This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." "INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

Advance knowledge of roof conditions can lead to improvement in roof control strategies that will reduce roof falls and ultimately will reduce injuries to mine workers. J.H. Fletcher and Company, in cooperation with West Virginia University, has been developing a system to meet these needs by collecting torque, thrust, and rotation speed data during drilling operations. Recent improvements in analysis algorithms to detect anomalies in the roof structure as well as various display enhancements for real time mapping and evaluation of roof structures have been incorporated into current Fletcher Information Display system. The unit has also been housed in an explosion-proof container to allow use in coal mine applications. Recently, the system has undergone extensive field trials in several limestone mines and one coal mine. During these trials, the National Institute for Occupational Safety and Health assisted Fletcher in verifying the accuracy of the roof mapping capability of the system by comparing the display information to bore hole scoping observations and drill corings. It was concluded from this assessment that the intelligent drilling system can complement scoping and core analysis to provide a more complete picture of roof strata and is capable of seeing features or conditions that are not always obvious in these more traditional methods.

The highly-efficient and economically-feasible technology for bitumen recovery from US oil sands using a water extraction approach was developed at the end of the last century. This water-based bitumen extraction process has been optimized based on observations and analysis of microscopic mechanisms of bitumen release from oil sands and the bitumen transfer to a froth product as well as measurements of interfacial properties of bitumen. The wetting mechanisms that occur in the diluent-assisted water-based processing of US oil sands include bitumen film rupture and recession on sand grains and bitumen transfer to nucleated and injected gas bubbles. These mechanisms are reviewed in this contribution.

The difficult and often harsh working environment of the mining industry can stress both personnel and equipment to the extreme. Often, the unintended consequences of this environment lead to confrontations between departments, as each goes about its tasks of mining, maintaining or supporting these activities. On occasion, the confrontations may result in criticism of other departments for perceived or real sins or omissions. The offended department may not be able to change the circumstances, but can only complain while frustration persists. The most effective solutions are the actions of the mine manager. By establishing mutually supporting roles of each department and specifying conditions for the interactive conduct of maintenance, the mine manager can better assure that the inherent problems of the mining environment are neutralized.

Dow Water & Process Solutions (DW&PS) was approached by ASARCO Inc. to attempt to recover cobalt and copper from their copper solvent extraction (SX) raffinate. Cobalt is added to many copper electrowinning tankhouses to help to prevent lead electrode corrosion. With cobalt?s high price this can be a large expense. ASARCO has ore that contains a small amount of naturally occurring cobalt. Currently they have no way of capturing this high value metal from their leach or raffinate streams. DW&PS has some chelating resin technologies that should be able to help solve this problem.

TAYLOR: I would like to ask Mr. Veasey whether the control of oil in pools includes royalties, and, if so, in case of a new pool how are you going to control, or rather how are you going to describe the limits of that pool?

Results of work on the development of a phenomenological model for the continuous flotation process using short-lived radioactive tracer techniques for the determination of model parameters is reported. A model that incorporates a flotation first-order rate constant and a residence time distribution based on the cross flow finite state (CFFS) model has been derived and investigated. The short-lived radioactive tracer techniques necessary to extract the model parameters have been developed as have the necessary nonlinear search methods. The conditions under which all the model parameters can be extracted from a single radiotracer experiment are detailed and illustrated. A microcomputer-based unique data logging system has been designed, assembled, and implemented for collecting the necessary transient radiotracer data. Results are reported for a continuous laboratory flotation system for the two systems mica ore and coal.

A recent study conducted by the National Institute for Occupational Safety and Health (NIOSH) evaluated the roof bolter canopy air curtain (CAC) systemin a blowing face ventilation system, demonstrating its effectiveness and illustrating the CAC protection zones. This study evaluates the roof bolter machine CAC while operating in an exhausting face ventilation system. This study considers two similar locations to allow comparison with the previous blowing face ventilation (Zheng et al., Min Metal Explor 36(6):1115–1126, (2019)) study: (1) a roof bolter machine bolting the roof at 20 ft (6.1 m) from the face and (2) a roof bolting machine bolting at 4 ft (1.2 m) from the face. The environment introduces 6.0 mg/m3 of respirable dust to represent the roof boltingmachine operating downstreamof the continuous miner. However, the exhausting face ventilation uses an exhaust curtain with 9000 cfm (4.25 m3/s) of air. Two roof bolter machine working positions are simulated with the use of dual drill heads in the inward position for two inside bolts and in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3/s) with dust reductions ranging from 39.5 to 82.8%. When the roof bolter machine operated close to the face, increasing CAC airflow was required for adequate protection since the dust reductions can be as low as 39.5%. Additional CAC airflows of 350 cfm(0.17 m3/s) and 450 cfm(0.21 m3/s) were evaluated and demonstrated that dust reductions increased to 59.7% (350 cfm) and 72.0% (450 cfm) for the worst location where the roof bolter operators located.

Low metal prices and increasingly stringent environmental regulations, coupled with the threat of higher governmental royalties are adversely affecting both existing and new operations. Existing operations must therefore be run at maximum operating efficiencies to enable mining companies to survive and grow. Well planned and executed "outsider" reviews can help achieve this goal. Many mine managers and those who direct them resist the idea of "outsider" reviews for a variety of reasons, some valid and some not. Those managers who do bring in the "outsiders" are nearly unanimous in reporting that the exercise in self-discipline was well worth the pain and effort and repaid the cost many times over. This paper makes a strong case for "outsider" reviews and gives recommendations on the kinds of reviews to undertake. The authors draw upon their nearly 70 years combined experience, much of which has been in operations.

Roofbolts with expansion anchors have been used at White Pine for more than twelve years, but always with an understanding that their performance was not entirely satisfactory. Some bolts fell out, some were obviously loose, and, when roof failures did occur, very few bolts actually broke. Obviously, there was an anchorage problem. A program was started in May, 1967, to define the problem and to solve it. This paper describes briefly those parts of the program which led to the development of a roofbolt assembly which performs much better in the medium-hard rocks at White Pine. As a result of the changes, significant improvements were found in the torque:tension, tension loss, and pull tests.

The past 100 years the mining industry can be characterised by a focus on increasing financial returns often to the detriment of social, human, manufactured and environmental capitals. Despite the sustainable development principles promoted by the International Council on Mining and Metals (ICMM), the Equator Principles and the African Mining Vision, which should have enhanced project promoters’ ‘licence to operate’ within a host community or nation, the industry has often failed to integrate proven innovations and best practices that enhance sustainability outcomes for mineral resource projects. This failure has led to delays, the abandonment of projects, with value destroyed for promoters, governments, host community and investors.The paper will outline the application of proven innovations, Enterprise Optimisation (EO), and Sustainable Operations (SUSOP®), during the pre-feasibility phase of a project. By determining the value of each capital before and after the application of proven innovations, the presentation will outline how and where value can be created across all five capitals over the life of a project or operation.The paper will demonstrate how the application of proven innovations significantly transforms the value-proposition of a mineral resource project or operation by generating additional value across all of the five capitals, reducing project risk, thus generating value for all stakeholders.CITATION:Jones, M, 2015. Traditional approach to improvement is driven by good ideas from good people, but whilst the business case may sound good, when the project is complete, we often have not delivered on expectations.  Why not? The best way to successfully predict the outcomes of an improvement effort in a complex process is through using statistical modelling, which considers the impact of uncertainty within interacting processes.  Applying Theory of Constraints in a model helps leaders to quickly determine: Where the constraining process(es) is/are Where improvements will add the most value How much improvement should be targeted - before the next constraint takes over The confidence level of achieving a given target, which gives us a clear pathway to improvement. This paper presents an analysis of statistical modelling applications at Vale’s Manitoba Operations to achieve the 2025 targets. Using statistical modelling of the Business Structure, the team identified a series of process improvements through a Theory of Constraints Analysis. Value Stream Maps (VSMs) were used to define the required data, apply statistical modelling, and conduct training sessions enabling the Manitoba team to identify the constraining influences. PorterIn introducing his paper, Mr Roman said that whereas in manufacturing plants the yearly production levels were usually chosen to produce the largest annual cash flow, in a mining operation, the raw materials (ore) were exhaustible so that the production had to be scheduled to maximize the total net present worth of the operation. This optimum production schedule could be determined by using dynamic programming. The required information was readily available to management at most mines. The 'possible operating range' of production rates lay between the rate with the highest profit per ton. and that with the highest profit per year. The optimum production rate started typically at the top of this range and decreased slowly as the deposit was depleted.Dynamic programming was used to determine several production schedules for a hypothetical mine-mill complex. The effects of changes in the ore grade estimates, size of deposit and acceptable rate of interest on the production schedule were taken into account. Apart from the fact that the net present worth of the overall profits was larger than that obtained by conventional methods, it appeared from the cases studied that the amount of metal recovered was also greater.Dr it P. King commented that this was a very interesting application of dynamic programming. He pointed out, however, that the market price of the metal was likely to vary significantly and randomly during the life of the mine, and he suggested that the problem should, therefore, be reformulated as a stochastic dynamic programming problem.If the price of the metal rose to abnormally high levels, a much higher than normal production rate could be expected. The results of analyses given in Table 5 showed that the production rate was a function of market price. In his view the stochastic problem could be solved just as easily as the deterministic problem.In reply to a question by Dr King as to whether the function relating recovery to production rate (Table I) was based on real data, the author replied that it was based on the results of an analysis conducted at the Union Carbide Corporation's Pine Creek tungsten mine in California.Dr D. M. Hawkins stated that costs were incurred when the production rate was altered, for example, in appointing or laying off staff, and that in practice it may be necessary to take these costs into account in finding the optimum production rate. Mr Roman replied that, while normal administrative costs were accounted for, the additional costs incurred in appointing and laying off staff were not taken into account."

Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1953 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5043, Part I - Oil From Coal. R. I. 5044, Part II - Oil From Oil Shale. Identical in each report, the introduction summarizes research progress made in 1953 under the entire Synthetic Liquid Fuels program. THE INVESTIGATION was carried out in three stages, depending on the objectives of the work and the kind of equipment used. The first stage involved testing of 11 representative Alabama coals, the source of which is given in table 1. The objective was to find whether these coals could be gasified raw by the Lurgi method, and the equipment used was a 4-inch batch generator (to be described later). This generator proved too small and difficult to control to provide adequate amounts of products under continuous operating conditions for testing. For the second stage, a 6-inch batch generator was used, which was provided with facilities for superheating the steam-oxygen mixture and for synthesizing additional methane from the residual carbon monoxide and hydrogen in the primary Lurgi gas. Selected Alabama coals, Pittsburgh-bed coal from West Virginia, "Disco," and anthracite were used. For the third stage of the work, a continuous generator of 1 square foot grate area, following closely the design of the industrial generators operated in Germany, was provided. This generator was designed by 0. Hubmann, engineer for the Lurgi company, and was expected to give results closely simulating industrial-scale apparatus. The purpose of this equipment was to test prepared materials shown to operate smoothly in the 6-inch generator under conditions approximating as nearly as possible those prevailing in industrial practice. Work of the first stage showed that Alabama coals could not be used in the Lurgi process without first destroying the coking power.

"The objective of this research is to develop and apply computer models to evaluate the potential lightning impacts on underground coal-mining. These models can then be utilised to assist in the design of effective controls. This project will provide a significantly improved level of knowledge and control over current lightning abatement techniques. The findings may also be applied to open cut and coal preparation situations. Computer modelling identified that by isolating cased boreholes from underground conductive media such as roof mesh, and placing spacings between roof mesh the risk of an ignition can be reduced by more than a factor of ten. These controls should be applied in conjunction with minimising the potential for a flammable atmosphere to exist underground and ensuring that there is no transmission medium for the lightning to reach the atmosphere. INTRODUCTION The objective of this research was to develop and apply computer models to evaluate the potential lightning impacts on underground coal-mining. These models could then be utilised to assist in the design of effective controls. If successful this project would provide a significantly improved level of knowledge and control over current lightning abatement techniques. The direct potential for harm from lightning has long been recognised for the surface facilities of coal mines. However recent events at Blakefield South in NSW on January 5 2011 (DTI, 2011) and at Sago mine in the USA in 2006 (MSHA, 2007) have suggested that there is potential for lightning to cause significant damage to the underground workings of a coal mine. A very detailed analysis carried out by as part of the MSHA investigation into the SAGO disaster by Sandia Laboratories identified at least ten other incidents over the past thirteen years where lightning had probably caused the ignition of a sealed goaf area of a mine (SANDIA, 2011). In addition there is a long history of lightning related incidents in South African coal mines (Geldenhuys, 1985). Fortunately in those cases no lives were lost. The event at Blakefield South has suggested that there may be the potential for ignition to occur in an active longwall goaf. The potential for a lightning strike to ignite a flammable atmosphere in an underground coal mine has been demonstrated from the past experience both here and overseas. It requires three things: • Lightning • A mechanism to convey the lightning underground to the flammable atmosphere • A flammable atmosphere."

Jetcrete Australia Pty Ltd, shotcrete contractor took the initiative in 2008 to discontinue the use of ‘road registerable’ concrete trucks for all underground works in Australia and internationally.The rationale for this decision was basic, safety. Historically these vehicles have been and still are involved in far too many accidents; this obvious trend needs to be addressed by engineering out the root cause of the problem which in this case is suitability for purpose.Road registerable concrete trucks have been widely used for the delivery of concrete in Australian mines for many years prior to and after the inception of wet shotcrete as ‘in cycle’ ground support in underground excavations around 1992. With this inception came a wide interest in the shotcrete process and an influx of new shotcrete contractors, all using road registerable concrete trucks to deliver the large volumes of Shotcrete required for these services and in turn largely increasing the use of these vehicles underground. The road registerable concrete trucks were difficult to control and each trip underground required the operators to maintain good management of the inherent risks. We virtually had no reasonable alternative for the industry and could only encourage the operators to drive with soft controls such as, reducing overall speed to a maximum of 15 km per hour when declining, regardless of the road conditions, coming to a complete halt prior to turning into any sharp corners, remaining in the same gear both inclining and declining.
