The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

This report 3/gives the results of a reconnaissance of the mining districts in Lander County, Nev., made from March 29 to April 20 and from May 9 to May 21, 1938, during which virtually all of the mining districts n the county were visited. No attempt has been made to include in this report all the mines and prospects in the various mining districts, and it should be stated that whether or not a property is mentioned herein has no. bearing on its merits. The report rovers the situation of the various districts, types of ore deposits, ownership and description of mines and prospects, information on past and current activity, and other information of economic interest likely to be useful to those interested in the development of our mineral resources. The names of the various districts mentioned are those generally used when they were organized for purposes of record and regulation. When originally organized, the districts embraced large areas with no well-defined boundaries, so that the names have little geographical significance.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. In its study of methods for reducing metal losses in the non- ferrous metal industry, the Bureau of Mines has conducted a long series of experiments on electric brass melting and collected much data on the experiments of others. Reports bearing on this work that have already been published by the Bureau of Mines are Bulletin 73, "Brass-furnace practice in the United States," and Bulletin 77, "The electric furnace in metallurgical work." A comprehensive report describing the design and operation of all types of electric brass furnaces and showing their performance in experimental tests on a commercial scale is in course of preparation. However, commercial tests of several new and promising types of furnaces are still under way, the results of which should be included in any general discussion of the subject. For this reason it has seemed desirable to issue a preliminary bulletin giving the data on a type of furnace developed in one stage of the bureau's work.

"The changes in process conditions that frequently decrease the service life of refractory products provided incentive for RHI AG to develop high performance bricks, especially for non-ferrous metal applications. Innovative product development was required to determine suitable refractory products for improving lining life. At the Technology Center in Leoben, Austria, practical corrosion testing methods and facilities, including an induction furnace and rotary kiln, enable detailed comparative analysis of brick wear on a pilot scale. In tests that were carried out using a fayalite type slag, the newly developed RADEX VFG magnesia-chromite grade showed very promising results compared to the standard grades. Based on the test results, optimal refractory solutions can be recommended for this challenging industrial application and field trials can be performed directly at the customer's site.IntroductionThe complexity of metallurgical processes in the non-ferrous metal industry, and especially changes to the process conditions in combination with the diversity of metal processing furnaces ''', requires a precise understanding of each individual system for appropriate refractory product selection l2'. In addition, particular importance is focused on the specific refractory consumption being as low as possible.Another important aspect results from the global shortage of resources, which forces companies to invest in recycling processes. In the base metal industry, recycling operations have resulted in significant changes; for example, operating with two slag chemistries and process temperatures will influence the performance of previously suitable linings. The raw material mix for primary smelters has also changed, including higher levels of secondary raw materials in the smelter feed."

The purposes of this paper are to describe the use of adjustable cut and draw tools as a control test of drawing properties and to point out that no other well-known test or combination of tests determines this quality in zinc and zinc alloys. Rolled zinc has been used for making drawn articles, particularly battery cans, for many years. The development of rolling treatments satisfactory for these purposes followed the usual course of trial and error experimentation depending upon cooperation with customers to determine what type of material was suitable. A quick test of drawing quality was highly desirable, of course. Scleroscope hardness and temperll having no apparent relation to drawing quality, were used simply to check the duplication of rolling treatment and grade of metal. The dynamic ductility1 test, on the other hand, was believed to be so like the drawing operation as to provide a reliable index and came to be taken as the criterion of good drawing properties. Faith in this test was strengthened by the fact that metal having the highest ductility was more satisfactory for operations, such as the manufacture of battery cups, that required several redraws. No distinction was made at that time in specifying metal as to whether it was to be subjected to simple cut and draw, redrawing or forming operations. It developed, however, that in some grades of metal the highest ductility did not coincide with the most satisfactory quality when the material was used for a single draw. When zinc-base alloys, with their wider ranges of effective rolling treatments, came into increased use, their dynamic ductility and drawing quality appeared to have no connection whatever. Furthermore, comparisons of known drawing quality with other physical properties of the metal, including tensile strength, elongation and dynamic cold bends, were fruitless in yielding any clear relationship. Almost any test value produced in one piece of metal could be duplicated by another rolling or annealing treatment with attendant different drawing characteristics.

INTRODUCTION At some point in the design and development stage of a mineral venture, the assay laboratory building, its interior layout, and major pieces of analytical equipment must be specified for construction or purchase. Even the most experienced chemist would have difficulty in proposing useful specifications without a good deal of investigation into the kinds of analytical tasks that the laboratory will be expected to address, the probable workload, and the operating time constraints. This chapter will provide a logical approach to laboratory design that starts with such an investigation. Specific examples throughout the chapter are drawn from the author's tenure as Chief Chemist at Barrick Mercur Gold Mines, Mercur, Utah, from 1982 to 1985. It is necessary to understand the nature of a modern production laboratory, and to recognize that its operations bear more resemblance to its parent processing plant than to a research, teaching, or custom analytical laboratory. The assay lab is a processing facility unto itself, where samples and reagents are the raw materials, and assay results are the final product. Its most efficient operating mode is as an assembly line, treating samples in a nearly continuous flow. Nevertheless , there are important differences between the lab and the process plant. The products - assays - are individually unknown quantities until they are "produced.' This can vastly complicate quality control compared to the process plant. Capital costs are general 1 y small compared to the plant, but the ratio of operating costs to capital costs for a laboratory is often very much higher than for the plant. This is due to the labor intensive nature of analytical work. For instance, during Fiscal Year 1984 at Barrick Mercur Gold Mines, labor costs for the laboratory staff represented about five percent of the total labor budget, while the laboratory building and equipment represented only about six-tenths of one percent of the original start-up capital. Failure to recognize both the similarities and differences between laboratory and plant operations is the foremost cause of difficulty encountered in designing a laboratory. The

Report of the Secretary TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Board of Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. To the members who read the monthly reports of. the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed, or were working in other industries. Toward the end of the year, higher metal, prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

AT the present time, the coal industry is greatly interested in any method or machine that will cut the cost of producing a ton of coal, while at the same time producing a product of quality and grade suitable to the customer. Comparatively new and, as yet, little known, auger mining is proving a profitable method of coal recovery. It may be used for the production of low-cost, high-quality coal with equal success from both the hard-to-mine seams, those with banded impurities and bad roof conditions, and the more easily mined seams as classified according to conventional mining methods. A number of units are now in operation and production information is available that should be of particular interest to coal operators and of general interest to anyone associated with the coal-mining industry. Auger mining refers to coal extraction with large size augers capable of drilling to great depths and having a high capacity. Consideration of the equipment and methods used in drilling an ordinary shot-hole will give a picture of auger mining on a smaller scale. At present, auger mining is used largely for recovery of coal from the highwall after strip mining becomes uneconomical because of the type and the thickness of the overburden which must be moved. Coal augers have many of the advantages of present continuous mining machines, along with many more. The four distinct operations of conventional mining-—cutting, drilling, shooting, and loading— are eliminated and replaced by the combined operation of boring and conveying of the coal. The coal recovery auger is an adaptation of the horizontal rock drill used for drilling shot-holes to shatter and loosen overburden in strip mining operations. During the war the Becker County Sand and Gravel Co. of Summersville, W. Va., experimented with drilling coal with 6 and 9-in. rock augers. The results led to the successive development of the 20, 24, 30 and the 36-in. machines, the latter having appeared in the coal fields within the past six months. Sodium sulfite as a zinc retarding agent in the selective Hotation of complex lead-zinc sulfide ores was discovered by the writer in the summer of 1919 in the testing laboratory of the U. S. Smelting, Refining & Mining Co.'s gravity concentrator at Midvalc. Utah. It proved to be the first reagent to give consistently good results in the laboratory on the cornpanj's Bingham ore. In December, 1919, C. A Lemke, concentrator superintendent, recommended that a flotation unit be added to the existing gravity mill to handle the mill slimes, using sodium sulfite as the zinc depressant Owing to the poor lead and zinc markets and the unfavorable royalty schedules offered by the Minerals Separation Co., the project fell through at this time. In 1921, a number of laboratory tests were made at Midvale. on other ores, among them ore from the Sunnyside mine at Eureka, Chlo. Both sodium and calcium sulfites were used with succcss on this ore. Early in 1923, further tests were made at Eureka, shortly after the Sunnyside company had resumed operations after a two-year shutdown. AS a consequence sodium sulfite was given a trial in the mill. The results showcd sufficient improvement over previous work as to warrant continuous use of this reagent in the lead circuit Exeept for a week or so in 1926 and for several weeks in April, 1927, when sodium cyanide and zinc sulfate were given trial runs in this mill. sodium sulfite has been used ever sinee.. Sodium sulfite was chosen rather than the calcim sulfite brcauscl of its gre1ater sollubility, making it possitdr. to introduee the reagent as a solutiun. This Solution is introdueed into the Marry ball mills along with the original feed of ore,. The consumption of sodium sulfite in the Sunnyside mill varies from 1/4 to 12 lb per ton of ore, the smaller amount probably being nearer the average. CARL HENRICH (communication to the Secretary*).-I have read with much interest the discussions of my paper by Messrs. A. S. Dwight, E. P. Mathewson, Win. B. Boggs, Jos. W. Richards, and W. C. Smith. Mr. Dwight's acknowledgment that he always-in lead smelting¬obtained better results by figuring A1203 as an acid in his slags, I may take as a confirmation of my views, notwithstanding his later conversion by, the late T. S. Austin to the latter's empirical view and way of neglecting the consideration of A1203 altogether in the composition of slags-letting the slags "dissolve" in Al203. I have a strong suspicion that Mr. Austin, in a large custom smelting plant at El Paso, has been able to keep the alumina percentage of his slags sufficiently low, not to give him much trouble, although I have also a suspicion that his furnace foreman may have had a somewhat differing opinion of the practical working of the "dissolving" theory,, whenever its applicability was tested to its limits. That Austin should have conceived the notion that the Ca of CaF2 would enter into a slag as CaO, seems hardly in accord with the recognized ability of that late metallurgist. It is a well-recognized fact that even small amounts of CaF2 will reduce the viscosity of a slag; but I did not think anyone ever had an idea that CaF2, in some mysterious way, parted with its F and coupled itself with 0 to satisfy a craving for CaO on the part of 802-least of all in a lead furnace. The "dissolving" theory for CaF2 was doubtless appropriate, and an improvement on figuring the Ca of CaF2 as CaO to satisfy the demand of Si02 for RO bases. However, I cannot understand the rationality of extending this "dissolving" theory to A1203 and to ZnO. It would be interesting to have more specific data from Mr. Mathewson in regard to the actual composition-analyses-of the slags made, when he had these unusually high alumina slags in Colorado. We "old" smelters all know that within certain limits, usually found out by rather tough experience, we could safely "disregard" A1203. In fact, I believe, we never really analyzed for alumina, except in slag analyses, when we

Societe Miniere & Metallurgique de Penarroya Noyelles-Godault works are located in the northern part of France. The complex includes a lead smelter, a zinc smelter, shops for production of manufactured products and all necessary general services. The zinc smelting complex described in this paper was designed in 1959 to replace an old horizontal retort distillation furnace and was first operated in May 1962. It includes: - a sinter plant producing the zinc sinter for the Imperial Smelting furnace : zinc, lead and bulk zinc-lead concentrates are sintered on a Dwight-Lloyd machine with a working area of 80 sq.m. Cadmium sludges are treated by the wet method in a separate plant for recovery of cadmium. Sulphur dioxide contained in gases goes to a gas washing tower and is subsequently made into sulphuric acid in a plant with a capacity of 550 m.t. per day. - a smelting plant where the process developed by Imperial Smelting Processes Ltd. is applied : the blast furnace which was modified in 1967 has an area of 17.5 sq.m. at the tuyeres level and a section of 24 sq.m. at the top of the shaft. It has a theoretical zinc capacity of 100,000 m.t. per annum. Air blast is heated by means of covers up to the theoretical temperature of 950ºC. Zinc produced is either directly cast into slabs for sale as standard 'good ordinary brand' zinc, or sent to a refining plant where the New Jersey process designed to produce 'special high grade' zinc is in application. Mixes of zinc containing various amounts of lead, cadmium or aluminum are prepared to customer specification in a mixing plant.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas.In the region's developing and newly industrialised nations, it has not been possible to make the very large investements in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-sustitutable products such as lubricants have also benefitted by the region's GDP growth.The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. If, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East. The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

The Yabulu refinery of Queensland Nickel Pty Lld near Townsville now imports more than three million wet tonnes per year of nickel laterite ore from New Caledonia and Indonesia, making it the largest importer of any commodity in Australia. The project has illustrated that importing untreated bulk ore and re-exporting high value products makes good economic sense for the company and the nation.The economics of this exercise were considerably enhanced in 1994 by changing the project's principal product from nickel-oxide sinter to refined high-purity nickel metal. It is one of the few operations in the world where nickel ore is transformed to nickel metal at a single site.Several novel technological processes were developed at Yabulu and incorporated into the refinery to allow this product transition to occur. By utilising internally developed technology the new processes were installed at a capital cost of less than $10 million. It is unique for a large nickel producer to change completely the quality of its entire product range many years after the plant was constructed and considerable attention to marketing the new products has been required.The changes have meant that the project is no longer limited to selling lower-value oxide sinter to a relatively small number of large stainless steel mills. In the past year sales of the new high purity nickel metal products have expanded to include a broad range of international customers in the special alloy, foundry and chemical industries.

"IntroductionThe Canadian mining industry is under immense pressure to compete with foreign mine operations. The very survival of the Canadian mining industry is threatened by lower ore grades, environmental pressures, high cost of labour, unfriendly tax laws toward exploration and the increasing cost of new technology. In order to compete in the world market, Canadian producers and their suppliers are rethinking age old customer-supplier relationships in favour of preferred supplier relationships which can improve the profitability and enhance the competitive position of both partners.This paper attempts to redefine partnerships with suppliers in the context of a ""win-win"" objective. It will outline the measurable benefits to both partners through a representative product which highlights the keynote structure of any successful supplier partnership The Status Quo...Mines all over North America are plagued with the same recurring questions, ""Who has the best product for my operation at the lowest price... How do we know a product will perform to a supplier's projections after the sale...What do we do if the product fails to perform as expected?"" These questions have been asked by underground mining operators for decades but rarely have long-term solutions with measurable results been achieved.The LHD industry is one example of the status quo where partnerships will provide large gains toward technological advancement, reducing mobile equipment costs. The underground mining industry is out of sync with their surface counterparts in the open pit business.Partnerships with suppliers in the open pit world are not only a standard practice but a culture which has existed for decades. Open pit operators enjoy concepts which fix their mobile equipment costs for the life of the mine and hold the equipment supplier accountable for performance and fleet economics for 60 000 service hours and longer.Manufacturers are attempting to transfer this culture into the underground mining industry. Figure I illustrates the significance of a capital driven decision."

DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cureall" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the comprehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made.
