Introduction 1. Factors on Which the Design of the Roaster Plant was Based The roasting operation at Lake Shore, it was realized from the outset, would be profitable only if costs and losses could be reduced to a low figure. It was absolutely imperative that the operation should be self roasting over the whole range of tonnages and sulphur grades which might obtain during the life of the mine. The roasting operation could not bear the cost in fuel and labour of even a partially fired roast. To meet this requirement, it was necessary to resort to additional insulation in the construction of the roaster and to provide a more flexible means of rabble cooling than the conventional water jacket (see p. 31). A second basic consideration was that of handling a wet, putty-like concentrate. The operating costs of a drier ruled out the possibility of drying the charge before feeding it to the roaster. Moreover, the dusting which would result from charging a dry product virtually all -40 micron (325 mesh) in size would seriously handicap the use of a dryer. Dust lubrication (p. 3S) due to the back-mixing action of the Edwards rabbles, and the use of a Sullivan slapper ( p. 27) on the concentrate filter, completely solved the problem of handling the roast feed. The third consideration was the reduction of dusting to a sufficiently low point that a Cottrell or other dust collecting system was unnecessary. The Edwards roaster when properly supervised, it is believed, can be operated to give the minimum possible dusting. At Lake Shore, the evidence has been that less than 1 per cent dusting occurs at any time and that the greater part of the dust produced is recovered either in the spray tower or in the dust chambers.

It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

On November 9, the Reynolds Metals Company cut production by 12 at its primary aluminum smelters at Troutdale, Oreg., and Longview, Wash., as a result of an earlier 25% power cutback by the Bonneville Power Administration due to lower than normal stream flow in September, the Aluminum Company of America had closed one potline at its Vancouver smelter because of the power cutback. Nearly 700 union workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., walked off the job when their contract expired or, November 15, after rejecting a proposed 3-year contract. The smelter has an annual capacity of 180,000 tons mid accounts for 50% of Anaconda's aluminum production. No talks are scheduled.

Since March 28, domestic producer prices on 99.5 percent aluminum ingot have been at 5l¢ per pound. Dealers in this same time frame have held ingot quotes at 49¢-50.5¢ per pound. COBALT: Imports from southern Africa in 1976 constituted 73 percent of total cobalt imports. Moreover, the United States is 98 percent dependent on imports of cobalt. For this reason, the Bureau of Mines is closely monitoring developments abroad to ensure an advance notice of any possibility of a shortfall in supply. Included in these imports were those from Zaire (41 percent directly from Zaire and 15 percent via Belgium-Luxembourg), Zambia (11 percent), and Botswana (6 percent). Also being closely watched are industry stocks.

Norton Co., the world's largest producer of abrasives, is enlarging its proppant operation. Proppants are strong chemical particles used to wedge open rock formations in deep oil wells, thereby increasing the well flow rate, sometimes as much as tenfold. Norton" aluminum oxide-based proppant is rapidly displacing less durable materials. The company is building the world's largest proppant plant in Fort Smith, AR. ALUMINUM--See also REFRACTORIES The price of primary aluminum ingot was increased by several producers in July. Kaiser Aluminum & Chemical Corp., and Revere Copper & Brass Inc. increased the price of primary aluminum to 63.0 cents per pound, effective July I. Reynolds Metal s Co., Anaconda Aluminum Co., Howmet Aluminum Corp., and Marti n Marietta Aluminum Inc. increased the price of 99.5% primary aluminum ingot to 63.0 cents per pound, effective July 5, The Aluminum Company of America increased the price of aluminum ingot to 62.5 cents per pound, effective July 9. The range of prices at the end of the month was 58.5 to 63.0 cents per pound.

The political, economic, and financial disturbances caused mainly by the World War have resulted in an amazing situation. Especially since 1930 have conditions been complicated.

The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. Until the end of 1918 Boulder County ranked as one of the foremost tungsten-producing districts of the world, but in August, 1919, there was practically no production in the district. The operators there could not compete with tungsten ores from foreign sources, particularly China, Burma, and South America. As a. result there · has been a strong movement for placing a protective tariff on all imported tungsten ores and products; and it seems to be the general belief of tungsten producers that some form of protection is necessary to the maintenance of the industry in this country. The stimulus, due to the great demand for · tungsten alloys in the manufacture of munitions during the war, was felt in all the productive localities of the world. The ores of Boulder County were especially in demand on account of their comparative. freedom from • harmful impurities, and this demand greatly extended mining operations in the district and increased the efficiency of the gen~ral milling practice there.

Properties of an explosive which itiuence its performance on rock breakage are analyzed in relation to the rock: hardness and a discussion on the interaction of an explosive with the rock during the blasting process is given. Theoretical concepts regarding ideal and non-ideal detonation are reviewed to explain how the physical and chemical factors of an explosive influence the rate of energy release and its consequence on blasting performance. While a lower velocity of detonation indicates a slowed chemical reaction it does not necessarily mean a loss in energy from the explosive. High density ammonium nitrate (HDAN) can be used effectively in the formulation of modern industrial explosives to slow the energy release rate with its attendant decrease in detonation velocity. Examples of blasting performance using custom formulated explosives with HDAN are presented.

Changes in existing airway and fan-installation conditions offer the most common opportunities for effecting economical operation of mine ventilating systems, but the largest possibilities for securing this result lie in the original design of the main airways for efficient service. Formulas, and. charts for their graphical solution, are presented herewith for the determination of the elements of airways design when the conditions of service are known, or may be roughly approximated. Although the analyses are made with particular reference to metal-mine airways, there is no essential difference between metal and coal mine main airways, and the methods presented are equally applicable to both. Little attention is paid to designing airways for maximum economy in the ventilation of metal mines. Most of the openings used as main airways are originally designed and used for transportation and other operating purposes. Even where openings are made primarily for ventilation, the possibility of their future use for other operating purposes, or even custom alone, usually results in the selection of a size and shape similar to those of existing openings. Natural conditions, such as heavy ground, often seriously limit the size of opening that can be maintained without excessive expense; and various operating factors, such as velocity limitations on traveling roads, often dictate size requirements in excess of those required for economy in ventilation only. In metal mines the main airways are, as a rule, too small rather than too large for economic service, with the general result that the quantities in circulation are often less than the mine's proper requirements over long periods, even though excessive amounts of power are applied in an effort to remedy conditions.

Test work is the foundation upon which the success of projects and subsequent operations is laid, reflected in Professor Arthur Taggart’s pithy observation: ‘Make your mistakes on the small scale and your profits on the larger scale’. Indeed, Professor AllanTrench has succinctly noted that ‘Get the metallurgical characteristics wrong and you don’t have a project’.With deposits becoming lower grade, more structurally and mineralogically complex, final products requiring lower levels of impurities and tailings management demanding more attention, test work now assumes even greater significance in the acceptance and successful execution of a project. This paper is the first in a series aiming to stimulate thought on the metallurgical test work process by getting back to the fundamental basics through exploring and providing some guidelines for the metallurgical testing world, noting preferred practices as well as precautions and mitigations. This covers the key characteristics of metallurgical test work programs, including what needs to be done, sample selection, quality control and associated drivers, and most importantly, selecting, assessing and managing test work facilities. The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

In a high risk venture such as mining where capital is committed and contracts are signed on the minimum of information, decisions are based primarily on production forecasts derived through consideration of such factors as management-labor relations, mining practice, variations in physical conditions and the equipment applied. Among these factors, the physical conditions offer the least opportunity for control and, due to the wide range of mining conditions that may be experienced, little effort has been made to develop objective methods for measuring their effects on mine out- put. Dynamic market and operating conditions, coupled with an environment in which multiple objectives and trade-offs are common, pose major challenges for planners and schedulers working in any mining entity. Many mining companies recognise the need to shift from a siloed mining-focused push model to an integrated value chain, demand-driven approach, but there are still fundamental barriers in business process and the supporting technology preventing a consideration of end-to-end optimality.This paper presents some elements of experiences working with companies to adopt such advanced approaches. In addition to algorithmic elements, an approach to phased and gradual deployment of progressively more sophisticated optimisation models is described. From a practical software adoption perspective, it is believed that this last concern is also of primary importance. Next generation approaches to the optimisation of complex bulk commodity demand chains, namely iron ore and coal are presented, with case studies in the world’s largest integrated operations in Western Australia and Queensland from the raw material mined through to market. Utilising accurate simulation models supported by metaheuristic optimisation techniques, a range of ways to engineer a dynamic decision support framework that can adapt and change with the inevitable changes in commodity markets is explored. Objectives such as total revenue, margin, cost, NPV, throughput, asset utilisation, contractual penalties and bonuses, and energy consumption can be managed simultaneously across the mine, plant, logistics network, port operation, shipping and sales domains.CITATION:Balzary, J and Mohais, A, 2014. ESPLIM is a novel separation technique that combines the advantages of solvent extraction and electrostatic dispersion but its application in the extraction of nickel by the direct solvent extraction route and the effect of high electrostatic field on the stability of organics have not been explored. These were investigated in this study and it was found that the technique allows 97% extraction of the nickel in a single stage compared with 3 stages by the conventional solvent extraction. Also, three months of exposure to 5.0 kV under simulated operational conditions had no adverse effect on the stability of organics.

"What is new in air compressors? A good deal - the designers have been keeping pace with technical developments in related fields and also contributing new techniques of their own. Plant reliability no longer requires bulky slow-speed machines. Even the reciprocating machines, which still provide the most efficient method of compressing air, have been greatly reduced in size and installation cost for a given capacity rating. New materials and fabrication techniques are being used, by most manufacturers, to produce less costly plants in total. Many packaged plants are available, which generally means a more complete assembly for shipment. This type of construction offers savings in handling and erection costs at the site. A warning is in order, however - the extent of packaging in any given plant should be investigated carefully to determine what is included and just what field costs can be realized. A suggested specification has been offered for consideration when studying comparative costs. Rotating machines intrigue many because of their potential as regard fewer wearing parts, higher speeds and hence smaller units, utilizing less expensive drivers, and lack of contamination of the compressed air by lubricants. The inherent shortcomings of these machines - lower •efficiency and capacity control - have been much improved lately, and this type of plant is now becoming quite popular. Noise control, of much concern to everyone, is another development that has received considerable attention.Systems for efficient capacity control and continuous monitoring of compressor operation offer additional reliability and low-cost operation of the modern compressed air plant. Accessory equipment and its effect on over-all plant operation is also considered."

The King Mountain study area is centered about 120 air km northwest of Blackfoot, and 30 air km north of Arco, Idaho. The study area makes up the southern one-third of the northwest-trending Lost River Range--the highest mountain range in Idaho. The area is predominantly underlain by Paleozoic-age marine limestone and lesser dolostone, with a relatively small inlier of silica-rich, Ordovician-age quartzite. There are vast, unquantified resources of these industrial minerals present; however, special markets need to be developed for these resources which are near enough for transportation costs to be competitive. Five prospects were found in the study area; however, only one, the Elbow quartz silica prospect, contains resources and current claims. There has been no mineral production in the study area.

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.
