The Republic of South Africa is a heterogeneous mixture of Black Africans, Afrikaans, British, Indians, Malayans, French Huguenots, and many others from Europe and Asia. A decisive date in its recent history is the collapse of the Apartheid Regime in 1994. For a metallurgist, South Africa is the country of diamonds, gold, platinum, and many other metals. In 1887 Cecil Rhodes (1853-1902) was able to take control of the De Beers Mining Company after the discovery of diamonds at Kimberly in 1866. It was there where the so-called School of Mines was inaugurated in 1896.

The process of accumulative roll bonding (ARB) has been applied to wrought magnesium alloy AZ31. Accumulative roll bonding results in severe plastic deformation of sheet material. In AZ31, this process leads to the refinement of the microstructure by dynamic recrystallization. The refinement of the microstructure results in an improvement in mechanical properties with potential for producing materials for superplastic forming. In this work AZ31 was bonded with up to 64 layers and the potential of roll cladding with aluminium was also investigated. The development of microstructure and the mechanical properties are reported here.

The tensile properties and microstructure of AZ91 Mg alloy before and after equal channel angular extrusion (ECAE), and the fracture behavior during tensile testing for as-extrusion and ECAE AZ91 were investigated. The alloy was performed ECAE from one to eight passes at 498K. The elongation decreased with the pass number increasing after ECAE. Grains were refined, partial coarse ß-Mg17Al12 phase fell to pieces, fine ß-Mg17Al12 precipitated in the AZ91 Mg alloy after ECAE. During tensile test the a-Mg/ ß-Mg17Al12, a-Mg/Al8Mn5 interface and the grain boundaries in a-Mg matrix acted as the crack initiation sources. The frequency of micro-cracks at the a-Mg/ß-Mg17Al12 interfaces and grain boundaries increased after ECAE, which accelerated the growth and coalescence of the micro-cracks during tensile test and resulted in the decrease of elongation of AZ91 Mg alloy by ECAE.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, staurolite, and emery, increased in 1987. The increase was, in certain cases, because the materials were used in nonabrasive applications, such as the increased use of tripoli as a filler and special silica stone material as a special-purpose crushed stone. The increased use of garnet as a blasting media accounts for most of its growth. Production and sales of garnet were at a record-high level in 1987. [ ]

By its nature, underground metal mining is unlike any other business in the industrial sector. Operations are continuously exposed to economic risk as a normal consequence of mining due to uncertainties associated with the? deposit, excavation, and ever changing political, regulatory, and market conditions. Out pacing advances in productivity and technology, these conditions have contributed to the steady decline of underground hardrock mining in the United States. This paper investigates the trends and major factors believed to be responsible for this decline. Special consideration is given to changes in direct operating costs, labor productivity, and production capacity.

This paper discusses characterisation techniques that can be applied to complex waste products from metal production and processing operations with the aim of devising treatment methods for upgrading the metal content for recycling. Two waste streams were selected to illustrate the role of characterisation in adapting mineral processing techniques to provide an effective recycling strategy. Waste products chosen were:aluminium dross, which contains metallic aluminium particles in a coarse matrix of many components; and steel shredder sludge that contains copper wire and other metallics in a matrix of plastic and natural fibres, iron oxides, metallic iron, and other compounds. Characterisation methods discussed include chemical analysis (XRF, ICP-AES, and selected specialised techniques), phase analysis (XRD, SEM, TEM, and optical microscopy), morphology (IFESEM), sizing analysis (screening, Cyclosizing, Infrasizing, Malvern sizing), and general techniques such as particle shape, surface area, and porosity determinations. The applicability of these techniques to the waste products is considered in relation to their advantages and disadvantages, and sampling issues.Treatment techniques considered for the two waste products included comminution, screening, air or water classification, simple water leaching, gravity separation, magnetic separation, flotation, and eddy current separation.Tentative flow sheets were developed for the two wastes. For aluminium dross, it was proposed to use fine crushing followed by water washing to remove soluble chlorides and aluminium nitride, and then desliming followed by flotation of the granular fraction to give a metallic aluminium-rich concentrate. For shredder sludge, it was proposed to use wet screening, water classification, and gravity concentration to produce a copper-rich product and magnetic separation to produce a metallic iron-rich product.

I welcome this opportunity to speak before the Coal Division of the AIME in such an attractive setting as the Pacific Northwest. With the development of the Centralia project, the Pacific Northwest will have its first major coal-fired thermal electric generating plant. This State has a long history of coal mining that diminished with the passage of coal-fired steamships and locomotives but is now reviving with the growth of electrical power demand. Because this 1,400 row plant is to be supplied with surface-mined coal, it is particularly appropriate that this area be the setting for a talk on factors influencing the growth of surface coal mining in the West. During the course of my talk, I will touch on a number of factors including electric power demand, coal resources, production trends, environmental considerations and trends in State and Federal activities that I feel will influence surface coal mining in the West. Total electric power consumption by the year 2000 is expected to reach 9.4 trillion kilowatt-hours. Predictions of total coal consumption for electric power generation by that year range from a low of 845 million tons to a high of 1,520 million tons, or 2.6 to 4.7 times the amount used for this purpose in 1970.

OIL burners, oil furnaces, and methods of installation, have been the subject of many articles, but information concerning oil-burning systems, based upon scientific principles, is still in great demand, especially in the manufacturing districts of our country. Fuel oil, as it is termed (this being the residuum from oil refineries), has for many years been of great service to our manufacturers, and has justified its popularity not only by producing a superior manufactured product, but by turning out approximately 50 per cent. more product than can be made with coal fuel under like conditions. To install a system requiring only an oil-storage tank, a small pump, and an oil-supply main with numerous laterals leading to the various burners, furnaces, boilers, etc., is a comparatively simple matter; and, because fuel oil is very volatile, it is not necessary to heat it, even during the winter months in a very cold climate. Furthermore, only a small amount of power is required to atomize fuel oil, this often being done by a positive pressure blower, or by a mechanical burner. An analysis of fuel oil, together with that of various other liquid fuels, is given in Table I.

This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.

"The Rocky Mountain Arsenal was used by the military to produce chemical warfare agents and incendiary munitions for use during World War II and later by private companies for the production of industrial and agricultural chemicals. After an investigation performed in accordance with CERCLA confirmed significant levels of contamination due to the common industrial and waste disposal practices of the era and the discovery of over 300 species of wildlife inhabiting the land the Rocky Mountain Arsenal became a wildlife refuge and contamination cleanup efforts began. Three lime basins originally used to treat wastewater from the chemical production were decided to be contained in place, requiring a seepage barrier installed around the perimeter of the site to further prevent groundwater/contaminant migration. This case study will discuss the successful installation of a soil-bentonite cutoff wall around the area using deep soil mixing. Highlights of this case study will also include a discussion of the challenges faced due to construction activities performed with Level B Hazmat PPE requirements as well as added challenges brought on by the Winter season, after the project was delayed due to a positive air monitor detection for the chemical weapon Lewisite during construction of the work pad.INTRODUCTIONThe Rocky Mountain Arsenal (RMA), located just outside of Denver, Colorado, was established by the United States Army in 1942 to produce chemical warfare agents and incendiary munitions for use during World War II. Following the war, and as weapons production decreased, portions of the site were leased to private companies for the production of industrial and agricultural chemicals. The principal lessee, Shell Oil Company, manufactured mostly pesticides at RMA facilities from the early 1950s to the early 1980s.In 1984 an investigation began in accordance with the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and confirmed significant levels of contamination due, in large part, to the common industrial and waste disposal practices of the era. It was also discovered that over 300 species of wildlife inhabited the land in the absence of regular human activity, including a group of bald eagles, leading to the passing of the Rocky Mountain Arsenal National Wildlife Refuge Act in 1992."

More recently, slurry pipelines have proved to be economic for longdistance overland transport of many commoditieis, including iron ore concentrates and coal. Now, the Marconaflo system brings the many advantages of hydraulic transport to bulk storage, loading, transportation and unloading of ships and other carrying equipment, thus providing important new means for delivering mineral commodities to market. In this paper, the authors describe the Marconaflo system and the potential economies which can be realized when applying it for loading, transporting, storing, reclaiming and blending a variety of mineral commodities, using several commercial installations as examples."

The area covered by this paper is the same as that covered in 1944. Colorado, Montana, Utah, and Wyoming are included in the discussion and statistics, and brief mention is made of activities in the adjoining states, except Nebraska and New Mexico, which are considered separately (see pp. 187-189). The other adjoining states, North and South Dakota, Arizona, Nevada, and Idaho, have had virtually no oil or gas production, except in the gas field of Cedar Creek. Montana, which extends into North Dakota; the Pierre field in South Dakota, where gas is produced and separated in gas-water wells, and the abandoned Payette area in western Idaho. Seven gas wells were drilled in North Dakota, but no wildcatting was reported. Several unsuccessful wildcats were drilled in South Dakota, and some were continuing at the end of the year. Activity in Idaho and Nevada was negligible.

Many of the majors are replacing and adding to their reserves and resources through acquisitions. This situation has allowed junior mining and exploration companies to do what they do best. They have been re-examining once uneconomic gold, copper and other metals properties with an eye to partnering with a major to develop them. And mines that have been closed for years due to poor economics are being given another look.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Small Mines Development in Precious Metals will take place Aug. 30-Sept. 2, 1987 at Bally's Hotel, Reno, NV. Topics at this meeting will include Problems Facing Small Miners; Understanding Geology and Ore Reserves; Mining-Production Options to Maintain Competitiveness; Processing for Precious Metals; Financing and Economics that Work for Small Miners; and Understanding the Environmental and Permit Maze. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. The title of this session seems to have been picked especially for this paper. It is 1984, it is the morning after, and there is one monumental hangover among many if not most of the oil companies that have invested in mining in the past decade or so. How an oil company looks at mining depends on what time period you are talking about. A few years back around the time of investment this is what they were probably looking at: 1. A balance sheet of their own that was beginning to go wild, with many of their commodity prices having already seen increases of two, three, or four fold, and with no end in sight. 2. A need to invest their earnings someplace fast before the stockholders or the government got too interested. And that someplace should be in an industry where their own management skills could be applied. (Only a true cynic would suggest that this is a form of job security) 3. In mining there was an industry amazingly similiar to their own, one working with non-renewable natural resources, dealing with the same types of government agencies, and having the same type of critics and pressures from the general population. 4. An industry that was somewhat backward as compared with their own, and one where a generous ration of the capital and management skills so handsomely bestowed upon the oil industry could be used to great advantage.

Traditionally, “Means and Methods” were the sole responsibility of Contractors. However, because of a number of litigious projects in the 1970s, Owners and their Engineers began including Suggested Methods of Construction (SMC) in Contract Drawings. By the late 1990s these SMCs were becoming baseline “Means and Methods” with Contractor recommended changes often considered as Value Engineering proposals. By 2004, the word “Suggested” was sometimes changed to “Prescriptive.” Owners are also purchasing TBMs and other mining equipment for Contractors prior to bid. Is limiting the contracting community’s innovation in developing their own “Means and Methods” and selecting their own equipment in the best interests of the Owner? Does it reduce the Owner’s, Engineer’s or the Contractor’s risk? Are claims reduced and finally what is the impact on the bid? A questionnaire was sent to more than fifty senior engineering field and management personnel representing more than 30 heavy construction companies to ask their opinion on these questions.
