This paper is one of a series of digests of foreign mining legislation and court decisions prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Mexico has been pro oared from the best information available in Washington but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it has been referred through the courtesy of the Department of State. INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. Campaign life of the converting furnace has been limited by break-outs through the hearth and walls. Throughput of concentrate has increased by 60% since start-up of the copper operations in 1981. The Furnace Integrity program was initiated at Kidd in 1993 to improve the reliability and safety of the smelting-cleaning-converting furnace line. The converting furnace is undergoing a series of upgrades to overcome severe refractory wear to the roof, walls and hearth. A recent shut-down was held in March 1997 to implement improvements to the roof, walls and slag outlet. Wall modifications included a new upper shell, wall coolers which can be supported during a shut-down from outside of the vessel, and an increase in the number of cooling blocks. Improvements to the roof included increased cooling, a novel brick/cooler suspension system, and roof compression for gas tightness. Design is currently underway to deepen the refractory hearth, to decrease hearth erosion and increase resistance to flotation.

MR. A. F. B. Norwood: Having been associated in the past few years with nine different plants roasting aurif erous concentrates in Australia, two of which were new installations for which design and construction were undertaken by the writer, I read Mr. Archibald's paper with very great interest, and I deem it a great privilege, as a member of a sister Institution, to be invited to contribute to the discussion on the paper. I wish to congratulate the author on a very informative and interesting paper, and, although situated many thousands of miles away, I feel I have gathered from it a very close idea of the operating conditions and of the work that has been carried on at the Beattie gold mine. Working along somewhat different lines, it is interesting to note that the conclusions drawn by the author run closely parallel to those accepted in Western Australia, viz., that the object of roasting is to obtain a porous calcine, and that this can best be achieved by roasting first at a temperature below 900 deg. F. to 1,000 deg. F., and then raising the temperature at the finish of the roast. Turning first to the laboratory work, the materials I have studied in Western Australia cover a range from those with little or no arsenic to concentrates carrying as high ?as 20 per cent, i.e., even higher than in the analysis quoted for the eoncentrates from Nepheline Products, Limited. In the ease of arsenic-free pyrite concentrates, the roast is ideally carried out at a temperature ranging from 900 deg. F. to 1,000 ferric oxide is one cause of the refractory gold remaining In deg. F. No improvement in extraction is obtained when the calcines are cyanided by raising the final temperature above this point; nevertheless, in technical practice it is desirable to finish the roast at 1,200 deg. F. in order to decompose basic ferric sulphate and thereby reduce the consumption of chemicals in the subsequent cyanidation step. However, if at any stage of the roast the temperature is raised above 1,200 deg. F., the extraction by cyanidation falls, and continues to do so the higher the maximum temperature that is reached. "Corrosion monitoring is commonly used in a variety of industries as a means of effective corrosion control programs to extend the life of the asset and ensure safe operation of the facilities. The majority of the monitoring tools have limitations and tradeoffs – e.g., sacrificing the longevity of the probe for higher measurement resolution. Linear polarization resistance (LPR) probes have the advantage of providing the operator with accurate, real-time corrosion rate data; however, the probes can only be deployed in conditions where the measured environment possesses certain minimal conductivity. In many instances, utilization of LPR probes in conditions with intermittent wetting (for example, conditions where the temperature fluctuates above and below the dew point) presents a challenge. To address this limitation, a special-design cooled corrosion probe has been developed, commercialized and integrated into the distributed control system in the plants. In addition to high-accuracy measurement of corrosion rates, the probe allows for monitoring of pitting corrosion. The most innovative feature of the probe is the cooling circuit, which brings the temperature of the sensors below the dew point, forcing precipitation of moisture and thus permitting corrosion measurements. Additionally, the probe was found to be well-suited for monitoring corrosion in crude distillation unit (CDU) overhead space, where condensation of hydrochloric acid may take place at relatively high temperatures, which would require relatively moderate amount of cooling to be imparted to the probe sensors. This paper presents laboratory-based data from a test simulating CDU refinery environment. A case study is presented to demonstrate how the cooling probe can be effectively used in the plants for corrosion monitoring.INTRODUCTIONConventional corrosion-monitoring techniques such as weight-loss coupons to assess corrosion damage are commonly used in plants1. However, the use of coupons is not only labor-intensive, but also does not deliver real-time corrosion data, thus effectively serving as a “backwards-looking” monitoring tool. Roadheaders are gaining widespread acceptance in North America as a means for mechanical tunnel excavation. Until recently, almost all of the large-scale North American tunnel projects were excavated one of two ways ? the tried and true drill-and-blast method or with the use of tunnel boring machines (TBM), the hi-tech super-excavators. TBMs enjoyed fast-growing popularity worldwide as TBM manufacturers offered greater technology to meet the demand of the civil tunnel industry in the late 20th century. Recently, though, more tunnel projects, large and small, can thank the brute force of a roadheader for getting the job done.

This paper introduces the application of CRIMM high-gradient magnetic separator in refinement of feldspar powders as well as the supporting technical outfits needed by the refining process with the high-gradient magnetic separator as main equipment. It could reduce the content of Fe2O3 to 0.03% with a deferrization rate of 85.88% from the feldspar raw ore containing 0.17% Fe2O3by using the above refining technology, producing an ultrapure feldspar product.

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

The planning and development of new coal mines is requiring the increased use of geologic, geologic engineering and hydrogeologic investigations. This is caused in part by the fact that new mines must deal with less favorable conditions than existing mines as well as higher costs of development and in part by the dictates of regulatory authority. High costs of new mines require greater reliability of geologic assessment using best available geotechnical and geophysical methods and technology. Although the increased cost of additional subsurface data is significant, the more important factor may be the impact on project lead time.

With the ongoing pressure on the secondary aluminum business to limit the amount of waste generated from processing aluminum dross, it becomes very advantageous to preprocess the dross to reduce waste. The advantage of preprocessing is that it significantly reduces the oxides and salt cake generated when melted. Various products can be produced from the oxides for the steel industry. The following paper will demonstrate that removal of oxide fines before melting will result in large volumes of material not being landfilled. We will show that the end result of this technology is to significantly reduce the amount of salt cake sent to a landfill while maximizing the recyclability of the aluminum dross.

"Before energy can be saved in the materials industry, the process must be understood. At the same time, baby boomers are starting to retire. New people are entering the field without experience and training especially in methods to save energy. Various classroom courses, seminars, books, software, and websites are available for the professional to better understand the industry with the ultimate goal to reduce energy use. This paper is a review of what is currently available with some comments on potential needs.IntroductionEnergy use is high within the materials industry. For the United States, the primary metal industry uses 8% of all energy used in manufacturing (Figure 1 )1 or 1, 736 trillion BTUs per year. Sadly, while energy use is high, energy management is not universal within the industry. Counting both internal programs and external such as the utility supplier, equipment manufacturers, federal and state programs, only 66% of primary metals companies participate in an energy management activity1.For the materials field, process heating is the majority of the energy use in a plant2. Understanding and optimizing process heating is a critical need for materials energy professionals. Surprisingly, process heating is not necessarily the work addressed within an energy program. The U.S. 2006 Manufacturing Energy Consumption Survey (see Table 1) found more primary metal companies addressing lighting with 31 % participation versus 15% with process heating work even though energy used in lighting tends to be a minor (in the range ofl-3% ofa typical plant's energy use)."

In order to best-discuss the met spar industry let me take the liberty to review our involvement, that is, my company's. Our organization has been involved in the fluorspar industry for approximately thirty-five years. We started our activity in Western Kentucky as a mining company and a beneficiator of spar, that is, grinding and grading. After a few short years, the mine became contaminated and rather than invest in a flotation plant, the property was sold and our spar activity was moved, primarily to Mexico. It was decided not to establish ourselves as a Mexican corporation, so, it was necessary to take the position of backer-financier of numerous mining operations. We served in this capacity for quite some time. We also built processing plants on the border in Texas, that is, sizing, grading, etc. in order to market into the steel industry. In 1957, generally speaking, fluorspar for the steel industry was purchased as gravel fluorspar with a maximum of 10% -1/16". The price of this material was $23.50 to $24.00 per ton f.o.b. railcar at the Rio Grande Crossings and about $26.00 or $26.25 f.o.b. barge, Brownsville, Texas. Usually the material was purchased on an effective basis. As you know, 2-1/2 times the silica total, subtracted from the total CaF2 gives the effective calcium fluoride. This was normally the extent of the chemical specifications. Consequently, material was shipped with no regard whatever, to anything other than effective units. The variations in material was absolutely unbelievable. In addition to this, quite frequently, cars were shipped, as they say in the industry, topped. This being, good material placed in the top of cars or barges over bad or low grade. The entire shipment may very well have met the effective unit spec, but the complete imbalance of the sub grade vs. the high grade more or less guaranteed that the consumer was probably using a great deal of low grade and therefore, his usage had to be way higher than it should have been. He came to the conclusion, that because of these conditions and the new technology developing in the steel industry, it was just a matter of time that the entire raw material industry would have to improve. Rather than spend our efforts directed to a substitute flux, we put together a sizing and grading plant in order to ship a controlled crude product, with independent laboratory analysis confirming size and quality. The age of control was started. We began shipping 70 to 72-1/2, 80 and 85 effective with sizing 1/2" by 2", 1" by 3", and 2" by 5" with absolute control on the amount of fines. A material with no fines was a premium product. Incidentally it sold for $24.50 -60 effective up to $28.50, $29.50 for 80 effective.

"MINING operations at the Star Key Mine provided an example of a small-scale prairie-type coal mine that employed several interesting procedures and achieved good productivity with low capital expenditures. The mine was located about 11 miles north of the city of Edmonton, on the north side of the Sturgeon River valley. It opened in 1945 and operated until 1979. Output in the winters reached about 500 tons a day in the late 1940s, but in the spring and summer periods activity was usually limited to only servicing and development work. In the later years of the mine's life sales fell to less than 100 tons per day. Most of its output was bought for domestic use in furnaces and stoves so production of large sizes was desired. A modest market for stoker coal did exist for a time. Screenings (-5 / 8 in.) were sold to the city's power plant until it converted to natural gas and were also used for thawing frozen ground for work on pipelines. These markets were comparatively small and the small sizes did not command as high a price as did the larger sizes. However the extension of natural gas services to rural markets cut into the domestic heating market and finally led to closure of the mine. The coal was strong when freshly mined, but because of its high inherent moisture content, about 25%, it did not store well on surface but tended to disintegrate. It was of subbituminous Crank with a heating value of about 8000 Btu per pound and burned with a clean flame. The seam mined was in the Edmonton Formation, of Upper Cretaceous age, at a depth of 60 to 80 ft below the surface. The seam in the mine area was about 11 feet in thickness but thinned gradually to the north and south and split to the west (1). It was approximately horizontal but gentle rolls in the floor of several feet in height necessitated brushing in places to produce suitable haulage grades. The floor material was of bone and clay, overlying a thin layer of coal. Above the seam there were only a few feet of mudstones and weak sandy shales while the remainder of the overburden was clay and unconsolidated glacial till and surface soil. Because of the soft floor and weak roof material the miners usually left about a foot of coal in the floor to provide a firm working surface and about a foot of coal above the rooms and two feet of coal above the entries to provide a competent roof."

In .December of 1987, International Mill Service, Inc. signed an exclusive licensing agreement with Tetronics Research & Development Co. Limited of Faringdon, Oxfordshire., England to commercialize plasma technology which had been demonstrated in an EAF dust processing application. The intent of the process is to reduce and volatize the zinc, lead and cadmium oxides inherent in EAF dust and collect these elements as metals in an ISP (Imperial Smelting Process) zinc splash condenser, and to render the resultant slag an inert, non-hazardous material. With these objectives in mind, IMS started commissioning facilities in 1989 at Florida Steel in Jackson, Tennessee and Nucor-Yamato Steel in Armorel, Arkansas. This paper will address the commercial development and progress of the technology at these two installations. Process Description In the EAF steelmaking process typically the off gas stream is cleaned by some form of baghouse. The particulate collected is known as Electric Arc Furnace dust and has been designated by the U.S. EPA as hazardous waste number K061, once it leaves the collection system. This designation was given to the material due to the high toxic concentrations of lead and cadmium (nickel and chromium for stainless EAF dusts) inherent in the dust. IMS' method of operation is to locate the facilities on the client mill's property adjacent to the baghouse. The dust is transported directly to IMS via a closed conveyance system. This method enables the technology to be an additional processing step in the steelmaking process. Once the dust has been transported to the IMS facility, it is fed, metered and mixed mechanically in the feed conveyance system with a carbon reductant (typically coke breeze). The carbon reductant is approximately 10% of the dust feed rate. This mixture passes through the feed system and enters the furnace

Rosebud Mining Co. (RMC) is based in Kittanning, PA. As of October 2013, it operated 24 active underground mines in Pennsylvania and Ohio. RMC?s Tracy Lynne Mine is located approximately 5 km (3 miles) east of Apollo, PA, (approximately 48 km or 30 miles northeast of Pittsburgh, PA) and mines the Lower Kittanning coal seam. The coal seam averages approximately 1.1 m (45 in.) thick and is of steam coal market quality. The mine is a single unit operation. Coal is mined using a continuous mining machine and is transported from the face to the conveyor belt using a continuous haulage system. Typical ventilation in the mine consists of an exhausting fan that draws air through isolated intake, belt and return air courses (Fig. 1).

THE demand for "production control" has, like the poor, been with us always. With the development of the nation, the accumulation of business experience, and a maturing understanding of how our many and varied industries work, it is increasingly evident that an uncontrolled output is a source of great mischief and that order and performance demand a control of production. To see clearly the demand for "production control" we must look in detail at the ways in which industries operate. General pictures, grand aggregates, situations as "wholes," and smoothed curves are likely to be deceptive. An industry may seem to keep the even tenor of its ways, and yet the establishments which made it up may experience a great range of fortunes. A nice bundle of statistics may show in the aggregate a lovely regularity which is not shared by the firms which make up a trade. An industry may appear to be reasonably profitable, and yet the profits may be very unevenly distributed. The people in an industry, and dependent on it, are managers, laborers, stockholders, creatures of flesh and blood, such as you and I. General pictures and abstract statements must not blind us to what is happening to firms, corporations and individuals.

WHILE 1931 was a most important year in the history of Canadian copper smelting and refining, nevertheless, due to the low price of copper and the in- ability of the International Nickel Co. to market its full capacity of nickel. the production of both copper and nickel was considerably less than the total installed capacity for the production of these metals. IIY the nor- mal course of events, 1931 should have seen a great increase in the production. of both copper and nickel in Canada, because the large extensions to both the copper smelting plants and the copper and nickel refinery capacity, which had largely been completed in the year 1930, should be showing their effect.
