The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

The Artillery Peak manganese ores , from one of the largest known manganese deposits in the United States , present a difficult problem in concentration because they are low-grade and the association of manganese and gangue minerals is intimate and complex. The known size of this deposit has justified investigation of processes such as leaching, wherein preliminary enrichment of the original feed might be advantageous .. Therefore , the ore-dressing studies on Artillery Peak ores were carried on with the object not only of making directly marketable manganese products but also of removing acid-consuming calcite and raising the grade of ore for leachingplant feed . Owing to the extent of the deposits , test work was carried on at the Salt Lake laboratories in considerable detail on several lots of ore of varying composition . This paper summarizes the results obtained from laboratory testing of four samples obtained by engineers of the Mining Branch from the Maggie Canyon area of the Artillery Peak deposit . Also included are results obtained from testing one sample of Chapin Group ore , which was considered representative of numerous very low-grade ores submitted from the Artillery Peak district . During the course of the investigations , many data were obtained and compiled , but for the sake of brevity , data of secondary importance have been omitted or condensed and only those tests giving the more pertinent results are discussed in detail ...

Several correlations have been proposed to relate energy consumption and size reduction in comminution, and although these are arrived at from different starting points, it is postulated that they are all statements of the same basic concept. To test this postulate, the dry ball mill grindability of langbeinite was determined, and the results were analyzed according to the various methods. An examination ' of the energy-particle size relationships proposed in the recent past revealed that they had much in common. In fact, the conclusion was tentatively drawn that these expressions were essentially the same, even though they were arrived at from quite different basic premises. The equations attributed to Charles2 and Holmes3 were shown to re- duce to the same single equation, W - A K-3, and the simulated continuous test used by Maxson et al.4 was shown to give the best experimental value of the required empirical parameter, ß. Furthermore, the size distribution parameter a in the Schuhmann equation, y - (x/K)2, was shown to be equal to ß in many cases. The kinetic approach used by Arbiter and Bhrany5 should give the same results as the Maxson test procedure; however, the batch operation used by Arbiter and Bhrany could not produce data that would be as precise as the simulated continuous technique. To test the validity of these conclusions, the simulated continuous method was used to obtain data on the dry grinding of langbeinite. The results are discussed in terms of the various equations and approaches. Crucible-smelting tests at the Northwest. Electrodevelopment Laboratory and a pilot-plant test on electric smelting of western phosphate rock for the Westvaco Chlorine Products by the Tennessee Valley Authority indicated that the small vanadium content of the rock is concentrated in the ferrophosphorus by-product of Phosphorus smelting. This research is concerned' mainly with recovering vanadium and phosphorus froth the ferrophosphorus produced from western phosphate rock. Exploratory tests were made of several methods of treating vanadiferous ferrophosphorus. Attempts to separate vanadium as a carbide dross by saturating molten ferrophosphorus with carbon were unsuccessful. Volatilization of phosphorus from ferrophosphorus was accomplished to some extent, both with and without addition of sulfur in several forms, but elimination of phosphorus was not complete. Brief testing in a small experimental converter on oxidation of vanadium and phosphorus; into a slag by blowing with air showed promise. A method that comprised fusing vanadiferous ferrophosphorus mixed with soda ash under oxidizing conditions gave encouraging results and was tested beyond the preliminary stage. A slag product of the fusion contained most of the phosphorus and vanadium as water-soluble sodium phosphate and. virtually water-insoluble sodium vanadate. After leaching the sodium phosphate froth the slag, the leach residue was reroasted with soda ash and salt. This roasted product was leached again with water to extract the vanadium.

In a recent investigation of the entire magnesium-yttrium phase diagram, Gibson and Carlsonl report the maximum solid solubility of yttrium in magnesium as 8.0 wt pct Y at 1050°F (565°C). However, independent studies of the precipitation in magnesium-yttrium alloys, 2 conducted prior to the publication of the above phase diagram, indicated a greater solid solubility of yttrium in magnesium. Accordingly, the magnesium-rich region of the diagram was re-investigated to determine more accurately the liqui-dus, solidus, and solvus of the magnesium solid solution in this system. Metallography and thermal analysis were chosen as the best corroboratory methods for accurately determining this region of the diagram. A magnesium-yttrium master alloy was prepared from yttrium of 99.9 pct purity and singly sublimed magnesium of 99.9 pct purity. Subsequently, the twelve magnesium-yttrium alloys shown in Fig. 1 were prepared using standard alloying procedures for magnesium. Metallographic samples of the alloys were heat treated under an SO, atmosphere in an electric furnace capable of control within ±3oF of the desired temperature. Alloy samples for the metallographic determination of the solvus, and for the precipitation studies were solution treated at 1000° F for 16 hr. Subsequent aging times for the solvus determination varied from a minimum of 6 hr for the higher temperatures up to 816 hr for lower temperatures. Periods of 30 min at temperature were used to generate liquation for the metallographic placement of the solidus and eutectic horizontal. The liquidus and the eutectic horizontal were determined by thermal analysis. Simple time-temper- ature heating and cooling curves were obtained from 10-g alloy samples heated and cooled in a well-insulated electric furnace. An Iron-Constantan thermocouple was placed in direct contact with the sample. The thermocouple did not contaminate the alloy sample since metallographic examination showed that the alloy melt did not wet or attack the thermocouple. The heating and cooling rates were approximately 5 to 8OF per min. The standard metallographic procedures for magnesium were used in polishing and etching the magnesium-yttrium alloys studied. Microwave technology as new aided tool has been applied on waste water treatment and metallurgical fields. This paper explores the affected factors such as microwave power, microwave irradiation time, polyaluminium chloride (PAC) amount and addition of phosphoric acid on treatment of Blast Furnace gas washing water by utilization of coagulation associated with microwave. Through the orthogonal experiment, the optimum experimental parameters were obtained in the course of treatment of 300 ml Blast Furnace gas washing wastewater: 396 W microwave power, 2 min of microwave irradiation time, 0.12 ml Added PAC and 0.8 ml added phosphoric acid. It indicates the affected factors in descending order on removal of SS in BF gas’s washing water: Added PAC level, added phosphoric acid level, time of microwave irradiation, and microwave power while those parameters that can affect suspended solids(SS)’s hardness reduction in descending order are added phosphoric acid level, added PAC level, time of microwave irradiation, and microwave power. Also, it demonstrates those parameters that can affect washing water’s turbidity in descending order: Added PAC level, time of microwave irradiation, added phosphoric acid level, and microwave power. The results showed that PAC coagulation associated with microwave on treatment of Blast Furnace gas washing wastewater has several benefits: short treatment time, strong sedimentation velocity and other excellent characteristics, it can effectively remove suspended solids in wastewater, the SS hardness and turbidity can be reduced.

"Early efforts to develop formal reporting systems to quantify and classify mineral deposits date back over 100 years. (e.g. Hoover 1909: “Proved, Probable, Prospective Ore”). This was at first driven by mine operators’ need for reliable estimates of what their mines could produce. Disruption of transportation routes by world wars prompted western governments to recognize the need for assessments of strategic sources of metals and minerals that could support domestic industry during times of crisis. Categories were created to quantify mineral potential which were additional to those of mine reserves. Terms such as hypothetical and undiscovered resources entered the lexicon. Capital markets serving the mining industry were traumatized during the latter part of the 20th century by undisciplined and fraudulent disclosure by exploration companies of mineral deposit potential. Government securities regulators pressed for the development of credible reporting codes (e.g. SEC Industry Guide 7: 1981; JORC 1989; SAMREC 1994, CIM 2000). Representative organizations from the major western mining countries generally agreed that there should only be three categories of mineral resources (measured, indicated, and inferred) and two categories of mineral reserves (proven and probable). This was formalized in 1997 with the “Denver Accord”. Acceptance of the standard terminology may have been the easy part, because the challenge for the 21st century is to get general industry acceptance and agreement of the principles behind the definitions of each category. There has been noticeable movement towards this objective in the last few years. This is reflected in part in the updated reporting codes by JORC 2004, CIM 2005; SAMREC 2007; SME 2007; and PERC 2008, and the development of the CRIRSCO International Reporting Template 2007."

AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. It is hard to understand why the officials of the State of Pennsylvania do not enforce the laws against theft and brigandage, more so when the legitimate employees of the established producing proper-

A numerical model for analysing the drainage of fill in mine stopes has been described. The model can be used to analyse the process of fill drainage in existing and proposed mine stopes. The validity and potential value of the model have been established by experience with a simpler, 2-dimensional numerical model and by testing the new model against the earlier model. The new model is more useful than the 2-dimensional model because it allows for heterogeneity of fill material within the stope - a factor that has been demonstrated to affect drainage characteristics significantly. The 3-dimensional model is also capable of predicting pore pressures and drainage rates at specific locations in the stope without the need to resort to 2-dimensional generalisations. Such information, integrated with relevant field data as they become available, will provide valuable mine planning information for the scheduling of filling operations and design of fill mixes

General Summary THIS paper attempts to describe in a preliminary and general manner the nature of certain copper discoveries now being developed by Gaspe Copper Mines, Limited, in Holland township, in the interior of the Gaspe peninsula. Some copper mineralization appears to have been known here at the time of the earliest French explorations, was rediscovered in 1921, and has been under intermittent development by Noranda Mines since 1938. In the last two years discoveries have enhanced the picture so that the deposit now promises to develop into one of the important Canadian copper producers. As ideas are constantly changing with continuing development, any picture given now is very partial and tentative and must be subject to future revision. The nature of these copper occurrences differs from others known in eastern America. In many respects they have unique features but they are most closely akin to some copper deposits found away from the intrusive rocks in the porphyry copper districts of the western United States. The most important orebodies are replacement deposits in a limestone horizon in which the ore gangue is converted to skarn. These lie at considerable distances from any known intrusive but seem to have been derived from a buried stock of granite that intrudes the sedimentary rocks of Lower Devonian age. This intrusive has produced alteration effects in the overlying rocks that may afford a key to locating other ore areas in the Peninsula.

"The chief aim in style ought to be absolute precision", said Flaubert. "There is only one noun that can express your idea, only one verb that can set that idea in motion, and only one adjective that is the proper epithet for that noun." Let this be your motto. The engineer tries to be exact in all his measurements; he should measure his language with similar exactness. The technical term is a word of precision. It is not only precise, it is a word-saver. To the unscientific the earth is "a ball slightly flattened at the poles, something like an orange". To the scientific it is "an oblate spheroid". A similar contrast between the precision of the technical term and the vagueness of common words is afforded by a conversation between Ivanhoe and Rebecca: " ' What device does he bear on his shield?' asked Ivanhoe. 'Something resembling a bar of iron, and a padlock painted blue on a black shield.' 'A fetterlock and shacklebolt azure', said Ivanhoe"-using the technical terms of heraldry. It is good style in writing, however, to adapt your manner of expression to the intelligence and experience of the person or persons to whom the writing is addressed. The description of a mine should be worded differently according as it is intended to inform a mining engineer, a director, or a bishop. REMEMBER THE READER. It is as incorrect to write in a technical way for a non-technical reader as to write in a popular way for a technical or scientific reader. That style is best which enables the writer to place himself in the closest mental touch with his reader, to establish the maximum of sympathetic understanding. Let your precision be proportioned to your accuracy. You should not try to be precise in matters that do not admit of

The question is often pondered whether the flotation process is still an art or has become a science. The fact is that flotation is a science in so many variables that only art can blend them. It is demonstrable that no less than one hundred variables are involved in any flotation operation, most of them immeasurable on a routine basis. The behavior of every one of them is always governed by orderly and unchanging law, as no man can doubt. There is nothing truly indefinite about that behavior; the only indefiniteness is in our knowledge of it, either in general or from hour to hour in the circuit. In dealing with a simultaneous equation in, say, one hundred variables, all not only affecting the outcome to some degree but many influencing each other as well, it is small wonder that the mineral-dressing profession presents a case history of debate and controversial opinion. The statement of the subject of this symposium—a symposium on flotation machines—seems to delimit and define the matters to be considered and at least the general nature of the conclusions sought. Nevertheless, in such a meeting it is not possible to meditate upon all the variables that do in one way or another affect performance of flotation machines. To attempt it would be much like trying to operate a hundred-ring circus. Perverse variables being what they are, one could expect the elephant in ring 36 to squirt a trunkful of water at the tightrope performer in ring 37 to ruin that artist's act, just as our learning to depress pyrite in the early 1920's ruined the act of the formerly faithful old Callows. Honest Disagreements Selective flotation dates from 1922 or 1923, when several plants established their regular flotation operations on a selective basis. Since then, two decades of efforr have gone into the development of better and better flotation machines. Many have come and gone. The competition has simmered down to perhaps a dozen machines, each one of which is staunchly defended by some operators as being the best for their particular jobs, and as scornfully dismissed by at least a few others elsewhere as being positively the poorest for theirs. These disagreements are honest disagreements, honestly arrived at after plenty of sweat. In many a flotation plant, one machine has been tried out against another under conditions as fair as they could possibly be made. Sometimes the results are on a par but more often one machine shows a consistent and unmistakable margin of superiority over the other. In equally honest and enlightened tests, machine A may win over machine B in one place, and machine B over machine A by as great a margin in another. This paper purposes to identify some of the more prominent reasons why this is so,

Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. "INTRODUCTION Discovery and development of a southwestern Arkansas quicksilver district are recent history. In July 1930 4/, a specimen was discovered near the Little Missouri River in sec. 1, T. 7S. R. 26 W., which was identified as cinnabar. In the summer of 1931, Leo Yount began prospecting for cinnabar near the Little Missouri River. In the fall of that year he operated a small three-tube retort near the present Parker Hill mines and produced several flasks of quicksilver. Yount optioned a considerable block of ground containing the best showings in the Little Missouri River area, and on February 19, 1932, he and W. C. McBride, Inc., of St. Louis, Mo., formed the Southwestern Quicksilver Co., which was the largest producer in the district until operations ceased in September 1934.The Southwestern Quicksilver Co. installed a rotary furnace on Parker Hill in April 1932, which treated ore from the three principal mines Gap Ridge, Parker Hill, and Parnell Hill. In 1934 production was entirely from the Gap Ridge and Parker Hill mines. Nothing was done at Parnell Hill except a little small-scale work on a share basis.Mercury Producers, Inc., later took an option on the holdings of the Southwestern Quicksilver Co. and in June 1935 began operations. The company produced considerable quicksilver before the lease and option were surrendered in the summer of 1936. Most of the work of Mercury Producers, Inc., was on Parnell Hill, but some work was done on Parker Hill and at the Bell prospect on ground not controlled by the Southwestern Quicksilver Co."

OF all the machinery used in mining work, mine cars are probably the most abused. They are hauled through water and muck, up hill and down grade, whipped around curves, bumped and jerked, and exposed to the ravages of the weather. However, as a general rule their lubrication is not altogether neglected. The mine operator may not heed the extra drag that a frozen conveyor bearing gives, but he is all too aware of the increased load that faulty mine car wheels put on his power plant. When the circuit breakers begin to fly, and when his mine loco- motives come out with only half the cars that they were able to carry a month before, then neglected mine car wheel lubrication becomes apparent, and woe to the person responsible.

A unique set of circumstances has devel oped in the Mt. Newman Mining Co. Pty. Limited's project in the Pilbara because the mining town of Newman was built almost entirely by the Company whereas residential areas built by the Company at Port Hedland were developed as an adjunct to an existing town. The following discussion points out the different problems which have been developed in the two areas, even though basically the stand- ard of housing and general amenities is the same, and the means taken to overcome these Problems.

As part of a program to investigate technology for the extraction of studied HNO3 alumina from abundant domestic ores , the Bureau of Mines leaching of calcined Georgia kaolinitic clay . In this investigation , iron impurities were removed from the aluminum nitrate pregnant leach liquor by solvent extraction , and the purified liquor was evaporated to prepare a suitably concentrated crystallizer feed liquor . Aluminum nitrate nonahydrate was crystallized from the liquor to separate the aluminum from undesirable trace elements and excess water . Continuous crystallization at 40 ° C in a pilot plant vacuum evaporative unit was performed for 5 days to observe the effects of impurity buildup under minimum bleed- stream conditions . Liquor feed rate was 26 lb/h and AAll (( NNOO33 )) 33..99HH22O0 ((AANNNN)) crystal production rate was 17 lb/h .
