This paper reviews the history of modern iron-control processes in hydrometallurgy. Attention is paid to processes developed in the electrolytic zinc industry for removal of iron from zinc sulfate leach liquors and the problems faced by the industry in the safe disposal of the iron residues produced by these processes. Past lessons learned are projected onto current efforts to develop hydrometallurgical processes for treatment of copper sulfide concentrates. It is argued that any attempt to create a \u201chydrometallurgical copper smelter\u201d will fail, unless methods are developed that can recover iron in a form that can be directly used by the steel or pigment industries.

"FIRST OF ALL I should like to express to the members my sincere thanks for having had the privilege of serving them as President during the year now ending, to the Council for their guidance, and to the Secretary-Treasurer for his untiring efforts on both the Society's and my behalf during my year of office.During the .past five years the Canadian •Coal picture has changed considerably. In the West, production has been almost halved and many mines have been closed, due to the development and expansion of oil and natural gas industries, which, with some imported residual oil -on the Pacific coast -have provided competition which has been impossible to meet. The two major railway companies have embarked on an oil-burning and dieselization .programme and with this has .been lost one of the largest available markets for coal. Natural gas pipe-line installations still further threaten the remaining outlets for Western coal.In the East, retention of markets has also been a •problem, due to the intense competition provided by imported American •coal and the importation of residual oil.Because of cost it is impossible for central industrial Canada to be supplied with .coal from the Maritimes and markets are, therefore, restricted to fringe areas in Ontario and Quebec, and the Maritime Provinces.The dieselization programme of the Canadian National Rail ways has meant the loss of a large market for Nova Scotian coal and it is fair to assume that within a comparatively short time the market will be completely lost."

Companhia Paraibuna de Metais (CPM) is presently pursuing a zinc production expansion project. Besides increasing production, the goal of the project is to address existing problems while providing a platform for a proposed twofold increase in production in 2003/2004. Therefore, the current expansion strategy was formulated to address present and future requirements. Computer simulation modeling and full scale plant testing are being used to generate data to optimize the operating conditions and to perform a sensitivity analysis. The initial phase of the project, which will boost CPM's capacity to 86,000 t/y of marketable zinc, is to be completed in September 2000.

The U.S. produces about 34 percent of the world's aluminum yet must import 90 percent of the raw materials needed. There are abundant resources of aluminum-bearing minerals such as clay, anorthosite, alunite, shale, and dawsonite, but none of the numerous processes proposed for recovering alumina from them has yet proved economically competitive with the Bayer process using imported bauxite. To help develop an economically viable process for utilizing these resources, the Bureau of Mines is testing on a common basis several proudsing processing techniques. New improvements and approaches developed by industry and the Government are being evaluated on a mall scale to obtain enough information on which to form a judgment regarding the best processes for commercial adoption. A continuous miniplant having a feed rate of about 70 pounds per hour is being operated now to investigate the nitric acid process for recovering alumina from clay. Parts of this plant will be used subsequently for work on other processes for recovering alumina from clay, anorthosite, alunite, and dawsonite. Initial results of the operation and plans for the overall project will be discussed.

Miners work in dangerous terrain, around the clock, with heavy equipment. Is there room for improvement in safety and standardization in the mining industry? Recent history would suggest there is a need for action. At a 2011 Spring Thaw conference in Denver CO, one speaker commented, ?We are having a number of incidents with workers getting ?pulled? into rollers or ?trapped? at transfer points when trying to manually clean (it) while the conveyor is still in motion.? It?s a troubling thought. These actions are specifically prohibited under U.S. Mine Safety and Health Administration (MSHA) regulation 57.14202. Another official from MSHA earlier this year indicated with today?s technology and policies presently in place, ?we should not be repeating the same incidents and violations year after year as we currently do.? But we are doing exactly that.

In 1997 a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded (i) that Canadian industry and NRCan should fund a small secretariat in Ottawa to support technology transfer in Canada and (ii) that it was important for industry to continue the momentum of MEND on an international scale. The need for INAP (International Network for Acid Prevention) was strongly endorsed by company, university, consultant and government experts from Australia, Canada and the U.S. who were convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP's members to promote the dissemination of successful practices, the identification of knowledge gaps and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry based initiative to globally coordinate research and development in the management of sulfide mine waste. Significant improvements in the management of sulfidic mine materials through knowledge sharing, research and development of technology by INAP will reduce liability associated with acid drainage. This paper will explore the international efforts and activities of INAP.

"The Beal Mountain mine near Anaconda, Montana, is an interesting case history of a mine that has continued operations despite several large pit wall failures over a period of approximately 10 years. The largest event involved some 3.9 million tons of rock that has moved steadily at a rate of about 0.05 ft/day since 1992. This paper documents the geotechnical instrumentation and monitoring programs implemented at Beal to provide the company with a comfortable baseline that supported ongoing operations. The success and failure of a variety of stabilization measures will be discussed, along with typical instrumentation responses for several significant events. The success of Beal Mountain serves as a good model for mines faced with serious geotechnical challenges."

Overloaded blastholes and insufficient stemming are major factors in flyrock accidents at surface metal and non-metal mines, Accurate measurement of blasthole depth, stemming height, and water depth would reduce the overload and the probability of blow-out, flyrock, excessive ground vibration, and airblast. Problems result because current measuring systems are inaccurate and often difficult to used A literature survey determined measurement techniques and blasting parameters prior to 1970. Similar data were gathered for current practices in 11 iron mines, 30 copper mines, and 92 quarries. Most operations used a cloth tape to measure borehole depth and stemming height; approximately 10% of the operations had dry blastholes. Alternate measurement techniques were evaluated and discussed. Candidate measuring techniques with best potential for improvement over the present weighted tape method are disposable tapes or string chains, automated readout tapes, modified sludge level indicators and acoustic resonance methods.

It is possible that Airborne Induced Polarization, one of the stillelusive systems, will make its debut in the next few years. In this sense, the paper point out are the most recent and important improvements in geophysical technologies for mineral exploration. Airborne techniques are followed by the systems used on the ground and in boreholes. New equipment and data processing and modeling software are referred to. Brief remarks are made about developments that can be expected in the years to come, these will be mainly focussing on deep search in rugged and conductive terrains. "

The U.S. Bureau of Mines has tested cyanide leaching for recovery of palladium (Pd) from spent petroleum processing catalysts. Three different catalyst samples were supplied by a spent-catalyst processor. These catalysts consisted of a zeolite base and contained 0.4 to 0.7 pct Pd. During alkaline cyanide leaching, the catalysts exhibited ion-exchange properties due to their zeolite matrices. Hydrogen ions were released from the zeolite in exchange for sodium ions in solution, resulting in a significant decrease in solution pH. This could present a safety hazard because of the potential for release of toxic hydrogen cyanide gas. A pretreatment .step where the catalysts were contacted with a 1.0M sodium hydroxide solution was found to prevent the pH shift from occurring. Following the sodium hydroxide pretreatment, two stages of leaching at 160 °C with solution containing 1 pct sodium cyanide and 0.1M sodium hydroxide gave at least 75 and up to 95 pct Pd recovery. The Pd was quantitatively recovered from the leach solution by thermal decomposition in an autoclave at 250 °C for 1 h. The Pd content of the precipitate was over 50 pct. Thermal decomposition also decreased the total cyanide content of the barren solution to less than 0.2 mg/L. The catalyst leach residues passed the Federal Toxicity Characteristic Leaching Procedure and the California Waste Extraction Test, indicating that landfill disposal of the leach residues would be acceptable.

Many, if not most, of today's pollution liability claims are related to events ("occurrences") that happened in the past. This fact creates an opportunity to obtain a large amount of insurance coverage at essentially no cost. Furthermore, in many cases, this insurance coverage is readily available. Scenario #1 For some 15 years, an underground gas tank has had a slow leak. The leak has now been discovered because the gas has contaminated nearby wells. As a result, an expensive $1 million cleanup is required. In addition, a liability suit has been filed for damages due to the contamination of nearby wells. Consequently, legal expenses are being incurred. Are all of these actual and potential costs insured? Obviously, if you have a pollution liability policy in place, the above costs will probably be insured. I say probably because business liability policies are not uniform. But, what if you don't have a pollution liability policy and what if your current general liability policy excludes all pollution liability (as most of them do today)? Under these circumstances, it first appears there is no insurance for this $1 million cleanup and liability suit. But this is probably not the case. You may well have insurance coverage, and you may well have much more insurance coverage than you ever expected. And, the insurance that I'm referring to is already in place. You simply need to find it and learn how to use this insurance - I'm referring to your old policies. In many cases, old liability insurance policies provide coverage for claims made today, because these policies were written on an "occurrence" basis of coverage. In fact, most still are written this way. This means that the insurance policy covers bodily injury or property damage liabilities (as defined in the policy) arising out of' "occurrences" or accidents that happen during the policy period regardless of' when the claim for damages is made. Therefore, for insurance purposes, the key question is: when did the "occurrence" take place? If someone falls and breaks a leg, that is clearly an "occurrence." The broken leg occurrence is, therefore, insured by the liability policy that was in existence at the time of the fall - regardless of when the claim or suit is filed, if ever. However, the answer to this question is seldom an easy one when you are looking at a pollution claim. In our scenario, the tank had a slow leak over 15 years, but property damage was not discovered until now. The question of when the "occurrence" (as defined in the insurance policy) took place has been litigated and continues to be litigated in many courts across the country. But, most often the answer has been that, for insurance purposes, the "occurrence" is the entire period that the tank was leaking (15 years), even though the contamination to the water was not discovered until 1987. This means that the person or company that is insured can potentially use all of its general liability policies (if they are "occurrence" policies, and most were), which were purchased during the 15 years from 1972 until 1987. And, these policies will potentially insure all of the claims and related exposures that arise out of this leaky underground gas tank. Scenario #2 In our first scenario, the claims and expenses were insured by past general liability policies because the claims arose out of events in the past, which, in turn, caused damage. Let's look at another example. In this scenario, Company XYZ has received a request to help clean up a landfill site because 10 years ago, XYZ dumped some toxic substances at the site, which was totally legal at the time. XYZ has not dumped anything at the site since this time. Nevertheless, XYZ is now being required to contribute $2 million to the cleanup of this site. In this scenario, if you had purchased "occurrence" general liability policies 10 years ago, these 1977 policies would (potentially) apply to the current $2 million cleanup claim. And, the reason is that the "occurrence" leading to the 1987 claim took place in 1977.

MANY excellent papers, descriptive of the milling and smelting of every kind of commercial ores, the refining of virgin metals, the casting into various shapes demanded by the trade, the rolling into shapes best suited to the factory machinery and the making of composition alloys to suit every requirement have been issued by the many technical societies dealing with non-ferrous metals. It is a wonderful collection of papers, of which the mining and metallurgical engineers may well be proud, but strange as it may seem, metallurgists in general appear to take the stand that when they have delivered suitable alloys to the foundry and rolled products to the factory their duty to write papers has ceased, at least in so far as the A. I. M. E. is concerned. Still we read in the daily papers that the mining companies are absorbing metal-manufacturing industries. The purpose of this paper is to describe the reclaiming of non-ferrous scrap metals at manufacturing plants, taking as an example the automobile industry.

This paper describes how Brisbane-based PanAust Limited develops process control strategies that are implemented at all operations and are used in functional descriptions for plant upgrades and new projects.The process control strategies are determined by operating management philosophies designed to maximise returns from the company’s assets.The approach is endorsed in the project planning and design phases to ensure facilities and equipment that form the major production assets are fit for purpose and capable of enabling the production managers and operators of the projects to maximise shareholder returns.PanAust’s process control approach has been to develop sets of process control standards which focus on two key areas. The first area covers hardware requirements and architecture, software objectives, control models and individual loop tuning methods. The second area defines control room layout, graphic standards and the alarm philosophy. The application of these standards in a new plant or upgrade decreases the time required to achieve design capacity and optimal performance.The PanAust process control strategy changes the operator’s role from one that controls a number of individual loops to one that sets the control objectives of the processing plant. To achieve optimal performance, all the process areas of the plant are analysed to identify opportunities to improve throughput, recovery and stability. Once a key opportunity is identified, a process control strategy is developed which defines the objective of the control, its functionality and how an operator will interact with it. After development of the control model the operators assist engineers to test and debug it. Over the past 30 years, the authors have encountered numerous projects where recognizing the geology, soil properties and groundwater conditions, and considering alternative construction techniques have promoted efficient and cost-saving construction. The construction documents for these projects, produced by various engineering firms, provided basic information on geotechnical conditions. The authors became involved in each project either because there was a problem during design or construction or, as a contractor, won the project because they saw a value engineering opportunity to take advantage of the geologic setting of the project to design and build alternatives to what the designer depicted. Understanding the geologic setting is critical before planning and designing begins. Being able to work with the geology and the materials on site is preferred before specifying more costly and complex solutions, which often require the importing of materials and adherence to unnecessary and/or inappropriate specifications. Failing to understand the geology or not knowing all the techniques available for construction can lead designers to develop solutions that could be inappropriate. This paper presents several examples of value engineering and project performance enhancements developed through knowledge of basic soil mechanics and implementing innovative solutions. History and Background Most people attend DFI meetings, present their experiences, listen to others, and read articles and papers with the hope they can learn from others. Geotechnical engineers and contractors often interface with others in the execution of projects who have, at best, a rudimentary knowledge of geology and soil mechanics. Of course, there is a need for architects, bankers, and regulators, etc., but they typically do not have much interest in the nuances of geotechnical engineering, which relies on both art and science. Thus, significant time is spent educating counterparts in the need for comprehensive subsurface investigation programs and the intricacies of construction in the “dirt,” as they typically refer to soil and rock.

BENEFICIATION of iron-bearing formations is one of the major problems of research at the Michigan College of Mining arid Technology. Funds for this purpose hate been supplied by the State of Michigan supplemented by contributions of labor and some supplies from the Federal Government during the depression. The iron-mining companies have cooperated in securing samples and have also furnished much valuable information relative to the various formations.

The use of the Bond Work Index to size industrial grinding equipment is well known. Its use to measure grinding efficiency was presented by C.A. Rowland, Jr. at an AIME meeting in 1976. However, due to a bureaucratic error, the paper was never submitted for publication. This metric has nevertheless been adopted by industry as a widely used standard. The purpose of this paper is to re-present and update the application of this tool as a standard for measuring grinding circuit efficiency. It is well known that during the first 15 or 20 years the hardy colonists and un-tfortunate convicts were close to starvation on several occasions and were only saved by the arrival of supply ships, which were dependent on the vagaries of wind and current, and the hazards of the uncharted seas they had to -navigate-.When Australia was little more than a miserable penal settlement, Great Britain was one of the great-powers of the world, and the U,.S.A. was an independent nation with a growing degree of prosperity that even then gave promise of its mighty awakening to become, as it has, a e.olossus of industry and commerce,-and the. leader in living standards of the world to-day.Australia, from such a shaky, and comparatively recent start, has risen to a position in which its living standards rank very high in comparison with those of most of the nations of Europe and America. Exact com-parisons are hard to fix because of the wide variety of factors involved .but the Institute of Pab?Lic Affairs .(Victoria) places Australia fifthin the world, excelled only by the U.S.A., Canada, Sweden and Switzerland. The next best after Australia are the United Kingdom, West Germany and France.How we achieved such a high standard of living is a vast subject for study but some of the economic aspects of our climb from abject poverty to a position of near affluence can readily be identified.
