Franklin Guiterman was born March 7, 1856, in Cincinnati, Ohio, where his father, William Guiterman, was at that time engagcd in the wholesale dry-goods business. Both of his parents were natives of Bavaria, but the inspiration of America was upon them, as they gave to their son a peculiarly American name, symbolizing thrift, individualism and scientific knowledge. Franklin Guiterman received his general education in the grammar schools and the Hughes High School of Cincinnati. He finished the latter course in the early 70's of the last century, when the great demand for mining and metallurgical experts in this country naturally led his parents to direct his further studies in that direction. Accordingly, he went to Europe, and studied at the Royal Saxon Mining Academy of Freiberg, where he completed the course in 1877, at the age of 21, and returned to the United States to engage in mining and metallurgical practice. Going to Colorado, he became assayer for the Terrible mine, at Georgetown, and in 1878, for the Little Chief mine at Leadville. The position of assayer, particularly at that period and in that region, was the door to much valuable knowledge of mines and ores. Besides learning the nature and value of the different classes of ore from the mines of his own company (if he was employed by a company) the assayer, had the first chance, through his outside customers, of seeing and testing the specimens brought by prospectors, and thus learning of important new discoveries. Moreover, if he possessed metallurgical knowledge, he might advance to the position of a metallurgical manager. Guiterman stayed in Leadville four years, and during that period was assayer or chemist for several different companies. Then for about a year he superintended copper-mining operations at Hartville, Wyo. In 1884, he had charge of sampling works at Silverton, colo.—an admirable opportunity for gaining wide knowledge of the varied ores of the San Juan country. In 1885, he was Superintendent of the Mingo plant of the Pennsylvania Lead Co., at Sandy, near Salt Lake City, Utah. The foregoing list of employments, each occupying not more than a year, certainly looks like the history of a rolling stone, gathering no moss. But the cause of these frequent changes was not inefficiency in each new position. The development of specific risk-based methodologies to guide and prioritize clearing decisions in countries contaminated by Unexploded Ordnance and Land Mines (generically defined as Explosive Remnants of War: ERW) either at country-wide scale or road-network-scale was used in an unexpected way when a large mining company asked Riskope (www.riskope.com) to develop a multi-modal transportation network risk assessment plan, which included ocean going vessels, ports, wharves, railroad, trucking and other modes of transportation. What had been a first-in-the-world attempt in the humanitarian landmine clearing industry turned out to be extremely useful and equally innovative in the extractive corporate world. Instead of a country contaminated by man-made hazards such as Explosive Remnants of War (ERW) we were now dealing with a very complex multi-modal transportation system afflicted by all sorts of potential hazards from quakes to climate change, sabotage to labour strikes, and vulnerable infrastructures to potential energy crises. Interestingly enough the method developed to deal with ERW risk based clearing was also capable of solving the transportation risk evaluation problem, after necessary customization. This paper shows how ?out of the box? thinking and industry cross dissemination can bring significant evolution and a competitive edge even to unexpected areas of the world-wide mining industry. The results of the logistic system risk assessment shed new light on the management of the system, changed the way insurance coverage was purchased, and led to significant potential cost reductions in a period of global recession.

From 1980 to February 1991 the Rosebery concentrator purchased ore from Aberfoyle's Que River Mine. Following the termination of the contract the concentrator reverted to treating Rosebery ore alone. Since that time it has become apparent that the circuit configuration employed was no longer optimum for zinc metallurgy. The circuit was designed to treat a difficult, slow floating sphalerite; however, the opposite was now found to be true. The sphalerite is fast floating and the circuit was cumbersome. During 1992 extensive circuit changes led to the provision of a simple open circuit flow sheet. The circuit is now easier for operators to understand and lends itself to improvements in process control. Middlings streams have been minimised, which produces a far more stable circuit. Significantly, it must be noted that the key to achieving potential results must lie in reducing variations within the process. A significant ore characterisation program has been undertaken, providing an insight into the metallurgical compatability of the ore to be mined. Using the information collected in this program, metallurgical recoveries and grades can now be predicted with a geater accuracy. Ore characterisation data suggests that an improvement from a 54 per cent zinc concentrate to a 57 per cent zinc concentrate should be achievable. By understanding the size-by-size mineral assemblage, a strategy for concentrate grade improvement has been developed. The requirements of the customer must in all cases determine the quality of the product. Pasminco is a fully-integrated zinc producer and as such significant gains can result by tailoring the concentrates to suit the Smelters.

As new legislation drives metallurgical plants to lower SO2 emissions, plant managers face the challenge of keeping their costs under control. The Cansolv® SO2 Scrubbing System has been broadly adopted in the non-ferrous industry as a cost-effective solution for smelter operators to meet the new SO2 emissions targets. The Cansolv® SO2 Scrubbing System is an a mine-based regenerable process that selectively absorbs SO2 from a variety of gases, including dilute smelter gases, such as furnace and converter gases. The system produces a pure, water-saturated SO2 by-product stream, which can then be directed to the front end of a sulphuric acid plant for conversion to sulphuric acid. When deployed in a smelter complex, the Cansolv® SO2 Scrubbing System may also be used to process acid plant tail gas, allowing single absorption sulphuric acid plants to achieve emissions an order of magnitude lower than that of a double absorption acid plant with a lower capital investment. Depending on inlet gas temperature, SO2 emissions in the treated gas can be controlled to as low as 55mg/Nm3. This paper will describe some of the applications where customers have or are planning to use the Cansolv® SO2 Scrubbing System, as well as which features and cost advantages for the treatment of smelter gases were important in the technology choice.

IN the southern field of the anthracite region of Pennsylvania, many of the coal seams dip at angles of 40° to 50° from the horizontal. For transportation purposes, "tunnels" are driven across the coal measures and, occasionally, "rock gangways," beside the seams and parallel with them. The use of gangways driven in country rock appears to be increas-ing, as they avoid the maintenance' of long gangways in coal, which eventually are driven to the colliery boundaries, and permit mining from a number of intermediate blocks without interference. The rock consists of slates or sandstones of moderate hardness, which may range into very hard, highly siliceous, fine-grained conglomerates. In this distinctly bedded formation,' the direction of the heading, whether parallel with or across the structure, makes it necessary to distribute the drill holes in a different pattern to break the ground, but does not change loading conditions. In 1932, practically all the mucking was done by hand, and it was the established custom to use four men on two drills for drilling and breaking the ground, and five for loading it, out. A driver and mule was needed in addition, to assemble the rock cars at a siding or branching track in the rear, pending their final disposal. This might occupy the driver's whole time, or if the length of haul were short, he might be able to do other useful work. It was thought possible in 1932 to reduce the cost of driving such headings in rock by mechanical loading, and to investigate this subject a scraper loader was used in a section of tunnel then being driven. Opera-tions while driving 195 ft. of this tunnel using a scraper loader were care-fully observed. Time studies were made of the loading, and records made of the routine of breaking ground, but not in such detail. Tunnels or gangways in the colliery are 7 ft. high above the rails, by 10 ft. wide, which requires a minimum of 8 ft. in height, broken to allow for rails and ties. This cross section is of sufficient size to permit the use of any one of several types of power loaders, but for this demonstration if was found most convenient to use a scraper loader.

In earlier gears, the custom prevailed of regarding the anthracite basins as cases of folding with slight development of faulting. Folding is so pronounced and, in the eastern and western Middle Fields, at times so violent, that the inference was a natural one and led to the widespread impression that practically all the disturbances of the seams could be explained in this way. The cross-sections and maps prepared forty or more years ago for the Second Geological Survey of P ennsylvania, by Mr. Ashburner under Prof. J. P. Lesley, exhibit little else than folds.' So far as I can discover faults fail in the charts, except in one small case in the Henry colliery near Plainsville on the outskirts of Wilkes-Barre. Some years ago, while spending a day or two in Wilkes-Barr, under the guidance of R. V. Norris, I looked over some recent and accurate cross-sections of a numbcr of the large collieries and was deeply impressed with the peculiar behavior of some of the seams and the intervening shales. Thus, a seam might present a small, more or less overturned fold, rising 30 to 50 ft. (9 to 15m.) above its general course, and yet the movement would be taken up in the overlying shales, so as hardly to be noticeable in the seams next above or below. These and similar anomalies, especially when shown with the accuracy of engineer's surveys, possess great scientific and practical interest, bearing as they do, not alone on coal mining, but on theoretical geology and the actual behavior of strata under great compressive stresses. In preparation for the semicentennial meeting of the Institute, an effort was therefore made to secure some of the most interesting sections for presentation to the members. The collection of illustrations here shown is mainly due to Douglas Bunting of the local committee, to whom and to the contributing companies acknowledgments are due. When, in 1879,I examined the mines of the Tombstone Mill and Mining Company, at Tombstone, Arizona, I found a bed of tailings containing 12,000 tons, which had a value of 9 to 12 ounces of silver per ton and some gold. The ore had been amalgamated in pans, in which each charge had been ground for four hours, having been pre viously stamped through rough-punched screens, which gave a pro duct varying from 1-100th to 1-20th of an inch, according to the state of wear of the screen. It was certain that a large proportion of the tailings must be in fine slimes, and the question of recovering their value was difficult. Even now the concentration of slimes is . an unwelcome task, and at that day very little was known about it. Nevertheless, after considering the results of a test by repanning the tailings, I advised the company to concentrate and smelt, although they had to face the difficulty of making a smelting-product from slimes containing only 3 per cent. of lead. Limestone was abundant enough, but no iron suitable for flux was to be had for hundreds of miles. One of the company's claims con tained an argeutiferous manganese-ore, which gave but poor results by amalgamation. This was one reason for recommending smelt ing ; for if manganese would play the part of a precipitant, as iron does, the company could smelt by combining two of its silver ores, without other flux than the small amount of lime that might be needed. At that time no smelter had ventured to trust manga nese as a precipitant, though large quantities of this ore containing silver were bought and used by custom-smelters, who looked upon the manganese solely as a basic flux for silica. I believe that no other furnace has been obliged to trust this metal, and that the man ganese practice of Tombstone remains unique among the records of smelting lead-ores in the shaft-furnace. The bright side of the problem was given by the fact that the mines were shallow and that the enterprise would at least begin with oxidized ores. The tailings contained about 85 per cent. of silica,

Lead-refining practice at the Bunker Hill differs to some extent from that of other United States refineries using the Parkes process, in that the Bunker Hill has reverted to a custom used years ago of making two kinds of skims, or crusts, in the desilverizing kettles. Also, this was the first refinery to adopt the liquation process for silver skims as developed in Australia. Both of these ideas were brought to the attention of the operator by H. S. J. Sommerset, in the summer of 1924, while he was visiting metallurgical plants in the United States, when he was general superintendent of the Broken Hill Associated Smelters Pty., Ltd., of Port Pirie, South Australia. Since Mr. Sommerset's visit, United States patents on the liquation process have been issued to George Kenneth Williams, of Port Pirie, South Australia. At the Bunker Hill, the lead bullion is conveyed from the blast furnaces to the refinery in brick-lined cast-steel pots, each having a capacity of 5 tons, by a 20-ton electric crane, to which is suspended a Fairbanks-Morse suspension-type scale on which the gross, tare and net weights are obtained. The bullion is poured from the small bullion pots into either one of two kettles of 105 tons capacity, and when a kettle is entirely filled the heavy dross is removed by skimming it into a 5-ton pot suspended by the crane. The crane operator becomes proficient in the manipulation and a kettle is skimmed in a very short time. After the kettle is skimmed clean the bullion is pumped to a kettle of the same size alongside, where the bullion is cooled until it has almost frozen. By using two kettles for the drossing operation, one to accumulate the bullion where the heavy dross is removed, and then pumping to a clean kettle comparatively free of hangings, etc., it is possible to reduce the copper content much lower than if only one kettle is used in the operation. The lead department of the El Paso Smelting Works at El Paso, Tex., is operated strictly on a custom basis. The ores treated are drawn from the surrounding territory, comprising New Mexico, Arizona, western Texas, and northern Mexico. Ores received from the last-named section originally amounted to a very large tonnage, but. of recent years have dwindled into comparative insignificance so far as this plant is concerned. This has been due partly to the establishment of a lead-smelting plant at Chihuahua, which is much closer than El Paso to most of the important mines, and partly to the recent revolutionary troubles in Mexico. There are no mines of either lcad or copper in the immediate vicinity of El Paso. In general, it may be said that the lead-ore supply of recent years has been uncertain and precarious, with a general tendency toward an excess of silica and a shortage of iron. This latter requirement has been met in large part by the use in El Paso lead furnaces of considerable amounts of roasted leady copper matte from the Chihuahua smeltery and of converter slag from the El Paso converters. These two materials, coupled with complex lead-copper ores from Bisbee, Ariz., have introduced into the lead-smelting operations a most unusual amount of copper, which has had an important bearing upon the smelting practice of the plant. his matter will be discussed later. The ore, loaded in either box cars or gondolas, enters the storage yard on four tracks elevated about 8 ft. above the ground. As all unloading is done by hand, unloading platforms at the height of the car floor parallel the tracks on each side to afford a runway for wheelbarrows. At frequent intervals these lengthwise platforms are joined together by others running crosswise to facilitate the distribution of the ores evenly over the beds, which are located below and between the tracks. At present much of the bedding space formerly used for lead ores is given over to the copper department, but 20 bins of various sizes are retained for the use of the lead furnaces and the Huntington & Heberlein roasting plant. The design of mine airways receives, in general, very little engineering treatment. To a large extent this is, of course, due to the fact that information upon which to base calculations is seldom available in definite form. In many rnines the extent of the workable deposits may not be known at the time an air course is planned, and the length of service is indeterminable. Volume of air required for ventilation rnay also increase with extension of the life of a property, and natural obstacles, such as heavy ground, often place limitations upon the size of opening that can be maintained. Perhaps most of the shafts used in the ventilation of metal mines were originally intended as hoisting shafts, and many of the tunnels and crosscuts similarly used, were also designed as haulage ways or for other operating purposes. Even when a shaft is sunk solely for ventilation, custom usually dictates a size and shape consistent with the type commonly used for ordinary operations, because experience has demonstrated it can be excavated and maintained. In fact, most ventilation openings were never made with any consideration as to economic design for such use. When an air course is required to pass air between different parts of mine workings under a fixed pressure, the size of opening required for a given volume of flow, is, of course, determined by the resistance factor of the air course. It is then impossible to proportion the opening with reference to economics of power consumption, and this paper is limited to the design of openings where ventilation pressure or power consumption may he varied for economic advantage. As the size of an air course is increased, the expense involved in excavation and support is, of course, also increased, but the charge for power is decreased. In the case of a mine that has only a short assured operating life, it would not be ecouomical to provide large openings in order to reduce power bills; but when operations are likely to continue for a long time, the power charge becomes a very important economic factor. Although lack of definite information on such factors as service life and costs of excavation and support affects the design of an air course, it appears, from a mathematical analysis of the problem, that considerable variations may be made in estimating these factors, without greatly

The decision to contract or owner mine should be independent of, and should be made before, definitive estimated cost comparisons could be available. There is substantial potential risk of estimated cost comparisons being flawed due to difficulties in compiling comparable estimates for differing business objectives, errors and omissions or because of significant bias. In the current economic environment, escalating cost pressures potentially lead to increased incidence of disputes in mining contracts. The apparent cost of contractorÆs profit and overheads has tended to become more significant to owners. Economy-driven trends towards higher levels of performance and commercial risk for contractors, and the potential for more adversarial, difficult management; with attendant disputation between contractors and owners, have encouraged development of so-called ærelationship contractsÆ û partnering or project alliance contracts. The paper discusses the issues, circumstances when owner mining or contract mining is favoured and perceived advantages and disadvantages of contract mining. The implications of owner-perceived core business and core skills and outsourcing are also discussed. Techniques of introducing objectivity into the decision to owner or contract mine using matrix analysis or benefit comparisons are described. A disciplined procurement process should deliver a decision to owner or contract mine independent of, and prior to, any definitive comparison of estimated costs. A generic procurement process model is provided as a basis for discussion. Risk is discussed generally and as a significant factor in comparison of estimated operating costs. Consideration of risk and any prudent cost treatment are promoted as necessary pre-requisites to any comparison of estimated costs. The paper develops the concept that the decision to owner or contract mine should be based on real benefits that become obvious in the early stages of the development, particularly the procurement process; and before definitive estimated cost comparison can be available. In the context of this concept estimated cost comparisons tend to be confirmatory. Problems with comparing estimated ownerÆs operating costs with tendered contract prices are also discussed, particularly recovery of capital cost of equipment; and the owner minerÆs trade-off of operating risks for the residual contractorÆs margin attributed to overheads and profit. The paper concludes that sole reliance on a comparison of estimated ownerÆs operating costs with tendered contract prices in deciding to owner or contract mine is questionable and likely driven by a need to satisfy specific in-house customers.

LITTLE new oil was found in West Virginia, during 1923, but there were important discoveries of gas. Most of the large oil producers have contented themselves with pumping old wells or in drilling only enough new wells in defined territory to maintain a fairly constant production, the attitude being that no, profit is made in producing high-grade oil at a low price and that an eventual loss is sustained by draining the reserves of a limited commodity that, at some more favorable time, will be of much value. The representative of one large company said: "We have done nothing but pump old wells during 1923 and we have made no plans for 1924." Careful attention to producing wells has been the rule, there having been few abandonments; the belief is prevalent that small wells will eventually become profitable under more favorable marketing conditions. In natural gas, the opposite point of view prevails. Because of the vast capabilities of the state for producing gas, its output being ahead of all others, great systems of transportation and distribution into the markets of four adjoining states have been built and a demand has been created that no present, or apparently potential, production can satisfy. This demand has become so great that large distributing companies not only discourage new applications for service but advise old customers to install coal furnaces for auxiliary fuel; some have requested public-service commissions to grant higher 'rates against large industrial consumers than those allowed for domestic heating. The response to this known market has been a rapid increase in price, both at the well mouth and at the door of the ultimate consumer, and the industry has become so stable that the only uncertainty, or hazard, appears to be the question of the presence of gas in fair quantity in a given territory under consideration. Several oil companies have now forsaken their policy of selling gas, wells outright when drilled and ;have organized gas departments to drill for gas and to dispose of the daily output by meter to distributing corporations. With such companies and with other producers whose interest is chiefly gas, the year has been busy and profitable. Some new territory of apparently large value has been proved and deeper producing sands in old fields have been tapped.

The makers of iron and steel products have watched with great interest the development of stream-lined trains, faster and safer airplanes, the entirely new science of air-conditioning and the widespread use of stainless steels. Since 1930, we have witnessed the erection of the world's largest suspension bridge, the largest and fastest ocean liner and the spectacular Boulder Dam, while even greater things are planned in these particular fields. Other industries, too, have been moving ahead rapidly. This advance in a few years has been caused primarily by the fierce competition of the depression. Now, more than ever, is the emphasis placed upon quality and service. Makers of southern merchant pig iron have been no exception and have been confronted with increasingly strict chemical specifications and with much greater stress on physical characteristics than ever before. For example, sulfur in the iron must be held very low, competition demanding that it be in the 0.020's and low 0.030's; silicon content must be held within a very narrow range, and definite requirements of phosphorus and manganese are an essential part of the specifications. Physical characteristics are becoming of increasingly greater importance. The introduction of triple-skimmed, slow-cooled iron several years ago was the first step in this direction. Now there are a few customers who buy iron by chemical analysis and physical appearance, having found that the analysis alone is an insufficient guide to their requirements.

Queensland Alumina Limited (QAL) is the worldÆs largest producer of smelter grade alumina, located in Gladstone, Queensland, Australia. The plant employs evaporative cooling towers for waste heat rejection. Process water requirements include red mud residue disposal, steam venting to the atmosphere and Calcination feed moisture. Raw (untreated) water consumption in 2001 was 37 700 m3/d or 3.8 m3 per tonne of production. The Gladstone region experienced a water shortage in the period 2001 to 2003, resulting in progressive water restrictions. Industry operated under a ten per cent restriction from April 2002 and in November 2002 a 25 per cent restriction came in force. The maximum restriction level of 50 per cent was anticipated for the middle of 2003. Water restrictions of these magnitudes have the potential to result in significant production limitations, which would have major economic consequences for QALÆs owners, customers, suppliers and employees. Therefore it was imperative that measures be found to mitigate the impact of these restrictions. Furthermore, as one of the largest water users in the Gladstone region, QAL had an obligation to the community to minimise water usage as much as possible. A thorough analysis of water usage on site was conducted, focussing on all water streams leaving the plant. The philosophy used was that by minimising water outputs, the inputs would follow suit. Where possible, preference was given to solutions that provided lasting water savings. This occurs when the value of the water saving justifies the project cost, irrespective of water restrictions. By June 2002 an average water saving of 19 per cent was achieved, almost double the required saving. By end November 2002 further projects had increased the total water saving to 29 per cent, mainly through the re-use of GladstoneÆs municipal treated effluent as wash water. Further measures to reach the target of 50 per cent reduction were investigated. The evaporative cooling system was to be replaced with seawater cooling, using cooling towers to minimise the seawater pumping cost. Another benefit of this concept was the ability to dispose of the cooling tower bleed stream with the existing system for neutralised red mud disposal. This would avoid the need for an additional environmental outfall from the plant. In February 2003 the Gladstone region received over 500 mm of rain, which boosted water reserves to five years supply at forecast usage rates. This led to the lifting of all water restriction. As most of the implemented water savings measures are economically viable in the absence of water restrictions, raw water usage at QAL is still less than 75 per cent of pre-2002 levels.

When the National Forests were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claims in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment work on a mining claim, but, of course, patent to the ground cannot be obtained in this manner. Dr H. J. R. Way: In his reply to my queries Mr Bath still adheres to his statement that it may be possible to replace the estimated R200 million reduction in gold revenue in 1980 by exports of ferro-chromium, and apparently based his conclusion on a growth rate in demand for corrosion resistant steels of 10 per cent per annum in the next few years. As I pointed out at the previous discussion at Middelburg this would entail a production of about one million tons of ferro-chromium in 1980. Exact statistics of South African ferro-chromium production are not available, a fact which is very much to be regretted. But statistics of exports of ferro-chromium are available from "Foreign Trade Statistics" of the Customs and Excise. These show that South Africa exported 99,580 short tons in 1967. The quantity of ferro-chromium consumed in South Africa in 1967 was fairly small and we can therefore assume that the production was 99,580 tons. For this amount to grow to 1,000,000 tons in 1980 would require a growth rate of 19.4 per cent per annum. At 10 per cent this would grow to 344,000 tons and at 7 per cent 240,000 tons. The following growth rates in the form of average trends are pertinent: STEEL - Per annum World steel ingot production - 1957-67 – 6.8 per cent Free-world ingot production - 1957-67 – 6.0 per cent Consumptions of crude steel by four major Free-world Consumers - 1957-67 - 5.6 per cent CHROMITE World production - 1952-67 - 2.5 per cent South African total sales - 1948-67 – 5.4 per cent South African exports - 1948-67 – 3.9 per cent United States consumption, very irregular, but - 1962-67 – 6.5 per cent FERRO-CHROMIUM - Per annum United States consumption - 1952-67 - 6.5 per cent South African exports - 1957-62 - 25.2 per cent South African exports - 1962-66 - 41.9 per cent South African exports - 1966-68 - 21.2 per cent These figures show that exports of ferro-chromium have been growing at a very high rate varying from 21.2 per cent to 41.9 per cent since 1957, but in view of the market situation it seems somewhat doubtful if that high rate can be maintained up to 1980. Of our 1966 exports U.S.A. took 63 per cent which was 53 per cent of their total imports. Their average consumption is trending at a growth rate of 6.5 per cent per annum from 1952-67, but the growth from 1964-66 was 5- 2 per cent and 1966-67, -12 per cent!

"Peñoles is a mining group with integrated operations for the smelting and refining of non-ferrous metals, and it is also a chemicals producer. Peñoles is the world’s foremost producer of refined silver, metallic bismuth and sodium sulphate. It is also the leading Latin American producer of refined gold, lead and zinc. The Met-Mex Peñoles Zinc Plant commenced operations in 1973 with an annual production capacity of 105,000 t/y zinc. Since then, production capacity has increased, and at present, it stands at 240,000 t/y zinc. In this paper, the leaching process and particularly the operation of the jarosite circuit is reviewed, specifying process improvements to treat high iron calcines.INTRODUCTIONTwenty years ago the Electrolytic Zinc Plant in Peñoles was treating high quality zinc concentrates with low concentrations of iron (~7.5 wt.%) and silica (1.8 wt.%). Nowadays the quality of zinc concentrates is poor with a typical iron content of around 11 wt.% and silica at 2.0 wt.%. This has created numerous processing problems in our roast-leach-purification- electrolysis sections. In order to meet customer requirements it is necessary to find processing solutions to assure the operational continuity of the plant. These processing solutions are the focal point of this paper.REVIEW OF THE LEACHING PROCESSThe purpose of the leaching process is to recover the metals, mainly zinc, through a series of extraction stages with sulphuric acid solutions, which progressively increases the zinc dissolution. After the series of acidification stages, the solution, which is rich in iron, is sent to the jarosite circuit to separate zinc from iron (Garcia & Valdez, 1996). The first step of the leaching process is the neutral leach circuit which produces a zinc sulphate solution that is sent to the purification section for the removal of impurities such as cadmium, cobalt and copper. Then this solution is sent to the tank house to feed the electrolytic cells."

(Read at the Amenia Meeting, October, 1877.) IN the case of The Eureka Consolidated Mining Company v. The Richmond Mining Company of Nevada, recently tried at San Francisco, California, the real defendant was the Richmond Consolidated Mining Company, of London; but this being a foreign corporation, holds its mining property in Nevada through the Nevada corporation of similar name, in which the London Company owns all the stock, except the few shares necessary to "qualify" the American directors. The trial would naturally have taken place in the Circuit Court at Carson City, Nevada, and before a jury. But by stipulation of the parties, the case was tried in San Francisco, before Hon. Stephen J. Field, Justice of the Supreme Court of the United States, Hon. Lorenzo Sawyer, United States Circuit Judge of the Ninth Circuit, and Hon. E. W. Hillyer, United States District Judge, for the District of Nevada. The hearing began July 23d, 1877. The witnesses occupied two weeks, and the argument of. counsel three days. Very eminent lawyers were. engaged on both sides ; for the plaintiff, Messrs. Solomon Heydenfeldt, R. S. Mesick, John Garber, and H. J. Thornton ; for the defendant, Messrs. S. M. Wilson, Thomas Wren, and J. J. Williams. The court held the case under advisement until August 22d, when Mr. Justice Field delivered its unanimous opinion in favor of the plaintiff. The action was a complaint in ejectment, and an appeal was taken to the United States Supreme Court. The questions at issue between the Eureka and the Richmond Company in this suit, comprised several points in the construction of the mining law of the United States, and its relation to the customs and regulations of the mining districts, which possess an importance and an applicability far beyond the limits of the case in which they arose. Companies have installed powerful desktops for their personnel and instrumentation and control systems in their plants. These desktops are, in many cases, connected to a company intranet. Still, process engineers have to obtain their data manually. Engineers use process calculations from manually calculated averages from the plant; field operators collect equipment data on log sheets; and maintenance engineers collect critical information on log sheets. All of this information resides in individual machines. What are the strategic tools that will enable collaboration between them? How can operators, engineers, and managers access plant information to proactively increase their effectiveness in process troubleshooting, plant debottleneclung, aligning with business strategic and customer demand, satisfying environmental and safety regulations, developing capital projects, and implementing control strategies? A nonintrusive environment at the desktop is required to provide the process information to these workers. How can value be added to MS Windows technologies with the legacy systems at a minimum cost? There is no straight answer; however, there is a proven framework to leverage the large investments in new technologies. Objects and components are changing the way everyone relates to their computer and networks. Three examples will be described to demonstrate paradigm change. Today, process engineers can access data at the required level of detail for analysis of critical process variables at their desk or remotely. 1. Process Troubleshooting and Analysis: The engineer can develop an inferential calculation, trigger a process advisor to deter- mine the behavior of the units for the last day, and get the population of a set of batches (heats, blocks, rolls, sheets, etc). 2. Process Control and Optimization: The engineer can connect to a process simulator at steady state or a dynamic simulator of the process to evaluate new control strategies or process unit line-ups and use the process simulator as a process observer for fault diagnosis. 3. Collaboration with Accounting and Maintenance: The engineer can review reconciled data and the process mass balances, suggest maintenance cleaning or recalibration of flowmeters, and evaluate key control performance of all advanced controls.
