In the Indiana limestone district, some 50 or 60 per cent of the merchantable stone in a quarry opening is waste, and only about 40 or 50 per cent of the stone from the opening is finally sold. So long as the present system of 'quarrying is used, the wastes measured and reported in this paper will continue. Comprehensive development of an entirely different method of quarrying, using wire saws for cutting, promises great improvement. Some of the savings to be expected are pointed out in the following pages. No attempt has been made to measure losses due to variations and natural flaws in the stone, since these vary greatly in different quarries, and accurate measurement would be difficult. The wastes that have been measured account for about 30 per cent of the total ledge, which leaves 20 or 30 per cent chargeable to unmeasured sources of loss. General Causes of Waste There are four general reasons for quarry waste: (1) the structure of the deposit, such as its shape, bedding planes, solution cavities and strain fractures; (2) efforts to quarry blocks which do not contain distinct color or textural variations; (3) the trade custom which permits purchasers to specify the size of the quarry blocks which they will buy, which is a matter of competition for business on the part of stone producers; (4) quarry methods, which cause the greatest amount of waste. Wide channeler cuts, hook holes, crooked splitting and uneven breaking on quarry floors are included in this category. Waste Due to Structure of Deposits The peculiarities of structure cannot be eliminated, but a chance for saving lies in quarrying to take advantage of them. The commercial deposits of Indiana limestone are lenticular masses from 20 to 70 ft. thick, and nearly horizontal. All of these deposits of good stone are in the Salem limestone, a bed in the sub-Carboniferous. THE similarity of mining practices in bituminous coal fields through-out America is due to the fact that certain fundamental conditions are encountered in all fields. The problems of labor, housing and mining are somewhat similar whether the mine is in Pennsylvania, Illinois, Wyoming or the State of Washington. Each field has had its particular problems, resulting in advantages or disadvantages over a competing field. This might take the form of a wage differential, a better natural condition more favorable to cheap production, or proximity to a market that allows freight rate advantages, etc. In any event, no matter how favorably situated, the mining companies that have been slow to recog-nize and accept the advantage of mechanization, clinging too long to the old hand methods, have found themselves unable to meet competition. Throughout the Wyoming coal fields, production methods have so changed in the last decade as to be almost unrecognizable to an old-time coal miner who has had no connection with the industry during; that period. The old contract system, with its peculiar labor relationship between employer and employee, based upon the long-established custom that the miner's working place was his castle, and that it was his privilege to carry on operations within that place largely in his own way and to his own liking, is a condition that has passed away. The present-day, 100 per cent mechanized mine bears but little resemblance to the old. A change -in system has naturally altered the old-time labor relationship. Contract labor has been almost entirely eliminated and a straight day-wage basis established, with certain classes of work calling for different rates, which places the entire personnel of the underground operating force more directly under the direction and supervision of the mine foreman and his assistants. The transition from the old order to the new has gradually done away with the system of penalties, personal- rights and privileges existing under the contract system, which were so controversial in the past that the average mine management was constantly involved in labor disputes in fields where organized labor was employed.

In another paper I have described in general the close association of zinc-blende and iron pyrites in the ore-deposits of southwest Wis consin. These two minerals generally occur together at the same horizon, a sheet of one being overlain by a sheet of the other; and also the pyrites is disseminated through the blende to such a degree that the latter is rendered comparatively worthless for the produc tion of spelter. Ordinarily the pyrites, which is mostly the trimetric marcasite variety, occurs in about equal quantity with the blende and is separated by hand-culliug and chipping; but there are large de posits where the ores are so closely mixed that they can neither be separated by culling nor by any mechanical method. The specific gravity of the two minerals is so nearly the same that attempts often made to effect even a partial separation by jigging have proved un. successful. The smelters of zinc-ores in the Mississippi valley will not take ores which carry more than 7 per cent. of iron; and it is therefore necessary to cull the massive ('jack" with great care and at consid erable expense, in order to bring it up to the market-standard of purity. The results of trials to effect a separation of blende and pyrites in other regions have been equally unsatisfactory. The literature of this branch of metallurgy abounds in examples. In Wisconsin efforts have been made in the past to " burn " the mixed ores in heaps, in order to soften or destroy the pyrites, and facilitate its separation from the massive blende. The same method has also been resorted to when galenite is mixed through the substance of the blende, for the purpose of disintegrating the ore, so that it could be separated by jigging. The custom was to pile the ore and the fuel together. As might have been expected, the results were far from satisfactory. TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. ' To the members who read the monthly reports of the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed or were working in other industries. Toward the end of the year, higher metal prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

Progress in the art of amalgamation in recent years has been negligible, partly because a copper plate, though it occupies extensive floor space, requires frequent attention and invites theft, is a simple piece of apparatus that gives visible results; partly because the impression prevails that amalgamation is too primitive a process to merit consideration by an up-to-date metallurgist. Both these objections can be overruled. Plates can and will be superseded by more efficient, theft-proof amalgamating units. Improved methods of application other than by settlement or by impact, neither of which is effective for removal of fine gold, will be developed, and the process given wider opportunity. As A. F. Crosse aptly remarked, neglect to utilize amalgamation when free gold can be recovered thus is comparable to the decision of a storekeeper to deal only with credit customers. Usual practice is to follow amalgamation with cyaniding. Rarely is attention paid to the possibility of reversing the order—of extraction of the fine gold first by cyaniding; the coarse, subsequently, by amalgamation. Such a sequence avoids the alleged hazard that amalgamated gold particles may be unacted upon by cyanide, whereas cyanided gold particles are readily amalgamated. Research has indicated, however, that the mercury coating on a gold particle is easily soluble in cyanide solution, probably because such coating is a compound of gold and mercury. Comparative-test results at one plant, of cyaniding a ground concentrate before and after amalgamation, showed total extractions of about 90 and 100 per cent, respectively, indicating high solubility of the mercury-gold particle, if present, or the advantage of preliminary impoverishment before cyaniding, or both. The contention that a loss in residue from an amalgamation-cyanidation plant is occasioned by presence of amalgamated gold that escapes action by solution is not supported by adequate evidence. The function and scope of mercury as an aid to extraction of gold by cyanide is deserving of attention. It is a powerful desulfurizer. LEAD-REFINING practice at the. Bunker Hill differs to some extent from that of other United States refineries using the Parkes process, in that the Bunker Hill-has reverted to a custom used years ago of making two kinds of skims, or crusts, in the desilverizing kettles. Also, this was the first refinery to adopt the liquation process for silver skims as developed in Australia. Both of these ideas were brought to the attention of the operator by H. S. J. Sommerset, in the summer of 1924, while he was visiting metallurgical plants in the United States, when he was general superintendent of the Broken Hill Associated Smelters Pty., Ltd., of Port Pirie, South Australia. Since Mr. Sommerset's visit, United States patents on the liquation process have been issued to George Kenneth Williams, of Port Pirie, South Australia. At the Bunker Hill, the lead bullion is conveyed from the blast furnaces to the refinery in brick-lined cast-steel pots, each having a capacity of 5 tons, by a 20-ton electric crane, to which is suspended a Fairbanks-Morse suspension-type scale on which the gross, tare and net weights are obtained. The bullion is poured from the small bullion pots into either one of two kettles of 105 tons capacity, and when a kettle is entirely filled the heavy dross is removed by skimming it into a 5-ton pot suspended by the crane. The crane operator becomes proficient in the manipulation and a kettle is skimmed in a very short time. After the kettle is skimmed clean the bullion is pumped to a kettle of the same size alongside, where the bullion is cooled until it has almost frozen. By using two kettles for the drossing operation, one to accumulate the bullion where the heavy dross is removed, and then pumping to a clean kettle comparatively free of hangings, etc., it is possible to reduce the copper content much lower than if only one kettle is used in the operation. The average yearly analysis of bullion is given in Table 1.

ThE Golden Cycle Mining and Reduction Co. operates its custom mill at Colorado Springs on Cripple Creek ores exclusively. These ores are straight sulfo-tellurides, with practically no base metals such as Pb, CU, Zn, As, or Sb. Upon entering the mill, the ore all passes through the sampler to storage bins, where beds of 5000 tons each are made to insure uniformity in roasting. Classification of ORes For efficiency, it has been found advisable to separate the ores into two classes according to their lime content. Other constituents have their effect, such as alumina and magnesia, but, speaking generally, these are roughly proportional to the lime, which, as CaO, is used as the indicator. Class A contains not more than 2 per cent. CaO and comprises about 66 per cent. of the ore treated. Class B contains over 2 per cent. CaO, and comprises 34 per cent. of the ore treated. Each roaster will handle 50 per cent. more of class A ore than of class B, with practically the same results. This necessitates changing the rate of feed for each new bed and tends toward a poor roast and loss of tonnage at each change.

It is well known, in metallurgical circles, though less recognized in the technical press, that there have been remarkable increases in the capacity of the blast furnace in the last five .years. In places this capacity has been almost doubled. This paper will brief the experimental work carried on during more than five years with the direct assistance of the technical staffs of three lead smelters treating three distinctive types of feed. The first is the custom smelter of the International Smelting and Refining Co. at Tooele, Utah1, with a multiplicity of ores; the second, the Kellogg, Idaho, smelter of the Bunker Hill and Sullivan Mining and Concentrating CO.2, treating an exceedingly rich lead charge, such as is now being made more and more as the practice of concentration is improved; and the third, the smelter at Trail, B. C., owned by the Consolidated Mining and Smelting Company of Canada, Limited3, which treats highly zinciferous charges and later recovers zinc from the slag. In comparing operations at these three smelters it must be clearly recognized that the objectives in smelting differ through differences in economics. Many operations are not, then, strictly comparable. There have also been decided improvements in operation since all of the smelters were examined, though this was but a relatively short time ago. The general factors that govern speed in smelting and the loss of metals in the smelters examined will be stressed. (For details of operation the reader is referred to the original papers.) This paper will then be an examination of the fundamentals of operating units in a search for improvements, and not a description of three great lead smelters. The purpose of this paper is to convince the managers of silvermills that their customary reports in regard to the percentage of silver saved are far from the truth. It may be unpleasant for them to have the proofs of this fact brought before the public, and for this rezson the author refrains from giving the names of the mines and mills from which the statistics here recorded were obtained. It may be asked: What is gained by informing the stockholders of our silver-mines that they receive incorrect reports? Will this increase their dividends or lessen their assessments? In the first place, it is always better to publish honest facts than fiction. In the second place, many superintendents believe in the correctness of their reports, and have no idea how much they deceive themselves. Finally, the knowledge that hitherto unexpected losses of silver take place may lead to the adoption of methods by which these losses are greatly reduced. These remarks refer also to smelting-works. The present paper, however, is concerned exclusively with amalgamation and lixiviation. The first and most important error is found in the inaccuracy of the commercial assay; the second in the incorrect sampling of tailings in amalgamation. Further, mills not doing custom-work, but reducing exclusively ores from mines to which the mills belong, are in the habit of weighing the ore only approximately and without making moisture-tests. Thus, a correct basis for calculating the actual percentage of silver extracted is lacking. The superintendent, then, finds it convenient to report the apparent extraction, i.e., the extraction indicated by comparing the value of the roasted ore, minus soluble salts, with the value of the tailings. How many errors are thereby committed it is not necessary to point out.

THE art of natural-gas compressing is now over 25 years old, and has grown at practically the same rate as the increase in domestic natural-gas consumers. There are now over 200 natural-gas compressing stations in North America, aggregating more than 320,000 hp. of compressor capacity and representing a property value of more than $22,000,000, and compressing more than 85 per cent. of all the gas used. The age and magnitude of the art make it evident that the use of gas compressors is a recognized integral part and universal custom of the natural-gas business. The public also is not without its rights and vital interests in this problem. Approximately 1,700,000 domestic natural-gas consumers in North America are dependent upon gas compressors for their natural-gas service. That is, if the use of compressors were to be prohibited, the majority of these consumers would be unable to secure adequate natural-gas service. Each consumer represents between four and five persons, and it therefore follows that the comfort and well-being-as far as natural-gas service is concerned-of at least 8,000,000 persons would be affected if the use of natural-gas compressors should be prohibited. These 1,700,000 consumers have invested, in services, house piping, fixtures, and appliances, an average of about $90 each, or an aggregate of $153,000,000, which is much more than the companies' investment in gas compressors. Furthermore, in all cases where the rate paid by the consumers is fair to the gas company-considering the value of the service rendered by the gas company-the consumers are entitled to continued service and protection of the investment they have made on the faith that the gas service would be continued in the future.

Given the limited number of new plant construction, focus is turning to the optimization of existing metallurgical roasting plants. To meet the goals of high process efficiency with limited capital expenditure, plant owners are looking for new strategies, including digitization and expert support. As a supplier for numerous roasting, gas cleaning and sulfuric acid plants, Outotec has intensified its effort in recent years to develop solutions to accommodate increasing customer need. This article presents a short review on how Outotec is applying advanced control tools for the fluidized bed industry. Focus will be given on how to transfer the existing technology (used in selected Zinc roasting plants for over a year now) to copper roasting. Outotec has developed the Pretium Roaster Optimizer, a system based on heat and mass-balanced simulation models. Direct experience with this technology will be shared and will highlight similarities to the Partial and Sulfate Copper roasting processes. Pretium detects equipment and plant bottlenecks and provides consistency in process development. The Pretium program combines 24/7 advanced online digitalization tools, along with expert personal support when required. INTRODUCTION Fluidized bed reactors have been used for commercial-scale zinc and copper roasting since the 1950s. While the principles of roasting remain unchanged, over time, the technology has advanced to improve process control of roasting plants. In the past, environmental and safety standards were the driving forces for improvement of equipment and plant design. Today, the emphasis is on plant efficiency and optimization. Another change has come in process control philosophy. While plant control and operation have traditionally been the responsibility of owner/operators, they have now shifted to include both integrated digital tools and specific know-how from engineering companies. This can be seen from the earliest design stages through commissioning and into production, as evidenced by zinc roasting plants in Mexico, Brazil and Turkey.

IN the inevitable conquest of the blast furnace by metallurgical science in the solution of the problem of how to make more and better iron or to burn less coke, or both, it is highly desirable first to find out why the efficiency of the furnace generally is no better than it is. The immediate need would seem to be a theory to account for the existing facts. Explanation for the quantitative results obtained in current practice has been strangely lacking. One reason for this may be found perhaps in the custom of think-ing of efficiency in terms of coke consumption. Before efficiency can be explained there should be a fairly exact knowledge of what it is. A statement of the pounds of coke used per ton of iron made may have value in indicating comparative results in smelting similar ores with similar cokes, but it tells very little of the efficiency of the operation. When the materials are different, one practice burning 1800 lb. may be less efficient than another using 2000 lb. A better measure is the pig and slag per unit of coke. What is needed is a specific description of efficiency as a' definite quantity having an exact meaning. Such description is afforded by expressing efficiencies in terms of the respective proportions of the fuel energy absorbed in and chargeable to the various actions known to be -taking place in the furnace. Concretely, the energy value of a pound of coke having 85 per cent carbon blown with air heated to 1200° F. is about 7650 lb.-cal. (13,770 B.t.u.). FoR a number of years an intensive study has been made to improve the blast-furnace practice at Copperhill not only as to cost% but to provide a good grade of gas for the acid plants. This study took us back to the fundamentals of successful pyrite smelting; namely, a blast furnace working on a clean sulfide ore, free from fines, and the use of quartz high in silica as a flux. In 1919, the quality of the flux was improved and its effect on the metallurgy was very marked. To improve the practice further, it was necessary to work out some method of treatment for the sulfide fines and the siliceous and refractory ores, other than in the blast furnace. A series of milling tests indicated that these products could be successfully treated by differential flotation, and in 1922 plans were made and a flotation plant built. It was estimated that the flotation plant would deliver to the smelter 40 to 50 tons of concentrates per day; the problem was what to do with these concentrates. It was out of the question to attempt to smelt them in a blast furnace because of the dust losses and because our practice demands a charge free from fines for satisfactory operation. There is no custom smelter in the vicinity to which concentrates may be sold, pending the time when the tonnage will be sufficient to warrant roasters and a reverbatory furnace. Sintering and nodulizing were investigated but neither method fitted into our scheme of metallurgy. A close study of the converter practice was then made to see if some method could not be evolved to smelt this tonnage of concentrates in a converter without preliminary treatment. At that time, the converter installation consisted of two 12-ft. Great Falls converters, which were handling 12 to 14 per cent. matte. The heat balance of the converters working with 12 to 14 per cent. matte was more than sufficient to smelt the contemplated tonnage of concentrates but the mechanical difficulties of feeding fines into the Great Falls converter made the use of this type of converter impractical. MY subject covers the effect that recent metallurgy has had on operations at the Utah-Delaware mine. This mine is the old Highland Boy mine of Bingham Canyon, Utah, one that has now been in operation for about 30 years. It was first operated by Messrs. Weir and Newhouse as a gold mine, under direction of the Highland Boy Gold Mining Co. The ore was oxidized gold ore and it was treated on the property in a cyanidation plant. During the process of development, sulfide ore was found assaying about 5 per cent copper. It proved to be the discovery of what is yet the largest sulfide copper orebody in the State. The first shipment was made in December, 1896. A smelter was built in Salt Lake Valley to treat this ore and not long after the property was sold to the Utah Consolidated Mining Co. From 1900 to 1924, the mine was a large producer of direct-smelting ore which averaged for many years 4.5 per cent. copper, then later dropped to 2 per cent. copper. During the years 1912 to 1920, direct-smelting lead ore was also mined. In 1918'and 1919 ore developments at depth showed a decided increase in silica content and a porphyry sill so closely associated with the ore that it was impossible to mine the ore clean and it was found necessary to build a copper flotation Eoncentrator at Tooele. The mill had a capacity of 1000 tons a day and made a recovery of 90 per cent., and would have been responsible for a continuance of profitable operations had it not been for a slump in the copper market and the necessary high cost of mining ore on the lower levels. RESULTS OF SELECTIVE FLOTATION In 1924 the mine was on the point of a shutdown which had all the earmarks of being permanent; it was being operated at a heavy loss and preparations were made to pull the pumps and salvage the machinery. The plant at Tooele was remodelled for selective flotation by the Inter- national Smelting Co. in order to treat custom ores, and incidentally to clean up a possible 10,000 tons of lead-zinc ore which it was thought possible to get in the Utah-Delaware before shutting the mine down. Results were so encouraging that an effort was made to develop more lead-

?Globalization and the impact on mine operations? is one of the themes of the 2003 annual CIM meeting. Global mining business in practice always means to act with local base material resources in order to reach the mining company?s global business goals. On the other hand these operations are characterized by cost pressure and cycling product prices. Driven by actual prices, local product markets and local production cost, one time one mine can be most efficient while under different circumstances another mine will be the most efficient producer for the same customer [PENSWICK, 2001]. Therefor in the future the most profitable mining companies will be those who have permanent ?real-time? control on their actual production cost level. Certain approaches are under way to provide reliable modeling tools for aiding mining companies in highly complex decision finding procedures. A high potential for enhancing efficiency is the integration of all single steps of the mining working chain into a production process structure to make advantage of an optimized flow of material and information through the ?moving ore factory? [WIGDÉN, 2001]. Crucial to all these activities is the ability of getting reliable, just-in-time information from the entire mining production chain. As modern mining machinery today is controlled electronically and even already operated autonomously, the theoretical preconditions for the data acquisition is already fulfilled. But up to now, there was no way of cost effectively exchanging the process information with databases, simulation tools and other enterprise level software. Any data exchange problem had to be solved by individual and expensive software development projects. To solve these problems, the International Rock Excavation Data Exchange Standard (IREDES) was launched in 2000 by major players in the industry. The task of this initiative is to define a ?common electronic language? for easy and standardized data exchange between mining machines and central computer systems. As in other industries, this standard is expected to have significant impact on the use of automated equipment. It shall provide easy ways of using multi vendor machine installations in data controlled mining processes. At the same time it reduces cost for individual development of interfaces for all parties involved. The standard?s technical architecture is flexible and open - also for future applications. It uses modern technology enabling easy data exchange with commercial databases as well as open on line networking.

Following the usual custom, three meetings are planned for the year. The Mid-Continent meeting will be held at Oklahoma City, Okla., Oct. 7 and 8, and the California meeting is planned for Los Angeles, probably also early in October. A program along the usual lines is under way for the annual New York meeting. Discussion and planning of the year's activity started in March. An effort is under way to secure papers dealing with some overlapping phases of engineering, petroleum geology, geophysics, law, economics, refining, etc. The main reason for attempting a program along these lines is the belief that unusually interesting technical papers can be obtained. The degree of specialization in the technical and related fields has permitted but few individuals to develop a sufficiently comprehensive viewpoint. Also, at times the developments in a particular field are capable of giving great stimulus toward much needed solutions of difficult problems in others fields of activity. With the coming of the period of restriction of production to market demand, many changes have occurred in policy and technique of petroleum production. Some changes have been advances, others have been of retrograde nature. It seems doubtful whether the adjustment to the condition of excess producing capacity has been complete or sound in some major respects. Many changes are in progress and others need to be initiated. The industry has excessive producing capacity so far as immediate market demand is concerned, but reserves for several years hence are generally believed insufficient. Exploration and discovery should go forward but development should proceed with caution and under control. Property rights should be clarified and protected for the new condition— without excessive cost for drilling wells that serve no purpose except that of giving some protection to property rights at the cost of an increased price to the consumer. Under the more steady condition of assured supply for the immediate future, as compared to the hand-to-mouth condition of wide-open production, a greatly advanced technique of development and production is possible and is being developed. Great progress has been made, but much remains to be done. Along some important lines progress can be effected only by better understanding between the engineer and the geologist, the lawyer, the politician, the geophysicist, etc. There is need

"8.1. INTRODUCTIONThe purpose of this chapter is not to provide precedents or examples of provisions, but rather to offer some comments that may be worth considering in the negotiation or review of an agreement. These comments are not intended to be exhaustive. It must also be noted that, although the chapter is written in the context of a common law joint venture, the concepts and concerns for the most part apply equally to a corporation that is owned by only a few shareholders for the purpose of participating in the project held by the corporation.The corporation has the advantage of having much of its organization established by local corporate law, but the particular wishes of the shareholders will appear in a shareholders’ agreement. The principal differences will be surprisingly small, save for the acquisition provisions that appear in a farm-in agreement1 and the substantial portion of the joint venture agreement devoted to creating and organizing the joint venture entity. Where the joint venture agreement refers to venturers and committees, the shareholders’ agreement will refer to shareholders and the board of directors, but both will have to deal with such basic matters as decision-making, default, dispute resolution, first refusals, funding, and carrying out work on the project. For convenience, this chapter usually refers to “venturers”, which may be taken to include shareholders.Negotiations give rise to many varying circumstances and concerns, and the main asset of the negotiator is an open and flexible mind. A desired result can often be accomplished indirectly in circumstances where the other side has adopted an inflexible position on a suggested approach. As precedents and standard forms tend to focus a negotiator’s thinking, they can be counterproductive. It is after the deal has been agreed to that a precedent can be of great assistance to the draftsman.The concepts are arranged in alphabetical order for convenience, not to suggest their sequence or position in an agreement or their relative importance. An agreement should adopt a progression of subjects in what the parties consider a logical sequence to read and work with. However, experience has indicated that it is best to set out in a single article the substance of the deal (i.e. the terms relating to the farm-in and what the acquiring party has to do to acquire his interest), preferably near the beginning of an agreement. The acquisition of the interest is, after all, the first order of business. The joint venture provisions will then follow in a reasonable sequence. It is also worthwhile to devote a single article to any special provisions that may apply during the earn-in period. For example, it may be provided that, although all work is to be done by the acquiring party as operator (with the duty of care, liability, and reporting requirements as set out in the joint venture sections of the agreement), but during the acquisition period, the acquiring party, acting as operator, may be at liberty to do such work as he wishes, without the need for any committee or other approvals, and committee meetings may be suspended.2An agreement is divided into paragraphs and articles to make it easier for the parties to read and understand, and to assist a party in finding “that provision” when the need arises. A comprehensive table of contents will also assist the parties who must work under an agreement. An added benefit of a table of contents is that in preparing it, the draftsman sees the overall structure of the agreement and will often catch and correct flaws."

The value of processed materials of mineral origin was estimated to have exceeded $297 billion in 1991. U.S. raw non fuel minerals production in 1991 was estimated at $30.8 billion, a 5.8% decline from that in 1990. This estimate was based on data for the first quarter of 1991 (in some cases two quarters) for most of the 21 minerals that for many years have accounted for more than 95% of the industry's production value. The value of minerals production has increased in all but 4 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component, reflecting the greater volatility of metal prices. Employment in metal mining rose slightly in 1991, but this gain was more than offset by a decline in employment in industrial mineral mining, resulting in an overall decline of 3.0% to 164,600 workers in 1991. Prices of several major metals declined during 1991, reflecting weakness in the economy, causing some metal mines to shut down or reduce operations.

Two major grounding topics are covered: mine ground systems and ground-check monitors. Performance characteristics of ground-check monitors for high-voltage surface mine distribution cables and low-voltage underground mine trailing cables are evaluated. Over 20 commercially available monitors are studied to determine their utility. Several monitoring concepts are incorporated into an unusual monitor design, the prototype of which is described in detail. A comparative study of the effectiveness of several alternate methods of grounding surface mine equipment supports the system currently proposed by MSHA. An instrument design to measure earth voltage gradients is described, as well as an instrument design for measuring the effectiveness of dc haulage current return systems. An extreme analysis is made of techniques for measuring earth resistivity and resistance of safety ground beds. Electrolytic corrosion studies of earth electrodes are reported extensively also.
