In the past, large metallurgical companies (for example the mining houses) had the necessary infrastructure both to develop metallurgical flowsheets and to undertake the construction and project management of metallurgical plants. Effectively, the sole contribution by contracting companies was the supply, and possibly the installation, of specific items of equipment. OBITUARY: AUSTIN WHILLIER (1927 - 1981) On Thursday, 13th August, 1981, Dr. Austin Whillier passed away peacefully in Johannesburg after a long illness. This event has been a serious blow indeed, and its effects will be felt, not only by the Chamber of Mines of South Africa and the South African mining industry, but also throughout many scientific and technical spheres both in South Africa and further a field.

This paper presents the main features of coal mining in Japan, as determined by the author while attending the International Coal Conference in October of 1963. The general economy of the country is considered, and the requirements for coking coal are outlined. Statistics and comments on production and consumption are then given, with accompanying cost figures, and the characteristics of Japanese coal mining are compared with those of Canada. Mining methods and underground transportation are covered, with emphasis on undersea mining. Finally, a description is given of a visit to the Miike colliery, the largest in Japan. I T was my privilege to attend the International Coal Conference held in Tokyo in October, 1963, to meet many prominent members of the Japan Coal Association and to visit one of the major coal fields. In all metallurgical plants metallurgists require analyses of the various intermediate products, eg flotation feeds, flotation concentrates, tailings, mattes, slags, etc to monitor the efficiency of the plant processes and for plant control purposes. Traditionally these samples have gone to off-site laboratories and there can be some considerable delay before analytical data are received. On-line monitors have to be used for plant control purposes and these are difficult to maintain and can give poor quality data. Recent technological advances in automation in analytical laboratories now allow a far quicker turn-around time for analytical data so they can be of more use to the metallurgist. Automation, which involves the use of robots and fewer people in laboratories, has the added benefit of providing higher quality data as the possibility of human error and bias is minimised. Differences between conventional manual laboratories and automated laboratories are described. Automated analytical laboratories are now becoming the laboratories of choice for mining companies which require large numbers of samples to be analysed on a 24/7 basis on similar sample types using the same sample preparation methods and analytical procedures. Automated laboratories have now been installed in platinum, iron ore, copper and aluminium producing mining companies. A further advantage to metallurgical plants is now the possibility of siting automated analytical laboratories in-plant and designing the plant around the laboratory. Concentrator streams, slags, etc can be sampled by automated samplers, the samples transferred by automation to the in-plant laboratories and all sample preparation and analyses carried out by automated processes. These laboratories require a minimum of staff. Such automated in-plant laboratories have been installed on a platinum mine flotation plant, a platinum mine smelter and steel plants. One is in process of being installed on an iron-ore mine with the sampling being carried out by an automated sampling tower. The procedures followed in planning an automated analytical laboratory for a metallurgical plant are described in detail in the paper. The platinum plant smelter automated system which includes rapid transport of samples by air-tube to the laboratory for the analysis of the samples by XRFS is also described in the paper. It is concluded that automated analytical laboratories can be retro-fitted to most metallurgical plants but they are best suited to greenfield sites.

"Access to the outside world is supplied by the Alaska Highway to continental Canada and the United States, the Haines Highway, and by the White Pass & Yukon Route to Skagway and Vancouver. Communities and mining developments located along the Alaska Highway are supplied daily by truck transport with commodities originating in Whitehorse, Edmonton, and Vancouver.The average payload on the Alaska and Mayo Highway is in the order of 16 to 25 tons and is subject to government regulations. Highway haulage distances to railhead at Whitehorse vary as does the direction. The Clinton Creek asbestos development is located 395 road miles north-west of Whitehorse whereas the United Keno Hill operation is 287 miles to the north. Cassiar Asbestos is located in Northern British Columbia at a distance of 357 miles south-east of railhead at Whitehorse. In order to service these various mines multipurpose highway vehicles have been designed to allow maximum backhaul of petroleum products. The White Pass & Yukon Route was established as an integrated transportation system from 1955 when it became apparent that three non-integrated systems (ship, rail and truck), with the various paper work and rising costs, could not continue to serve the needs of Yukon. Integration became the company policy and a system was developed. A special container ship (Clifford J. Rogers) was designed and built. This was the first specially built container ship in the world. The northern container integrated system was operational in 1955.In 1965 over 8.5 million dollars were spent in upgrading the container facility and the construction of a tanker-container ship designed specifically to serve Yukon and Northern B.C. "The Louvicourt Mine located near Val d’Or, Quebec has been in operation since 1994. It produces copper and zinc concentrates. The tailings generated from the ore processing operations have a strong net acid generating potential. Louvicourt Mine, a grass root project, was designed for closure with the best available technology at the time of design. In order to inhibit short and long time acid potential generation, sub-aqueous disposal was selected at the design stage. Given the fact that disposal in a natural lake was ruled out up front for obvious reasons related to loss of natural habitat and risks of permitting delays, a man made facility built with dams was planned. This mine includes therefore the first fully man-made sub-aqueous tailings disposal facility built in Canada. The requirement of using sub-aqueous disposal had serious implications on the placement of tailings. This tailings facility located about 9 km from the mine site has been selected based on the available natural confinement, the favorable foundation and hydrogeological conditions. This paper describes the site and the design criteria that were used. A presentation is also made on the placement technique to maximize storage and its impact on the operation of the basin. The performance of the basin, the dams and the decant structures is reviewed.Résumé : La mine Louvicourt, située près de Val d’Or, Québec est opérationnelle depuis 1994. Elle produit des concentrés de cuivre et de zinc. Les résidus générés par les opérations de traitement du minerai possèdent un fort potentiel net de génération d’acide. Le parc à résidus de la mine Louvicourt, implanté dans un milieu naturel intact, fut doté dès sa conception initiale de la meilleure technologie de fermeture disponible à l’époque, soit la déposition sous couverture aqueuse et ce, dans le but de bloquer le potentiel de génération d’acide à court et à long terme des résidus. Etant donné que la déposition dans un lac naturel fut mise de côté dès le départ pour des raisons évidentes reliées à la perte d’habitats naturels et au risque d’introduire des délais dans l’émission des permis, un étang artificiel délimité par des digues a été conçu. Cette mine fut donc la première au Canada à être dotée d’une installation anthropique de disposition des résidus sous une pleine couverture aqueuse. L’exigence d’une déposition sous couverture aqueuse a eu des implications sur le mode de mise en place des résidus. L’emplacement de l’installation de gestion des résidus a été choisi en un lieu situé à environ 9 km du concentrateur sur la base du confinement naturel disponible et des conditions hydrogéologiques et géotechniques favorables. Cet article décrit le site et les critères de conception utilisés. Une présentation est faite sur la technique de mise en place utilisée pour maximiser l’entreposage et son impact sur l’opération du bassin. "The property owned by Senator-Rouyn Mines, Limited, is in Rouyn township about 17'2 miles southwest of the town of Rouyn. It adjoins the Chadbourne claims of Noranda Mines, Limited, on the south and the Bagamac property on the ·west. It includes seven claims-block 44, blocks 80 to 83 and blocks 96 and 97; the mine is wholly in blocks 44 and 82.Late in 1936 gold was discovered in an outcrop of rusty weathering carbonate rock near the north end of block 44, and the following year the present Company was organized to proceed with the development of the property. During 1937-38, 17,000 feet of diamond drill core were bored to determine the extent of the ore deposit at depth. From October 15th, 1940, to April 15th, 1941, the ore was hauled to the mill at the Arntfield mine for treatment. The mill on the Senator-Rouyn property started on April 25th, 1941, and has been in practically continuous operation since than time. To the end of 1946, 574,874 tons of ore, from which gold having a value of $3,836,450 was recovered, were treated in the mill.GEOLOGYThe rocks exposed at the Senator-Rouyn mine, except in the southern part of the property, are almost wholly quartz diorite, part of an irregular mass that extends west from the town of Rouyn along the north shore of Noranda lake and thence southwest across the Senator-Rouyn claims. In the northern part of the propertyt inclusions of rhyolite occur here and there in the diorite. In the southern part the predominant rock is dacite and in the east-central part of block 44 claim andesite. Dykes of andesite, quartz syenite, and later diabase also occur on the property.The andesite of the Abitibi volcanics is not exposed on the property, but has been intersected in three diamond drill holes, one on the eastern boundary of block 44 and two farther west within the block. This andesite is probably the western end of a band of pillowed andesite well exposed in the Larose claim to the east."

Batch and continuous - circuit flotation , leaching , precipitation , and electrodeposition studies were made by the Bureau of Mines to determine optimum conditions for treatment of complex mercury - antimony sulfide and mercury- arsenic sulfide ores and concentrates . On the Red Devil ore sample over 95 percent of both the mercury and antimony sulfides were recovered in a flotation concentrate containing 35.6 percent mercury and 21.0 percent antimony . By selective flotation a mercury concentrate containing 71.0 percent mercury and 2.9 percent antimony was obtained with a mercury recovery of 90.4 percent . Leaching results show that , with 150 grams per liter of sodium sulfide and 50 grams per liter of sodium hydroxide , 95 to 99 percent of the mercury , antimony , and arsenic sulfides could be extracted from the concentrates treated . Sodium hydroxide reagent consumption was based on the sulfides generated in the dissolution of the sulfide minerals and on the method of metal recovery used . Selective leaching of the antimony and arsenic sulfides with potassium sulfide dissolved more than 95 percent of either of these two sulfides and 0.5 to 5 percent of the mercury sulfide present . Methods for recovering mercury and antimony from solution were electrodeposition of mercury followed by electrodeposition of antimony , aluminum precipitation of both mercury and antimony , or antimony precipitation of mercury followed by antimony electrodeposition . "It is important to ensure that the basic mine hoist plant design fundamentals are incorporated into any new mine hoist plant project before detailed design engineering is commenced. Some of the basic design fundamentals to be considered are: hoist rope fleet and flight angles for good hoist rope coiling, hoist rope harmonic frequency study to ensure that the hoist rope does not run at full speed at a rope resonance frequency, head frame and shaft clearance diagrams to establish the optimum positions for the loading and dumping of the shaft conveyances, access in the head frame and shaft collar for hoist rope and shaft conveyance installation and removal. Failure to consider the hoist plant fundamentals before detailed engineering commences will result in extra costs for hoist plant redesign or a significant increase in operating and maintenance costs for the mine due to increased hoist plant downtime to perform tasks and a lower mine operating efficiency. INTRODUCTION The mine hoisting plant is the most critical single line component in the operation of a shaft sinking operation or a permanent installation. Bad decisions in the design and selection of the hoist plant equipment can significantly add to the operating costs and up-time in the operation of the mine. Mine hoisting plant equipment installed costs represent approximately 5 to 8 percent of the capital cost of a new mine, yet price sometimes becomes the deciding factor for procuring the hoist plant components, sometimes selecting used equipment that may compromise the design and maintainability of the mine hoist plant. Mine downtime can cost upwards of $100,000 per hour and it will not take a very long time to eat up all the so-called savings on hoist plant equipment purchases. This paper will provide guidelines for the design, selection, installation and maintenance of mine hoist plant equipment with the objective to having the right mine hoist plant with the highest operational availability and best maintainability. PRELIMINARY DESIGN INFORMATION Before any engineering commences, the following information needs to be obtained to allow the preliminary sizing of the hoist plant equipment: • Shaft depth: The shaft depth will influence the hoist rope selection based on the material and personnel loads anticipated for the mine design. The shaft depth will also influence the maximum speed of the shaft conveyances. • Annual production: The desired annual production will influence the required payload sizing with allowances for maintenance and inspections of the hoist plant equipment."

"The mining industry faces increasing economic, environmental and social challenges, as easier deposits deplete and ores become more difficult to mine and process; head grades decline; projects migrate to increasingly remote and difficult geographies; and the industry faces more stringent environmental and social standards. While these factors increase costs and risks, they also present opportunities for a more integrated approach to mining, processing, materials handling and waste management. Two key areas of risk are in tailings and water management. As mining and processing tonnage rates continue to increase, the disturbance footprints, water and energy consumption and scale of tailings storage facilities also rise. These factors can be mitigated by more selective mining, ore sorting and pre-concentration, and more intensive tailings dewatering. Such alternatives must be considered in conjunction with the selection of mining method, metallurgical flowsheets, major equipment selection, and key process design criteria. For example, increasing the grind size of a concentrator reduces energy consumption and eases tailings dewatering, but may cause challenges with metal recovery. Emerging technologies will be reviewed, and economic and environmental trade-offs for eco-efficient alternatives will be presented for metal sulfide mines.INTRODUCTION The metals mining industry faces significant challenges that can affect its financial viability and social license to operate. There has been a consistent decline in ore grades and a relentless push towards larger operations to capture perceived economies of scale. With these larger operations, the environmental footprint of mines has increased. Water and energy consumption, and resulting GHG emissions have also risen. In recent years, two issues have raised special concerns for stakeholders and companies: • Water scarcity, particularly in drier regions of the world such as Northern Chile, SW USA, Southern Africa and Australia • Tailings risks, following the high-profile failures of the Fundao tailings dam in Minas Gerais, Brazil in 2015 and the Mount Polley tailings dam in BC, Canada in 2014"

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel were all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance. Some treated their steel with considerable refinement while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations ? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. In April, 1918, this Association presented a set of specifications described as "British Standard Specifications for Aircraft Steels for Government Purchases in the United States of America." A reliable laboratory method to characterise the response of free gold particles when subjected to flash flotation conditions has been developed by AMIRA P420 researchers at Curtin University. This test has been applied to assess the flotation recovery of gravity recoverable gold from free milling ores as well as synthetic ores featuring either a gravity concentrate or gold powder. The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine or the expansion of an existing mine can range from nine to 24 months, or even longer. The time frame will vary depending on whether an environmental assessment (EA) or an environmental impact statement (EIS) will be completed Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. In this paper, a two-year natural resource baseline study by Homestake Mining for the Ruby Hill Mine, Eureka County, NV, is used as a case study to describe how a properly designed and executed natural resource baseline study streamlined the NEPA process.

Coupled influence of sulphidizers and xanthates on the electrokinetic property and flotation behavior of malachite was systematically examined via electrophoretic mobility measurements and microflotation tests. The electrophoretic mobility results for the malachite before and after surface modification with different types (Na2S and (NH4)2S) and amounts (1×10-7?1×10-4 moles/g) of sulphidizers, showed that the isoelectric points (IEP) of malachite differed at the low dosage level depending on the type of the sulphidizer, which ranged between 5 and 9.5. However, the IEP values were observed to be shifted from high to low pH values with increasing amount of sulphidizers and finally ranged between 3 and 4, indicating that the sulphidizers played a different role on changing the surface property of malachite. In order to further understand the effect of sulphidizers on the electrokinetic property and flotation behavior of malachite in a sulphidizer+xanthate system, flotation tests were carried out with malachite sulphidized with Na2S and (NH4)2S (adsorptive amount=8×10-5 moles/g) at different bulk xanthate concentrations. The results showed that the flotability of (NH4)2S-treated malachite was greater than Na2S-treated one over the entire xanthate concentration investigated, indicating that the type of sulphidizers played important role in malachite flotation; however, no obvious correlation between electrokinetic property and flotability of malachite was observed.

"What is your history and how did you get involved in mining?Like many SME members, I came from a mining community with a family history in mining, in my case Walkerville, MT. Both of my grandfathers were underground miners. My father was a miner for a short time. He later sold drinks to the miners. Unfathomable by today’s standards, my dad would pick up the miners’ checks at the pay office and have them cashed and waiting with a shot and beer for the miners when their shift ended. My mother was a nurse, who from time to time, would patch up an unfortunate miner. I remember walking past multiple picket lines on the way to and from grade school, watching homes being boarded-up. I grew up with a deep respect for the critical relationship between labor and management.I had no intention of going into mining and initially set out to pursue a career in chemical engineering. But I attended my first two years of engineering at Montana Tech, due to the proximity and affordability. This is where I met Dr. Tom Finch, a mining professor who taught statics to the engineering students. After a coaching session in a hallway, half way through my sophomore year, I switched to mineral processing engineering. In his colorful way, Professor Finch advised me that, “You do not want to make #@*!! erasers and #@*!! Jell-O the rest of your life go talk to the guys in mineral processing.” He was very persuasive and here I am today.How about your involvement with SME?I encountered SME out of school and a little later in my career. Terry Maio and Jim Arnold invited me to local section meetings in the Missouri Lead Belt. That was my first exposure to the technical programming and relationship building that was possible at the local level. After Ozark Lead shut down and I relocated to Nevada, Rich Johnson, Scott Barr and Dave Collins encouraged me to attend my first annual meeting in Salt Lake City, UT. I joined SME at that time and was fortunate to be engaged by members like Art Schweizer and Jim Arnold, and I soon began the leadership progression for the Mineral & Metallurgical Processing Division. Since then, I have supported SME at the national and the local level serving in multiple roles and capacities."

THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

Kinetic modeling is very important to understand steelmaking reactions. The coupled reaction model proposed by Prof. D.G.C Robertson is the best suited program, and therefore, the author has applied it to the various steelmaking reactions, a few examples of which are discussed. Hot metal dephosphorization occurs under non-equilibrium conditions as it takes place between the slag, which has a high oxygen potential, and the hot metal, which has a low oxygen potential. A process simulation model based on the coupled reaction model was constructed. This model considers the solid and liquid slag, liquid metal phases, and the reaction between the solid and liquid slag, besides the reaction between the liquid slag and liquid metal. Using this model, the ruling factor to increase the reaction efficiency of dephosphorization has been verified. In the secondary refining process, the values of inclusion composition calculated by the thermodynamic model, under the assumption of equilibrium with the metal composition, were found to be different from those observed in practice. A kinetic model, incorporating the reactions between slag, metal, inclusion, and refractory has been postulated, and the composition change of inclusion during treatment has been analyzed.

UNTIL recent years, maintenance of surface coal handling facilities was a relatively simple task. Equipment consisted principally of conveyors, screens and crushers of comparatively simple construction. Electrical equipment consisted of motors and starters, with little, if any, interlocking. In most cases failure of any component affected only the grades of coal loaded so that even a prolonged break-down did not affect mine operation materially. However, with the introduction of modern cleaning plants, the picture has changed. The equipment is much more complex and therefore more difficult to maintain. In many cases failure of any component of the plant prevents loading of coal. Even if provision is made to by-pass, the quality of coal loaded is lowered, affecting markets. In the case of plants designed to permit full seam mining, marketable coal cannot be loaded without operation of the cleaning plant. Under these conditions it is apparent that considerable thought and effort toward better maintenance are justified. In order to assure continuous, efficient and economical operation, maintenance should receive consideration, not only after the plant is in operation, but while it is being designed. It is hardly necessary to say that the designer should strive for sturdiness and wearing qualities. It is sometimes not realized, however, that even the best parts will sooner or later require replacement or repair. The designer should, therefore, give consideration to accessibility. Anyone who has had to do with cleaning plant maintenance is familiar with installations where several hours are required to get at a part that can be repaired or replaced in a few minutes, once it is accessible. As in most cases, experience is the best guide. The men who operate and maintain this equipment know the problems encountered. Whenever available, the opinions of these men should be sought and heeded. As an example, we might consider the refuse elevator on a Chance Cone. Our company is now operating three of these cones, the first of which was installed in 1941, and the latest in 2946. Exact records are not available, but well over 50 pct of delays charged to the Chance Cones have been caused by the refuse elevator. This elevator receives refuse from the cone and carries it to a point above the water level of the cone, discharging onto a dewatering and desanding screen. Since the elevator operates under water and necessarily has close clearances in the lower boot, it tends to jam on large pieces of refuse or tramp iron. The chain, buckets and boot are also subjected to the action of water, sand and refuse, which accelerate normal wear. In case of jamming or chain-breakage it is necessary to drain the elevator and the cone so that even a minor fault in the elevator causes a considerable loss of time for the cone. In our new plant, which will contain two Chance Cones, the refuse elevator has been eliminated. Significant changes in the markets for coal have taken place since World War II, As used in this study the term ?coal? will refer to bituminous coal, The anthracite industry in size, characteristics, and problems differs materially from the bituminous coal industry, These changes have both influenced and been influenced by the mechanization of mines, and by decreased distribution costs, especially in transportation. It is the purpose of this paper to examine these post-war changes, to assess their impact upon the production and distribution of coal, and to explore future market developments in the light of past and present trends and relationships. The layman lacks adequate informatian on the production, demand, and distribution of coal. There are two reasons for this. First, there is a relative lack of statistics coveting the industry, Coal operators and distributors are not required to file with any government agency the type of much more complete statistics filed by the railroads and public utilities with national and State agencies. The Bureau of Mines assembles much useful information on the coal industry, but several areas, including that of investment and finance, have no central depository which can be used to keep the public informed of the nature and extent of the industry and its problems.
