The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.

This study was made to show the growth of petroleum coking and to determine trends and characteristics of marketing and utilization of coke on the West Coast, comparing these data with those of the United States as a whole. An earlier Bureau of Mines economic survey of petroleum coke was made in 1930 before the widespread use of coking processes. Data, derived from published and unpublished literature as well as from interviews with industry representatives, show a marked increase in the production of petroleum coke since the end of World War II. This increase resulted from the need of refiners to upgrade heavy residuums for which the demand was diminishing. Increasing coke production as well as significant market shifts away from California-produced coke have created excessive stocks of petroleum coke on the West Coast. The causes of these market shifts were based mainly on (1) economic factors and (2) certain undesirable qualities of some of the petroleum coke produced in California.

Early in 1944 the Chilean Government expressed a desire for assistance from the Bureau of Mines in a study of the coal deposits, coal-mining methods, and preparation and benefication of coals in Chile. A Memorandum of Understanding setting forth the purpose of the work was executed by the United States Government and the Government of Chile. Parts of this agreement are quoted: On February 4, 1944, the Ambassador of Chile in Washington expressed the interest of his Government in obtaining the loan of a mission of experts to assist in the conduct of a survey looking toward the utilization of the low-grade coals of Chile and the application of such technology as may be developed for the distillation of these coals and the use of oil shales. The matter has since been the subject of correspondence between the Secretary of State and the United States Department of the Interior, and the latter Department has agreed to cooperate with the Government of Chile, through the Bureau of Mines, subject to the following understanding:

These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

Its purpose is to assist operators in selecting environmentally desirable pollution control and reclamation procedures based upon their particular mining situation. The guide includes information on interpreting physical and cultural factors that must be considered in planning and implementing a mining and reclamation program, achieving environmental protection objectives, and improving community/industry cooperation. Included as appendices are a summary of state laws and a list of additional readings on the subject.

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

More or less unconsciously and from sheer force of habit human beings do many things they probably would not do if the possible consequences of their acts were fully recognized and appreciated. Such carelessness ordinarily could be condoned if human life were not at stake, but it is difficult to understand why intelligent men engaged in the hazardous occupation of mining indulge with the utmost indifference in some habit or continue some custom in violation of State leas and company regulations and under circumstances that may jeopardize not only their own lives but those of scores, even of hundreds, of their fellow workers as well. The old adage that stolen sweets are the best may or nay not have some foundation, but when applied to the practice of smoking surreptitiously in a coal mine, more especially a gassy mine, it is without even remote justification. Although a relatively harmless habit in the proper environment, smoking has been the cause or suspected cause of many gas explosions and black-powder ignitions and has resulted in numerous instances of bodily injury, loss of life, and destruction of property. Likewise, many fires in both coal and metal nines, causing loss of life, have been started by smoking.

FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

THE ORIGINAL HUDSON RIVER TUNNEL. NOT quite forty years ago a man of uncommon character entered New York. He had several hundred thousand dollars earned by railroad building in the Nest. He was not an engineer, but he had ideas of engineering work which he was destined to prove correct.. He introduced new ways of tunneling, but his plans had only one distinguishing feature-they were simply interesting as showing how such work could be done; they added nothing to the science, have never been used since his clay, and never will be used again. Engineers of repute ridiculed his proposition ; he was an Ishmael in the profession. But if engineers looked askance at him, he certainly returned their contempt in the heartiest fashion, and had no hesitancy about expressing his views of them individually and collectively. This worked to. his disadvantage when he afterward tried to raise the means to go on with the work. He found that the opinion of engineers was respected by financiers, and that money would not flow contrary to their advice. While his conception of large constructions was distinguishingly original, much more marked was his method of demonstrating the feasibility of, his schemes. In the present clays of great undertakings it is the custom to make the other man pay for the experiments. But the man from the West had other notions of how the thing ought to be done. Having wonderful confidence in his own ability and in his perception of the task before him, he used up all his own money before seeking outside assistance. By building several hundred,, feet of tunnel he proved the correctness of his theory, and the tunnel then dug forms a part of the present tube. The result-he failed to finish the tunnel. The mine and treatment plant of the Teziutlan, unit of the Mexican Corporation, S. A., are located at Aire Libre, in the District of Teziutlan, near the northwest edge of the State of Pueblo, Republic of Mexico. The property is leased from the Teziutlan Copper Co. The town of Teziutlan is the terminus of a branch railroad starting from Oriental Junction or the Mexico-Jalapa-Veracruz narrow-gage system of the National Railways of Mexico. A branch line 18 km in length from Teziutlan to Aire Libre belongs to the Teziutlan Copper Co. and is leased and operated in conjunction with the mine.

The quality of metallic materials depends on their composition and structure and these are determined by various physico-chemical and technological factors. To effectively prepare materials with required composition, structure and properties it is necessary to carry out a research in two parallel directions: Comprehensive analysis of thermodynamics, kinetics and mechanisms of the processes taking place at the solid-liquid-gaseous phase interface during welding processes and development of mathematical models of the specific welding technologies. We have developed unique method of mathematical modeling of phase interaction at high temperatures. This method allows us to build models taking into account the thermodynamic characteristics of the processes, the influence of the initial composition and temperature on the equilibrium state of the reactions, the kinetics of heterogeneous processes, the influence of the temperature, composition, hydrodynamic and thermal factors on the velocity of the chemical and diffusion processes. The model can be implemented in the optimization of various technological processes in welding, surfacing, casting as well as in manufacturing of steels and non-ferrous alloys, materials refining, alloying with special additives, removing of non-metallic inclusions.

"Cable bolts are an important support component in modern underground mines. If an optimized cable bolt system is to be achieved, it is insufficient to focus on cable bolt layout design or on cable bolt installation in isolation. Cable bolt support, like all engineered systems, requires a holistic approach, encompassing integrated elements of design, implementation and verification. The “Cable bolting Cycle” described in this paper incorporates these components along with related tools and procedures which should be used together to ensure effective and efficient cable bolt support.Design involves the consideration of demand, capacity and constraints as outlined in this paper. The demands imposed on the sup-port system by the rock mass response to excavation under the combined action of stress and gravity must be matched to the capacity of the cable bolt array. The cable bolt system capacity is a function of the component strengths of the steel strand and the bond (load transfer) and by the deformation response and retention characteristics of the system. The design is bounded by operational and economic constraints.Implementation of the cable bolt array can then proceed and must include appropriate protocols of communication, training and quality control, in addition to both general and site specific installation procedures. In the UK during the 1990s the energy companies had developed a policy of æDash for GasÆ, building large natural gas power stations to produce more than 30 per cent of the UKÆs electricity demand. The price of imported thermal coal was dropping and the electricity generators were putting pressure on the UK coal producers to produce coal at a reduced cost. Imported coal from Columbia, South Africa, America and Australasia had increased their market share in thermal coal sales to over 50 per cent of a 55 Mtpa market. The pressure on the UK coal industry to reduce costs and improve productivity levels from an ever decreasing resource was high. Companies were benchmarking their operations on the imported coal producers and had to realign their organisations, productivity levels and costs to world best practice, not just technically, but in world class organisational management techniques.

Enclosed cabs are a primary means of reducing the silica dust exposure of equipment operators at surface mines. The National Institute for Occupational Safety and Health (NIOSH) has investigated various factor effects on enclosed cab air filtration system performance. Factors experimen­tally investigated were intake filter efficiency, intake air leakage, intake filter loading (filter flow resistance), recirculation filter use and wind velocity effects on cab penetra­tion (inside to outside cab concentration ratio). Adding an intake pressurizer fan to the filtration system was also investigated. Results indicate that the intake filter efficiency and recirculation filter were the two most influential factors on cab penetration .Use of a recirculation filter significantly reduced cab penetration over the intake air filter by itself due to the multiplicable filtration of the cab interior air. Cab penetration was also affected to a lesser extent by intake filter loading and air leakage. Adding an intake pressurizer fan notably increased intake airflow and cab pressure while providing only minor changes to cab penetration.

"The inert anode is a key enabling technology for dramatic energy and emissions reduction in extractive metallurgy. In molten salts, the materials challenge is nearly insurmountable: the anode must conduct electrons at high temperature in a pure oxygen and molten salt environment. A solid electrolyte, e.g. zirconia, between the salt and anode removes the molten salt stability constraint, and can act as a container for a liquid metal anode. This can be liquid silver for oxygen-generating inert anodes, or several metals for natural gas-fueled anodes; it is possible to switch between these modes. The solid electrolyte brings several other benefits: it eliminates molten salt contamination of the anode gas, creates a reducing environment enabling low-cost steel vessels, increases current efficiency, and eliminates carbon contamination of the product. New developments presented here, including current collector and low-cost anode designs, amplify these benefits for producing aluminum, magnesium, rare-earths, and other metals.IntroductionReactive metals such as magnesium, aluminum and rare-earths play increasing roles in efficient transportation and clean energy. In response to new fuel economy standards, automotive OEMs are planning large increases in use of aluminum and magnesium to reduce vehicle weight. Rareearth permanent magnet motors and generators exhibit better power-to-weight and efficiency than induction motors and other designs, making this today's primary motor technology for hybrid and electric vehicles, and for wind turbines. Nickel metal hydride (NiMH) batteries with lanthanum are dominant in hybrids. In 2011, transportation comprised 28.6 out of 103.1 EJ of US energy consumption [1] and 1,845 out of 5,471 million metric tonnes (MMT = 109 kg) CO2e of US greenhouse gas (GHG) emissions [1], creating big targets for economy-wide reductions.Unfortunately processes for making reactive metals for these applications are very inefficient and heavily-polluting. In primary aluminum production, Hall-Heroult cell electricity use [2] is more than double the reaction enthalpy due to heat losses through frozen cryolite side-walls and anode gases, graphite anode plants add significant energy use and GHG emissions [2] (see Table 1). Magnesium is even worse: silicothermic reduction by the Pidgeon process in China produces about 85% of the world's magnesium using coal or coke gas [3]. Chloride electrolysis begins with high-purity MgO and requires carbochlorination or hydrochlorination and costly chloride dehydration [4]—rendered unnecessary for aluminum by the Hall-Heroult cell. Production of neodymium and lanthanum with graphite anodes leads to inconsistent carbon content: small cells make 1 kg batches for analysis, sorting and sale by carbon content, with very high labor and analysis costs. And vertical electrodes give no incentive to reduce anode effect: some reports indicate that China's rare-earth metal industry emits more CF4 and C2F6—with global warming potential (GWP) 6500 and 9200 times CO2 respectively—than China's aluminum industry [5]."

NORTH-CENTRAL United States is now, and will continue to be, a natural market for Canadian crude oil. This area is a natural market for many basic reasons. There are no physical barriers along the border of our countries. This market is in dose proximity to Canadian production. This market is already joined by crude oil pipe-1,ines to numerous producing areas of Canada. The tariff barriers are reasonable. We are not handicapped by mandatory quota restrictions. There are many of us who desire lo sell Canadian crude oil in this market. Further, and what is really important, there are many of us who desire to buy Canadian crude oil for this market. It is fundamental that for crude oil to be sold in the world market, it must ?be sold at competitive prices. At the same time, it is important that such competitive price must result in a fair price for the crude oil at the we1lhead. The factors of nearness to market, cheap pipe line transportation, and reasonable United States tariffs, all tend to make ?possible a competitive market and a fair wellhead price.

This interpretation of the mining legislation of Madagascar was prepared from the best information (in French) available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it dill be referred through the courtesy of the Department of State. INTRODUCTION The basic mining law of Madagascar is the decree of 1923, signed at Rambouillet by the President of France on July 19, and published in the Journal Official de Madagascar et Dependances. It has been modified by a number of subsequent laves and regulations, generally of minor importance.

During the past five years, Rexnord has developed, tested and introduced the Nordberg Omnicone Crusher to the industry. When the Symons brothers invented the cone crusher over 60 years ago, they employed the principle wherein the length of the crushing stroke was related to the free fall of material by gravity. This permitted the material being crushed to fall vertically in the crushing chamber; and in effect, caused the particles to be crushed in a series of steps or stages as the particles got smaller due to the crushing action. This also helps to reduce the rate of wear of the liners since the sliding motion of the particles is minimized.
