Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

Nickel is used in a wide variety of applications from consumer goods to industrial uses. In many of these uses, nickel contributes to the environmental attributes of the product. The challenge, however, is measuring that contribution, comparing it to the environmental cost of production, and communicating the role of nickel to the customer in a way that is easy to understand. This paper presents the Nickel Institute?s approach to climate change as a global commodity industry association, and discusses where we stand with regard to some of these key questions. It also identifies issues for the nickel industry moving forward ? challenges that are likely to be common to other commodities.

THE name fuller's earth, which was derived from its early use in "fulling" or removing grease from woolen goods, is a term that is generally considered to designate mineral matter, containing hydrous aluminum silicates of the clay group, which has a high capacity for removing colors from oils, whether of animal, vegetable, or mineral origin. Fuller's earths are usually dried and may be "tempered" by heating or may be treated with water or reagents to improve their efficiency. For our purpose the term "acid-treated earths" will include those products from the partial decomposition of mineral water -by acid which are equal to or more efficient than an untreated fuller's earth from Quincy, Fla., when used in bleaching mineral oil by the "contact" process. In general, the contact process for treating oils consists of heating and agitating a mixture of oil and finely divided adsorbent, the latter being subsequently removed by filtration. The term "adsorbent" is used because, although there has been a great deal of controversy over the mechanism of removal of impurities from oils by mineral matter, there is no doubt that adsorption, which involves the surface of the solid, plays a major part.1 The properties that make fuller's earth useful in the treatment of petroleum products by "percolation" and in the purification of edible oils by the contact process have long been studied, but the comparatively recent adaptation of the contact process to the bleaching of petroleum products has made desirable the further investigation of fuller's earth and other, adsorbent earths.

In 1988, the Chemical Manufacturers Association (CMA) launched Responsible Care®, a program of guiding principles created to address the publics' concern about the manufacture and use of chemicals. The Product Stewardship Management Practice code is a key component of the program. Along with the other five comple­mentary codes - Community Awareness and Emergency Response (CAER), Pollution Prevention, Employee Health and Safety, Process Safety, and Distribution - it has been initiated to protect the health and safety of member companies employees, neighbors, customers, the public and the environment. Possibly no other Management Code requires greater collec­tive effort or comprehensive commitment to implement than Product Stewardship. With its mandated cradle-to-grave control, every employee is required to consider all of the potential cir­cumstances involving product and processes, from raw material supply to customers final use or consumption of product. Degussa Corporation, a long time CMA member, fully endors­es the Responsible Care initiative and is most active in imple­menting the various codes. In fact, the guiding principles of the program are an integral part of the company's business strategy. Degussa recognizes that its long-term success and the health of each of its products, the company and the chemical industry itself, is contingent on the successful implementation of the program. Malagash received its name from the Indians many years ago on acco.unt of its turbid (milky) waters, although,' the red men did not appreciate the significance of this turbidity, and were, of course, entirely ignorant of the crystal beds of pure salt that lay beneath their feet. The salt lake of the Mississippian, or Lower Carboniferous period, in which these beds occur, was apparently a large one, for there is evidence of its existence at intervals all the way from Sydney, Cape Breton, to St. John, New Brunswick, 300 miles as the crow flies, and there is no knowing what its other dimensions may have been, as much of this horizon is now buried on the one side beneath the waters of the Gulf of St. Lawrence, and on the other underneath the Atlantic ocean. About midway of the area and underlying the counties of Colchester and Cumberland, there occurs a synclinal basin of which the Malagash salt outcrop forms only a small portion of its northern limit. This basin has been described very fully by A. C. Hayes. (1) The operations carried on at Malagash since Hayes wrote his report have brought to light very little in the way of new geological data, except to confirm his pre-dictions as to the probable faulting of the salt strata, and the effect which these faults would have on mining operations.

"Two structures, a fracture zone and a shear zone, contained the two orebodies that yielded all the ore mined at the Gold Eagle mine. The orebodies are known as the Gold Eagle vein and the No. 1 shear zone. Both structures occur close to contacts between Timiskaming sediments, Algoman diorite, and later Algoman granite-granodiorite. The structures were produced by compressive forces from a south direction acting in the southern part of the McKenzie-Gold Eagle stock and in a cylindrically shaped inclusion of Timiskaming sediments.The mine, which exhausted its ore reserves and ceased operations in September of 1941, is on the east side of Mackenzie island, in the centre of Dome township in the Red Lake area.The Gold Eagle vein was located during the summer of 1933 by a surface exploration programme carried out under the direction of Alex Gillies. Sub-· sequent diamond drilling and underground exploration led to the installation of a mill, which came into production in October of 1937. The No. 1 shear zone was discovered and explored later from a drive on the 500-foot level. The mine produced a total of 40,204 oz. gold and 19,157 oz. silver from 223,628 tons of ore hoisted (180,095 tons milled) during its 4 years of mill operation.GENERAL GEOLOGYThe ore-bearing structures trend S.61°E. across Timiskaming greywacke, Algoman diorite, and later Algoman granite-granodiorite. The greywacke is a large, cylindrically shaped mass that is separated from the mai~ mass by the later intrusives. It is a massive, light-coloured, quartzose variety that has been recrystallized by the enclosing granite. The diorite and the granite-granodiorite are early and late components of the McKenzie-Gold Eagle stock. The diorite, which is a porphyritic rock containing large crystals of andesine-labradorite surrounded by hornblende, was injected early in the Algoman period. It was intruded and in large measure surrounded by the later granite-granodiorite. This rock varies from a granodiorite near the mine to a granite in the centre of the stock. All three intrusions are massive and homogeneous."

Introduction For several reasons the accident history of Flin Flon has been quite unlike that of any other mine in northern Canada, and very much unlike that of the average American metal mine. Towards the end of 1928, the mining project that is now Flin Flon, and that is now in the very: forefront of Canada's big producers was launched; but, metaphorically, it was launched in a tempest of mining troubles. Each branch of the mammoth enterprise was beset with extraordinary difficulties, and the Safety Department had its relative share. Difficulties in Accident Prevention The unusually rugged contour of the plant site made roads, and even moderately safe pathways, out of the immediate question. The project established an industrial outlet for depression-stricken areas which hitherto had been essentially agricultural; but through that outlet poured labour whose working atmosphere had been the bald prairie, labour that knew nothing of safety consciousness, labour that had to be moulded to industrialism, labour in the raw. A considerable length of the ore-body lay under the eastern section of Flin Flon lake. Open-pit methods were adopted to work the upper limits of the ore-body, and consequently the eastern section of the lake had to be dammed and pumped dry. The subsequent difficulties and hazards created by silt deposit cannot be fully visualized. And, finally, there was a geographical hindrance: the ore-body was partly in the Province of Manitoba and partly in the Province of Saskatchewan. The workmen's compensation problem became intricate. Insofar as accident prevention is concerned, Flin Flon's young industrial life may be conveniently divided into three distinct periods, namely: (a) Construction (Nov. 1928-June 1930) (b) Tuning up, and production till the strike (June 1930-June 1934) (c) Production from the strike till the present time At the peak of construction, due to the usual labour fluctuations of big jobs, there was a weekly turnover of about a hundred men. A very large percentage were Central Europeans, most of whom could neither read nor write English. Consequently, an organized safety programme was out of the question.

"Under the term ""paleogeomorphology"" are grouped together all geo-morphological phenomena which are recognizable in subsurface geology. Since geomorphology is the science of the earth's relief features, paleogeomorphology is the science of buried relief features. Such features are of importance to the petroleum geologist whenever they lead to the trapping of hydrocarbons. In areas where these features abound -and western Canada certainly is such an area -pale-ogeomorphology ranks in importance with stratigraphy and structural geology as a hydrocarbon-finding tool. Hydrocarbons may be trapped either directly or indirectly due to paleogeomorphological processes. Both types of traps may occur either below the morphological surface or above (against) it. Several examples of types of paleogeomorphological traps are given. A new classification of geomorphological .features is proposed, with a subdivision into two main groups: constructive and destructive geomorphic processes. Of the many geomorphic classifications, some are of greater interest to the petroleum geologist in western -Canada than others. In the present paper the morphology of reefs and of buried erosional land forms are discussed in greater detail. In dealing with the reefs of the Devonian Leduc formation in Alberta, it is found that several groups of reefs can be distinguished and that each group presents a separate set of morphological characteristics. The effects of erosion and weathering are exemplified mostly in the Devonian, Mississippian and Jurassic of Alberta, Saskatchewan and Manitoba. Hydrocarbon traps occur below the highs on the erosional surface as well as in sands laid down in the lows of that surface. The rules which govern the formation of ancient landscape forms are worked out, using an area in southeastern Saskatchewan as an example."

After a number of years of engineering and operating assignments and through many types of evaluations, the need for a simple analytical method of evaluating mine haulage alternatives became obvious. Haulage, like 50 many other facets of mining, is generally a sequence of interconnected events that change, often drastically from mine to mine. Often the operator or the mine engineer has neither the time, manpower, facilities, or information needed to prepare a detailed evaluation. For many studies or for routine variance analysis, that detail may not be necessary. The intent of this article is to present an approach for analyzing mobile mine haulage that is simple and straight-forward. These methods are not designed to replace more formal and detailed procedures that have been developed previously and are available in our technical libraries. They are offered as a tool to be applied to preliminary designs, feasibility studies, and variance analyses where more complete detail is not warranted. These methods will eliminate combinations that are not economical or appropriate before more intensive and complete evaluations are undertaken. These methods may also be used to evaluate ongoing operations and to plan changes in those operations. This presentation describes a series of steps that have evolved for the handling of haulage evaluations. It concentrates on the factors having major impact on the results. Because the approach is a sequence of distinct steps, a case study was chosen as the best method of presentation. This case is a composite of several actual situations that have been encountered within the last few years.

When a new tunnelling project starts, it has been a vital tradition for decades to cast and erect master rings horizontally on a flat surface to demonstrate the compliance with dimensional tolerances. Some tenders ask for the erection of two or even three rings upon each other or repeated master ring erections at intervals throughout the project. Especially for large diameters, this is a challenging and risky task for the workforce in the segment factory. A truck-mounted crane is often necessary, and in some cases it can take up to a week to complete a master ring. The concept of virtual rings has the potential to replace this tradition by assembling master rings digitally instead of physically. This is based on a best-fit approach, considering the 3D coordinates from laser tracker measurements of segments or segment moulds. Building a virtual ring, a sub-millimeter accuracy can be achieved, the alignment of neighboring circumferential and ring joints observed, and the fit of bolt holes checked. The traditional method, on the other hand, is discussed controversially despite the significant amount of work and risks—particularly as the horizontal position of the ring and absence of gaskets do not simulate the reality in the excavated tunnel. This paper will highlight the technical aspects of virtual rings, as well as their pros and cons, illustrated by a case study from London Thames Tideway where a total of 30 physical master rings could be replaced by virtual rings.

BROMO Seltzer blue has gone to war. The blue of the Bromo Seltzer bottle is a product of cobalt, the Nation's No. 1 strategic metal. When the National Production Authority, on Nov. 21, 1950, ordered a 70 pct cutback in domestic use of cobalt, a stab of pain was felt in the hearts of the glass, porcelain enamel, steel, paint, pottery, and electrical and electronic equipment industries. The reason: A full-scale wartime economy with astronomical requirements for jet engines, high velocity projectiles, armor plate, electronic equipment, and the many products needed to win a war. There is little potential comfort for cobalt users in nonessential manufacturing, and the military will be pinched for optimum supplies of the metal. However, if proper measures are taken immediately and current plans are completed, in two years there will be far more cobalt available than ever before. When normal times return, cobalt supplies should be sufficient to meet peacetime military requirements, and greatly expanded domestic requirements that will result from new technological development for wartime but adaptable to peacetime products. "The BHP Diamonds Inc. and Blackwater Group (Dia Met Minerals Ltd., Charles Fipke and Stewart Blusson) joint venture began production at Canada=s first diamond mine during the last quarter of 1998.Construction of the processing plant began in mid 1997. During the 1998 winter season, the heavy process plant equipment was delivered to the Ekati site, 300 km NE of Yellowknife, by the ice road. Towards mid 1998 the construction activities were complete and commissioning began. The mine officially opened in October 1998.Initial production of 9000 tpd kimberlite will be from the Panda pipe grading 1.09 ct/t at an average value of US$13O/ct.Processing starts with a gyratory crusher reducing the ROM kimberlite to 90% passing 15Omm before further reduction to minus 75mm in a WaterFlush crusher. The crusher product discharges into a 4m diameter x 7m long primary scrubber. After screening, the minus 75 +1 mm kimberlite is conveyed to a 250 ft feed bin ahead of the 1.7 m diameter x 1.1 m wide high pressure grinding roll. The HPGR produces 50% minus lmm in a single pass, the compacted flake product is dis-agglomerated in a secondary scrubber. The scrubber product is screened into a minus 25 +lmm heavy medium separation plant feed and conveyed to a 375t HMS feed bin ahead of two 150 HMS modules. Milled 270D ferrosilicon at a slurry density of 2.6 g/cc and HMS feed are pumped to three 420mm diameter cyclones. Heavy mineral concentrates, approximately 1 % of the plant headfeed, are pneumatically transported to the Recovery plant for final diamond recovery using wet high intensity magnetic separators and high intensity (attrition) milling prior to three stages of x-ray recovery. At full production, Ekati will produce approximately 2 kg/day of diamonds.This paper details the later commissioning phase and the first three months Oof operational activities during the build up to full production at the Ekati processing plant."

"SynopsisCost estimation for surface coal mines is a critical practice that affects both profitability and competitiveness. New mines require these costs to be estimated using available information before a project begins. The competitive advantage of a new mine depends on it being both efficient and cost-effective. Low-cost producing mines have a higher chance of survival in a low-price environment than do high-cost producers. The competitiveness and profitability of a coal mine is based on the costs of production and the supply position on the cost curve. There is no single method of cost estimation, and the available methods consider only one or a few variables, leaving out multiple variables that could significantly affect the estimation of mine costs. Mining companies are thus searching extensively for a method that will increase accuracy in the estimation and evaluation of mining projectsThis paper highlights the shortcomings of the available approaches and proposes a data envelopment analysis method to develop a frontier for effective surface coal mines, and the use of a parametric method for modelling the costs and productivity of new mines to ensure effective competitiveness. The models will extend the capability of estimation and the accuracy of estimates using the efficient decision-making units, by considering the optimal mine-specific and external variables affecting costs.IntroductionCoal contributes 25% of the world’s primary energy needs, after fuel oil, which contributes 35%. The world energy demand, estimated over the period 1990 to 2030, is expanding at a cumulative annual growth rate (CAGR) of 1.7% (Schernikau, 2010, p. 14). Rossland is in the West Kootenay district; 5 miles north of the International boundary and 4 miles west of Columbia River at Trail. The first claim in the district was located in 1887; but there was little activity until 1890; when the showings that later became important were staked and development began. Production increased rapidly from 1; 800 tons in 1894 to a peak of 360; 000 tons in 1903; and averaged 286; 000 tons for the next 13 years. It declined sharply in 1917; and continued to decline until the closing of the main mines in 1928. Between 1933 and 1941 leasers mined a further 137; 000 tons. Total output has been about 6; 200; 000 tons; with average recovery of 0.47 oz. gold; 0.6 oz. silver; and 1 per cent copper. The total value was $82; 500; 000; of which aboµt three-quarters was in gold; the camp still leads the province in total gold produced. Ninety-eight per cent of the tonnage came from a small compact area worked by four inter-connected mines : the Le Roi (39 per cent); Centre Star (25 per cent); War Eagle (24 per cent); and Josie (10 per cent); all now owned by the Consolidated Mining and Smdting Company of Canada; Limited.

IN 1922, the writer communicated to the Institute a paper entitled The Development of the Coal Industry in Canada (1), which summarized the considerations set out in a series of papers (2) concerned with coal-mining in Canada which he had presented in 1920 and 1921. This paper contained a forecast by decades, commencing 1920, of Canadian coal production, importation, consumption, and exports, based on anticipated rate of population increase, and continuation of the gradual increase in the per capita rate of coal consumption in Canada that had taken place every year up to 1920. The growing popularity of perlite (sometimes spelled pearlite) as a raw material for thermal expansion into pumicelike products in the Western States has prompted a preliminary investigation of the properties of such material and the problems that want solution to put a perlite industry on a firm foundation. The Bureau of Mines is undertaking the gathering of data and the solution of these problems, and the following paper records some of the available information. and the promise of the material, with some comparisons of advantages of the various competing lightweight aggregates that can be made from siliceous volcanic glasses and rocks containing entrapped or dissolved water that causes their expansion on' quick heating to their softening points. This new industrial rock has caught the fancy of the mineral industry in the western States because it has Fume advantages over natural pumice. Chemically, it is typified as rhyolitic in composition, and one may find obsidian, rhyolite, pumice, pumicite, and perlite from the same vant and contemporaneous in origin. The material need not be rhyolite but should be a siliceous or acid lava and contain 2 to 5 percent water still in "solution" in the rock. On quick heating to the softening temperature the material puffs, due to conversion of the contained eater into bubbles of steam. Slow heating causes gradual release of the imprisoned water by decrepitation and. cracking and-results in, very little puffing. Perlite is often in the form of ovoid volcanic bombs formed by explosive eruption of large masses of lava into the air, where they, quickly cool, with escape of little of the contained water, exceptt perhaps for a hollow interior. Since they cool in layers they have an onion-type structure and a pearly luster from interference of light between the. layers, which is' the origin of the name "perlite." Perlite may occur in intruded flows that have been quickly cooled and partly expanded but retained most of their magmatic water content. Obsidian may be the same lava cooled quickly under conditions that prevented crystallization of feldspars and other minerals, leaving the volcanic glass that may or may not retain all of the original contained water.

"The fly-ash problem of the smoke-abatement engineer - who now might well be titled, ""Smoke and Fly-Ash Abatement Engineer"" - starts with the necessity for him to know what fly ash really is, what plants really create it, and how much is being created. Fly ash in this connection may be defined as all solid particles emitted to the atmosphere as a result of the combustion of fuel.COMPOSITION OF FLY ASHMuch can be learned about fly ash by studying samples with a strong magnifying glass or, preferably, a high-power microscope. As an example, figure 1 is a photomicrograph of an underfeed-stoker fly ash weighing 23.7 pounds per cubic foot, which passed a baffle-type cinder catcher and was caught by a Cottrell precipitator. Figure 2 shows a similar fly ash made at a higher stoker rating and weighing 36.2 pounds per cubic foot. The lighter ash contains more light, unconsolidated ash than the heavier. In both instances some of the ash has been fused to a glass, as is indicated by the spherical particles resembling marbles; however, the heavier dust contains more and larger spheres. With the faster burning and higher air pressures occurring at the higher burning rates, more of the larger fused spheres reached the precipitator.Such studies of fly ash frequently make possible correct determination of its source. For example, the Supreme Court Building, one of the finest of the Federal buildings in Washington, was having considerable difficulty with fly ash from some outside plant. It was thought to come from a nearby apartment house. A fly-ash trap was installed there, and care was taken in the operation of their underfeed stokers. The fly-ash nuisance continued. Microscopic examination of the fly ash found about the building compared with samples taken from the stack of the apartment house showed to the surprise of the accusing building superintendent that the present source was elsewhere. By the same means, the source was found to be a plant about ore-half mile away."
