Introduction To discuss all the technical details of incorporation laws, security laws, underwriting procedures, codes, and ethics-as laid down by varous associations -would be impossible in the time which has been allotted to me. My remarks, therefore, will be made in a very general way and will naturally be coloured with experiences which my firm and I have had. There is a common expression that "money makes the mare go". I hardly have to mention here that the best prospect in the country is of very little value unless its prospects can be developed-and this requires large capital expenditures. The art and problems surrounding the raising of this money is a long and interesting story. Since by its very nature mining is risky, the appraising of its risks in the many phases of its development programme is continuous. Very few men-if any-and very few corporations -if any -can afford to take all the risk of mining. Because of taxation policies-and the very scheme of present-day living -the truth of this statement can be seen throughout the whole industry by a close examination of the records. Since this is so, it is essential that the mechanics of distributing risk on a sound, and equitable basis be known to those engaged in the business and to the investor or spectator who proposes to risk his funds in the industry. Perhaps the greatest stimulant to modern business activities has been the creation of corporate bodies. It is evident, from the number of charters being granted by various jurisdictions, that this method of doing business is becoming more and more important. A limited company -or corporation-can be defined as a fictitious person existing solely in contemplation of the law.

The suggested energy strategy in mining and mineral processing operations must follow a well-structured approach to include the following: ? Understanding where energy is being used and why. ? Recommending and implementing energy conservation measures. ? Driving visibility to targets and results. ? Leveraging the energy spent across the enterprise. ? Developing a robust energy and sustainability strategy. Additionally, it must ensure that all decisions support the financial and operational integrity of the business.

As continual complementary metal?oxide?semiconductor (CMOS) scaling requirements, metal gate/high-k dielectric/Si gate stacks are expected to replace poly-Si/SiO2/Si gate stacks in the future CMOS sub-45 nm technology node. Hafnium based oxide is a promising candidate to replace SiO2 as a gate dielectric, due to its much higher dielectric constant (high-k) and stability. The key challenges of successfully adopting the high-k dielectric/Si gate stack into advanced CMOS technology mostly come from the interfacial properties. The origins of the electrical and physical characteristics of the dielectric oxide/bulk interface were studied in detail. The leakage current density-voltage (J-V) and capacitance-voltage (C-V) measurement techniques were employed to study the dielectric oxide/Si interface. The effects of the post-deposition annealing (PDA) treatment on the interface charges of dielectric oxides were studied. We found that the PDA can effectively reduce the trapping density and leakage current, and eliminate hysteresis in the C?V curves. Besides, the changes in chemical bonding features at HfO2/Si, HfSiO/Si and HfSiON/Si interfaces due to PDA treatment were evaluated by XPS measurements. The XPS analysis provides a better interpretation of the electrical outcomes. As a result, both HfSiO and HfSiON films have exhibited superior performance in terms of thermal stability and electrical characteristics.

In addition to its importance in agricultural production, Wisconsin is a very large manufacturing state and its rank in the metal working industries is probably first among the States of the Union per unit of population. The University of Wisconsin is a state supported institution and the Wisconsin tradition has always emphasized the relation of the University to the state and its responsibility to exercise its leader-ship where it might, in any and every way, for the development and benefit of the state and the community. The Department of Metallurgy of the University realized its responsibilities in the carrying out of the co-operative tradition and, two' years ago, an experiment was started in co-operative research between the University and certain of the industrial plants of the state. At the present time this work has so far progressed that it is no longer an experiment, and its results prove that this co-operative research may be carried on very advantageously and that, under the conditions existing in the state, the method employed has been satisfactory.

Resin was first introduced to U. S. mines in 1971 and first produced in 1973. The original polyester roof bolt resin was very expensive and limited to a single cartridge size and a single slow gel time. Early resin applications were limited to very difficult ground conditions. Today approximately 80% of the over 100 million roof bolts installed in U.S. mines, tunnels, and construction projects employ polyester roof bolt resin. The industry has evolved from hand packing samples for trial testing to producing enough resin, if converted to a .9 inch (22.9mm) diameter cartridge, to encircle the world at the equator approximately three (3) times each year. Manufacturing and design improvements allow for a more consistent product with a wide range of applications at a price that is approximately 30% below our 1974 sales price. An inflation adjusted dollar buys six (6) times more resin in 2006 than in 1974. Modern gel times range from a few seconds to over 15 minutes. Viscosity is matched to bolt type and drilling machine characteristics. Multiple cartridge diameters and a wide range of cartridge lengths are offered by two operating companies. Resin manufacturers have also gone through a period of restructuring and change to meet the challenges of the mining industry. DuPont Fasloc has become Fasloc, Inc., a stand-alone company. Celtite became Fosroc then Minova, as it is known today. During this transformation, several manufacturers have either discontinued production or were absorbed. The industry led the development of the chemical grouting materials specifications contained in ASTM F432-95, Standard Specifications for Roof and Rock Bolts and Accessories. A history of the industry will be presented within a discussion of the evolution of the strength index, speed index, cartridge volume, class designation, and product marking requirements of ASTM F432-95.

The Bureau of Mines is conducting research to optimize the capability of mine roof supports so that the selection and design of these supportsare compatible with the conditions in which they are to be employed. This report describes a study that investigates three parameters influencing the load-carrying capability of wood crib supports: height, configuration, and horizontal displacement. Four crib heights, four parallelogram configurations, and three ratlos of horizontal-to-vertical displacements were tested on full-scale wood crib supports in a mine roof simulator. Test results indicated a reduction in load-carrying capability for increases in crib height. Increasing the contact area by changing the intersecting angle between crib blocks to form parallelogram configurations provided a slight increase in load-carrying capability for the first 10 to 12 in of vertical convergence, after which the cribs became more unstable, resulting in significantly less load-carrying capability. Horizontal displacements did not appreciably affect the load-carrying capability of wood crib supports for the range of vertical displacements (less than 10 in) likely to be encountered underground. This report documents these tests and postulates some explanations of failure mechanics for the observed behavior.

This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.

The mining companies on the page opposite are among the elite industrial 500 in Fortune magazine's June Directory of U. S. firms that rang up the largest dollar sales volume in 1967. The companies are listed according to their 1967 sales rank, which is given along with their 1966 rank for comparison. Mergers played an important role in the addition and deletion of several companies to the list. Tenneco, Occidental Petroleum and Gulf & Western Industries made the list of mining companies by their purchases of Kern County Land, Island Creek Coal, and New Jersey Zinc, respectively. In turn, these three companies disappeared from the list. General Aniline & Film acquired Ruberoid, and Ideal Cement is now a part of Ideal Basic Industries -a name change only. Only two companies, St. Joseph Lead and U.S. Smelting, Refining & Mining, were actually displaced from the list. The mining industry increased its sales 14.5%, placing fourth among the 22 industrial classifications listed in the Directory. However, among the ten biggest losers in sales were four mining companies-Kennecott Copper, -33.8% ; Asarco, -21.8% ; Amax, -16.5%; and Anaconda, -15.1%.-which was mostly a result of the copper strike, except for Amax which suffered strikes at its molybdenum and aluminum operations. Mining heads the list of industries for return on sales and assets per employee, while it rests at the bottom with respect to sales per dollar of invested capital.

The Cripple Creek & Victor Gold Mining Co.(CC&V) celebrated completion of a two-year, $168.5-million expansion and capital improvement program. An open house celebration was held in the historic mining town of Victor, CO on Oct. 4, 2002. Hundreds of townspeople, the press and other invited guests from the mining industry joined the employees of CC&V in the celebration. The event included mine tours, company displays and a barbecue picnic, complete with a country and western band. The Cresson Mine is located about 40 km (25miles) west of Colorado Springs, CO between the towns of Cripple Creek and Victor. The mine is the only large-scale gold mining operation in Colorado and now employs about 300 (ME, October 2001, pp.21-28). The operation is a joint venture between Anglo-Gold (Colorado) (67%), based in Greenwood Village, CO, and Golden Cycle Gold (33%), based in Colorado Springs. CC&V is managed by AngloGold North America. AngloGold North America is the U.S. subsidiary of AngloGold, the world’s second largest gold mining producer. AngloGold is based in Johannesburg, South Africa.

In underground stopes that require more than minimal support, backfill is almost universally used. The term cut and fill stopingis used in a broad sense in this section, which describes underground mining methods requiring support. Support in stopes can be classified as local or short-term and general or long-term. Local support for the back of a stope, for example, can be accomplished with rock bolts or timber stulls. General support for the walls of the stope is provided by backfill. Local support provides a safe working place for the stope miners. General support, provided by backfill, preserves the access way to the stope and prevents large scale dilution of ore. Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

"Expanding upon one aspect of a recent paper on ""Fluid Column Roasting at Sherbrooke Metallurgical Co. Ltd.,"" the present paper deals with the operation of the fluid column process to achieve substantial elimination of cadmium and lead during the roasting of pelletized zinc concentrates. Designed to meet the need for additional feed for Matthiessen and Regeler Zinc Company's vertical retort zinc smelter in West Virginia, without recourse to a sintering operation, the plant is capable of simultaneously attaining very low lead and cadmium levels on demand, through operation in the manner described. Fluidizing air admitted via the wind box is supplemented by natural gas admitted via a tuyere bank 15 ins. above the hearth, in quantities adjusted to maintain a reducing atmosphere within the interstices of the bed. In addition, careful attention is paid to bed temperatures, which run from 1,080° to 1,100°C. Under these reducing conditions, 90 per cent of the cadmium and 92 per cent of the lead in the feed are eliminated, the sulphate sulphur content is decreased by 0.5 per cent, sulphide sulphur is held at 0.6 to 0.08 per cent, and the zinc content correspondingly in-creases. The fuel value of the natural gas is recovered as extra steam, which carries a credit. There are some added difficulties with fume accretions, gas conditioning and gas -cleaning, some of which have yet to be overcome."

(2) The provision of a record to safeguard the company's assets and to form the basis of any claim for insurance or other damages. (3) The provision of an accounting framework in making an economic study of a proposed course of future action such as the development of an orebody or the outlay of a substantial sum for new equipment. Early in the present century, prospect-ing was active in the area of the present Miami district. There were plenty of blue and green copper outcroppings, but very little ore of a grade that would stand shipping costs had been uncovered. Late in the first decade of the century, tunnels were driven into the north and south slopes of the Inspiration ridge, and two of them exposed disseminated copper sulphide ore. This was the original discovery of such ore on the ground of what eventually became the Inspiration Division of the consolidated company. By 1910 exploration of the ground area was well along and by 1911 underground development had been started. In the next few years a large tonnage of disseminated copper ore had been proven— sufficient to justify the expenditure of several million dollars in mine development and for mine equipment plus large sums for treatment plants. The mine and treatment plants were placed in production July 1, 1915. To Jan. I, 1945, there had been produced from the mines of the Inspiration Consoli-dated Copper Co., more than 106,000,000 tons of ore. Nearly all of this tonnage had been recovered by block caving. GeologIcal and EconomIc FActors Block caving is a mining system based on the fact that if a mass of rock has a sufficient number of fractures and planes of weakness the mass will disintegrate if the support of an area of sufficient size is taken away—that is, "undercut." If the material that caves away from the bottom of a block is drawn off the spalling is progressive. There is a limit to the speed of this spalling or caving action, which varies with the structure of the rock being caved. If the rock is drawn at a rate faster than the caving rate, and if this drawing is continued too long, a void may be created that could make a very dangerous condition if the area should drop as a block and force the air below the uncaved rock out through the raises and drifts. This can be a very destructive force. On the other hand, if the broken material is not drawn fast enough the swell of the material in place to broken material would pack the mass until it was almost solid again and could not be drawn without much blasting, or perhaps even partially undercutting again. Geologically therefore it would seem that any rock with seams and fractures would cave; but for block caving there should be enough seams and fractures in a limited area so that such an area will cave and produce a product that can be drawn safely, rapidly enough and at a cost justified by the value of the product being drawn. At the Inspiration the disseminated ores occur in two formations, the Pinal schist and the Schultze granite. There is no material difference in the grade of the ore formed in the schist and in the granite. The chief copper minerals are chalcocite, malachite, azurite and chrysocolla. Other copper minerals occur in limited quantity.

Silica flotation with amine salts has been a commercial process for years in certain non-sulfide mineral systems. Phosphate rock and feldspar deposits are notable examples. Generally, the quartz is clean and coarse. Primary amines and imidazolines are used, usually in a mole weight range 250-300, ad often fairly impure grades of collectors are satisfactory. As the production of magnetic iron concentrates grew in Michigan, Minnesota, Canada and in foreign locations, the iron mining companies began to explore amine flotation of silica to improve these concentrates. Many of the mining companies, as well as reagent suppliers, government laboratories and university research teams, had already studied amine collectors for silica, but the application to magnetic iron concentrates presented a real commercial opportunity to apply the art. Amine flotation of silica has been accomplished by simple addition of a flotation cell, and possibly a regrind mill, at the end of the magnetic concentration process. The flotation system gave the mill operator a flexible method to control final grade caused by ore variations in the feed. It increased iron content with lower silica, which resulted in lower freight costs per unit Fe and better pellets for blast furnace use.

In the first part of this paper is studied the behaviour of small amounts of impurity elements? in the solidification of copper anodes. In the second part the dissolution of these impure anodes in sulphate based electrolysis is discussed. The first part is introduced with practical examples, the .model of solidification of impurities during the solidification of anode copper. According to this model the solidification structures of anode copper are strongly influenced by both thermodynamic and kinetic factors. Thermodynamics determine the microstructure of anode copper, but kinetics can alter the composition of melt to such that there is formed unequilibrium structures during the solidification, especially when the residual melt is solidified. The electrolysis experiments have clarified the behaviour of impuririties in the electrochemical dissolution in sulphate. Based copper electrolysis. In this study it is widely investigated to what extent any impurity elements or oxides will dissolve. In copper electrorefining. With the aid of the electrochemtcal experiments it was possible to fulfil quantitatively the qualitative results accomplished by microstructure studies.

The Bureau of Mines investigated a simultaneous elutriation and flotation technique for separating polyethylene terephthalate (PET) from polyvinylchloride (PVC). The Tuscaloosa Research Center, through a cooperative agreement with a recycling company, devised an elutriation-flotation method for beneficiating the mixed heavy plastics portion of municipal solid wastes which is composed of polystyrene (PS), PET, and PVC. A sodium carbonate brine was used to remove the lighter PS from the heavier PET and PVC. Over 98 pct of the PS was recovered in a high purity PS concentrate containing 99.7 pct PS, The remaining PET and PVC mixture was washed to remove the brine salts that would be harmful to the flotation process. The clean PET and PVC mixture was conditioned in a solution of 45 g/t gelatine and floated in a short (l-m) column flotation cell in an upward flow of water. In a single flotation step, over 75 pct of the PET was recovered in a high purity product containing 99.8 pct PET. The bubbles attached to the PET lowered the effective density of the PET-bubble agglomerate and allowed successful separation of these agglomerates from the PVC plastic pieces. This method separated two-thirds of the mixed plastics fraction into high purity PS and PET products suitable for recycling and left only one-third of the plastics in the mixed plastics product.

The first metal-mine accident-prevention course was prepared and published 1942-45 as a series of seven miners&apos; circulars (Nos. 51-57). The course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners&apos; circulars on accident prevention at metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners&apos; Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

"ArcelorMittal Mines Canada operates hydraulic classifiers to reduce the silica content of an iron oxide concentrate from 4.5% to less than 1.2% SiO2. Sampling campaigns were conducted to develop a preliminary model for the hydraulic classifier. Results show that iron oxide and quartz are respectively concentrated in the coarse and fine size fractions of the classifier feed. The mineral partition curves in the classifier and the size distribution of the minerals in the feed are used to simulate the classifier operation in order to identify the source of variability observed in the daily plant production data. Results indicate that most of the variation is probably caused by unsteady operating conditions of the classifiers.INTRODUCTION Hydraulic classifiers are a class of gravity separation devices (Wills, 1992) used to classify particles according to their size and specific gravity. Hydraulic classifiers also known as density separators (Hearn, 2002) combine hindered settling and upward flow of water to selectively entrain light particles to an overflow stream. Denser particles settle to an underflow stream. Hydraulic classifiers are used for various purposes ranging from cleaning of coal (Das, Sarkar, & Mehrotra, 2009), recovery of chromite from plant tailings (Kumar, Tripathy, & Rao, 2009) to upgrading iron oxide concentrate (Hearn, 2002). ArcelorMittal Mines Canada operates several hydraulic classifiers to upgrade an iron oxide concentrate by removing fine quartz and other light minerals from hematite that is the main iron oxide mineral. A project was initiated to analyze the operation of the classifier in an attempt to identify the source of the variability in the production results and to assess the potential of increasing iron recovery in the classifier. One possible disturbance for the classifier operation is the change in the classifier feed composition and size distribution, while the other considered disturbance is the operation of the classifier. The paper is divided into five sections. The first section summarizes the ore processing sequence for the production of iron oxide pellets to identify the position of the hydraulic classifier in the process. The second section describes the hydraulic classifier. The third section discusses the sampling campaigns conducted on the hydraulic classifier. The method used to process the data from sampling, the results of the data processing and simulation of the classifier are discussed in the remaining sections."
