IN April 1949, Newfoundland became the tenth province of Canada. It had been a Dominion of the British Commonwealth, though actual Dominion status had been suspended for some fifteen years. During that fifteen-year period the Government had been by commission. Throughout the regime of the Commission Government, a limited program of investigation of the mineral resources of the country was in progress. It was during this period that the investigation of the iron resources of Labrador by the predecessors of the Iron Ore Company of Canada began. Since Confederation there has been a marked change in the attitude of mining capital to the new province and a notable acceleration in the tempo of prospecting and exploration. There is no private Newfoundland capital available for mineral exploration. In the past, as now, capital must be attracted to the province. Prior to Confederation, Canadian capital had to cross the barriers of customs and immigration. American capital hazily regarded Newfoundland as part of Canada, with one notable exception, the American Smelting and Refining Company at Buchans. Buchans The most significant mining development in Newfoundland today is the property of the Buchans Mining Co. Ltd., a subsidiary of the American Smelting and Refining Co., located at the town of Buchans. Their milling operation produces lead, zinc, and copper concentrates by selective flotation, and also produces a small amount of gravity concentrate. Presently the mill treats, about 320,000 tons of ore per year. Production started in 1928 at 500 tons per day and has been raised over the years to the present figure of 1200 tons per day. Conventional prospecting methods uncovered the original deposit. It was first examined as a possible source of sulphur from pyrite. Geophysical prospecting and diamond drilling resulted in discovery of enough additional ore to warrant a large scale operation. Mining is by open cut methods. In addition conventional underground cut and fill stoping and square set stoping methods are employed. Between 850 and 900 men are employed at Buchans. Concentrates are shipped by rail to Botwood and leave the country through the port. Buchans Mining is currently investigating a Crown concession covering an area of approximately 6250 square miles, adjacent to the area of present operations. Aerial photographs have been made of the area, and geologic parties, supplied by plane, are in the field during the summer months. The concession lies south of the Falconbridge concession. The geology of the Buchans area can be divided into three groups. The first category is the oldest and called the Buchans Series. It consists of volcanic lavas, breecias and tuffs and underlies most of the Red Indian Lake Basin. The second is a group of igneous rocks such as granite and quartz porphyry intrusive in the volcanics. It makes for rough country north and west of Buchans. For many years pine oil has been used extensively as a frother for the flotation of minerals, particularly sulphides, yet the published information available to the average user on its composition, chemical and physical properties, has been rather meager. It is the purpose of this paper to discuss these points and their relationship to the frothing properties of pine oil used in flotation processes. Pine oil, as the name implies, is a liquid obtained from the processing of wood of the longleaf and other southern pines. It is a complex mixture of naturally occurring terpene derivatives, primarily alcohols, and a smaller amount of terpenes, which has found many uses in various industries. Its use as a frother in flotation processes was the first large-scale application in industry and today the mining industry still consumes large quantities of pine oil but the textile and disinfectant industries consume comparable volumes. Much is used in soap manufacture and laundry operations. The surface-active properties of pine oil are in a large degree responsible for this versatility. History The name "Naval Stores" goes back to the days when pine tar and pitch were used to caulk leaky ships and 'Oat their ropes and rigging. Today this term is still used to include not only the oleoresinous products of the pine tree—rosin and turpentine— but other products such as pine oil, pine tar, and the many terpene and resinous compounds obtained by extracting the pine wood or tapping the tree. That part of the industry known as "wood naval stores" dates from about the beginning of this century and today produces a large part of the country's rosin and turpentine by processing pine wood. In addition, all of our natural pine oil is supplied by the wood naval stores industry, as tapping of the live tree gives only rosin and turpentine. This latter phase is known as the "gum naval stores " industry. The first successful commercial operation of the steam and solvent process of the wood naval stores in industry was carried out by Yaryan at Cadillac, Mich., in 1909.1 This operation did not prove profitable, so Yaryan went south to utilize the longleaf pine, and built a plant at Gulfport, Miss.2 Soon after, another plant was built at Brunswick, Ga., which is still in operation, and in 1914 was reported to have processed about 500 tons of wood per day.' In 1921 Hercules Powder Co. acquired the Yaryan interests, at which time the production of pine oil was only 3 to 5 million pounds per year and flotation was the largest customer. As time went on, technological advances were made, other companies entered the field, and the production of pine oil increased many fold. William Metcalf, Pittsburgh, Pa. : In rising to discuss Dr. Dadley's paper, I feel somewhat as I did at the Baltimore meeting —that a "crucible" man has no right to interfere in a "Bessenier" discussion; yet having read the paper very carefully, I feel impelled to say something, for two reasons: First, because I believe Dr. Dudley is entirely on the right and having undertaken and partly accomplished a great work, he .is entitled to the help of all who have experience in these matters; and second, because the data given force me to colicur in Captain Jones's opinion that the analyses are incomplete, since they ignore sulphur, copper, nitrogen, and possibly other injurious elements. In an experience of fourteen years, and with probably more than a hontlwl tests, we have never found the chemistry and the of crucible steel to disagree. If in any cave a disagreement tins sp- . peared, it has been our invariable custom to go over all our physirtal testa with great care, and if we found no error, then to refer the matter back to the cherubt, who has invariably found some unexjmted element to account for the trouble. It is only just to the chemist to say here, that ordinarily be is only expected to determine phosphorus, silicon, sulphnr. Generally the metals, with the exception of manganese, are not looked for, although a watch is usually kept for copper and arsenic. Further, in most cases we have found our own work more liable to be faulty than the chemist's. Having arrived then at such a degree of experience that we can preJict the analysis from our tests, or our tests from the analysis, with almost absolute certainty, I can see no reason why the same results map not be attained in the Bessemer practice. It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

The geographical region of South East Asia is variously defined, but generally agreed to include the Asean group - Philippines, Malaysia, Thailand, Singapore and Indonesia. Other regional countries, such as Vietnam, Laos, Burma, Kampuchea etc. are of course geographically part of the region, however in economic terms, they play a minor role. It is the Asean group that dominates present economic activity and provides the overwhelming opportunity for commercial development. My experience in South East Asia has been gleaned over 15 years of regular travel in the region. More recently, we have established company offices in Malaysia, Singapore and Indonesia to extend and deepen contacts with major customers. This progressive development is an integral part of a planned growth pattern and will be discussed in more detail shortly. South East Asia is a rapidly developing economic growth centre, a fact which is clearly recognised and accepted by most commentators. An important question is then to be asked: Why has the region been relatively neglected by Australian, U.S. and European industrial supply companies? I will attempt to address this question in the context of industrial minerals and propose some ideas as to how effective sales programs could be developed. Firstly, let's consider the market potential provided by countries within the region. It is reasonable to suggest that industrial growth in S.E. Asia over the past 20 years has been generally steady and in some cases, explosive. Until recently, this growth has predominantly been driven by development of internal (regional) demand. Population growth and rising living standards have ensured that basic industries have enjoyed a solid uptrend in sales and production. The industries which most benefitted from regional economic development over this period were, interestingly, those which we understand to be major users of industrial minerals - glass, ceramics, paper, surface coatings, cement, refractories, rubber and plastics. Each of these industrial sectors has been influenced by different growth stimulii over a 20 year period. Nevertheless, they also enjoy a common feature which ensured an above average performance. All sectors are fundamental to an environment enjoying rising living standards and rapid growth in general prosperity. More recently, internal growth factors have been overtaken by a recognition that manufactured products from the region are competitive in export markets. This comparatively recent development provides the most interesting possibilities for higher value industrial mineral raw materials. Let me explain: For 20 years, industrial growth in South Asia has essentially been focused on satisfying domestic demand. Finished quality of manufactured items was orientated to a developing market more interested in cost than aesthetics or long life. This was reflected in raw material specifications, which often did not exist and at the best were undemanding.

"Cable TV networks are extensively used throughout Canada for TV signal distribution. Mobile/portable radio communications are also used extensively throughout all sectors of industry. There are numerous manufacturer supplying these industries with a wide variety of equipment and accessories.IAL's underground radio communications system combines the techniques of cable TV and mobile radio to produce a flexible communications system with most of the advantages of both systems. Standard off-the-shelf mobile, portable, base-station and repeater equipment can be used. The equipment may need modification to be customized to particular end user requirements, but does not require a complete new unit redesign. Likewise, the cable TV distribution equipment is off the-shelf, with some items requiring modification for underground system application.Radio communications can be provided wherever the cable system is extended. Where traffic or type of activity warrants it, multiple radio channels can be provided on the same cable. Certain radio channels could also be used with data channels for control or supervision of remote equipment or environmental conditions. In addition, the same cable can be used to distribute or monitor signals from remote TV cameras in selected or dangerous areas. The system can be interfaced to a telephone system, if required, to provide extended communications to above-ground workshops, offices, medical stations or even hospitals and other emergency services.IntroductionReliable communications among personnel throughout an underground mine area have long been the dream and goal of various mine operations personnel. The system to be described was designed to meet this objective."

Changes in existing airway and fan-installation conditions offer the most common opportunities for effecting economical operation of mine-ventilating systems, but the largest possibilities for securing this result lie in the original design of the main airways for efficient service. Formulas, and charts for their graphical solution, are presented herewith for the determination of the elements of airways design when the conditions of service are known or may be roughly approximated. Although the analyses are made with particular reference to metal-mine airways, there is no essential difference between main airways in metal and coal mines, and the methods presented are applicable to both. Little attention is paid to designing airways for maximum economy in the ventilation of metal mines. Most of the openings used as main airways are originally designed and used for transportation and other operating purposes. Even where openings are made primarily for ventilation, the possibility of their future use for other operating purposes, or even custom alone, usually results in the selection of a size and shape similar to those of existing openings. Natural conditions, such as heavy ground, often seriously limit the size of opening that can be maintained without excessive expense; and various operating factors, such as velocity limitations on traveling roads, often dictate size requirements in excess of those required for economy in ventilation only. In metal mines the main airways are, as a rule, too small rather than too large for economic service, with the general result that the quantities in circulation are often less than the mine's proper requirements over long periods, even though excessive amounts of power are applied in an effort to remedy conditions. Increasing the area of an airway increases the cost for excavation and lining practically proportionately but at the same time affects a very rapid decrease in power requirements. The balancing of these two factors of the expense to give a minimum total yearly operating cost for ventilation is mainly a matter of proper original design of the main airways of the mine, since the large volumes handled through these parts of the system involve large power costs and thus present opportunities for effecting large savings through proper design. In the southern field of the anthracite region of Pennsylvania, many of the coal seams dip at angles of 40" to 50" from the horizontal. For transportation purposes, "tunnels" are driven across the coal measures and, occasionally, "rock gangways," beside the seams and parallel with them. The use of gangways driven in country rock appears to be increasing, as they avoid the maintenance of long gangways in coal, which eventually are driven to the colliery boundaries, and permit mining from a number of intermediate blocks without interference. The rock consists of slates or sandstones of moderate hardness, which may range into very hard, highly siliceous, fine-grained conglomerates. In this distinctly bedded formation, the direction of the heading, whether parallel with or across the structure, makes it necessary to distribute the drill holes in a different pattern to break the ground, but does not change loading conditions. In 1932, practically all the mucking was done by hand, and it was the established custom to use four men on two drills for drilling and breaking the ground, and five for loading it out. A driver and mule was needed in addition, to assemble the rock cars at a siding or branching track in the rear, pending their final disposal. This might occupy the driver's whole time, or if the length of haul were short, he might be able to do other useful work. It was thought possible in 1932 to reduce the cost of driving such headings in rock by mechanical loading, and to investigate this subject a scraper loader was used in a section of tunnel then being driven. Operations while driving 195 ft. of this tunnel using a scraper loader were carefully observed. Time studies were made of the loading, and records made of the routine of breaking ground, but not in such detail. Tunnels or gangways in the colliery are 7 ft. high above the rails, by 10 ft. wide, which requires a minimum of 8 ft. in height, broken to allow for rails and ties. This cross section is of sufficient size to permit the use of any one of several types of power loaders, but for this demonstration it was found most convenient to use a scraper loader.

In the plant description, emphasis is given to the pyrometallurgical operations including zinc concentrate roasting, lead singer-blast furnace processing and silver refining. Production figures for the main metal products - zinc, lead, silver and gold - are provided.IntroductionIncorporated in 1906, Cominco Ltd. is an integrated natural resource company with principal activities in mining, smelting and refining, mineral exploration, fertilizer production and electrical power generation.Cominco is one of the world's largest producers of zinc and lead, accoW1ting for about 10070 of mine production in the western world. The company also produces and sells copper concentrate, copper sulphate, copper arsenate, sodium antirnonate, silver, gold, cadmium, bismuth, indium, and germanium dioxide and a range of fertilizers and sulphur products.Zinc OperationsRoastingThe roasters currently treat about 1400 t/d of zinc concentrates. Over half of the total concentrate treated originates from the Red Dog Mine in Alaska. During the summer, concentrate is shipped from Alaska to Vancouver where it is loaded into rail cars and hauled inland, transferred to trucks and delivered to Trail. The remainder of the roaster feed is made up of Sullivan concentrate and various custom concentrates. These arrive either by train or by truck.There are three roasters available for roasting the concentrate. The two major roasters are Lurgi fluid bed units. Each Lurgi roaster can process concentrate at about 1:7 tonnes per hour (tlb). A smaller Cominco suspension roaster with a capacity of 10 tlb is also used. The flowsheet for the high temperature section of the fluid bed circuit is shown in Figure 1.Concentrates fed to fluid bed roasting are conditioned with 7 1/min water to give 8% moisture in feed. Two slinger belts throw the mixture into the fluidized bed. The fluid bed roasters are 10.4 m in diameter with a bed depth of 1 m. Grate area is 84 m2• Normal operating conditions include bed temperatures of 930°C to 950°C, fluidizing air at 750 Nm3/min and a wind box pressure of 2000 mm H2O."

BEFORE an audience which included many notable members of the engineering profession, the John Fritz Medal was presented to Senator Guglielmo Marconi on July 6, 1922, in the auditorium of the Engineering Societies Building, in New York. The medal was awarded for achievements in the development of wireless telegraphy, but all of the speakers emphasized the inventor's service to mankind, in saving life at sea, especially, as well as his remarkable scientific attainments. SIGNIFICANCE OF THE JOHN FRITZ MEDAL The John Fritz Medal is presented from time to time for notable achievements in applied science, as a memorial to the engineer and metallurgist whose name it bears, one of the charter members of the American Institute of Mining and Metallurgical Engineers. The medal fund, contributed by friends of Mr. Fritz, is administered by representatives of the four national engineering societies. Seventeen awards have been made to men of eminent distinction in the various branches of the profession of engineering, whose names are more familiar to the civilized world than are the names of most of the presidents of the United States. Four of the medallists were present on the evening of July 6: Dr. Elihu Thomson, the dean of the electrical engineers, General Goethals, Orville Wright, and J: Waldo Smith, who developed the New York City water supply, system. In opening the meeting, Dr. Comfort A. Adams, president of the Board of Award, said in part: The profession of engineering knows no national boundaries. That the engineers of this country sense this fact deeply is evi-denced by the absence of any limitations as to nationality in the award of the John Fritz Medal. The engineer is seeking for the truth wherever it may be found, and it frequently happens that the most helpful sugges-tions for the solution of a particular problem are the results of the work of men of other nationalities on the other side of the world, whom we have never seen. Thus through this long range interchange of information and of ideas, there has grown up a feeling of real kinship among the engineers of the civilized world, a sense of interdependence and of the need and value of cooperation, in wide contrast with the all too prevalent sense of conflicting interests, of racial and national antagonisms of bitterness and misunderstanding. We often think of the nations of the earth as separated by walls or barriers, of various kinds and of various heights. Some of these are the natural results of evolution, for example, differences of language, customs and traditions; while others are more artificial, being maintained by law and dictated by fear, greed, and shortsightedness or ignorance. There is deep conviction that the degree in which we can abolish these barriers is a true measure of our progress towards real civilization, and that the destruction of these barriers is the only method of attaining that world-wide peace for which every

SINCE the first atomic bomb exploded over Japan, a great deal of speculation has been published about the use of atomic energy instead of coal for the production of power. Atomic energy, in time, may displace coal for this purpose, but atomic energy will not displace coal in supplying chemical raw materials to the rapidly expanding carbon-chemicals market. Modern civilization demands large quantities of carbon compounds and the logical source of many of these is coal. Consequently, many progressive operators are considering the possibilities of the utilization of coal as a chemical raw material as never before. Furthermore, the demand for clean, smokeless, and ashless fuels will continue to increase and the only way to handle coal under those conditions is to take it apart, just as crude petroleum is taken apart. One can readily imagine where the petroleum industry would be now if it had insisted on selling customers only crude oil, perhaps emulsified with a little salt water to correspond to the moisture and mineral matter in raw coal. The time seems to be coming at an accelerated pace when mine operators will find that competing for a highly selective fuel market by producing a larger tonnage at smaller cost will be less profitable than to increase the value of a smaller tonnage many fold by producing something more valuable to industry and civilization than raw coal. For example, about 750,000 tons of carbon black selling for $50 to $60 per ton was produced in the United States in 1945. This tonnage is insignificant compared with the total production of coal in the United States, but a very tidy tonnage, together with the coal necessary to operate the process, for any mine operator fortunate enough to obtain a method of producing a better carbon black from coal. From the point of view of tonnage, the manufacture of coke of various kinds and its by-products is at present the most important source of carbon chemicals from coal. Nearly 20 per cent of the coal mined in this country is used for this purpose. A large proportion of the coke is used for the production of iron and steel, but even in this operation a considerable part of the coke is used for a chemical purpose; that is, the reduction of the ore to metallic iron. In addition, large quantities of coke are used in manufacturing many important products that find their way into the market. POSSIBILITIES OF ACETYLENE One of the important chemicals manufactured from coke is calcium carbide, from which many products are made. One of these is acetylene. This hydrocarbon can also be manufactured from natural gas or from waste oil-refinery gas and' these industries will probably offer competition for the manufacture of acetylene. The amount of coal used in the Colonies before the Revolutionary War was very small, and few records of it can be found, these all being in the Public Records Office in London. The exports and imports for the years 1768 to 1772, inclusive, are shown in Table 3, which apparently do not include the early shipments from the Virginia field. For the three years 1769 to 1771, the imports from Great Britain-their only source-totalled 17,943 tons, or an average of 5,981 tons per year. If the shipments from Richmond for the same period were available, this average would probably not exceed 6,800 tons per year. In Table 4 the shipments of coal from the James River ports for the period 1758 to 1769 are shown. A few of them are re-exports of coal brought from England, but the great majority are undoubtedly of coal produced in Virginia, and the movement was partly to West Indian ports but mainly to Atlantic ports from Baltimore to Portsmouth, N. H. (Piscataway). In Table 5 the data in Tables 3 and 4 are combined, the exports being deducted, and this summarizes all the available data on the amount of coal consumed in the Colonies before the separation from England. As has already been stated there has been a tremendous amount of work done in the Richmond field over a long period of time, many mines were opened and in some cases operated for years, and practically no accurate data remain or have been published to show what was done. There are undoubtedly manuscripts still remaining that will contribute to much of the knowledge of this field, and it is well worth the while of the proper state authorities to collect all the information that can be found anywhere, to enable the future development of these coal deposits to benefit by the record of what was done in the past. Table 22 shows all the methods of shipment from this field, and all of the data available about tonnages moved over each of them. The shipments by the Chesterfield and Clover Hill Railroads are largely duplicated in some of the other columns, but allowance has been made for this in the estimated totals. In addition to the difficulties experienced with similar data for the other states, these Virginia records have one peculiarly their own; it was the custom to allow 5 pecks to the bushel of coal at the pit and only 4 pecks at the docks or at vessel side. In most of the figures it is not stated to which point they apply, and a considerable error may exist due to this cause, although certainly it does not apply to all of them. The notes show the sources of the figures used, and while it is probable that the totals are lower than the actual amounts produced, the data given are the most complete that can now be assembled.

A discussion at a joint meeting of the New York Section of the American Electrochemical Society and the American Institute of Mining Engineers, Nov. 20, 1913. Chairman Lawrence Addicks:-Our program this evening represents an attempt to set before you the present situation and outlook in the metallurgy of zinc. It is a time-honored custom to throw bricks at the zinc man. The accusation is that he has borrowed a lime kiln and a gas retort and part of a sulphuric acid plant, hitched them together, and spent the last 50 years in regarding with holy veneration the reactions which take place in that retort. The copper man, who thinks of zinc as something with which copper is adulterated to make brass, and the iron man, who regards it as a sort of paint for corrugated sheets, and the lead man, whose opinion as to zinc is not fit for publication, have long felt that, when two or three of the minor details of their respective metallurgies were put in order, they would take a few clays and fix up zinc on a modern basis. But somehow there still seem to be some unsolved problems at home, and while we are waiting it seems only fair that the case for the defense should be adequately presented. There is probably no man in this country to-clay better able to do this than Mr. George C. Stone, of the New Jersey Zinc Co., on whom I have pleasure in calling to talk to us on "Progress in the Metallurgy of Zinc." George C. Stone:-It is frequently stated that there has been no change in the metallurgy of zinc since the first Belgian furnaces were built in the early part of the last century. It is true there have been no such spectacular and radical changes as were worked in the metallurgy of copper and iron by the introduction of converters; but, in the essentials, I believe the progress in zinc metallurgy has been as great as in that of the other common metals. The main reason that there have not been revolutionary changes is that the chemistry of zinc differs radically from that of the other metals and these differences control the type of apparatus that can be used. The differences are: 1. The temperature at which zinc is reduced by carbon is much above the volatilizing point of the metal and it is therefore always produced as a vapor.

OF widespread interest to all lead metal¬lurgists is a dross smelting process that will consistently give mattes and speiss of low lead and high copper contents. It is -a problem that has intrigued operators through the years. In the past few years, with increased amounts of copper and overcrowded metallurgical furnaces, it has been almost imperative to evolve some method. Experience at El Paso has shown that high copper-to-lead ratios can be consistently attained by use of the new soda process.* OLDER METHODS Three older methods; i.e., I. Dross plus siliceous ore and limestone, 2. Dross plus one fourth blast-furnace speiss and siliceous ore, 3. Dross plus sulphides and siliceous ore and scrap iron, do not give consistent results and the products are higher in lead and lower in copper than those produced with the soda process. Any radical changes in the blast-furnace drosses will throw any of these older methods into a tailspin. For almost ten years, El Paso used the third method, with varying results. It was noted that as the arsenic and antimony contents of the dross increased, the speiss and matte steadily increased in lead and decreased in copper. A dross containing four parts of copper to one part of arsenic was considered to be ideal. At times this balance of copper to arsenic was almost impossible to obtain, especially when handling copper Cottrell dusts, which vary so greatly in copper and arsenic. Custom smelters like El Paso, handling a great variety of dusts, concentrates and ores, are apt to have anywhere from 1 to 15 pct copper on charge, with a variable in arsenic of from 0.5 to 2 pct. With such conditions, and drosses varying from 12 to 40 pct copper, an operator using the older dross reverberatory practices would find it just about im¬possible to control the reverberatory operations and to produce a good product low in lead and high in copper. These conditions prevailed at El Paso from the year 1940 to the present. In May 1942 it, was decided to experiment with the soda process. THE SODA PROCESS After considerable work the soda method was finally evolved to the present state. It has never failed to produce a good product even under the most adverse conditions. It might be well to remember that many men of thought in the smelting industry have at one time or other suggested the removal of all copper, arsenic and antimony from the lead blast-furnace charge as an aid to better metallurgy.

“O-SR process” in which the S-Furnace of the Mitsubishi process is followed by existing reverberatory furnaces (RFs) and Peirce Smith (PS) converters has been operated since December 2007. The S-Furnace smelts copper concentrates to produce molten matte containing 58-62%Cu which is then settled in the RFs and converted to blister copper in the PS converters. The SO2 gas generated from the S-Furnace and PS converters is converted to sulfuric acid in the acid plants. In addition to the smelting copper concentrates, the O-SR process has advantages in terms of recycling various waste/secondary materials. Automotive Shredder Residue (ASR) has been treated in the RF to reduce fossil-fuel consumption in RFs, and to recover various metals included in ASR as well, since 1993. Electronic circuit boards (E-scrap) has also been processed in order to recover not only copper but also rare resources such as gold, silver and PGMs since 2013. Strategic modifications have enabled expansion of the processing volume of E-scrap. Enhancing recycling of wastes and scraps from urban mines while reducing the consumption of natural resources in the “O-SR” process will be demonstrated and discussed in the present paper. INTRODUCTION Onahama smelter and refinery has been operating as a custom smelter since 1965. Smelting facilities were subsequently expanded to two green-charged RF furnaces and five PS converters in 1973. Since RF is a conventional old-fashioned smelting furnace that necessarily consumes a huge amount of fuel to smelt copper concentrates, saving fuel cost has been an important objective. In early 1980’s the fuel was changed from bunker oil to pulverized coal, while utilizing the combustion heat of waste tires. Furthermore, treatment of combustible waste such as shredder residue (SR) was initiated in order to save fossil fuel for smelting concentrates in the RFs. Since enhancing of the treatment of SR requires a reduction in concentrate smelted in the RFs, most concentrates were dried and injected through tuyeres into the PS.converters. These modifications enabled to reduce the amount of the pulverized coal combustion and to increase SR treatment in the RFs. SR treatment capacity has increased to 12,000mt/month because the SR market has grown after the enforcement of the Vehicles Recycling Law. Such business environment has been attributed to establish the thermal-materials recycling system of SR in which the RFs have changed their role from copper concentrates smelting furnaces to waste materials combustion furnaces.

THE Australian lead-smelting plants began to use charges carrying high zinc percentages somewhat earlier than was common with American plants. When lead smelting first started in Australia the immense deposits of oxidized lead at Broken Hill were available but later these oxidized ores became exhausted and were replaced by sulfides. This was before the days of flotation and these sulfides when concentrated carried about 1 per cent. of zinc to 6 per cent. of lead. The works of the Sulphide Corpn. at Cockle Creek was perhaps the pioneer in high-zinc slags but the Port Pirie plant of the Proprietary Co. was a close and very able second and has continued the work to the present time. The Cockle Creek lead furnaces remained in operation until shortly after the war when most of the Broken Hill companies combined and took over the Port Pirie plant to treat their concentrates. As it was the practice both at Cockle Creek and Port Pirie to carry 20 per cent. or more of lead on the charge, it was found that under these conditions of large amounts of zinc in the charge, good roasting was absolutely necessary and matte production was unwise. The Hunting-ton-Heberlein system of roasting was introduced and later the Dwight & Lloyd process. In this way, by roasting the sulfide portions of the charge as thoroughly as possible and making no matte, a method of smelting was developed where the slag over long periods carried as high as 20 per cent. ZnO without serious furnace troubles, and slags carrying even up to 33 per cent. ZnO have been reported. The zinc slags were not very different in appearance from the ordinary slags produced in American practice except that they gave off more smoke and fume on tapping. The slag usually ran hot and freely, coming from the tap in a full stream. Normally there was little crust on the sides of the furnace and the tuyeres gave no trouble though they were always rather dark. At the works of the Sulphide Corpn. it was the custom, on account of the labor situation, to shut down the furnaces during the Christmas holidays, thus giving a campaign of about 12 months. The furnaces at the end of the run usually showed no crust on the sides, though crusts always occurred at the back and front ends. This paper presents the physical modelling results of subsurface fracture development associated with Iongwall mining operations and an application of image processing techniques to interpretion of the results. Physical modelling results haióbeen obtained by employing a large sand and plaster model loaded purely by gravity as a means of fracturing the subsurface strata above the longwall excavation. The results have shown fracture development and crack propagation as a longwall face advances and demonstrated that the strength of stratified rocks, the presence and position of a weak band-, and the extraction thickness, have significant effects upon the overall fracture patterns above the excavation. Binary images of fracture patterns were scanned from the black and white photographs of the tested models using an image analyser coupled to a video camels. These images were manipulated by a custom written C program which allows the images to be processed in both vertical and horizontal direction. The images were filtered to quantitatively differentiate between vertical and horizontal fracture intensities. The vertical fracture intensity is particularly important as vertical fractures are considered to provide the main avenues for surface and subsurface water inflow into the excavation. The use of the image analysis techniques has shown a promising improvement in image enhancement and in model results interpretation in a quantitative manner. The numerical nature of the image analysis results will allow further statistical comparison with other modelling techniques to be undertaken and significantly increase the scope for use of the modelling technique results.
