Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

Ore and concentrate are transported on, the surface at western mining districts by (1) railroads, (2) surface trams, (3) aerial trams, (4) trucks, and (5) wagons, and (6) on the backs of animals. The daily and ultimate tonnage to be moved is the principal factor governing the selection of the method of transportation. Railroads are preferred when large tonnages are to be hauled over relatively long distances. The mine-haulage system may be extended or surface trams built to the mill or shipping point if a practical track grade is possible and if the distance is relatively short. Aerial trams have a special field of usefulness for transportation over steep or excessively rough terrain.

The large scale transportation and storage of sulphur in the liquid state is a relatively new development, but is really only a logical extension of old mining and processing techniques, It is not known who the first person was to win a relatively pure sulphur from ore by melting, but this method was commercially used at least two hundred years ago in Sicily and is still in use today. The Frasch process of mining was invented over sixty years ago, and the development and improvement of-liquid sulphur pumping and handling techniques has paralleled the growth in the Frasch mining industry. During the last fifty years, improvements in the technology of using sulphur have included the premelting of sulphur prior to its being burned for acid production or conversion into CS2 and other compounds. Yet, until fairly recent times, sulphur produced as liquid has been solidified into large blocks at the producing point, broken down by blasting or with mechanical equipment, and shipped in bulk form as a solid.

The Bureau of Mines designed, fabricated, and is using an in-seam tester (1ST) for in situ determination of coal cutting forces. This re-port describes the results of field tests conducted in the Pocahontas No. 3 and Upper Freeport seams to obtain peak and mean cutting forces during coal cutting with several bit geometries, including radial and point attack bits currently used on drum-type machines. Comparisons were also made between new and worn bits, and using data obtained from a Bureau-modified chisel bit. The test results show that longwall plough cutting (horizontal cuts) in bony coal bands (shale) requires >3 times the cutting force for the same cuts in a vertical direction. When no bony coal is present, the cutting forces required to make horizontal and vertical cuts are equal. Worn bits require 4 to 5 times more cutting and normal force than new or undamaged bits. Normal force increased drastically for the worn chisel bit. Peak force encountered in making independent cuts was found to be ~3 times higher than that required to make interactive cuts using a spacing-to-depth-of-cut ratio of 2. Both rake and clearance angles were found to have a significant effect on normal and cutting force.

The ever increasing trend of the gold price has meant that ore deposits that were previously considered too complex, or unattractive by virtue of their low gold grade, are now being investigated more closely. These ore deposits present a greater risk of failure than previously was the case. To ensure that the risk of project failure is reduced and the maximum value is derived from the deposit, its mineralogy, as well as other characteristics, should be well understood such that the optimum process can be designed.Quite often the flow sheet design is assembled using individual process components, from various sources, and without consideration of the complete system. Test work programs require careful planning and an open viewpoint in terms of comminution circuit design particularly with respect to ever increasing power costs across the globe. As an example, high pressure grinding roll (HPGR) technology in many cases offers better mineral liberation than the more traditional comminution devices and it does so at a reduced energy input, and yet HPGR test work is often restricted in its scope due to the perceived novelty of the technology and the resultant lack of generally agreed and accepted test work routes.In this paper the authors outline a typical HPGR test work process route driven by the needs of different ore types and illustrate that to optimise the project value, any test work program should start from the premise that thorough understanding of the ore is vital.CITATION:Bookless, T, Meadows, D and Pownell, J, 2013. Mr. B. Neilly: A week or so ago the Secretary was good enough to forward me an advance copy of this paper by Mr. Logan and it was suggested that I comment on it at this meeting. At that time I was not very certain that I would be here, so I committed my thoughts to paper. As a matter of courtesy to Mr. Logan, I sent him a copy of my proposed remarks and I would like to give you just what I sent to him. Appreciating fully Mr. Logan's ability and many sources of information, one naturally hesitates to question anything seriously set forth as his considered opinion. Neither does one of my political stripe like to accuse him of being too 'conservative.? However, in places his paper reminds me of another general manager of a Canadian bank. While I was still Secretary of the Ontario Mining Association, this general manager wrote asking for our forecast on the current year's mineral production, stating that he proposed to refer to such production figures in his annual address to his shareholders. The request was considered very complimentary to the Ontario Mining Association and, in my opinion, justified a great deal of serious study and effort. Finally, the estimate was prepared and forwarded, showing a modest increase over the previous year's total. Picture our surprise and chagrin on reading his address to find that he predicted not an increase but, if you please, a decline of over $10,000,000. Before I cooled off I wrote asking the basis of such a prediction and got a reply to the effect that men in his position had to be ultra conservative in picturing the future.

"This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. The Bureau of Mines conducted a mineral investigation of the 10,500-hectare Cache Peak study area in 1992; the area had been proposed as wilderness. Bureau personnel examined and sampled prospect workings; 14 rock and 20 placer samples were taken during the investigation. The study area is centered about 40 km south-southeast of Burley. Idaho, in the Sawtooth National Forest. There were seven mining claims located inside the study area, and one additional historical mining claim location. Gold, silver, copper, lead, zinc: Possible resource, poor exposure precludes estimate. Marble: Several million tonnes may be suitable for a variety of uses; markets too distant to favor mining. Sand and Gravel: Several million m3, but markets and transportation costs do not favor mining. Quartzite: Several million tonnes may be suitable for metallurgical purposes; however, markets are too limited to mine. Slabs have been quarried at three localities adjacent to the study area, for decorative stone. Production: In 1979, two tonnes of ore were produced and a plan of operations was submitted calling for approximately 5 km of access road for the Last Chance mine. Decorative stone production was not recorded.

A crucial step in the acquisition by one company of the assets of another, the acquisition of the stock of another company, or the merger of two com-ponies, is the legal due diligence which needs to be performed in order for the acquirer to ascertain or confirm the obligations, liabilities and exposures to risk that are being assumed along with the assets or corporate stock being acquired. Where the obligations, liabilities, or exposures to risk arise from existing contracts, or from pending lawsuits, administrative proceedings, or threats of these actions, those matters are relatively straightforward to discover by careful review of the files of the party whose assets or stock is being acquired. However, where a company is engaged in ongoing mining or processing operations and has operated or owned mining proper-. ties, there are many sources of liability and exposure to risk which could have major adverse economic consequences to the acquiring party and which are not revealed, or at least are not clearly delineated, by the records of the company whose stock or assets are being acquired.

The Bureau of Mines evaluated the potential supply of cobalt from known domestic resources, both as a primary product from some deposits and as a byproduct from others, and found that U.S. production could play an important role in meeting U.S. cobalt needs by the mid-1980's. This production would be of a relatively short duration, however, with production declining significantly before the year 2000. As part of the study, a tonnage-price relationship was developed indicating the quantity of cobalt that could be produced from known cobalt-bearing deposits at various primary commodity prices and at a 15-percent rate of return on the required capital investment. All capital and operating costs are calculated in August 1980 dollars, and commodity prices are based on August 1980 prices. Known U.S. cobalt-bearing deposits which represent the current U.S. cobalt reserve base contain some 310,800 metric tons of cobalt in slightly over 1 billion metric tons of demonstrated mineralized material. Approximately 37 percent of the cobalt contained in the reserve base is considered recoverable using existing technology. Of this quantity, some 87,000 metric tons of cobalt is economically recoverable assuming a cobalt price of $25 per pound, a copper price of $1 per pound, and a lead price of $0.40 per pound. Assuming that the cobalt price decreases to $15 per pound, keeping copper and lead prices constant, the quantity that is considered economically recoverable declines to some 45,700 metric tons. Domestic cobalt consumption in 1979 was 7,900 metric tons (17.4 million pounds). Currently, no primary cobalt is produced from domestic resources, and none has been produced since 1971.

Resource Engineering and Development, Inc. is designing and building a portable 150 to 225 TPD, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, high-grade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on about 17 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the current environment of corporate social responsibility life-of-mine planning considers that mining activities should be conducted in the best environmentally, socially and economically acceptable way for the entire life of the mine (ie from exploration to decommissioning and closure). In this context, the health impacts of mining extend throughout the life of the community from worker injury and chronic exposure to communicable and non-communicable causes of illness, through to family and community health and well-being. At the inaugural Life-of-Mine conference in July 2012, the authors proposed the life-of-mine in the life-of-community (LOMLOC) matrix as a framework for understanding issues at the interface between resource extraction operations and the surrounding environment.This paper reviews and compares health activities extracted from social and environmental reports published by selected major mining companies with American operations in Canada, Colombia and Brazil. These corporate approaches to public health management are mapped to the LOMLOC matrix to identify and compare trends and behaviour in corporate health investments. The Gulf Coast, from New Orleans, Louisiana to Brownsville, Texas, is one of the largest high energy consuming areas in the United States. This region has areas of very high industrial density. The lower Mississippi River from Baton Rouge past New Orleans has a high industrial density. Lake Charles, Louisiana, the Orange-Beaumont-Port Arthur area, Houston (4 separate areas) and Corpus Christi all have the same high industrial density. This situation developed due to good transportation, good labor conditions, good weather and the abundance of cheap energy-gas and electricity. Obviously the latter had the greatest impact. The availability of cheap natural gas made Gulf Coast sites very attractive to energy intensive industry such as metals and petro-chemicals. The area was also very attractive to refinery development due to the large supply (endless?) of crude oil available. As we all know, the energy situation has changed dramatically in the last five years. The cost of a MMBTU has risen from the 17¢ to 19¢ level to a price of $1.95 to $2.10. The price of interstate gas, as defined by the National Energy Plan recently passed by Congress, was approximately $1.98/MMBTU escalated to October, 1978. It goes without saying, that this has had a major impact on doing business in the Gulf Coast. As fuel prices soared, different companies responded in different ways; but overall, industrial energy consumption along the coast was reduced 20% to 25% from 1974 to 1975. Since 1975 production and energy use has been increasing, however, production at some plants is still significantly below plant capacity.

In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition, and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

The Bureau of Mines investigated the recovery of vanadium, uranium, and phosphorus from low-grade phosphorite ores and concentrate by leach-ing with H2S04. Samples containing 0.12 to 0.23 pct V20S, 0.009 to 0.012 pct U30S and 18 to 30 pct P20S were treated by batch-agitation leaching, roasting followed by acid leaching, salt-roasting followed by acid leaching, and leaching under pressure. Maximum recoveries using leaching alone ranged from 78 to 98 pct of the V20S and 74 to 88 pct of the U30S-Leaching under pressure resulted in extractions of 88 to 95 pct of the V20S and 84 to 89 pct of the U30S. Leaching following roasting--with or without NaCI--produced extractions of 97 to 99 pct of the V20S and 86 to 91 pct of the U30a. Depending on the technique(s) employed, phosphate extractions ranged from 89 to 99 pct. Solvent extraction laboratory tests were conducted to selectively re-cover vanadium and uranium values from acid leach solutions. An average of 95 pct -of the U30a was recovered using di(2-ethylhexyl) phosphoric acid, plus trioctylphosphinic oxide. Essentially all of the V20S was recovered with octylphenyl acid phosphate plus isodecanol. The phosphate remained in the raffinate.

"I.-IntroductionAn attempt bas been made in this paper to provide a basis for appraisal of the future of the coal briquetting industry in Alberta by outlining the processes used for briquetting various ranks of coal, by specifying the requirements of a briquetted fuel, by indicating .the status of the industry in the United States, by giving developments in Western Canada, by assessing costs of processing, and by discussing briquetting researches in progress. Much of .the detail bas been omitted since this might mask, rather than reveal, the more important phases of the problem. Reference will be made when possible to published articles where many of the details can be obtained.It should be stated at the outset that, in the writer’s opinion, there are three possible developments in Alberta as regards briquetting: (a) an expansion of the briquetting of the fines of • non-coking and coking coals of semi-anthracite, and of low and medium volatile bituminous rank; (b) the processing of the fines of high-volatile C bituminous coals; and (c) the upgrading of the lower rank high-moisture sub-bituminous coals. Details of the chemical and physical properties of these coals can be obtained in publications of the Research Council of Alberta (1, 2), and of the Fuel Research Station, Bureau of Mines, Ottawa (3).Semi-anthracite and low and medium volatile bituminons coals occur in the mountain areas of Alberta, where, during the upthrust of the Rocky mountains, the coal beds served as the sliding surface. This resulted in the coals being; crushed and consequently they contain a h1gh percentage of fines. In some cases they are high in mineral matter and require to be cleaned before being processed. However, the cleaning of fine coal is both difficult and costly. Both the amount of fines present in the mine-run coal and the amount of mineral matter associated with the coal have increased through the introduction of mechanized mining and through the recovery of coal by stripping operations."

The iron ores mined by LKAB in the north of Sweden have excellent beneficiation properties. This gives LKAB a favourable position as regards the production of low silica pellets for direct reduction. LKAB have concentrated on developing and marketing grades of pellets for the Midrex-Purofer-HyL process group, i.e. such D.R. processes which are carried out in a shaft furnace or a static bed using reformed natural gas as a reducing agent. The paper deals with properties and quality demands of iron ore pellets for such processes. Matters such as the effect of the residual magnetite in the fired pellets on the degree of metallization, the amount and composition of the slag phase in the pellets, the mechanism of the disintegration during reduction, the state of swelling of the pellets during the conditions prevailing in these processes, the importance of the porosity, the improvement of the reducibility and lowering of the sticking tendency of the pellets by small additions of suitable additives and the influence of the pellet size are discussed. A special test procedure for D.R. pellets has been elaborated by LKAB. Thus, three metallurgical properties are routinely determined separately, namely reducibility, reduction strength and sticking. The test methods are described. Finally the present and future LKAB pellets for direct reduction are presented with respect to chemical analyses and metallurgical properties.

The physiocemical properties and industrial uses of the clay mineral montmorillonite are reviewed. Montmorillonite is the most abundant species of the smectite clay mineral group and is the predominant mineral composing bentonite deposits. The crystal structure, chemical composition, exchangeable ion type, and small crystal size are responsible for several unique properties, including a large chemically active surface area, a high cation exchange capacity and interlamellar surfaces having unsual hydration characteristics. The type of exchangeable ion Na, Ca and/or Mg has a major influence on industrial and chemical uses of montmorillonite because of their hydration characteristcs. Natural occurrences of Na montmorillonite in commercial quantities are geographically limited, but Ca-Mg montmorillonite deposits are known world wide. Foundry, well drilling, pelletizing and civil engineering constitute the major uses of montmorillonite, but the total array of uses of montmorillonite exceeds that of any other mineral.
