The Grande Côte Mineral Sands Deposit (GCMSP) is located on a coastal mobile dune system in Senegal on the west coast of Africa. Senegal is a stable, democratic republic, having gained its independence from France in 1960. It has a population of about 12.5 million people. The dunes begin about 25 km north-east of Dakar, the capital city of Senegal, and extend northwards for more than 140 km. The mineralised dune system averages about 2 km wide with some areas extending to up to 4.5 km wide.Mineral Deposits limited (MDL), a Melbourne-based company with over 60 years operational experience in mineral sand mining in Australia, holds, through its Senegalese subsidiary MDL Senegal SARL (MDLS), a 25-year Mining Concession covering the deposits. The main heavy mineral (HM) areas identified to date are, from south to north, Mboro, Fass Boye, Diogo and Lompoul. Within the Mining Concession there is potential to identify additional resources beyond the limits of present drilling. The dunes are mobile or semi fixed, pale yellow in colour and overlie older white marine sands. The dunes range between 5 m and 30 m in height and the mineralised zones, which are essentially flat-lying, average around 15 m in thickness. The mineralisation consists, principally of ilmenite with accessory zircon, rutile and leucoxene. Zircon and ilmenite are the main commodities of interest.Independent consultants AMC estimated mineral resources for the four main deposits in 2006 of 1330 Mt of sand averaging 2.0 per cent HM at a cut-off grade of 1.5 per cent HM. At a cut-off grade of one per cent the resources were 3200 Mt averaging 1.5 per cent HM. All of the estimate was classified as Inferred Resources under the 2004 Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC, 2004).Subsequent completion of infill drilling, sampling and assaying of the initial mining area, centred at Diogo, was completed in 2008, enabling a final dredge path to be designed and ore reserves estimated, based on a JORC compliant Measured and Indicated Mineral Resource. Infill drilling is continuing in the Lompoul and the results of this campaign will be included in the JORC compliant data base by AMC in April 2010 to enable the 15 per cent year dredge path and mine plan to be finalised.Development studies have shown that the project can be optimised as a dredging operation, with mineralised sand being treated in a conventional floating spiral preconcentrator, wet concentrator and dry mineral separation plant. Engineering work now substantially completed by Ausenco Limited (Ausenco) has developed the combination of some existing plant from MDL’s past operations, and new plant for the complete process from dredging to final product separation and grading. Testwork on a series of bulk samples has determined that the project can yield a high quality zircon product and an ilmenite product along with minor rutile and leucoxene.Work to date indicates a likely output of around 80 000 t of zircon in various quality streams (Primary, Secondary, Standard and Foundry Grades), around 550 000 t of ilmenite plus around 15000 t of rutile and around 12 000 t of leucoxene/secondary ilmenite. Planned zircon output would represent around 7per cent of the total world production, which would make the GCZ&IP a significant producer on a world scale.The studies have indicated capital costs to be in the range of US$400 M total operating cost (after completion of ramp-up) of around US$50 M - $55 M/a. Revenue is expected to be in the range $127 M - $157 M/a.

THE object of a technical paper is to communicate new technical knowledge, the paper being the vehicle of communication and the existence of new knowledge its reason for being. It follows that the development of information worthy of communication, the criterion being novelty, is prerequisite to exercising the privilege of communication. The act of communication is achieved when the reader perceives the nature of the new knowledge, i.e., when he understands it. A paper achieving this objective is an acceptable technical paper. Development of new knowledge has as one of its purposes the increase of the existing state of knowledge and the enjoyment of the benefits derived therefrom. Technical knowledge is a collection of facts so ordered as to make apparent, relations existing between the facts. When the interrelations have been exposed the facts have been interpreted or explained Three broad, overlapping categories of technical papers may be recognized: papers consisting of (a) a report of facts, (b) an explanation of facts, or (c) a combination of a report and an interpretation. Ideally a technical paper should belong to one of the last two categories but current practice is to accept papers belonging to any of the three categories. Based on a small sample drawn from the scientific and engineering literature, the relative frequency of the three types is a: b: c:: 20:1:14. There is a strong demand for nickel metal due to quick development of stainless steel and new electrical materials, most of which is extracted from sulfide resources, resulting in a serious depletion of sulfide resources. Therefore, more attentions have been paying to extracting nickel from nickel laterite, which accounts for some 50% of total nickel metal production. In this paper prereducing?magnetic separation?reduction smelting process is developed to manufacture ferronickel rom two types of nickel laterite DN and GN, assaying 1.42% 1.83% Ni and 49.09% 26.08%Fetotal, respectively. Mineralogy of two types of nickel laterite was determined and optimization of process parameters was conducted to manufacture ferronickel. Prereduction?magnetic concentration process is used to upgrade low grade nickel laterite firstly, two kinds of Ni-Fe concentrates being prepared of DN assaying 2.26% Ni and 69.45% Fetotal and GN containing 2.76% Ni and 38.00% Fetotal. Finally, two types of ferronickel were produced by reduction smelting of prereduced concentrates DN and GN, DN and GN ferronickel contains 2.97% Ni and 6.58%Ni, 89.25%Fetotal and 89.95%Fetotal, respectively. The total recoveries of Ni and Fe of the two ferronickel are beyond 90% and 80%, respectively. There is significant difference in grade of magnetic concentrates and ferronickel between DN and GN laterite due to their different mineralogy, the former belongs to limonitic laterite and the latter saponite one. There are some advantages for this process to manufacture ferronickel from nickel laterite, including effectively upgrading low grade nickel laterite by prereducing?magnetic separation technique, higher throughput and lower energy available for reduction smelting section due to some 40% gangue being rejected in pre-upgrading section, and much less metallurgical coke consumption by using non-coking coal as reductant for prereducing?magnetic separation?smelting process.

During the past Two years in reef gold mining, "indicators" have received great attention at the hands at the Victorian gold seekers. Many years ago, what was caned the" indicator lode," was struck in Ballarat East, on the course of which extremely rich deposits of gold were discovered but as to its being a .qeneral experience in reefs or leaders no one ever dreamed. Now, however, we find that these "indicators" are frequently to be met with, though they differ very much in different localities, making it, therefore, a difficult matter for other than a careful minel' to follow them. The necessity of following "indicators" for the purpose of developing gold is now recognized, and the policy of following them up has been attended with much success in this field. In the case of Messrs Shaw and Sons, at Wedderburn, those gentlemen began to work on an "indicator" here five years ago, and immediately thereafter more by accident than anything else they being at that time inexperienced as regards "indicators " came upon gold bearing quartz, which continued payable so long as the" indicator" aud the stone were in conjunction with each other, but as soon as they parted company the stone ceasedto be of any value then, by following the" indicator," as the latter intersected fresh bodies of stone they proved again more or less payable, until a fortnight or so ago the Messrs. Shaw turned out 4 tons of stone, which yielded £1,825, with also profitable workingup to the present moment. Where they are now working is a mile north of their original find thus proving that "indicators" travel considerable distances and have something to do with the gold deposits found in reefs. On the direct course of Shaw's "indicator," as high as hundreds of ozs to the ton was obtained from the stone but, just a few inches from either side in the same" leader," not a colour could be got. Whatever the cause-whether by electricity or some unknown force in nature-the gold is found on the course of these" indicators" and nowhere else, and-as each of the Victorian Government Geologists admit-their value to the gold-seeker as a means of leading to' gold cannot be over-estimated.

As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

During the course of the investigation of possible domestic sources of manganese, engineers of the Bureau of Mines examined and sampled two manganese mineral deposits in northeastern Utah. The Daggett Chief claims are situated in the northern part of Daggett County,5 miles southwest of Manila, Utah, and approximately 57 miles from Green-River, Wyo. Owners of the property are J.E. Harris Of Salt Lake City, Utah, Nels Palleson of Manila, Utah, and J. P. Larson. The manganese occurs in a vein 6 to 8 feet wide in a shale and sandstone formation. Two distinct occurrences Of manganese are present Within the vein, and samples of each were subjected to testing. Lot A, representing .probably the major portion of the Manganese; was composed of nodules and veinlets of manganese oxides in a semicompact; gray, shaly formation. Lot B represented a 15-inch vein of dense iron-manganese ore. .Most of the laboratory work at Salt Lake City, Utah, was done on these two samples; but preliminary testing also was carried out on a small sample, physically similar to lot A, submitted by the owners.

Many underground mining operations use Split Set friction stabilizer bolts for rock support. Currently, however, little has been done to quantify the effects of various rock mechanics and operational parameters on the capacity of frictional support systems. The strength of Split Sets is usually measured by means of a pull test wherein a jacking force is applied to the bolt and a slip load is obtained. In order to evolve a rational design procedure for this type of support, an extensive database of over 900 pull test results from more than 50 mines through- out North America has been assembled and analyzed. Associated relevant rock mechanics parameters (rock type and quality) and operational details (drilling method, bit size, drive time, time to pull test) were also obtained, as completely as possible, for each test. Analysis of the information has yielded several charts that relate pull-out strength to relevant parameters and simple statistical analyses were conducted where necessary. Quantified distributions for pull-out strength were also produced for several operating conditions. The factors that most significantly affect bolt strength have been identified and specific applications to design are discussed. The information presented will assist mining engineers in designing safer and more economic support using Split Sets.

One third of the world's and most US kaolin is produced from Late Cretaceous and Early Tertiary sedimentary strata in Georgia and South Carolina. The kaolin is part of a belt extending to Arkansas of aluminous lateritic deposits, including bauxite. Original sediments were profoundly altered by chemical weathering during Early Tertiary time. Mining exploits those uncommon deposits where extreme leaching and chemical recombination have produced a clay of nearly pure mineral kaolinite. . Its whiteness, brightness, fine particle size, platelet shape, surface chemistry, and chemical composition make kaolin an important pigment, filler, extender and chemical compound in the paper, paint, plastics, ceramics and catalyst industries.

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. A wide-ranging base of jig data was collected from various types of commercial jigs in 9 coal preparation plants in China, and a complete data analysis was made. It was found that the sharpness ofseparation was very variable, which demonstrates the complex interplay of the many factors which influence jig performance. Tests showed that there exist optimum frequency ranges in each compartment of a jig. Stepwise regression analysis indicated that the sharpness of separation is most sensitive to the intake fraction ofthe air cycle, the frequency, and the feed rate. By means of non-linear curve fitting techniques and statistical analysis, several mathematical models were developed to describe both partition curve and the jig performance, for simulation purposes.

The problems presented by old mine workings affect both present day mining and land development. An automated method of locating these old mines from the surface using electrical resistivity techniques was de-veloped earlier under a Bureau of Mines contract. Subsequent Bureau research has refined the techniques and expanded the area of study to a variety of geologic provinces. During this research, six mining areas in the United States were in-vestigated with the Bureau's automated resistivity method. This report describes the mining areas involved and the results of the resistivity investigations, which showed a high rate of success in detecting old mines. It also describes the field measurement techniques and data analysis procedures.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

One of the principal activities of the Bureau of Mines connected with the recent war was to help to increase the supply of strategic and critical minerals. Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydrofluoric acid, such as the use of the anhydrous acid as a catalyst in production of high-octane gasoline and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorite.f In 1943 the consumption of acid-grade fluorite was advancing at a more rapid rate than production, and was only slightly less than production during the latter half of the year.' The outlook for the postwar market for fluorite is encouraging. Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid are expected to increase under the impetus of war-initiated research. In considerbtion of these and other factors some authorities predict a postwar demand for fluorite equal to about 60 to 75 per cent of the wartime production.1,2 Others believe that the postwar fluorite industry will be permanently expanded over its prewar status.3 Acknowledgment This paper is one of many reporting on various aspects of the Bureau of Mines program directed toward the more effective utilization of our mineral resources. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop safe practices for the use of shotcrete as ground support in underground mines, particularly mines operating in weak host rock. As part of this research, a rugged, portable direct tensile test system was developed for measuring shotcrete adhesion strength in underground mines. During the development of this test system, more than 185 direct tensile tests were conducted with a common, commercially available macro-synthetic fiber-reinforced shotcrete that was applied to concrete test panels using a dry mix process and machinery. The average bond strength of the shotcrete to the concrete substrate typically increased as a function of the shotcrete’s curing age, ranging from 0.44 MPa (64 psi) after one day of curing to 1.58 MPa (229 psi) after 90 days of curing. Adhesion strength increased markedly between one and three days of curing, reflecting a similar trend of increasing shotcrete tensile strength with curing time. This robust direct tensile test system can improve mine safety by providing a reliable means of measuring shotcrete adhesion strength and also supplying important information about the quality of the applied shotcrete and the competency of the underlying rock.

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. THE Marmoraton mine is located a mile southeast of Marmora, a village in Hastings county, Ontario, 130 miles east from Toronto and 143 miles west of Ottawa. Highway No. 14 from Belleville intersects Highway No. 7 at Marmora and the branch line of the Canadian National railway between Trenton and Bancroft passes through the property just east of the open pit. HISTORY AND GEOLOGY The Marmora orebody appears as the whorls of a thumb print on the aeromagnetic survey map released by the Ontario Department of Min.es early in 1950, the survey of the district having been made in 1948 and 1949, under the joint auspices of the Department of Mines and the Geological Survey of Canada. The 'anomaly' appeared to have interesting possibilities, so Bethlehem representatives carried out a ground survey and began drilling the property in June, 1950. A total of 40 holes, aggregating 37,000 feet, were drilled to delineate the ore-body. The Marmora orebody is a re-placement of Precambrian limesto.ne with zones or bands of magnetite interlaid with metamorpl1ic rocks and cut by later intrusives. The ore and associated Precambrian rocks are overlain by 100 to 150 feet of flat-lying Palaeozoic limestone. It is a low-grade deposit averaging 33 per cent iron and requires concentration to raise it to 65 per cent iron grade.

Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.

THE development of the power of the Tennessee River at Muscle Shoals has become a matter of political interest as well as engineering possibility. The controversy over it has been so active that the facts have been obscured, the possibilities exaggerated. Although the members of the American Institute of Mining & Metallurgical Engineers are not generally specialists in hydroelectric development, those who visited Muscle Shoals in October, following the Birmingham meeting of the Institute, were interested, and many of them surprised to learn the actual conditions. These have long been familiar to those who have studied the matter through the reports of the U. S. Engineers on the subject. The approved plan contemplates three dams-No. 1, a low dam close to the City of Florence, planned in the interests of navigation, since the construction of the other dams has rendered impossible the use of the river without it. No. 2-named the Wilson Dam is now under construction. Concerning it political argumentation has waged. No. 3 Dam-much smaller, is planned to be erected several miles above No. 2.
