Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

To determine the availability of aluminum from world bauxite resources, the Bureau of Mines investigated 139 bauxite deposits worldwide and evaluated the potential production of aluminum based on the demonstrated resources of bauxite ore from 91 mines and deposits in 22 market economy countries. The demonstrated resources of the bauxite mines and deposits included in this study represent an in situ resource of 20.2 billion metric tons of bauxite. Total identified bauxite resources in market economy countries amount to roughly 31.9 billion tons. Of the demonstrated resource, some 18.8 billion tons of bauxite considered minable provide a production potential of 3.6 billion tons of primary aluminum. Given the wide geographic distribution of bauxite deposits, stable supplies of bauxite for aluminum production seem assured well into the next century. However, a tight market situation could develop during the 1990's unless the real price of aluminum increases enough to stimulate massive new investments in production capacity, particularly in refining and smelting. This study indicates that a real price of at least $0.85 per pound (in January 1980 dollars) would be necessary to stimulate the required investments and provide a sufficient rate of return on invested capital.

The Rock Mass Rating (RMR) system is an internationally recognized classification system that can be used for preliminary ground control design. The RMR system assigns quantifiable values to predefined classified parameters of a rock mass. Assigning a single value rather than a range to each parameter is a source of uncertainty, however, assigning a single value can be useful for further studies related to RMR ratings. Fuzzy systems are being used in an increasing number of application areas where linguistic rules are used to describe the system. In past decades, fuzzy systems have been successfully used in geotechnical and mining engineering problems to cope with uncertain data as well as with vagueness. In such scenarios, linguistic rules and rating-based classification of rock masses have always been questionable. The objective of this study is to apply fuzzy set theory to the RMR classification system. The fuzzy system proposed in this study is specified for weak and very weak rock masses (RMR<50) based on data collected from Nevada gold mines where 68% of RMR data is in the ?poor? and ?very poor? classes. In this approach, a Mamdani fuzzy algorithm has been constructed to evaluate basic RMR89 rating for the ?wet condition.? Comparison between basic RMR89 and fuzzy RMR shows the fuzzy RMR system is valid to predict RMR from the discrete rating of each input parameter.

"For various reasons, dredging may become necessary in front of existing bulkhead walls, either for channel deepening or for environmental remediation of contaminated sediments. The removal of sediments at the base of bulkhead walls removes support for the toe of the wall that must be assessed. Evaluation of this impact can be problematic for aging bulkheads for which no design or construction records exist. This paper will address the steps that should be taken in investigation and analysis to assure proper assessment and means to address uncertainties and gaps in information. The steps include pre-investigation data review, field inspection, geotechnical and geophysical investigation tools, parametric analysis and design tools. Examples from several bulkhead assessment projects will be provided that include a variety of conditions and tools for application. The focus of the paper will be on the integration of technologies to assess bulkhead geometry, geotechnical properties and stability, structural safety and constructability issues with removal of support, and means of temporary and permanent stabilization for environmental applications.IntroductionBulkheads and quays have existed as long as there have been waterfront activities. Some of the earliest date back to 1200 B.C.E.(Raban, 1987), however in the United States few predate the eighteenth century. Most extant bulkhead structures, and all steel sheet pile bulkhead walls date from the early 20th century or later. These structures function to protect the shore from erosion, support landside activities, and serve as place to moor and offload vessels. Regardless of the age or usage of existing bulkheads, it is essential to assess and protect them if needed where removal of soils on the water side of the bulkheads is planned to dredging.Waterfront BulkheadsExisting bulkhead structures can be classified into two types: Cantilevered, and anchored. Cantilevered walls are completely supported by the soil on the water side, while anchored bulkheads are supported both by the soil on the water side and anchorage on the land side (Figure 1). Walls may be constructed of timber, steel, or concrete. Timber walls may be lagging with soldier piles, cribbing with soldier piles, or timber sheeted such as Wakefield walls (Figure 2). Steel bulkheads are most commonly constructed using sheet piling comprised of interlocking A or Z shapes, though some historic walls were constructed with flat sheets. Precast concrete sheet piling has also been used in construction of bulkhead walls. Anchorage may be provided by steel bars or tendons attached to deadmen, sheet piling, driven piles, or earth anchors."

Over 425 million used automotive oil filters are discarded in the United States each year. Estimates prior to this research claim that 10% are recycled with the remainder typically being landfillcd. Surveys conducted with ferrous scrap users and oil filter processors as part of this research reveal that at least 15% are currently being recycled as ferrous scrap. Oil filter scrap is not being used by many operations because of concerns with scrap consistency and quality. These concerns stem from trials conducted in the infancy of the oil filter recycling movement. Consistent scrap quality depends both on the content of the used oil filters and the processing technique used to produce the scrap. Technology has advanced since the first recycling trials were conducted by steelmakers. Several different types of scrap are available, including pucks, bricks, cubes, and shred. This research conducted at the University of Missouri-Rolla investigated the content of used oil filters and compares the recyclability of different oil filter sizes and designs. Filters vary by application and vary between manufacturers for a particular application. An understanding of the scrap itself as well as the concerns and problems of both oil filter recyclers and oil filter processors is necessary to increase the number of used oil filters being recycled.

"The horsepower required to drive large grinding mills has increased dramatically during the past ten years. Limitations on the amount of power which may be transmitted by a single gear and pinion have resulted in the application of multimotor drives, with consequent loadsharing problems. It has also sparked the development of some entirely new drive concepts. In addition, the severe demands made upon the electrical system during the acceleration period have required that the selection of motors and electrical system design be closely coordinated. Moreover, the installation of such large process units results in downtime being very costly. The equipment selected and the plant maintenance philosophy must therefore be such as to minimize the risk of unscheduled downtime."

"During the fall of 2001 a program was initiated to determine the feasibility of improving the metallurgy in the flotation circuit at the Penhorwood Talc Concentrator located near Timmins, Ontario. Bench scale testwork led Plant staff to believe that opportunities existed to improve the flotation performance. Pilot scale testing was then conducted using two vendors and their respective cylindrical type flotation cells to indicate where these opportunities existed.The results of the test program determined that the replacement of the existing flotation circuit (roughers, scavengers and cleaners) with new flotation cells could be economically viable. Justification was due to a reduction in installed horsepower, maintenance costs and a subsequent increase in recovery and throughput while maintaining product quality. Unforeseen benefits included reagent and air reduction, accurate level control as well as improved working conditions due to the removal of the antiquated equipment and ancillaries.This paper will detail the justification, installation and implementation of the new flotation circuit. A special emphasis will explain the hurdles encountered while trying to install and commission the circuit in an operating Concentrator with minimal interruptions to production.INTRODUCTIONThe Penhorwood mine and Concentrator is 28 yrs old and has gone through many ups and downs with different owners, Johns Manville, Steetley Talc and now Luzenac. It has also been expanded twice, with flotation and grinding capacity being added in recent years.All of the concentration is completed at the mine site while the fine grinding takes place in the Timmins micronizing plant.Luzenac’s Philosophy is to be the world leader in Talc production, technology and sales, having about 70% of the current world High Grade talc market."

Modern remote sensing provides a means for locating and characterizing exposed mineralized systems in many parts of the world. These capabilities are non-invasive and help target specific areas for more detailed exploration. An example of how remote sensing technology can be used is evident from a study of the Questa Mining District, New Mexico. Analysis of low spectral resolution data from the Landsat Thematic Mapper satellite system clearly shows the region-al distribution of two broad mineral groups often associated with mineralized systems: clay-carbonate-sulfate and iron oxides-iron hydroxides. Analysis of high spectral resolution data from the Airborne Visible and Infrared Imaging System (AVIRIS) shows the occurrence and distribution of many individual mineral species that characterize the pattern of hydrothermally altered rocks in the district.

"There is a number of comminution tests commonly used in the mining industry. Many of the tests are used for a particular grinding model or mill sizing program and are incompatible with other tests of different models. This paper provides an overview of the commonly used grinding and crushing tests, which models (or practitioners) use a particular combination of tests and draws some relationships between the incompatible tests based on the DJB Consultants Inc. database of projects.Case studies will demonstrate similarities and differences between major mining districts with some comments about homogeneous and heterogeneous behaviour within the grindability results.INTRODUCTIONThere are a number of bench-scale grindability tests in use for sizing and predicting throughput for grinding circuits. Part of the reason for this variety is there are a number of different grinding models in use in the Industry, and those models operate using incompatible test results as input (Doll and Barratt, 2008).By using the database of testwork in the DJB Consultants, Inc. (DJB) Millpower 2000 database (see Table 1), some of the more commonly used tests are compared and relationships will be drawn."

The rapid determination of uranium in ores by radiometric means was investigated by the Bureau of Mines. Among the various procedures and schemes tested, two showed most promise. They were the ratio scheme developed in the Bureau&apos;s Tucson, Ariz., laboratory and the equilibrium method developed by the Canadian Department of Mines and Technical Surveys. The ratio method is a simple, empirical procedure for classifying the state of equilibrium in ores by measuring their radioactivity by means of a Geiger-Muller counter under three different conditions, using filters. The principal merit of the method is in providing a clue as to the reliability of equivalent uranium determinations.

This paper describing the methods of recovery and treatment of a sand and gravel deposit and the preparation of these materials for a number of special markets is one of a series being prepared by the U. S. Bureau of Mines. It is of particular interest to those sand and gravel operators who have a surplus of fine sand which must be sent to waste, both from the point of view of, equipment and the variety. of markets supplied, and in that it describes one of the few sand and gravel plants which have resorted to hydraulic classification for sizing fine sand. Chile is at present the largest copper and rhenium producer and was before World War I the largest nitrate producer. She is also an important producer of lithium carbonate and molybdenum oxide. An important event in the history of the country is the Pacific War of 1879-1883 in which she acquired the northern provinces initially belonged to Bolivia and Peru. In 1888 Chile annexed Easter Island. The Chilean mineral and cultural history is briefly reviewed together with the people who contributed to her development. The present report is the result of a number of academic and industrial visits to Chile during the period 1992 to 2009.

Although not fully accepted in South Africa, the Theory of Sampling originally proposed by Pierre Gy is fast becoming the cornerstone of sampling practice throughout the world. The growing acceptance of Gy?s Theory of Sampling in South Africa can be attributed to a number of factors, chief amongst them being the development of a tradable mineral asset market, the promulgation of the Mineral and Petroleum Resources Development Act (MPRDA), the growing number of commercial and academic courses that are offered on sampling, and the regulation of the industry through internationally acceptable guidelines and rules for reporting and trading in mineral assets. The size of the South African minerals industry and the dependence of our economy on mineral production have also meant that correct sampling is of key importance to mineral trade. ISO standards have been the principal guides for producers of mineral bulk commodities who produce to customers? specifications, whereas Gy?s insights have been most readily accepted by precious and base metals producers whose product is sold into metal markets. Understanding of small-scale variability is essential in the precious and base-metal industries, but detailed studies of the effects of heterogeneity have not been as productive in the bulk commodities. Sampling practices at different stages of mineral development from exploration, face sampling and grade control, ore processing and handling, metallurgical sub-sampling, point of sale sampling, and sampling in the laboratory are considered in the gold, platinum, ferrous metal, and coal industries. A summary of the impact of poor sampling in these industries is presented. Generally it appears that poor sampling practice is most likely to erode mineral asset value at the early stages of mineral development. The benefits of good sampling are considered, especially with regard to the financial implications of bias and error on large and consistent consignments of bulk commodities. Ferroalloys like FeCr and FeMn are mostly produced in submerged electric arc furnaces. Typical for these processes is that the amount of slag is quite high. The role of slag for the process is thus very essential and specific chemical, physical and electrical properties are required. Slags in FeCr process are Al2O3-MgO-SiO2based with minor contents of CaO and CrOx. Slags in FeMn process are principally similar originating from silicate minerals but can have quite a large composition range depending on the manganese ore and its gangue minerals. Characteristic for FeMn process is that the slag is rich in manganese oxide up to above 30%. A common feature is that the ?ore oxides?, CrOx and MnOxin slag are not only divalent oxides but also containing some higher valent of Cr3+ and Mn3+, respectively. In FeMn production conditions the slag consists mainlyMn2+. This is a clear difference from CrOx containing slags in which both two and three valent coexists in slags in FeCr process conditions. Oxidation state of the slag depends on the ambient oxygen partial pressure and temperature in the examined process. Thermodynamics of slags in ferroalloys production are discussed in terms of phase diagrams, activities and oxidation state of chromium and manganese oxides. Further, slag properties influencing reduction kinetics and furnace operation i.e. viscosity and electrical resistivity are discussed. "A mathematical model was developed to describe the plasma gas and particle dynamics and conversion yields. The velocity and temperature fields in the plasma were calculated by solving 1 the Navier-Stokes equations and the thermal energy balance equations. Conservation equations for the system species consider the multi-component diffusion and chemical reactions. Through the application of this model, temperature distribution, flow fields, and production rates were computed. The model was used to study the thermal decomposition of ilmenite in the non-transferred arc plasma reactor. The computed production rates of TiN from ilmenite using nitrogen and methane gas mixtures, are in the range of 5 to 100 x 104 kg/m3/s at 2500 KIntroductionThe widespread interest in thermal plasma processing has stimulated a great deal of research effort into the various aspects of this process, including plasma' spraying, thermal plasma chemical vapor deposition, plasma synthesis of fine powders, thermal plasma decomposition, plasma melting, and plasma extractive metallurgy.In the plasma synthesis of fine powders, the earlier experimental and theoretical studies aimed at predicting the final products1-5. Then it was followed by more recent investigation concerning the profile of plasma gas velocity, plasma temperature and concentration. In this regard, useful plasma processing models have been reported by numerous investigation6 -11 which were increased by both theoretical analysis and measurement.As a result of this work a reasonable plasma-processing model is proposed. It is to be noted that all the thermal analysis that has been made neglected the fluid -flow effects. Also, in the analysis aimed at the quantitative description of the fluid-flow field, the effect of heat transfer was not taken into account."

Much concern has been expressed recently as to whether water supplies will be sufficient to support accelerated energy development foreseen in operation Independence. Taking the Nation as a whole, sufficient water is available for energy growth, but locally, as in arid parts of the Colorado Basin, limited water supplies will dictate economies in water use and affect plant siting. As Young and Thompson1 point out with respect to electric power generation, the term "water requirements" is misleading, as demand for water for cooling is sensitive to price of water and thus is quite flexible rather than the inflexible or fixed level implied by the word "requirement." Much the same is true of other energy conversion systems. Water is used in many aspects of energy production including mining and reclamation of mined lands, on-site processing, transportation, refining, and conversion to other forms of energy. In the East, South, Midwest, and along the seacoasts, water supplies are generally adequate for energy industries; most water problems in those regions relate to pollution rather than supply. West of about the 100th meridian, however, runoff is generally less than potential diversions and energy industries must compete with alternative uses for the limited available water supplies. Water is especially short in areas of less than 10 inches mean annual rainfall where natural precipitation generally is insufficient for establishing vegetation without irrigation. Extraction. The principal categories of extraction comprise coal mining, oil and gas production, uranium mining, and oil shale mining.

Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage individuals within the mining companies to work together to identify such indicators, executing risk assessments comes with challenges. Specifically, varying or inaccurate perceptions of risk, in addition to trust and buy-in of a risk management system, contribute to inconsistent levels of participation in risk programs. This paper focuses on one trona mine’s experience in the development and implementation of a field-level risk assessment program to help its organization understand and manage risk to an acceptable level. Through a transformational process of ongoing leadership development, support and communication, Solvay Green River fostered a culture grounded in risk assessment, safety interactions and hazard correction. The application of consistent risk assessment tools was critical to create a participatory workforce that not only talks about safety but actively identifies factors that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s previous process of risk-assessment implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks, as well as a variety of mini case examples that showcase how the organization worked through these barriers to facilitate the identification of leading indicators to ultimately reduce incidents.

The use of pulverized coal for generating power and performing industrial processes has made an important contribution to our industrial economy during the past half century. Actually, the burning of coal in powdered form is a subject that has held the attention of engineers for a century or longer. Its widespread use, however, is comparatively recent, As early as 1866 patents were granted to Messrs. Whelpley and Storer for a method of feeding pulverized coal into a furnace as an auxiliary to the grate fuel. In the many tests made during the subsequent years with various kinds of apparatus, the experimenters were handicapped in not getting the coal fine enough to obtain complete combustion and to prevent excessive formation of slag.
