This paper discusses the basic requirements covering the area between the initial discovery of a deposit and a decision as to whether or not the deposit will support an economically sound mining venture. The procedure for gaining the necessary information and the sequence of steps is in .some respects parallel to gaining like information on deposits other than the sand type. For the sake of simplicity the stages and sequence are presented as follow: first, the initial reconnaissance drilling; second, the exploration drilling to permit initial ore body estimates; third, metallurgical testing; fourth, the estimate of plant and operating costs; and last, the economic balance. The objective of the reconnaissance drilling is to collect sufficient information to reach a decision as to the advisability of further exploration or the abandonment of the area. This initial phase will comprise, in addition to some drilling, a thorough reconnaissance of the area, a study of the best geological and topographic maps of the region, and a study of any literature available, all under the guidance of a geologist.

"Stillwater Mining commenced mining operations at Nye, Montana in 1987 for the recovery of platinum and palladium. Exploration identified that the J-M Reef extended for 43 km. In 1998 Stillwater Mining made the decision to develop the East Boulder mine complex, located approximately 13 miles from the Stillwater mine complex at Nye, to increase production. This paper describes the design, construction, and start-up of the East Boulder process plant.INTRODUCTIONStillwater Mining Company have been producing Platinum and Palladium from their Nye, Montana operations since 1987. The mine production from Nye had been increased in stages with mine production being delivered through several portals and one vertical shaft.The deposit is narrow veined which prevents the application of bulk mining methods and thus limits the production capabilities.In order to increase the production of platinum (Pt) and palladium (Pd) Stillwater made the decision to access the ore from the J-M Reef from the East Boulder site. The East Boulder mine site is located about 21 km (13 miles) from Nye, however as shown in Figure 1, the travel distance is closer to 188 km (114 miles). Distance, on strike, and space availability at Nye precluded the expansion of the Nye concentrator to handle the increased mining rate and supported the decision to install a new concentrator at East Boulder."

A President, soon after he is appointed, sees looming ahead of him the Presidential Address; and in something approaching despair wonders what he can possibly talk about which might hold the interest of his audience. After various casts about, it occurred to me that perhaps prospecting, and more particularly prospecting in Australia, might provide a subject. This is because, 'in the first place, 'prospecting is passing from the stage of chance surface discovery to that of systematic search applying scientific methods to theproblems involved, and in the second, it is the section of the industry with which I have been concerned through much of my: working life. As it makes an address of this sort more interesting if it includes specific reference to actual experience, I hope you will bear with me in such references to actual prospecting as I may use to illustrate the argument. Prospecting has always carried the glamour of sudden wealth. The picture of the prospector engaged, perhaps for years, in fruitless search suddenly coming on riches beyondhis hopes is, deeply etched in the Australian imagination. In few other places has the fervour of prospecting run higher than it did in Victoria in the generation beginning little more than a century ago following the discovery of gold.People arrived from overseas in great numbers. Most of them proceeded to: the goldfields. They moved in thousands from new find to new find. In 'so doing' they determined much of the course of the State's development. The experience of prospectors led them to formulate all sorts of theories little impeded by awkward facts, to account for the apparently unpredictable occurrence of gold.The ideas which men followed, occasionally to success, and which they were prepared to back with all they had were strange and, various, many stories are told of them.

"The Property of Rix Athabasca Uranium Mines Limited is in the Beaverlodge area of northwestern Saskatchewan. The mine is 7 miles by road north from the Lake Athabasca port of Bushell which is 250 miles north by aircraft or boat from railhead at Waterways, Alberta.The Rix property is a portion of the former DD 1 concession, obtained in 1949 from the government of Saskatchewan when private prospecting for uranium became permissible. The concession was prospected in detail during the 1950 and 1951 field seasons and a great many radioactive show-ings were discovered. Development and drilling were concentrated in two and later three of these areas, and by late 1952 enough ore had been indicated in the Leonard series and ""Smitty"" zone to justify underground development by adit-drift and shaft respectively.Four hundred feet of drift development on the Leonard No. 1 vein and the sinking of a two-level vertical shaft with related lateral development on the Smitty zone were completed in 1953. In April 1954 the Smitty section was placed in production at a rate averaging 100 tons per day, thereupon becoming the first privately owned post-war uranium producer in Canada. The ore is shipped for processing 12 miles by truck to the mill of Eldorado Mining and Refining Limited.Until recently all of the Company's production was drawn from the Smitty orebody. In April, 1955, ore production commenced from the faulted west extension of the Smitty structure, known as the Rix 62 zone, and from the Leonard No. 1 vein.The Smitty orebody (see Figure 2) is an intensely brecciated lenticular zone bordering both sides of the Smitty fault. The breccia areas are irregularly mineralized with pitchblende, very sparse galena, and pyrite in a gangue of feldspar, chlorite, calcite, and silica, all thoroughly soaked with fine-grained hematite to produce the locally-called ""red alteration"".Tenor of the ore currently being mined is classified information. The average grade estimated, prior to production, was 0.20 per cent (4.0 lbs.) U308 per ton."

The Bismark Mine is located in northern Chihuahua, Mexico, 150 km (95 miles) southwest of Ciudad Juarez (Fig.1). The ore deposit was discovered in 1979 and was placed in production in 1992. The production rate is about 2.4 kt/d (2650 stpd) from an ore reserve of 8.5 Mt (9.3 million st). Grades currently average about 8% zinc, 0.5% lead, 0.2% copper and 50 g/t (1.46 oz/st) silver. Substantial inflows of water into the underground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark is a joint venture with 90% participation by Minas Penoles, SA de CR of Mexico City and 10% participation by Promociones Industriales Banamex, S A de C V (PIB S A) of Mexico City. Anew company, Minera Bismark, SA de CV was formed to operate the property. Cyprus Minerals was a 40% participant in the joint venture but, in early 1993, sold its share to Minas Penoles. The Bismark Mine is one of the largest new underground mining projects built in Mexico during the last 10 years. It is the country's fifth largest underground metal mine and provides about 1 % of the world's zinc supply at about 50 t/a (55,000 stpy). Bismark is a trackless operation with overall productivities of 7.6 t/manshift (8.4 st/manshift). The 2.4-kt/d (2650-stpd) concentrator started up in March 1992.

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

Introduction and Objective of This Paper Computerized open pit mine models* are more and more used today for feasi¬bility studies as well as for long range mine planning. In fact, using these models is becoming an enforced practice due to various reasons. One main reason is its capacity to evaluate several designs in a fraction of time required by manual effort. Another reason is the necessity to evaluate several. pit designs due to ever decreasing grade of the orebody and increasing financial risk due to smaller profitability margin. In spite of today's accepted use of computer models, very little guidelines are available which the average practitioner can follow either to choose or to build the type of model best suited for his need. Consequently, the objectives of this paper are: 1. To review the current state of the art in the computerized open pit mine models. 2. To provide some suggestions for model selection. 3. To share our experiences in developing a model for a highly irregular copper ore deposit (see Appendix).

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Martabe gold mine is Indonesia’s largest precious metals-only producer and is also one of few significant hard rock mine developments in the past 15 years. Martabe is located on the west coast of the island of Sumatra in the North Sumatra province. The mine commenced operation in mid-2012, producing over 280 koz of gold and 1.5 Moz of silver in its first full year of production.Martabe consists of a cluster of six currently identified high-sulfidation epithermal deposits. The deposits lie in a north–south corridor with an approximately 8 km strike length and 1.5 km width. The total Measured, Indicated and Inferred Mineral Resource Estimate of the deposits is currently 8.2 Moz of gold and over 75 Moz of silver.The exploration program at Martabe has added more than 2 Moz of gold and 15 Moz of silver to the Mineral Resource estimates (Measured, Indicated and Inferred categories) since G-Resources acquired the project in 2009. This has been achieved at an average cost of US$17 in exploration expenditure per ounce of resource added, which includes helicopter-supported drilling programs in rugged forest terrain.The factors that led to this exploration success at Martabe include: in the first instance and most importantly, recognition of the geological potential of the mineralised system continually updating and improving ‘orebody knowledge’ and applying new ideas to the exploration program ongoing engagement and consultation by world professionals with geological expertise in similar systems ongoing executive management support for the program the high quality of work completed by previous owners a strong focus on quality control, staff development and operational safety, with the JORC Code (in particular Table 1 of the Code) as the underlying basis for quality control continual and positive engagement with government, community and other external stakeholders.This paper will discuss in detail the first of these two factors. "This paper describes the application of a motor-driven flywheel unit, known as a peak shaver, to compensate for the cyclic load fluctuations of a large electric dragline installed at Pine Point Mines, near Great Slave Lake in the Northwest Territories. Of particular interest in this application is the fact that the power system supplying the dragline is a relatively small isolated system, with the major generating source approximately 170 miles from the mine.The cyclic load fluctuations of the dragline are theoretically capable of producing a maximum swing of up to 11 megawatts, which approaches nearly 50% of the installed generating capacity. To reduce these load fluctuations to acceptable limits various alternatives were considered, leading to a decision to install a peak shaver to optimize the operations of both the mine and the power system. Without the peak shaver, the dragline operations would be severely curtailed and additional diesel generation would have to be run at considerable expense, otherwise the power system frequency fluctuations would be totally unacceptable. With the peak shaver, power and frequency fluctuations are kept within tolerable limits, and optimum economic operation of the diesel generation is obtained.The paper outlines the steps leading to the selection of the peak shaver as the compensating device, describes the equipment installed and gives details of operating experience with the dragline/peak shaver combination since installation early in 1979. This .peak shaver is the first of its kind in North America, the only other peak shaver installation being in Australia.IntroductionPine Point Mines Limited owns zinc-lead mining and milling operations located at Pine Point, Northwest Territories, 5 miles south of Great Slave Lake (Fig. I). The company is staffed and managed by Cominco Ltd., which has a 69% interest in Pine Point Mines.Mining activity in the Pine Point area was first recorded in 1898, when the Yukon gold rush was on, but when the zinc/lead showings in the Pine Point area did not yield much in the way of gold, interest in the area soon waned. Cominco Ltd. first acquired some claims in the Pine Point area in 1928, but interest was sporadic until the early 1950s, when extensive exploration indicated rich pockets of zinc/lead ore near the surface. Pine Point Mines Limited was formed in 1951, with Cominco acquiring a majority interest in the company."

Sodium carbonate, Na2CO3, more commonly known as soda ash, is the most important of the alkalies. Sulfuric acid is the only heavy chemical, Soda ash enters the market either as the natural product or as a manufactured derivative of common salt. Notwithstanding their common occurrence in closed basins of the Western States, natural sodas are produced at present by only four firms, all in the same California area, and satisfy only 4 percent of domestic demand for soda ash; soda ash made from salt supplies 96 percent of the requirements. The impossibility in wartime of routing all westbound American shipping through the Panama Cami.l has curtailed Pacific Coast receipts of soda ash and-increased the importance of local resources of natural carbonates. One of the most promising of ·these is the recently discovered trona (sodium sesquicarbonate)· deposit 2o·mnes· west of Green River, Wyo. Reserves are likely to run into hundreds ·of million·s of tons, and the deposit probably could be worked by the room-and~pillar· system of mining, like common salt or coal. • • Raw materials ·ne·cessary for manufacturing synthetic soda ash occur closely associated in m·afiy parts· bf the United 8tates. Almost unlimited resources of salt in brines and in rock-salt depbsits are located near limestone quarries in many areas. Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. An exhaustive program of geologic studies and mapping has been conducted by the Geological Survey in the Iron River district of Michigan since May 1943. Means of contributing to the success of these studies were sought by the Bureau of Mines, and eventually a program involving geophysical studies and core-drilling was undertaken in the area. All of the work was done either to develop data that would contribute directly to geologic studies or to investigate geophysical methods that might be used as a primary means for the discovery of minable iron ore.

INTRODUCTION In the second quarter of 1979, Rapid Mining Co., Inc. ("Rapid") inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ("Dry Creek") acquire the outstanding shares of the Dry Creek Coal Company ("Dry Creek") in West Virginia. Prior to approaching CNB, Rapid had sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by Rapid is shown in Table 1 compared with the actual terms on which the transaction closed. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fund of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institutions providing much of the financing. Beginning with the terms requested by Rapid and ending with the terms that closed the transaction, this article briefly describes the process we went through with Rapid Mining. The Seller and Buyer The Dry Creek Coal Company was established in 1961, after its owner acquired the coal leases from Republic Steel. Republic has mined the primary coal seam from 1948-1961. Dry Creek was owned as a subchapter S corporation (i.e., for federal income tax purposes, income is taxed at the shareholder level) and had been run on a low key basis. Since the company had virtually no debt and limited cash needs, the owner produced primarily when rail cars were available and income was required. Output was therefore erratic as is shown in the top of Table II, but the result was a profitable little company with an attractive free cash position. Because the owner wished to retire and enjoy his wealth in a more readily spendable form, he had put the mine, with stated recoverable reserves of approximately 13 million tons, up for sale. In contrast, Rapid Coal's investors consisted of a number of investors of disparate financial situations. They had agreed upon a primary objective of income maximization and planned an annual production rate of 120,000 TPA which they and the current owner believed realizable. The Formulation of a Financing Structure Figure 1 presents a simplified overview of the sequence of steps taken in the financing process which lasted approximately three months from start to finish. Since banks see many requests for funding and considerble time is required to follow up on each, an important step was determining, after a brief review of the materials provided to us, whether the basic "eonomic entity" was viable. In this case, the size and quality of the reserves, the inherent operating cost characteristics, the sales arrangements, the management/labor situation and Rapid's principles all appeared to be sound enough to warrant investing the time necessary to do a thorough analysis of the project. Once this decision was made, the evaluation and analytic process shown in Figure 2 was initiated. The first and most fundamental concern of any banker is whether the loan will be paid back as scheduled from the cash flow generated by the project. The amount of debt relative to the owner's equity is of course crucial in such a determination. In January 1948 , the Secretary of the Interior directed that a study be made of energy resources and requirements that would provide a basis for continuing appraisal of the adequacy of the Department's programs in the energy field . That this instruction was timely has been demonstrated by the increasing interest being evidenced by Congress , industry , labor , and the public in the future of the energy segment of our national economy . Several studies of individual energy sectors have appeared . Various legislative proposals have been made in Congress for obtaining more information on this subject . Substantial interest in energy projections is not , of course , a recent innovation . Energy availability and consumption are strategic factors in peacetime prosperity and growth and in our national defense as well . The past generation's literature of earnest public discussion and of legislative consideration of matters involving energy projections is very extensive . This is an exploratory study produced in the Program Staff of the Office of the Secretary of the Interior in the first half of 1949 and revised recently to take account of certain of the preliminary energy data from the 1947 Census of Manufactures and critical comments . It is offered at this time solely as a technical contribution in economic research technique . As the Bureau of Mines has recently undertaken to revise this preliminary study , critical and other comments are invited .

Over the last four years, an international initiative, championed by Vehicle Projects LLC, the Fuelcell Propulsion Institute and Natural Resources Canada, has been active in carrying out research projects to prove out the concept of applying fuelcell technology to underground mining vehicles. These have been carried out by a consortium consisting of mining companies, equipment manufacturers, technology developers, national laboratories and consultants, with the participation of Canadian and U.S. mine regulatory agencies. This clean technology, which produces only water and electricity, would allow several advantages to be obtained, in the health area (by eliminating diesel emissions and reducing noise generation), in lowering production costs (such as reducing ventilation required) and lowering green house gas emissions. This article outlines the results obtained in several key areas, such as the operation of fuelcells in underground conditions, risk issues related to underground and surface operation of hydrogen vehicles and hydrogen production and delivery systems, and the design and mining performance of the world?s first hydrogen mining vehicle, a mine production locomotive. The work to date on the fuelcell loader, designing the power plant and power transmission systems, operational requirements, and operating cost reductions, is also presented. There is also an evaluation of the overall mining applications and advantages this technology can bring to underground mining, including the facilitation of automation and tele-remote operation.

Orebodies constitute naturally occurring, commonly highly variable concentrations of minerals in the earth’s crust formed through varying and highly unpredictable processes. Orebody knowledge is a core foundation of a mining company’s asset base underpinning all decisions about Mineral Resource and Ore Reserves, future production, development and ultimately the profitability and competitiveness of a mining enterprise. The decision to invest in a mineral project is usually based upon a techno-economic evaluation of the project and having clear approval pathways to gain local community support and address social and environmental impacts. The main objective of the techno-economic evaluation is to determine the optimum development sequence for the particular orebody in question and to estimate the economic viability of the project and the future return on investment to its stakeholders, balancing the inherent value of the mineral in the ground against the costs of development and market pricing. With the exception of market-driven commodity prices, virtually all revenue and cost estimates fundamentally stem from the understanding and subsequent modelling of the orebody. A reliable estimate of the ore deposit grade and other geological value-drivers is the foundation upon which the business case for future mine development and operation is intricately dependent. Orebody knowledge is, therefore, the fundamental driver of the mineral project cycle, influencing the progression of studies and consequently, the resource company’s ability to declare Exploration Results, Mineral Resources or Ore Reserves which govern the source and cost of funding available to the project. Drilling provides a ‘vector’ to the true nature of the orebody and effectively buys time to manage the technical risk associated with the orebody. Despite its perceived high cost, in both time and money terms, drilling is the only available technology for acquiring the necessary orebody knowledge to support technical and economic studies and to minimise orebody-driven cash flow uncertainty and volatility. However, like all costs, pressure to minimise drilling budgets is ubiquitous across the minerals industry. Paired with inappropriate key performance indicators, drilling is often regarded as a cost to be minimised, rather than an investment to be optimised. Furthermore, as future deposits get deeper and more complex, the collection of orebody knowledge is increasingly on the critical path for project development. The increasing cost of data collection pertaining to these deposits increases the temptation to minimise orebody knowledge gathering at the cost of long-term value as the reduction or postponement of drilling results in greater orebody knowledge risk at all stages of the value chain. Indeed the true cost of the decision to drill less is rarely known until the mine is in operation, well after the mine project evaluation team has moved on. This paper aims to promote orebody knowledge as the fundamental source of endogenous project financial risk and, consequently, its critical importance in project financial evaluation. Furthermore, the report documents experimental research into the development of an econometric model for valuing orebody knowledge.
