At about 8:30 o'clock on the morning of March 8, 1924, an explosion occurred in the Castle Gate No. 2 Mine of the Utah Fuel Company, Castle Gate, Utah, and 171 men lost their lives. The explosion was caused by the ignition of a comparatively small body of gas and was propagated throughout the mine by fine coal dust which had accumulated on the roof and ribs of the mine and by coal dust made by the explosion itself. Castle Gate No. 2 Mine was one of the best kept mines in the state and it was believed not only by the officials of the Utah Fuel Company, but by all others connected with the coal industry of the state that this was one of the safest mines in the entire state. The state had not been visited by a catastrophe for over twenty years and it was a general belief that the mines were kept in such condition that a catastrophe was almost impossible. During the preceding twenty years new mining officials from other fields had entered the state and seeing that sprinkling as done in Utah was far more elaborate than in most other coal mining sections of the country, caused them to believe that they were keeping their mines in an absolutely safe condition. When coal -mines suffer no mishap during a period of twenty years the general attitude relative to safety may become somewhat lax, not only with the operating officials, but also with the State Inspection Department. However, there were some who were more keen to appreciate the hazards of Utah coal dust and who predicted that if Utah mines were kept only damp but not wet, some day the state would be shocked by the news of a dreadful disaster. In a paper prepared and read before the Salt Lake City Chapter of the American Institute of Mining and Metallurgical Engineers in 1924, Mr. D. Harrington stated: "The writer had his first mining work in Utah mines spending nearly ten years in Utah, starting just after the Scofield explosion in 1900. After having been absent from the state for about eight years upon returning and spending a few days in a few properties, there appeared then to be a definite relaxation as to precautionary methods especially against dust; some of the properties which in 1900 to 1910 would have stopped work if for any reason water was not available for sprinkling purposes, were in 1918 definitely dry in many places, and in some instances there was also definite relaxation as to shooting regulations, some properties with electric shooting systems were allowing firing of certain shots while the men were in the mine. The Utah coal. dusts are too inflammable and explosive to allow of taking any chances and unless up-to-date and carefully maintained, the Utah coal mining world will hear to its dismay, that the very excellent record of the past twenty-three years as to explosions has been shattered. Hence, possibly it was not altogether a complete surprise that such a disaster occurred in Utah, but it was a surprise to many that it occurred in one of the best kept mines in the state and it was that fact that led the coal mining men of Utah to believe that the state coal mining laws should be modified.

For the past several years, the Bureau of Mines has conducted laboratory and continuous process development work on weathered mica pegmatites and micaceous schist ores to determine the feasibility of recovering commercial-grade mica concentrates by flotation. The research has resulted in the development of two processes for flotadon of mica: an acid cationic method for recovery of coarse mica, and an alkaline anionic-cationic method for recovery of fine mica. The research indicated that the two processes may be effectively utilized separately or in combination for flotation of mica from weathered pegmatites and micaceous schists. Concentrates containing over 98 percent mica, with recoveries ranging from 77 to 92 percent, were obtained from the pegmatite ores. The micaceous schist ores yielded concentrates containing 95 to 98 percent mica, with recoveries ranging from 70 to 83 percent. Part 1 of this report summarizes the process development work and demonstrates the feasibility of producing commercial- grade mica concentrates. The report also includes details of commercial beneficiation and grinding of .mica.

"INTRODUCTION Of the phosphate rock deposits of the United States that are being exploited actively at present, the land-pebble area in Florida is the largest producer. In recent years the land-pebble district, in Polk and Hillsborough Counties, has produced about 80 per cent of the raw phosphate rock that has supplied the requirements of the several national industries based on this essential commodity.In the land-pebble deposits sizes finer than 16 to 22 mesh are below the commercial limit in phosphate content, and washing-plant practice has been directed to the recovery of the coarser material. Recently, more extensive control of the washery plan has resulted in the saving of additional amounts of phosphate, the loss of which had been considered unavoidable. However, strict requirements of the trade regarding the lowest acceptable grade of phosphate rock prevent the inclusion of more than a very small proportion of the low-grade phosphatic sands with the washery output of phosphate roe:. Further advances in practice resulting in larger recoveries of phosphate can only be effected by the application of processes that are based on other principles than merely a difference of particle size. Research is be conducted actively along these lines by the industry and by cooperating agencies.Flotation has been studied for several years by the International Agricultural Corporation and its allied company, the Phosphate Recovery Corporation. The presence in the Cripple Creek district, Colo., of irrespirable gas or gases, generally known to consist mainly of nitrogen and carbon dioxide, has been recognized by members of the mining industry in that region almost since underground mining was begun there; the occurrence, origin, and possible control of these gases have been discussed in several articles cited at various places in this report. Similar gases have also been studied in other metal-mining districts, as later discussed. In March, 1925, there were two fatalities from rock-strata gases in the shaft of the Index mine, near Cripple Creek. Two men repairing the bell or signal line preparatory to reopening the shaft were lowered into irrespirable gases and died. Their bodies were recovered by rescue crews from the United States Bureau of Mines and .the Portland mine, Victor, Colo. These crews found it necessary to use oxygen breathing apparatus. In October of the same year a miner was trapped on the 6 level of the Midget mine by an influx of gases that filled the shaft to a point above that where he was working. Oxygen breathing apparatus was again used by Bureau of Mines employees, who were in the vicinity, and the man was brought out in time to save his life. These two fatalities and one near fatality seemed to show that additional investigation of the gases and methods of control might be warranted. Accordingly, field and laboratory studies were begun by the authors of this report after a visit to the district by M. van Siclen, then engineer in charge, mining research division, Bureau of Mines, and after conferences with the Mine Owners' Association of Cripple Creek and with J. T. Joyce, metal-mine commissioner of the State of Colorado. The mine operators of the Cripple Creek district and the State mine commissioner's office gave whole-hearted cooperation in this work.

"More than a dozen AEM systems are currently being used in the routine exploration for massive sulphides. The systems differ from one another in minor respects, but fall into four main categories: rigid-coupled in-phase/quadrature systems; towed-bird, single-component systems; differential systems; and passive systems.Although field tests are important in demonstrating the performance characteristics of the AEM/airframe assembly (noise-levels, coupling effects, etc.), more meaningful evaluations can be made through physical or computer modelling. The latter approach has been used to compare the response of twelve AEM systems to both vertical and horizontal sheets, simulating a large orebody and a con-ductive overburden respectively. The effects of height changes are also studied.The results demonstrate that each AEM system has its own particular advantages and disadvantages. The relative importance of these is a matter for the geophysicist to judge, on the basis of specific geological and environ-mental information. Data currently available on AEM systems are adequate to permit an objective evaluation of the systems for a particular exploration program."

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

One of the major improvements in ore grinding economics in North America has been the introduction of autogenous grinding. The history of this has been well documented in previous AIME presentations and in the literature. Pickands Mather & Co. has been very active in the development of autogenous grinding since 1957. This early work led to the application of autogenous grinding to the Wabush Mines ore in 1965, with the installation of 6-24 ft. diameter by 8 ft. long - 1,750 HP mills. Development work recently completed in 1971 on another ore has led to the decision to install 5-36 ft. diameter by 15 ft. long - 12,000 HP mills when this project goes ahead. Between these two decisions lies a tremendous amount of research, development, and application of autogenous grinding to a variety of ores. The Pickands Mather Metallurgical and Research Laboratory in Hibbing, Minnesota has tested, in its pilot plant facility, ores from 9 different deposits. Some of these deposits have as much difference within their own ore types as there is between the various deposits. Therefore, it is safe to say that over 20 different ore types have been tested and flowsheets developed for commercial applications. Of the 9 projects, 3 are in operation. These are Wabush Mines in Labrador, Canada, (1) Savage River Mines in Tasmania, (2) and The Griffith Mine in Red Lake, Ontario, Canada. (3) Pilot plant work has encompassed over 300 individual tests. These tests were carried out in mills that were 5-1/2, 8, and 12 ft. in diameter. Grinding power requirements for the primary autogenous milling has varied from 2 to 30 KWH/Lt of crude ore.

Antitrust and competition laws are designed to protect the free markets and promote competition in order to assure a dynamic and efficient economy and to provide competitive prices for quality products and services. They apply to mergers and acquisitions as well as to joint ventures especially among competitor companies who possess market power and these include collaborations on research and development. If it is determined that these actions are likely to substantially prevent or lessen competition the courts might dissolve, stop, alternate them, etc. Two new factors affect this process today: The role of new technologies and the markets globalization. They both have a considerable effect on the way these laws are interpreted by the courts and on their eventual amendments in order to reflect the new reality. A new applied technology and the globalization separately or together may change the factors that determine how anticompetitive a merger or acquisition between competitors may be and may also serve as a basis for amending the antitrust and competition laws. In this paper, a short review of the recent mergers and acquisitions of various companies has been carried out along with an abridged analysis of the current antitrust and competition laws in USA, Canada and European Union in the view of their capacity to handle the new reality. Some related court decisions are also examined and several examples are given in order to illustrate the influence of new technologies and globalization in interpreting the existing laws and on their amendment possibilities.

The impact of the work of Herty "et al" on modern liquid steel technology can only be evaluated by first setting the stage as it existed in 1926. It is important to briefly review not only the steel making process and viewpoints regarding methods of refining, but also to describe the tools which were available for research at the time. One must recall that only 15 years before the beginning of this program, the open hearth production exceeded that of the Bessemer in the United States. Many open hearths were still operating on producer gas (a very inefficient fuel), although some plants were converting to the use of natural gas and very few to oil. Continuous rolling of wide strip started this year. The Faraday Society in England held a World Conference on Physical Chemistry in Steel Making in 1925 and the contributions to this work created considerable interest throughout the world and it appeared that physical chemistry might convert the art of steel making into a science. These papers, however, attempted to solve the problems through the use of the older physical chemical concepts such as Nernst's numbers, etc. and considerable data were missing. In 1923, Lewis and Randall had published their book Thermodynanzicsl and this was later to establish and standardize the steps which are now accepted for the calculation of physico-chemical equations. At the time this research work was started, there were no small high frequency induction furnaces. Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. "Excavation, the principal mining process, 'which hitherto has been based largely on the intuition and logic of mining men, is increasingly receiving the attention of engineers and scientists versed in rock mechanics. The paper intro-duce the principles of this science in simplified form, directed both to underground and open-pit mining. Reference is made to the large annual tonnage from ore and rock excavations, which in 1967 were responsible for 250 million tons of mineral production in Canada.The urge to transform excavation into a continuous instead of an interrupted process is discussed with references to the various types of energies employed or proposed in rock breakage or excavation. Due to the rapid decay of applied energy in the discontinuous and heterogeneous rock environment, large confined blasts proposed for in-situ mining do not give much expectation of success as yet. Raises and ventilating shafts are already bored in reasonably hard rock. Tunnelling machines will be used for drifting and cross-cutting in the future, but continuous mining machines of the cuttmg and shearing type are not 'around the corner' for stoping typical orebodies. On the other hand, bed mining, particularly of coal, has led the way in continuous mining, and Remotely Operated Long-wall Face (ROLF) experiments are progressing in an encouraging way. A voracious consumer of energy and grinding media, the modern ball milling circuit has a huge direct cost impact on a mineral processing operation. Through optimisation, grinding also has the potential to unlock great improvements in recovery and throughput, but how can the complex interactions between mills, classifiers, tonnage, ore-type and downstream recovery be measured, understood and managed in a systematic manner?Functional performance analysis provides the tools and insights needed to measure, understand and improve the two key process efficiencies in ball milling circuits: classification system efficiency (CSE) and mill grinding efficiency.CSE measures the composite performance of the classification system as a whole. In short, the purpose of the classification system is to ensure that grinding mill energy is used to grind coarse particles while minimising overgrinding. CSE is simple to measure in the plant and it provides immediate feedback to the plant metallurgist, mill superintendent and management about the performance of the classification system and the amount of wasted energy in the grinding plant.Mill grinding efficiency measures the capacity of the grinding mill to convert feed-sized material into product-sized material on a tonnes per kilowatt hour basis. It is normalised based upon the ore resistance to breakage, so it provides feedback about the ‘health’ of the milling process under varying operating conditions and ore types. Mill grinding efficiency is measured at the same time as CSE through circuit sampling.Functional performance analysis combines CSE and mill grinding efficiency to provide a measureable, manageable optimisation objective. It also provides a link to tonnage, ore type and recovery. This Bureau of Mines paper describes the methods and practices used at the Peck quarry of the Crab Orchard Stone Co., Inc., one of the leading producers of dimension stone in the Crossville, Tenn., area. The product is marketed under the registered trademark "Crab Orchard Stone". Another large producer of stone from the Crossville district sells its product under the registered trademark of "Tenn-Quartz". Both companies, and a number of other companies and individuals who quarry and process dimension stone from the same general geological formation, are members of the Quartzite Producers Association of Tennessee. The salable product is shipped throughout the country for use as architectural building stone. In 1959, 653,008 cubic feet of stone was produced in the Crossville area and was sold for $1,414,405. Terms and descriptions used in this report are those of the quarry and building trades. The offices, pitching sheds, wire saws, railroad siding, and storage areas of the Crab Orchard Stone Co., Inc., are on a side road 0.3 mile north from a point 2.2 miles east of Crossville, Tenn., on U.S. Highway 70. The quarry is on this same side road 2.0 miles south of Highway 70. Crossville is 62 miles west of Knoxville and 65 miles northeast of Chattanooga, Tenn.

The problem of removing hydrogen sulphide from natural gas has become within the last few years one of major importance to the natural gas and petroleum industry. Several gas fields in the United States produce natural gas containing hydrogen sulphide, and a number of oil fields produce gas which contains hydrogen sulphide. 3 The percentage of hydrogen sulphide in natural gas produced in these fields varies from a fraction of 1 per cent t6 as high as 20.5 per cent by volume. 4 Hydrogen sulphide is probably the most toxic gas associated with natural gas,5 and from the standpoint of health and safety it is important that the hydrogen sulphide be removed if the gas is to be used for domestic purposes. Hydrogen sulphide, besides being toxic and therefore a hazard to animal life, is under certain conditions an active corrosive agent and very destructive to equipment. 6 The annual loss caused by the corrosive action of hydrogen sulphide on equipment amounts to hundreds of thousands, perhaps millions, of dollars. 7 The largest percentage of natural gas produced in the United States comes from wells which also produce oil. This associated gas invariably carries with it light fractions of petroleum, which when separated from the gas, condense to the liquid form at ordinary temperatures and pressure. Commercial application is made of this natural condition, and "wet gas" is processed to obtain so-called natural gasoline by employing the principles of absorption, adsorption, or compression and subsequent expansion accompanied by cooling. A study of the crystalline materials on or near the surface of freshly made or "green" superphosphate granules and mature, "set" superphosphate granules was undertaken using X-ray diffraction, X-ray mapping, scanning electron microscopy and electron probe micro analysis techniques. Calcium sulphate (CaSO4), calcium sulphate hemihydrate (CaSO4 1/2H20), and mono calcium phosphate monohydrate (Ca(H2PO4)2H2O), were the only crystalline species present in the "green" superphosphate.In the set superphosphate however, additional compounds were present, namely complex iron and aluminium phosphates Ca(Fe,AI) H(HPO4hF2)2H2O, (Fe)3(H3O)H8 (PO4)6H2O and calcium sulphate dihydrate (CaSO4.2H2O).The complex phosphates tied up the major part of the Fe and Al in the system and were concentrated on or near the surface of the granule. An intimate mixture of CaSO4.2H2O, and CaSO4, along with the above mentioned complex Fe-AI compounds, crystallize close to the surface of the granule and cause the setting of superphosphate that takes place during storage.

The ores treated at the concentrating plant of the Mahoning Mining Co. at Rosiclare, Ill., come largely from the blanket replacement deposits of the northeastern part of Hardin County, Illinois, and consist of complex mixtures of galena, sphalerite and fluorspar in a gangue of quartz, limestone and sandstone. The several minerals are so intimately inter-grown that they are not liberated at the sizes usually treated by gravity concentration in the usual fluorspar plant. For this reason, an all-flotation method of concentration was developed in cooperation with the station of the U. S. Bureau of Mines at Rolla, Mo.1 This flotation separation made possible the commercial production of four coyentrates: (I) lead, (2) zinc, (3) acid-grade fluorspar and (4) metallurgical-grade Auorspar.2-3 Although fluorspar had been floated in Canada in 19214 and a plant at Rosiclare had been floating fluorspar since March 1929, fluorspar flotation was given considerable impetus by the Mahoning developments, since some features of the separation were quickly adopted by other fluorspar companies. The Bureau of Alines5 reports that in the 10 years preceding 1938 only 50,552 tons of fluorspar flotation concentrates were produced in the United States. The rise from this almost nominal figure to 153,750 tons (largely acid grade) in one year (1944)6 is indicative of the activity in fluorspar flotation occasioned by the war. The industry thus proved to be in a position to expand and keep up reasonably well with the requirements imposed upon it by such developments as occurred in high octane aviation gasoline alkylation, in the use of Freon as a refrigerant and as carrier in the Aerosol "bug bomb," and in the atomic bomb project as well as in the expansion of other activities requiring hydrofluoric acid; for example, the aluminum industry. Despite the fact that the greater portion of acid-grade fluorspar produced in the last few years went directly into war uses, the future of the acid-grade field still appears bright. As a result of the activity in fluorine chemistry during the war, it seems likely that in the relatively near future almost every phase of human endeavor will find some fluorine compound involved. The other three concentrates produced deserve some attention in these introductory remarks. The lead concentrates first produced contained both zinc and fluorspar but these did not interfere with their marketing. As will be pointed out later, the quality has steadily improved until today it is a relatively high-grade product. Although some zinc smelters accept concentrates containing limited quantities of fluorspar, it is a very objectionable impurity. Bureau of Mines at Rolla, Mo.1 This flotation separation made possible the commercial production of four coyentrates: (I) lead, (2) zinc, (3) acid-grade fluorspar and (4) metallurgical-grade Auorspar.2-3 Although fluorspar had been floated in Canada in 19214 and a plant at Rosiclare had been floating fluorspar since March 1929, fluorspar flotation was given considerable impetus by the Mahoning developments, since some features of the separation were quickly adopted by other fluorspar companies. The Bureau of Alines5 reports that in the 10 years preceding 1938 only 50,552 tons of fluorspar flotation concentrates were produced in the United States. The rise from this almost nominal figure to 153,750 tons (largely acid grade) in one year (1944)6 is indicative of the activity in fluorspar flotation occasioned by the war. The industry thus proved to be in a position to expand and keep up reasonably well with the requirements imposed upon it by such developments as occurred in high octane aviation gasoline alkylation, in the use of Freon as a refrigerant and as carrier in the Aerosol "bug bomb," and in the atomic bomb project as well as in the expansion of other activities requiring hydrofluoric acid; for example, the aluminum industry. Despite the fact that the greater portion of acid-grade fluorspar produced in the last few years went directly into war uses, the future of the acid-grade field still appears bright. As a result of the activity in fluorine chemistry during the war, it seems likely that in the relatively near future almost every phase of human endeavor will find some fluorine compound involved. The other three concentrates produced deserve some attention in these introductory remarks. The lead concentrates first produced contained both zinc and fluorspar but these did not interfere with their marketing. As will be pointed out later, the quality has steadily improved until today it is a relatively high-grade product. Although some zinc smelters accept concentrates containing limited quantities of fluorspar, it is a very objectionable impurity. "Abstract Tremie concrete for special geotechnical works needs special properties, especially during the casting process. Today’s execution standards for bored piles and diaphragm walls, EN 1536 and EN 1538, as well as the draft version of concrete standard EN 206, all comprise regulations for deep foundation concrete which have not been changed for decades. Considering the recent development in concrete technology at the same time and its actual state-of-the-art, it is essential to develop new normative specifications and specification requirements.GeneralTo allow the required integrity and quality after placing and hardening, concrete for structural elements like bored piles or diaphragm walls, used as foundations of high-rise buildings or as retaining structures for large and deep building pits, must have adequate workability and stability.In addition to requirements on mechanical properties and on durability, both of which have increased within the last decades, concrete must be suitable for being cast in deep or extremely deep excavations, see figure 1. Today’s specialist foundation engineering machinery makes it possible to drill or cut down to in excess of100 m depth. Concrete technology has developed and allows the use of high performance concrete for deep foundations. But is this capability represented by actual regulations?It has become very common for the industry to supply or use concrete with low water cement ratios, nevertheless highly flowable and set-retarded for several hours if needed. Very low water cement ratios allow design strength of 60 MPa or higher (Larisch, 2011), and a very low porosity which is required for a long service life in aggressive conditions, e.g. by chlorides.To achieve best performance, it is obvious that the concrete must completely fill the excavation and fully embed the reinforcement. As vibration of deep foundation concrete is (usually) not allowed and was anyway inefficient, deep foundation concrete must be designed to self-compact under hydrostatic pressure. Generally, it must be considered that after placement the concrete’s quality cannot be influenced anymore. Therefore, both the pouring procedure and the concrete quality must be adequate."
