Kinetic models are the most important tool for predicting and evaluating the performance of flotation circuits. Gilsonite is a natural fossil resource similar to an oil asphalt, high in asphaltenes. Here, in order to determine the kinetic order and flotation rate of a gilsonite sample, flotation experiments were carried out in both rougher and cleaner stages. Experiments were conducted using the combinations of oil–MIBC and gas oil–pine oil, with one test without collector and frother. Five kinetic models were applied to the data obtained from the flotation tests using MATLAB software. Statistical analysis showed that the results of the experiment with oil–MIBC were highly in compliance with all models. Kinetic constants (k) were calculated as 0.1548 (s−1 ) and 0.0450 (s−1 ) for rougher and cleaner stages, respectively. Rougher and cleaner tests without collector and frother also matched all models well (R2 > 0.98), with k values of 0.2163 (s−1 ) and 0.284 (s−1 ), respectively. The relationship between flotation rate constant, maximum combustible recovery, and particle size showed that the maximum flotation combustible recovery and flotation rate were obtained in the size range of −250 + 106 μm in the rougher and cleaner stages. The combustible recovery and flotation rate were higher in the rougher flotation process than in the cleaner stage.

PETROLEUM production engineering is essentially the application of the laws of 'physics and mechanics to the production of oil. A true production engineer is one who can apply the principles of mechanics, hydraulics, thermodynamics, and other physical arts so as to facilitate' the efficient and economical recovery of oil. To this end he must have wide knowledge of practical field operations and a working knowledge of geology, with a thorough understanding of the underground state of the fluids which he seeks to control. Generally speaking, there have been two schools of production engineering, the California development and the Mid-Continent development. In California the preliminary production engineering was done by representatives of the U. S. Bureau of Mines and the State Mining Bureau, and was essentially subsurface work in regard to casing patterns, water shut-offs, and completion procedure, inasmuch as these were problems of the utmost immediate importance to the California industry. The oil companies were impressed with the value of such work and placed engineers, or more strictly speaking, engineering geologists on their field staffs. These men, realizing the need of further technical study in the mechanical phases of producing operations, added mechanical and mining engineers, and out of the blend developed what is now known as a production engineer.

The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. INTRODUCTION In the mining industry, timing in land acquisitions can be of the essence. In order to secure promising lands, deals are often negoti- ated quickly and evidenced by letters of intent containing what the parties feel are the essential terms of the deal. In some cases, a company is willing to acquire land only if it can lock up a number of promising properties, and so a "non-binding" letter of intent is used to formalize the essential terms, while leaving the company without legal liability. Later, the letters of intent will be sent to a lawyer to prepare a formal acquisition agreement. Many times, how- ever, especially in a land acquisition rush, another company will attempt to better the deal prior to the execution of that formal agreement, and the first company will be forced to rely on the initial letter of intent, only to find out to its chagrin that it has no deal In other cases, the company holding the desired property is another mining company, and the negotiation of an option or joint venture is the only way the first company can acquire an interest in the desired land. In order to make its offer more attractive, it may have to reveal confidential or proprietary information about the property or the surrounding lands. Here, too, letters of intent are often used to formalize the essential points of the agreement. Once again, however, prior to the execution of a formal joint venture agreement, the transaction may collapse and the letter of intent prove to be only that. To evaluate methane explosion hazards in longwall coal mines, a CFD model was developed along with a 1/40th-scale, optically accessible model of an underground longwall coal mining section. In this project, CFD models assisted in the design of the physical model to ensure specifications were met for accurately representing the scaling physics as well as to assist in narrowing the experimental matrix and identifying key locations for sensor placement to measure velocity, pressure, and gas concentrations. This research will help develop strategies for methane monitoring that prevent methane ignitions and explosions in longwall coal operations.

This paper describes variations in feed characteristics, preparation techniques, response to induration and product quality in pelletizing magnetite concentrates, earthy hematite ore fines, and specular hematite concentrates in grate kiln systems. The Cleveland-Cliffs Iron Company manages plants processing these various materials on the Marquette Iron Range in northern Michigan. The operations include the Humboldt Mining Company, Marquette Iron Mining Company, Empire Iron Mining Company and the Pioneer Pellet Plant. The combined output of the operations is approximately 9,000,000 long tons per year. The Humboldt Mining Company, owned by Ford Motor Company and Cliffs, produces pellets from a specular hematite concentrate. The Empire operation, which processes magnetite ore, is owned by Inland Steel Company, McLouth Steel Corporation, International Harvester and Cliffs. The Pioneer operation, which processes earthy hematite ores, is a joint venture of Republic Steel Corporation, McLouth Steel Corporation, Bethlehem Steel Corporation and Cliffs. The Marquette Iron Mining Company, owned by hones and Laughlin Steel Corporation, International Harvester, Wheeling-Pittsburgh Steel Corporation and Cliffs, produces pellets from specular hematite concentrate at the Republic Mine and Eagle Mills Pellet Plant. With the exception of the Eagle Mills plant, the operations employ the grate-kiln pelletizing system. Descriptions of the Empire, Pioneer and Republic operations, which have a combined capacity of 7,200,000 tons per year, are given in the paper.

"Geometallurgy is now recognised within the mining industry as an approach that can both maximise value and reduce the risks associated with resource development. The process of spatial ore variability testing for metallurgical response and the use of quick, inexpensive metallurgical proxies has been well developed in the past decade in industry and the literature, and via various collaborative research programs and laboratories. Technology continues to advance with new techniques such as hand-held analytical tools and automated hyperspectral core scanning, allowing for even faster, less expensive in situ geometallurgical testing.In the current mining industry downturn, a critical frontier of geometallurgy is in its application in short-term geological modelling (ore control) and mine planning, and the associated decision-making. This is the end game at which the hard-won knowledge of orebody variability can be exploited to add near-term value. In order for spatial block models to be fit-for-purpose for such tactical uses, they must be populated with key geometallurgical information and then have workflows that use this richer model as a basis of material allocation to destinations so that the true value of the resource is realised.We envision geometallurgy (geomet) programs designed to add and sustain value at two levels:‘Strategic geomet’ has a long-term strategic focus that actively uses all relevant data that helps predict processing performance such as bench-scale metallurgical tests, mineralogy, geochemistry, ore texture etc (‘the geometallurgical database’) to model spatial ore variability and metallurgical response throughout the life-of-mine (LOM). This will enable better resource definition, more optimal mine planning and scheduling, improved process design and sustaining capital strategy over the LOM. The value-realisation is gained by basing all these strategic decisions on spatial models that better reflect the actual value of blocks (or aggregates of blocks) in the model.‘Tactical geomet’ has a short- to medium-term tactical focus that, again, actively uses the geometallurgical database, but also includes new data derived during ore control activities (such as drilling and sampling) to inform allocation-to-destination decisions via the ore control process. This will enable improved efficiency (ie less error) in allocation of mining blocks as direct feed, stockpile or waste. Importantly, this efficiency will be measured in terms of value and not grade, which is an incomplete – and typically biased – proxy for value. The key benefit is that ore control will then be planned and executed on the basis of realised value.We therefore propose a twofold systematic and holistic, value-based geometallurgical process. This process needs to be planned and implemented in an integrated manner, noting that strategic and tactical geometallurgy can be worked on by the same professionals, sharing data, methodologies and potentially models. In the first Report of Investigations of the present series?(No. 4562) the usual course of progress ill reducing the minerals of low-grade ores to their valuable metallic components had been noted as advancing along two lines to concentrate a usually diminishing percentage of these minerals to a smaller bulk of richer product, and then to smelt the smaller bulk more cheaply per pound of metal produced. Fundamental properties of lead compounds made it difficult to treat much richer lead products than are treated at present in several steps of conventional lead smelting, unless ?marked modifications were made. No limits to the richness of the feed itself' were set by the ore (Scotch) hearth; on the contrary, the richer the feed, the better the results given by the hearth. The natural field of operation of the hearth, as determined by the ores available, was seen to lie in the Central United States, with their lead concentrates containing negligible quantities of precious metals and. with few ores of such metals available for use as fluxes. It was noted) however, that even in its chosen field, the Scotch hearth, or "ore" hearths developed from them, was not always used; the usual smelting practice was followed, at times, of sintering followed by blast-furnace smelting for even rich ores.

AN ACT prescribing the mode of maintaining and defending possessory actions on lands belonging to the United States. The People, etc. SEC. 1. Any person now occupying and settled upon, or who may hereafter occupy and settle upon any of the public lands belonging to the United States, unoccupied, except upon lands containing mines of any of the precious metals, may commence and maintain any action for interference with, or injuries done to his possession of said land, against any person or persons so interfering with or injuring such land or such possession. SEC. 2. On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.

"An effective geotechnical design provides an accurate and appropriate assessment, balanced with a mining company’s risk profile. Justifying the cost of slope assessment requires an understanding of the input sensitivities, and resultant risk, to achieve a slope of a required functionality. As a project progresses from Scoping to Feasibility, the geotechnical risk becomes better resolved through increased expenditure on drilling, testing, analysis and modelling as long as the input data is appropriately spatially distributed. Providing accurate and appropriate geotechnical assessments in the early stages provides confidence in all following stages, especially where initial analysis indicates difficult geotechnical conditions. It is also in the early stages of project definition that there is most opportunity to maximise the value of the deposit through investigations into optimal mining methods.This paper examines the advantages of geotechnical engineering input through a project study period. Early geotechnical involvement allows the Scoping and Pre-Feasibility Studies to be more effective. Operational risks can then be better understood and dealt within the Feasibility Study phase, also ensuring that the correct risks and management controls are put in place.With commodity price pressure and cost of resource recovery in a downturned industry, reducing the risk to cash flow, resource recovery and safety should be a primary goal for all mining companies. A considerable amount of waste slag from the pyrite roasting process is discharged every year. Recovery of iron from the waste slag is of great interest for comprehensive use of mineral resource, reduction of environment impact and improvement of economical benefit to related companies. The objectives of the present work are focused on: (1) Compare various procedures for recovery of iron from the waste slag and select a best procedure for industrial trial which is roasting of the waste slag under reducing condition followed by magnetic separation; (2) Investigate the optimum conditions for maximum recovery of iron from the waste slag. The experimental result shows that under the treatment condition found in this work about 36 to 40% of the iron oxide was recovered from the waste slag, where the iron content in the concentrate is 57%. The total recovery ratio of iron, up to 70%, from the waste slag was achieved. After the treatment, sulphur content in the waste slag was reduced significantly and gangue materials, such as SiO2, Al2O3 and TiO2, were reduced effectively.

Economic gold mineralisation was discovered at Round Hill by Homestake NZ Limited in 1984 and was subsequently put into production by Macraes Mining Company Limited (MMCL) in 1990. The total mineral resource in 1990 was estimated at 41.4 Mt @ 1.42 glt at a 0.7g/t cut off, for 1.8 Moz of gold. Since project start up the mill has been upgraded twice to increase throughput and reached its current capacity of 3.2 Mtpa. At 31 December 1996, a total of 16.2 Mt of ore at average grade of 1.73 g/t has been excavated, yielding 655,000 oz of gold. MMCL began exploration along the Hyde Macraes Shear Zone in 1994. Since 1994, exploration has been successful with the discovery of over 3.5 Moz of gold. The resource now stands at 110 Mt @ 1.46 g/t gold for 5.1 Moz. This success has led to a planned expansion of the processing capacity to 9 Mtpa with the building of a new 6 Mtpa processing plant.

The 1999 edition of the Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves (the æJORC CodeÆ) became effective in September 1999 and is the latest revision of a Code which was originally issued in 1989, but which has an ancestry dating back to the first JORC report released in 1972. The modifications introduced in 1999, which are briefly discussed in this paper, substantially improved the document, but did not materially alter the fundamentals of the Code, these being the Mineral Resource/Ore Reserve classification framework and terminology, and the requirements and guidelines for public reporting of Resources and Reserves. Codes or guides similar to the JORC Code exist or are under development in other countries, including the United States of America, Canada, the United Kingdom and South Africa. It is pleasing to note that the 1999 JORC Code has been used as a model by these countries in developing their latest standards, and has been a major influence in the formulating of international reporting standards. The JORC Code is primarily a document covering the reporting of the results of mining companiesÆ activities to the public. However, mining geologists are interested in practical assistance and guidance in carrying out their duties. The JORC Code provides this in four ways. It establishes a framework within which those preparing and publicly reporting Mineral Resource and Ore Reserve estimates must operate, by setting standards for the classification and reporting of Resources and Reserves and for qualifications of Competent Persons. It establishes the division of responsibility between the companyÆs Board of Directors and Competent Persons with respect to the preparation and reporting of Resources and Reserves, and empowers Competent Persons to materially influence how their Resource/Reserve estimates are reported to the public. It provides an extensive, detailed and practical check list of criteria to be taken into account in the preparation of Mineral Resource and Ore Reserve estimates. Finally, it provides a strong measure of due diligence protection in the event of litigation if it is followed with diligence and honesty.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water that separates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peaceable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

The Chamber of Minerals and Energy of Western Australia Inc (CME) is the peak resources sector representative body in Western Australia. The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

All the cycle for conversion of natural and reprocessed uranium of ROSATOM’s “TVEL” Fuel Company is concentrated at the Siberian Chemical Plant. Conversion capacities are located on two sites, i.e. the Radiochemical Plant, which refines feedstock, and the Conversion Plant, which produces uranium oxides and uranium hexafluoride. Liquid radioactive waste arising in the process, after pretreatment, is transferred to a dedicated national operator for underground disposal. Environmental strategies pursued by the Fuel Company involve the introduction of process solutions intended to eliminate liquid radioactive waste and convert it into a solid phase. In the 5–7 years coming, work will be performed to refurbish and upgrade conversion facilities of the Siberian Chemical Plant that will principally change its radioactive waste management scheme. This paper describes the current waste management scheme and sets out planned schemes for management of natural and reprocessed uranium waste, which will be implemented in the refurbishment of conversion facilities of the Siberian Chemical Plant. The new technologies for the management of liquid radioactive waste from uranium conversion described in the present paper have an undeniable advantage over the current technology mainly due to significantly less environmental harm.
