"Underground refuge alternatives (RAs) require an air source to supply breathable air to the occupants. This requires pressure relief valves (PRVs) to prevent unsafe pressures from building up within the RA. The Mine Safety and Health Administration (MSHA) mandates that PRVs prevent pressure from exceeding 1.25 kPa (0.18 psi or 5 in H2O), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. Research to date by the National Institute for Occupational Safety and Health (NIOSH) suggests that the design and implementation of PRVs used in RAs has not yet had sufficient performance analysis or technical development. In response to this need, NIOSH tested a variety of PRVs using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork, and various sensors to determine if subject PRVs meet the MSHA requirement. Relief pressures and flow characteristics including opening pressure and flow rate were measured for five different PRVs under a variety of conditions. Subject PRVs included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place (BIP) RAs, and a commercially available valve that was designed for a steel RA and is currently being used in some BIP RAs. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.8 to 6.1 in H2O) and flow rates up to 19.3 m3/min (683 SCFM). INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement [1]. Section 13 of the MINER Act specifically directed NIOSH to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines. This mandate culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi or 5.0 in. H2O), or at a pressure above mine atmospheric pressure in the RA as specified by the manufacturer when the breathable air is supplied by a fan or compressor [2]."

As at any other mine in Canada, grade control procedures are used at Steep Rock Iron Mines (1) in order to ensure that concentrator and pellet-plant operator s have a uniform feed so that they can manufacture a pellet to suit buyers' specifications and (2) to maximize ore recovery so that as little as possible finds its way to the waste dump or is downgraded by contamination. At Steep Rock, material grading 40% to 66 % Fe is considered ore. The ore may contain up to 10% sulphur. These ranges create six different stock pile types, with the possibility of more if large concentrations of arsenic are encountered. Although grading and mining techniques used to accomplish these ends are fairly standard, there is an appreciation and willingness by hourly and staff pit personnel to make grade control effective. This produces vertical and horizontal communication, which is necessary for success in this field. At Steep Rock, the waste-to-ore ratio is greater than at any other iron ore mine in Canada. Also, a high percentage of the ore mined is direct pellet feed. For these reasons, .grade control is very important.

The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000 cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

"BHP Billiton West Australian Iron Ore (WAIO) conducts an extensive geometallurgy program for its iron ore deposits in the Pilbara with the focus on determining the lump yield (the mass percentage of >6.3 mm rocks) and the lump and fines grade for iron ore products. The geometallurgy program provides accurate information to design engineers and technical marketing teams on the performance of different iron ore mineralogies for future deposits. Additionally geometallurgy results are being used to guide short-term production planning with their introduction into short-term geology models and grade control models. The data that underpins this knowledge is from dedicated geometallurgical programs, drilled using PQ (~83 mm) holes. These holes are crushed by intervals that are based on geological definition which provides an indicative lump yield and lump and fines grade. The lump is then subjected to standard dropping and tumbling test stages to produce a simulated lump and fines product. In the past, quality assurance, quality control holes were drilled using HQ (~64 mm) holes for geochemistry purposes. These holes were crushed to provide an indicative lump yield and lump and fines grade and then 100 per cent is sent for assay (with no dropping and tumbling). Utilising data from HQ holes can significantly increase the indicative geometallurgical data available. This paper compares the geometallurgical results from both PQ and HQ holes from a range of bedded iron deposits (Brockman and Marra Mamba). The PQ and HQ data are compared by orebody, stratigraphy and depth to exclude factors that are expected to influence geometallurgical results.CITATION:Wright, B, Sua, T, Robertson, B and Van Dijken, B, 2016. DR. W. F. GRAY (Contributed discussion, presented at meeting by Mr. S. C. Mifilen): Mr. Rowe's suggestion that the Institute should organize itself to interpret the needs of the mining industry to federal and provincial mines departments should commend itself to our membership as sensible and practical, and as one which these public administrative bodies may welcome. One has to start with the premise that those who head the departments of mines in question have the welfare of the industry at heart. Also, it must be postulated that the technical viewpoint of our membership is necessarily free of political considerations. With these reservations, one ventures to state that both Mr. Rowe in his communication to the present session of the Institute, and Professor M. Y. Williams in his earlier communication to the Western Meeting, on The Geological Survey and Mining Development (1), voice the regret general among our membership at the abandonment of the honoured name, and to some extent of the status, of the Geological Survey of Canada. The writer, in 1932, devoted his Presidential Address to the Institute to an appreciation of the value to Canadian mining of the Geological Survey of Canada (2), affirming the desire of the Institute "that the work of the Survey shall be maintained at the highest pitch of efficiency the resources of our country will permit, because, to scrimp expenses on the Survey, is 'to save at the spigot and lose at the bunghole'." He believes that is still the opinion of the Institute, and, if contraction of the usefulness of the Survey is feared by our members at this time, it is incumbent upon the Institute, in fairness to those who direct our government, to say so in precise and explicit terms. Mr. Rowe puts the situation pithily when he writes: "We have reached a stage in our development where a stock-taking and co-ordination of existing knowledge and data is essential. This is a part of that basic function of Dominion mineral technical services which is national and not provincial in its scope".

As a mining project is developed from conceptual to production phases, there exists a variety of uncertainties and difficulties that affect the operation’s designs and economic values. A notable design parameter to be taken into account is the factor of dilution. Dilution is the waste material not separated from the ore in the stages of mining and is sent to the processing plant. It is defined at the ratio of tonnage waste mined and sent for processing over the combined ore and waste tonnage milled. Dilution reduction is one of the areas that offer metal mines an opportunity to increase revenue and reduce costs, resulting in enhanced profits. Effective dilution control programs require interaction on a multidisciplinary level. This paper outlines recent initiatives undertaken at Polysmetal Silver Magadam Mine to reduce dilution and increase revenue. This paper provides an overview of the solution applied in underground Silver mine in Russia. The paper reviews the dilution problem throughout the entire mining process, and provides a rational approach to underground mine Blast design in order to minimize dilution. The mining companies put a lot of effort into extracting lower grade while minimizing cost. The dilution control assists with achieving this goal. In Polymetal Silver Magadam Mine we succeeded to control more than 20 blasts by keeping almost the same grade measured in the face. The results indicated that using the adequate blasting timing design can help to separate the ore from the adjacent waste in drift blasting with different ore body configuration.

A computer model, which quantitatively utilizes the relationship between the interactive and dynamic processes of methane drainage, mining, and ventilation, is presented. The model includes simulation of the coalbed methane reservoir for prediction of gas-emission rates under the influence of degasification wells and longwall mining, ventilation network-generation, and ventilation simulation. As mining progresses step-wise through the coalbed-methane reservoir, the ventilation network is created and subsequently simulated, iteratively determining fan requirements to safely reduce methane concentrations. The model can be used to quantitatively study the effectiveness of methane degasification on the ventilation system in a longwall panel.

The modem copper smelter today utilizes tonnage oxygen for smelting concentrates, generating a high strength S02 off-gas leaving the smelter vessel. This gas stream, which also contains any unreacted oxygen, plus C02, N2 and H20, also carries with it the volatilized portion of heavy metals in the feed, plus partly oxidized sulfide concentrates. The time/temperature history and subsequent treatment of this off-gas stream emerging from the smelting furnace exit up to the acid plant can influence the partitioning and segregation of heavy metals in the off-gas circuit. Depending on this history, the type and characteristics of the chemical and physical reactions which. occur in the gas handling system can be influenced. This fact can also be used as a tool to adjust the separation of copper from heavy metals. In this paper, the impact of different time/temperature histories of the gas, due to different furnace geometries .and design, on the subsequent formation and characteristics of the smelter dust is examined. Based on the available data, several case histories drawn from examples using both bath and flash smelting technologies are analyzed from this perspective.

Mr. Chairman, members of SME, and guests It is indeed a pleasure to have the opportunity to appear before this group. The topic of this paper is, "Current Trends in Related Industries and Their Influence on Electric Shovel Design and Size". Before getting into the major items, it is well to point out that this text will deal with loading shovels primarily, since their application is almost universal in major open pit mining operations throughout the world. Related industries influence our design in many ways. For the sake of simplicity, these industries will be broken down into two major categories. The first category to be discussed will include industries that will indirectly influence design and size, while the second category will include industries whose products can directly be incorporated by the engineer in the design of shovels.

Since the spread of the European war virtually cut off imports from Denmark, Belgium, and France, the Bureau of Mines has had numerous inquiries as to domestic sources of grinding pebbles and silex or other types of ball mill liners. USES Flint pebbles and tube-rill liners are used by grinders of certain ceramic materials to prevent contamination of the finished product by iron abraded from steal baler and liners. The feldspar industry is one of the largest users of flint grinding mediums; they are employed also by curtain grinders of talc and soapstone, ground sand and sandstone, quartz, and chalk. Some paint materials, such as lithopone, have been ground in pebble Flint pebbles have been used more or less in the past, especially by cement manufacturers, and, for fine grinding of gold, copper, or other ores in which iron contamination is not especially deleterious.

It is well known that removal of organic material such ,as Jacquer, paint, plastic prior to melting improves aluminum recovery. In addition to being an important economically, decoating of aluminum scrap has a positive impact on the environment, through better control of gaseous emissions. Most of the existing thermal decoaters for aluminum have been designed to operate with scrap containing a level of organic material lower than 10%. The main field of their present application is for recycling of used aluminum can, where levels of organic material are lower than 4%. Alcan has recently developed a new thermal decoating system in order to extend applications of this process to a much wider variety of aluminum scrap. The new decoater efficiently processes aluminum scrap with a level of organic material up to 50%. This new technology features the use of fluidized bed technology to thermally control the process. This innovative feature improves both performance and control over conventional delacquering systems based on hot air convection. This paper describes the basic principles of the technology and the design of the? first industrial unit commissioned by the Alcan Recycling plant in Shelbyville (TN) at the beginning of 1994. Typical applications and operating advantages are discussed.

"The development and industrial applications of magnetic liners have been around for decades. A Swedish company Skega first introduced rubber magnetic liners, and then followed by the Chinese invention of metal magnetic liners. Traditionally, both liners were used in secondary ball mills and regrind ball mills for industrial applications, especially for ores containing magnetic materials. Mostly steel balls or equivalent forged steel balls, usually below 60 mm in diameter, were used as grinding media. With the development of mineral resources over the years, SAG mills and larger ball mills have become the dominating components for comminution circuit design. Due to the development of larger diameter ball mills and thus larger ball charge diameter (up to 80mm) especially in non-ferrous metal mining operations, the application of magnetic liners have been very limited. Based on “Magnetism theory” and the development of new materials, the HMR Group Limited has been conducting researches on examining the structures of magnetic liners, associated materials and magnetic circuits which led to the invention of the Nano Alloy Steel Magnetic Liner (NSML). Recently, NSML had a successful application in a 5.5 m diameter × 6.5 m ball mill at the Erdenet Copper Mine in Mongolia. The NSML successfully handled a ball size up of to 80 mm, while achieving a service life of nearly 24 months, which is almost 3 times wear life of the original manganese steel liners.INTRODUCTIONDuring the development and utilization of mineral resources, mineral processing is an indispensably operation. The effective separation of various useful minerals depends on sufficient monomer dissociation of minerals in the ores. The crushing and grinding operation is prior operation of mineral processing. Ball mills are used in different concentrators. As the main consumption parts of mill, liners have been studied constantly. As a new kind of liners, magnetic liners besides can meet the requirement of production, and also have characteristics with maintenance-free, saving energy and increasing efficiency. So the magnetic liners are worth to be spread and applied world widely."

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

Today a large number of open pit mines use computer-based mine management systems to automatically assign haul trucks, track equipment, and manage information. Now advances in digital communications allow the use of these systems in underground operations. Underground mine management systems help maximize production by providing impressive gains in areas such as equipment and manpower utilization, draw point equalization in block caving operations, preventive maintenance, and safety. Current systems use allocated or "locked" train and LHD dispatching. While allocated dis-patching rarely optimizes open pit production, it offers an efficient mode of operation underground where options are more limited.

In this paper, improving the pelletization of Brazilian hematite by adding a boron bearing additive was carried out, and the pelletization parameters were also optimized. The mechanism of boron bearing additive was revealed in the kinetics of crystal grain growth by using LEICA microscopy and its software to measure hematite grain growth. Good qualities of green balls are manufactured with drop numbers above 5.7 times/0.5m, compressive strength higher than 13 N/pellet and thermal shock temperature over 620? under the following conditions: 1.2wt% bentonite, 0.4wt% boron bearing additive, 7wt% moisture and pelletizing in disc for 15 min. When the green balls were preheated at 1000? for 8 min and fired at 1280? for 15 min, the compressive strength of the fired pellets containing boron bearing additive is about 3096 N/pellet, which is far beyond the standard requirement for good quality pellets. Compared to the fired pellets without adding any boron bearing additives, the compressive strength of fired pellets containing boron bearing additive is increased by 1225 N/pellet. It is revealed that adding boron additive into the hematite pellets help to form more liquid phases, lower the activation energy of the hematite grain growth by 135.2 kJ/mol and increase grain growth rate by 33.6%, leading to higher strength of fired pellets due to forming more coarse and dense recrystallized hematite and energy saving by firing at lower temperatures for shorten time.

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

Accurate measurements of the moisture content of iron ore have increasing importance in modern mining operations. Knowledge of the moisture content allows process control actions to be carried out to ensure that the moisture is within prescribed limits, whether this is ensuring sufficient moisture to be above the dust extinction limit or that the moisture level is below the transportable moisture limit for sea shipments. Additionally, controlling moisture within desired limits can allow for greater throughput of iron ore by limiting the amount of water transported. There are a range of options available for operators wishing to obtain moisture data, though there are few demonstrated and proven devices that are able to provide real-time analysis of the full bed-depth of material. Scantech’s through-belt moisture systems are able to accurately analyse the full bed-depth of conveyed iron ore in real time using its unique microwave transmission technology, providing valuable data for operators. Recent advances in these systems have overcome errors associated with the highly attenuating nature of iron ore, particularly for large conveyor belts and deep ore. Furthermore, analysis of different ore mineralogy and its effect on the accuracy of moisture analysis has been examined and quantified. This paper discusses some of these recent results, demonstrating achievable accuracies in spite of changing ore mineralogy. Fuel cells with thin samaria-doped ceria (SDC) electrolyte films deposited onto an anode support using spray pyrolysis were fabricated. The SDC films were deposited onto porous NiO-YSZ substrates at deposition temperatures between 400°C and 450°C. The influence of process parameters such as deposition temperature, flow rate, type of salt and salt concentration on the quality of the film was studied. A smooth dense film was successfully deposited using the precursor cerium ammonium nitrate and samarium nitrate dissolved in butyl carbitol (33.3 vol.%), 2-methoxy-l-propanol (33.3 vol.%), and ethanol (33.3 vol.%) solvent mixture. A deposition rate of 125 nm/h was achieved.

Controlling the access of equipment, and people, has become more critical over the last few years for improving productivity and to meet safety responsibilities imposed by legislated obligations to have safety management systems. Hence Mine Site Technologies (MST) has spent the last three years completing the development of the tagging system to meet the mining industryÆs requirements, particularly streamlining access control. The basic tagging system tracks active Tags carried by personnel, or attached to vehicles and equipment, within underground zones. These Tags are detected (read) by Beacons placed strategically throughout the mine. As a Tag, or Tags, go past a Beacon they are read and the information transmitted back to the main database PC. This allows the current whereabouts of personnel and equipment to be known, as well as the history of their movements. The objectives of implementing the TRACKER Tagging System at Oaky No 1 Coal Mine were to: maintain a count of personnel inbye a particular point, and can alarm when a pre-set number is reached (eg the limit imposed by availability of SCSRÆs, etc); maintain a count of vehicles (and vehicle type) inbye a point, and can alarm if when a pre-set number is reached (eg when rated diesel units exceeds the limit for the ventilation present in that zone); manage the vehicle fleet, by keeping track of various vehicles underground better control and dispatch management of the equipment is achieved; keep track of equipment, knowing the location of equipment (such as forks, baskets, pumps, fans, etc) where last used or stored will minimise the risk of losing gear and assist in keeping inventory to a minimum; and locate personnel in emergency situations, by placing read Beacons throughout the mine the location of all personnel can be known in real time so that in the event of an emergency, their withdrawal can be monitored.
