To the Membership of the Institute Gentlemen: The Mineral Industry of Canada in 1948 The preliminary estimate issued by the Dominion Bureau of Statistics and tabulated in the Bulletin of January, 1949, indicated that the value of Canada's mineral production in 1948 reached an all-time high of $808,180,216, showing an increase of 25 per cent over the previous record of $644,696,007 established in the preceding year. The output value of metallics was increased by 22.4 per cent; of fuels, by 43.7 percent of other non-metallics, by 19 per 'cent; and of structural materials, by 16.8 per cent. The value of metals produced in 1948 at $483,770,759, was about $87,000,000 more than in the previous year. There were substantial increases in the tonnages of copper, lead zinc nickel, and other base metals produced, but the rises in market prices for such metals accounted for most of the gains in output values. Production of gold at 3,495,403 ounces valued at $122,339,105 indicated an increase in volume of approximately 500,000 ounces and an increase in value of 14 per cent. Despite the benefits provided under the Emergency Gold Mining Assistance Act 1948 the volume of gold produced in the year was still nearly 2,000,000 ounces less than the record of 5,300,000 ounces established in 1941. The value of mineral fuels produced in 1948, at $158,787,255, was 44 per cent above the 1947 total. Coal production at 18,431,250 tons valued at $107,298,757, while substantially higher than in the preceding year was still half a million tons below the record reached in 1942. Striking developments in the Leduc field in Alberta were responsible for bringing the output of crude petroleum in the year to a new high of 12,098,166 barrels, valued at $36,858,959.

In looking to the future of mineral processing the focus is typically on improved processing units. Basically it is a search for an elusive wonder machine that could revolutionise the economy of mining: the sorter that strips 50% of the ore with only a few % loss of value; the comminution device that uses 5% of the energy while producing fully liberated particles; or the recovery device capable of producing a 99% recovery at 99% grade. These aspirations are propounded against a reality backdrop of sorters rusting in back yards, mill throughputs below design and varying by 30%, cyclones flaring and cut-sizes fluctuating, mediocre recoveries and soaring processing costs. This disconnect between aspiration and reality appears, to these authors at least, to be a mighty chasm. Moreover, it remains one over which we are expected to magically leap rather than methodically bridge. Indeed one may be forgiven for thinking that should such a wonder machine come along, taking advantage of it would be highly improbable. Questions would inevitably emerge on how to feed the correct material, how to cope with the wide variability of feeds, how to control such advanced equipment and how to handle the new product from such a machine. It is likely these questions might lie unanswered, or more regrettably, unasked. It is generally accepted that as an industry we are exceedingly unlikely to teleport from the current status quo to an entirely new reality in a single flash. It is our thesis that the probability of these magical machines materialising is remote, and even if they miraculously appeared, we simply wouldn?t know what to do with them. Rather, it is our contention, that a step change will only arise through a staircase rather than from a single giant leap. We should focus on building those steps and linking them together into a firm structure ? a workable mineral processing circuit. This paper addresses the alternative of a coherent set of modest but significant improvements, integrated to produce the step change we desire: essentially, a reduction of processing energy to below 40%, which we believe is achievable without recourse to any mystical machines. A key underlying capability to designing these dramatically improved processes, is the weaving of independent process models into a coherent circuit simulation, in order to design the new generation of mineral processing circuits. The National Safety Competition was inaugurated in 1925 by the Bureau o1 Mines, U.S. Department of the Interior, in cooperation With the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations tar the year, the largest number of perfect safety records in the history of the contest. In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

In May 1973, the Bureau of Mines asked Arthur D. Little, Inc. (A DL) to investigate existing industrial communication standards that may be applicable to the problem of developing standards for mine communication, considering that the standards that may ultimately be developed will require simple field procedures for the industry and the inspectorate to determine that communication systems are properly functioning. The emphasis on this study is on telephone communications as related to coal mine applications. B. TASKS The tasks agreed upon for this program were as follows: 1. "Investigate the current practices and existing standards of other industries under government regulation. 2. Determine applicable methods for industry personnel and inspectors to ascertain conformance on-site with minimal test hardware. 3. Review the Bureau's approval, testing and inspection procedure as it may impact the development of such standards. 4. From the above studies investigate the development of installation and performance standards for mine communications, including voice and telemetry. 5. Prepare a written report specifying what standards and field inspection techniques are applicable with recommendations for development of subsequent data and ultimately standards and field inspection techniques. 6. Prepare a written summary of the findings of various investigations with an appendix covering the detailed findings of each investigation. 7. Prepare a list of suggestions of additional assistance the Bureau might require in subsequent phases of developing communication standards and means of ascertaining performance."

"Uranium and thorium mineralization occurs at several localities in eastern Quebec along the north shore of the Gulf of St. Lawrence. The main occurrences are near Sept-Iles, Baie Johan Beetz, Romaine and St-Augustin river. Mineralization occurs mainly as disseminated uraninite, uranothorite, uranothorianite, monazite and minor zircon and allanite. Yellow to orange oxidation products are observed along fracture planes of the uranium-bearing deposits to a depth of a few feet. Magnetite, biotite and smoky quartz have a distinct tendency to accompany the radioactive minerals. The host rocks include white to pink pegmatite, pink granite and also, in the case of the Romaine and St-Augustin River occurrences, cream to grey plagioclase-rich, well foliated paragneiss and migmatite. Radioactivity near secondary structures, such as fractures and joint planes, indicates some reconstitution of radioactive minerals.The North Shore of Quebec is the northeast extension of the Grenville sub-province. It is also a uranium-thorium metallogenic province."

Antitrust and competition laws are designed to protect the free markets and promote competition in order to assure a dynamic and efficient economy and to provide competitive prices for quality products and services. They apply to mergers and acquisitions as well as to joint ventures especially among competitor companies who possess market power and these include collaborations on research and development. If it is determined that these actions are likely to substantially prevent or lessen competition the courts might dissolve, stop, alternate them, etc. Two new factors affect this process today: The role of new technologies and the markets globalization. They both have a considerable effect on the way these laws are interpreted by the courts and on their eventual amendments in order to reflect the new reality. A new applied technology and the globalization separately or together may change the factors that determine how anticompetitive a merger or acquisition between competitors may be and may also serve as a basis for amending the antitrust and competition laws. In this paper, a short review of the recent mergers and acquisitions of various companies has been carried out along with an abridged analysis of the current antitrust and competition laws in USA, Canada and European Union in the view of their capacity to handle the new reality. Some related court decisions are also examined and several examples are given in order to illustrate the influence of new technologies and globalization in interpreting the existing laws and on their amendment possibilities.

Both primary and secondary ventilation is important in underground mining. Secondary ventilation refers to the provision of ventilation to development ends, stopes and services facilities, which constitute secondary circuits tapped off the primary circuit or main through flow of air.An unbalanced primary and secondary combination can cause re-circulation, which is inefficient and potentially hazardous. These inefficiencies extend into operational and other considerations, such as power.Most cost justification analysis covers capital and physical consumables. These analyses are often not comprehensive or holistic. For efficient management of operations, mining companies are required to be able to predict potential scenarios for main market factors. Competitive advantage and value creation are established through managing the value chain well. The mining value chain is usually faced with challenges from various shifts in commodity markets as well as ongoing uncertainties. Therefore, there is a need for accurate analysis of data from the markets, for the prediction of commodities, for instance, Precious Group Metals (PGM). The main objective of this research work is to apply machine learning methodologies with the aim to identify patterns and trends in the Precious Group Metals, and thereafter analyze and predict the future trends of these markets. Numerous machine learning models are applied to a dataset consisting of 15 years of daily price for eight precious metals namely Platinum, Palladium, Rhodium, Ruthenium, Osmium, Indium, Silver, and Gold. The results reveal the patterns and trends within the data sets and that different machine learning methods could be suited for the prediction of market prices for each of the PGMs. The application of an amalgamation of various machine learning methods may result in more accurate predictions of the PGM markets. Accurate prediction of market prices for PGMs will possibly result in unlocking untapped sources of value in the mining industry.

Coal waste materials inhibit direct vegetation establishment due to adverse physical and chemical properties, particularly low water retention and high potential acidity. The Moss # I coal refuse pile is located in Dickenson County, Virginia, and was idled in the late 1980&apos;s with little topsoil resource available for final closure. The refuse was acidic (Total-S = .. 38%; pH = 3.6), black, high (70%) in coarse fragments, and had a low water holding capacity (4.5% in < 2.0 mm fraction). A small plot experiment was established on the refuse pile to evaluate the influence of liming rates (50% and 100% of lime req.) and topsoil thickness (15, 30 and 60 cm) on vegetative growth and leachate quality. Liming and topsoil amendment increased the surface soil pH from < 4.0 to > 6.0 over a two-year period, which resulted in greater vegetative cover and biomass than the control plots. All topsoil treatments resulted in greater vegetative cover and biomass than plots treated with lime only due to improved surface soil physical and chemical properties. A topsoil treatment of 60 cm gave the thickest vegetative cover and biomass yield. Such a treatment, however, would be cost-prohibitive at this location. Application of 27 Mg ha-1 of lime to the refuse surface along with 15 cm of topsoil produced acceptable two-year vegetative cover and biomass, and appeared to be the optimal treatment for this particular situation. Both liming and topsoil had no affect on leachate pH and the electrical conductivity in leachates collected below the plots. This suggests that surface revegetation will have little effect on the quality of water draining through the pile, so long term water treatment requirements may not be reduced by successfully revegetating the pile surface.

INTRODUCTION The Washington Metropolitan Area Transit Authority&apos;s (WMATA&apos;s) rapid transit system, Metro, ultimately will comprise 162.5 km (101 miles) of line divided among 10 routes. As shown in Figure 1, about 24 km (15 miles) of the system will consist of mined rock tunnels distributed along the A, B, C and K Routes. The structural construction contracts for all of the A, C and K Route rock tunnels are complete and trains are running in about one-third of them. A contract for construction of rock tunnel section B-9, the southernmost third of the B Route, was awarded on June 27, 1980. The final design of Sections B-10 and B-lla, the remainder of the rock tunnel portions of the B Route and the Metro system, are well advanced and should be under con¬struction by 1982. Of Metro&apos;s 87 stations, 11 will have been constructed by mining in solid rock, a not inconsiderable achievement, since each structure must be over 183 m (600 feet) long, wide enough to accommodate two trains and one or two passenger platforms, and high enough to achieve a stable arching action without encumbering columns. With the passage of years, some original priorities have been reordered, and ways have been sought to streamline and simplify this most complex of Metro structures without grossly violating the architectural standards that make it unique. This paper will summarize that search, and describe the design and construction aspects of the resulting product, the dual chamber rock tunnel station.

The problem of removing hydrogen sulphide from natural gas has become within the last few years one of major importance to the natural gas and petroleum industry. Several gas fields in the United States produce natural gas containing hydrogen sulphide, and a number of oil fields produce gas which contains hydrogen sulphide. 3 The percentage of hydrogen sulphide in natural gas produced in these fields varies from a fraction of 1 per cent t6 as high as 20.5 per cent by volume. 4 Hydrogen sulphide is probably the most toxic gas associated with natural gas,5 and from the standpoint of health and safety it is important that the hydrogen sulphide be removed if the gas is to be used for domestic purposes. Hydrogen sulphide, besides being toxic and therefore a hazard to animal life, is under certain conditions an active corrosive agent and very destructive to equipment. 6 The annual loss caused by the corrosive action of hydrogen sulphide on equipment amounts to hundreds of thousands, perhaps millions, of dollars. 7 The largest percentage of natural gas produced in the United States comes from wells which also produce oil. This associated gas invariably carries with it light fractions of petroleum, which when separated from the gas, condense to the liquid form at ordinary temperatures and pressure. Commercial application is made of this natural condition, and "wet gas" is processed to obtain so-called natural gasoline by employing the principles of absorption, adsorption, or compression and subsequent expansion accompanied by cooling. Introduction This Instructor’s Copy contains most of the information needed to use the Wearing Hearing Protection Properly 3-D training reel. It offers practical suggestions on how to use the reel as a training aid, performance objectives for deciding if the training is appropriate for your needs, and discussion notes that provide additional information to the user. The 3-D reel was designed as a self-teaching aid that drillers and others who work at a drill site can use wherever the opportunity for such training presents itself. The latter could be a company preshift requirement or a tailgate session where workers would have an opportunity to view and discuss the reel. It could also be an individual looking at the reel in a pickup truck prior to beginning work at a drill site. The 3-D training reel is versatile in that it can be used for a small group of persons or for a single worker. For any of these situations, information is transferred to the individual by viewing each of the seven colorful, in-depth 3-D scenes and relating the words that appear in each scene to what is depicted in the visual. The application of a horizontal inclinometer and a tiltmeter to measure tilt, curvature, and deformations of shallow footings during mine subsidence is described. The measurements were taken during mining of a longwall panel in Southern Illinois and were supplemented with precision level survey data. Monitoring was conducted under a cooperative agreement between the Institute for Geotechnology at The University of Tennessee, Knoxville, the U.S. Bureau of Mines, the National Science Foundation, the Illinois Mine Subsidence Insurance Fund, and Old Ben Coal Company. Six different footings were constructed and instrumented at two sites; one above the panel centerline, and the second inside the edge of the panel in the anticipated zone of maximum tension. A brief description of the inclinometer casing and tiltplate installation is described, and the results obtained from the two instruments on a plain concrete footing compared. Observations of footing deformations and curvatures calculated from the inclinometer and tiltmeter data are also presented, and the results compared with observed structural damage.

This paper deals with the occurrence of basic and ultrabasic rocks and their relationship in space and time to major structures of the earth. In order to introduce the paper properly, I must go back a little and try to put the subject in perspective. In the brief time that geology has been a scientific occupation, ore deposits have been grouped and classified in various ways depending on the theories that happened to be popular at the time. Some of the early scientists said that ore came from fire, other schools argued that ore originated from water. Then came the lateral secretionists and in later years the hydrothermalists led by the Lindgren school and the latter has largely been accepted as the modern concept of ore deposits. It now seems apparent that the hydrothermal school is being seriously challenged by other schools of thought. It also seems that we have reached the point where we should be willing to admit that we do not really know in most cases how the ore got to its present position. However, for practical purposes, we can classify ore deposits as to the environment in which they do occur. This is not difficult and gives the field geologist and the mining engineer something to work with and to believe in, and it gives them a basis for carrying out their field work. The record of fatalities from mine explosions during the past 2 fiscal years has been anything but encouraging; more men were killed by explosions (379) than were killed from the ante cause during to&apos; preceding 6 years combined (368). The reason for the large increase in the number of explosion fatalities during the past 2 years as compared with the previous 6 years is not entirely clear. In some instances, there has been laxity in the enforcement of State mining laws; in others, both workers and operating officials is have failed to observe recognized precautionary measures to prevent explosions. In many of the explosions that lave occurred within the asst few years in mechanized mines it has been evident that speed of operation and a demand for maximum tonnage at minimum cost resulted in neglect of ordinary safety measures.

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

The ores treated at the concentrating plant of the Mahoning Mining Co. at Rosiclare, Ill., come largely from the blanket replacement deposits of the northeastern part of Hardin County, Illinois, and consist of complex mixtures of galena, sphalerite and fluorspar in a gangue of quartz, limestone and sandstone. The several minerals are so intimately inter-grown that they are not liberated at the sizes usually treated by gravity concentration in the usual fluorspar plant. For this reason, an all-flotation method of concentration was developed in cooperation with the station of the U. S. Bureau of Mines at Rolla, Mo.1 This flotation separation made possible the commercial production of four coyentrates: (I) lead, (2) zinc, (3) acid-grade fluorspar and (4) metallurgical-grade Auorspar.2-3 Although fluorspar had been floated in Canada in 19214 and a plant at Rosiclare had been floating fluorspar since March 1929, fluorspar flotation was given considerable impetus by the Mahoning developments, since some features of the separation were quickly adopted by other fluorspar companies. The Bureau of Alines5 reports that in the 10 years preceding 1938 only 50,552 tons of fluorspar flotation concentrates were produced in the United States. The rise from this almost nominal figure to 153,750 tons (largely acid grade) in one year (1944)6 is indicative of the activity in fluorspar flotation occasioned by the war. The industry thus proved to be in a position to expand and keep up reasonably well with the requirements imposed upon it by such developments as occurred in high octane aviation gasoline alkylation, in the use of Freon as a refrigerant and as carrier in the Aerosol "bug bomb," and in the atomic bomb project as well as in the expansion of other activities requiring hydrofluoric acid; for example, the aluminum industry. Despite the fact that the greater portion of acid-grade fluorspar produced in the last few years went directly into war uses, the future of the acid-grade field still appears bright. As a result of the activity in fluorine chemistry during the war, it seems likely that in the relatively near future almost every phase of human endeavor will find some fluorine compound involved. The other three concentrates produced deserve some attention in these introductory remarks. The lead concentrates first produced contained both zinc and fluorspar but these did not interfere with their marketing. As will be pointed out later, the quality has steadily improved until today it is a relatively high-grade product. Although some zinc smelters accept concentrates containing limited quantities of fluorspar, it is a very objectionable impurity. Detailed fragmentation data for different blast delay timing tests at the Red Dog mine in Alaska are analyzed. This work is a continuation of previous work in which the crusher output was found to be better described by the three-parameter Swebrec function than by the Rosin-Rammler function. For a crusher model, the x50 variable sufficed to describe changing crusher input while b and xmax could be considered fixed. For the crusher output from aggregated stockpile rock, as measured by digital image analysis using Split-Online, the constancy of b was not as apparent. In this paper detailed stockpile data, single Split data series, and sieved belt cuts of crusher product are analyzed using the Swebrec and truncated Rosin-Rammler functions. The variability of b is confirmed. By using specific fraction passing sizes a shortcut is presented that removes the need to do curve fitting to determine the three Swebrec function parameters.
