Owing to circumstances which are entirely unavoidable, the cost of rendering to Institute Members the services which they have been ac-customed to expect from the Institute has increased enormously, especi-ally during the past year. The cost of printing has increased 20 per cent. and another 30 per cent. is expected. There is no recourse; the Institute must pay this or cease publishing. The increase for supplies and office force will be very great. Justice to our employees, whose cost for living expenses has risen by leaps and bounds, demands an increase in. wages, wholly aside from the fact that the employees need not and will not stay. The Institute is, therefore, faced with the alternative of greatly re-ducing its service to the members or else of asking from them a small increase in clues. An amendment to the Constitution has been offered by the members increasing the clues to $15 per year, which cannot become effective until 1921. This still leaves us as the engineering society with the lowest annual clues, except only one, whose dues are $15 per year. To help meet the immediate emergency, the Directors have exercised the authority vested in them by the Constitution and By-Laws and requested the members to pay $3.00 for the Transactions to be issued during the year 1920, which is very much less than the cost of publication. It is the opinion of the Board that the members will prefer to pay this slightly additional expense rather than to have the Institute take a backward step in respect to the services which it is rendering, and which has been increasing constantly in amount, as well as in unit cost, during the past seven or eight years.

Microprocessor-based balances are helping Keffler & Rose Coal Preparation Co. to test and ship coal faster than the competition. They provide a high level of accuracy in meeting Environmental Protection Agency standards and customer specifications .and help minimize "bad" coal. The combination of speed and accuracy has helped increase K&R's sales, while improving the company's reputation for meeting precise client requirements. The quality of coal that is assured by the company's testing-at an in-house lab using fast, precision weighing, and a computerized sulfur test-has assured K&R of a good price for its products. Recent EPA standards have strained the testing capabilities of coal suppliers. Companies involved with high-sulfur coal often use outside laboratory services that can take three to four days to report test results. Since the coal business moves much faster these days, some coal companies cannot afford that kind of time. Too much coal not up to specifications could be produced within a three or four day period. Keffler & Rose took a novel approach to this problem, installing its own in-house laboratory. The test situation immediately improved with this step. However, one bottleneck persisted for a time: the weight measurement procedure for ash, moisture, and energy content. The company first employed a mechanical balance that required time for setting up and taring. The balance provided readings on a conventional scale that was not very precise and allowed for error through subjective readings by the operator. The balance bottleneck was broken when K&R applied new technology to meet its needs: microprocessor-based weighing. The result has been a 75% reduction in weighing time and a sharp increase in accuracy. This has contributed to the test speed needed to keep up with 227-t/h production and precise K&R coal specs.

ITSL Technology group employs around 100 people at Mississauga in Canada. Its long and proud history as a driving force for the worldÆs nickel industry continues, progressively adapting to meet IncoÆs ongoing development needs. The nickel industry, unlike many others in the minerals processing world, has not evolved into one or two narrow technology paradigms. Rather, each process requires a degree of optimisation to meet the characteristics of the ore. Without a competent team to address this complexity, the uncertainties that arise can greatly increase the risk (and costs) associated with the nickel industry developments. The development work carried out at ITSL Technology ranges from milling and metallurgical processing of ores through to development of value added products for the battery and electronics industries. It covers routine evaluation of ores for exploration (mine planning and greenfield), and provides on the ground support to bring specialist technical perspectives to site-based projects. In recent years, ITSL Technology has had as its particular focus the process development and commissioning support for IncoÆs major projects. Over the next several years, Inco will commission its Goro laterite operation, design and construct the further processing facility for VoiseyÆs Bay, undertake major upgrades at Sudbury, Thompson and PT Inco, and bring forward some additional resources currently in the exploration stage. The appropriate mix of both internal and external resources to effectively manage this project portfolio will prove critical to success. The key to ITSL Technology meeting these development challenges has been in working closely with its internal customers to ensure alignment of the value proposition, to identify the critical issues to be managed, and to understand the deliverables required. This paper discusses examples to reinforce these principles in the definition and development for two different projects; processing of VoiseyÆs Bay ores and concentrates and resource optimisation at Thompson.

Its business is unique in that it generally buys from its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of many of the nation's most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the magnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and-steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a 'general way, attempting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturers reclaim' their own metallic wastes.

Splicing methods have undergone considerable developments over the last 2Oyears. Continuous conveyor belt service is dependent entirely on the strength and life of the splice to hold the two ends together. Ultimately, belting performance is dependent on the quality, efficiency, and technique of the splicer. As customers demand better belting performance and running tensions increase, the need for splices that perform as efficiently as the belting has increased also. Higher dynamic belt constructions have also dictated the need for "new"sp1icing techniques. Regardless of the belt type used or spliced, one item that is most necessary with all belt types is the quality of the workmanship and standardized splicing methods that employ all of the necessary elements required to ensure reliable field service. This paper will explore the use of Goodyear-issued internal standards for field splicing following the constraints of quality and efficiency for fabric and steel cord reinforced belting. Also included are the 10 most common mistakes made by splicers, Goodyear-issued Field Quality Assurance Standards, and check lists for end users to adhere to the manufacturers' requirements for splicing including materials and specifications for conveyor belt splicing and repairs.

The discovery of the auriferous cement gravel deposits in and near Deadwood Gulch, Lawrence County, Dakota Territory, in 1876, created a mining excitement, and rush to the Black Hills. Numerous ten and twenty-stamp mills were built on Deadwood Gulch; Central City and the town of Deadwood sprang into existence, and became the centres of the mining industry of the Hills. Gold quartz deposits were subsequently discovered and located on a so-called mineral belt, extending from Whitewood Creek on the south, to Deadwood Gulch on the north. A northerly group of these quartz locations was purchased in December, 1877, by parties in San Francisco, who formed a company, incorporated under the name of the Father de Smet Consolidated Gold Mining Company. This company immediately commenced the work of exploration The deposits were proved to be extensive, and easily mined, but it was found that the ore, on an average, would not yield more than $10.00 per ton* of 2000 pounds. • At this trine the cost of supplies and materials in the Hills was high. Miners' wages were $3.50 per diem, and custom mills charged $6.00 per ton. The successful working of mines on "the belt" necessitated cheap milling. The concern for air pollution goes back centuries as will be seen from this quotation: "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest, air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers. etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables. FUGITIVE DUST Most state air pollution regulatory agencies now have rules and regulations requiring control of fugitive dust. This refers to dust generated from normal processing operations. A typical air pollution control agency regulation reads as follows: "Fugitive Dust" "No person shall cause, suffer, allow, or permit any material to be handled, transported, or stored; or a building, its appurtenances, or a road to be used, constructed, altered, repaired, or demolished without taking reasonable precautions to prevent particulate matter from becom-

The profeseional career of Thomas Septimus Austin, who died at El Paso, Tex., Aug. 23, 1906, was contemporaneous with the growth of the silver-lead smelting-industry of the Far West, to which his talents and zeal contributed in no small degree. Born at Stratford, Conn., Dec. 7, 1853, he was the seventh son in a family of thirteen. His parents were well-to-do; and he received a thorough preliminary training at the Hopkins Grammar School, New Haven, Colin., passing thence to the Columbia School of Mines, in New York, where he was graduated in 1876. His first professional work was that of analytical chemist with a Cuban sugar company. In this position he spent a year, and, whatever else of benefit he may have acquired during that year in Cuba, he gained a facility of speech in the Spanish language which was of inestimable value in his subsequent work in Mexico and the southwestern United States. In 1877, he went to the Rocky Mountains, and, under the firm name of Murphy & Austin, opened an assay-ofice in Lead-ville, Colo., which was just then coming into public notice as a rich silver-lead camp. The next year, however, he entered the service of the Germania Smelting & Refining Co. at Salt Lake City, Utah, where he remained until 1882, first as assayer and chemist, and later as Assistant Superintendent. The Germa-nia bears the honorable distinction of being one of the first of the large " custom" lead-smelters erected in the West. Its founders may be called the pioneers of the modern lead-smeltr ing practice, and the Germania served, to a large extent, as a model for the many plants that sprang into existence during the next few years in Utah, southern Idaho, Colorado and other lead-producing districts. The little stamp-mill in the mining laboratory of the Massachusetts Institute of Technology and the work done by it have been well described by Prof. R. H. Richards and E. E. Bugbee in a paper read at the Albany meeting of the American Institute of Mining Engineers, February, 1903.' As run for student class-work the mill contains a feeder, stamps, plate, and vanner. Results in the past indicate that the work of these machines is just as efficient as that of a regular mill handling the same class of ore. It has been the custom to obtain ore principally from Nova Scotia, mainly because it is the nearest source of supply, and also because there is a considerable saving in freight-cost as compared with other districts. The gold in Nova Scotia ores is notoriously coarse, and for this reason it is almost impossible to obtain satisfactory results by sampling and fire-assay, unless an extremely large lot of ore is crushed and all of the contained gold pellets are saved. A very interesting and most extraordinary example of this fact has been presented by a recent run in the Technology stamp-mill. Since the capacity of the mill is about 60 kg. per hr., and since in about 5-hr. run the students in any one section have an opportunity to make the necessary study of machines, it usually happens that several runs are made from one lot of ore. When the shipment is received it is first dried and weighed, put through the Blake breaker, set at 1 or 1.5 in., and the crushed product is piled in a cone on the sampling-floor. Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimise the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focussed on ore characterisation and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blastability indices as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model however it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables as well as higher plant throughput. Additionally, the initiative has benefited both Brownfield and Greenfield projects on the PPRust operation.

Data is now appearing in literature that indicates many current paste fill systems in Canada suffer from plugged lines and severe wear rates. Both of these conditions suggest: design problems with the pipe distribution system, backfill composed of poorly graded material and/or possibly poor operator practices. Problems that can be prevented in the design stage, but still may be readily solvable with current technology. However, if left untreated will lead to an increasing frequency of down time. The compatibility of the distribution system with the paste fill rheology is fundamental and essential for the reliable delivery of fill. Either many mine operators are not familiar enough with the technology to provide a critical review that could foresee problems down the road, prior to construction and or North American designers are not clarifying their designs to their customers. The objective of this paper is to highlight key concepts to mine operators with the purpose of better enabling a critical review of contractor's/consultant's designs. There is a great deal of understanding about the rheology of backfill over a range of pulp densities from hydraulic slurry to dense to paste. However, outside of deep mines (especially in South Africa) neither hydraulic or dense fill distribution systems have suffered the problems of paste fill. Paste fill is fundamentally different from hydraulic fill principally in its transportation characteristics. These differences have a direct impact on the design of the distribution system. By understanding the practical implications of these differences the operator can play a more active role in their design while better appreciating how to best operate their own system.

THIS paper will be confined to the treatment of methods as applied in the laboratory of the Boston and Montana Reduction Department of the Anaconda Copper Mining Co. at Great Falls, Mont. As the electrolytic plant of this company operates at a current density of approximately 35 to 40 amperes per square foot when running up to capacity, the arsenic and antimony content of the anodes delivered to the, plant is of considerable importance as bearing on the purity of the refined cathodes turned out. Owing to the rather high relative percentage of antimony, it has always been the custom to determine antimony as well as arsenic in all forms of copper. Thus, anodes have been analyzed in which the antimony was about equal to the arsenic although the average shows about 2 parts of arsenic to 1 of antimony. In the refined copper the relative proportions of the two impurities vary considerably, but probably in the average are about equal. In this latter case, the percentage of the two is so small that ordinarily no attempt is made to separate them, the report of analysis showing percentage of As and Sb combined. Although rapid and exceedingly accurate determinations of arsenic may be made by means of various distillation schemes, the determination of antimony, either by itself or together with arsenic, has always been more or less cumbersome and has required a considerable amount of time. By the methods, details of which follow, the determination of arsenic and antimony, either separated as in the case of anodes or together in case of refined copper, is accomplished in 24 hr. from the time the sample is received by the chemist.

"As zinc consumption is gradually increasing all the time in the world, many zinc plants are looking for possible expansions. As the sulphuric acid market as well as the fertilizer market in many areas is saturated, the costs for the roasting-acid plant section of the zinc plant will create problems when making feasibility calculations for possible expansions. For solving the customers' situation, two proven zinc concentrate direct leaching technologies are available. A third one, which is possible, does not have any industrially proven applications in the zinc area.IntroductionTime to time, the zinc plants in the world scrutinize their operations with respect to their cost efficiency, the total zinc recovery and the near-by or far-away consumer markets, especially the for zinc and sulphuric acid. Their preliminary profitability calculations can show that a possible total expansion is not economical, when they are looking to expand the whole roasting/acid plant - leaching - solution purification - electrowinning - casting route, as the possible market price for the sulphuric acid is low or the sulphuric acid market is too far away. Based on these facts, their economical study often indicates that implementing a zinc concentrate direct leaching option could be more favourable. Regarding this situation, several aspects concerning three alternative direct leaching methods will be discussed, of which pressure leaching and the atmospheric leaching processes have several industrial applications in the zinc industry, as the ultrafine grinding - conventional leaching process at present has none. As iron is also dissolved during zinc concentrate direct leaching, iron removal processes generally used in the zinc industry are additionally discussed below."

Gentlemen of the American Institute of Mining Engineers : I desire to thank you sincerely for the distinguished honor you have conferred upon me by electing me to the presidency of this society, a position which in the past has been filled by some of our most distinguished and ablest members, men eminently qualified by education, practical training and a business ability which has enabled them not only to fill the position with credit to themselves, but as well with honor to the society. In deference to a custom long established, by which the presidentelect is expected to read a paper on some subject with which he is more or less familiar, I have thought that a brief review of the methods employed in the manufacture of iron, as witnessed by myself, and reaching back to 1838, would interest some of our older members and give our younger ones a glimpse into the trials and difficulties encountered in those early days by the pioneers in this great industry. "After an extensive period of University research and field trials, large scale reclamation of the Waite Amulet tailings discharge areas commenced in the spring of 1978. The Noranda program consists principally of sampling the complete dam to determine the vegetation potential of the various areas, addition of the required amelioration materials, and the use of good agricultural practices. This paper describes the development work that led to the establishment of the Noranda-Guelph Contract and the subsequent findings concerning the revegetation of tailings dams. Current revegetation procedures are presented. INTRODUCTIONThe Amulet Mine Ltd. was staked in 1924 and by 1930 had constructed a small 300 ton per day flotation plant. During the late twenties and early thirties, Noranda Mines Ltd. increased its equity in the company to gain a sixty percent share of this small mine. In 1933 the mine was amalgamated with another small producer, the Waite Ackerman Montgomery Mine Ltd., which was more than eighty per cent controlled by Noranda to form the Waite Amulet Mines Ltd.An interesting historical side point to the story of the Waite Ackerman Montgomery property is that a concentrator was never constructed. In fact, the first ore to go through the Horne mill of Noranda Mines Ltd., built in 1928, was not from the famous upper H and L ore bodies but custom shipments from the Waite."

In 2000 Ferroatlantica started a project with the aim to develop a new casting machine for silicon and other ferroalloys. Until now, it has been cast more than 25.000 tons of silicon for the chemical and metallurgical market. This system has improved the process yield, productivity and product quality which place?s Ferroatlantica at the top of technology development in this field. After the first presentation of the Ferroatlantica?s casting machine at Infacon X, we would like to show the improvements in the control which have permitted us to increase the lifetime of the copper and to obtain, at the end of the machine, the right product size for the customer avoiding the current necessity of crushing and sizing the lumpy metal. Furthermore, we have improved the system in relation to the obtaining of smaller granulometries at the end of casting machine. Not only is this kind of machine cost competitive for special silicon applications but also for other normal ferroalloys with different specifications of size and thickness.

CONSIDERABLE interest has been shown lately in various types of furnaces for the production of high, temperatures, both for laboratory purposes and for small industrial uses. Dr. J. A. Harker1 described certain modifications of the Arsem graphite resistance helix for high-temperature work at the National Physical Laboratory. Dr. Northrup ,also has developed two interesting forms of high-temperature furnaces. In 1911, Messrs. Winne and Dantsizen2 described two forms, of resistance furnaces using ductile molybdenum or tungsten as resistors. Since the discovery, by this laboratory, of methods for producing these metals in ductile form, their use as resistance elements in the research laboratory of the General Electric Co. has grown to such an extent that they are now almost indispensable. These furnaces are used here for alloy research, annealing, heat-treating, and practically all f the thermal processes requiring temperatures above 900° C. Various types of furnaces have been developed to meet the general needs of laboratory work, and it is the purpose of this paper briefly to describe some of these furnaces. A tubular furnace wound with a metallic resistor is the simplest type to construct, and almost every laboratory has made such furnaces. The only essential difference between a furnace wound with platinum or base metal and one wound with tungsten or molybdenum is that the coils of the latter must be heated in a neutral or reducing atmosphere. It has long been our custom here to build our resistance furnaces with a metallic casing from which the tube could be easily removed for rewinding.
