, relying only on rock support as the last mitigation measure to prevent production and safety losses. Considering the previous situations, surface support as mesh, plays a major role containing the failed/ejected rock and providing a safe working environment to the underground operations. While there have been considerable achievements in improving mesh resistance, with more than 26Kj/m2 of energy dissipation capacity, there is still a lack of research in the overlapping mechanism and load transfer between contiguous mesh elements. This paper presents the state of the art in static and dynamic analysis of welded and rolled mesh overlaps, based on experimentation carried on by Geobrugg in their Research Center, leaving clearly established that the difference in meshes is not only in levels of energy absorption, but also concluding that in the case of high resistance rolled meshes overlapping is not necessary and the transmission of stresses can be fully guaranteed by using suitable connecting elements. All these characteristics, supported by operational advantages as light weight and mechanized mesh installation, provides a considerable improvement in safety and productivity, improving the economic value of the project
