This report describes the development of the instructional design and content of a training program for shaft construction miners and supervisors. The recommended training approach is based on the results of a needs, task, and competency analysis of the jobs performed by conventional shaft sinking and raise drill personnel. Learning objectives were derived from the task analysis and the appropriate training delivery system was chosen using a selection technique which employed learning algorithms. The training described is aimed at improving the safety and efficiency of constructing shafts by new hire and experienced miners and supervisors. A self-paced, self-teaching, modular approach to training, using criterion-referenced tests was proposed. Recommendation was made to divide the training into three parts: Orientation and Safety; Task Instruction; and Practical Exercise. Training requirements for conventional shaft sinking and raise drilling were described. Training program content was detailed in the form of module and lesson design approaches. In addition, the report recommends a method for developing, implementing and validating the training program. The authors conclude that such an implementation would meet the major objectives of improving the safety and efficiency of shaft construction work operations.

THE Camaguey brown iron-ore deposit covers the top of San Felipe hill, the nearest point of which lies 14 miles NW. of the city of Camaguey. While there are several low flat-topped hills in the vicinity covered with a more or less continuous mantle of brown iron-ore, the deposit of San Felipe hill is the only one of any size and importance, and the name "San Felipe district " is proposed for the region. The deposit extends in a NW-SE. direction for a distance of about 10 miles, with an average width of 5 miles. The location is shown in Fig. 1, a sketch-map of the eastern part of Cuba. Fig. 2 is a map of the San Felipe district. 2. Description. The district is mentioned by Spencer,1 who says: "The Cubitas iron-ore fields are situated from 12 to 15 miles north of Camaguey City, in the province of Camaguey Within an area measuring roughly 10 miles east and west and 4 miles north and south, there are several flat-topped mesas rising 300 to 400 ft. above the level of an almost featureless plain which extends for many miles in all directions except toward the north." With the exception of the discrepancy in his statements as to the distance from Camaguey and the area of the hill, which is over 50 sq. miles, his description is a very good one. The recrystallization and texture evolution of AZ31 sheets obtained through two stages was investigated at different stages of post-rolling annealing. The specimens were rolled at the temperature of 100? and at a fast speed of 1000m/min and low speed of 15m/min with a reduction of 30% in one pass. The results show thatAZ31B sheets rolled at 15 m/min and 100 °C has fractured for reductions of more than 30% per pass. However, by increasing the rolling speed to 1000 m/min the rollability was improved significantly and the material can be rolled to reductions of more than 70% per pass. The high speed and heavily deformed materials are fully recrystallized even at 100 °C.

Uncertainty with regard to estimated grades and tonnages of a mineral deposit demands risk assessment in order to build investor confidence and attract the interest of other stakeholders in the success of a project. Uncertainties associated with Mineral Resource estimates can lead to unreliable production schedules and unpredictable cash flows. However, the techniques used in the mining industry to determine these uncertainties are inconsistent, because the important decisions taken in the process are solely dependent on the responsible Competent Person (CP), without limitations. This leads to disparities between different CPs’ results, using data-sets from the same drill-holes. The various standard codes for public disclosure provide guidelines and recommendations for the classification of Mineral Resources and Reserves but do not provide details on, for example, the amount of geological and geostatistical information needed to qualify for each category of Resources and Reserves. The parameters used to generate the classification categories are subjectively assumed by the responsible CP. In this paper we investigate the impacts of different CPs’ judgements on resource classification, using the same data-sets. The results underpin the need for the mining industry to develop a uniform Mineral Resources and Reserves classification framework that can minimize or avoid significant discrepancies that lead to potential misleading public disclosures.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

Historically the insurance industryÆs involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authorsÆ experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: personnel; environment; general management; compliance û legislation, systems, protocols; asset management; change management; financial impacts to the organisation; products/services; service delivery; and technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

Canopies were designed, fabricated, installed, and demonstrated for mining machinery in 3-foot coal seams. A Wilcox PJ20 Auger miner, a Wilcox Bolter, a bee Norse 245 miner, and an Elkhorn Scoop AR3 modified to AR4 were fitted with canopies. The Wilcox Bolter canopy was hydraulically adjustable in height; the rest were manually pin adjustable. The machine operators' comments were adverse in each case. Restriction of visibility and body constriction into unaccustowed and tiring attitude were major objections, causing increased hazards and fatigue. Recommendations are made that roll bar protection be furnished in place of canopies for 3-foot seams to provide partial protection by deflecting and supporting roof falls but not covering the head of the operator. In this way, the effect on visibility would be minimized and fatigue from body restriction would not be increased.

The problem with best practices occurs when they do not work. This happens when the seldom-stated assumptions underlying the practice are not met. This paper provides some examples for the mining industry: (1) when core splitting is inappropriate, (2) when the use of fire assays for placer samples is inappropriate, and (3) when high-grading may be acceptable. Geologic conclusions are, in the final analysis, expressions of judgment predicated upon knowledge and experience. A geologic conclusion, however, purports to be more than an arbitrary determination—it is reached as a consequence of method. No specific method is required, but the method used must be an orthodox method, in accordance with orthodox definition of terms, and the one best adapted to the dealing with the questions asked about the property in question. Whether the so-called “best practice” is really applicable to the job at hand must be decided on the basis of professional scientific judgment. When one decides to deviate from a published “best practice” for sound scientific reasons, describe in detail in the report what the so-called “best practice” is, why it was inappropriate for the project, and why the method used was better. If one becomes aware that a “best practice” is being proposed, actively urge those proposing it to include in its description the underlying assumptions that must be met in order for the “best practice” to be valid.

Although many mining companies apply ergonomic principles, it is usually done either informally and/or reactively. An example of an informal approach is replacing worn equipment (such as seats) with models that have ergonomic features. Another example is modifying a task to eliminate safety hazards. Such approaches reduce risk-factor exposures that can lead to musculoskeletal disorders (MSDs). A reactive approach is followed when modifying a task/ equipment after an MSD occurs. However, neither of these approaches involves a systematic method of proactively applying ergonomic principles to actually prevent injuries or illnesses. This paper discusses how Vulcan Materials Company applied ergonomic principles and implemented interventions to reduce risk-factor exposures.

Dravo Corporation was founded in 1891 and has long been recognized as a major domestic engineering and construction firm headquartered in Pittsburgh. In 1977, Dravo had revenue of $852.2 million with international business activities contributing $248 million; quite a different picture than envisioned at the turn of the century. Engineering and construction activities still dominate Dravo's most recent history and will do so for the immediate future. However, fluctuations in capital spending by large industrial sectors of our economy during the late sixties were affecting Dravo's planning for continued growth along its traditional lines of business. Diversification was a possible solution to smooth out the upward trend in corporate earnings. One large result of these continuing efforts was the formation of Dravo Lime Company, a vertically integrated, proprietary chemical supplier for the air pollution control market. Briefly retracing the seventies, the passage of the Federal "Clean Air Act" in 1970 supplied the impetus for Dravo Lime Company. This law promulgated limits on the emissions of sulfur dioxide (SO2) from large stationary sources that would affect local air quality. The major industry that felt the brunt of this regulation was the electric utility industry, especially those generating electricity with coal-fired boilers. The law hastened the development of a new industry, flue gas desulfurization (FGD), and is composed of three major segments: (1) the electric utility, (2) the FGD equipment suppliers (the scrubbing modules), and (3) the scrubbing chemical suppliers. Dravo's experience suggested the equipment end of the business but market analysis indicated that our long range corporate goals could be better attained by investigating the chemical processes involved in the removal of the SO, gas. The result being Dravo Lime Company. This paper will briefly describe the Thiosorbic lime scrubbing process and review our innovative mine and calcining facility.

The microstructure and texture evolution of low temperature rolled AZ31 magnesium alloy during annealing were investigated. The specimens were rolled at the temperature of 100? at a high rolling speed of 1000m/min with a reduction of 30% in one pass. Annealing was conducted at various temperatures ranging from 200? to 500? for different time. To study the effect of fast speed rolling, the same annealing procedures have been applied for the specimens rolled at a significantly lower speed of 15m/min. The microstructure was characterized by optical microscopy and scanning electron microscopy, while the texture was analyzed by X-ray diffraction analysis and electron backscattered diffraction analysis. Texture weakening occurred during annealing at both fast and slow rolling speeds. However, at the same annealing condition, fast rolled specimens always had weaker intensity of basal texture than slow rolled ones.

As a result of Synopsis 73-16 Dynadyne responded with an unsolicited proposal offering the Bureau of Mines to develop an ultra-low volume coal mine dust personal sampler. In the ensuing technical discussions the choice of a desirable volumetric rate became a focal point. While, the initial proposal was based on a volumetric rate in the area of 50 cc/min the Government expressed interest in a variety of mass flow rates ranging from 50 cc/min to 2000 cc/min. The physical characteristics such as weight, volume and configuration of a personal sampler are to a large extent - dependent on the operating volumetric rate. It became readily apparent that the optimum size of such an instrument as a function of volumetric rate was not known and that a study of the choice of optima was essential prior to beginning the development, Hence, the Government authorized a two phase approach to this project. Phase I was to include a Technical Evaluation Study of optimum characteristics in the range between 0. 1 to 2. 0 lpm. Based on these findings and in consultation with MESA personnel, the Bureau of Mines was to authorize the second phase that is, the development. Phase II, was to include the drawing of a set of performance specifications stating among others the desired operating volumetric rate. In this report, every effort was made not only to present the actual work done over the course of this development, but to reflect also our engineering "thinking" providing answers as to the "why" we preferred certain solutions over others. We believe that this added dimension is not only useful for the Government official evaluating this report, but also that the Government is entitled to it providing the official with an educational content useful in avoiding future costly repetitions of similar situations.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Following the recent tailings tragedy in Brumadinho, the Investor Mining and Tailings Safety Initiative was formed representing institutional investors in the mining industry. This Initiative, led by The Church of England (CoE), requested data from 726 mining companies on each of their Tailings Storage Facilities (TSFs). What this exercise confirmed was that there was no public database of TSFs, and that there was a clear gap in tailings management systems within the disclosing companies. We present an approach using technology to support best practice TSF management, governance and disclosure which was originally submitted as part of University of Cambridge Post-graduate studies in Sustainability Leadership in January 2020. The aim of the paper is to discuss how technology could be used to deliver a Tailings Management Solution (TMS) that is aligned with the Global Industry Standard on Tailings Management (GISTM), and supports rigorous governance leading to disclosure. Subsequently the goals of the plan are aligned with that of the co-conveners of the GISTM (the International Council on Mining and Metals (ICMM), Principles for Responsible Investment (PRI) and United Nations Environment Program (UNEP)) which is to facilitate operators’ trajectory towards zero harm to people and the environment. Most of the focus to date around tailings management post Brumadinho has been on monitoring technologies, of which there are many. It is obviously important to acknowledge the critical role of monitoring technologies; however, our approach is agnostic to monitoring technologies and assumes that all of them are relevant. Our focus is on the data management, reporting and governance leading to disclosure of the information. Critical components of developing the TMS include adapting existing software products and solutions, recognising a system thinking approach is needed, strategic partnerships to deliver an accessible solution faster and more cost effectively, and, new ways of collaborating. The TMS should also accommodate relevant regional geotechnical codes and standards. The industry need for a TMS is well established and urgent, with significant pressure from regulators and civil society for the industry to address this significant issue.

(San Francisco Meeting, September, 1915) INTRODUCTION CRUDE oil attracted attention because of its excellence as a fuel for open-hearth furnaces; for making crucible steel and brass; for melting copper, lead, tin, zinc, nickel, silver, malleable iron, gray iron; and for the production of steam in all sizes and types of boilers. For heating furnaces, mold-drying ovens, core ovens, ore roasters, calciners, hot-air furnaces, sand drying, asphalt road work, etc., its superiority over other fuels is due to the fact that the heat is at all times under perfect control, so that a constant temperature may be attained and maintained at the will of the operator. This means a maximum amount and uniform quality of work. Crude oil is of two kinds, paraffine base and asphaltum base, and varies from 11 to 46 gravity Baumé. The light-gravity oil does not require heating before use; but oil of less than 20 gravity Baumé should be heated to just below its vaporizing point, in order to reduce its viscosity and to obtain the highest efficiency of combustion. Heavy California oil vaporizes at 230°&apos;F., Mexican crude oil at from 175° to 210° F., and Beaumont, Texas, oil at 142° F. Fuel oil vaporizes at 130° F.

Data released by the Commerce Department&apos;s Bureau of Economic Analysis show continued gradual change in the real GNP&apos;s rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

"The method of producing magnesium-based composites with silicon carbide (SiC) particulates embedded in the matrix of magnesium AZ9I D alloy by the squeeze-casting technique are described. This method involves the fabrication of a SiC particulate preform and the subsequent squeezing of molten magnesium into the preform. In this study, alumina, aluminum phosphate and a proprietary binder were used for the fabrication of SiC particulate preforms. The procedures employed in the fabrication of SiC! AZ9ID composites are presented, together with the results of characterization of the composites using optical and transmission electron microscopy. Special attention is given to the reaction products in the bulk alloy and at the interfaces between SiC particles and the AZ9ID matrix alloy.1. IntroductionInterfacial, microstructural and metallurgical characteristics play an important role in determining the mechanical properties of a composite. In theory, reinforcing magnesium with SiC particulates should provide an improvement in strength and modulus of the composite over the unreinforced counterpart. However, many factors resulting from the fabrication process can cause degradation rather than improvements to the mechanical properties. In particular, the interfacial characteristics are known to critically influence the properties of composites [1]. Before evaluating the mechanical properties of a composite, it is always useful to examine the microstructure, which is closely related to the mechanical behavior. This helps to reduce the labor-intensive steps of sample preparation for mechanical property evaluation, which can be particularly difficult as a result of the high hardness of composite materials, as well as providing a wealth of information on the microstructural and interfacial characteristics, particularly the reaction products caused by processing. This information is also pertinent in understanding the factors governing the mechanical properties of the composites.There are many factors which determine the nature of the interfacial characteristics of a SiClMg composites. Qualitative estimations of the interfacial bonding have been performed based on thermodynamics, electronic and electrostatic concepts. In addition, the kinetic conditions during the fabrication play an important role. From an interfacial energy standpoint, the driving force for the formation of a metal/ceramic interface is the decrease in free energy that occurs when intimate contact is established between metal and ceramic surfaces. The simple representation of the energy change per unit area of interface formed (~G) is given by Dupre equation [2]:"

Case studies from four western states are used to illustrate the impact of the environmental compliance process on the mining industry. The case studies were not chosen as a statistically significant sample of all mining operations in the western United States but were chosen as representative of operations on both public and private lands and in locations that exhibited varying degrees of involvement by governmental units, non-governmental organizations and the general public. Basically, each case study was chosen because some aspect of their environmental compliance process helped to illustrate an interesting point in the regulatory process. The criteria used to select the case studies were: mines located in different jurisdictional areas, mines located in varying geological areas~ mines located in areas having different historical relationships with mining: and operations that are in production as well as those seeking an operating permit. The variety of such projects should provide the necessary foundation to evaluate the impacts of the environmental compliance process in each location.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation&apos;s minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau&apos;s research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.
